Lessons learned from the Three Mile Island Unit 2 Advisory Panel

In response to public concern about the cleanup of the Three Mile Island, Unit 2 (TMI-2) facility after an accident on March 28, 1979 involving a loss of reactor coolant and subsequent damage to the reactor fuel, twelve citizens were asked to serve on an independent Advisory Panel to consult with the Nuclear Regulatory Commission (NRC) on the decontamination and cleanup of the facility. The panel met 78 times over a period of thirteen years, holding public meetings in the vicinity of TMI-2 and meeting regularly with NRC Commissioners in Washington, DC. This report describes the results of a project designed to identify and describe the lessons learned from the Advisory Panel and place those lessons in the context of what we generally know about citizen advisory groups. A summary of the empirical literature on citizen advisory panels is followed by a brief history of the TMI-2 Advisory Panel. The body of the report contains the analysis of the lessons learned, preliminary conclusions about the effectiveness of the Panel, and implications for the NRC in the use of advisory panels. Data for the report include meeting transcripts and interviews with past and present Panel participants

Aerospace Safety Advisory Panel

This report covers the activities of the Aerospace Safety Advisory Panel (ASAP) for calendar year 1998-a year of sharp contrasts and significant successes at NASA. The year opened with the announcement of large workforce cutbacks. The slip in the schedule for launching the International Space Station (ISS) created a five-month hiatus in Space Shuttle launches. This slack period ended with the successful and highly publicized launch of the STS-95 mission. As the year closed, ISS assembly began with the successful orbiting and joining of the Functional Cargo Block (FGB), Zarya, from Russia and the Unity Node from the United States. Throughout the year, the Panel maintained its scrutiny of NASA's safety processes. Of particular interest were the potential effects on safety of workforce reductions and the continued transition of functions to the Space Flight Operations Contractor. Attention was also given to the risk management plans of the Aero-Space Technology programs, including the X-33, X-34, and X-38. Overall, the Panel concluded that safety is well served for the present. The picture is not as clear for the future. Cutbacks have limited the depth of talent available. In many cases, technical specialties are 'one deep.' The extended hiring freeze has resulted in an older workforce that will inevitably suffer significant departures from retirements in the near future. The resulting 'brain drain' could represent a future safety risk unless appropriate succession planning is started expeditiously. This and other topics are covered in the section addressing workforce. The major NASA programs are also limited in their ability to plan property for the future. This is of particular concern for the Space Shuttle and ISS because these programs are scheduled to operate well into the next century. This report covers the activities of the Aerospace Safety Advisory Panel (ASAP) for the calendar year 1999.This was a year of notable achievements and significant frustrations. Both the Space Shuttle and International Space Station (ISS) programs were delayed.The Space Shuttle prudently postponed launches after the occurrence of a wiring short during ascent of the STS-93 mission. The ISS construction schedule slipped as a result of the Space Shuttle delays and problems the Russians experienced in readying the Service Module and its launch vehicle. Each of these setbacks was dealt with in a constructive way. The STS-93 short circuit led to detailed wiring inspections and repairs on all four orbiters as well as analysis of other key subsystems for similar types of hidden damage. The ISS launch delays afforded time for further testing, training, development, and contingency planning. The safety consciousness of the NASA and contractor workforces, from hands-on labor to top management, continues high. Nevertheless, workforce issues remain among the most serious safety concerns of the Panel. Cutbacks and reorganizations over the past several years have resulted in problems related to workforce size, critical skills, and the extent of on-the-job experience. These problems have the potential to impact safety as the Space Shuttle launch rate increases to meet the demands of the ISS and its other customers. As with last year's report, these work- force-related issues were considered of sufficient import to place them first in the material that follows. Some of the same issues of concern for the Space Shuttle and ISS arose in a review of the launch vehicle for the Terra mission that the Panel was asked by NASA to undertake. Other areas the Panel was requested to assess included the readiness of the Inertial Upper Stage for the deployment of the Chandra X-ray Observatory and the possible safety impact of electromagnetic effects on the Space Shuttle. Full Text Available The guideline titled “Prevention and treatment of pressure ulcers: clinical practice guideline” is the result of a collaborative effort between the National Pressure Ulcer Advisory Panel (NPUAP, European Pressure Ulcer Advisory Panel (EPUAP and Pan Pacific Pressure Injury Alliance (PPPIA. A comprehensive literature review was conducted on pressure ulcer prevention and treatment. Rigorous scientific methodology was used to appraise available research and make evidence-based recommendations for the prevention and treatment of pressure ulcers. Draft guidelines were made available to 986 invited individual stakeholders and organizations or societies, and the feedback of the stakeholders was taken under consideration by the developers of the guideline. The guideline includes 575 explicit recommendations and/or research summaries for multidisciplinary pressure ulcer topics.

Full Text Available This paper concentrated on the ultimate uniaxial compressive strength of stiffened panel with opening under lateral load and also studied the design-oriented formulae. For this purpose, three series of well executed experiments on longitudinal stiffened panel with rectangular opening subjected to the combined load have been selected as test models. The finite element analysis package, ABAQUS, is used for simulation with considering the large elasticplastic deflection behavior of stiffened panels. The feasibility of the numerical procedure is verified by a good agreement of experimental results and numerical results. More cases studies are executed employing nonlinear finite element method to analyze the influence of design variables on the ultimate strength of stiffened panel with opening under combined pressure. Based on data, two design formulae corresponding to different opening types are fitted, and accuracy of them is illustrated to demonstrate that they could be applied to basic design of practical engineering structure.

Slow-wave metamaterial open panels for efficient reduction of low-frequency sound transmission

Sound transmission reduction is typically governed by the mass law, requiring thicker panels to handle lower frequencies. When open holes must be inserted in panels for heat transfer, ventilation, or other purposes, the efficient reduction of sound transmission through holey panels becomes difficult, especially in the low-frequency ranges. Here, we propose slow-wave metamaterial open panels that can dramatically lower the working frequencies of sound transmission loss. Global resonances originating from slow waves realized by multiply inserted, elaborately designed subwavelength rigid partitions between two thin holey plates contribute to sound transmission reductions at lower frequencies. Owing to the dispersive characteristics of the present metamaterial panels, local resonances that trap sound in the partitions also occur at higher frequencies, exhibiting negative effective bulk moduli and zero effective velocities. As a result, low-frequency broadened sound transmission reduction is realized efficiently in the present metamaterial panels. The theoretical model of the proposed metamaterial open panels is derived using an effective medium approach and verified by numerical and experimental investigations.

The Secretary of Energy requested that the Office of Nuclear Energy prepare a strategic national plan that outlines the Department's role in the future development of civilian nuclear power and that the Energy Research Advisory Board establish an ad hoc panel to review and comment on this plan. The Energy Research Advisory Board formed a panel for this review and three subpanels were formed. One subpanel was formed to address the institutional issues surrounding nuclear power, one on research and development for advanced nuclear power plants and a third subpanel on light water reactor utilization and improvement. The subpanel on light water reactors held two meetings at which representatives of the DOE, the NRC, EPRI, industry and academic groups made presentations. This is the report of the subpanel on light water reactor utilization and improvement. Experience with the President's Science Advisory Committee, Its Panels, and Other Modes of Advice

When Dwight Eisenhower became President in January 1953, the United States had just tested November 1, 1952 its 11 megaton prototype of a hydrogen bomb, and Eisenhower sought enduring peace and economy by basing the U.S. military strategy on nuclear weaponry and a downsizing of the military forces. The detonation by the Soviet Union of a 400-kt fusion-containing device in August 1953 enhanced concern about U.S. vulnerability, and in early 1954 the unexpectedly large yield of the BRAVO test elevated fears for the actual survival of societies against the nuclear threat. Eisenhower initially sought a world moratorium on nuclear tests, but was unable to win over his Administration and met with an obscure Scientific Advisory Committee of the Office of Defense Mobilization (SAC-ODM) on March 27, 1954 for a mutual exploration of what science and technology might bring to national security. The resulting 42-man (!) Technological Capabilities Panel (TCP) had a remarkable impact on the President himself and the direction of the country's strategic missile and intelligence activities and structure, as well as a new emphasis on federal support of university research. Rooted in MIT Summer Studies, the TCP reported on March 17, 1955 on the problems of surprise attack, the overall U.S. offensive capability, and, especially, on its Part V, ``Intelligence: Our First Defense Against Surprise.'' That panel, chaired by Edwin Land, inventor of polarizing sheet and instant photography, originated the U-2 and OXCART (SR-71) strategic reconnaissance aircraft and the CORONA film-return imaging satellites. The President's Science Advisory Committee (PSAC) was created in the White House in 1957 from the SAC-ODM and had major impact throughout the 1960s until its termination by President Richard Nixon in 1973. The presentation traces its story and that of some of its panels from personal experience of the author and his colleagues.

In November 1994, Dr. Martha Krebs, Director of the US Department of Energy (DOE) Office of Energy Research (OER), initiated a broad assessment of the current status and promise of the field of accelerator physics and technology with respect to five OER programs -- High Energy Physics, Nuclear Physics, Basic Energy Sciences, Fusion Energy, and Health and Environmental Research. Dr. Krebs asked the High Energy Physics Advisory Panel (HEPAP) to establish a composite subpanel with representation from the five OER advisory committees and with a balance of membership drawn broadly from both the accelerator community and from those scientific disciplines associated with the OER programs. The Subpanel was also charged to provide recommendations and guidance on appropriate future research and development needs, management issues, and funding requirements. The Subpanel finds that accelerator science and technology is a vital and intellectually exciting field. It has provided essential capabilities for the DOE/OER research programs with an enormous impact on the nation's scientific research, and it has significantly enhanced the nation's biomedical and industrial capabilities. Further progress in this field promises to open new possibilities for the scientific goals of the OER programs and to further benefit the nation. Sustained support of forefront accelerator research and development by the DOE's OER programs and the DOE's predecessor agencies has been responsible for much of this impact on research. This report covers the topics of discussion and the recommendations of the panel members. On December 8 and 9, 2010, the Geochemistry, Biogeochemistry, and Subsurface Science (GBSS) Science Theme Advisory Panel (STAP) convened for a more in-depth exploration of the five Science Theme focus areas developed at a similar meeting held in 2009. The goal for the fiscal year (FY) 2011 meeting was to identify potential topical areas for science campaigns, necessary experimental development needs, and scientific members for potential research teams. After a review of the current science in each of the five focus areas, the 2010 STAP discussions successfully led to the identification of one well focused campaign idea in pore-scale modeling and five longer-term potential research campaign ideas that would likely require additional workshops to identify specific research thrusts. These five campaign areas can be grouped into two categories: (1) the application of advanced high-resolution, high mass accuracy experimental techniques to elucidate the interplay between geochemistry and microbial communities in terrestrial ecosystems and (2) coupled computation/experimental investigations of the electron transfer reactions either between mineral surfaces and outer membranes of microbial cells or between the outer and inner membranes of microbial cells.

Full text: The Ionising Radiations Advisory Committee (IRAC) held its first open meeting on 10 October 2001 in response to a request from the Health and Safety Commission (HSC) that all its advisory committees should follow the Commission's example and hold such meetings. Some of the other advisory committees have already held open meetings and others are planning to do so shortly. The aim of the meeting was to enable members of the public to meet IRAC members and to find out more about the Committee - how it worked and the type of issues it dealt with. The first two sessions were devoted to short presentations describing IRAC's work and influences, now and in the future, on radiation protection generally. The third session was a discussion forum. The agenda for the meeting and the presentations are posted on the web at: www.hse.gov.uk/foi/iracopen.htm. Each session of presentations was followed by questions of clarification and the third session of the meeting comprised an open forum. Many of the questions raised were not directly relevant to IRAC but, nevertheless, members provided brief responses and referred questions on to others as appropriate. One question had been notified in advance, asking whether members of IRAC agreed that it is now (regrettably) reasonably foreseeable that a loss of containment of radioactive material may occur at a nuclear facility as a result of impact by an aeroplane or by other hostile acts, and that this should be made clear in published guidance on REPPIR. This question was not within IRAC's remit. The Chairman of the Nuclear Safety Advisory Committee offered to take the question to the Committee's next meeting. Issues discussed included: Concerns that exposure to ionising radiation at low levels is more dangerous than is currently reflected in risk estimates. Currently, there is a lack of consensus regarding the accepted terminology pertaining to the pressure ulcer healing progression and recidivism. This lack of uniformity can negatively impact initiation of treatment pathways, completion of appropriate interventions, clinical documentation, medical coding, patient education, discharge planning and healthcare revenue through out the healthcare system. The purpose of this paper is to introduce a standard nomenclature as it pertains to pressure ulcer healing progression and any recidivism that may occur. The National Pressure Ulcer Advisory Panel has formulated a framework of terms regarding pressure ulcer progression. We also developed a clearer nomenclature for lack of progress and recidivism of pressure ulcers. This document should serve as a starting point for the discussion of the pressure ulcer care, research, and terminology. © 2014 by the Wound Healing Society.

Hypervelocity Impact Performance of Open Cell Foam Core Sandwich Panel Structures

Open cell metallic foam core sandwich panel structures are of interest for application in spacecraft micrometeoroid and orbital debris shields due to their novel form and advantageous structural and thermal performance. Repeated shocking as a result of secondary impacts upon individual foam ligaments during the penetration process acts to raise the thermal state of impacting projectiles ; resulting in fragmentation, melting, and vaporization at lower velocities than with traditional shielding configurations (e.g. Whipple shield). In order to characterize the protective capability of these structures, an extensive experimental campaign was performed by the Johnson Space Center Hypervelocity Impact Technology Facility, the results of which are reported in this paper. Although not capable of competing against the protection levels achievable with leading heavy shields in use on modern high-risk vehicles (i.e. International Space Station modules), metallic foam core sandwich panels are shown to provide a substantial improvement over comparable structural panels and traditional low weight shielding alternatives such as honeycomb sandwich panels and metallic Whipple shields. A ballistic limit equation, generalized in terms of panel geometry, is derived and presented in a form suitable for application in risk assessment codes.

As part of the Belowground Carbon Cycling Processes at the Molecular Scale workshop, an EMSL Science Theme Advisory Panel meeting held in February 2013, attendees discussed critical biogeochemical processes that regulate carbon cycling in soil. The meeting attendees determined that as a national scientific user facility, EMSL can provide the tools and expertise needed to elucidate the molecular foundation that underlies mechanistic descriptions of biogeochemical processes that control carbon allocation and fluxes at the terrestrial/atmospheric interface in landscape and regional climate models. Consequently, the workshop's goal was to identify the science gaps that hinder either development of mechanistic description of critical processes or their accurate representation in climate models. Phenotypic lead generation strategies seek to identify compounds that modulate complex, physiologically relevant systems, an approach that is complementary to traditional, target-directed strategies. Unlike gene-specific assays, phenotypic assays interrogate multiple molecular targets and signaling pathways in a target "agnostic" fashion, which may reveal novel functions for well-studied proteins and discover new pathways of therapeutic value. Significantly, existing compound libraries may not have sufficient chemical diversity to fully leverage a phenotypic strategy. To address this issue, Eli Lilly and Company launched the Phenotypic Drug Discovery Initiative (PD(2)), a model of open innovation whereby external research groups can submit compounds for testing in a panel of Lilly phenotypic assays. This communication describes the statistical validation, operations, and initial screening results from the first PD(2) assay panel. Analysis of PD(2) submissions indicates that chemical diversity from open source collaborations complements internal sources. Screening results for the first 4691 compounds submitted to PD(2) have confirmed hit rates from 1.6% to 10%, with the majority of active compounds exhibiting acceptable potency and selectivity. Phenotypic lead generation strategies, in conjunction with novel chemical diversity obtained via open-source initiatives such as PD(2), may provide a means to identify compounds that modulate biology by novel mechanisms and expand the innovation potential of drug discovery.

The report covers general considerations, particle sources and the final focus and interaction point, before looking at various possible acceleration methods in some detail - normal rf linacs, superconducting acceleration structures, structures excited by opto-electrical switches, wake-field acceleration, and plasma beat-wave acceleration. It is concluded that one approach to a TeV collider, based on a normal conducting linear accelerator at a frequency of approximately 30 GHz and with a gradient of about 100 MeV/m, seems to give promise of leading to a real project in three to five years if enough manpower and money were invested in research and development. In the scheme outlined in the report, the drive power is obtained from an auxiliary beam of a few GeV, which in turn is accelerated by superconducting cavities identical to the ones now under construction for LEP 200. The panel also proposes that sufficient effort be devoted to continuing the research on more exotic schemes of acceleration, which in the longer term may lead to much higher gradients. The Institutional Challenges Subpanel of the Energy Research Advisory Board's Civilian Nuclear Power Panel was charged with the task of addressing the institutional issues that affect the future of nuclear power in the United States. Barriers created by non-technical issues are generally considered to be primary obstacles to revitalizing the nuclear fission option as part of a robust supply for future electrical generation. The Subpanel examined the following categories of institutional issues: (1) Administration Policy and Leadership, (2) Licensing Reform, (3) Standardized Designs, (4) Shared Financial Risk, (5) State and Economic Regulation, (6) Waste Disposal, and (7) Public Perception. The Subpanel concluded that the Administration and Congress have the opportunity and responsibility to provide leadership in resolving these difficulties. This paper empirically examines the dynamic causal relationships between carbon dioxide emissions, energy consumption, economic growth, trade openness and urbanization for the panel of newly industrialized countries (NIC) using the time series data for the period 1971-2007. Using four different panel unit root tests it is found that all panel variables are integrated of order 1. From the Johansen Fisher panel cointegration test it is found that there is a cointegration vector among the variables. The Granger causality test results support that there is no evidence of long-run causal relationship, but there is unidirectional short-run causal relationship from economic growth and trade openness to carbon dioxide emissions, from economic growth to energy consumption, from trade openness to economic growth, from urbanization to economic growth and from trade openness to urbanization. It is found that the long-run elasticity of carbon dioxide emissions with respect to energy consumption (1.2189) is higher than short run elasticity of 0.5984. This indicates that over time higher energy consumption in the newly industrialized countries gives rise to more carbon dioxide emissions as a result our environment will be polluted more. But in respect of economic growth, trade openness and urbanization the environmental quality is found to be normal good in the long-run. - Highlights: → Dynamic causal relationships are conducted for different panel variables of NIC. → Test results support only existence of unidirectional short-run causal relationships. → Environment will be polluted more due to energy consumption in the long-run. → But environmental quality is found to be normally good in respect of other variables. → NIC should use solar energy as the substitute of oil to control CO 2 emissions.

This paper explores the causal relationship between economic growth, trade openness and energy consumption using data of 15 Asian countries. The study covers the period of 1980–2011. We have applied panel cointegration and causality approaches to examine the long-run and causal relationship between variables. Empirical results confirm the presence of cointegration between variables. The impact of economic growth and trade openness on energy consumption is found to be positive. A protective panel for a reusable launch vehicle provides enhanced moisture protection, simplified maintenance, and increased temperature resistance. The protective panel includes an outer ceramic matrix composite (CMC) panel, and an insulative bag assembly coupled to the outer CMC panel for isolating the launch vehicle from elevated temperatures and moisture. A standoff attachment system attaches the outer CMC panel and the bag assembly to the primary structure of the launch vehicle. The insulative bag assembly includes a foil bag having a first opening shrink fitted to the outer CMC panel such that the first opening and the outer CMC panel form a water tight seal at temperatures below a desired temperature threshold. Fibrous insulation is contained within the foil bag for protecting the launch vehicle from elevated temperatures. The insulative bag assembly further includes a back panel coupled to a second opening of the foil bag such that the fibrous insulation is encapsulated by the back panel, the foil bag, and the outer CMC panel. The use of a CMC material for the outer panel in conjunction with the insulative bag assembly eliminates the need for waterproofing processes, and ultimately allows for more efficient reentry profiles.

An investigation into the effectiveness of phase change material (PCM) panels placed against the internal walls of a freezer to maintain stable temperatures in the presence of heat loads such as door openings, defrosting, and loss of electrical power was carried out. Temperature response was studied during loss of power, a defrost cycle lasting 30 min, and a door opening scheme of 13 door openings over an 11 h period. This PCM system has significantly decreased the rate of temperature increase inside the freezer during defrosting and power loss. Energy consumption was measured during steady operation, a defrost cycle of 30 min, and a scheme of eight door openings at 40 min intervals. Full Text Available Organizations of today are aware of the necessity to communicate with customers beyond learning about their satisfaction, loyalty or complaints. The closest way is focusing on customer involvement, a general term used for capturing the responses, advises and ideas of customers in order to better proceed with innovation ideas for product and service development in a competitive market environment. This flow, which is named as “customer’s advisory” by the authors, necessitates openness and capability. Openness requires technological focus along with responsiveness and empathy in organizational culture, creating a positive communication environment. The two variables of the capability construct are frequent and bilateral information sharing. This study was conducted to detect the level of use of these two constructs by various organizations operating in Turkey. The aim was to understand the interest in customer involvement to remain competitive, how “customer’s advisory” was used to collect customer views and responses in order to nurture creativity in innovation processes. Results reflect that organizations proved to be open; responsive to meet expectations, willing to understand the customers, and reflected empathy to encourage creative ideas. Also both variables of the capability construct proved to be strong where well-educated and trained employees help most for understanding the comments of customers. Turkish organizations’ following the customer’s advisory with openness and capability brings a new focus into Customer Relationship Management via feeding a creative process leadership focus to remain competitive.

The Subpanel on Theoretical Computing of the High Energy Physics Advisory Panel (HEPAP) was formed in July 1984 to make recommendations concerning the need for state-of-the-art computing for theoretical studies. The specific Charge to the Subpanel is attached as Appendix A, and the full membership is listed in Appendix B. For the purposes of this study, theoretical computing was interpreted as encompassing both investigations in the theory of elementary particles and computation-intensive aspects of accelerator theory and design. Many problems in both areas are suited to realize the advantages of vectorized processing. The body of the Subpanel Report is organized as follows. The Introduction, Section I, explains some of the goals of computational physics as it applies to elementary particle theory and accelerator design. Section II reviews the availability of mainframe supercomputers to researchers in the United States, in Western Europe, and in Japan. Other promising approaches to large-scale computing are summarized in Section III. Section IV details the current computing needs for problems in high energy theory, and for beam dynamics studies. The Subpanel Recommendations appear in Section V. This article investigates the long-run and causal linkages between economic growth, CO 2 emissions, renewable and non-renewable (fossil fuels) energy consumption, the Composite Trade Intensity (CTI) as a proxy for trade openness, and the Chinn-Ito index as a proxy for financial openness for a panel of the Commonwealth of Independent States (CIS) region including Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan over the period of 1992-2015. It is the first time that CTI and the Chinn-Ito indexes are used in an economic-pollution model. Employing three panel unit root tests, panel cointegration estimation methods (DOLS and FMOLS), and two panel causality tests, the main empirical results provided evidence for the bidirectional long-run relationship between all the variables in all 12 sampled countries except for economic growth-renewable energy use linkage. The findings of causality tests indicated that there is a unidirectional short-run panel causality running from economic growth, financial openness, and trade openness to CO 2 emissions and from fossil fuel energy consumption to renewable energy use.

Pressure ulcers is a frequent problem in hospitalized patients. Several prevalence studies have been conducted across the globe. Little information is available regarding prevalence of pressure ulcers in India. The aim was to identify the prevalence of pressure ulcers in one of the tertiary hospital in northern India and the factors associated with its development. A cross sectional point prevalence study. European Pressure Ulcer Advisory Panel (EPUAP) data collection form. Ethics approval was obtained prior to start of the study. Total of 358 patients were enrolled in the study. All patients above 18 years of age admitted in intensive care units and wards were included in the study. Patients admitted in emergency, day care, coronary care unit were excluded because of their short duration of hospital stay (varies from 24 to 72 h usually). All patients admitted before midnight on the predetermined day were included. The Braden scale was used to identify the risk of developing pressure ulcers. European Pressure ulcer advisory panel (EPUAP) minimum data set was used to collect prevalence data. The overall prevalence rate was 7.8%.The sacrum and heel were more commonly affected. Grade III pressure ulcers were the most common (42.8%). The pressure ulcer prevalence rate in our hospital was lower than that published in international studies. Severe forms of pressure ulcers were commonly encountered This data provides background information that may help us in developing protocols for applying effective practices for prevention of pressure ulcers. NB Power was faced with major financial and technical challenges in generation that would lead to significant rate increases over several years to come. In 2009, the governments of New Brunswick and Quebec proposed an agreement whereby Hydro-Quebec would acquire most of the assets of NB Power and provide a guaranteed electricity supply at a set price to the province. The proposal involved the sale of NB Power's hydro generation facilities, 2 diesel peaking plants and the Point Lepreau nuclear generating facility. It also included a guaranteed bulk electricity supply of 14 Terawatt-hours per year by Hydro-Quebec at a blended rate of 7.35 cents per kilowatt-hour. The new Brunswick government would retain ownership of the fossil-fuelled power plants, the NB Power transmission assets and the NB Power distribution assets and customer sales. A 6-person independent panel was asked to examine the proposal. This report addresses the proposed agreement as presented to the Panel up to January 26, 2010. The panel conducted an independent and objective examination of the financial implications; long-term effects on electricity rates; New Brunswick's control of energy policies; environmental impacts; short-and long-term risks and avoided risks; and benefits and costs to the provincial economy. The Panel drew its conclusions and recommendations on the basis of available information. The Panel concluded that the benefits to New Brunswick contribute to real and positive value to New Brunswick over business as usual. tabs., figs.

An international nanoscience advisory board to improve and harmonize nanotechnology oversight

As governments around the world begin to implement regulations aimed at controlling nanotechnology, those regulations should be based upon the best available science, applied as consistently as possible within jurisdictions and, to the extent feasible, across jurisdictions. These goals would be easier to achieve with the creation of an international nanoscience advisory board. Such a body could be modeled on similar international scientific advisory bodies for other issues, such as the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services. Such a body should also take into account lessons learned from these similar organizations. An international nanoscience advisory board could assist regulatory bodies by providing a central source of accurate scientific information about the risks and benefits of nanotechnology, including relevant uncertainties, rather than having each regulatory body make these determinations independently. An international nanoscience advisory board could facilitate harmonization within and between jurisdictions by involving the top experts in the field to produce a centralized knowledge base for regulatory decisions. While an international nanoscience advisory board presents many potential benefits, it also faces significant difficulties, which are best illustrated by examining the history and challenges of existing international science advisory bodies.

The Federal Internetworking Requirements Panel (FIRP) was established by the National Institute of Standards and Technology (NIST) to reassess Federal requirements for open systems networks and to recommend policy on the Government`s use of networking standards. The Panel was chartered to recommend actions which the Federal Government can take to address the short and long-term issues of interworking and convergence of networking protocols--particularly the Internet Protocol Suite (IPS) and Open Systems Interconnection (OSI) protocol suite and, when appropriate, proprietary protocols. The Panel was created at the request of the Office of Management and Budget in collaboration with the Federal Networking Council and the Federal Information Resources Management Policy Council. Previous Advisory Group Meetings have led to IAEA Technical Reports No.15=5 (1974) on thermal discharge, 118 (1970) and 169 (1975) on sampling, storage and analysis methods for marine radioactivity studies, 167 (1975) on design of marine biological studies permitting comparative evaluation, and 172 (1976) on the effects of ionizing radiation on aquative organisms and eco-systems. Full Text Available The surface temperature of PV panel has an adverse impact on its performance. The several electrical parameters of PV panel, such as open circuit voltage, short circuit current, power output and fill factor depends on the surface temperature of PV panel. In the present study, an experimental work was carried out to investigate the influence of PV panel surface temperature on its electrical parameters. The results obtained from this experimental study show a significant reduction in the performance of PV panel with an increase in panel surface temperature. A 5W PV panel experienced a 0.4% decrease in open circuit voltage for every 1°C increase in panel surface temperature. Similarly, there was 0.6% and 0.32% decrease in maximum power output and in fill factor, respectively, for every 1°C increase in panel surface temperature. On the other hand, the short circuit current increases with the increase in surface temperature at the rate of 0.09%/°C.

Full Text Available ENGLISH: The Human Rights Advisory Panel (HRAP established in 2006 to strengthen the accountability of UNMIK in Kosovo so far has dealt mainly with cases regarding property and missing persons. In two recent cases of members of the Egyptian and the Serbian minority (Fillim Guga and Nevenka Ristić it also dealt with privatization of socially - owned enterprises and found discrimination on ethnic grounds by the Special Chamber of the Supreme Court, established by UNMIK for such cases, which raises the accountability of UNMIK. In doing so the panel applied Article 14 of the ECHR on prohibition of discrimination in conjunction with Article 6 ECHR on fair trial in the light of relevant jurisprudence of the European Court of Human Rights. It also pointed out that in these cases the Special Chamber did not recognize a prima facie case of indirect discrimination and did not apply the principle of reversal of proof as required by the Anti - Discrimination Law of Kosovo. On behalf of UNMIK, the Special Representative of the Secretary - General defended the findings of the Special Chamber. The conclusions and recommendations in the Opinion of the Panel hold UNMIK accountable for the violations found and require it to take immediate and effective measures including an apology and adequate compensation for non-pecuniary damage as well as urging EULEX and other competent authorities in Kosovo to reopen the case by the Special Chamber. The work of the HRAP raises wider issues of accountability of international missions like UNMIK, to which it makes an important contribution. The DOE Office of Energy Research chartered through the Fusion Energy Sciences Advisory Committee (FESAC) a panel to 'address the topic of U. S. participation in an ITER construction phase, assuming the ITER Parties decide to proceed with construction.' (Attachment 1: DOE Charge, September 1996). Given that there is expected to be a transition period of three to five years between the conclusion of the Engineering Design Activities (EDA) and the possible construction start, the DOE Office of Energy Research expanded the charge to 'include the U.S. role in an interim period between the EDA and construction.' (Attachment 2: DOE Expanded Charge, May 1997). This panel has heard presentations and received input from a wide cross-section of parties with an interest in the fusion program. The panel concluded it could best fulfill its responsibility under this charge by considering the fusion energy science and technology portion of the U.S. program in its entirety. Accordingly, the panel is making some recommendations for optimum use of the transition period considering the goals of the fusion program and budget pressures.

Moving to electronic health records (EHRs) confers substantial benefits but risks unintended consequences. Modern EHRs consist of complex software code with extensive local configurability options, which can introduce defects. Defects in clinical decision support (CDS) tools are surprisingly common. Feasible approaches to prevent and detect defects in EHR configuration, including CDS tools, are needed. In complex software systems, use of test-driven development and automated regression testing promotes reliability. Test-driven development encourages modular, testable design and expanding regression test coverage. Automated regression test suites improve software quality, providing a "safety net" for future software modifications. Each automated acceptance test serves multiple purposes, as requirements (prior to build), acceptance testing (on completion of build), regression testing (once live), and "living" design documentation. Rapid-cycle development or "agile" methods are being successfully applied to CDS development. The agile practice of automated test-driven development is not widely adopted, perhaps because most EHR software code is vendor-developed. However, key CDS advisory configuration design decisions and rules stored in the EHR may prove amenable to automated testing as "executable requirements." We aimed to establish feasibility of acceptance test-driven development of clinical decision support advisories in a commonly used EHR, using an open source automated acceptance testing framework (FitNesse). Acceptance tests were initially constructed as spreadsheet tables to facilitate clinical review. Each table specified one aspect of the CDS advisory's expected behavior. Table contents were then imported into a test suite in FitNesse, which queried the EHR database to automate testing. For each technology, the model is able to evaluate the microalgae areal and volumetric productivity and the energy production and consumption. Differently from the most common existing models in literature, which deal with a specific part of the overall cultivation process, the model presented here includes all physical and chemical quantities that mostly affect microalgae growth: the equation of the specific growth rate for the microalgae is influenced by CO{sub 2} and nutrients concentration in the water, light intensity, temperature of the water in the reactor, and by the microalgae species being considered. All these input parameters can be tuned to obtain reliable predictions. A comparison with experimental data taken from the literature shows that the predictions are consistent and slightly overestimating the productivity in the case of closed photobioreactor. The results obtained by the simulation runs are consistent with those found in literature, being the areal productivity for the open raceway pond between 50 and 70 t/(ha × year) in Southern Spain (Sevilla) and Brazil (Petrolina) and between 250 and 350 t/(ha × year) for the flat panel photobioreactor in the same locations.

Advantages and disadvantages of stressed skin panels, also known as structural insulated panels (SIPs), are discussed as material and labour-saving alternatives to traditional stick framing. Stressed skin panels are manufactured 'sandwich' assemblies with a rigid insulating polystyrene foam core, whose interior and exterior surfaces are bonded into panels. The skins distribute and carry the structural loading while the bonded foam core provides insulation and keeps the two skins aligned. Since there are fewer framing members, there is little thermal bridging and the R-value remains high. SIPs are usually manufactured in four feet by eight feet panels, although some manufacturers can produce panels up to eight feet by forty feet. SIPs are resource efficient as they use less wood than conventional framing (about 25 per cent less); can structurally cover large spans, requiring less supplementary framing. Use of SIPs eliminate the need for headers over small openings; provide the ability to nail anywhere; create less scrap and waste; lessen vulnerability to unfavourable weather and other job-site hazards, can reduce delays, and often can produce significant savings in material and labour costs. Limitations include the more complex approaches to plumbing and electrical systems, although this can be minimized by designers by incorporating much of the plumbing and electrical work on interior (non-panel) walls. Most stressed skin panels require one-half inch interior gypsum drywall. If become wet, stressed skin panels take a long time to dry out and may harbour mold growth. Larger stressed-skin panels used in floors and roofs, may require cranes or other machinery for handling because of their weight. Although not without some environmental impact, overall, stressed skin panels are judged to be a resource-efficient building technology with significant energy-efficiency benefits and distinct advantages over stick framing. 3 photos.

Solar-Panel Dust Accumulation and Cleanings

Air-fall dust accumulates on the solar panels of NASA's Mars Exploration Rovers, reducing the amount of sunlight reaching the solar arrays. Pre-launch models predicted steady dust accumulation. However, the rovers have been blessed with occasional wind events that clear significant amounts of dust from the solar panels. This graph shows the effects of those panel-cleaning events on the amount of electricity generated by Spirit's solar panels. The horizontal scale is the number of Martian days (sols) after Spirit's Jan. 4, 2005, (Universal Time) landing on Mars. The vertical scale indicates output from the rover's solar panels as a fraction of the amount produced when the clean panels first opened. Note that the gradual declines are interrupted by occasional sharp increases, such as a dust-cleaning event on sol 420.

Our understanding of pressure injury etiology and development has grown in recent years through research, clinical expertise, and global interdisciplinary expert collaboration. Therefore, the National Pressure Ulcer Advisory Panel (NPUAP) has revised the definition and stages of pressure injury. The revision was undertaken to incorporate the current understanding of the etiology of pressure injuries, as well as to clarify the anatomical features present or absent in each stage of injury. An NPUAP-appointed Task Force reviewed the literature and created drafts of definitions, which were then reviewed by stakeholders and the public, including clinicians, educators, and researchers around the world. Using a consensus-building methodology, these revised definitions were the focus of a multidisciplinary consensus conference held in April 2016. As a result of stakeholder and public input, along with the consensus conference, important changes were made and incorporated into the new staging definitions. The revised staging system uses the term injury instead of ulcer and denotes stages using Arabic numerals rather than Roman numerals. The revised definition of a pressure injury now describes the injuries as usually occurring over a bony prominence or under a medical or other device. The revised definition of a Stage 2 pressure injury seeks to clarify the difference between moisture-associated skin damage and injury caused by pressure and/or shear. The term suspected has been removed from the Deep Tissue Pressure Injury diagnostic label. Each definition now describes the extent of tissue loss present and the anatomical features that may or may not be present in the stage of injury. These important revisions reflect the methodical and collaborative approach used to examine the available evidence and incorporate current interdisciplinary clinical expertise into better defining the important phenomenon of pressure injury etiology and development.
