Abstract Through the example of a Danish reform of educational plans in early childhood education, this paper analyses the emergence of a new pedagogical desire related to administrative educational reforms promoting accountability, visibility and documentation. Two arguments are made: first......, it is argued that the changes in administrative practices during the last decade constitute a transformation, but also a reproduction of relations between knowledge and governing that goes back to the big expansion of the welfare state. Second, it is argued that these relations between knowledge and governing...... are not restricted to the administrative practices, but are part of education and its humanistic legacy as well. As such, the administrative demand of documentation becomes possible and recognisable through its reproductive elements. Elements that are constituted in a transformative conjunction in which...

Full Text Available All scientific work must be carried out against a background of adequate administrative support if it is to become effective and produce useful results. Administration is not a job for which we, as scientists, are particularly trained; and it is a thing of which we tend to fight shy, partly because, author suppose, most Of peoples are associate the administrator with highly unpleasant matters such as income tax, delays in getting our pay cheques, and so on - For that reason we do not feel, always pay sufficient attention to administrative affairs ; rather like the ostrich, we try to escape from them by merely ignoring them. But that is a wrong and unfruitful attitude to adopt. All live so much under the activities of the trained administrator that should, if, it give a great deal of thought to our own administrative problems deliberate and conscious thought to them-and make an honest and heart-searching self analysis regarding our own possible failings.

As time goes on, system administrators are presented with increasingly complicated challenges. In the early days, a team of engineers might have had to look after one or two systems. These days, one engineer can administer hundreds or thousands of systems. System administrators are gradually replacing their tools with more advanced and flexible ones. One of the choices is Python. Structurally, Python is a modern, high-level language with a very clean syntax. Python comes with many built-in libraries that can make automation tasks easier. It also has extensive set of third-party libraries and a

@@ The long-anticipated anti-monopoly law needs to better address the crucial distinction between administrative and economic monopolies The first five months of 2oo6 saw a surge in the profits achieved by key State enterprises, especially in the eight sectors including petroleum, telecommunication and electricity, which achieved 285 billion yuan (US$36 billion) in profits, accounting for about 86 percent of the total, according to a July report. From the Stateowned Assets Supervision and Administration Commission of the State (SASAC). This news was both heartening and disquieting, for the most profitable sectors happen to be monopolistic enterprises, mostly upstream the production chain, who achieve their profitability at the expense of those companies further downstream. For years these sectors have been at the centre of the "bust-the-trust" storm.

Full Text Available Administrative contracts in Croatian legislation represent a novelty introduced into the General Administration Procedure Act in 2010. This is a novelty which has not proved to be successful in practice. Control over administrative contract formation is inevitable and is very significant for a number of reasons. Firstly, public legal bodies which form them do so by exercising their own public powers which are without doubt subject to legality control; secondly, in forming administrative contracts, public funds are used which must be controlled; thirdly, forming administrative contracts often touches on using public goods. Due to the restrictive interpretation of administrative contracts in Croatian legislation, this institute is indisputably only regulated in the General Taxation Act. However, for more than two decades contracts which satisfy all presumptions have existed in our law in order to be considered as administrative contracts. It is for this reason that control over contracts will be dealt with for contracts considered by the author to be administrative contracts. These are contracts on concessions and contracts on public procurement. How inadequate today’s regulation of control of administrative contract formation is will be demonstrated, particularly regarding contracts on concession and public procurement. Legislative changes will be proposed which should result in a more quality system of control over administrative contract formation. How control over administrative contract formation cannot be considered as separate from control over administrative contract execution will also be shown.

With its help managers and business people can build models and diagrams to help put things into perspective. “Case Study 1” shows UML can be used as an analysis tool in business modeling to help increase the complexity and depth of the event or project that is being developed. “Case Study 2” attempts to prove that UML can also be efficiently used in finding solutions to newly appeared problems in a business environment. Despite the practicality of the Unified Modeling Language there is still some criticism brought to it. Introduction Administrative corruption is a complicated and multi-faceted phenomenon that has many causes and ramifications, which manifest themselves in different forms in various countries and appear to be endemic of all social systems where authority is delegated. Although there might be different definitions of and approaches towards administrative corruption, the definition that has been put forward by the World Bank and Transparency International appears to be more general and compreh...

Population demographics are reshaping the healthcare work force with respect to race, ethnicity, gender, national origin, sexual orientation, age, handicap, disability, and related factors as national sensitivity to various forms of diversity grows. Given the demographic trends, it is inevitable that nurse administrators will need skill in transcultural administration as they manage diversity and identify the cultural origins of conflict in the multicultural workplace. Culture influences the manner in which administrators, staff and patients perceive, identify, define and solve problems. In this article, the complex and interrelated factors that influence workplace diversity are examined. PMID:9824983

Full Text Available This article reviews the interpretation of section 6(2(aii of the Promotion of Administrative Justice Act which makes an administrator “biased or reasonably suspected of bias” a ground of judicial review. In this regard, the paper reviews the determination of administrative bias in South Africa especially highlighting the concept of institutional bias. The paper notes that inspite of the formulation of the bias ground of review the test for administrative bias is the reasonable apprehension test laid down in the case of President of South Africa v South African Rugby Football Union(2 which on close examination is not the same thing. Accordingly the paper urges an alternative interpretation that is based on the reasonable suspicion test enunciated in BTR Industries South Africa (Pty Ltd v Metal and Allied Workers Union and R v Roberts. Within this context, the paper constructs a model for interpreting the bias ground of review that combines the reasonable suspicion test as interpreted in BTR Industries and R v Roberts, the possibility of the waiver of administrative bias, the curative mechanism of administrative appeal as well as some level of judicial review exemplified by the jurisprudence of article 6(1 of the European Convention of Human Rights, especially in the light of the contemplation of the South African Magistrate Court as a jurisdictional route of judicial review.

Full Text Available Giving consideration to punishment, one of the inevitable elements of school discipline, always reactivates the issue of punishment administration and its effects in school setting. Punishment is administered by a beforehand-determined intention, its general and final goal being the attempt to make a child change his/her behavior so as to more successfully take part in school life. The issue of how much it is justifiable to administer punishment, as a way of directing child’s behavior, is not only raised in professional discussions but occurs as a personal dilemma with parents, teachers and all those involved in child upbringing. The definition of punishment contains certain incompatible elements in attitudes, which is reflected in punishment administration within different social contexts. Based on the analysis of research results, the paper discusses all the elements the teacher should be well acquainted with, influencing the effectiveness of punishment. The effects of punishment administration depend, among other things, on the type of punishment, way in which a person experiences and perceives punishment and the way of administering it. Prior to punishment administration, as a means of directing child’s behavior factors influencing successfulness of punishment should be established consistency in punishment administration, postponement of punishment intensity of punishment, explanation for punishment administration, nature of interrelations between a child and a person punishing him/her.

This paper presents a hypothesis for understanding democratic stability based on the distinction between politicized and meritocratic bureaucracies. We argue that in a politicized administration, the professional careers of large numbers of government officials depend directly upon which party wins......, in democracies with meritocratic administrations, incumbents are credibly constrained from undertaking partial policies because their hands are tied in terms of managing the staff policy of the state apparatus. Consequently, countries with meritocratic bureaucracies have greater prospects for democratic...... stability. Empirically, we illustrate the mechanisms with two well-documented cases of democratic transitions that enshrined a politicized administration – Spain (1876–1936) and Venezuela (1958–1998) – and one transition that kept a meritocratic bureaucracy, Spain (1975–)....

The nature of that relationship and the proper role of political leaders and administrators ...

Full Text Available The starting point of this work is the idea that the concept of “crisis” should be approached with no fear. It is necessary to understand it as the signal which attracts attention upon the fact that some changes are appropriate and that some rationally thought actions ought to be taken in order to soften the social phenomena occurring within a crisis period. We may say that in the core of the crisis lies impregnated the basic substance of progress and that the moment when a crisis is declared is as well the moment of a new start. It is necessary to anticipate the crisis, in order to prepare the adequate means able to soften up the shocks created by its incipit and to bring forward the progress through its action itself. One of the most necessary and useful instruments able to smooth down the crisis' effects is the early education provided to the citizens concerning the frame of the behavior to be adopted in case of crisis. The officials and the public servants are the social actors who constitute the interface between the citizen who is going to suffer the crisis and this latter's exerted pressure. The personnel from the public administration has to assume the hardest role in reducing the most possible the crisis' effects. Some possibilities are analysed that could reduce the effects of the economical, social and political crises, among which the most important is the quality of juridical norms. The Romanian legislation concerning the public charge is studied, in respect to its capacity to motivate the public servant to perform at his up most level, during crisis periods but not only then. The idea is emphasized that panic and uncontrolled social movements in case of a crisis might lead to the multiplying of the negative effects. The personnel from the public administration comes to a direct confrontation with the pressure of the negative effect of the crisis, as it is received by the public administration - understood as a structure

Full Text Available In the European states, a responsible administration, from a political point of view, coordinated by law, competent and professional and neutral from a public point of view, has been thebasis for the European state for a long time and a dominant model of this type of administration isrepresented by the Weberian bureaucratic model, which emphasized the value of efficiency, consistency, continuity and predictability. Bureaucracy is indispensable in any state and very important in thedemocratic regimes. Weber asserted that the bureaucratic organisation obtained power in virtue of thedecrease of the economical and social differences. The modern state depends on a bureaucratic basis, but once established, bureaucracy is among the social structures that are most difficult to eliminate. Theemergence and development of the bureaucratic mechanisms has become a monster of the modernsociety, because the bureaucracy works in the opposite direction from democracy.

Giving consideration to punishment, one of the inevitable elements of school discipline, always reactivates the issue of punishment administration and its effects in school setting. Punishment is administered by a beforehand-determined intention, its general and final goal being the attempt to make a child change his/her behavior so as to more successfully take part in school life. The issue of how much it is justifiable to administer punishment, as a way of directing child’s behavior, is not...
Note portant sur l’auteur INTRODUCTION The field of regional development is extremely extensive. Among all the subjects which could have been tackled, this paper presents just three which are directly linked to applied research: The organisation of information-gathering, i.e. requesting information. The organisation of what is supplied, i.e. producing documented data. Training data administrators. Some preliminary remarks: The Brussels-Capitale region is an institutional entity comprised of 1...

A recent trend in international management research has been the development of contingency models that identify optimal planning and management modes for international business units, given key characteristics of the product, market, and industry. In practice, however, planning and management modes appear to be dictated not only by external market and industry conditions, but also by internal aspects of the firm’s administrative orientation. The intent of this paper is to examine how aspects...

This project focuses on decision-making behavior within Danish companies in relation to the administration of their telecommunication. Surveys and industry-reports have found the telecommunication industry too complex and un-transparent, due to high competitiveness and convoluted product differentiation. According to several telecommunication-experts, Danish companies are missing out cost savings and quality improvements, which questions the rationality of neo-classical thinking. Therefore, w...
Times are tough and will become even tougher. Retrenchment issues will be foremost in many operational settings. Failure to understand baseline quality standards will make it extremely difficult to know where to cut and how to regroup without adversely affecting patient attitudes and service. Practice patterns are changing rapidly and the astute administrator needs to be prepared to participate freely in decisions affecting quality, service and costs.
Human service programs have gone from a period of rapid growth in the 1960s and early 1970s to a period of retrenchment in the 1980s. The changing political and economic context has forced these programs to undergo major organizational transformations and to adopt different administrative strategies. These include degovernmentalization of social services, reliance on cutback management, and deprofessionalization of human-service workers. The article explores the implications of these developments on the delivery of services to the public.

Full Text Available The advent of new ICTs brought a lot of new assumptions about radical changes in our society. In the context of the arrival of a new society, public administration was supposed to witness (and to address or implement changes at different levels, such as:• citizenship (citizens becoming participants in governance or even a shift to e-democracy;• the nature of public service jobs (in terms of skills, work processes and job design;• organizational changes (from a hierarchical to a more horizontal structure, to network or even virtual organizations; and• the entire government (from classic bureaucracy to New Public Management and to network and digital governance. Technological change cannot be judged outside the social, economic and political frameworks. The massive change in our society cannot be explained only by technological (especially ICT factors. Excluding other factors may help us predict easier (but not more accurately future evolutions but as a scientific effort it is a bad practice. Much of the assumptions about technological change came from hasty generalizations. The changing nature of some collective actions, jobs in certain areas of the economy or organizations were considered as optimal (and necessary paths for the entire society (from individual to national levels. Public administration reforms are far from being a consequence of new technologies. Moreover public administration reforms do not embed ICTs and do not have a happy marriage with e-government.
Full Text Available Introduction Administrative corruption is a complicated and multi-faceted phenomenon that has many causes and ramifications, which manifest themselves in different forms in various countries and appear to be endemic of all social systems where authority is delegated. Although there might be different definitions of and approaches towards administrative corruption, the definition that has been put forward by the World Bank and Transparency International appears to be more general and comprehensive. It defines corruption as the abuse of public power, office, or resources by public or elected governmental officials for personal gain, e.g. by extortion, soliciting or offering bribes. Recent research findings indicate that organizational commitment and work satisfaction on the part of employees could be an effective antidote to administrative corruption. On the other hand, employee sense of equity and fairness also has been shown to be effective in enhancing organizational commitment. Last but not least, employee financial needs could play a significant part in their vulnerability to corruption. Therefore, the main aim of this paper is as follows: by utilizing the ideas of Selznick on organizational commitment, Merton's views on work satisfaction, Taylor's and Schwartz's ideas on financial needs, and Barnard's views on managerial capabilities, the relationships of these variables on administrative corruption were studied. The other purpose of the paper is to examine the effects of some other related variables like age, sex, level of education, job seniority, and marital status on administrative corruption. Material and Methods The research method was quantitative, data collection technique was survey, and the tool of data collection was questionnaire. The research population of the study consisted of all 44116 employees of public organizations of the city of Yazd. Using a stratified sampling technique, 16 administrative organizations

Many quality aspects of software systems are addressed in the existing literature on software architecture patterns. But the aspect of system administration seems to be a bit overlooked, even though it is an important aspect too. In this work we present three software architecture patterns that, when applied by software architects, support the work of system administrators: PROVIDE AN ADMINISTRATION API, SINGLE FILE LOCATION, and CENTRALIZED SYSTEM LOGGING. Full Text Available Research on administrative reforms during the past thirty years indicates that reform efforts of countries differ. The Anglo Saxon states were at the forefront of the New Public Management movement while countries on mainland Europe were more hesitant and moved further towards the Neo-Weberian state. Academics have tried to explain different reform efforts within countries by looking at political, historical and cultural issues, values and economic factors to name just a few. Three hypotheses are put forward to explain reform efforts in different states. This research involves analysing the implementation of two different reform trends, New Public Management and the Neo-Weberian tradition. The analysis indicates that countries vary in their commitment to reform rather than in the emphasis on either New Public Management or the Neo-Weberian State. Decentralization, clear objectives and consultation with communities and experts are closely related to national reform efforts. However, Iceland does distinguish itself from Europe and the Nordic countries. The analysis reveals that although decentralization is high in the Icelandic system, autonomy of agencies does not have a strong relation to a varied use of administrative instruments. The second part of the article focuses on the results and achievements of reform programmes. The achievement of reform programmes are examined in relation to theories of bounded rationality, street level bureaucracy (bottom up and consensus decision making. Three hypotheses are presented and tested to explain what causes reforms programmes to be successful in some countries and not in others. The analysis reveals that countries are more likely to succeed if bounded rationality is applied with careful preparation and when stakeholders are consulted.

United States. Bonneville Power Administration
The Bonneville Power Administration (BPA) has decided to adopt a Power Subscription Strategy for entering into new power sales contracts with its Pacific Northwest customers. The Strategy equitably distributes the electric power generated by the Federal Columbia River Power System (FCRPS) within the framework of existing law. The Power Subscription Strategy addresses the availability of power; describes power products; lays out strategies for pricing, including risk management; and discusses contract elements. In proceeding with this Subscription Strategy, BPA is guided by and committed to the Fish and Wildlife funding Principles for the BPA announced by the Vice President of the US in September 1998. Full Text Available The article approaches the topic of administrative acts motivation, analyzed from the doctrinal and jurisprudential perspective. If at first, motivation was considered merely a formal condition of the administrative act, as a result of the national and European, doctrinal and jurisprudential evolution, motivation is now regarded as one of the most important conditions of validity for the administrative act. Motivating administrative acts represents also a manifestation of the right to information, sealed by the Romanian Constitution, and a dimension of the right to a good administration, as stipulated in the Charter of Fundamental Rights of the European Union.

A three semester, 60-credit course package in the topic of Administrative Data Processing (ADP), offered in 1966 at Stockholm University (SU) and the Royal Institute of Technology (KTH) is described. The package had an information systems engineering orientation. The first semester focused on datalogical topics, while the second semester focused on the infological topics. The third semester aimed to deepen the students’ knowledge in different parts of ADP and at writing a bachelor thesis. The concluding section of this paper discusses various aspects of the department’s first course effort. The course package led to a concretisation of our discipline and gave our discipline an identity. Our education seemed modern, “just in time”, and well adapted to practical needs. The course package formed the first concrete activity of a group of young teachers and researchers. In a forty-year perspective, these people have further developed the department and the topic to an internationally well-reputed body of knowledge and research. The department has produced more than thirty professors and more than one hundred doctoral degrees.

Spinal anaesthetics can induce histopathologic lesions and regional haemodynamic alterations in the spinal cord. There are numerous causes of neurologic lesions, including direct trauma of the spinal cord and nerve roots during puncture or catheter insertion, compromised spinal cord perfusion and direct neurotoxic effect. Histopathologic lesions are localized either in meninges (meningitis or arachnoiditis) or in neuraxis (myelitis or axonal degeneration). Neurotoxicity can result from decrease in neuronal blood supply, elicited by high concentrations of the solutions, long duration exposure to local anaesthetics, and the use of adjuvants. They have been implicated in the occurrence of cauda equina syndrome after continuous spinal anaesthesia using hyperbaric solution of lidocaine and tetracaine given through small diameter catheters. Selective spinal analgesia is induced by spinal opioids without motor blockade except for meperidine. Complications occurred in patients after high doses of morphine, which were related to one of its metabolites, morphine-3-glucuronide. Preservative-free opioid solutions are to be preferred for spinal anaesthesia. There is no report of neurotoxicity neither in animal studies, nor in humans, using spinal clonidine. In order to reduce the incidence of neurotoxicity, some safety rules should be followed. The lowest efficient dose of local anaesthetics must be given. Incomplete blockade should not necessarily lead to a reinjection. Large volume of hyperbaric lidocaine or repeated injections of such solutions must be avoided as well as preservative-containing solutions. The administration of new compounds by the spinal route must be supported by data of spinal neuropharmacology and the lack of neurotoxicity must have been previously checked with animal studies.

A single employee was responsible for all the administration, and text editors were used for modifying the DNS configuration files directly on the name servers. This was an error prone process which also easily led to inconsistencies between the docum...

In their work the public authorities must show transparency reflected by the active involvement of citizens in administrative decision as its primary beneficiary. The citizen information, consultation and his stimulation to participate actively in the elaboration of draft normative acts for their preparation and before that by bringing them to public knowledge, are tasks of the public authorities which exceed the limit of the obligations imposed by internal rules and are significant efforts to modernize the public administration and rallying to the administrative structures.

Full Text Available Neo-liberal system has formed a new world order in order to overcome the last crisis, it experienced in 1980. This new formation –that is called globalization is basically the struggle of overcoming the recession in the world economy. The main tools that are used by globalization for solving the crisis are the followings; minimal state, privatization, de-regulation policies, international corporations, and so on. Globalization has reduced the area of public administration by proposing a minimal state and has opened the public spear to the private sector. Increasing public duties and expenses of prosperous state have been shown as the reason of 1980 crisis that is characterized by recession and stagflation. Thus, public services have been decreased to minimum, the duties that were done by government in the past have been opened to the private sector and the moving area of the capital has been widened. The basic qualifications of new public administration can be categorized as follows: - Government is a force that steer, not a force that row. It should be director instead of an actor. - Public duties should be reduced. - Good governance should absolutely be provided. This administrative method is formed by local administrator, the civil public agents, and entrepreneur community. - Citizen should be regarded as customer and customer satisfaction should be adapted. - The authorities of central administration should be transferred to local administrations. - Public administration should be transparent, countable, effective and efficient. - Total Quality, localness, customer oriented, legitimacy and propriety are the inalienable parts of the public duties. In conclusion, public administration has transformed to public management. This is a mentality in which consumer is more important than producers. This is the implementation of a public administration in which economy controls politics and social life.

The weberian bureaucracy and systems theory are the main paradigms of modern public organization.Postmodernism confronts with the modern look. There is not a postmodernist theory; however there are authors who are described as postmodernists. They postulate the end of the great myths, life as a virtual reality, media, spoken and interpreted. They question the illusionary falsehood of modernity and the reason as a founding relationship and explanatory of public administration. Critical, interpretative, deconstructive, constructive theories of the, device and the rhizomatic ones, are among the so-called postmodern. Both perspectives provide us with views for a better understanding of the public administration.Key words: Modernity, postmodernity, public administration.

The role of a performing management system at the level of public administration is to ensure a high quality and efficiency of the adopted policies and strategies, of the provided public services and of the administrative act itself, and to guarantee the advantage of a competitive and efficient administration both in relation to its own citizens, and in competition with other cities and countries throughout Europe and all around the world. Following these considerations, and based upon an empirical research conducted with the aid of a survey regarding ‘The analysis of the performance level of the Romanian public administration’ the article aims to (1 identify modern management tools that determine and influence the performance of Romanian public institutions, (2 analyze the effects of using project management as organizational capacity development instruments by public administration in Romania, and (3 determine the influence and effects of the external factors on the performance and development of Romanian public administration.

Full Text Available Public administration reform and reform in general is a never ending story. The human so-cieties are evolving and so do their needs. Pub-lic administration has to keep the pace with the changes that are taking place in society. Specifc issues like ageing of the population and the mi-gration from small to larger communities, or from poor to wealthy regions are placing supplemen-tary burdens on modern administrative systems for decades. The economic crisis that started in 2008 made administrative matters even more complicated. Functional economies and consol-idated democracies proved to be vulnerable to what was considered by many as a market failure. The crisis and the responses of the governments around the world raised a number of questions related to the role that state and public authority in general should play in a modern democracy. The paper is briefy exploring the challenges that administrative systems from the new European Union member states and from the candidatestates were or are facing in their attempt to meet the requirements of the European Union mem-bership, and is proposing a challenging measure: the development of an acquis communautaire for the feld of public administration and consequent-ly the establishment of a correspondent structure inside the European Commission. The acquis communautaire will comprise of a minimum set of principles, widely accepted, that should rep-resent a ‘to do list’ for new member states that are having diffculties in promoting a sound and sustainable reform in public administration.

In addition to the general, there are special administrative procedures, customized to the specific administrative areas. Procedure initiation is regulated. Administrative procedure can be initiated at the request of the proponent and ex officio. When the official determines that the conditions for the conduct of administrative procedure are met, before making a decision, all the facts and circumstances relevant to the resolution of administrative matter have to be identified. When there are no legal requirements for the initiation of procedures, the official shall make a decision to reject the application of the party. The procedure is initiated ex officio when stipulated by law or when protection of public interest requires it. When initiating procedure ex officio, the public authority shall take into consideration the petition or other information that indicate the need to protect the public interest. In such cases the applicant is not a party, and the official is obliged to notify the applicant, if initiation of procedures is not accepted ex officio. Based on the notification, the applicant has a right to complain, including the situation when there is no response within the prescribed period of 30 days. Public authority may, therefore it is not obliged to, initiate administrative procedure by public announcement only in a situation where the parties are unknown, while it is obliged to initiate procedure by public announcement when this method of initiating the procedure is prescribed by law. Chronic pain may recur after initial response to strong opioids in both patients with cancer and patients without cancer or therapy may be complicated by intolerable side effects. When minimally invasive interventional pain management techniques also fail to provide satisfactory pain relief, continuous intrathecal analgesic administration may be considered. Only 3 products have been officially approved for long-term intrathecal administration: morphine, baclofen, and ziconotide. The efficacy of intrathecal ziconotide for the management of patients with severe chronic refractory noncancer pain was illustrated in 3 placebo-controlled trials. A randomized study showed this treatment option to be effective over a short follow-up period for patients with pain due to cancer or AIDS. The efficacy of intrathecal opioid administration for the management of chronic noncancer pain is mainly derived from prospective and retrospective noncontrolled trials. The effect of intrathecal morphine administration in patients with pain due to cancer was compared with oral or transdermal treatment in a randomized controlled trial, which found better pain control and fewer side effects with intrathecal opioids. Other evidence is derived from cohort studies. Side effects of chronic intrathecal therapy may either be technical (catheter or pump malfunction) or biological (infection). The most troublesome complication is, however, the possibility of granuloma formation at the catheter tip that may induce neurological damage. Given limited studies, the evidence for intrathecal drug administration in patients suffering from cancer-related pain is more compelling than that of chronic noncancer pain. PMID:24118774
Full Text Available Medication administration errors are common, costly and the cause of adverse events in clinical practice. Interruptions during medication administration rounds are thought to be a prominent causative factor of these medication errors. In this observational study, data were collected on the number and duration of several different sources of verbal and non-verbal interruptions using unobtrusive structured observations on 32 medication administration rounds. Interruptions occurred very often (6.9 times per nurse each hour, differed in frequency among the medication administration rounds and were from a variety of sources. The most frequent interruptions were caused by nursing colleagues (43% and non-verbal interruptions from the ward environment (25%, such as noises from pagers, conversations in the vicinity of the nurse, the work of cleaners, or stock management by pharmacy staff. The longest durations of interruptions were from nursing colleagues’ verbal interrup- interruptions. When comparing the medication rounds, more and longer interruptions were observed during the morning rounds than those at noon. A comparison between surgical and non-surgical units showed that interruptions occurred more often and lasted longer in non-surgical units than those in surgical units. But the observed differences were not statistically significant. In conclusion, interruptions during medication administration rounds are frequent and originated from different human and environmental sources. Interventions should target not only interruptions by colleagues, but should also consider ways to reduce self-initiated interruptions and those arising from the immediate ward environment.
Human rights are increasingly debated in the public sphere, yet discussions of human rights law are traditionally all but invisible in the discussions on national administrative law. This is at least the case in Denmark. This book sets out to analyse if, and in what way, the application of human...... developed using the theory of legal capability and communication theories. Discussing new ways of analysing the application of human rights, this book is relevant for scholars and professionals primarily working with human rights law, but also administrative law, both nationally and internationally....... rights law is visible in the case-law of institutions performing reviews of Danish administrative decisions. The book consists of three parts. The first part contains the introduction, research question, methodological considerations and delimitations. The second part is an in-depth look at the theory...

In virtually every sector of government regulation, the complaint has been lodged that the costs of administrative justice are too high. These costs in time, money, resources, and productivity can have a profound effect on the individual consumer. When applied to an energy technology such as nuclear power, costs of administrative justice can transcent time and money to have even more profound and pervasive soeietal effects. Societal costs can be expressed in terms of their impact on important national concerns, that is, the standard of living, technological superiority, and the national energy equation. Some views are presented on the interests involved in the regulation of nuclear power and what can be done to bring those interests into better balance so as to reduce the cost of administrative justice

While there has been an extended discussion concerning city population distribution, little has been said about administrative units. Even though there might be a correspondence between cities and administrative divisions, they are conceptually different entities and the correspondence breaks as artificial divisions form and evolve. In this work we investigate the population distribution of second level administrative units for 150 countries and propose the Discrete Generalized Beta Distribution (DGBD) rank-size function to describe the data. After testing the goodness of fit of this two parameter function against power law, which is the most common model for city population, DGBD is a good statistical model for 73% of our data sets and better than power law in almost every case. Particularly, DGBD is better than power law for fitting country population data. The fitted parameters of this function allow us to construct a phenomenological characterization of countries according to the way in which people are d...

However, it appears in various forms in national systems and is sustained and strengthened by EU policies whose objectives aim at the establishment of an area of freedom, security and justice with respect for fundamental rights and the different legal systems and traditions of the Member States and to ensure a high level of security through measures of preventing crime, racism and xenophobia. This article aims to show how the concept of administrative police is reflected in the European Union, the complementary and coordinating role of the latter, and the need for a uniform legal framework in European national systems which can allow the shaping of a European model.

As with all professional ethical principles, those in psychiatry have to evolve over time and societal changes. The current ethical challenges for psychiatric administration and leadership, especially regarding for-profit managed care, need updated solutions. One solution resides in the development by the American Association of Psychiatric Administrators (AAPA) of the first set of ethical principles designed specifically for psychiatric administrators. These principles build on prior Psychological Theories of leadership, such as those of Freud, Kernberg, and Kohut. Supplementing these theories are the actual real life models of psychiatrist leadership as depicted in the memoirs of various psychiatrists. Appreciating these principles, theories, and models may help emerging leaders to better recognize the importance of ethical challenges. A conclusion is that psychiatrists should have the potential to assume more successful leadership positions once again. In such positions, making the skills and well-being of all in the organization seems now to be the foremost ethical priority.
The term “Fit-For-Purpose Land Administration” indicates that the approach used for building land administration systems in less developed countries should be flexible and focused on serving the purpose of the systems (such as providing security of tenure and control of land use) rather than...... focusing on top-end technical solutions and high accuracy surveys. Of course, such flexibility allows for land administration systems to be incrementally improved over time. This paper unfolds the Fit-For-Purpose concept by analyzing the three core components: The spatial framework (large scale land parcel...... mapping) should be provided using affordable modern technologies such aerial imageries rather than field surveys. The legal framework must support both legal and social tenure, and the regulations must be designed along administrative rather than judicial lines. The fit-for-purpose approach must...

Even if Romanian public administration is mainly seen as bureaucratic, oversized and unable to attract the best trained civil servants, the issue of the professionalization of its human resources has never been brought to the fore. Moreover, public functions are not included in the category of the most desired ones the vast majority of people try to obtain such a job, considering that it provides stability. Turnaround professional qualification indicates the rate of experience, knowledge, and integrity necessary to conduct renewal work. Unfortunately, formal barriers hindering the promotion (e.g. waiting time, professional seniority and limited development opportunities (flat management structures, lack of visible career paths, inadequate information on vacancies have a negative impact on the degree of motivation and commitment at work, and of course they adversely affect service quality. In this regard we undertake a study among students and graduates of schools of public administration in Romania, Bucharest, from which we determine the worst and the best 10 jobs you can get today in public administration. Moreover, we will seek to find out which is their motivation to have an education in administrative sciences. Also, we focus our attention on those employed in public institutions to pursue their professional route and their professional qualification. Once established, we will endeavour to create the axis of professional career in public administration. This research will hold a discussion on professional qualification, articulated with the unemployment caused by the present crisis. It will aim to demonstrate the consolidation of the professional (disqualification as a tool. We will see that professional

Since the use of volunteered geographic information (VGI) or crowd sourced data (Goodchild, 2007) became more common, several people proposed the use of such methods of data collection for various fields. Success stories were Wikipedia encyclopaedia and OpenStreetMap (OSM), but also using VGI in land administration has been proposed. Robin McLaren proposed crowd sourcing as a way to get a new citizen collaboration model in land administration to enhance transparency and decrease costs (McLaren, 2011). Keenja et al. discussed the perception of VGI within the Dutch cadastre (Keenja, De Vries, Bennet, & Laarakker, 2012). Basiouka and Potsiou even discuss how crowd sourcing can be used to identify errors in the Hellenic cadastre (Basiouka & Potsiou, 2012). One problem of VGI is the quality control (compare Goodchild & Li, 2012). The problem with most data in a land administration system is that there is only a small group of people that can verify the correctness of information. The correct location of a boundary, for example, can only be assessed by the owners of the pieces of land touching at the boundary (and surveyors after investigation and measurement). How shall VGI then provide reliable data? Boundaries between areas of different use may be visible but land administration is often interested in ownership boundaries. In the paper we discuss the types of data used in land administration as discussed by Dale and McLaughlin (1999). These categories are then analyzed to identify the areas where VGI can actually provide reliable input. What we hope to learn from such an analysis is how to use the methodology of crowd sourcing for land administration, even if the data collection authoritatively.

Each of the RRRs encompasses a human rights dimension that should be seen and unfolded as more than just political rhetoric. This paper attempts to analyse the aspect of human rights in relation to land administration systems...... with a special focus on less developed countries struggling to build adequate systems for governing the RRRs in land. In doing so, the paper conceives planning as a key function and means of land administration systems by which human rights should be underpinned in solving concrete land issues....

Full Text Available In this paper we discuss recent developments in administrative court proceedings in the Netherlands, called the New Approach. Along with developments leading to the New Approach, it became clear that the insights from research on procedural justice deserve particular attention. The goals of the judge's actions in this respect are both that the proceedings are fair and just and that parties perceive the way they are being treated during proceedings as fair and just.Within the New Approach we discern five procedural justice elements: (1 respect, (2 voice and due consideration, (3 some influence on how proceedings will continue, (4 an explanation of how the proceedings will continue and (5 direct interpersonal contact. The introduction of the New Approach shows two important bottlenecks in Dutch administrative court proceedings, which are (i the possible or supposed collision between legally right outcomes and procedural justice and (ii the lack of uniformity and predictability.Although what we describe and discuss in this paper focuses on the Dutch situation, many of these considerations apply to administrative court proceedings in other countries. The themes and difficulties that face the administrative law judge seem to be common to many countries.

This paper addresses cultural issues in psychiatric administration and leadership through two issues: (1) the changing culture of psychiatric practice based on new clinician performance metrics and (2) the culture of psychiatric administration and leadership in light of organizational cultural competence. Regarding the first issue, some observers have discussed the challenges of creating novel practice environments that balance business values of efficient performance with fiduciary values of treatment competence. This paper expands upon this discussion, demonstrating that some metrics from the Centers for Medicare & Medicaid Services, the nation's largest funder of postgraduate medical training, may penalize clinicians for patient medication behaviors that are unrelated to clinician performance. A focus on pharmacotherapy over psychotherapy in these metrics has unclear consequences for the future of psychiatric training. Regarding the second issue, studies of psychiatric administration and leadership reveal a disproportionate influence of older men in positions of power despite efforts to recruit women, minorities, and immigrants who increasingly constitute the psychiatric workforce. Organizational cultural competence initiatives can diversify institutional cultures so that psychiatric leaders better reflect the populations they serve. In both cases, psychiatric administrators and leaders play critical roles in ensuring that their organizations respond to social challenges.

The Hardware Branch of the Control and Data Systems Division at the Kennedy Space Center uses system administrators for a variety of tasks. The position of system administrator comes with many responsibilities which include maintaining computer systems, repair or set up hardware, install software, create backups and recover drive images are a sample of jobs which one must complete. Other duties may include working with clients in person or over the phone and resolving their computer system needs. Training is a major part of learning how an organization functions and operates. Taking that into consideration, NASA is no exception. Training on how to better protect the NASA computer infrastructure will be a topic to learn, followed by NASA work polices. Attending meetings and discussing progress will be expected. A system administrator will have an account with root access. Root access gives a user full access to a computer system and or network. System admins can remove critical system files and recover files using a tape backup. Problem solving will be an important skill to develop in order to complete the many tasks.

There is very little knowledge in the Netherlands of how economic private law and public law are enforced in France. In France too, however, scant information can be gleaned. There is little if any contact in the university community between criminal law and administrative law, partly because criminal law is part of private law. French academia is also characterised by its remoteness from practice.

For this reason, it is necessary to consider the huge effort that isrequired to resolve difficulties that appear in this process.Total quality management is based on knowing the stage of organization and its environment and throughcontinuous improvement for it to try to reach excellence. It is well known that the implementation of quality management systems depends on the specifics of eachorganization. Functions performed, defining features, characteristics of public administration systems, rigidity givenby the multitude of laws make it difficult to implement quality management systems, on the one hand and on the otherhand, these difficulties are given from the specific service. The introduction of total quality management in public administration cannot and should not present a radicalreform of it. Full Text Available This study consists of a critical comparative analysis of the administrative justice systems in eighteen Latin-American signatory countries of the American Convention on Human Rights (Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, El Salvador, Ecuador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, the Dominican Republic, Uruguay, and Venezuela. According to this article, the excessive litigation in Latin-American courts that has seriously hampered the effectiveness of the administrative justice systems may be explained as follows: as former Iberian colonies, the aforementioned countries have a Continental European legal culture originating in civil law but nevertheless have improperly integrated certain aspects of the unified judicial system (generalized courts typical of administrative law in common-law countries. This situation, according to the author, could be rectified through strengthening the public administrative authorities with respect to their dispute-resolution and purely executive functions by endowing them with prerogatives to act independently and impartially, oriented by the principle of legality understood in the sense of supremacy of fundamental rights, in light of the doctrine of diffuse conventionality control adopted by the InterAmerican Court of Human Rights.
