This final report for the Swiss Federal Office of Energy (SFOE) presents the results of a project that involves the building of a joint biogas plant serving 60 farmers and industrial companies with an annual processing capacity of 45,000 tons. The plant is to produce biogas to be fed into the gas mains and will not only reduce nutrient loading in a region with an extensive livestock industry but also reduce carbon dioxide emissions by using the gas as a motor fuel. The importance of the project with respect to both the environment and energy policy-making is discussed and the costs involved are examined. Details are presented on the technology used and on the material flows involved. Figures are quoted on energy production. The various biogenic substrates used, such as food wastes, waste oils, cereal wastes and used mushroom substrates, are discussed, as is the use of the solid and liquid outputs of the digester in farming activities.

Compared to the reference year of 1990, CO{sub 2} emissions of the Federal Republic of Germany have been curbed by about 12%, primarily as a result of industrial backfitting and pollution abatement measures accomplished in the industrial infrastructure of the new Federal Laender of Germany. Federal Government policy sticks to the previous commitment, to reduce carbon dioxide emissions by 25% by the year 2005. Current forecasts and scenarios of future greenhouse gas emissions show that only immediate adherence to a very stringent reduction policy might ensure that this ambitious goal will be achieved. In this context, any change of the baseline data and scenarios hitherto used for progonostic assessments is a crucial factor, so that the article here discusses the impacts of a change in the nuclear generation scenario, as recently ventilated by the German Federal Government, and expected effects on public power supply. In addition to dependable starting - even at extreme sub-zero temperatures - the starting behaviour of modern commercial vehicle diesel engines is increasingly being evaluated on the basis of HC emissions in the starting and warm-up phases. To improve their performance in this respect, most small and medium-sized diesel engines (with a capacity of 3 to 12 litres) are therefore equipped with intake air heating systems. As an alternative to high-performance, fuel-burning flame start systems, the automotive industry supplier Beru has now developed a new type of self-regulating electric heating element which not only ensures dependable starting with short heating times but also allows drastic reductions in HC emissions. Nickel-based alloys are presently used as brazing filler metals for components which undergo mechanical stress in corrosive conditions, f. e. heat exchangers. When soldering chrome containing steel parts with nickel based brazing filler metals additionally containing boron and silicon a reaction of chrome and boron can occur. This evolution of chromium borides, depositing on grain boundaries, causes a lack of chrome in the steel part. A drop of the chrome content in the parts below 13 % leads to a loss of corrosion resistance. It is possible to change the microstructure of brazing joints by modification with chromium and molybdenum. Continuous brittle phases could be successfully avoided with this modification. Furthermore it could be shown that the choice of additives, the heating respectively cooling rate and the brazing temperature have important influence on the microstructure evolution and therefore on the mechanical and corrosive properties of joints. This report describes work carried out in the context of TurboTech Interim for the development of a system for monitoring stationary gas turbines for approaching the stability limit of the compressor. The requirements for the system components were defined and the suitability of different types and positions of pressure sensors were examined and evaluated. It was found very early in the work that, due to the complexity of the object being monitored, one would not succeed in finding a simple criterion for monitoring the pump limit. Rather, apart from the selection of suitable sensors and optimum positions, one must analyse the present signals in different ways and create a decision matrix from this. Existing work on this subject is mostly concerned with the phenomena in the context of experiments on experimental compressors or is not suitable for the requirements of stationary industrial gas turbines. The required introduction of on board diagnosis II in the USA from the 94 models onward has led vehicle manufacturers and system suppliers to develop corresponding diagnosis processes at the beginning of the 1990`s. These systems are now in mass production for TLEV and partly for LEV requirements. Based on experience from the wide use of these functions, new knowledge has been obtained, which must be taken into account in the development of future systems. The additionally more severe emission and diagnosis requirements make further minimisation of the overall tolerances on the one hand, and a revision of the existing diagnosis algorithms necessary. This feasibility study of the uve Institut fuer Technische Chemie und Umweltschutz GmbH discusses the scientific and technical fundamentals of a catalytic process for complete removal of organic pollutants (PAH, H-HC, PCB, phenols, nitro-aromatics and organometallic compounds, e.g. from polluted soil and groundwater) by thermal-catalytic cracking and conversion into simple gases. The process is based on the catalytic reaction of the hydrocarbon compounds with water vapour in the temperature range of 700-900 degrees centigrade. The resulting gas mixtures consist mainly of hydrogen, carbon monoxide, carbon dioxide and methane which can be used as fuels, e.g. for heating or in gas engines. The process is an alterntive to combustion. Different cooling speeds after previous solution annealing at 1130deg C for 0.5 hour were simulated in laboratory experiments. The following conditions were examined: (1) Direct water quenching, (2) cooling in air for 0.5 min to 950deg C/water quenching, (3) cooling in air for 1.5 min to 750deg C/water quenching, (4) cooling in furnace for 5 min to 750deg C/water quenching. The following method is proposed as a supplement to main patent 2419107, which deals with the filling of tubular plates surrounding the lead cores: the flat materials which are used to produce the jacket tubes are prepared before forming into jacket tubes by a film producing aqueous carboxy-methyl cellulose solution closing the pores. The preparation can be done by coating the flat material with a soluble foil. After pressing the paste in, the tubular plates are dried and after cooling are dipped into sulphuric acid with a specific gravity of 1.24 g/cm/sup 3/. The carboxy-methyl cellulose is dissolved and the permeability of the tube walls for electrolyte is restored after only 15 minutes.

In conjunction with the constellation of lawsuits within the administrative court system, and based on modern environmental protection laws, emission control laws, and foremost, the atomic energy laws, we are confronted with a variety of constitutional and administrative problems. However, the fundamental questions of individual rights within the potentially incriminating environmental utilization or exploitation by individuals could be relatively clearly answered by observing the basic principles of our legal order. It is to be expected that the administrative courts will arrive at acceptable decisions reflecting the full protection of the law and the basic constitutional principles, and that these - once made - may serve as orientation in superior court actions.

Energy productivity and energy intensity within the industrial sector of the economy are examined. Results suggest that relative prices and other economic factors can explain much of the variation in both energy productivity and energy intensity for manufacturing and mining and for the industrial sector as a whole. Cyclical factors, seasonal factors and trend variables are also useful in explaining variation in these data, both for annual and monthly time series. Of the variables examined, it appears that the relative price of energy is a highly significant factor in accounting for the difference between actual industrial energy intensity and that which might have been expected had pre-1973 trends continued.

Trends in coking coal supply from Australia, Canada, and Mongolia and changes in demand for hard and semi-soft coking coals are considered. This essay focuses on the major industrial changes from the late 1950s onwards in the industrial basins from the Nord/Pas-de-Calais to the Ruhrgebiet. The notion of industrial redeployment (reconversion industrielle) is critically analysed in the framework of European integration. The comparative approach highlights the importance of the time-space dimension which differs from one basin to the other. The diverse individual and collective actors also were in command of different power resources according to the various state traditions. The European Community, however, appears to have played an increasing role, culminating at the time of the steel industry crisis (1975-1985).

This paper deals with the externally coal-fired combined cycle (EFCC). A process simulation for different configurations of the EFCC-process is carried out as well as an investigation of the effect of the key parameters such as the gas turbine inlet temperature and the compressor intake airflow. The results show a promising potential of the efficiency. One component of this combined gas and steam turbine cycle is a high temperature heat exchanger that has to withstand the extrem chemical and thermal operating conditions. A system for partial mechanisation of the support work with roadway driving machines consisting of a crawler undercarriage carrying a selective cutter with a cutting jib on a rotary tower is claimed. The system comprises a support manipulator movable in longitudinal direction over the rotary tower and cutting jib and a preassembly table with a number of brackets to take up and preassemble a support structure consisting of profile segments, preferably an arc-shaped support with a cap made up for several parts. The system is characterized in that the preassembly table is mounted on one side of the selective cutter and has one straight vertical guide bar each for at least two cap brackets which can be continuously adjusted in height, and in that the manipulator mounted on the selective cutter has a horizontally suivelling head which may grip under the cap of the preassembled structure on the preassembly table.

Flow Tex and ABB Energiekabel GmbH have developed a technique which allows the recovery of cables without requiring any trenching works. The new technique was successfully used for the first time for a pilot project in 1995. The authors report on two recent recovery projects (1998) in which an optimised technology was used for recovering a total of 1 500 m system length of 110 kV low-pressure oil-filled cables in Stuttgart and Munich on very different conditions. This report describes the QUEOS facility and gives the results of the first test series performed up to 6/1995. The premixing phase of a steam explosion is investigated experimentally with simulant materials. The transient three-dimensional multi-component interaction of molten corium with water is studied using a large number of small solid spheres at temperatures up to 2300 C. The objective of the experiments is to establish a data base for testing the models of heat and momentum transfer in multi-fluid codes as well as the code`s capability to correctly describe multiphase flows. The experiments have the advantage that the diameter of the `coarse melt fragments` are known and that detailed measurements can be performed without the danger of a steam explosion. A small, representative selection of 43 accident descriptions has been used to illustrate the primary causes of radiography accidents, and a set of measures provided to prevent the recurrence of such accidents or to mitigate the consequences of those that do occur. The reason is the general development of automation and automatic devices and the better thermal insulation of buildings. Production quality requires also more and more strict ambient conditions (temperature, humidity, air quality, air flow etc..). Thus, the air-conditioning market in the industrial sector is more linked to economic factors such as productivity and profit than to thermal comfort of workers. In this paper, an empirical model is developed for electricity consumption of the Jordanian industrial sector based on multivariate linear regression to identify the main drivers behind electricity consumption. In addition, projection of electricity consumption for the industrial sector based on time series forecasting is presented. It was found that industrial production outputs and capacity utilization are the two most important variables that affect demand on electrical power and the multivariate linear regression model can be used adequately to simulate industrial electricity consumption with very high coefficient of determination. Typical applications of such a plant include: the irradiation vulcanisation of natural latex rubber; disinfection of municipal sewage sludge for agricultural use; sterilisation of liquids in the pharmaceutical and cosmetics industries; industrial processing of bulk liquids The authors describe the design and operation of the latex irradiator now operating on a small production scale in Malaysia and proposed developments. The design allows irradiation processing to be carried out under an inert or other gaseous environment. A study was conducted to examine the energy consumption in existing and new hog farming facilities and to analyse the potential for increased natural gas use in the Saskatchewan hog industry. Existing heating/cooling, ventilation and feed mill equipment choices offer possibilities for running on electricity, natural gas or propane. Energy costs are lowest when natural gas is used. To put the study in context, an overview of the Saskatchewan hog industry was provided. Laccases are increasingly being used in food industry for production of cost-effective and healthy foods. To sustain this trend widespread availability of laccase and efficient production systems have to be developed. The present paper delineate the recent developments that have taken place in understanding the role of laccase action, efforts in overexpression of laccase in heterologous systems, and various cultivation techniques that have been developed to efficiently produce laccase at the industrial scale. Probably the biggest factor in these advances has been computerization, which has contributed not only to substantial improvements in data handling but to enormous gains in sensitivities of analyses as well. In this paper numerous examples of Raman and IR applications in industry are given using many of these recent advances, including in-situ techniques, microprobe analyses, unusual combinations of instruments - i.e., hyphenated methods - and new sample handling techniques. The bright future of FT-IR and Raman spectroscopy is also briefly discussed.

To quantify the opportunities for natural gas and identify technological advances needed to capture such opportunities, the mineral-wool industry was analyzed with respect to the principal companies, their capabilities, and markets. The mineral-wool industry is stable with a slightly declining market. Of its market segments, only commercial acoustic insulation (which is currently dominant) is likely to be affected by growth in the next ten years. The principal process is based on treatment of blast-furnace slags in a cupola furnace using coke as the fuel and reducing agent. Expanded use of gas, as a substitute for coke, would eliminate environmental problems and expand the latitude of suitable raw materials. The study provides insights into the mineral-wool industry and identifies factors that may constitute bases for future usage of natural gas.

This assessment is a feasibility study according to ISO 14024. It deals with the question whether an ecolabel is suitable for wood pellet heating systems and how concrete criteria for an ecolabel for wood pellet heating plants could be specified. The study begins with a comprehensive market analysis in order to identify possible plants for which an ecolabel would make sense. In the main part of the study, the environmental relevance of the chosen plants is analysed. For this analysis, plant manufacturers were interviewed and a comparison between wood pellet heating systems and heating systems which use gas, oil or wood was carried out. On the basis of this analysis, it was possible to derive a number of criteria which were discussed with company representatives and other experts in this field. Laboratory and equipment facilities have been maintained in anticipation of the work to be done. The PI communicated with DOE and Estonia researchers during this period, providing advice and direction for the startup of the Estonia research, and preparing a Draft Teaming Agreement. The PI participated in an industrial liaison meeting with DOE personnel. This meeting is expected to lead to formal cooperation between industry and government.

This report assesses the water quality related benefits that would be expected if the US Environmental Protection Agency (EPA) adopts the proposed effluent limitations, guidelines and pretreatment standards for the Centralized Waste Treatment (CWT) Industry. This report presented an analysis of incidents gathered by the Canadian upstream oil and gas industry committee in relation to explosive atmospheres in wellbores, vessels, tanks, and piping systems. The aim of the report was to develop industry recommended practices for oil and gas industry fires and explosions. Two accident theory models were used to set out the relationships between hazards, defenses, and losses. Three levels of defenses were identified based on organizational, local workplace, and human factors. An organizational responsibility approach was used to examine the activities of key people with the system. Incidents were analyzed based on an expanded fire triangle used to identify fire and explosion hazards. Background: Despite the fact that adverse health effects are not confirmed for exposure to radiofrequency electromagnetic field (RFEMF) levels below the limit values, as defined in the guidelines of the International Commission on Non-Ionizing Radiation Protection, many persons are worried about possible adverse health effects caused by the RF-EMF emitted from mobile phone base stations, or they attribute their unspecific health complaints like headache or sleep disturbances to these fields. Method: In the framework of a cross-sectional study a questionnaire was sent to 4150 persons living in predominantly urban areas. Participants were asked whether base stations affected their health. One quantifies connectivity as a function of axial pressure using the electric current analogy, the other measures connectivity via the temperature gradients along a regenerator and a series-connected reference body of known conductivity. Recently the association of a rare disease named ''nephrogenic systemic fibrosis'' (NSF) with the administration of gadolinium-containing contrast media, especially gadodiamide (Omniscan, GE-Healthcare), was described. NSF is a scleroderma-like disease characterised by widespread tissue fibrosis. Until now, NSF cases were observed only in patients with kidney disease. Almost all patients were suffering from chronic renal insufficiency, 90 % of them required renal replacement therapy. The true incidence of the disease is unknown. First retrospective analyses of selected collectives of patients with end-stage renal disease showed 2 - 5 % cases of NSF after administration of Gadolinium-containing contrast agents with an odds ratio of 20 - 50 in comparison to non-exposed controls. The composition of alkaline and neutral boric acid containing evaporator concentrates resulting from the treatment of radioactive waste water in nuclear power plants with WWER reactors is described as well as the processing of these concentrates to a product suitable for final disposal. Tests with mock solutions of these evaporator concentrates have been performed at the laboratory and teststand scale to produce a dry residue by continuous thickening, which can be processed into a highly leach resistant product, suitable for final disposal, by cementation. Ca-compounds must be added to the evaporator concentrates prior to the drying in an rotary thin-film evaporator (RTFE). The tests showed that neutral evaporator concentrates can be dried in a RTFE with addition of small amounts of Ca-compounds. Although many practical investigations have been made into the mechanical behaviour of composite microstructures with retained austenite, there is still a lack of knowledge concerning their fatigue and crack propagation behaviour. For this reason, the author investigated the effects of retained austenite concentration and stability on the transformation and deformation behaviour of hardened states of the steels X210Cr12 and 100Cr6. For this purpose, monotone tensile tests, cyclic tensile pressure tests, and supplementary crack propagation experiments were carried out. Investigation of an HP-blade damage in 1996 and an MP-blade damage in 1007 at the mounting showed that fretting and creep fatigue had caused the damage. Break-down occurred when creep-related cracks developed between radial bridge to the upper blade tooth and weight relief boreholes. After disassembly of the HP-blades the lower blade tooth was found to be cracked after fretting (some cracks along the whole length of the tooth). The lower teeth of MP-bladedes showed merely superficial cracks (depth about 0.4mm). The massive cracks of the lower blade tooth were caused by instationary clearance changes combined with hard blade underground.(orig.) Charts are presented of the industrial tasks performed on the surface and how each task may be classified as light, average, difficult or very diffcult according to a defect criteria is explained (defective operations are those which involve, heavy, harmful, stressful or dangerous jobs). This report presents a view of and commentary on the current status of equipment qualification (EQ) in nuclear industries of the major western nations. The introductory chapters discuss the concepts of EQ, the elements of EQ process and highlight some of the key issues in EQ. A brief review of industry practices and some of the prevalent industrial standards is presented, followed by an overview of current regulatory positions in the USA, France, Germany and Sweden. A summary and commentary on the latest research findings on issues relating to accident simulation, to aging simulation and some special topics related to EQ, has been contributed by Franklin Research Centre of Philadelphia. The last part of the report deals with equipment qualification in Canada and gives recommendations on EQ for new plants as well as currently operational CANDU nuclear power plants.

This paper discusses organizational models of planning technology development in coal mining. The following 4 planning systems are analyzed: all-union national system coordinated by the Ministry of Coal Mining of the USSR, all-union associations of coal mine associations (in the Ukrainian SSR the plan is developed by the Ministry of Coal Industry of the Republic), associations of coal mines, coal mines or groups of coal mines. Methods for developing programs for technology development at 4 levels are reviewed. The following planning periods are used: 10 years or more (from 1980 to 1990), a 5 year period and a 1 year period. The use of thermal energy in the West German sugar industry has fallen by nearly half in the last twenty years. At the same time, automation and new technologies have led to an increase in the consumption of electric energy. In many cases, the equilibrium of combined heat and power has been upset. That equilibrium is, however, a fundamental precondition of the economical energy management of a sugar factory. Electrical engineers and sugar technologists have looked at the situation in the sugar industry form different points of view and have presented interesting ideas - in some instances already put into practice - to solve the problem. Examination of the electricity consumption of alternative processes, systems and pieces of equipment used in sugar manufacturing, from the beet yard to the sugar house, has revealed marked differences and considerable potential savings. The optimization of the safety characteristics of electrical installations in industrial plants with explosion or fire hazards can be obtained only through a careful interdisciplinary study and analysis carried out at the onset of the plant project design phase. The least complex and costly and safest solutions are those which are born from plant designs which take into account the typology of the industrial process or technology, or which incorporate pollution abatement measures and adequate safety measures for the electrical installations. This paper provides examples to illustrate how the global plant economy is fundamentally dependant upon a multi-disciplinary initial effort in design analyses. Comments are made relevant to the adequacy of the safety requirements established by existing and planned Italian norms in dealing with safety and fire protection for high-tech industrial plant electrical installations.

SummaryProcesses of upgrading and the promotion of industrial "clusters," which encompass multiple policies, institutions, and actors, necessarily vary from place to place. Based on the evidence from Morocco and Tunisia, this article contends that different patterns of business-government relations facilitate different elements of industrial upgrading and cluster promotion. State-dominated political economies may be more amenable to implementing macroeconomic and infrastructure-related measures, which are critical in the initial stages of upgrading. Political economies with more organized business communities may be better equipped to pursue the kinds of inter-firm linkages traditionally associated with later phases of upgrading, when the focus is on boosting innovation.

Natural minerals and some industrial wastes are used as low cost sorbents for removal of metal ions from effluent streams. Apatite as natural mineral and red mud as an industrial waste have been tested for their sorption properties with respect to two important fission products "1"3"7Cs and "9"0Sr. Their ion exchanging capacity was tested after every 4 hours till 24 hours. The material gets saturated after 4-8 hours. Hence these materials can be considered for treating in treating LLW before discharge, industrial waste treatment and as backfill or admixture material for shallow land repository. (author)
