The paper is devoted to quantization of extensive games with the use of both the Marinatto-Weber and the Eisert-Wilkens-Lewenstein concept of quantum game. We revise the current conception of quantum ultimatum game and we show why the proposal is unacceptable. To support our comment, we present the new idea of the quantum ultimatum game. Our scheme also makes a point of departure for a protocol to quantize extensive games.

During 2009, the Hilton M. Briggs Library, South Dakota State University, went live with MetaLib, a federated search engine from Ex Libris. This paper presents the implementation process, addresses resource accessibility issues, and suggests a number of resources that can be consulted about these issues. Readers can apply similar strategies to projects involving federated search systems, as many implementation projects involve the same basic considerations presented here. The author did not find any studies specifically focused on configurations of MetaLib resources, so this content should be singularly useful.

The claim that focus evokes a set of alternatives is a central issue in several accounts of the effects of focus on interpretation. This article presents two empirical studies that examine whether this property of focus is independent of contextual conditions. The syntactic operation at issue is object-fronting in German, Spanish, Greek, and Hungarian licensed by contexts involving focus on the object constituent. This operation evokes the intuition that the fronted referent excludes some or all relevant alternatives. The presented experiments deal with the question whether this interpretative property obligatorily accompanies the operation at issue or not. Approximately 8% of the spent nuclear fuel owned by the US Department of Energy is clad with aluminum alloys. The spent fuel must be either reprocessed or temporarily stored in wet or dry storage systems until a decision is made on final disposition in a repository. There are corrosion issues associated with the aluminum cladding regardless of the disposition pathway selected. This paper discusses those issues and provides data and analysis to demonstrate that control of corrosion induced degradation in aluminum clad spent fuels can be achieved through relatively simple engineering practices.

Details of a 1 day conference designed to create more efficient interactions between the gas supply and electricity systems in Ontario and new models for gas supply and the electricity system were presented. Market efficiency, generators' perspectives on critical gas issues, an overview of the North American gas and an outline of issues concerning Ontario were discussed. A natural gas industry forecast and issues concerning marketers and producers were presented. The terms on which gas is bought and sold were discussed. Regulatory tools, cost allocation and issues relating to unbundling were also presented. Infrastructure needs were reviewed, as well as basic market structures. Bioethics--the study of ethical issues in science and medicine--has grown to become a significant academic and service-oriented discipline with its own research centers, conferences, journals, and degree programs. As these issues have moved to the center of public debate, the law has assumed an increasingly important place in the discipline of bioethics. Today, embryonic stem cell research stands out as a critically important issue about which the U.S. has neither ethical consensus nor clear, comprehensive regulation. The ethical debate centers on the fact that stem cell research involves the destruction of very early human embryos. This article provides a brief scientific background followed by a discussion of key ethical and legal/regulatory issues that surround embryonic stem cell research.

One in five randomly sampled stations failed to produce access to Lists upon demand as required under federal law. The photovoltaic (PV) industry is rapidly beginning to recognize the market potential of the buildings sector. New PV-for-buildings products have recently become commercially available, and numerous products that are under development will be introduced within the next 5 years. To ensure that these new products will be adopted and used in common building practices, the PV industry should recognize and address important buildings industry issues. These issues include building codes and standards, after-market servicing, education, and warranties and insurance policies. Photovoltaic systems are also still very expensive. The simplest method for increasing their value for a building is to decrease the building's electrical loads through energy efficiency and conservation. Meeting these goals can only be accomplished through partnerships with the U.S. Department of Energy (DOE), private industry, and public institutions.

This Safety Evaluation Report (SER) focuses on those issues required to support the restart of the K-Reactor at the Savannah River Plant. This SER provides the safety criteria for restart and documents the results of the staff reviews of the DOE and operating contractor activities to meet these criteria. To develop the restart criteria for the issues discussed in this SER, the Savannah River Restart Office and Savannah River Special Projects Office staffs relied, when possible, on commercial industry codes and standards and on NRC requirements and guidelines for the commercial nuclear industry. The Melt Vessel Interaction (MVI) project is concerned with the consequences of the interactions that a core melt, generated during a postulated severe accident in a light water reactor, may have with the pressure vessel. In particular, the issues concerned with the failure of the vessel bottom head are the focus of the research. The specific objectives of the project are to obtain data and develop validated models, which could be applied to prototypic plants, and accident conditions, for resolution of issues related to the melt vessel interactions. A conceptual framework is proposed within which the notion of risk as normally used in risk assessment (RA) could be enlarged in line with the real substance of social issues of technology policy, to help avoid RA's threatened irrelevance to social decision making. It is argued that the frequent organizational incoherence and thus the unviability of modern technology arises from 'social alienation' between the innovation-commitment phase and the implementation of the technology in society. The roles of technical elites and of particular concepts of technology in this alienation are emphasized. One of the case studies deals with 'Nuclear power - myths of scientific and organizational realism' and discusses the UK nuclear 'programme' and the Three Mile Island accident. (author).

Within the framework of the EU power plant conceptual study (PPCS), a modular He-cooled divertor concept with integrated pin array (HEMP) is being developed at the Forschungszentrum Karlsruhe. The design goal is to achieve a high heat flux of at least about 10-15 MW/m"2, which is proposed for a near-term reactor model like DEMO. The development and optimization of the divertor concept require a close link between the main issues: design, analyses, materials and fabrication technology, and experiments with feedbacks between them to be accounted for. Design-specific requirements on materials and fabrication issues will be discussed.

The Mackenzie Valley Pipeline Project was reviewed in relation to the Deh Cho First Nation's advanced actions in the federal court to enjoin the review panel from proceeding with the review process. The Deh Cho First Nation is seeking a declaration that the plan violates their rights under the Canadian Charter of Rights and Freedoms and the Constitution Act. In this paper, we put forward a systematic method to analyze, control and evaluate the safety issues of medical robotics. We created a safety model that consists of three axes to analyze safety factors. Software and hardware are the two material axes. The third axis is the policy that controls all phases of design, production, testing and application of the robot system. The policy was defined as hazard identification and safety insurance control (HISIC) that includes seven principles: definitions and requirements, hazard identification, safety insurance control, safety critical limits, monitoring and control, verification and validation, system log and documentation. The production of the uranium mine Zirovski Vrh ceased in 1990. The main remaining problem of the remadiation are mine and mill tailings. The uranium mine Zirovski Vrh has one mill tailings site Borst and one waste pile Jazbec. According to the Act on protection against ionising radiation and nuclear safety which was adopted by the Parliament in 2002, they are classified as radiation facilities. Slovenian Nuclear Safety Administration (SNSA) is authorised for issuing a mandatory consent to mining work. The SNSA prepared the initial proposal of content of the safety report for the mine waste pile Jazbec. In 2005, according to the detailed content of this document, the public company Zirovski Vrh Ltd prepared the safety report which was examined by an authorised expert for radiation and nuclear safety. A critical issues study of a symmetric illumination, direct drive laser fusion reactor called SIRIUS has been conducted. In particular, the uniformity requirements for direct drive targets have been assessed and it is shown that respectable gains (more than 60) could be obtained at modest (2MJ) KrF laser energies. Previous ICF cavity designs have been examined for use in a symmetric illumination geometry and features from several designs have been combined into a dry wall cavity design with a radius of 8 meters. Neutronic and photonic analysis shows that the present SIRIUS cavity design can breed sufficient tritium (breeding ratio = 1.17) even with 32 laser ports penetrating the cavity. However, it was found that there are a few critical issues that remain to be solved before a self-consistent reactor design could be initiated. New interest by Australians in the state of rural education requires new understanding of factors affecting rural education and its related issues. Educational programs have not been flexible enough to cope with rural diversity, a key element in the milieu. Standards such as "equality of opportunity" and "uniformity" have been misapplied to rural Australian education, which is made distinctive by the inter-relatedness of many factors. Three dimensions of isolation are discussed: (1) types of isolation (geographic, cultural, social, and professional isolation); (2) ways of coping with isolation (understanding isolation, developing a sense of community, developing awareness of options, training the isolated, application, and technology); and (3) conditions affecting educational changes in isolated communities (social and political climate, pedagogy, finance, and incentives for change). The author considers the possibility that Japanese nuclear armament might be a realistic political option. Firstly introducing various issues on Japanese nuclear armament existing since long time ago, he classifies them according to the view point from internal and international problems. Internally, the armament is not possible at present on the ground of the nation's non-nuclear policy but it might be conditionally a choice in such case as the reliability of US nuclear deterrence declines or possibility of nuclear attack to Japan actually may be predicted. The armament may be possible technically and legally based on the consensus of the people. Various concerns by neighboring countries are discussed. This paper described a risk control management tool that has been developed by Petrobras Petroleo, the largest Brazilian oil company and one of the world's leading oil companies. The system covers health, safety and environmental (HSE) issues regarding pipeline construction projects. The limitations of traditional safety management systems for coping with the critical problems related to environmental safety issues were discussed. In particular, this paper described how the HSE tool evaluates the risks resulting from the following aspects of onshore pipeline construction and assembly: establishing right-of-way and route locations, transporting pipe, developing the construction site, opening the trench, pipe laying, pipe bending, concrete external coating, welding, external anticorrosive coatings, pipe placement backfilling, hydrostatic testing, maintenance operations, and pipeline commissioning. 6 refs., 1 tab.

Ogden Environmental Services has announced that the Environmental Protection Agency (EPA) has issued a nation-wide federal permit allowing OES to use its circulating bed combustion (CBC) system for remediation of PCB contaminated soils. The landmark permit confirms the effectiveness of OES' CBC system and its ability to destroy PCBs without releasing harmful quantities of PCBs or other chemicals into the air. EPA headquarters issued the permit following their audit of trial burn operations of OES' CBC unit during September 1988 at the Arco Swanson River oil fields in the Kenai Wildlife Refuge, Kenai Peninsula, Alaska. The Arco project represents the world's first major remediation program using CBC technology and the largest PCB/soil cleanup to date.

One important factor frustrating optimal management of Department of Energy (DOE)-complex wastes is the inability to use licensed and permitted facilities systematically. Achieving the goal of optimal use of DOE`s waste management facilities is politically problematic for two reasons. First, no locale wants to bear a disproportionate burden from DOE wastes. Second, the burden imposed by additional wastes transported from one site to another is difficult to characterize. To develop a viable framework for equitably distributing these burdens while achieving efficient use of all DOE waste management facilities, several implementation and equity issues must be addressed and resolved. This paper discusses stakeholder and equity issues and proposes a framework for joint research and action that could facilitate equity negotiations among stakeholder and move toward a more optimal use of DOE`s waste management capabilities.

The author discusses the pervasive difficulty psychotherapists seem to have in discussing patient morality, relating it to the fear of imposing (and feeling) shame and guilt. A way of nonjudgmentally discussing moral values with patients is presented, which places emphasis not on moral abrogations, but rather on the "virtues" of altruism, responsibility, justice, egalitarianism, and honesty. Drawing on empirical studies of prosocial behavior, the author gives a rationale for how these virtues may, whether the therapist is conscious of it or not, be inherently promoted through the group therapy process. Ways are suggested by which the therapist can help the group deal with thorny moral issues and confront the morally confused patient without causing shame. PMID:8473062

The foundation conducts an environmental monitoring and surveillance program over an area covering much of the upper Snake River Plain and provide environmental education and support services related to INEL natural resource issues. Also, the foundation, with its university affiliates, conducts ecological and radioecological research on the Idaho National Environmental Research Park. This research benefits major DOE-ID programs including waste management, environmental restoration, spent nuclear fuels, and land management issues. Major accomplishments during CY1995 can be divided into five categories: environmental surveillance program, environmental education, environmental services and support, ecological risk assessment, and research benefitting the DOE-ID mission.

Graphical Business Process Modelling Languages (BPML) like Role Activity Diagrams (RAD) provide ease and flexibility for modelling business behaviour. However, these languages show limited applicability in terms of enactment over distributed systems paradigms like Service Oriented Architecture (SOA) based grid computing. This paper investigates RAD modelling of a Scientific Publishing Process (SPP) for Digital Libraries (DL) and tries to determine the suitability of Pi-Calculus based formal approaches to enact SOA based grid computing. In order to achieve this purpose, the Pi-Calculus based formal transformation from a RAD model of SPP for DL draws attention towards a number of challenging issues including issues that require particular design considerations for appropriate enactment in a SOA based grid system.

Effective teamwork among station work groups is essential for plant production and safety in all phases of plant operation. To achieve effective teamwork, all contributing work groups must have ongoing access to and share a common perspective on station work priorities, and recognize how their individual contributions fit with and support the contributions of other groups in support of the larger station goals. Achieving and maintaining this alignment in perspective across all workgroups can be a challenge in large organizations. This paper discusses the experience at Darlington in building and maintaining station teamwork among the station workgroups in support of day-to-day plant operations. Many Department of Energy facilities across the United States are seriously contaminated with radioactive and other hazardous wastes. Decades of focus on weapons production and inadequate attention to long-term solutions for dealing with those wastes have resulted in tremendous problems. The Department of Energy recognizes the seriousness of those problems and is addressing them. In some cases existing management systems are being used to accomplish the new mission of environmental cleanup, and in other cases new systems have been created to help carry out that mission. Widespread criticism of those efforts to data are evidence that the management systems being used may not be appropriate for the job. In particular, it appears that some management systems aren`t producing desired results because they are not well aligned with the people and tasks for whom they are intended, and these issues are discussed in this report.

Recently, it has become clear that the chemical circumstances under which long-term geological evolution occurs must be properly evaluated in order to develop effective remediation programs for contaminated soil, landfills, radioactive waste repositories, and carbon dioxide capture and storage. The issue of acidic leakage from excavated rock stuck was assessed using a hydro-geochemical simulator, TOUGHREACT. We concluded that in order to properly investigate the phenomenon of acidic leakage from excavated pyrite-containing rock stuck, it is important to obtain accurate information about the following factors: intensity of rainfall, unsaturated flow properties of the excavated rock stuck, specific surfaces for oxidation reaction of pyrite, the species and the quantity of other minerals contained in the rock, and secondary minerals produced. As a new production technique of yellow cake, resorption with loaded resin-elution with acid ammonium nitrate-precipitation in two steps is studied. The results show that the produced yellow cake by the new production technique has better performance of settlement, filtration and dehydration. Each index of yellow cake accords with the first grade level issued by CNNC without washing, uranium and water content are 70% and 25%, respectively

When the double ended guillotine Break (DEGB) at the hot leg near steam generator, due to the jet impingement discharge flow, the debris could be potentially generated at pipe or wall nearby steam generator and be transported to the recirculation sump. Therefore, the debris, such as insulations and paint chips, could be accumulated and be clogged in the recirculation sump screen. If debris is blocked the sump strainer, the pressure drop is increased at the screen so as to increase the pressure loss of ECCS (Emergency Core Cooling System) pump NPSH (Net positive suction head). Three temporary solutions were implemented successively and the long term solution was found in the process of searching for the root cause. The different solutions and the root cause are introduced. Quark-hadron duality addresses some of the most fundamental issues in strong interaction physics, in particular the nature of the transition from the perturbative to non-perturbative regions of QCD. I summarize recent developments in quark-hadron duality in lepton-hadron scattering, and outline how duality can be studied at future high-luminosity facilities such as Jefferson Lab at 12 GeV, or an electron-hadron collider such as EPIC.

In this paper the possibility of configuring a water cooled Nuclear Thermal Propulsion (NTP) rocket, based on a Particle Bed Reactor (PBR) is investigated. This rocket will be used to operate on water obtained from near earth objects. The conclusions reached in this paper indicate that it is possible to configure a PBR based NTP rocket to operate on water and meet the mission requirements envisioned for it. No insurmountable technology issues have been identified.

A new type of passive cooling system has been invented (Forsberg 1993): the Temperature-Initiated Passive Cooling System (TIPACS). The characteristics of the TIPACS potentially match requirements for an improved reactor-cavity-cooling system (RCCS) for the modular high-temperature gas-cooled reactor (MHTGR). This report is an initial evaluation of the TIPACS for the MHTGR with a Rankines (steam) power conversion cycle. Limited evaluations were made of applying the TIPACS to MHTGRs with reactor pressure vessel temperatures up to 450 C. In a previous paper [Phys.Rev.D82, 085016(2010)] we introduced a method for obtaining the exact Feynman propagator of a relativistic particle (for both Klein-Gordon and Dirac case) from a superstatistical average over non-relativistic single-particle paths. We suggested that this method could offer new insights into the currently much debated issue of emergent relativity. In this paper we proceed further, showing that a Brownian motion on a short scale originates a relativistic motion on scales larger than particle's Compton wavelength. Viewed in this way, special relativity is not a primitive concept, but rather it statistically emerges when a coarse graining average over distances of order, or longer than the Compton wavelength is taken. We also present the modifications necessary to accommodate in our scheme the doubly special relativistic dynamics. The purpose of this research is to clarify how psychological factors' impact on public acceptance of nuclear energy varies with where they live and their degree of knowledge. For this purpose, we carried out questionnaire survey about nuclear energy at three urban areas and two nuclear power plant siting areas. After collecting data, we applied factor analysis to the data, and found four factors which construct cognitive structure of nuclear energy. Using multiple regression analysis, we evaluated the impact of the four factors on two issues: the decision for or against nuclear policy and the reaction to nuclear power plant siting, and compared changes of the impact by where respondents live and their degree of knowledge. Consequently, we found that the impact of all four factors on the two issues varies with where respondents live. Traditionally, the Federal Energy Regulatory Commission has implemented its statutory requirement that wholesale electric rates be just and reasonable by comparing a seller's proposed rates to its own cost of service. In the last four years, 40 requests for market-based prices have opened up an alternate path for just and reasonable rates. The common characteristic of these 40 requests is that the price is not tied directly to the seller's own costs but rather to market conditions. To date, the Commission has approved 28 of these requests and rejected eight. Four are pending. The purpose of this research is to clarify how psychological factor's impact on public acceptance of nuclear energy varies with people's degree of knowledge. For this purpose, we carried out questionnaire survey about nuclear energy at Suginami ward, Tokyo. After collecting data, we applied factor analysis to the data, and found 4 factors: Trust in the Authorities, Superiority of Nuclear Power Generation, Benefit for Nuclear Power Plants' Siting Areas, and Risk Perception about Nuclear Technology. In addition, using multiple regression analysis, we evaluated the impact of the 4 factors on 2 issues: the decision for or against nuclear policy and the reaction to nuclear power plant siting. Consequently, we found the change of impact of all 4 factors on the 2 issues. Especially, the impact of the 4 factors to the reaction to nuclear power plant siting was drastically changed by respondent's degree of knowledge. (author)

Once the definition of the CHP (combined heat and power generation) certificate is clear, demand for it can be organised in several ways. A well-designed system of mandatory demand, by means of an obligation to acquire a certain amount of CHP certificates each year, is effective to meet the policy target. The voluntary willingness to pay for CHP certificates is likely to be small, resulting in a very thin market. Finally, instead of creating a demand solely targeted at the CHP certificates, demand could also result from interacting policy schemes such as emissions trading. Assuming that a CHP certificate scheme is going to be introduced, we would recommend to issue standard CHP certificates based on additional ('fuel-free') kWh output (substitution approach with standard certificates) and create demand by means of an incentive on electricity supply companies to purchase CHP certificates. Especially, flame acceleration (FA) and Deflagration-to-Detonation Transition (DDT) are important because of their possible destructive impact on the containment or plant systems in it. Accordingly, it is the design goal to avoid FA and DDT for the hydrogen mitigation system. As a result from extensive effort dedicated to resolve the hydrogen issue, compiled information on the FA and DDT has been provided by the NEA. Several scientists and policy advisors have suggested, on the basis of the Ecosystem Approach and systems theory, that the agenda should move on to other demanding topics, such as the introduction of exotic species, biodiversity, habitat restoration, fisheries management, sustainable development, and governance of the Great Lakes basin. This paper identifies issues associated with managing coal combustion wastes in the Pacific Basin, using the state of Hawaii as a case study. Underlying the implementation of these ideas all major physical theories make indispensable use of an elaborately designed spacetime model as the ``something fixed,'' i.e., absolute. This model must provide at least the following sequence of structures: point set, topological space, smooth manifold, geometric manifold, base for various bundles. The ``fine structure'' of spacetime inherent in this sequence is of course empirically unobservable directly, certainly when quantum mechanics is taken into account. The AlGaInP materials system has recently supported the development of a variety of visible diode laser devices at wavelengths ranging from yellow to red. Presently, the majority of published results are with materials prepared by organometallic vapor phase epitaxy (OMVPE). Many issues with such materials exist, including impurity doping, the role of crystal ordering, defect formation during epitaxial growth, and the proper quantum well heterostructure design required for best device results. This paper addresses these topics and reviews the present state of the art, and projects the anticipated results when the materials' problems have been solved.

One of the key issues in safety assessment of high-level nuclear waste disposal is evaluating the effects of uncertainty inherent in radionuclide migration parameter values. In this paper, radionuclide transport parameter values and error variances (uncertainties) from in-situ tracer experiments, carried out in a single fracture at the Aespoe Hard Rock Laboratory (HRL) in Sweden, are identified by solving the inverse problem in a framework of the maximum likelihood theory. From the results, it is found that the parameter value uncertainty caused by a conceptual model of radionuclide migration is greater than that caused by a fluctuation in the observed breakthrough curve data. Amongst the minor actinides issued from the spent nuclear fuel, "2"4"1Am is present in high concentration and contributes significantly to the long-term radiotoxicity of nuclear waste. A major uncertainty was present in the transmutation chain of "2"4"1Am when irradiated by a high intensity thermal neutron flux. This uncertainty was brought about by the poor knowledge of the "2"4"2"g"sAm neutron capture cross section. A dedicated experiment has been performed at the Institut Laue-Langevin in Grenoble, which gives a definitive experimental answer to this problem.

This article discusses a new ventilation theory which is quantified by the new indoor air quality thermal comfort balance based on the units olf and decipol. A troubling reality in today's political climate is that many political leaders actually believe that the best way to change schools is through an "end of a gun barrel" approach, rather than by building consensus. In this article, the author examines the reality of high-stakes testing from several perspectives, including the politics of coercion, politics of performance, and the politics of perception. The author discusses that high-stakes testing is a politically charged issue that has had a tremendous impact on the way schools operate; however, teachers must not be afraid to keep their perspective and must encourage a healthy, honest dialogue about the role of testing and engage in political debate.
