The majority of research on homeless youth has focused on the multitude of problems faced by this vulnerable population. The current study, while acknowledging the hazards of life on the streets, seeks to explore the personal strengths and informal resources street youth rely on to navigate their environments. Qualitative data from seven focus groups conducted with street youth ages 18?24 were analyzed using content analysis. These data, rich with interactions among youth participants, highlight three important themes: developing ?street smarts,?? existence of personal strengths, and informal resources relied upon by youth to survive. The current status of at-risk and adjudicated youth with behavioral challenges provides a context for addressing needed future directions for research and practice in fields that impact this population. This context includes the myriad characteristics and complex needs of these youth, the programs and services currently available in communities and secure settings, and youth outcomes following incarceration. Recent and emerging national, state, and local initiatives and the benefits that have been realized or are anticipated from their application are presented. The challenges to achieving and sustaining these systems changes are then discussed. The paper concludes with recommendations for future research and practice, based on the issues raised in this special issue and elsewhere. (Contains 1 endnote.)

The current study investigated relations among ethnic similarity in caregiver-therapist pairs of youth participating in Multisystemic Therapy, therapist adherence, and youth long-term behavioral and criminal outcomes. Participants were 1,979 youth and families treated by 429 therapists across provider organizations in 45 sites. Relations were found, independently, and in the presence of ethnic similarity, between adherence and reductions in youth externalizing and internalizing behavior problems 1-year posttreatment and youth criminal charges 4 years posttreatment. Relations between ethnic similarity and outcomes were found only for reductions in youth externalizing behavior problems and not when adherence was included in the model. Objectives: Many youth with tics experience distress about having tics and how others may perceive them. Such symptoms are often more impairing and distressing than are the tics and negatively impact self-concept, functioning, and quality of life. Although treatments exist that target the frequency and severity of tics, no intervention has been developed that helps youth with tics cope with their condition and limit associated functional impairment and distress. The purpose of this study is to examine the cross-ethnic measurement equivalence of the "Child Behavior Checklist" (CBCL) for 6- to 18-year-olds (2001, parent version) using a sample of African American special needs adopted children, along with a comparison group of Caucasian American special needs adopted children. Reliability and multiple sources of postdictive criterion-related validity were analyzed, and a confirmatory factor analysis of the CBCL within and between participating groups was performed. The results indicate that for practical purposes, the CBCL items appear reliable but not valid in terms of assessing the mental health profiles of both African American and Caucasian youth. These findings are significant because they have important implications for the practical utility of the CBCL in the field for adopted youth. (Contains 6 tables.)

This report describes the Forum on Flexible Education: Reaching Nomadic Populations in Africa, which was held in Garissa, Kenya, from 20-23 June 2006. The objectives of the Forum were to share experiences and best practices, create linkages and encourage collaboration in order to make education more accessible to nomadic communities. Representatives from the Kenyan MOE, COL, ComSec and UNICEF provided remarks at the Opening Session of the Forum. Research shows that comment spamming (comments which are unsolicited, unrelated, abusive, hateful, commercial advertisements etc) in online discussion forums has become a common phenomenon in Web 2.0 applications and there is a strong need to counter or combat comment spamming. We present a method to automatically detect comment spammer in YouTube (largest and a popular video sharing website) forums. The proposed technique is based on mining comment activity log of a user and extracting patterns (such as time interval between subsequent comments, presence of exactly same comment across multiple unrelated videos) indicating spam behavior. We perform empirical analysis on data crawled from YouTube and demonstrate that the proposed method is effective for the task of comment spammer detection.

The dramatic increase in diagnostic rates of bipolar disorder in children and adolescents in the USA has led to an intense interest in the phenomenology of the disorder. Here we present data from a newly-developed instrument to assess episodic mania-like symptoms in youth in a large population-based sample (N?=?5326) using parent- and self-report. We found that a substantial proportion of children screened positive for having episodes of ?going high? and were at an increased risk for morbidity and impairment. A survey of wetlands on the Oak Ridge Reservation (ORR) was conducted in 1990. Wetlands occurring on ORR were identified using National Wetlands Inventory (NWI) maps and field surveys. More than 120 sites were visited and 90 wetlands were identified. Wetland types on ORR included emergent communities in shallow embayments on reservoirs, emergent and aquatic communities in ponds, forested wetland on low ground along major creeks, and wet meadows and marshes associated with streams and seeps. Vascular plant species occurring on sites visited were inventoried, and 57 species were added to the checklist of vascular plants on ORR. Three species listed as rare in Tennessee were discovered on ORR during the wetlands survey. The survey provided an intensive ground truth of the wetlands identified by NWI and offered an indication of wetlands that the NWI remote sensing techniques did not detect.

This report presents the results of a study on Operation and Maintenance (O M) practices in hydroelectric pumped storage plants. The objective of this project, which was sponsored by EPRI, is to record the practical knowledge on the O M of a number of the domestic and foreign pumped storage plants which has been accumulated by their operating staff. Civil, geotechnical, mechanical and electrical aspects of O M of the thirty-five plants visited are discussed, and some general conclusions, as warranted by the commonality of the problems, are drawn. These conclusions may be useful to the planners and designers of future pumped storage projects. Lack of access to basic education leads to diminished individual and national capabilities, therewith furthering cycles of poverty. An equitable education system meeting basic learning needs represents not only a human right, but also a means for reducing poverty, promoting productivity, and sustaining development. The Government of China--the most populous developing nation, the majority of whose citizens live in rural areas--has been committed to universalizing nine-year compulsory education among school-aged children and eliminating illiteracy among youths and adults aged 15-45. This study examines lessons learned from China's efforts in these areas. It also reports on current challenges and trends in a new national initiative for achieving high-quality universal basic education by the year 2007.

This longitudinal study examined a model of early school achievement in reading and math, as it varies by socioeconomic context, using data from the NICHD Study of Early Child Care and Youth Development. A conceptual model was tested that included features of family stress, early parenting, and school readiness, through both a single-group analysis and also a multiple-group analysis. Latent profile analysis was used to identify subgroups of more advantaged and less advantaged families. Family stress and parenting were shown to operate differently depending on the socioeconomic context, whereas child-based school readiness characteristics were shown to operate similarly across socieodemographic contexts. Implications for intervention are discussed.

We present a study of the mid-infrared properties and dust content of a sample of 27 HII ``blobs'', a rare class of compact HII regions in the Magellanic Clouds. A unique feature of this sample is that even though these HII regions are of high and low excitation they have nearly the same physical sizes ~1.5-3 pc. We base our analysis on archival 3-8 microns infrared imagery obtained with the Infrared Array Camera (IRAC) on board the Spitzer Space Telescope. We find that despite their youth, sub-solar metallicity and varied degrees of excitation, the mid-infrared colors of these regions are similar to those of typical HII regions. Higher excitation ``blobs'' (HEBs) display stronger 8 micron emission and redder colors than their low-excitation counterparts (LEBs).

Children with attention-deficit/hyperactivity disorder (ADHD) often have poor relationships with peers. However, research on this topic has predominantly focused on boys. This study considered child gender, ADHD status, and dimensionally assessed conduct problems as predictors of peer relationship difficulties. Participants were 125 children (ages 6-10; 67% male), 63 with clinical diagnoses of ADHD and 62 non-ADHD comparison youth. Conduct problems were reported by teachers and observed in a lab playgroup. Peer relationships were assessed by parent report, teacher report, and peer sociometric nominations in the playgroup. Typically, plant-pollinator interactions are recognized as mutualistic relationships. Flower visitors, however, can potentially play multiple roles. The floral nectar in Croton suberosus has been proposed to operate as a reward for predators, especially the wasp Polistes instabilis (Vespidae), which kills herbivorous insects, while the plant has been thought to be mainly wind-pollinated. In this study, we reassessed the pollination mode of C. suberosus and the possible role of its flower visitors. Pollinator exclusion experiments demonstrated that C. suberosus should be considered a strictly entomophilous species. Inflorescences of C. suberosus were visited by a diverse entomofauna involving 28 taxa belonging to six orders; however, wasps and bees were the only visitors that carried C. suberosus pollen. Their charter was to review, evaluate and summarize as low as reasonably achievable (ALARA) techniques, methods and practices as implemented. This presentation gives an overview of the two selected ALARA practices implemented at the SRS: Administrative Exposure Limits and Goal Setting. These dose control methods are used to assure that individual and collective occupational doses are ALARA and within regulatory limits.

We encountered a case of Ewing's sarcoma. The patient was a 19 year-old girl, who visited a local physician because of pain in the left scapular region, and was referred to us. Roentgenograms of her left scapula revealed an irregular moth-eaten shadow which was suspected to be a malignant bone tumor. The histological diagnosis of Ewing's sarcoma was comfirmed by needle biopsy. The initial stage of treatment consisted of radiation therapy (6000 rads) and chemotherapy (VAC and ADR). At the end of the initial stage, the symptoms were improved, the size of the local lesion was reduced on the roentgenogram and there was no evidence of distant metastases. (author).

Tuberculin skin test (TST) is the most frequently used tool for identification of latent TB infection. We herein aimed to analyse the effect of TNF-? antagonists on the TST responses in a prospective study. The study group consisted of 182 patients (99 female, 83 male) who received TNF-? antagonists for various rheumatic disorders. Information was gathered on energy consumption and advice was given on the opportunities available for improving the efficiency of energy use. Potential energy savings are estimated and recommendations are made on the action that should be taken to improve the efficiency of energy use. In the footwear industry space heating controls, improvements in boiler plant and steam services along with building insulation provide most of the savings potential. In the leather industries major energy saving opportunities can be found in low-temperature drying, and heat recovery, where the use of heat pumps could contribute substantial savings in drying and process water heating. We investigated gathering and cultivating practices and how they complement each other in a rural population of Northwestern Patagonia. We analyzed plant diversity, species similarity, biogeographic origin, and plant use by means of semi-structured interviews and field visits. Pichi Leufu inhabitants used 173 species: 138 cultivated plants, mainly for edible purposes, and 45 wild species principally for medicinal use. Most cultivated species were exotic (91.3%), whereas gathered plants were both native and exotic. Bioremediation technology is being evaluated for use on the Kwajalein Atoll, which is located in the Republic of the Marshall Islands. The study was undertaken by the Oak Ridge National Laboratory (ORNL) on behalf of the US Army Kwajalein Atoll (USAKA). During February of 1991, a team from ORNL and The University of Tennessee (UT) visited the USAKA. In addition to making on-site observations regarding microbial abundance and distribution of petroleum contaminants, they brought back to Oak Ridge various soil and water samples for detailed analyses. This report documents the biological studies of these samples and presents observations made during the period from February to April of 1991 by investigators at ORNL, UT, and the Oak Ridge Associated Universities.

Greenhouse gas emissions from international maritime transport are exempt from liabilities under the Kyoto Protocol. Research into quantifying these emissions is ongoing, and influences policy proposals to reduce emissions. This paper presents a cargo-based analysis of fuel consumption and greenhouse gas emissions from New Zealand's international maritime transport of goods. Maritime transport moves 99.5% (by mass) of New Zealand's internationally traded products. It is estimated that 73% of visiting vessels' activity can be directly attributed to the movement of goods in and out of New Zealand. A cargo-based methodology was used to estimate that the international maritime transport of New Zealand's imports and exports consumed 2.5 million tonnes (Mt; 2.6 billion litres) of fuel during the year 2007, which generated 7.7 Mt of carbon dioxide (CO_2) emissions. A 72-year-old man was exposed to the sarin gas attack in a Tokyo subway on March 20 th, 1995. After exposure, he noticed eye discomfort, chest tightness, headache and weakness of the lower limbs and oropharyngeal muscles. Despite these symptoms, he visited a hot spring on the same day with his family. On March 25 th, his muscle weakness progressed, and a low grade fever appeared. His muscle weakness disappeared 8 days after exposure to sarin, but respiratory failure rapidly developed, necessitating artificial ventilation within four day after hospitalization on March 28th. We present measurements of the transmission of radio/microwave pulses through salt in the Cote Blanche salt mine operated by the North American Salt Company in St. Mary Parish, Louisiana. These results are from data taken in the southwestern region of the 1500 ft. (457 m) deep level of the mine on our third and most recent visit to the mine. We transmitted and received a fast, high-power, broadband pulse from within three vertical boreholes that were drilled to depths of 100 ft. (30 m) and 200 ft. below the 1500 ft. level using three different pairs of dipole antennas whose bandwidths span 125 to 900 MHz. By measuring the relative strength of the received pulses between boreholes with separations of 50 m and 169 m, we deduce the attenuation of the signal attributed to the salt medium. A one-year technology-transfer project involving ERDA installations and Hawaii consisted of sending teams from the Lawrence Livermore Laboratory on week-long field trips every two months to test the effectiveness of different methods of transferring technology information from federal sources to civilian clients. The team was questioned primarily on non-energy matters, and the energy questions asked related mostly to individuals or small industries. The team responed to all questions and found that a wide range of knowledge was more effective than having a sequence of experts. Hawaiians considered current major ERDA projects to be irrelevant to their needs. The team was most successful on a one-to-one basis because large groups and state agencies tend to be more policy- than action-oriented. Personal followup was considered essential. The purpose of this study was to determine whether low doses of carbon monoxide (CO) exacerbate myocardial ischemia during a progressive exercise test. The effect of CO exposure was evaluated using the objective measure of time to development of electrocardiographic changes indicative of ischemia and the subjective measure of time to onset of angina. Sixty-three male subjects (41-75 years) with well-documented coronary artery disease, who had exertional angina pectoris and ischemic ST-segment changes in their electrocardiograms, were studied. Results from three randomized, double-blind test visits (room air, low and high CO) were compared. The effect of CO exposure was determined from the percent difference in the end points obtained on exercise tests performed before and after a 1-hr exposure to room air or CO. A point design for the pulsed neutron facility was initiated early in FY94 after hosting a Defense Nuclear Agency (DNA) panel review and after subsequently visiting several potential clients and users. The technical and facility designs contained herein fulfill the Statement of Work (SOW) agreed upon by LANL and DNA. However, our point designs and parametric studies identify a unique, cost-effective, above-ground capability for neutron nuclear-weapons-effects studies at threat levels. This capability builds on existing capital installations and infrastructure at LANL. The purpose of the trip was to visit Nobel Chemicals in Sweden and to confer with the Department of Transportation personnel in Sweden and in England on the technical and regulatory problems in the bulk shipping of the high explosives RDX and HMX. It is customary in the United States (US) to add isopropyl alcohol to the bulk shipment of water-wet high explosives RDX and HMX. The explosives are packed in cloth bags which are placed in plastic-lined fiber drums. The addition of alcohol presumably prevents mildewing of cloth bags and freezing of the wet explosives in cold weather. In Europe, however, these explosives are shipped in polyethylene-lined fiber drums with not less than 15% water only, even in cold weather. Water-wet frozen explosives have not proved to be any more sensitive than its unfrozen counterpart and no mildew problem has been encountered. Reporting of the first nuclear trafficking incidents began in the early 1990's. The incidents were handled on a national level, using the resources and expertise available in the respective states. However, it soon became evident that fighting this illicit movement of nuclear material across borders would require international cooperation and a systematic and methodological approach. To this end, the G-8 states encouraged the creation of a dedicated group of experts. The Nuclear Smuggling International Technical Working Group (ITWG) was created in the mid 1990's under the auspices of the G-8, following the 1995 Ottawa summit and the 1996 nuclear security summit held in Moscow. The group reports regularly to the Nuclear Safety and Security Group (NSSG) of the G-8. The ITWG has been working towards a sustainable mechanism to help resolve the international problem surrounding combating the illicit trafficking of nuclear material. This was a university-based research project in support of distributed reforming production technologies for hydrogen. Our objective was to examine the steam reforming of bio-ethanol and other related bio-derived liquids over non-precious metal catalyst systems to enable small-scale distributed hydrogen production technologies from renewable sources. The study targeted development of a catalytic system that does not rely on precious metals and that can be active in the 350-550 C temperature range, with high selectivity and high stability. To this end, we adopted a multi-prong research strategy, that included catalyst formulation and synthesis, detailed catalyst characterization, reaction kinetics and reaction engineering, molecular modeling and economic analysis studies. BACKGROUND: Immune suppressant medications such as thiopurines and anti-tumor necrosis factor agents are important for maintaining disease control in most patients with inflammatory bowel diseases (IBDs); however, their use has been associated with the development of malignant lymphoma. The purpose of this Dutch nationwide study was to estimate the relative risk of malignant lymphoma in IBD patients. METHODS: IBD patients who developed a lymphoma between 1997 and 2004 were identified using the Dutch National Database of PALGA. Data from confirmed cases were collected from individual hospitals, including data on Epstein-Barr virus (EBV). The age-adjusted 8-year incidence of malignant lymphoma in the Netherlands was retrieved from the Central Bureau of Statistics. During the month of June, the Commission also organized a series of ten workshops, attended by a limited number of experts, to explore in depth certain specific questions in the area of water management. During these public sessions the Commission hoped to discuss specifically the specific questions relating to water management problems of First Nations communities, bearing in mind the essential nature of water in maintaining traditional activities. This was a significant milestone in the very long saga of Australian efforts to develop public policy and management structures for dealing with persistent organochlorine wastes. The author was part of a four-person consultation panel that carried out a public involvement program to assist and inform the process of developing the National Management Plan. In the Netherlands, the interest in biomass for electricity generation has increased, mainly due to environmental reasons. Currently, the Dutch energy sector is investigating technologies which can reduce CO{sub 2} emissions. The growth of biomass and its subsequent utilization for energy purposes circulates recycled atmospheric carbon and has no net discharge of CO{sub 2}. To reduce emissions from coal-fired power plants biomass co-firing options are investigated. After exhaustion of internal supplies of wood wastes and other residues an extra amount of 1.02 Mt{sub 20} would be needed. Two supply options exist: the use of internal energy crops and the import of biomass. Because production of energy crops in the Netherlands is a rather expensive option, biomass procurement and production outside the Netherlands is studied. PURPOSE We wanted to examine how coordinated care is implemented in primary care practices to address patients' health behavior change needs. METHODS Site visit notes, documents, interviews, and online implementation diaries were collected from July 2005 to September 2007 from practice-based research networks (PBRNs) participating in Prescription for Health: Promoting Healthy Behaviors in Primary Care Research Networks (P4H). An iterative group process was used to conduct a cross-case comparative analysis of 9 interventions. Published patient outcomes reports from P4H interventions were referenced to provide information on intervention effectiveness. RESULTS In-practice health risk assessment (HRA) and brief counseling, coupled with referral and outreach to a valued and known counseling resource, emerged as the best way to consistently coordinate and encourage follow-through for health behavior counseling. An assessment of the accuracy of National Land Cover Data 2001 as compared to National Wetlands Inventory mapping of Mobile and Baldwin Counties conducted by the U.S. Geological Survey's (USGS) National Wetlands Research Center (NWRC). Both classifications were checked against stratified randomly selected ground-based sites and with each other to compare the accuracy of the NLCD with NWI classification methods. For this accuracy comparison, numerous visits were made by photointerpreters to the Mobile Bay area to establish signatures for the modified NWI mapping. After all of the quadrangles in Baldwin and Mobile Counties were mapped, an accuracy assessment of those maps was conducted by field-checking the mapped classes with ground-based check sites. These same sites were used to check the accuracy of the NLCD and also as the basis for cross-walking the NLCD and NWI classification systems for direct comparison of the two methods. Korea Atomic Energy Research Institute, using the ANS low power and shutdown (LPSD) probabilistic risk assessment (PRA) Standard, evaluated the LPSD PSA model of the KSNP, Yonggwang Units 5 and 6, and identified the items to be improved. The evaluation results of human reliability analysis (HRA) of the post-accident human errors in the LPSD PSA model for the KSNP showed that 10 items among 19 items of supporting requirements for those in the ANS PRA Standard were identified as them to be improved. Thus, we newly carried out a HRA for post-accident human errors in the LPSD PSA model for the KSNP. A prospective, side-by-side comparison study of two different lasers for the treatment of solar- induced telangiectasia was carried out in 14 patients at the Beckman Laser Institute and Medical Clinic. The argon tunable dye laser (Coherent, Palo Alto, Calif.) was used in the method modified from Orenstein and Nelson to completely treat discrete telangiectasias on one cheek. Specifically, the argon tunable dye laser (ATDL) was set at 0.7 - 0.8 watts, 585 nm wavelength, shutter-pulsed at 0.1 second duration with a spot size of 0.1 mm, and individual vessels were 'traced out' with 4X loupe magnification. Each patient's opposite cheek was then treated in the standard fashion with the flashlamp pulsed dye laser (Candela, Natick, Mass.) using a technique similar to Polla's et al.
