The majority of research on homeless youth has focused on the multitude of problems faced by this vulnerable population. The current study, while acknowledging the hazards of life on the streets, seeks to explore the personal strengths and informal resources street youth rely on to navigate their environments. Qualitative data from seven focus groups conducted with street youth ages 18?24 were analyzed using content analysis. The current status of at-risk and adjudicated youth with behavioral challenges provides a context for addressing needed future directions for research and practice in fields that impact this population. This context includes the myriad characteristics and complex needs of these youth, the programs and services currently available in communities and secure settings, and youth outcomes following incarceration. Recent and emerging national, state, and local initiatives and the benefits that have been realized or are anticipated from their application are presented. The challenges to achieving and sustaining these systems changes are then discussed. The paper concludes with recommendations for future research and practice, based on the issues raised in this special issue and elsewhere. (Contains 1 endnote.)

The current study investigated relations among ethnic similarity in caregiver-therapist pairs of youth participating in Multisystemic Therapy, therapist adherence, and youth long-term behavioral and criminal outcomes. Participants were 1,979 youth and families treated by 429 therapists across provider organizations in 45 sites. Relations were found, independently, and in the presence of ethnic similarity, between adherence and reductions in youth externalizing and internalizing behavior problems 1-year posttreatment and youth criminal charges 4 years posttreatment. Relations between ethnic similarity and outcomes were found only for reductions in youth externalizing behavior problems and not when adherence was included in the model. Objectives: Many youth with tics experience distress about having tics and how others may perceive them. Such symptoms are often more impairing and distressing than are the tics and negatively impact self-concept, functioning, and quality of life. Although treatments exist that target the frequency and severity of tics, no intervention has been developed that helps youth with tics cope with their condition and limit associated functional impairment and distress. The dramatic increase in diagnostic rates of bipolar disorder in children and adolescents in the USA has led to an intense interest in the phenomenology of the disorder. Here we present data from a newly-developed instrument to assess episodic mania-like symptoms in youth in a large population-based sample (N?=?5326) using parent- and self-report. We found that a substantial proportion of children screened positive for having episodes of ?going high? and were at an increased risk for morbidity and impairment. Lack of access to basic education leads to diminished individual and national capabilities, therewith furthering cycles of poverty. An equitable education system meeting basic learning needs represents not only a human right, but also a means for reducing poverty, promoting productivity, and sustaining development. The Government of China--the most populous developing nation, the majority of whose citizens live in rural areas--has been committed to universalizing nine-year compulsory education among school-aged children and eliminating illiteracy among youths and adults aged 15-45. This study examines lessons learned from China's efforts in these areas. It also reports on current challenges and trends in a new national initiative for achieving high-quality universal basic education by the year 2007.

This longitudinal study examined a model of early school achievement in reading and math, as it varies by socioeconomic context, using data from the NICHD Study of Early Child Care and Youth Development. A conceptual model was tested that included features of family stress, early parenting, and school readiness, through both a single-group analysis and also a multiple-group analysis. Latent profile analysis was used to identify subgroups of more advantaged and less advantaged families. Family stress and parenting were shown to operate differently depending on the socioeconomic context, whereas child-based school readiness characteristics were shown to operate similarly across socieodemographic contexts. Implications for intervention are discussed.

We present a study of the mid-infrared properties and dust content of a sample of 27 HII ``blobs'', a rare class of compact HII regions in the Magellanic Clouds. A unique feature of this sample is that even though these HII regions are of high and low excitation they have nearly the same physical sizes ~1.5-3 pc. We base our analysis on archival 3-8 microns infrared imagery obtained with the Infrared Array Camera (IRAC) on board the Spitzer Space Telescope. We find that despite their youth, sub-solar metallicity and varied degrees of excitation, the mid-infrared colors of these regions are similar to those of typical HII regions. Higher excitation ``blobs'' (HEBs) display stronger 8 micron emission and redder colors than their low-excitation counterparts (LEBs).

Children with attention-deficit/hyperactivity disorder (ADHD) often have poor relationships with peers. However, research on this topic has predominantly focused on boys. This study considered child gender, ADHD status, and dimensionally assessed conduct problems as predictors of peer relationship difficulties. Participants were 125 children (ages 6-10; 67% male), 63 with clinical diagnoses of ADHD and 62 non-ADHD comparison youth. Conduct problems were reported by teachers and observed in a lab playgroup. Peer relationships were assessed by parent report, teacher report, and peer sociometric nominations in the playgroup. Prior to 1986, the abrasive coking coal processed in the coal preparation plant at the Fording River operation at Elkford, British Columbia, was destroying the mild steel straight pipe and elbows at such a rate that they were having to be replaced annually and every 6-8 months respectively. To solve the problem, Fording River began to replace existing pipe and elbows with fused-cast, basalt-lined abrasion-resistant pipe, elbows and fittings manufactured by Abresist Corp. of Urbana, Indiana. Although destruction of United States wetlands has slowed, their continued conversion, especially in certain inland regions of the country, may pose adverse ecological effects over the next few decades. The Army Corps of Engineers' regulatory program (Section 404 of the Clean Water Act) protects most coastal wetlands, but provides no protection for 95% of the country's wetlands which remain inland. These inland, freshwater wetlands, converted for agricultural purposes, comprise 80% of the wetland losses over the past 30 years. This report outlines options for more effective federal management, such as the mapping and categorizing of wetlands to determine relative values. In effect, agencies can focus protection programs on higher-value wetlands, especially those threatened by agricultural conversion. Significant participation by Korean companies in design work in Canada and Korea; 3. Significant manufacturing in both Canada and Korea; 4. Construction by Korean contractors. Evolutionary improvement of the Wolsung-1 plant which balances proven technology and necessary design improvements including current codes and standards. 2. This article reports on the world's first gas turbine to top 40% thermal efficiency in simple cycle and is now operating commercially as part of a natural-gas-fired combined-cycle cogeneration (CC) plant serving the Ottawa Health Sciences Center, Ottawa, Ont, Canada. Owned and operated by TransAlta Energy Corp, Calgary, Alta, the CC plant supplies steam and hot and chilled water to the health center and another thermal user while the electricity is sold to Ontario Hydro. Part of the project included the conversion of 15-psig steam-carrying equipment to hot-water service. Commercial success of this installation heralds a new era in the application of efficient gas turbines for power generation.

Jurisdictional wetlands of the Argonne National Laboratory-East (ANL-E) site in DuPage County, Illinois, were delineated in the summer and autumn of 1993 in accordance with the 1987 US Army Corps of Engineers methodology. Potential wetland sites with an area greater than 500 m{sup 2} (0.05 ha [0.124 acre]) were identified for delineation on the basis of aerial photographs, the DuPage County soil survey, and reconnaissance-level field studies. To qualify as a jurisdictional wetland, an area had to support a predominance of hydrophytic vegetation as well as have hydric soil and wetland hydrology. Thirty-five individual jurisdictional wetlands were delineated at ANL-E, totaling 180,604 m{sup 2} (18.1 ha [44.6 acres]). In accordance with Department of Energy (DOE) Regulations surveys for wetland presence or absence were conducted in September 1996 on the DWI-1630 site (Witherspoon Landfill) located in South Knoxville, Knox County, Tennessee. The DWI-1630 site includes a closed, capped landfill area, areas of past disturbance adjacent to the capped area, and patches of hardwood forest. Wetlands were identified on the landfill cap and in a small bottomland that was formerly used for a retention pond in the southwest corner of the DWI-1630 site. The wetlands identified on the cap are man-induced, atypical situation wetlands. These areas have hydrophytic vegetation and wetland hydrology, but the soils do not have hydric characteristics. Wetland development appears to be due to a combination of the grading or subsidence of the clay landfill cap, the low permeability of the clay fill soil, and the absence of surface drainage outlets from the depressions. Oil and gas exploration and production activities have contributed to wetland damage through erosion at numerous sites where canals have been cut through the marsh to access drilling sites. An independent oil and gas producer, working with Southeastern Louisiana University and two oil field service companies, developed a process to stabilize drill cuttings so that they could be used as a substrate to grow wetlands vegetation. The U.S. Department of Energy (DOE) funded a project under which the process would be validated through laboratory studies and field demonstrations.
