Renewable energy systems, such as photovoltaic and wind-turbine energy systems, are considered to be environmentally sound from the viewpoint of carbon-dioxide emissions and resource depletion. The cost of energy supplied from renewable energy systems is higher than that of conventional fossil-fuel systems, and this hinders the wider spread of renewable energy systems. Global environmental problems, however, are becoming more obvious. There is a movement to defray the additional cost of electricity generated in environmentally-sound processes. In this paper, we report the results of a survey using the contingent valuation method (CVM) of the willingness of Japanese households to pay more, in the form of a flat monthly surcharge, for renewable energy. The median value of willingness to pay for renewable energy by Japanese households is estimated at about 2000 yen (around 17 US$ with the exchange rate 115 yen/US$) per month per household. ...

The paper describes transportation cost of the nuclear off-peak power for a hydrogen production based on water electrolysis in Japan. The power could be obtainable by substituting hydropower and/or fossil fueled power supplying peak and middle demands with nuclear power. The transportation cost of the off-peak power was evaluated to be 1.42 yen/kWh when an electrolyser receives the off-peak power from a 6kV distribution wire. Marked reduction of the cost was caused by the increase of the capacity factor. (author)

Development of a strategy for forecasting river ice breakup and jamming on the Saint John River in New Brunswick was described. Methods used to identify ice jam-prone areas by simple temperature-based methods to fairly complex computer models using site specific data, were summarized. Recent technological advances in developing forecasts, including the NWRI probe for remotely measuring ice jam thickness, the RIVJAM model for determining stages upstream of an ice jam, and computational procedures for estimating the thrust exerted by ice jams against bridges, were also reviewed. Criteria and recommendations for river ice breakup and ice jamming for the Saint John River were provided. (Abstract only).

There is a continuing need to understand dose-response relationships for ionizing radiation in order to protect the health of the public and nuclear workers from undue exposures. However, relatively few human populations have been exposed to doses of radiation high enough to cause observable, long-term health effects from which to derive dose-response relationships. This is particularly true for internally deposited radionuclides, although much effort has been devoted to epidemiological studies of the few types of exposures available, including lung cancers in uranium miners form the inhalation of the radioactive decay products of Ra, liver cancers in patients injected with Thorotrast X-ray contrast medium containing Th, bone cancers in radium dial painters who ingested Ra, and bone cancers in patients who received therapeutic doses of Ra. Site measurements were collected at Mount John University Observatory in 2005 and 2007 using a purpose-built scintillation detection and ranging system. $C_n^2(h)$ profiling indicates a weak layer located at 12 - 14 km above sea level and strong low altitude turbulence extending up to 5 km. During calm weather conditions, an additional layer was detected at 6 - 8 km above sea level. $V(h)$ profiling suggests that tropopause layer velocities are nominally 12 - 30 m/s, and near-ground velocities range between 2 -- 20 m/s, dependent on weather. Little seasonal variation was detected in either $C_n^2(h)$ and $V(h)$ profiles. The average coherence length, $r_0$, was found to be $7 \\pm 1$ cm for the full profile at a wavelength of 589 nm. The average isoplanatic angle, $\\theta_0$, was $1.0 \\pm 0.1$ arcsec. The mean turbulence altitude, $\\bar{h_0}$, was found to be $2.0\\pm0.7$ km above sea level. Abstract First results showing the viability of combining laser chemical processing (LCP) and aerosol jet printing (AJP) technologies to produce a high-efficiency front side for silicon solar cells are presented. LCP simultaneously opens the anti-reflection coating (ARC) and highly dopes the underlying silicon to create a selective emitter, while AJP is the first in a two-step fine-line contact formation procedure. The electrical properties as well as the morphology of the resulting structures are presented. Performance similar to that achieved with evaporated TiPdAg metallization is demonstrated. Abstract Flame retardants (FRs) are used for in protection against fire. Organic inorganic hybrids could become one of the most promising FR solution in the future. In this paper, the synthesis, the characterization and the use as FRs and filler of grafted titania and alumina with 2 chloroethylphosphonic acid are presented. These hybrids contain 3.8 3.24% P and have good flame retardance when they are incorporated into unsaturated polyester resins. Alumina treated with 2 chloroethylphosphonic acid performed better than titania. The advantage of this approach is the use of these hybrid materials as filler and FR, in the same time, and the increase in flame retardancy by synergistic effect between alumina phosphorus and chlorine, for unsaturated polyester resins. This article describes a methodology that implements a Markov decision process (MDP) optimization technique in a real time fed-batch experiment. Biological systems can be better modeled under the stochastic framework and MDP is shown to be a suitable technique for their optimization. A nonlinear input/output model is used to calculate the probability transitions. All elements of the MDP are identified according to physical parameters. Finally, this study compares the results obtained when optimizing ethanol production using the infinite horizon problem, with total expected discount policy, to previous experimental results aimed at optimizing ethanol production using a recombinant Escherichia coli fed-batch cultivation. This book is based on a new method published in U.S. Geological Survey Circular 994 and is the second assessment made in accordance with the 1984 Memorandum of Understanding between the U.S. Department of the Interior and the U.S. Department of Energy. The first estimate was published as U.S. Geological Survey Open-File Report 80-2. The endowment estimates are reported for 26 areas in the following 1{degrees} {times} 2{degrees} guadrangles: Grand Canyon, Marble Canyon, Williams, Flagstaff, Prescott, Holbrook, and St. Johns, Ariz., and Cedar City, Utah. The total uranium endowment is about eight times larger than reported in 1980 by the Department of Energy. The Grand Canyon region has the potential of becoming the second most important domestic uranium producer after the most production San Juan Basin uranium region in New Mexico.

Free-electron lasers as scientific instruments are reviewed. The present status and future prospects are delineated with attention drawn to the size, complexity, availability, and performance capability of this new tool. The Free-Electron Laser (FEL) was proposed by John Madey in 1970 (1), although earlier work, relevant to the concept, had been performed by Motz (2) and by Phillips (3). Experimental demonstration was achieved by Madey, et. al. in 1975 and 1976 (4). Since that time, FELs of diverse configurations have been operated at several laboratories around the world. At present, FEL development is focused in two directions: in constructing reliable FELs for scientific research and in extending FEL capability to vacuum ultra-violet (VUV) and even shorter wavelengths. An increased use of floating production facilities for offshore oil production in the past fifteen years was due in part to advances in technology, the opening of new frontiers and the increased emphasis on value driven development. Throughout the world, a total of 121 floating production systems were in operation in February 2001, and orders had been placed for an additional 27. Located near the nose of the Grand Banks, approximately 350 kilometres east-southeast of St. John's, Newfoundland is the Terra Nova development. In 1996, the National Marine Fisheries Service and the University of Washington completed the fourth year of a multi-year study to estimate survival of juvenile salmonids (Oncorhynchus spp.) passing through dams and reservoirs on the Snake River. Actively migrating smolts were collected near the head of Lower Granite Reservoir and at Lower Granite Dam, tagged with passive integrated transponder (PIT) tags, and released to continue their downstream migration. Individual smolts were subsequently detected at PIT-tag detection facilities at Lower Granite, Little Goose, Lower Monumental, McNary, John Day and Bonneville Dams. Survival estimates were calculated using the Single-Release (SR) and Paired-Release (PR) Models. There are at present 116 floating production systems and 60 storage vessels dotting the oceans involved in hydrocarbon exploration and production activities. Although concentrated mostly in the North Sea, they can be found also off the coast of Australia, eastern Canada, Brazil, some African nations and the Gulf of Mexico. They range from converted tankers to purpose built rigs. The most adaptable of the various systems is the floating production, storage and offloading (FPSO) vessel, first developed as a cost-effective means of developing fields in Brazil's very deep offshore areas. Still being tested and modified for work in widely different environments, FPSOs appear to have met all requirements in producing expenditure efficiencies, maximizing profits, and protecting workers. This paper reported on the number of seabirds impacted by the Terra Nova floating production, storage and offloading (FPSO) vessel, which released 160,000 litres of crude oil after it struck the Grand Banks, an area located approximately 340 km east of St. John's, Newfoundland. An area of approximately 340 km{sup 2} was impacted by the spill, which occurred at a time when large numbers of dovekies and murres inhabit the region. After the spill, both vessel-based and helicopter-based surveys were conducted in order to estimate seabird densities in the immediate region. Densities were then compared to other data from similar time periods. The number of birds at risk was estimated base on seabird densities noted from on-vessel surveys. A mean density of 3.46 murres per km{sup 2} and 1.07 dovekies per km{sup 2} were recorded. Mean density increased when birds in flight were also considered.
