Most countries worldwide nowadays apply Environmental Assessment (EA) as an ex ante tool to evaluate environmental impacts of policies, plans, programmes, and projects. However, the application and performance of EA differ significantly. Scientific analysis of how EA performs mainly focuses on two levels: the micro (or project) level and the macro (or system) level. Macro level analysis usually focuses on institutions for EA and the organisation of stakeholder interaction in EA. This article proposes a more comprehensive framework for analysing EA systems that combines other approaches with a capacity approach and an explicit consideration of the context in which EA systems are developed and performed. The purpose of this study was to assess the utility of the Arabic translation of the Alcohol Use Disorders Identification Test (AUDIT) among a sample of male Muslim prisoners (N = 107) in Dubai, United Arab Emirates (UAE). Confirmatory factor analysis indicated a two-factor model to be the best fit of the data. Good internal reliability (a =.91) and predictive validity were also observed. While the limitations of the study are observed, these promising results suggest that the Arabic version of the AUDIT is a reliable and sound measure of alcohol use disorders among prisoners in the UAE.

Due to shortage of fresh water resources, the vegetation of the eastern region of the United Arab Emirates (UAE) has experienced a series of declines resulting from salinization of groundwater, which is the major source of irrigation. To assess these changes, field measurements combined with Thematic Mapper (TM) and Enhanced Thematic Mapper Plus (ETM+) based Soil Adjusted Vegetation Index (SAVI) were analysed. TM and ETM+ images from two dates, 1987 and 2000 were acquired to enable the computation of the greenness anomalies for three sites in the eastern region, Fujairah, Kalba and Hatta. Clastic sediments of Albian age provide hydrocarbon source rocks, reservoirs and seals. Major reservoirs occur in sandstones to the north, and have a limited reservoir potential in offshore Qatar. Distal shales are a major seal in offshore Qatar, the United Arab Emirates and Oman. A number of herbal drugs are used in the Unani (Greco-Arab) System of Medicine for cardiovascular diseases. The herbs were analyzed by flame AAS and ICP-AES to determine if their therapeutic actions can be associated with the elements present in them. Cadmium, cobalt, chromium, copper, iron, potassium, magnesium, manganese, sodium, nickel, phosphorus, lead and zinc were some of the elements which play various roles in cardiovascular affections. The Federal Republic of German (FRG) had uniquely strict emission legislation for particulates SO_2 and NO_X from fossil-fired power plants. The 13th Regulation to the Federal Emission Control Act required that by 1 July 1988 all large furnaces fired with solid or liquid fuels that would not be decommissioned by 1993 be retrofitted with SO_2 control technology. Possible factors regulating phytoplankton variability in the Arabian (Persian) Gulf were analyzed on the basis of satellite observations and meteorological data (1997-2009), including remotely-sensed chlorophyll a concentration (CHL), sea surface temperature, wind, solar radiation, precipitation, and aerosols. Shallow waters of northwestern Gulf influenced by Shatt Al-Arab River discharge were more productive than open Gulf waters, although seasonal CHL patterns in this and other shallow regions looked unrealistic likely because the CHL signal was obscured by bottom reflection. The present paper addressed this issue regarding atypical math development. Adults with a diagnosis of dyscalculia (DYS) during childhood were compared to adults with average or high abilities in mathematics across two bisection tasks. Participants were presented with Arabic number triplets and had to judge either the number magnitude or the spatial location of the middle number relative to the two outer numbers. This paper summarizes the IHY and BSS activities in West Asia and their importance in many Arab countries, such as Algeria, Egypt, Iraq, Jordan, Kuwait, Qatar, Saudi Arabia, UAE, etc. BSS future plans for some of these countries are as follows: It is proposed by the astronomers from the Arabian Gulf Region to build the Gulf Observatory on top of Jabal Shams (2980 msl) which will have a 2-3 m optical telescope. Libya signed a contract with a French company for building an observatory which will have a 2-m optical robotic telescope. It is also proposed to rebuild the Iraqi National Astronomical Observatory (INAO) which was destroyed during the two wars. It is planned to build a 5-6 m optical telescope and a small solar telescope on the top of Korek mountain, which has excellent observing conditions.

The Upper Jurassic Hith Anhydrite is a major hydrocarbon seal in the Arabian Gulf region. Outcrops, core samples from the subsurface, and the literature indicate that the Hith Formation is composed mainly of anhydrite. In most locations where a section of the Hith Formation has been measured, this unit contains less than 20% carbonate much of which is in the form of thin laminations. This lack of carbonate, locally thick layers of salt, and the predominance of anhydrite favor a playa for the setting in which this sediment was accumulated. In fact, much of the Hith has the sedimentary characteristics of the Holocene Lake MacLeod playa of Western Australia, which is dominated by layers of gypsum and halite (what little carbonate that occurs is found in layers at the base of the section). Locally the Hith appears to have accumulated in a sabkha setting, particularly toward central Abu Dhabi where it pinches out into shallow-water, and peritidal carbonate. Only one tenth of coalfields is exploited in the area. Mining of coal does not meet demand for power coal and fuel for the local economy. Shortages are covered by importation of coal from the Karaganda and Kuznetsk basins. Annual economic loss due to importing coal is 15 million rubles. Glossitis, known clinically as "redtongue," was studied in tissues from 34 military working dogs (MWD) in the Republic of Vietnam. This condition was manifested grossly by loss of lingual papillae on the dorsal margins of the rostral third of the tongue. Microscopically, the principal lesions consisted of loss of filiform papillae, hemorrhage and edema in the lamina propria, acanthosis, and cellular infiltration. The two favourable dry storage concepts being under consideration in the Federal Republic of Germany are presented and the physical behaviour or natural convection cooling with air is explained. With the three examples cask store, vault storage horizontally and vertically arranged the main thermodynamical design parameters and their influence on the efficiency of the cooling system and on the temperature distribution inside the store and of the stored material are discussed. Moreover, the importance of the fulfilment and the harmony of all safety criteria and the difficulties while to do so are carried out especially with the vault store.
Considering the fact that more than 40% of all household wastes are organic wastes composting could be an excellent relief and complement to other waste disposal methods (e.g. combustion or direct landfills). Provided the right conditions household wastes could be composted together with sewage sludges and manures. Diesel engines operating on gaseous fuels are commonly known as dual-fuel engines. In the present work, a single-cylinder, compression ignition, indirect injection research (Ricardo E6) engine has been installed at United Arab Emirates University for investigation of the exhaust emissions when the engine is operating as a dual-fuel engine. The influence of changes in major operating and design parameters, such as the concentration of gaseous fuel in the cylinder charge, pilot fuel quantity, injection timing and intake temperature, on the production of exhaust emissions was investigated. Diesel fuel was used as the pilot fuel, while methane or propane was used as the main fuel which was inducted in the intake manifold and mixed with the intake air. The chemist and pharmacologist Fritz Hauschild developed the sympathomimetic agent Pervitin (metamphetamin) in the 1930s. Not only because of the abuse of the stimulant during the Second World War ("pilot's chocolate") it is one of the most controversial substances in drug history. Nearly forgotten are Hauschild's contributions to build up the drug system in the GDR. Although he was a convinced communist, the skilful pharmacologist gave very early warning of the imminent lack of innovation in the GDR pharmaceutical industry. As contamination flashover is in Mexico the second cause of transmission line faults, the Mexican Electrical Research Institute carried out a project to determine pollution patterns for the Republic of Mexico to be used for the design of external insulation. In the power station West Block 2 at Voerde (Federal Republic of Germany), cracks in the final stage of the shaft were determined at the ND1 rotor of the 350 MW condensation tube was determined. A purely mechanical preparation of the crack was not possible due to the depth of the crack. A substitute rotor was not available. A repair solution was developed covering a welding of a new shaft section to the existing rotor. Discusses methods for determining ash content in coal using backscattering in X-ray fluorescence. The following aspects are evaluated: principle of ash content determination, energy sources, factors that influence measurement accuracy, reliability. Types of X-ray fluorescence analyzers developed in Czechoslovakia and manufactured in the Czech Republic are comparatively evaluated. Operation of the RPM 113.1 radionuclide X-ray fluorescence analyzer developed by the PAR company and used for measuring ash content in coal and coal calorific value is discussed. 7 refs.
Purpose of this assessment for this town in the Slovak Republic is to develop information on the building sector energy efficiency and improvement potential for use by town management to support decisions on providing energy services to Handlova citizens. Objectives were to characterize baseline space and water heat energy use and efficiency improvement potential in the residential and nonresidential building sectors. Intention was to identify major areas of efficiency improvement potential and cost-effectiveness. Four levels of energy and fuel prices were used. A significant efficiency resource exists in the space and water heating end uses in these building sectors; it amounts to 42% of the total building sector space and water heat energy consumption.
The major inquiry of the political party 'Die Gruenen' touches all problems connected with air pollution. The Federal Government states that an extensive air pollution abatement program, i.e. the revision of existing regulations and implementation of new ones has been allowing the realization of all essential environmental aims originally headed for three years ago in the field of air pollution abatement. A discussion of the Sasol I, II, and III coal liquefaction plants of the Republic of South Africa was presented. The technology, capacity, and economics of these projects were included in the discussion. These plants utilize the Fischer-Tropsch process of indirect coal liquefaction and produce a barrel of synthetic crude for about $55 (or about $20 above current market prices). Outlines of the differences in indirect coal liquefaction and newer direct methods were presented. It was determined that the South African dedication to coal liquefaction was made more for the political aspects of energy independence than economics.

The inventories were made for the status of 1985 and 1990. A prognosis was given for 1995. An observational and modeling study was performed over the Arabian Gulf region to investigate the coastal circulations and aerosol transport in the area. Climatological data and observations from the United Arab Emirates' Unified Aerosol Experiment were used to develop a better understanding of the complex meteorological processes in the Arabian Gulf region. Climatological data suggests that sea breezes occur on more than 77 percent of days in all months of the year and land breezes occur on more than 70 percent of the days. The occurrence of the sea and land breeze circulations are higher (90-99 percent) during the summer months when large-scale weather patterns are quiescent. Belarus has some experience of wood biomass use for power engineering aims. All the necessary equipment, assigned for power production, is manufactured at own enterprises. Belarus possesses great forest resources, total forests area makes up 8 676,1 thou ha. In the average as for the republic the percentage of forests volume makes up 37,7%. The greatest percent of forest scope have Gomel and Vitebsk regions (44,6% and 38,1% correspondingly). Of 118 administrative regions the forest scope above 20% have 15 regions (Rossonskij - 66,8%, Lel'chitsy - 66,5%). The forest scope less 20% is marked on the territory of 8 regions (Nesvizh - 9,6%, Berestovitsy - 14,6%, Zel'venskij - 14,8%). Wood reserves make up 1 437,9 mln. m"3 on the republic's territory. The transport-relevant basic data recorded within the framework of a federation-wide transport data survey made in 1986 are the best-founded source at present for determining the transport volume of other radioactive materials in different economic areas of the Federal Republic of Germany. Due to the high recording rates, a sufficiently complete survey can be provided in particular with regard to the transport volume (e.g.transports/consignments/cargos, transport distance) - with the exception of transport by ship - for the ranges of application in reserach, medicine and technology. The concepts of ''fast'' and ''slow'' time scale valence measurements are emphasized by a comparison of L/sub III/ absorption and Mossbauer effect measurements on the temperature induced valence change in EuPd/sub 2/Si/sub 2/. Further the authors show how synchrotron radiation based L/sub III/ measurements of the Ce-valence state can be used to demonstrate electronic structure trends under wide changes in chemical environment. The purpose of this paper is to provide an introduction to researchers in the People's Republic of China to the field of mixed valent rate earth compounds. They hope to illustrate some of the basic concepts in this field, how the field is contributing to the overall insight into the chemical physics of solids and finally how synchrotron radiation measurements in particular are playing a key role in this field.
Bituminization has to be selected as the process for conditioning radioactive liquid wastes arising from the two VVER V-230 reactors being built at Temelin in the Czech Republic. In the process, a thin-film evaporator, operating at a waste-product temperature of 160"oC, evaporates all free water from the waste effluents. Remaining solids are homogeneously dispersed in a bitumen matrix which solidifies through natural cooling of the binder. The relative simplicity of the process reduces construction costs for on-line waste facilities and operating costs are less given the cheap basic material and simple maintenance. The reliability of the process has been demonstrated at Western reactors and reprocessing plants though adaptations have had to be made to accept VVER effluents. (UK).
Abstract Questions: How important is the choice of flow routing algorithm with respect to application of topographic wetness index (TWI) in vegetation ecology? Which flow routing algorithms are preferable for application in vegetation ecology? Location: Forests in three different regions of the Czech Republic. Methods: We used vegetation data from 521 georeferenced plots, recently sampled in a wide range of forest communities. The design of a global steady-state thermal model of a 100kWt molten salt cavity receiver was developed as part of the key project of the Ministry of Science and Technology of People's Republic of China (MOST). In the design process, the following factors were analyzed: receiver area, heat loss (convective, emissive, reflective and conductive), number of tubes in the receiver panel, tube diameter and receiver surface temperature. The model was also used to calculate the receiver performance of the Sandia National Laboratories' molten salt electric experiment (MSEE). In addition, the thermal performance of the designed molten salt cavity receiver is presented for a fixed outlet flow rate and a fixed output temperature.

The UMS was utilized in parallel with traditional human surveillance during the transfer campaign of Wolsung unit 2 (7 March - 22 July). Installation of UMS at all Wolsung units will be decided on the basis of the result of this test. The transfer campaign with UMS at Wolsung units 2 and 4 was started from September 1, 2006 at the same time. Implementation of UMS to the transfer campaign in Wolsung site will be considerably reduced the IAEA's inspection effort and burden of operator.

The article draws on interpretive frameworks from diffusion research and social network analysis to explore one particular "travelling reform"--outcomes-based education--that went global. The argument is made that by virtue of studying late adopters of a travelling reform one is examining globalisation. The cases in point for late adoption are Central Asian education systems (in particular Mongolia and Kyrgyz Republic) that borrowed outcomes-based education reforms at a time when the popularity of similar reforms were already in decline in other countries, notably in New Zealand, Australia and South Africa. The emphasis of this study is on the timing of policy borrowing, and it is suggested that more attention is given to the economics of policy borrowing. (Contains 3 notes.)
Testing of barrier properties of insulating materials against radon is usually based on the measurement of the radon diffusion coefficient. Presented report summarizes results of radon diffusion coefficients measurements in more than 120 insulating materials obtained throughout Europe. All measurements were performed by the Czech Technical University, Faculty of Civil Engineering in cooperation with the Radiation Protection Institute. We have found out that great differences exist in diffusion properties, because the diffusion coefficients vary within eight orders from 10"-"1"5 m"2/s to 10"-"8 m"2/s. For each material category of different chemical composition statistical evaluation of results is presented. Possibilities of usage of the radon diffusion coefficient for the design of radon resisting membranes are discussed. Arterial stiffness measured by brachial-ankle pulse wave velocity (baPWV) is not only a marker of vascular damage but a significant predictor of cardiovascular events. Gender difference has been reported in the association between GGT and baPWV. We assessed, therefore, the association between GGT and baPWV in a large population and determined whether there was gender difference. Monthly sampling of slightly alkaline arsenic-rich stream in the Mokrsko gold deposit revealed seasonal variations in dissolved Zn, Cu, As and Mo. Concentrations of trace metal cations (Zn, Cu) increased as much as 330 and 178%, respectively, from minimum mean values at autumn to maximum mean values at spring. In contrast, concentrations of trace element oxyanions (As, Mo) revealed opposite seasonal pattern with increase to 189% (As) and 123% (Mo) during summer?autumn, indicating that in-stream biogeochemical process(es) played the main role in controlling the seasonal variations of these trace elements. Generally, the views expressed were positive, however, there were comments on areas were the service could be improved or enhanced. The workshop was divided into three task groups to analyze the self-assessments conducted at Krsko NPP, Slovenia; Dukovany NPP, Czech Republic; and Balakovo NPP, Russian Federation. In addition, they were asked to comment on the recommendations on the ASSET service made by the Consultants' Meeting of 26-30 August 1996 on ''Performance of the IAEA programme on Operational Safety Services''. Ground water is treated in the Czech Republic so that small water tanks are built above each water source to serve the primary ground water treatment; water so pretreated is then concentrated in large basins for subsequent treatment. Some water tanks where the first contact of the ground water with air takes place were selected as sites predisposed to radon accumulation. The examination was carried out near the town of Jihlava, where the bedrock contains slightly elevated radium concentrations. The average radon concentrations lay within the region of 2-4 kBq/m"3; the instantaneous values, however, exhibited appreciable periodical variations during the day. The relatively high radon concentrations will not pose a marked hazard for the personnel because the employees only reside at the sites in question for 10 to 15 minutes within 2 days, not for the whole working day
Bank sediments along a 40km reach of the South River, downstream of Waynesboro, VA, store mercury from historical contamination as a result of textile manufacturing. Knowledge of the rate at which contaminated sediment is released to the stream channel through bank erosion is required to implement restoration programs designed, for example, to minimize its ecological impact and to reduce risk to human health. Digitized stream channel boundaries based on visual interpretations of georeferenced aerial imagery from 1937 and 2005 were compared to calculate a minimum estimate of the total area of bank sediment eroded between Waynesboro and Port Republic, Virginia. Pathway analyses are regarded by National Plant Protection Organizations as a very efficient way to address the risks posed by invasive alien species. Data on import of aquatic plants was obtained from 10 EPPO countries (Austria, Czech Republic, Estonia, France, Germany, Hungary, the Netherlands, Latvia, Switzerland and Turkey) and aggregated in order to consider whether invasive or potentially invasive alien plants could be introduced in the EPPO region through this pathway. This study highlights that this pathway mainly consists of the import of tropical plants for use in aquaria, and which do not represent a risk due to their climatic requirements. This paper discusses organizational models of planning technology development in coal mining. The following 4 planning systems are analyzed: all-union national system coordinated by the Ministry of Coal Mining of the USSR, all-union associations of coal mine associations (in the Ukrainian SSR the plan is developed by the Ministry of Coal Industry of the Republic), associations of coal mines, coal mines or groups of coal mines. Methods for developing programs for technology development at 4 levels are reviewed. The following planning periods are used: 10 years or more (from 1980 to 1990), a 5 year period and a 1 year period. A multiphase origin of the Cu-Co ores in the western part of the Lufilian fold-and-thrust belt in Central Africa is proposed based on literature, satellite image interpretations and petrographic and fluid inclusion analyses on samples from the stratiform mineralization of Kamoto and Musonoi (DR Congo). The various mineral occurrences in the Katanga Copperbelt can be classified in distinct categories: stratiform, supergene enrichment and vein-type. The stratiform mineralization form the largest group and can be found mainly in Lower Roan (R-2) rocks, which can be identified as ridges on satellite imagery. A section of the northern margin of the Guineo-Congolian rain forest of the Central African Republic is studied to determine to what extent deforestation is evolving. Three sites are presented to highlight the diversity in local environmental settings at the northern margin of the closed equatorial rain forest: the contiguous equatorial rain forest, the boundary between the closed rain forest and the grasslands, and a predominantly secondary grassland environment. Proven image processing procedures for determining land cover and vegetation vigor were applied to Landsat MSS data to determine land cover characteristics and identify alterations in land cover that indicate potentially degraded forest environments. In Korea, a manufacturing process for the fabrication of CANDU 37-element fuel bundles was successfully developed between 1981 and 1986. At Korea Atomic Energy Research Institute (KAERI), more than 20,000 fuel bundles were produced up to May 1992, for use in Wolsung-1 power reactor. At the time of the conference, about 15,000 of these fuel bundles had been irradiated in Wolsung-1, and almost all of them had performed well. From 1995, the commercial fuel production program will be transferred to Korea Nuclear Fuel Company, which is building a plant with a capacity of 400 tons of uranium per year. So-called CANFLEX fuel, more appropriate to advanced fuel cycles, is being developed jointly by AECL and KAERI. New standard catalogs for piping, supports, and valves have been introduced by Kraftwerk Union (KWU) for the first time in its Convoy series of PWR plants. These catalogs, underlying regulatory codes, and newly developed KWU specifications are described. Feedwater and main steam piping systems within the containment, including pipe supports and valves, are used to demonstrate the high quality level of piping technology achieved in the Federal Republic of Germany. Such quality standards ensure the integrity of single components as well as of the entire system, so that, under certain conditions, pipe whip restraints against postulated breaks have become unnecessary. Future climate change will likely influence the frequency and intensity of weather extremes. As such events are by definition rare, long records are required to understand their characteristics, drivers, and consequences on ecology and society. Herein we provide a unique perspective on regional-scale temperature extremes over the past millennium, using three tree-ring maximum latewood density (MXD) chronologies from higher elevations in the European Alps. We verify the tree-ring-based extremes using documentary evidences from Switzerland, the Czech Republic, and Central Europe that allowed the identification of 44 summer extremes over the 1550-2003 period. Only two types of 110-kV-cables: Namely XLPE-Cables and External-Gas-Pressure-Cables will be reinstalled in the Federal Republic of Germany. Droughts in Moldova were evaluated using meteorological data since 1955 and a long time series (1891?2009). In addition, yields for corn (Zea mays L.), a crop widely grown in Moldova, were used to demonstrate drought impact. The main aim is to propose use of the S i (S i-a and S i-m) drought index while discussing its potential use in studying the evolution of drought severity in Moldova. Also, a new multi-scalar drought index, the standardized precipitation?evapotranspiration index (SPEI), is tested for the first time in identifying drought variability in Moldova while comparing it with the commonly used standardized precipitation index (SPI). The introduction of live insects into human food is rare in developed countries. However, we report, for the first time, an emerging risk that exists from dried fruit in Central Europe. Recently, massive and frequent infestation of dried fruit imported from the Mediterranean region by the mite, Carpoglpyhus lactis L. (Acarina: Carpoglyphidae), has been found. In 180 samples taken from supermarkets, 13% were contaminated; the contamination levels ranged from 0 to 660 mites per g of dried fruit. The contamination was found in dried apricots, figs, plums and raisins. To estimate the risks and food preferences of C. lactis, its growth rate was examined under laboratory conditions. From out of the numerous technical alternatives the manual develops a waste management concept with emphasis on methods which can be coordinated for maximum ecological use and minimum economic costs. A clear-cut analysis of the present state of waste utilization and waste disposal in the Federal Republic of Germany (chapter 1) is followed by a detailed description of conventional and modern state-of-the-art waste utilization methods based on ecological evaluation criteria (chapter 3). An optimum waste utilization concept for defined quantities of wastes is derived from the ecological and economic comparison of waste utilization techniques given in chapter 3. Chapter 4 points out different variants of waste utilization and waste disposal methods and shows how to determine the optimum variant of the optimum concept for a particular area or community. The study abstracted aims at analyzing the economic effects of energy policies using simulations. Emphasis is on assessing the effects of decisions in favour of an expanding electric power industry based on nuclear energy and hard coal. The study discusses alternative assumptions concerning the cost involved, pollution abatement measures, shutdown and dismantling costs etc. Input-output analyses make the simulation model a consistent vehicle. Besides, the model in question is characterized by its explaining the investment demand of the different sectors by referring to the continuous annual development of innovative technologies.

This paper describes a concept for a current drive system based on negative ions with beam energy > 1 MeV. Preliminary physics calculations show that the core current necessary for stability enhancement can best be achieved by beams with energy ranging from 1 to 4 MeV. Further study and experiments will better define the optimum energy. Work under way at Oak Ridge National Laboratory (ORNL) and at collaborating institutes in Canada and the Federal Republic of Germany is defining a system, its elements, a configuration and operational scenarios deemed appropriate for such devices as ITER and other future steady-state tokamaks, and the requisite research and development to provide such a system. 7 refs., 2 figs.
Whether or not a current account deficit sustainable has important implications for policy. If the current account deficits of a nation is sustainable, then it implies that the government should have no incentive to default on its international debt. In this article we examine whether or not the current account deficits for the OECD countries can be characterized by a unit root process with regime switching. The econometric methodology allows us to distinguish periods that are associated with unsustainable outcomes from those in which the intertemporal national long-run budget constraint (LRBC) holds. Bioremediation technology is being evaluated for use on the Kwajalein Atoll, which is located in the Republic of the Marshall Islands. The study was undertaken by the Oak Ridge National Laboratory (ORNL) on behalf of the US Army Kwajalein Atoll (USAKA). During February of 1991, a team from ORNL and The University of Tennessee (UT) visited the USAKA. In addition to making on-site observations regarding microbial abundance and distribution of petroleum contaminants, they brought back to Oak Ridge various soil and water samples for detailed analyses. This report documents the biological studies of these samples and presents observations made during the period from February to April of 1991 by investigators at ORNL, UT, and the Oak Ridge Associated Universities.

Different technological procedures used for the chemical mining of uranium differ for one thing with a level of the deposit exploitation and for another with the expenditures. It is necessary to find out the highest acceptable value of the costs per unit of production - limit unit costs. This criterion serves both for selection of the minable parts of deposit, and for determination of the exploitation level of the deposit parts. The paper describes a calculation of the costs and their decomposition into the fixed and variable costs. An evaluation of the different variants of the deposit exploitation is based on the variable costs, expressed in the dependence on the parameters of technological procedure. The island of Hispaniola (Dominican Republic and Haiti) lies within the North Caribbean strike-slip plate boundary zone. The post-Eocene history of Hispaniola is marked by strike-slip accretion of crustal fragments onto a Late Cretaceous-Eocene island arc. Three onshore Neogene clastic basins have been the focus of petroleum exploration in Hispaniola. Oil production was achieved by drilling surface anticlines in the Azua Basin in South-Central Hispaniola (Dominican Republic) during World War II (Maleno and Higuerito fields). The MISR instrument aboard NASA's Terra satellite participated in the UAE-2 campaign, August-October 2004. This campaign represented a unique opportunity to study the complex aerosol situation in the Arabian Gulf region, in the context of a first-rate collection of aircraft and surface-based instruments, giving us the opportunity to do some groundbreaking satellite aerosol validation work. We aimed (1) to validate MISR aerosol retrieval results for dust and pollution particles over dark and light surfaces, and (2) to contribute regional maps of aerosol optical thickness (AOT) and particle micro-physical properties, giving spatial context to the field-instrument measurements, and moving toward a satellite-based regional aerosol climatology. By increasing the price of crude oil and natural gas and the decline in their stock a possibility of more intense use of coal reserves as a feedstock not only for energy purposes but also as a feedstock source for other industries, mainly chemical and steel industry, is opening up. At present brown coal exploited in the Czech Republic is explicitly burned in the power sources of various outputs. Coal pyrolysis under the defined conditions may be an outstanding way of non-energetic brown coal processing. The target of our work was to determine the behaviour of various types of brown coal from the North Bohemian Basin under the pyrolysis up to the temperature 750{sup o}C. The agreement between the government of Republic Of Korea (ROK) and the IAEA for the application of safeguards was signed and entered into force in 1975. The Additional Protocol (AP) to the Safeguards Agreement between the ROK and the IAEA was signed in 1999 and entered into force on 19 February 2004. Also, Implementation of Integrated Safeguards (IS) was started on 1 July, 2008 after a draw of the broader conclusion. The IAEA provides 2 hours notification for Random Interim Inspection (RII) under IS. For RII, the facility has to prepare the inspection documents in a short time. Therefore, KAERI (Korea Atomic Energy Research Institute) developed a new computerized nuclear material accounting system named KASIS (KAERI Safeguards Information treatment System) to treat the data by on-line for RII. The European Commission recently has adopted a new European Strategy for Environment and Health focusing on the growing concern over the adverse health effects caused by environmental pollution. Based on the results of various studies carried out in recent years polychlorinated dioxins and furans (PCDD/Fs) and PCBs are playing an important role in this strategy. In view of the enlargement of the European Union (EU) to include Candidate Countries (CCs) the Commission stressed the need to involve the Candidate Countries from an early stage on in the development of such a strategy. This paper discussed issues related to the storage of electricity produced from renewable energy sources. Storage systems currently used by distribution systems were reviewed. The study showed that successful storage systems ensure high charging and discharging rates for shorter periods of time. Systems with high storage capacities must also be able to store energy for longer periods of time than traditional energy storage systems. Systems include pumped storage plants; electro-chemical accumulators; compressed air accumulators; and redox flow batteries. Hydrogen technologies for the storage of electric energy from renewable sources were reviewed. The paper also outlined energy storage and fuel cell research currently being conducted by researchers in the Czech Republic. The study concluded by stating that new energy storage technologies are required to ensure the reliability of electricity produced from renewable energy sources. 7 refs., 9 figs.

CERN signed a Co-operation Agreement with the Government of Pakistan in 1994, which was followed in 1997 by a Protocol signed with the Pakistan Atomic Energy Commission (PAEC) concerning CMS magnet supports. CERN and PAEC then signed in 1998 a Memorandum of Understanding for collaboration in the construction of the CMS detector. The participation by Pakistani scientists and engineers in the CERN programme is channelled through the National Centre of Physics (NCP) established at the Quaid-i-Azzam University in Islamabad, under the terms of a 1999 Protocol to the 1994 Co-operation Agreement. The engineering and detector construction work performed under these Agreements has been of high quality, and the Pakistani participation is valued highly by the CMS collaboration. Results from three separate experiments that have some relevance to bound residues are reported. In the first, "1"4C-labelled paraquat was lost when applied to soil in the field, about 26% of the radioactivity disappearing in 15 months, whereas in laboratory incubation studies there was no loss of radioactivity in one year. Two possible explanations are (i) that there was photolytic decomposition in the field, (ii) the preparation of the soil for the laboratory study upset the microbial ecology of the soil to the detriment of organisms that can degrade paraquat. In an experiment with "1"4C-labelled isoproturon, there was an indication that there was slightly more "1"4C in the unextractable humin fraction in soil in which wheat plants were grown than in bare soil. Petroleum is the unchallenged energy market leader in West Germany,having a share of 42%; natural gas accounts for 16-17%. West Germany imports 29% of its natural gas from the Soviet Union, 28% from the Netherlands, 14% from Norway, and 1% from Denmark. In West Germany many-branched natural gas distribution system is operated, equipped with a.o. 21 installations for underground storage which results in a great flexibility of the system. Because of the preferential treatment given to the use of coal as fuel for power plants the share of natural gas has decreased to the present 6% in the last ten years. In the indutrial sector the share is 18%. Strict air pollution abatement measures ('TA-Luft') favour the use of natural gas. As Macao Special Administrative Region becomes a gaming and tourism center in Asia, modeling the consumption of electricity is critical to Macao's economic development. The purposes of this paper are to conduct an extensive literature review on modeling of electricity consumption, and to identify key climatic, demographic, economic and/or industrial factors that may affect the electricity consumption of a country/city. It was identified that the five factors, namely temperature, population, the number of tourists, hotel room occupancy and days per month, could be used to characterize Macao's monthly electricity consumption. Recent advances in elastic-plastic fracture mechanics have made it possible to assess the stability of cracks in ductile piping systems. These technological developments have been used by Ontario Hydro as the nucleus of an approach for demonstrating that CANDU primary heat transport piping systems will not break catastrophically; at worst they would leak at a detectable rate. This leak-before-break approach has been taken on the Darlington nuclear generating station as a design stage alternative to the provision of pipe whip restraints on large diameter, primary heat transport system piping. Positive conclusions reached via this approach are considered sufficient to exclude the requirement to provide protective devices, such as pipe whip restraints. Processing of food with ionizing radiation is a method suitable to enhance shelf-life and hygienic quality. Up to a dose of 10 kGy the method is considered wholesome. In many countries the practical use of food irradiation is increasing, however, in the Federal Republic of Germany the process is strictly forbidden. Applications and methods for radiation processing of food are compiled, limits and prospects are explained, and advantages and disadvantages are compared with traditional methods. Identification of irradiated foods and dosimetry and process control for radiation processing of food are areas where further research is needed. Continuous processing of particulate foods in bulk is an application where electron accelerators might be profitable. A survey has been made in relation with the improvement project intended of energy conservation, and reduction of global warming gas emission at the Bobovdol thermal power plant located in the suburb of Sofia, the capital of the Republic of Bulgaria. The existing Bobovdol power plant having a total capacity of 630 MW with three generators is a coal burning thermal power plant having been used already for 23 to 27 years, hence over-aged. The survey has discussed an improvement project of scrap-and-build type to make the plant a high-efficiency gas combined cycle power plant using gas turbines. The project calls for building 210-MW gas combined power generation facilities having 70-MW gas turbines, one each in three stages in 2007, 2012 and 2017. As a result of the discussions, the fuel consumption reducing rate was found to reach 37.99%, whereas the cumulative energy saving quantity in 41 years will reach 16.37 million tons of fuel oil equivalent. There has been recent interest in the United States concerning the loss of residual heat removal system (RHRS) under reduced coolant inventory conditions for pressurized water reactors. This issue is also of interest in the Federal Republic of Germany and an experiment was performed in the integral PKL-III experimental facility at Siemens-KWU to supply applicable data. Recently, an NRC-sponsored effort has been undertaken at the Idaho National Engineering Laboratory to identify and analyze the important thermal-hydraulic phenomena in pressurized water reactors following the long term loss-of-RHRS during reduced inventory operation. The thermal-hydraulic response of a closed reactor coolant system during such a transient is investigated in this report. A reactor-neutrino experiment, Daya Bay, has been proposed to determine the least-known neutrino mixing angle theta_13 using electron antineutrinos produced at the Daya Bay nuclear power complex in China. Daya Bay is an international collaboration with institutions from China, the United States, the Czech Republic, Hong Kong, Russia, and Taiwan. The experiment will use eight identical detectors deployed at three different locations optimized for monitoring the antineutrino rates from the six reactors and for detecting any rate deficit and spectral distortion near the first oscillation maximum. The overburden of the under ground experimental halls, connected with tunnels, ranges from about 250 to 900 meters-water-equivalent so that the cosmogenic background is small compared to the number of observed antineutrino events. The neuro-hormone melatonin has been implicated in the experiments as an oncostatic agent. Female Wistar:Han SPF rats (Velaz, Prague, Czech Republic) were irradiated continuously for 15 days using a daily gamma rays dose of 96 mGy. At the end of exposure one group of rats was administered 5 mg/kg b.w. of dimethylbenz/a/anthracene (DMBA) intragastrically. During the period of exposure to ionizing radiation a part of the animals was supplied with melatonin (M) at a concentration of 20 #mu#l/ml in drinking water. From 1946 - 1990, i.e. from shortly after the end of World War II and the rise of the cold war until the German reunification, there had been extensive uranium mining both in Saxony and Thuringia, which formed the southern parts of the former German Democratic Republic. Mining activities started in Saxony in the Ore Mountains (German: Erzgebirge). Mining was conducted by a Soviet, since 1954 by a Soviet- German Incorporated Company named Wismut. It is estimated that about 400,000 persons may have worked in this time period with the company, most of them underground or in uranium ore processing facilities. In the early years, exposure to radiation and dust was particularly high for underground workers. Most environmental policies provide for special emergency measures to be taken during phases of high pollution, such as smog alarm regulations. These measures serve several purposes and can have various impacts. First of all, they act as a warning to those parts of the population immediately threatened by health hazards (Warnfunktion). They may be directed at short-term pollution reduction via pollution abatement measures proscribed during smog alarm situations (unmittelbare Steuerungsfunktion). In addition, the announcement of emergency measures may signal that pollution levels in general have been too high, indicating that the environmental policies normally pursued do not sufficiently or effectively protect human beings and the environment from harm (Signalfunktion). Wolsong 2, 3, and 4 are CANDU 6 pressurized heavy water nuclear power plants, each with a gross electrical output of 715 MW(e). The plants were constructed in the Republic of Korea during the 1990s. The three Wolsong units are based on the previous CANDU Wolsong Unit 1, declared in service in 1983. All four units are presently in commercial service. In this paper author deals with the regulation of electricity prices in the Slovak Republic. Author contests the social policy of the government through doped prices of electricity. Two thirds of electricity is generated in nuclear power plants in Slovakia. Hence, it is necessary to focus on the solution of problem of nuclear waste. In 2004 Ministry of Economy stated, that the deficit in nuclear fund, from which the country have to fully cover the costs of liquidation and final disposal of nuclear waste, is estimated in the amount of around 89 billion Slovak crowns (? 3.7 billion $). From it, so called historical deficit, which originated because of late foundation of fund, represents officially 15 billion Slovak crowns (? 0.62 billion $). Only about 25% of residue accumulating in the Federal Republic of Germany is currently used for the purposes of energy. This residue will be converted into fuel for power stations by the Omega process when the dumping of waste with a calorific value in excess of 5 MJ/kg is prohibited with effect from 2005. This oxygen melting process is suitable for the local use of substitute fuels. Waste is converted into a high-quality synthesis gas with a wide range of uses. The Omega process combines drying, thermal decomposition, gasification and melting of the material used in a single-stage process. This is now technologically possible for the first time by combining a metallurgical cupola furnace with a traditional gas producer. Compared to the reference year of 1990, CO{sub 2} emissions of the Federal Republic of Germany have been curbed by about 12%, primarily as a result of industrial backfitting and pollution abatement measures accomplished in the industrial infrastructure of the new Federal Laender of Germany. Federal Government policy sticks to the previous commitment, to reduce carbon dioxide emissions by 25% by the year 2005. Current forecasts and scenarios of future greenhouse gas emissions show that only immediate adherence to a very stringent reduction policy might ensure that this ambitious goal will be achieved. The national remediation program in Croatia consists of three stages: (1) identification and characterization of radioactively contaminated sites; (2) preparing activities for restoration; and (3) physical restoration at selected (high-prioritized) sites. The program is coordinated by the APO and, in the first stage, performed by both national research institutes of Ruder Boskovi and Institute for Medical Research and Occupational Health. The program supervisors are Ministry of Health, Ministry of Economy (Department of Energy) and State Administration for Environmental Protection. From the start of commercial operation in 1983 until the end of 1985, the Wolsung Nuclear Power Plant operated for about 800 effective full power days (EFPDs). During this relatively short operational period it experienced various problems but achieved high reliability in operation. Wolsung recorded economical fuel utilization, particularly in 1985, together with a 94.4% plant capacity factor; it also showed successful in-pile test results as part of a fuel localization project. The actual fuelling rate was 16.3 bundles per EFPD in 1985, i.e. a saving of about 11% compared with the design fuelling rate of 18.2 bundles per EFPD. Better fuel performance was achieved because minimum excess reactivity was maintained in the core, characteristics unique to the core were found and the spatial flux distribution was controlled. Over the past 15 years, the People's Republic of China has experienced very rapid economic growth of annual average 8%, which must be supported by fast expanding energy production, notably of electricity. China has the considerable amount of coal resources, but most of these resources are located in the north of the country, and the vast hydroelectric potential in Southwestern China is difficult to develop. Therefore, in the coastal provinces of Southeast China, where economic expansion is greatest, nuclear power has been chosen to meet the need. The Qinshan No. 1 PWR with 300 MWe output is the first Chinese nuclear power facility, and started the operation in 1992. Two 985 MWe PWRs have been operated since 1994 at Daya Bay. Each site selection stage included the collection of data from specific field and laboratory works as well as the appropriate safety performance evaluation. In order to assess/confirm the performance of the natural barrier of the Saligny site, the radionuclide concentration in the disposal system compartments has been evaluated, as complementary safety indicator of repository. Naturally-occurring wetlands perform such functions as flood control, pollution filtration, nutrient recycling, sediment accretion, groundwater recharge and water supply, erosion control, and plant and wildlife preservation. A large concentration of wetlands is located in Eastern Europe. A significant amount of Eastern European wetlands has been converted to agricultural use in the past, and remaining wetlands are subject to agricultural drainage. Drained wetlands are used as prime agriculture lands for a variety of food crops. Other agricultural uses of wetlands range from growing Phragmites australis (common reed) for thatch and livestock feed, to collecting peat for heating and cooking fuel. For all of these unconventional oil resources, extraction will be much more difficult, time consuming, and costly than for conventional crude oil. This project is intended to add an advanced, matured and reliable electric power generation facility using cement waste heat to the existing cement plant in Vietnam to produce steam and generate power by utilizing the waste heat generated from the preheating process in the burning plant. Using histopathologic diagnoses made on necropsy material from 3,024 military working dogs (MWDs) who died from 1968 to 1973, we analyzed the effect of military service in the Republic of Vietnam on testicular pathology. Among 1,048 MWDs that died in Vietnam and had no reported developmental risk factors for testicular disease, significant excesses of testicular hemorrhage, epididymitis/orchitis, sperm granuloma, testicular degeneration, and seminoma were evident. Among 126 MWDs with prior Vietnam service who died at other duty stations outside Vietnam from 1968 to 1973, significant excesses of testicular degeneration and seminoma were likewise evident. Among 136 MWDs with prior Vietnam service that later died from 1974 to 1980, seminoma continued to be diagnosed in significant excess. The first working meeting of the SAPIERR project about regional final storage of radioactive waste in the European Union was held in Piestany, Slovak Republic, on February 19 and 20, 2004. SAPIERR stands for Support Action: Pilot Initiative for European Regional Repositories. This is an independent study supported financially by the European Union within the 6th Research Framework Program. The background to the project is the debate about the feasibility of regional repositories for radioactive waste in the European Union, which has come up again especially with a view to the new accession countries and the draft of a waste management directive within the framework of the Nuclear Package. Spent nuclear wastes are inevitable issues to use nuclear power as a sustainable energy. Therefore, every country has their fuel cycles which are best for their environmental and/or political circumstances for the use of nuclear energy. These days agreements are made that spent nuclear fuels should be recycled to minimize waste volume and its toxicity all around the world. Republic of Korea also has a plan to recycle the spent nuclear fuels by using Gen-IV concept burner reactors and pyro-process plants. Not many options of national nuclear strategies are exist because Korea has too many people for its limited land space. KAERI already has been proposing a national fuel cycle concept called 'KIEP-21' that encompasses all the requirements of the advanced nuclear fuel cycle such as reduction of volume, toxicity, HLW heat load and so on. In 1998, EU legislation initiated a liberalisation process among European energy markets. The process of market opening has significantly changed the functioning of the markets and the competition conditions of the energy sector. At the same time, the industry witnessed a surge of mergers and far-reaching changes in the structure of German electricity and natural gas markets occurred. Against this background, the doctoral thesis at hand surveys the merger activities in the energy sector as well as the merger control policy of the German Federal Cartel Office during the first years of liberalisation. The study starts with a portrayal of the institutional framework of the German merger control regime and a survey of the relevant economic literature on horizontal and vertical mergers. The United States Department of Energy (U.S. DOE) has recently implemented a series of strategic initiatives to address long-term radiological surveillance needs at former U.S. nuclear test sites in the Marshall Islands. The plan is to engage local atoll communities in developing shared responsibilities for implementing radiation protection monitoring programs for resettled and resettling populations in the northern Marshall Islands. Using the pooled resources of the U.S. DOE and local atoll governments, individual radiological surveillance programs have been developed in whole body counting and plutonium urinalysis in order to accurately assess radiation doses resulting from the ingestion and uptake of fallout radionuclides contained in locally grown foods. The first volume of the report covers the state of implementation of primary and secondary measures for SO{sub 2}- and NO{sub x} control applied in the most important industrial sectors in Germany. Integrated pollution abatement techniques, called primary measures in this report, such as process integrated measures and low emission processes, have gained increased importance in recent years. The end-of-pipe processes, described here as secondary measures, are generally highly effective. They represent mature technologies, which are capable of achieving significant reductions in SO{sub 2}- and NO{sub x} emissions, and which have been used in particular for retrofitting existing plants.
