Digital libraries continue to flourish. At the same time, the principles of user-centered design and the practice of usability testing have been growing in popularity, spreading their influence into the library sphere. This article explores the confluence of these two trends by surveying the current literature on usability studies of digital libraries. Without stable hardware any program will fail. The frustration and expense of supporting bad hardware can drain an organization, delay progress, and frustrate everyone involved. At Stanford Linear Accelerator Center (SLAC), we have created a testing method that helps our group, SLAC Computer Services (SCS), weed out potentially bad hardware and purchase the best hardware at the best possible cost. Commodity hardware changes often, so new evaluations happen periodically each time we purchase systems and minor re-evaluations happen for revised systems for our clusters, about twice a year. This general framework helps SCS perform correct, efficient evaluations. This article outlines SCS's computer testing methods and our system acceptance criteria. Long-term aging of organic materials in reactor containment buildings has become a major issue within the nuclear community. In this article, the status of radiation-aging qualification test requirements in several countries is reviewed, and problems with the current aging methodologies are described. These problems include dose-rate and synergistic effects and environmental synergisms, which have been found for many different polymeric materials. A number of approaches to improved accelerated-radiation-aging tests for prediction of long-term aging behavior are discussed together with their limitations.

The polymer industry is a young industry that has undergone tremendous growth and change over the last sixty years. Many important discoveries in polymer science have been accidental. Most of the learning has been by trial and error and most of the understanding is still basically empirical--make a polymer material or compound and then put it to the test to study what it is and how it performs. This article provides an overview of what polymers and polymer compounds are, why they behave as they do, and it discusses several examples of failures of rubber and plastic components.

Image representations have gained wide acceptance in displaying data collected during optical, ultrasonic, radiographic, and thermographic inspections. Applying imaging techniques to eddy current testing is explored in this article. The authors show that flaw interpretation and characterization are made considerably simpler when images are used to visualize the impedance changes in eddy current probes.

By the methods of microstructural and electron-microscopic analyses by the tension test and impact test studied is the effect of quenching conditions on structure and mechanical properties of the TS6 titanium-#beta# alloy. It is shown that low temperature quenching from 700 deg C, recommended earlier for analogous VT15 titanium alloy, leads to appearence of intercrystalline fracture and to sharp decrease of impact strength of the TS6 alloy. Established are optimum conditions for quenching of half-finished products and articles of the TS6 alloy depending on their subsequent working or operation.

The DOE`s clean-up of its nuclear complex require the development of innovative technologies to convert soils contaminated by hazardous and/or radioactive wastes to forms which can be readily disposed in accordance with current waste disposal methods. The unique features of Votec CMS technology should make it particularly cost-effective process for the vitrification of soils, sediments, sludges, and mill tailings containing organic metallic and/or radioactive contaminants. The introduction of large blast furnaces, oxygen-enriched blast and natural gas firing means that the coke rate is determined mainly by the ability of the coke charge to loosen up the burden and ensure a high level of permeability. Coke strength is now of great importance to the steelmaker, alongside ash and sulphur contents. The article suggests that moisture still offers a useful negotiating base for furnace operators and suppliers. It is important to know the moisture content and a sampling procedure is recommended for determining the moisture desorption time. Such tests also indicate any relationship between different quenching plants and the product.

Water is one of our most precious resources. However, for many in the United States, having fresh, safe drinking water is taken for granted, and due to this perceived lack of relevance, students may not fully appreciate the luxury of having safe running water--in the home. One approach to resolving water-quality issues in the United States may reside in providing education that presents accurate information in a meaningful way. Accordingly, this article describes a unit designed to emphasize the importance of water-quality testing and purification and to introduce students to local water-quality issues. The engineering-based module of this eighth-grade science activity is particularly important due to the design-build-test component. (Contains 5 figures.)

The article gives results of pilot-plant tests to evaluate sodium thiosulfate as an oxidation-inhibition additive in five lime/limestone slurry flue-gas desulfurization processes. It was found that the oxidation rate of absorbed SO/sub 2/ was reduced by more than 50% in the presence of 100-200 ppm of thiosulfate ion in the scrubbing slurry. Calcium sulfate dihydrate (gypsum) scaling was eliminated and the unsaturated (with respect to gypsum) operation mode was maintained by the addition of sodium thiosulfate. Other benefits of sodium thiosulfate addition observed at the pilot plant included improvement in solids dewatering properties for limestone processes and improvements in SO/sub 2/ removal efficiency for magnesium-enhanced lime/limestone processes.

ABSTRACT Crack tip opening angle (CTOA) is becoming one of the most accepted methods for characterizing fully plastic fracture. It provides a measure of the resistance to fracture for a material in cases where there is a large degree of stable-tearing crack extension during the fracture process. Our current pipeline research uses the CTOA test as an alternative, or addition, to the CTOD (crack tip opening displacement) and the fracture energy characterization provided by the J-integral approach. A test technique was developed for measurement of CTOA that uses a modified double cantilever beam (MDCB) specimen. The presence of iron and manganese in underground water due to rock leaching may cause problems in drinking water. the oxidation of these metals produces precipitates which alter water quality (by making it cloudy and bad testing) and may even block supply pipes. This article presents a way eliminating this problem which was tried out in the conduits of Cantillana, a municipality in the province of Seville, Spain. Cleaning the pipes with a mixture of H{sub 2}O{sub 2} + water changes the characteristics of the deposits from flocculant and absorbent to sandy following which they are washed away by the pressure of the water. Once the pipes have been cleaned, a minimal amount of maintenance will prevent the formation of new deposits. This article thus a relatively simple and economical solution for recovering water quality as an alternative to the complicated replacement of the whole network. (Author) 7 refs.

Several aspects of low temperature systems (LTS) are discussed in five articles. In the first article the role of municipalities in the Netherlands in the implementation of LTS is outlined. In the second article a brief overview is given of a brochure in which 9 projects with LTS are described. In article three the results of a literature study on qualitative aspects (thermal comfort, air quality, energy consumption, safety and cost) of LTS are presented. In the VEGA program on radionuclide release from irradiated fuel under severe accident conditions, 10 tests in total were performed at JAEA from 1999 to 2004 under inert and steam atmospheres including the highest pressure or temperature conditions. These tests showed the increase in release rate above 2,800 K or at the fuel liquefaction and the decrease in release rate under elevated pressure, which was a first observation in the world. The data on low-volatility radionuclide release, release from MOX fuel, effect of fuel oxidation, and eutectic reaction with cladding on release were obtained from the tests. The mechanism of pressure effect on release was examined and a new release model with pressure effect was proposed. Motivation: It is commonplace for authors to propose a new classification rule, either the operator construction part or feature selection, and demonstrate its performance on real data sets, which often come from high-dimensional studies, such as from gene-expression microarrays, with small samples. Our hypothesis stresses that the cultural dimensions of a country can have an impact on its financial set-up. We consider multiple dimensions of culture, identified in the literature by Tabellini (2008), to test our hypothesis. As culture evolves in the form of greater trust, control and other traits, individuals' attitudes towards financial market change, and they engage in greater financial transactions. This article describes the project for the installation of an additional emergency diesel generator in both Asco and Vandellos NPPs. The basic objectives of this project are to improve the availability of the emergency generation system, in order to provide greater ability to address potential contingencies, and also to increase the flexibility of the preventive periodic maintenance of the emergency diesel generators. This maintenance, that is currently a milestone of the critical path of the refueling outage, will be performed on-line. The new diesel generator will be sized to support all the loads considered in the safety case and also the consumption of its own auxiliary systems, and will be tested for operability assessment on the same periodical basis than the existing ones. The solution adopted will also permit that the N diesel generator may be connected to any bus bar class 1E in a station black-out scenario. (Author)

To significantly improve the simulation of climate by general circulation models (GCMs), systematic errors in representations of relevant processes must first be identified, and then reduced. This endeavor demands that the GCM parameterizations of unresolved processes, in particular, should be tested over a wide range of time scales, not just in climate simulations. Thus, a numerical weather prediction (NWP) methodology for evaluating model parameterizations and gaining insights into their behavior may prove useful, provided that suitable adaptations are made for implementation in climate GCMs. This method entails the generation of short-range weather forecasts by a realistically initialized climate GCM, and the application of six-hourly NWP analyses and observations of parameterized variables to evaluate these forecasts. Ex situ and in situ fuel cell degradation of a sPAEK membrane were investigated. Post-mortem analyses of the aged membrane and of the degradation products eluted in water were carried out by NMR, IR, SEC and EDX. Ex situ agings were performed in a low concentration H{sub 2}O{sub 2} solution (0.07%) without any metallic catalyst. We exemplify that ex situ accelerated aging tests in such hydrogen peroxide solution are relevant to the chemical degradation in fuel cell. We have shown that a 500 h fuel cell test at moderate temperature (60 C) induces significant modifications on the macromolecules such as a 40% molecular weight reduction. Degradation appears heterogeneous and limited to the cathode side. MATRIX, a participating research team of Midwest x-ray scattering specialists, continues to operate beam line X-18A at NSLS. Operations of this line now provides state-of-the-art capabilities to a wide range of people in the Materials Science and Engineering research community. Improvements of the beam line continue to be a focus of MATRIX. Throughout this past year the emphasis has been shifting towards improvement in ``user friendly`` aspects. Simplified control operations and a shift to single-user personal computer has been a major part of the effort. Over the past year the full 242 operational days were utilized. Beam line test and evaluation consumed 21 days with eight MATRIX groups combining to use 170 days. General user demand for use of the beam line continues to be strong and three groups were provided 51 operating days. Assessment of the immune system's capability to respond to antigens with the generation of specific antibodies, whilst under the influence of a test article, is required in toxicity tests according to the European guideline for repeated dose toxicity testing of medicinal products. The purpose of this study in rats was to validate methodology for the determination of Keyhole Limpet Haemocyanin (KLH)-specific antibodies under the influence of an immunologically active compound. The immunosuppressant FK506, commercially available as Prograf, was administered orally (gavage) to five rats per sex per group at dosages of 0.5mg/kg per day or 3mg/kg per day, for a period of 4 weeks. Extensive laboratory and industrial tests are being conducted at the Western Siberian Iron and Steel Works (I and SW) on the adoption of preheating of coking. The present article describes the results of laboratory investigations of the effect of the free oxygen content in the gaseous heat carrier and the final charge preheating temperature on the technological properties of the charge and the quality of the blast furnace coke, as well as the yield and quality of the coking products: 1. An increase in the free oxygen concentration in the heat carrier to 8% degrades the strength properties of the coke - the crushability and abradability are increased. 2. Charge preheating to 200 to 250/sup 0/C, even with a low oxygen concentration in the heat carrier, is accompanied by degradation of the physical and mechanical properties of the coke. 3. The aim of this article was to investigate the interactions of metal cations in aqueous solutions with the biomass of the freshwater macroalga Vaucheria sp. This problem is important when elaborating new applications of biosorption, e.g. the production of mineral feed additives for livestock from the biomass of algae enriched with microelement ions. Potentiometric titration was applied as a quick and cheap screening test to search for new efficient biosorbents. It revealed a variety of functional groups capable of cation exchange on the macroalgal surface, including carboxyl, phosphate, hydroxyl or amino groups. Fourier transform infrared spectroscopy on natural and chromium-loaded Vaucheria sp. confirmed that carboxyl groups played a dominant role in the biosorption. Present day mammography has not been able to make use of the advantages of digital luminescence radiography because of the limited spatial resolution. The recent development of electromagnetic focusing X-ray tube with effective focal spot sizes from 0.04 to 0.12 mm allows radiographic direct magnification with less geometric blur. It is now possible to combine direct magnification mammography with digital luminescence radiography. By combining high quality storage phosphor screens with an HQ-workstation a spatial resolution of 8 lp/mm is possible for 1.7-fold magnification. For 4-fold spot magnification views spatial resolution can be theoretically increased to approx. 20 lp/mm. One important advantage of digital radiography is the possibility of image-postprocessing. This article will present the argument that the chicken embryo is especially appropriate as an animal model for studying the mechanism of the developmental toxicological effects of the polyhalogenated aromatic hydrocarbons (PHAHs). The PHAHs are a group of toxicologically related compounds including, in part, the polychlorinated dibenzodioxins, dibenzofurans and biphenyls. The chicken (Gallus gallus) embryo is relatively sensitive to the toxicological effects of the PHAHs being approximately two orders of magnitude more sensitive than the mature bird. The chicken embryo has been used to demonstrate general toxicological teratogeneicity, hepatotoxicity and neurotoxicity. Many of these effects, or analogous effects, have also been observed in mammals and fish. Thus, most animals appear to respond to the PHAHs with a similar toxicological profile, indicating that many of the biomarkers used for the PHAHs are valid across a number of species, including the chicken. ...

Single-dose and repeated dose toxicity studies of prulifloxacin, a new antibacterial agent, were conducted in aged beagle dogs. I. A single-dose toxicity study Prulifloxacin was administered orally to aged female dogs at a single dose of 2500 and 5000 mg/kg. No death occurred in any group. Vomiting was observed in one of two animals at 2500 mg/kg and in both animals at 5000 mg/kg 3-4 hr after dosing. At 5000 mg/kg, vomiting was observed in both animals after feeding on the day after dosing. One animal also showed soft stool. Thereafter, no abnormalities were observed in any animal. No test article related changes were noted in food consumption, water consumption, body weight or pathological examination in any group. The results show that the lethal dose of prulifloxacin is judged to be greater than 5000 mg/kg in aged female dogs. II. This article presents the comparative bench testing results of a naturally aspirated, four stroke, four cylinder, water cooled, direct injection Diesel engine when running on diesel fuel and shale oil that is produced in Estonia from local oil shale. The purpose of this research is to investigate the possibility of practical usage of the shale oil as the alternative fuel for a high speed Diesel engine as well as to evaluate the combustion efficiency, brake specific fuel consumption, emission composition changes and the smoke opacity of the exhausts. Test results show that when fuelling a fully loaded engine with shale oil, the brake specific fuel consumption at the maximum torque and rated power is correspondingly higher by 12.3% and 20.4%. The performance of intermolecular potential models on the adsorption of benzene on graphitized thermal carbon black at various temperatures is investigated. Two models contain only dispersive sites, whereas the other two models account explicitly for the dispersive and electrostatic sites. Using numerous data in the literature on benzene adsorption on graphitized thermal carbon black at various temperatures, we have found that the effect of surface mediation on interaction between adsorbed benzene molecules must be accounted for to describe correctly the adsorption isotherm as well as the isosteric heat. Among the two models with partial charges tested, the WSKS model of Wick et al. that has only six dispersive sites and three discrete partial charges is better than the very expensive all-atom model of Jorgensen and Severance. Generalized linear models (GLMs), as defined by J. A. Nelder and R. W. M. Wedderburn (1972), unify a class of regression models for categorical, discrete, and continuous response variables. As an extension of classical linear models, GLMs provide a common body of theory and methodology for some seemingly unrelated models and procedures, such as the logistic, Poisson, and probit models, that are increasingly used in family studies. This article provides an overview of the principle and the key components of GLMs, such as the exponential family of distributions, the linear predictor, and the link function. To illustrate the application of GLMs, this article uses Canadian national survey data to build an example focusing on the number of close friends among older adults. The article concludes with a discussion of the strengths and weaknesses of GLMs.

This article analyses the emergence of the Reseau Education Sans Frontieres (RESF) in France, a movement that emerged in response to fear about the deportation of immigrant children who were pupils in French schools. Mobilising ethical concerns about children's welfare, the movement has been able to create public debate about the French State's moral responsibility to protect these children of 'sans-papiers'. Based on qualitative research, this article analyses the membership of RESF and its modes of action to show how this mobilisation has taken place, stressing the importance of 'everyday interactions' in this mobilisation, and the use of new frames of moral injustice concerning children's welfare.

This article introduces the story of Yusuf al-Marzuk (1895-1957), a Kuwaiti merchant who created a thriving network in the Arabian/Persian Gulf and India. This network was part of the vast, undocumented activities of Kuwaiti merchants. They were uncovered by rare British reports. Yusuf's economic power enabled him to participate in the struggle of Kuwaiti elites to achieve political power vis-a-vis the Kuwaiti rulers, the Sabah family. This article demonstrates the importance of the trading networks with respect to the economic and political developments that shaped the region before the relatively well researched oil period.

A growing number of pumped storage plants installed within the US brings attention to the increasing significance of pumped storage as a source of electrical generation capacity. Because of the special benefits this technology has to offer, hydroelectric pumped storage is an option that many utilities should consider for the supply of new capacity requirements. This article surveys the development and use of pumped storage in the US, and considers the potential for the future development of this technology. Although some of the problems that have occurred on recent projects highlight the role of pumped storage as a technological proving ground, the article puts forth the view that pumped storage is maturing to play a significant role in US electricity supply.

The reduced polluting emissions make natural gas a quite interesting alternative fuel for automotive applications. Therefore a car diesel engine has been transformed into a dual fuel engine with pilot injection via the common rail injection system used to ignite the methane-air charge. Standard injection pumps show a certain instability at low flow rates and high engine speed. On the opposite the new common rail system allows to ignite the fuel in all conditions with an amount of gas oil less than 8% of the entire energy required by the engine was enough to ignite the fuel. Furthermore, a power increase has been obtained, with an overall efficiency equal to or even higher than a conventional engine. This article identifies the key role of the sugar industry in the rural development of developing countries. The Indian sugar industry, already second largest among the country`s processing industries, shows even greater potential, according to the Plan Documents (shown in a table). The potential of waste heat in sugar processing plants, which produce white crystal sugar using the double sulphitation clarification process, is estimated at 5757.9 KJ/kg of sugar. Efficient waste heat recovery (WHR) systems could help arrest the trend of increasing production costs. This would help the sugar industry not only in India, but in many other countries as well. The innovative methods suggested and discussed briefly in this article include dehydration of prepared cane, bagasse drying, and juice heating using waste heat. These methods can reduce the cost of energy in sugar production by at least 10% and improve efficiency and productivity.

This article examines the hidden history of criminal justice in late colonial Australia by focussing on Aboriginal inter se offending. Most Aboriginal defendants appearing in late colonial criminal courts were prosecuted for violent crimes against other Aboriginal people. The article explores how common such cases were and the degree to which the acknowledgment of cultural difference affected justice process and outcomes. Based on empirical research within the aviation industry we have come to some surprising and sometimes counterintuitive conclusions concerning aircraft maintenance that are relevant for the discussion of social theory and its application towards the explanation and management of socio-technical systems. This article reviews the little examined early work of the Greek Marxist and state theorist, Nicos Poulantzas (1936-1979). In his first book, Nature du choses et droit of 1965, the young scholar developed a sociology of law culled from the insights of philosophical ontology. The article sets out the central claims of that book and reflects on its place in Poulantzass intellectual development. Drawing on Heidegger, Sartre and Marx, Poulantzas proposed a species of Natural Law theory that unified `facts' and `values' by grounding legal concepts in a theory of social praxis centred on material labour. How are these plans of action going to be put into practice in the field, within the dynamics of the great unifying project 'Grenoble University of Innovation'? How can the innovation process be speeded up to quickly find answers to all these questions? How can all scientific disciplines be incorporated in this run-up and how can the different players be brought to interact? This article explores how action research, design based research and interaction design can be combined and used in the development of educational robotic tools. Our case study is the development of Number Blocks and it combines physical interaction, learning, and immediate feedback. Number Blocks supports the children's understanding of place value in the sense that it allows them to experiment with creating large numbers. The development was done in collaboration with a class of 7-8 year old children and their mathematics teacher. The article argues that elements from different research methods allowed a structured approach to projects that combines educational research and innovation of new learning technologies. Key elements of this approach is acknowledging the users input, developing a theoretical pre-analysis and using an iterative approach.

Article. In Norway, a project is planned to evaluate the upgrading potential of the hydroelectric power sector. The article criticizes the authorities for not supporting the upgrading of hydroelectric power plants in their eager to promote the development of wind power. An important contribution of the planned project will be a book from which the utilities may get advice on measures of upgrading. Generators and control systems account for 80% of the faults and interruptions in the power utilities. The turbine technology has made important progress in the 1990s. By pure upgrading measures alone, the turbine efficiencies may be increased enough for an additional 3 TWh to be taken out from the Norwegian hydroelectric power system. Today, the price of imported carbon-based Danish power determines whether the utilities find it profitable to rehabilitate the hydroelectric plants. A numerical model for the development of bed dominated scour around sub-sea structures is presented. The hydrodynamic part of the model is based on a modified potential flow theory. The purpose of the present study has been to develop relatively simple models, yet complex enough to capture the main physics that can be used as engineering tools. An overview of scour phenomena and the basic problems of scour in steady current flow is presented. A hydrodynamic model for horseshoe vortex is presented, as well as a model for the bed transport, and examples are given. The scour in oscillatory flow and a curvilinear model for suspended sediment calculations are described. An advection-diffusion model (formulated in a curvilinear stretched coordinate system) has been developed and is described in an article which has been submitted for publication, a copy of the article is enclosed in Appendix E of the report. The article maps the risk management failures within Anglo Irish Bank, showing that, when banks are systemic in nature, poor internal corporate governance within a Minsky credit cycle can lead to destabilising macroeconomic conditions, which may prolong the effects of a credit-induced downturn. The article highlights a failure of management at Anglo Irish Bank to establish and measure firm-level risks and develop appropriate internal controls to support a culture of prudent credit management. WC-Co hardmetals with gradient structure comprising neither -phase nor grain growth inhibitors were produced for the first time by regulating the WC re-crystallisation and carbon content in their near-surface layer and core. Hardmetals with low Co contents in the surface region were obtained by selective carburisation of the near-surface zone of green articles with the original low carbon content and their consequent liquid-phase sintering. The foils of various materials were irradiated with "6"0Co with an activity of 11,538 TBq. The minimum radiation dose was 25 kGy. Changes in chemico-physical properties were evaluated by infrared spectroscopy and were not detected after irradiation with 25 kGy. Packing foils were subjected to the following tests: mechanical tests, tests of weld strength, tests of impact resistance, free fall tests, permeability tests for water vapour and microbiological tests. The results of all tests were tabulated. The tests showed that the foils are impermeable for microorganisms and provided the welds are airtight the packed products remain sterile. (J.P.).

However, they present unique problems that result from their propensity to outgas resulting in residue formation at unexpected places. This article describes the state-of-the-art HVAC system at the Philadelphia Marriott Hotel. Thermal comfort and indoor air quality are emphasized. The system uses a hybrid gas absorption/electric centrifugal chilled water plant, variable flow pumping, water-side economizers to provide free cooling, central air handling units with air-side economizers and flow monitoring equipment.

This article describes the preparation of 5-nitroisatin and of 5-chloroisatin from isonitrosoacetanilide in a single step, using readily available and inexpensive reagents. These reactions require around 90 minutes and may be carried out as an undergraduate experiment, providing an opportunity to discuss the electrophilic aromatic substitution mechanism, as well as spectroscopic techniques for product identification. The observation by Maday in 1974 that the Schmidt-Duffin solution to the optimal fin profile problem was flawed due to neglect of the slant height factor led to a new solution--actually, a demonstration of the ill-posedness of the question--by Snider. The present article proves mathematically that omission of this factor leads inevitably to underestimation of the heat transfer capability of any fin. Additionally, a perturbation scheme for estimating the correction for this effect is derived for configurations with low generalized Biot numbers, and a revised assessment of the performance of the Schmidt fin is presented.

This article considers the risks of sampling rates for surveillance from three perspectives: detection probability of defects in a proportion of a population with pass/fail data, detection of a trend in a defective proportion of the population with pass/fail data, and detection of a trend with quantitative degradation measurements. In this article, equations of motion of a manipulator are derived after consideration of the characteristics of the driving source. By considering a collision between a link and an object, and considering the active motion to absorb the kinetic energy of the object, the trajectories for saving energy are calculated by the iterative dynamic programming (IDP) method.
