Recently, US energy service companies (ESCOs) have begun to actively explore markets outside the US. Despite the needs of many countries for ESCO involvement, ESCOs face many challenges (i.e., marketing, financial, institutional, political and cultural barriers). Consequently, most of these firms pursue international project opportunities very selectively due to the costs and risks associated with project development. Despite these barriers, some ESCOs view international work as a strategic expansion of their business, assuming that there will be adequate business in the future to repay them for their initial investment. This paper presents a novel domestic hot water heater model to be used in a multi-objective demand side management program. The model incorporates both the thermal losses and the water usage to determine the temperature of the water in the tank. Water heater loads are extracted from household load data and then used to determine the household water usage patterns. The benefits of the model are: (1) the on/off state of the water heater and temperature of the water in the tank can be accurately predicted, and (2) it enables the development of water usage profiles so that users can be classified based on usage behaviour. As a result, the amount of ancillary services and peak shaving that can be achieved are accurately predictable and can be maximized without adversely affecting users. (author)

Servicewater, 100 l each, was collected at an intake of a water treatment plant and at a tap after water was left running for five minutes. The carriers of strontium and cesium were added to water immediately after sampling, and the sample was vigorously stirred and filtered. Then it was passed through a cation exchange column at a rate of 80 ml/min. Strontium and cesium were eluted with hydrochloric acid from the cation exchange column, and separated. After the radiochemical separation, the mounted precipitates were counted for activity using low background beta counters normally for 60 min. Net sample counting rates were corrected for counter efficiency, recovery, self absorption and decay to obtain the content of strontium-90 and cesium-137 radioactivity per sample aliquot. This system consists of eddy current probes, ultra-sonic probes, insertion and extraction units, positioning unit and so on. Verification and performance tests of the developed ISI system were carried out using mock-up heat transfer tubes in the primary pressurized water cooler. The constitution of the system, R and D results of the inspection probes, and verification and performance test results of the ISI system for heat transfer tubes are described in this paper. (author)

In order to improve the capacity and service life of cathodes, the effect of carboxy-methyl cellulose, soot, silica gel and fibres was examined. Structural tests and electrical and electro-chemical measurements are used for this. The additives can affect crystallization in the manufacturing stage of the electrodes and can increase the storage capacity for water and the electronic conductivity. They act to stabilize the mass in cyclic operation. Soot additive has little effect on the properties of the electrode, but the other substances increase the service life or the use of the mass. The river Saale cascade consists of seven reservoirs with a total capacity of approx. 415 Mio. m[sup 3]. The entire reservoir system covers a catchment area of 1665 km[sup 2]. Severe pitting corrosion occurred in a horizontal steel pipeline used to transport multiphase fluid, including water, oil, and natural gas, after 2 months of service. The pitting corrosion rate was up to 42 mm/year. Chemical analysis, X-ray diffractometry, and EDAX showed that the corrosion products mainly consisted of Fe9S8, FeCO3, and NaCl. Calcium containing inclusions were also found in the matrix of the steel, which may accelerate corrosion. The early failure was attributed to the high proportion of water, the slow flow velocity, and the use of unqualified material. (Author)
The addition of ZnO, depleted in the Zn-64 isotope, to the water of boiling water nuclear reactors lessens the accumulation of Co-60 on the reactor interior surfaces, reduces radioactive wastes and increases the reactor service-life because of the inhibitory action of zinc on inter-granular stress corrosion cracking. To the same effect depleted zinc in the form of acetate dihydrate is used in pressurized water reactors. Gas centrifuge isotope separation method is applied for production of depleted zinc on the industrial scale. More than 20 years of depleted zinc application history demonstrates its benefits for reduction of NPP personnel radiation exposure and combating construction materials corrosion.
Purpose of this assessment for this town in the Slovak Republic is to develop information on the building sector energy efficiency and improvement potential for use by town management to support decisions on providing energy services to Handlova citizens. Objectives were to characterize baseline space and water heat energy use and efficiency improvement potential in the residential and nonresidential building sectors. Intention was to identify major areas of efficiency improvement potential and cost-effectiveness. Four levels of energy and fuel prices were used. A significant efficiency resource exists in the space and water heating end uses in these building sectors; it amounts to 42% of the total building sector space and water heat energy consumption.

Polyethylene pipes and connections are being widely used in treated water distribution services. Migration of low molecular weight compounds from the polyethylene into the water can change its final quality. This paper is about the concentrations and identification of the migration compounds found in treated water after staying in contact with low and high-density polyethylene. Helically coiled tubes of steam generators (SG) in FBR are boundaries between sodium and water/steam. Therefore, to assure the integrity of tubes, it is necessary to inspect the tubes nondestructively for in service or after a sodium-water reaction accident. In order to make it possible to conduct in-service inspection of SG tubes, we have studied on eddy current probes and probe inserting methods. As for the probe inserting method, IHI designed a fluid driving type which consists of a model probe and signal cable with float balls and driven by air pressure force. Cement-based composites are widely used in applications which demand long-term service life. One important example is in immobilization matrices for low-level radioactive and other hazardous wastes, which demands long-term retention and durability. The authors describe conductivity measurements of grouts flooded with water and in contact with a sink that consists of pure water. The conductivity measurements were designed and carried out in parallel with present quality verification methods and standard leach tests of the nuclear waste management industry. For the first time, the authors show that the method of replacing intrusive chemical analysis with conductivity measurements of the leaching samples yields equivalent results.

A study was made of employee exposure to oil sludge and vapors during oil-sludge removal and maintenance activities at the Alyeska Pipeline Service Company's Ballast Water Treatment Facility, Valdez, Alaska. Total hydrocarbons, except benzene, toluene, and xylene, showed concentrations from 371 to 1228mg/m3. Of eight maintenance workers, five reported headache, dizziness, or nausea when working without a respirator. The authors conclude that workers were potentially exposed to benzene vapors and total hydrocarbon vapors exceeding the evaluation criteria for these substances. The authors recommend the use of respiratory protection measures to reduce exposures during work operations.
The stability of a solid ice cover subjected to rapidly varying water levels and discharge was investigated. The support from the bank limits the stress in the ice cover and consequently bank contact must be maintained to ensure ice cover stability. An analysis was required of the stability of ice hinges, a flexible connection between a solid ice cover and the riverbank. Phase II and phase III of the research involved a field study of the Peace River, investigating the evolution of ice hinges with water level variation, from initial ice cover cracking parallel to the banks, to a fully developed hinge. Part of the crushed activated charcoal (about 20-50%) designed for manufacture of electrodes is made water repellant with the help of an aqueous suspension of water repelling agent containing 3-15% (preferably 10%) dry substance. After this the remaining part of the activated charcoal and the other additives are mixed with the water repelling part. The plates or tape which is rolled to an assigned thickness are pressed from the obtained mixture. The electrodes obtained by this method have a thin active layer and a porous structure and have good diffusion properties. They can be loaded by currents up to 80 mA/cm/sup 2/ without causing excessive polarization losses, and their service life is greater than or equal to 100 h.

Steam generators (SG) are the weak link of nuclear power plants, their service life is shorter than the service life of other NPP components. This paper is dedicated to a statistical analysis of SG damages and failures. Heat exchanging tubes (HET) are the most damaged elements in SG, there are on average 286 plugged or repaired tubes in each operating SG. The usually mechanisms of tube failure are the following: denting, corrosion at tube outside, pitting, fretting, and circular crack propagation. Most of damages are located in the transition zone above a tube plate. In recent years intergranular stress corrosion cracking has occurred world-wide in the shrink-fitted discs of low pressure turbine rotors made of low alloy steels. Only in a few cases steam impurities such as NaOH, Na_2CO_3, Na_2SO_4, H_2S or NaCl, which initiate SCC, could be found. To clarify the SCC-behaviour experiments on turbine disc steels with different chemical compositions and yield strength were performed in high purity water. The results show, that chemical composition has no effect on the crack initiation. Under high purity water conditions no crack initiation due to stress corrosion cracking is observed on the steel with a yield strength of 850 N/mm"2. Nuclear grade production tubing of Alloy 600 was evaluated for stress corrosion cracking (SCC) susceptibility in high purity water at 365, 345, 325, and 290 C. Reverse tube U-bend specimens provided crack initiation data and constant extension rate tests were employed to determine the crack velocities experienced in th crack propagation stage. Initial results indicate that a linear extrapolation of data received from high temperature tests can be used to predict the service life of steam generator tubing that has been plastically deformed or is continually deforming by ''denting.''.
A review of the performance of steam generator tubes in 116 water-cooled nuclear power reactors showed that tubes were plugged at 54 (46 percent) of the reactors. The number of tubes removed from service decreased from 4 692 (0.30 percent) in 1981 to 3 222 (0.20 percent) in 1982. The leading causes of tube failures were stress corrosion cracking from the primary side, stress corrosion cracking (or intergranular attack) from the secondary side and pitting corrosion. The lowest incidence of corrosion-induced defects from the secondary side occurred in reactors that have used only volatile treatment, with or without condensate demineralization.
In the last 30 years the production of electricity in the USSR has increased 14-fold, probably attaining 1540 billion kWH in 1985. Nuclear generation will provide the bulk of future increases of consumption, using both water-cooled and uranium/graphite reactors; stations of up to 1.5 million kW are in service. The USSR is also in the fore-front of attempts to exploit thermonuclear power. This report documents results of a preliminary hazard analysis (PHA) covering the existing Crane Chempump and the new salt well pumping design. Three hazardous conditions were identified for the Chempump and ten hazardous conditions were identified for the new salt well pump design. This report also presents the results of the control decision/allocation process. A backflow preventer and associated limiting condition for operation were assigned to one hazardous condition with the new design.

In the spring of 1991, the Environmental Protection Agency, Region 10 (EPA), launched an investigation into tanker waste disposal practices for vessels discharging ballast water at the Alyeska Pipeline Services Company's Ballast Water Treatment (BWT) facility and marine terminal in Valdez, Alaska. It had been alleged that the Exxon Shipping Company was transferring 'toxic wastes originating in California' to Valdez. In response, EPA decided to examine all waste streams generated on board and determine what the fate of these wastes were in addition to investigating the Exxon specific charges. An extensive Information Request was generated and sent to the shipping companies that operate vessels transporting Alaska North Slope Crude. Findings included information on cargo and fuel tank washings, cleaning agents, and engine room waste.
This article reports on the world's first gas turbine to top 40% thermal efficiency in simple cycle and is now operating commercially as part of a natural-gas-fired combined-cycle cogeneration (CC) plant serving the Ottawa Health Sciences Center, Ottawa, Ont, Canada. Owned and operated by TransAlta Energy Corp, Calgary, Alta, the CC plant supplies steam and hot and chilled water to the health center and another thermal user while the electricity is sold to Ontario Hydro. Part of the project included the conversion of 15-psig steam-carrying equipment to hot-waterservice. Commercial success of this installation heralds a new era in the application of efficient gas turbines for power generation.
The purpose of this solar energy project was to design, manufacture, install, maintain and evaluate solar heating systems in order to stimulate community acceptance of the practicality of solar applications, reduce non-renewable energy resource consumption, and decrease residential expenditures for energy. Because the district has consistent maintenance records and procedures, it was possible to study repair, service and corrective maintenance requests for 20 schools in the district. The microstructures of so called high temperature alloys, which have been developed for service temperatures up to 800"0C, are not necessarily stable at higher temperatures. The mobility of alloying elements is very high in FeCrNi alloys at 950 "0C e.g. iron, chromium or nickel can diffuse up to 0.1 mm distance in one year, which is about a grain diameter. Interstitials like carbon or nitrogen show a four orders of magnitude higher diffusivity than the alloying elements. In addition, the carbon solubility in this type of alloy is reported to be very low. Therefore the alloys are supersaturated with carbon after heat treatment above 1100 "0C and water quenching although the absolute carbon content is very low. The main factors controlling the susceptibility to EAC under light water reactor (LWR) conditions are discussed with respect to crack initiation and crack growth. The possibility of obtaining high yields of hydrogen through the exposure of calcium hydroxide to natural uranium fission fragments is confirmed experimentally. The amounts of hydrogen obtained in some experiments were determined not only from the mass-spectrometry data, but also with the use of standard chemical analysis methods. The radiolytic hydrogen yield averaged over six independent experiments comprises 20.41 hydrogen molecules per 100 eV of absorbed fission fragment energy. The corresponding energy efficiency makes up to 60.62. Since on interaction with water or water vapor calcium hydroxide enters into the exothermal reaction to liberate 15.6 kcal/mole, it can easily be regenerated; this was attested to by one of irradiation experiments. On-power refuelling is an integral feature of PHWR units. The most notable aspect of refuelling system of 540 MWe PHWR (TAPP-3 and 4) is that the FM Head is based on rack and pinion mechanism for B-ram and C-ram of Ram assembly. Latch ram used during plug operations, is assembled in between B-ram and C-ram and is moved by a ballscrew driven by oil hydraulic motors. This unique design has been employed for the first time in a PHWR unit. In comparison, B-ram is ballscrew driven and C-ram is moved by heavy water hydraulic force in FM Heads of 220 MWe PHWR units. Over the years, a number of design improvements have been carried out in the 220 MWe Fuelling Machines to meet the challenge of increasing demands of higher refuelling rates. The Kemp's Ridley sea turtle, Lepidochelys kempi, is an endangered species. The National Marine Fisheries Service's Head Start program is part of an international operation to save the turtles from extinction. Under the Head Start program, eggs from the Ridley's only known wild nesting beach at Rancho Nuevo in Mexico are transported to Padre Island on the Texas coast to be hatched. The head start enables the turtles to develop a survival advantage. The principal objective was to develop baseline waste-characterization data required to design a waste-water treatment scheme for the Galveston Head Start facility. As a secondary objective, preliminary testing of some filtration components was undertaken to determine which units were most appropriate for inclusion in a wastewater treatment scheme.

Potential energy savings are estimated and recommendations are made on the action that should be taken to improve the efficiency of energy use. In the footwear industry space heating controls, improvements in boiler plant and steam services along with building insulation provide most of the savings potential. In the leather industries major energy saving opportunities can be found in low-temperature drying, and heat recovery, where the use of heat pumps could contribute substantial savings in drying and process water heating. Integrated Leakage Rate Test (ILRT) of containment system plays a very important role in safety of a Nuclear Power Plant. Containment system constitutes the last physical barrier to release of radioactivity from the core and is called upon to mitigate the consequences of not only accidents within the design basis, but also some of the highly unlikely severe accidents. Hence, leak tightness of containment becomes uttermost priority for the safety of plant personnel and public. The containment and associated ESFs are tested before the first criticality and there after periodically during service. The pre-operational integrated leakage rate is carried out at LOCA based design pressure, at periodic test pressure and at some intermediate pressure points to assess the leakage characteristics. Recently, the leak-before-break (LBB) concept has been used successfully to eliminate some pipe whip restraints, snubbers and jet impingement shields from the primary reactor cooling system piping of pressurized water reactors. This has resulted in substantial savings in maintenance costs, reductions in radiation exposure of plant service personnel, and has enhanced the overall safety of nuclear power plants. This study provides guidelines to utilities in expanding the application of the LBB concept to additional pipe systems and it couples the concept with hardware optimization. Seven high energy piping systems were investigated for technical feasibility in using the LBB concept. The results indicate that some of these seven lines are good candidates for the leak-before-break application.

Ensemble weather models can be used to produce medium range forecasts of weather events and to predict the likely available kilowatt-hours (kWhrs) of solar energy. As such, solar sites can maximize their harvest and use of solar energy. At a military base in the Southeastern US, an energy services company (ESCO) has proposed to retrofit more than 1,000 family residences with geothermal heat pumps as part of an energy savings performance contract (ESPC). Each residence is to have one heat pump with its own ground heat exchanger consisting of two or more vertical bores. This paper analyzes the diffusion of mobile telecommunications services in Vietnam and examines how telecommunications regulation and potential substitute/complement services affect the growth of the number of mobile telephone subscribers. Using a logistic diffusion model, it is found that fixed telephone services are a complement while data services have a negative relation to mobile telephone services in Vietnam. As for regulation, the policy of introducing competition has been found to be the most effective in influencing the adoption of mobile services. Abstract We provide the first firm-level evidence of the impact of the trade in producer services (-offshoring-) on the labour market. Using a new data set from the UK that measures trade in services at the firm level, we find no evidence that importing intermediate services is associated with job losses or greater worker turnover. Using regression to control for observable differences between firms that import service inputs and those that do not, we show that firms that start importing intermediate services experience faster employment growth than equivalent firms that do not. This seems likely to be the result of positive demand shocks, which cause a simultaneous increase in employment, output, and use of imported service inputs.

The purpose of the case study is to demonstrate the advantages offered by modern, fuel efficient large gas turbines in central power generation service for offshore production. The case study was presented using the Rolls- Royce RB211 large gas turbine with facility production of approximately 240,000 BPD of oil and 540 MMSCFD of associated gas. The gas was subjected to three stages of separation for removal of hydrocarbon liquids and water. An overall plant design was developed for a gas-cooled fast reactor employing a direct supercritical Brayton power conversion system. The most important findings were that (1) the concept could be capital-cost competitive, but startup fuel cycle costs are penalized by the low core power density, specified in large part to satisfy the goal of significant post-accident passive natural convection cooling; (2) active decay heat removal is preferable as the first line of defense, with passive performance in a backup role; (3) an innovative tube-in-duct fuel assembly, vented to the primary coolant, appears to be practicable; and (4) use of the S-Co2 GFR to support hydrogen production is a synergistic application, since sufficient energy can be recuperated from the product H2 and 02 to allow the electrolysis cell to run 250 C hotter than the reactor coolant, and the water boilers can be used for reactor decay heat removal. The solar central receiver at the Barstow Pilot Plant is a once-through steam boiler consisting of vertical arrays of Alloy 800 tubes. Water/steam leaks associated with tube bends near the receiver outlet were observed after 16 service months. The leaks resulted from through-wall cracks localized in the crown of tube bends operating in the temperature range from 550 to 650/sup 0/C. Initiation occurred on the ID (steam side) of the tube and propagated transgranular through the tube wall. Cracking was axial and circumferential; in general, the circumferential cracks were more severe than the axial cracks. Thick oxide layers showed on the ID of the receiver tubes; a 25-..mu..m thick oxide layer had formed on tubing which operated at 650/sup 0/C. Comparisons are made between the excitement created by the first production well at Leduc in Western Canada in 1947, and the offshore developments currently underway and accelerating offshore Newfoundland. It is estimated that exploration and development offshore had barely touched the surface, with only 160 wells of all types drilled to date, of which 48 exploration wells have uncovered 1.7 billion barrels of oil. In 1996, the National Marine Fisheries Service and the University of Washington completed the fourth year of a multi-year study to estimate survival of juvenile salmonids (Oncorhynchus spp.) passing through dams and reservoirs on the Snake River. Actively migrating smolts were collected near the head of Lower Granite Reservoir and at Lower Granite Dam, tagged with passive integrated transponder (PIT) tags, and released to continue their downstream migration. Due to the large number of chemicals in commerce without adequate toxicity characterization data, coupled with an ineffective federal policy for chemical management in the United States, many states are grappling with the challenge to identify toxic chemicals that may pose a risk to human health and the environment. Specific populations (e.g., children, elderly) are particularly sensitive to these toxic chemicals. In 2008, the Children's Safe Product Act (CSPA) was passed in Washington State. The CSPA included specific requirements to identify High Priority Chemicals (HPCs) and Chemicals of High Concern to Children (CHCCs). To implement this legislation, a methodology was developed to identify HPCs from authoritative scientific and regulatory sources on the basis of toxicity criteria. The Department of Toxic Substance Control (DTSC) requested that Lawrence Livermore National Laboratory (LLNL) evaluate the treatment process currently employed at the Department's Stringfellow Superfund Site Pretreatment Plant (PTP) site to determine if wastes originating from the site were properly managed with regards to their radioactivity. In order to evaluate the current management strategy, LLNL suggested that DTSC characterize the effluents from the waste treatment system for radionuclide content. A sampling plan was developed; samples were collected and analyzed for radioactive constituents. Following is brief summary of those results and what implications for waste characterization may be made. (1) The sampling and analysis provides strong evidence that the radionuclides present are Naturally Occurring Radioactive Material (NORM). The aim of this study was to assess the prevalence and correlates of disclosure to network members of being hepatitis C virus (HCV)- or human immunodeficiency virus (HIV)-infected among injecting dyads of infected injection drug users (IDUs) in Budapest, Hungary and Vilnius, Lithuania,. Multivariate generalized estimating equations (GEE) were used to assess associations. Very strong infection disclosure norms exist in Hungary, and HCV disclosure was associated with using drugs and having sex within the dyad. Non-ethnic Russian IDUs in Lithuania were more likely to disclose HCV infection to non-Roma, emotionally close and HCV-infected network members, and to those with whom they shared cookers, filters, drug solutions or rinse water or got used syringes from, and if they had fewer non-IDU or IDU network members. A near-real-time integrated temperature and water vapor sounding system has been designed and in operation since June 1993. It combines hourly data from the ground-based radio acoustic sounding system (RASS), a two-channel microwave radiometer, standard surface meteorological instruments, a lidar ceilometer, and the Aerodynamic Research Incorporated Communication, Addressing and Reporting System aboard commercial airlines with space-based data from the TIROS-N Operational Vertical Sounder (TOVS). The physical retrieval algorithm provided by the International TOVS Processing Package is used for combining the ground- and space-based temperature and humidity profiles. NEPA assessments of impacts on wetlands are often related to requirements of other laws, regulations, and executive orders, such as permitting requirements under Section 404 of the Clean Water Act and those contained in Executive Order 11990, Protection of Wetlands. This paper reviews recent NEPA environmental impact statements that contained assessments of impacts on wetlands or that involved projects likely to affect wetlands. The Dental Investigation Service, USAFSAM, Brooks AFB, has outlined the need for a vacuum unit to be used in the Air Force dental clinics. The unit must be capable of effectively picking up mercury and at the same time not redistribute mercury vapors throughout the dental clinic during normal operations or mercury-spill situations. The Dental Investigation Service selected the MRS-3, Minuteman Mercury Recovery System, product of American Cleaning Equipment Corporation as the mercury vacuum to be used for T E. The USAF OEHL/ECH was requested by the Dental Investigation Service to perform the T E on the MRS-3 for possible health hazards due to exposures of mercury vapors.

High light of the multiple frequency eddy current technology adopted including frequency and probe choice, standard design, data acquisition process are involved. Part of this demand is due to updated digital appliances, home and business computers, and automated systems. A quality program was initiated in 1992 as a result of an internal assessment. The Malcolm Baldrige approach was selected which includes seven areas: (1) Leadership; (2) Information and Analysis; (3) Strategic Planning; (4) Human Resource Utilization; (5) Quality Assurance of Products and Services: (6) Quality Results: (7) Customer Satisfaction. Results are summarized of a study on concrete component aging and its significance relative to continued service of nuclear power plants (NPPs) beyond the initial period for which they were granted operating licenses. Progress is presented of a second study being conducted to identify and provide acceptance criteria for structural safety issues which the USNRC staff will need to address when applications are submitted for continued service of NPPs. MCrAlY coatings are widely used on hot section components of gas turbines to provide hot corrosion and/or oxidation protection by formation of an oxide layer on the surface. As the protective oxide scale exfoliates during service, aluminum from the coating diffuses outward for reformation of the protective scale. Aluminum may also diffuse inward due to the differences in composition between the coating and the substrate. Thus, the coatings degrade due to oxidation, oxide scale spallation, and inward and outward diffusion of aluminum. Service life of these coatings is controlled by the aluminum content in the coating, operating temperature and start- shutdown cycles. In-service degradation of CoCrAlY and CoNiCrAlY coatings is presented. A procedure to predict the remaining service life of coatings under oxidizing conditions is discussed. (orig.) 12 refs.

Leveraging the potential power of even small handheld devices able to communicate wirelessly requires dedicated support. In particular, collaborative applications need sophisticated assistance in terms of querying and exchanging different kinds of data. Using a concrete example from the domain of mobile learning, the general need for information dissemination is motivated. Subsequently, and driven by infrastructural conditions, realization strategies of an appropriate middleware service are discussed.
Using histopathologic diagnoses made on necropsy material from 3,024 military working dogs (MWDs) who died from 1968 to 1973, we analyzed the effect of military service in the Republic of Vietnam on testicular pathology. Among 1,048 MWDs that died in Vietnam and had no reported developmental risk factors for testicular disease, significant excesses of testicular hemorrhage, epididymitis/orchitis, sperm granuloma, testicular degeneration, and seminoma were evident. Among 126 MWDs with prior Vietnam service who died at other duty stations outside Vietnam from 1968 to 1973, significant excesses of testicular degeneration and seminoma were likewise evident. Among 136 MWDs with prior Vietnam service that later died from 1974 to 1980, seminoma continued to be diagnosed in significant excess. The European Union (EU) market integration is leading to increasingly monopolistic electricity market infrastructures, which has opened a debate on the regulation of these so-called power exchanges. In this paper, we start by stating that there are two types of power exchanges in Europe, i.e. 'merchant' and 'cost-of-service regulated' power exchanges. We then discuss how regulation can be used to better align their incentives with the main power exchange tasks. We conclude that adopting the cost-of-service regulated model for all power exchanges in Europe could be counterproductive in the current context, but that regulation can help ensure that the benefits of the EU market integration materialize. We analyzed the effects of the Colorado Medicaid Capitation Program on the duration and services of over 21,000 outpatient mental health episodes for young children. The study spanned a three year period before and after capitation was implemented, and compared episodes of outpatient care for children from 14 capitated Community Mental Health Centers (CMHCs) with those from three CMHCs that remained fee-for-service. Proportional hazards regressions revealed that capitation resulted in an increase in outpatient episode duration, over and above similar effects for the comparison fee-for-service episodes. The hypothesis that there were longer capitated episodes for children who were hospitalized was not supported. Children with behavioral and anxiety disorders had longer capitated episodes. We propose behavior-oriented services as a new paradigm of communication in mobile human networks. Our study is motivated by the tight user-network coupling in future mobile societies. In such a paradigm, messages are sent to inferred behavioral profiles, instead of explicit IDs. Our paper provides a systematic framework in providing such services. First, user behavioral profiles are constructed based on traces collected from two large wireless networks, and their spatio-temporal stability is analyzed. The implicit relationship discovered between mobile users could be utilized to provide a service for message delivery and discovery in various network environments. In this article the methodology followed to diagnose the performance of the equipment where heat is transferred from the feed water, condensate and circulation water systems in fossil power plants (FPP). The data collection is made with the unit in normal operation, using local instrumentation without taking the equipment out of service for its installation. The equipment diagnosis is made through the analysis of the collected data in actual operation and the design data; for this purpose a thermal balance of the interested systems is performed to obtain all the conditions an operation data. A protocol adapter ideally suited to enable enterprises to gradually transition from SOAP Web Services to RESTful HTTP Web Services without impacting existing clients is presented in this paper. The inherent advantage of such a transition is the visibility of RESTful HTTP messages to Web intermediaries such as caches. In contrast, SOAP messages are opaque, which disables Web intermediaries. This study aimed to explore the impact of perceived service quality and self-concept on consumer attitude and purchase process using channel type (physical and Internet) as a segmentation variable. From the perspective of consumer behaviour, this study attempted to estimate a relational model and perform an empirical validation using female cosmetics and skincare products as an example. The chemistries of reactants, plasticizers, solvents and additives in an epoxy paint are discussed. Polyamide additives may play an important role in the absorption of molecular iodine by epoxy paints. It is recommended that the unsaturation of the polyamide additive in the epoxy cure be determined. Experimental studies of water absorption by epoxy resins are discussed. These studies show that absorption can disrupt hydrogen bonds among segments of the polymers and cause swelling of the polymer. The water absorption increases the diffusion coefficient of water within the polymer. Permanent damage to the polymer can result if water causes hydrolysis of ether linkages. Water desorption studies are recommended to ascertain how water absorption affects epoxy paint.

The purpose of the study was to investigate the adequacy of educational services available for the implementation of the ideals of the Universal Basic Education (UBE) in Southern Nigeria. Using the multistage sampling technique, 800 primary school teachers were selected from the three geo political zones in Southern Nigeria as participants in the study. However, 1457 usable copies of the questionnaire administered to participants were used for the final study. The researchers collected and analyzed data to (1) Ascertain how free the UBE was in Southern Nigeria and (2) to determine if educational services were adequately provided for the implementation of the programme. This report provides an assessment of the research and development (R&D) work underway in geothermal energy in the following countries: Denmark, France, Germany, Italy, Japan, Russia, and the United Kingdom. While the R&D work underway in the US exceeds the R&D efforts of the other countries, the lead is eroding. This erosion is due to reductions in federal government funding for geothermal energy R&D and the decline of the US petroleum industry. The Atomic Energy commission of Syria (AECS) is nominated by Syrian legislation as the regulatory authority in respect of radiation protection and safety and security of radioactive sources. In addition AECS is providing a wide range of Technical Services (TS) through its various departments. In this paper, the cooperation and coordination between the regulatory authority and the providers of technical services in Syria are described. The adjustment of the regulatory programme as to make maximal use of the available technical resources is presented. It was shown that this relationship does not jeopardize the effective independency of the regulatory authority which is maintained by keeping the regulatory decisions based on pure regulatory considerations. This document defines the services the Waste Sampling and Characterization Facility (WSCF) shall provide the Effluent and Environmental Monitoring Program (EEM) throughout the calendar year for analysis. The purpose of the EEM Program is to monitor liquid and gaseous effluents, and the environment immediately around the facilities which may contain radioactive and hazardous materials. Monitoring data are collected, evaluated, and reported to determine their degree of compliance with applicable federal and state regulations and permits.
A self contained continuous power generation system as described at INTELEC 1979, was successfully commissioned and put into service in a major communications centre at Cardiff in Wales. The objective was to provide all telecommunications equipment and electrical building engineering services from a dual fuel enginegenerating plant, and to recover waste heat energy to heat or cool the building. The plant, which is fully automatic, comprises five 1300kW engines using natural gas or diesel oil, and associated waste heat boiler and chiller systems. Steam generator tube denting is primarily caused by build-up of corrosion products at the tubesheet and the tube support plates. The mechanism of dent growth and the identification of tubes which should be removed from service have been studied. The practical outcome has been to prevent in-service tube leaks and to avoid unnecessary plugging of large numbers of tubes. A finite element study of tubesheet deformation (of pulled leaking tubes from reactors) was undertaken. Profilometry results for characterizing dents are given. Although several modifications have been made the high resolution profilometry system performance and the results obtained have proved satisfactory. (U.K.).

This article examines the interplay between globalising and localising forces occurring in a child welfare reform project in South Korea. Focusing especially on care and education services for children and families provided by the Korean 'Dream Start' programme, which provides comprehensive health, parental involvement and welfare services to low-income children and their families, I discuss its involvement in the process of 'glocalisation'. Drawing on Foucaultian ideas, I conducted a critical discourse analysis of the policy documents of Dream Start. The article concludes by discussing local resistance to the creation of a cosmopolitan child and the dual qualities of inclusion/exclusion inscribed in the Dream Start project.
To support the Space Exploration Initiative (SEI), a study was performed to investigate power system alternatives for the rover vehicles and servicers that were subsequently generated for each of these rovers and servicers, candidate power sources incorporating various power generation and energy storage technologies were identified. The technologies were those believed most appropriate to the SEI missions, and included solar, electrochemical, and isotope systems. The candidates were characterized with respect to system mass, deployed area, and volume. For each of the missions a preliminary selection was made. Results of this study depict the available power sources in light of mission requirements as they are currently defined.
Due mainly to competitive pressures, the practice of offering electric and telephone service under contracts or special tariffs negotiated individually between a utility and its customers has increased in importance in recent years. Moreover, the practice is likely to become still more widespread in the future. This creates questions of public policy that are of interest to regulators and ratepayers alike such as how to supervise the practice, how to encourage utilities to compete while preventing cross-subsidization and anticompetitive behavior, and how the practice will ultimately affect utilities and ratepayers. This report sheds light on the topic by describing approaches that have been taken by the various regulatory commissions and by providing a framework for analyzing such contractors.
The effect of aging on the microstructure and tensile properties of a type 316LN stainless steel/Alloy 800 joint, welded with 16-8-2 stainless steel consumable, has been studied to characterize and evaluate the joint for long-term elevated temperature service. The joint was subjected to accelerated againg heat treatments at 873 K up to 5000 h to simulate long-term service exposures. Analysis of the results from this investigation shows that this joint has adequate stability of microstructure and tensile properties even after prolonged exposure at elevated temperatures. (orig.)

Although there is service experience of Alloy 800 as tubing for superheaters in conventional and nuclear (HTR) power stations and in PWR heat exchangers, there is no corresponding service experience in sodium-cooled fast reactor steam generators. However, some limited experimental studies have been made of corrosion behaviour, and of possible structure modifications and effects on mechanical properties which occur during exposure of this material to a high temperature sodium environment, and these are summarised in the paper. It is concluded that further work needs to be done before Alloy 800 can be confidently endorsed for use as tubing in fast reactor steam generators. (author).
With the prevalence and development of GNSS technologies, location-based vehicle services (LBVS) have experienced a rapid growth in recent years. However, location is a sensitive and private piece of information, so the design and development of such services just take the clients' privacy concerns into account. In this paper, we propose a new electronic toll pricing system based on group signatures, which provides a strong guarantee for the clients' anonymity within groups. Soil, Water, Atmosphere and Plant (SWAP) model was calibrated and validated in three farmers' fields with varying canal water availability and groundwater quality in the Kaithal Irrigation Circle of the Bhakra Canal system, Haryana. The research committee of the Atomic Energy Society of Japan on water chemistry standard aims at establishing the private standard of water chemistry of nuclear power plants. The committee gathers up 'BWR water chemistry management manual', 'PWR primary system water chemistry management manual' and 'PWR water chemical analysis standard method', and furthermore aims at the standardization of those in future. Looking back on the committee's activities for the past four years, latest results of research of water chemistry mainly contributing to safe and reliable nuclear power plants were described with the future perspective of water chemistry and a demanded break-through. Using the Laser-Fluorescence technique, an investigation was made, adopting the standard mix method, on trace uranium concentrations in hot spring water and geothermal water from Lishan region, and in tap water from some major cities in Shanxi province. Totally 40 samples from 27 sites were investigated. In a supercritical water-cooled reactor, property of water changes significantly around the critical point. It is expected that irradiation and change of water property will affect the chemistry and material corrosion. Deep understanding of interactions between supercritical water and materials under irradiation is important. However, comprehensive data on radiolysis, kinetics, corrosion and thermodynamics have not been obtained due to the severe experimental condition. A 0.5-m-thick concrete is sufficient for reactor hall walls from a viewpoint of the tritium containment.

The United States Department of Energy (U.S. DOE) has recently implemented a series of strategic initiatives to address long-term radiological surveillance needs at former U.S. nuclear test sites in the Marshall Islands. The plan is to engage local atoll communities in developing shared responsibilities for implementing radiation protection monitoring programs for resettled and resettling populations in the northern Marshall Islands. The transport of liquid water and gaseous reactants through a gas diffusion layer (GDL) is one of the most important water management issues in a proton exchange membrane fuel cell (PEMFC). In this work, the liquid water breakthrough dynamics, characterized by the capillary pressure and water saturation, across GDLs with and without a microporous layer (MPL) are studied in an ex-situ setup which closely simulates a real fuel cell configuration and operating conditions. The results reveal that recurrent breakthroughs are observed for all of the GDL samples tested, indicating the presence of an intermittent water drainage mechanism in the GDL. Water is one of our most precious resources. However, for many in the United States, having fresh, safe drinking water is taken for granted, and due to this perceived lack of relevance, students may not fully appreciate the luxury of having safe running water--in the home. One approach to resolving water-quality issues in the United States may reside in providing education that presents accurate information in a meaningful way. Accordingly, this article describes a unit designed to emphasize the importance of water-quality testing and purification and to introduce students to local water-quality issues. Ground water is treated in the Czech Republic so that small water tanks are built above each water source to serve the primary ground water treatment; water so pretreated is then concentrated in large basins for subsequent treatment. Some water tanks where the first contact of the ground water with air takes place were selected as sites predisposed to radon accumulation. The examination was carried out near the town of Jihlava, where the bedrock contains slightly elevated radium concentrations. A single cylinder diesel engine study of water-in-diesel emulsions was conducted to investigate the effect of water emulsification on the engine performance and gases exhaust temperature. Emulsified Diesel fuels of 0, 5, 10, 15 and 20 water/diesel ratios by volume were used in a single cylinder, direct injection diesel engine, operating at 1200-3300 rpm. The results indicate that the addition of water in the form of emulsion improves combustion efficiency. The engine torque, power and brake thermal efficiency increase as the water percentage in the emulsion increases. In an attempt to obtain basic data for evaluation of exposure doses in Niigata Prefecture, the concentrations of tritium in atmospheric water, precipitation, river water, and tap water were measured. Samples of atmospheric water, river water, and tap water were collected once for 2 weeks; and precipitation collected for one week was used as sample. The concentration of atmospheric tritium depended on the concentration of tritium in moisture and the content of water in atmosphere. Tritium levels were high in May, November and March, and low in September. Regarding tritium concentrations, there was a good correlation between atmospheric water and precipitation. The study investigated the impact of the Universal Basic Education (UBE) programme on the phenomenon of female trafficking in South-South Nigeria. To this end, six research questions were raised. As a first step an attempt was made to integrate a personnel information facility into a system for optimising materials flow. The two systems developed did not reach a workable stage because the synthetic language would have required an input on the part of the personnel operating the system beyond what could reasonably be expected. The research in the second stage consisted in developing and testing a module with which language storage services could be built up on the basis of digitalised speech and controlled via the in-house telephone network. In language storage services users may feed in data or interrogate. Services of this kind can readily be integrated into available telephone installations working on the pulse selection principle. A procedure and correlations are presented for predicting Charpy-impact energy, tensile flow stress, fracture toughness J-R curve, and J{sub IC} of aged cast stainless steels from known material information. The ``saturation`` impact strength and fracture toughness of a specific cast stainless steel, i.e., the minimum value that would be achieved for the material after long-term service, is estimated from the chemical composition of the steel. Previous laboratory tests of elastomer O-rings in coal liquefaction solvents conducted at L'Garde, Inc., indicated that certain ethylenepropylenediene monomer (EPDM) compounds provided the best performance when a backup ring was used to limit swelling. Before service testing in a pump at the Wilsonville, Alabama, Advanced Coal Liquefaction Research and Development Facility, tests of six selected elastomers in the appropriate Wilsonville-produced solvent were conducted at Oak Ridge National Laboratory (ORNL). The ORNL tests measured the elastomers' changes in cross section, weight, density, and relative flexibility. This document summarizes the degree to which State water quality standards include wetlands in their definitions of State waters. The detailed review of other elements of standards, such as uses, criteria and antidegradation, is beyond the scope of this review. The purpose of this review is to provide a baseline of information for the development of EPA guidance and policies related to water quality standards for wetlands.
Water transport in the ionomeric membrane, typically Nafion{reg_sign}, has profound influence on the performance of the polymer electrolyte fuel cell, in terms of internal resistance and overall water balance. In this work, high resolution neutron imaging of the Nafion{reg_sign} membrane is presented in order to measure water content and through-plane gradients in situ under disparate temperature and humidification conditions.
General corrosion behavior of ALLOY 800 in high temperature water was studied in relation to its surface film structure. The surface film formed in water was found to decrease the corrosion rate of ALLOY 800. This film is composed of Ni ferrite, and can be obtained by oxidation in air or steam. Based on these results, air or steam oxidation treatment to inhibit Ni and Co release of ALLOY 800 into high temperature water is proposed. (author).
