Stability evaluation of the Panel 1 rooms and the E140 drift at WIPP

WIPP, intended for underground permanent disposal of defense transuranic waste, is located 40 km east of Carlsbad at a depth of 655 m in the salt beds of the 600-m thick Permian Salado Formation. It will consist of 56 ``rooms`` each 91.5 m long, 10 m wide, and 4 m high, grouped in 8 ``panels`` of 7 rooms each. About 7.5 km of access drifts will also be provided. Excavation began in 1982 and surface/access/test facilities and one panel were completed by 1988, many years before it could be used. Current plans are to start emplacing waste in WIPP in 1998 and continue for 35 years. An empirical test of the environmental Kuznets curve in China: A panel cointegration approach

This paper investigates the relationship between environmental pollution and economic growth in China based on the environmental Kuznets curve hypothesis, using Chinese provincial data over 1985?2005. Waste gas, waste water and solid wastes are used as environmental indicators and GDP is used as the economic indicator. It is found by panel cointegration test that there is a long-run cointegrating relationship between the per capita emission of three pollutants and the per capita GDP. According to comparisons with the dynamic OLS estimator and the Within OLS estimator, we find that panel cointegration estimation is preferable for all pollutants except for solid wastes. The trend toward smaller dimensions in integrated circuit technology presents severe physical and engineering challenges for ion implantation. These challenges, together with the need for physically-based models at exceedingly small dimensions, are leading to a new level of understanding of fundamental defect science in silicon. Recently the DOE Council on Materials requested that our panel examine the current status and future research opportunities in the area of ion beams in semiconductor processing. Particularly interesting are the emerging approaches to defect and dopant distribution modeling, transient enhanced diffusion, high energy implantation and defect accumulation, and metal impurity gettering. This report documents the findings of the peer panel constituted by Argonne National Laboratory to review Region A of Westinghouse Electric Corporation's report entitled Waste Package Reference Conceptual Designs for a Repository in Salt. The panel determined that the reviewed report does not provide reasonable assurance that US Nuclear Regulatory Commission (NRC) requirements for waste packages will be met by the proposed design. It also found that it is premature to call the design a ''reference design,'' or even a ''reference conceptual design.'' This review report provides guidance for the preparation of a more acceptable design document.

The design of a global steady-state thermal model of a 100kWt molten salt cavity receiver was developed as part of the key project of the Ministry of Science and Technology of People's Republic of China (MOST). In the design process, the following factors were analyzed: receiver area, heat loss (convective, emissive, reflective and conductive), number of tubes in the receiver panel, tube diameter and receiver surface temperature. The model was also used to calculate the receiver performance of the Sandia National Laboratories' molten salt electric experiment (MSEE). The basic Quality Assurance Program Requirements standard for the National Waste Terminal Storage Program has been developed primarily for nuclear reactors and other fairly well established nuclear facilities. In the case of waste isolation, however, there are many ongoing investigations for which quality assurance practices and requirements have not been well defined. This paper points out these problems which require supplementary requirements. Briefly these are: (1) the language barrier, that is geologists and scientists are not familiar with quality assurance (QA) terminology; (2) earth sciences deal with materials that cannot be characterized as easily as metals or other materials that are reasonably homogeneous; (3) development and control of mathematical models and associated computer programs; (4) research and development.

This report identifies individual contaminants and contaminant mixtures that have been measured in the ground at 91 waste sites at 18 US Department of Energy (DOE) facilities within the weapons complex. The inventory of chemicals and mixtures was used to identify generic chemical mixtures to be used by DOE's Subsurface Science Program in basic research on the subsurface geochemical and microbiological behavior of mixed contaminants (DOE 1990a and b). The generic mixtures contain specific radionuclides, metals, organic ligands, organic solvents, fuel hydrocarbons, and polychlorinated biphenyls (PCBs) in various binary and ternary combinations. The US Department of Energy (DOE) has millions of gallons of high level nuclear waste stored in underground tanks at Hanford, Washington and Savannah River, South Carolina. These tanks will eventually be emptied and decommissioned. This will leave a residue of sludge adhering to the interior tank surfaces that may contaminate groundwaters with radionuclides and RCRA metals. Experimentation on such sludges is both dangerous and prohibitively expensive so there is a great advantage to developing artificial sludges. The US DOE Environmental Management Science Program (EMSP) has funded a program to investigate the feasibility of developing such materials. The following text reports on the success of this program, and suggests that much of the radioisotope inventory left in a tank will not move out into the surrounding environment. Ultimately, such studies may play a significant role in developing safe and cost effective tank closure strategies.

The approach elicits and then summarizes technology development preferences from stakeholders, and then integrates preferences into a set of funding recommendations. By formalizing the technology review process, the decision approach builds consensus and clarifies the basis for final budget decisions. The software development was conducted jointly by Pacific Northwest Laboratory and Decisions Science Associates, Incorporated. Scientists of the Institute of Wood Chemistry of the Latvian Academy of Sciences have developed two highly efficient processes for producing furfural, a feedstock for varnishes, synthetic resins and plastics. It is made of production wastes, including branches and small-dimension timber. By one process, the raw material is chipped, treated first with diluted sulphuric acid and then with steam heated to 250 degrees C. The other uses concentrated sulphuric acid as a catalyst. Besides furfural, this process also yields sugar solutions used in alcohol and nutrient yeast production.

With the end of the cold war the United States, Russia, and other countries have excess plutonium and other materials from the reductions in inventories of nuclear weapons. The United States Academy of Sciences (NAS) has recommended that these surplus fissile materials (SFMs) be processed so they are no more accessible than plutonium in spent nuclear fuel (SNF). This spent fuel standard, if adopted worldwide, would prevent rapid recovery of SFMs for the manufacture of nuclear weapons. The NAS recommended investigation of three sets of options for disposition of SFMs while meeting the spent fuel standard: (1) incorporate SFMs with highly radioactive materials and dispose of as waste, (2) partly burn the SFMs in reactors with conversion of the SFMs to SNF for disposal, and (3) dispose of the SFMs in deep boreholes. Analytical models for predicting the deformation and failure of composite sandwich panels subjected to blast and projectile impact loading are presented in this paper. The analytical predictions of the transient deformations and damage initiation in the composite sandwich panels were compared with finite element solutions using ABAQUS Explicit. For the blast model, the predicted transient deformation of the sandwich panel was within 7%of FEA results, while the predicted damage initiation using Hashin's composite failure criteria was about 15%higher than FEA results in most cases. For the high velocity impact model, the predicted transient deformations were within 20%of FEA results.

The Fermilab Steering Group has developed a plan to keep U.S. accelerator-based particle physics on the pathway to discovery, both at the Terascale with the LHC and the ILC and in the domain of neutrinos and precision physics with a high-intensity accelerator. The plan puts discovering Terascale physics with the LHC and the ILC as Fermilab's highest priority. While supporting ILC development, the plan creates opportunities for exciting science at the intensity frontier. If the ILC remains near the Global Design Effort's technically driven timeline, Fermilab would continue neutrino science with the NOVA experiment, using the NuMI (Neutrinos at the Main Injector) proton plan, scheduled to begin operating in 2011. Panel cooling of buildings offers energy savings over conventional space-cooling systems. We present a procedure for calculating the performance of H[sub 2]O-LiBr absorption-panel cooling systems, in which the evaporator is the panel itself. Nomographs have been developed for this approach. Under the conditions examined, the H[sub 2]O-LiBr absorption unit operates with a theoretical performance coefficient of about 90% and with a practically constant specific cooling capacity of 2394 kJ/kg H[sub 2]O. For common values of the parameters involved, the panel cooling power varies from 25 to 175 W/m[sup 2] and the cooling water mass-flow through the panel is 40-260 g/m[sup 2]h. The thermal power needed to drive the system varies from 27 to 200 W/m[sup 2] and the associated temperatures from 70 to 100[sup o]C; thus, the system may be operated on solar energy. (Author).

The behavior of bonded doubler splices for composite sandwich panels

The results of an investigation into the behavior of adhesively bonded doubler splices of two composite material sandwich panels are presented. The splices are studied from three approaches: analytical; numerical (finite elements); and experimental. Several parameters that characterize the splice are developed to determine their influence upon joint strength. These parameters are: doubler overlap length; core stiffness; laminate bending stiffness; the size of the gap between the spliced sandwich panels; and room and elevated temperatures. Similarities and contrasts between these splices and the physically similar single and double lap joints are discussed. The results of this investigation suggest several possible approaches to improving the strength of the sandwich splices.

Nonlinear cointegration is confirmed for the oil-stock nexus in the panel. Because threshold cointegration is found, the threshold vector error correction models can be run to investigate the presence of asymmetric dynamic adjustment. This paper deals with the experimental identification and the validation of a non-parametric probabilistic approach allowing model uncertainties and data uncertainties to be taken into account in the numerical model developed to predict low- and medium-frequency dynamics of structures. The analysis is performed for a composite sandwich panel representing a complex dynamical system which is sufficiently simple to be completely described and which exhibits, not only data uncertainties, but above all model uncertainties. The dynamical identification is experimentally performed for eight panels. The experimental frequency response functions are used to identify the non-parametric probabilistic approach of model uncertainties. The prediction of the low- and medium-frequency dynamical responses obtained with the stochastic system is compared with the experimental measurements.

Facesheet debonding criteria for composite sandwich panels under in-plane compression

A method for determining the critical debond size between the facesheet and the core in composite sandwich panels under in-plane compression is described. The approach uses fracture mechanics together with a buckling criterion for a debonded faceskin. The technique yields predictions for the critical in-plane compressive load for debond propagation as a function of core-to-faceskin debond size, faceskin thickness, lay-up, composite material properties, and honeycomb properties and geometry. A computer program, developed in this work, calculates the critical buckling load and facesheet deformed shape by solving an eigenvalue problem. The output predicts, for several cases, critical initial debond lengths comparable to those that have been observed on tests on sandwich panels.

MATERIAL AND METHODS: Hard copy images of 26 fractured wrist specimens were acquired with the same exposure dose on a state of the art storage phosphor radiography system and a clinical flat panel detector. Image features like cortical bone surface, trabecular bone, soft tissues and fracture delineation were independently analysed by 4 observers using a standardised protocol. Image quality ratings were evaluated with an analysis of variance (ANOVA). RESULTS: Flat panel detector radiographs were rated superior with respect to cortical and trabecular bone representation as well as fracture evaluation, while storage phosphor radiographs produced better soft tissue detail. The mixed structure of a nuclear reactor building is composed of SC-columns, S-beams, S-joints and PCa-panels. Following the last report (Part 7)[1], the main test results of the mixed structure, that is, the deformation mode, strain distribution and shear strength, are described. The S-joints using ultrahigh strength materials had no buckling nor shear slipping. The proposed mixed structure resisted the external horizontal forces under integrated uniformity among SC-columns, S-joints and PCa-panels. It could be confirmed that the mixed structure can be established. (author)

The results of a study conducted by Working Group 10 of the AGARD Fluid Dynamics Panel to investigate the limits of boundary layer methods, both the integral and field type formulations, for calculating three-dimensional turbulent separated flow are presented. Test cases used to assess the boundary layer calculations included the DFLVR prolate spheroid at angle of attack and the NASA-Ames Wing C. Comparisons between boundary layer calculations and experimental data are presented for these test cases along with observations, conclusions, and recommendations.

This paper describes the design of a test rig, which is used to apply a representative pressure load to a full-scale composite sandwich secondary aircraft structure. A generic panel was designed with features to represent those in the composite sandwich secondary aircraft structure. To provide full-field strain data from the panels, the test rig was designed for use with optical measurement techniques such as thermoelastic stress analysis (TSA) and digital image correlation (DIC). TSA requires a cyclic load to be applied to a structure for the measurement of the strain state; therefore, the test rig has been designed to be mounted on a standard servo-hydraulic test machine. As both TSA and DIC require an uninterrupted view of the surface of the test panel, an important consideration in the design is facilitating the optical access for the two techniques. This paper investigates the reduction of extraction-procedure toxicity by co-disposing various combinations of two wastes. When two wastes are mixed homogeneously, the extraction of heavy metals from the waste mixture is critically affected by the extract pH. Thus, co-disposal wastes will have a resultant pH between the pH values of its constituent. The lower the resultant pH, the lower the concentrations of heavy metals in the extract. Survey reveals Europe's refinery-waste disposal methods, amounts, and costs

Results of a survey conducted by Concawe on 75 oil refineries in Europe show that the total quantity of waste requiring disposal in 1986 was 0.5 million metric tons. This quantity of waste is but 0.13% of the total refinery throughput of 387 million metric tons during 1986. The survey revealed a wide range of disposal costs, depending on the particular properties of the waste and local conditions. Also, some of them are liquids of a high density, low surface tension, low latent heat and low specific heat. These particular chemical and physical properties of fluoro-organic compounds permit their use in very different fields such as electronics, medicine, tribology, nuclear and material science. The Sonatol process was developed under a contract with the DOE. The Waste Acceptance Preliminary Specifications (WAPS) require that the DWPF estimate the inventory of long-lived radionuclides present in the waste glass, and report the values in the Waste Form Qualification Report. In this report, conservative (biased high) estimates of the radionuclide inventory of glass produced from waste currently in the Tank Farm are provided. In most cases, these calculated values compare favorably with actual data. In those cases where the agreement is not good, the values reported here are conservative.

Though many energy based curriculum materials have been produced, none of them appears to be broadly disseminated throughout the country. This study investigated the effect of board type (unmodified vs. MAPE modified) on the surface quality and thickness swelling-water absorption properties of recycled high density polyethylene (HDPE) based wood plastic composites. Additionally, two commercially available coatings (cellulosic coating and polyurethane lacquer coating) were also applied to composite surfaces and their adhesion strength, abrasion and scratch resistance, and gloss values were determined. This study showed that modification of the composites with MAPE coupling agent increased the surface smoothness and reduced the water absorption and thickness swelling of the panels. Abrasion resistance of the composites was also improved through MAPE modification. Regardless of board type, higher scratch resistance and gloss values were observed for polyurethane lacquer coated samples compared to those of cellulosic varnish coated ones. Improvement of adhesion strength was also seen on SEM micrographs. ...

The Office of Energy Research was recently asked to perform a study of Large Scale Systems in order to facilitate the development of a true large systems theory. It was decided to ask experts in the fields of electrical engineering, chemical engineering and manufacturing/operations research for their ideas concerning large scale systems research. The author was asked to distribute a questionnaire among these experts to find out their opinions concerning recent accomplishments and future research directions in large scale systems research. He was also requested to convene a conference which included three experts in each area as panel members to discuss the general area of large scale systems research. The conference was held on March 26--27, 1984 in Pittsburgh with nine panel members, and 15 other attendees. The present report is a summary of the ideas presented and the recommendations proposed by the attendees.

Corruption and the environmental Kuznets Curve: Empirical evidence for sulfur

We investigate how corruption influences the income level at the turning point of the relationship between sulfur emissions and income, using a wide cross-national panel of countries, at different levels of development and with different degrees of corruption. Our results support the Environmental Kuznets Curve hypothesis for sulfur. We find evidence that the higher the country's degree of corruption, the higher the per capita income at the turning point, suggesting different income-pollution paths across countries due to corruption. We build upon a new specification for the EKC developed by Bradford et al. (2005) that avoids using nonlinear transformations of potentially nonstationary regressors in panel estimation. Chromosomal localization and structure of the human type II IMP dehydrogenase gene

We determined the chromosomal localization and structure of the gene encoding human type II inosine 5{prime}-monophosphate dehydrogenase (IMPDH, EC 1.1.1.205), an enzyme associated with cellular proliferation, malignant transformation, and differentiation. Using polymerase chain reaction (PCR) primers specific for type II IMPDH, we screened a panel of human-Chinese hamster cell somatic hybrids and a separate deletion panel of chromosome 3 hybrids and localized the gene to 3p21.1{yields}p24.2. Two overlapping yeast artificial chromosome clones containing the full gene for type II IMPDH were isolated and a physical map of 117 kb of human genomic DNA in this region of chromosome 3 was constructed. The gene for type II IMPDH was localized and oriented on this map and found to span no more than 12.5 kb.

This plan details the operations generating this waste, the proper handling of this material and the procedures used to treat or dispose of the hazardous waste. Conversion of Idaho National Engineering and Environmental Laboratory radioactive sodium-bearing waste into a single solid waste form by evaporation was demonstrated in both flask-scale and pilot-scale agitated thin film evaporator tests. A sodium-bearing waste simulant was adjusted to represent an evaporator feed in which the acid from the distillate is concentrated, neutralized, and recycled back through the evaporator. The advantage to this flowsheet is that a single remote-handled transuranic waste form is produced in the evaporator bottoms without the generation of any low-level mixed secondary waste. However, use of a recycle flowsheet in sodium-bearing waste evaporation results in a 50% increase in remote-handled transuranic volume in comparison to a non-recycle flowsheet.

The turbine is hooked up to a four kilowatt Trace inverter charger which is coupled through a DC disconnect and C-60 charge controller to two sets of solar panels (seven panels of 120 W each by Solarex SX 120, and five panels by Sharp, each providing 1600 watt of solar power). In fiscal 1996, some experiments and numerical analyses were proposed which are necessary to solve technological issues extracted in fiscal 1995 for heat insulation structure. The issue was roughly classified into vacuum and non-vacuum insulation, and their basic functions and required performance were arranged. Boil-off rate of 0.2-0.4%/d was targeted. The insulation system which applies polyurethane form (PUF) to tank surfaces and injects atmospheric N2 gas into the surrounding hold space, could achieve the targeted insulation performance by PUF of 1m in thickness. The Neutral Beam Test Facility (NBTF) to be realized in Padoa will test the Neutral Beam Injection (NBI), one of the Heating and Current Drive Systems foreseen for ITER. The NBI is based on the acceleration of hydrogen or deuterium negative ions up to 1 MeV. This work has been aimed at assessing the tritium release from the NBTF in order to provide data for the safety analysis. In particular, the diffusion of the tritium through the neutral beam target material (the CuCrZr alloy calorimeter panels) has been assessed by using literature data of the diffusion coefficient. The tritium generated inside the calorimeter panels moves into both the vacuum and water side: the tritium diffusion flux has been evaluated during the beam-on (200 deg. C) and the beam-off (20 deg.
