Each site that meets the threshold quantities of toxic chemicals established in the Emergency Planning and Community Right-to-Know Act (EPCRA) will participate in this goal. The Maritime Transportation Security Act of 2002 amended the Deepwater Port Act of 1974 to permit the construction of offshore liquefied natural gas (LNG) terminals. Terminals with environmentally destructive open-loop regasification systems were quickly approved in the Gulf of Mexico. This study analyzed the political methods of the George W. Bush administration to determine how it developed offshore LNG. Findings showed that the Bush administration worked closely with the energy industry to promote national energy security and limited the role of certain federal and state agencies through a centralized policy process.

The primary purpose of the Waste Management Program Plan is to provide an annual report of how Waste Management's operations are conducted, what facilities are being used to manage wastes, what forces are acting to change current waste management systems, and what plans are in store for the coming fiscal year. In addition, this document projects activities for several years beyond the coming fiscal year in order to adequately plan for safe handling, storage, and disposal of radioactive wastes generated at the Savannah River Site and for developing technology for improved management of wastes. In November 1995, the Australian and New Zealand Environment and Conservation Council (ANZECC, the Council of State and National Environment Ministers) adopted a National Management Plan for PCBs. This was a significant milestone in the very long saga of Australian efforts to develop public policy and management structures for dealing with persistent organochlorine wastes. The author was part of a four-person consultation panel that carried out a public involvement program to assist and inform the process of developing the National Management Plan. The program involved, among other things, visiting every state and territory of Australia at least twice. Radioactive waste for legal and regulatory purposes may be defined as material that contains or is contaminated with radio-nuclides at concentrations or activities greater than clearance levels as established by the regulatory body, and for which no use is foreseen. Safe management of radioactive waste is essential to ensure protection of humans and environment. Radioactive waste management policy is a guideline for the safe management of radioactive waste. It expresses the commitment of the country towards the goal. Government should initiate investigation into best long-term option for management of spent nuclear fuels. This article analyses the process of preparing the proposal for a new Finnish National Waste Plan (NWP 2007-2016). The focus of this study is on the use of the alternative concepts of waste prevention or material efficiency and on the shift in discourse from the former to the latter concept. The strengths and weaknesses of these competing concepts were analysed using criteria such as synergy, semantic aspects, legal context and applicability to monitoring. The discourse presented by different stakeholder groups was analysed. The implications of choosing either of the concepts were illustrated. This publication questions the validity of the current approach taken by the Germany at ``closing the loop`` based on the example of packaging and packaging waste. A range of lessons have been identified from previous attempts to implement long term radioactive waste management policy in the UK and internationally. Many of these relate to the way the decision-making process is undertaken and the fact that there needs to be an open, transparent process that enables continuous stakeholder involvement. Aqueous radioactive high-level waste slurries are combined during processing steps that ultimately produce a stable borosilicate glass waste form. Chemically treated waste slurries are combined with each other and with glass frit-water slurries to produce the melter feed. Understanding the evolution of the rheological properties of the slurries is an important aspect of removing and treating the stored waste. To a first approximation, combinations of colloidal waste slurry with {approx}0.1-mm mean diameter glass frit or glass beads act in an analogous matter to slurries of spherical beads in Newtonian liquids. This paper experimentally evaluates the effects of applying autonomic management to the scheduling of maintenance operations in a deployed Chord network, for various membership churn and workload patterns. Two versions of an autonomic management policy were compared with a static configuration. The autonomic policies varied with respect to the aggressiveness with which they responded to peer access error rates and to wasted maintenance operations. In most experiments, significant improvements due to autonomic management were observed in the performance of routing operations and the quantity of data transmitted between network members. Of the autonomic policies, the more aggressive version gave slightly better results.

This paper evaluates the two well-known final waste disposal methods, incineration and landfilling. In particular we compare the social cost of two best-available technologies using a point estimate based on private and environmental cost data for the Netherlands. Not only does our comparison allow for Waste-to-Energy incineration plants but for landfills as well. The data provide support for the widespread policy preference for incineration over landfilling only if the analysis is restricted to environmental costs alone and includes savings of both energy and material recovery. Gross private costs, however, are so much higher for incineration, that landfilling is the social cost minimizing option at the margin even in a densely populated country such as the Netherlands. The Federal Government has responded to the situation with laws and regulations aimed at the producers of hazardous waste, including clinical laboratories. The Resources Conservation and Recovery Act (RCRA) imposes controls on hazardous waste management through the Code of Federal Regulations (CFR). The Environmental Protection Agency (EPA) and the Department of Transportation (DOT) regulate these activities through 40 CFR and 49 CFR. This study compares the attitudes of academic and government wetlands scientists about wetlands science and policy. Analysis of one thousand seven hundred responses to Delphi-type questions posed to twenty California scientists on a wide range of issues about California coastal wetlands found significant differences between academic and government scientists about wetlands definitions, threats to wetlands, wetlands policies, wetlands health, and wetlands mitigation strategies. These differences were consistent with descriptive models of political sociology developed by D. Price and C.P. Snow and with normative models of the philosophy of science developed in the renaissance by F. Bacon and R. Descartes. It addresses the current status of MSW management in Lebanon in terms of collection, transport and disposal, infers the associated impacts of such practices and discusses mitigation measures and finally proposes basic guidelines for a national strategy for solid waste management in the country. The study is based on available previous investigations and on a field survey of 113 villages in four different countries. Policy makers are turning to market-based mechanisms to engender innovative ways of reducing polluting air emissions. As with any emerging market, environmental policies must be carefully crafted so that the institutions and incentives needed to form working markets are developed. Attention must be paid to creating avenues for communities and other 'non-moneyed' or unorganised interests to be involved in the new market processes. This paper proposes a strategy to create sustainable, community-based methods to reduce polluting air emissions within the context of market-based incentive programs. This Final Environmental Impact Statement and Environmental Impact Report (Final EIS/EIR) has been prepared to meet the requirements of the National Environmental PolicyAct (NEPA) and the California Environmental Quality Act (CEQA). The Proposed Action includes the construction, operation, and decommissioning of a 48 megawatt (gross) geothermal power plant with ancillary facilities (10-12 production well pads and 3-5 injection well pads, production and injection pipelines), access roads, and a 230-kilovolt (kV) transmission line in the Modoc National Forest in Siskiyou County, California. Alternative locations for the power plant site within a reasonable distance of the middle of the wellfield were determined to be technically feasible. Three power plant site alternatives are evaluated in the Final EIS/EIR.
Municipal power systems developed early in the Pacific Northwest, but a new dimension was added in the 1930s when the public utility district (PUD) concept combining urban and rural areas encited vigorous debate and the public rejected private-utility candidates. A favorable national climate developed for consumer-owned systems during the 1920s and 30s encouraging the passage of the Federal Water Power Act, the creation of the Tennessee Valley Authority, the building of Hoover Dam, and the establishment of the Bonneville Power Administration. This article reviews developments following the Public Utility Act of 1935, which authorized the Federal Power Commission and the uniform system of accounts. In response to the need for a comprehensive and consistent approach to the complex issue of mixed waste management, a generalized methodology for remediation of a mixed waste site has been developed. The methodology is based on requirements set forth in the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Resource Conservation and Recovery Act (RCRA) and incorporates ``lessons learned`` from process design, remediation methodologies, and remediation projects. The methodology is applied to the treatment of 32,000 drums of mixed waste sludge at the Oak Ridge K-25 Site. A suspension-firing type radioactive waste incineration system is developed and cold demonstration testing of ceramic filters for the system are carried out. The incineration system, which is useful for a wide variety of waste materials, can serve to simplify the facilities and to reduce the costs for waste disposal. The incineration system can be used for drying-processing of concentrated waste liquids and disposal of flame resistant materials including ion exchange resins and rubber, as well as for ordinary combustible solid materials. An on-line backwash system is adopted to allow the ceramic filters to operate stably for a long period of time. This paper presents a systematic, auxiliary ''language'' for environmental analysis under the National Environmental PolicyAct (NEPA), in an attempt to correct this problem. The approach improves communication among disciplinary specialists, between an interdisciplinary team and a decision-maker, and between a federal agency and the general public by helping to identify important issues and impacts, and by reducing time, effort, cost, and paperwork. The Environmental Protection Agency (EPA) is developing generally applicable environmental standards for land disposal of Atomic Energy Act (AEA) low-level radioactive wastes (LLW) and certain naturally occurring and accelerator-produced radioactive material (NARM) wastes. It is EPA's intention that the LLW standards will protect public health and the environment. The LLW standards would cover disposal of all AEA materials not controlled by other EPA standards and some natural radioactive materials. The Tank Waste Remediation System (TWRS) Program mission is to store, treat, and immobilize highly radioactive Hanford Site waste (current and future tank waste and the strontium/cesium capsules) in an environmentally sound, safe, and cost-effective manner. The US Department of Energy is currently constructing the Waste Isolation Pilot near Carlsbad, New Mexico. The full-scale pilot plant will demonstrate the feasibility of the safe disposal of defense-related nuclear waste in a bedded salt formation at a depth of 2160 feet below the surface. WIPP will provide for the permanent storage of 25,000 cu ft of remote-handled (RH) transuranic waste and 6,000,000 cu ft of contact-handled (CH) transuranic waste. This paper covers the major mechanical/structural design considerations for the waste hoist and its hoist tower structure. Molten salt oxidation (MSO) is proposed as a {sup 238}Pu waste treatment technology that should be developed for volume reduction and recovery of {sup 238}Pu and as an alternative to the transport and permanent disposal of {sup 238}Pu waste to the WIPP repository. In MSO technology, molten sodium carbonate salt at 800--900 C in a reaction vessel acts as a reaction media for wastes. The waste material is destroyed when injected into the molten salt, creating harmless carbon dioxide and steam and a small amount of ash in the spent salt. The spent salt can be treated using aqueous separation methods to reuse the salt and to recover 99.9% of the precious {sup 238}Pu that was in the waste. Although destruction of United States wetlands has slowed, their continued conversion, especially in certain inland regions of the country, may pose adverse ecological effects over the next few decades. The Army Corps of Engineers' regulatory program (Section 404 of the Clean Water Act) protects most coastal wetlands, but provides no protection for 95% of the country's wetlands which remain inland. These inland, freshwater wetlands, converted for agricultural purposes, comprise 80% of the wetland losses over the past 30 years. This report outlines options for more effective federal management, such as the mapping and categorizing of wetlands to determine relative values. In effect, agencies can focus protection programs on higher-value wetlands, especially those threatened by agricultural conversion. Bonneville Power Administration (BPA) is proposing to fund the Tucannon River Spring Chinook Captive Broodstock Program, a small-scale production initiative designed to increase numbers of a weak but potentially recoverable population of spring chinook salmon in the Tucannon River in the State of Washington. BPA has prepared an Environmental Assessment (EA) (DOE/EA-l326) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental PolicyAct (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required, and BPA is issuing this Finding of No Significant Impact (FONSI).

On 7 May 2009, the Ministry of the Environment set up a working group to evaluate the possible use of biodegradable waste and other biodegradable material flows for energy production and obstacles to promoting their use in the whole production cycle. This review report acts as an inventory of commercially available techniques being tested or under development, particularly in the areas of the cutting horizon measurement methods associated with longwall mining equipment and coal/waste monitoring techniques in coal handling systems. While technology is available which can discriminate rocks from coal on a conveyor belt, the literature indicates that this hardware has yet to be adapted to continuous surface mining machines. 23 refs., 18 figs.
Considerable effort worldwide has been put into trying to find the best way to utilise the large amount of energy that we put into our dustbins every day. One of the problems encountered is that the waste collection systems tend to gather together in one place between 400 and 1000 t of the stuff everyday and since it is possible to extract rather more than 2 MW from each tonne, that is a lot of energy for which to find a market. In continental European cities, especially Germany, and Sweden with most of the population living in apartment blocks, and with colder winters than the UK, district heating provides a suitable market. With its milder winters, more diverse housing and cheap gas the UK is not such a fertile ground for district heating. But since the passing of the Energy Act in 1984, there is a steady market in electricity generation with the advantage that the purchase tariffs are published so that income can be accurately calculated.

Developing markets in the Pacific Basin depend heavily on the production and export of consumer goods. The generation of hazardous waste as a by-product of industrial production can be linked to adverse health outcomes, such as childhood leukemia, in ways that are presently unknown. In California, exposures resulting from hazardous waste disposal are of concern in the etiology of childhood cancer. Approximately 63% of the 57 hazardous waste sites that the U.S. Environmental Protection Agency (USEPA) included in the national priority list under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) statute were in the six-county San Francisco Bay area. This paper provides an overview of the state of municipal solid waste (MSW) management in the capital of Cameroon, Yaounde, and suggests some possible solutions for its improvement. The institutional, financial, and physical aspects of MSW management, as well as the livelihoods of the population, were analyzed. Our study revealed that distances and lack of infrastructure have a major impact on waste collection. Garbage bins are systematically mentioned as the primary infrastructure needed by the population in all quarters, whether it be a high or low standard community. The US investigated the use of {sup 233}U for weapons, reactors, and other purposes from the 1950s into the 1970s. Based on the results of these investigations, it was decided not to use {sup 233}U on a large scale. Most of the {sup 233}U-containing materials were placed in long-term storage. At the end of the cold war, the US initiated, as part of its arms control policies, a disposition program for excess fissile materials. Other programs were accelerated for disposal of radioactive wastes placed in storage during the cold war. Last, potential safety issues were identified related to the storage of some {sup 233}U-containing materials. This report is a compilation of the groundwater sampling results from three monitoring wells located near the Area 5 Radioactive Waste Management Site (RWMS) at the Nevada Test Site (NTS), Nye County, Nevada, for calendar year 2007. The NTS is an approximately 3,561 square kilometer (1,375 square mile) restricted-access federal installation located approximately 105 kilometers (65 miles) northwest of Las Vegas, Nevada (Figure 1). Acid mine drainage represents one of the most important environmental problem facing the mining industry. If the tailings contain sulphur, acid mine drainage will be generated as soon as the tailings are exposed to oxygen. In this paper, the authors discussed a technique for the storage of acid mine drainage generating tailings that delays and even eliminates the occurrence. It was suggested that tailings should be piled by incorporating, at regular intervals, compacted waste rock. Thermal convection and diffusion will prevent oxygen from reaching the tailings, and limit water circulation. The modelling of transfer processes (heat, water, oxygen) in a well known tailings dump, the Doyon Mine, was performed, and the results compared to the modelling where compacted waste rock had been incorporated at regular intervals. While performance measurement, as required by GPRA, is new to Federal Agencies, private industry has applied it at all organizational levels to better manage their operations for some time. This report has reviewed the construction of a cooling tower for the K reactor at the DOE Savannah River Site in Aiken, South Carolina. It has been found that the cooling tower would prevent further destruction of cypress and tupelo trees, would maintain a more consistent flow from site streams, and would allow earlier recovery of stream corridors inside a portion of the site. About 630 acres of wetlands have already been affected by the hot water discharged by the K reactor during the past 35 years. GAO believes that about 10 to 12 acres of additional damage would be prevented by the tower for every year the reactor is operated, and if current plans for re-start and retirement of the reactor are followed, less than 100 acres would be preserved. The Department of Energy (DOE) has prepared an environmental assessment (EA), DOE/EA-0804, for the proposed replacement of a deteriorated brine disposal pipeline from the Strategic Petroleum Reserve (SPR) Bryan Mound storage facility in Brazoria County, Texas, into the Gulf of Mexico. In addition, the ocean discharge outfall would be moved shoreward by locating the brine diffuser at the end of the pipeline 3.5 miles offshore at a minimum depth of 30 feet. The action would occur in a floodplain and wetlands; therefore, a floodplain/wetlands assessment has been prepared in conjunction with this EA. In mobile ad hoc networks (MANET), nodes usually belong to different authorities and pursue different goals. In order to maximize their own performance, nodes in such networks tend to be selfish and are not willing to forward packets for benefit of others. Meanwhile, some nodes may behave maliciously and try to disrupt the network through wasting other nodes resources in a very large scale. In this article, we present a reputation-based attack resistant cooperation stimulation (RACS) system which ensures that damage caused by malicious nodes can be bounded and cooperation among the selfish nodes can be enforced. Mathematical analyses of the system as well as the simulation results have confirmed effectiveness of our proposed system. RACS is completely self-organizing and distributed. It does not require any tamper-proof hardware or central management policy.

We have employed Environmental Scanning Electron Microscopy (ESEM) and Energy Dispersive X-ray (EDX) analysis to study the microstructural evolution of acrylic latex stabilised with a novel polysaccharide derived from agricultural waste. The analysis revealed that the micro structure of the latex in the 'wet' state consists of individual particles and clusters. Upon evaporation a discontinuous film is formed, with voids present within its structure, which is inconsistent with the conventional descriptions of film formation. Further ESEM examination of 'dry' specimens revealed that aging resulted in the formation of dendritic structures on the surfaces of the latex films, which EDX analysis confirmed to have been formed via crystallisation of salt. Due to the large number of chemicals in commerce without adequate toxicity characterization data, coupled with an ineffective federal policy for chemical management in the United States, many states are grappling with the challenge to identify toxic chemicals that may pose a risk to human health and the environment. Specific populations (e.g., children, elderly) are particularly sensitive to these toxic chemicals. In 2008, the Children's Safe Product Act (CSPA) was passed in Washington State. The CSPA included specific requirements to identify High Priority Chemicals (HPCs) and Chemicals of High Concern to Children (CHCCs). NEPA assessments of impacts on wetlands are often related to requirements of other laws, regulations, and executive orders, such as permitting requirements under Section 404 of the Clean Water Act and those contained in Executive Order 11990, Protection of Wetlands. This paper reviews recent NEPA environmental impact statements that contained assessments of impacts on wetlands or that involved projects likely to affect wetlands. The goal of this paper is to explore how compliance with the Clean Air Act Amendments of 1990 (CAAA), especially Title IV and emission trading under it, will affect the current relationship between state and federal regulation. It is difficult, with the limited experience we have had under Title IV, to be definitive about or to be a very strong advocate of too many policy positions. What may be most helpful at this point is to identify where the difficult issues in state/federal relations might arise; and then to explore ways in which tensions might be either avoided or resolved. One anticipated conclusion is that a traditional regulatory mindset could be very destructive if applied to this new area of oversight without due sensitivity to what Congress is trying to achieve in Title IV. Previous corrosion studies identified the materials Hastelloy C4, Ti 99.8-Pd, and carbon steels as promising for the manufacture of long-lived high-level waste containers that could act as an engineered barrier in a rock-salt repository. Here, the efficiency of the corrosion-resistant concept using surface-welded Hastelloy C4 as corrosion protection of carbon steel containers is compared with the corrosion-allowance concept using unalloyed or low-alloyed steels. The materials are examined in three disposal relevant brines (two rich in MgCl_2, one rich in NaCl) at 150 C. The results indicate that welded Hastelloy C4 is highly resistant to corrosion in the NaCl-rich brine. In the presence of sulfides or MgCl_2-rich brines, however, severe pitting corrosion occurs. The EPA proposed air emission guidelines for existing Municipal Waste Combustion (MWC) facilities on December 20, 1989. The regulation, 40 CFR Subpart Ca, was eventually issued on February 11, 1991, but Section 129 of the Clean Air Act Amendments of 1990 required the EPA to review and revise the regulations. On October 31, 1995, Subpart Ca was withdrawn and replaced by a more stringent regulation, 40 CFR Subpart Cb. The new guidelines apply to all existing MWC facilities for which construction began before September 20, 1994 and have a capacity to combust over 35 megagrams per day. Most facilities will be required to be in compliance with the new regulations four years from the date Subpart Cb was issued, or by December 19, 1999. The germination and growth of Pinus radials Don. plantlets in solid residues deriving from a Kraft pulp industry was evaluated. Plant conditions were monitored by histological studies of roots and shoot-tips, as well as by plant analyses of several essential and non essential elements. The solids employed consisted of ashes, fly-ashes, dregs, grits, primary sludge, brown stock screening rejects and various mixtures of them. Their addition, in a range of combinations to sandy/metamorphic or marine terrace/clay soils, resulted in effective and sustained growth under greenhouse conditions. Low proportions of wastes favored growth in most cases, indicating that they may act as fertilisers. In some experiments, especially in those where waste was added in proportions ranging from 50% to 60%, germination and/or development were slightly affected. Wells Ue5PW-1, Ue5PW-2, and Ue5PW-3 were sampled semi-annually for the required analytes: pH, specific conductance, total organic carbon (TOC), total organic halides (TOX), tritium, and major cations/anions. Results from all samples collected in 2003 were within established criteria. A one-year technology-transfer project involving ERDA installations and Hawaii consisted of sending teams from the Lawrence Livermore Laboratory on week-long field trips every two months to test the effectiveness of different methods of transferring technology information from federal sources to civilian clients. The team was questioned primarily on non-energy matters, and the energy questions asked related mostly to individuals or small industries. The team responed to all questions and found that a wide range of knowledge was more effective than having a sequence of experts. Hawaiians considered current major ERDA projects to be irrelevant to their needs. Myostatin is a member of the transforming growth factor-{beta} (TGF-{beta}) family and a strong negative regulator of muscle growth. Here, we present the crystal structure of myostatin in complex with the antagonist follistatin 288 (Fst288). We find that the prehelix region of myostatin very closely resembles that of TGF-{beta} class members and that this region alone can be swapped into activin A to confer signalling through the non-canonical type I receptor Alk5. Furthermore, the N-terminal domain of Fst288 undergoes conformational rearrangements to bind myostatin and likely acts as a site of specificity for the antagonist. In addition, a unique continuous electropositive surface is created when myostatin binds Fst288, which significantly increases the affinity for heparin. For an air conditioned building, the major electricity consumption is by the heating, and air conditioning (HVAC) system. This paper reports about in-situ corrosion studies on selected materials for long-term resistant high-level waste (HLW) packagings acting as a barrier in a rock salt repository. The materials (Ti 99.8-Pd, Hastelloy C4 and five iron-base materials) were investigated in heated boreholes in the Asse salt mine under simulated HLW disposal conditions prevailing in normal operation of repository and in certain accident scenarios. The experiments under normal operating conditions were performed at temperatures of 120 deg. C to 210 deg. In order to qualify corrosion resistant materials for high level waste (HLW) packagings acting as a long-term barrier in a rock salt repository, the corrosion behaviour of the preselected materials Ti 99.8-Pd, Hastelloy C4 and two unalloyed steels was investigated. The resistance of the materials to general corrosion, local corrosion and stress corrosion cracking was examined under postulated accident conditions in the repository by long-term immersion tests of up to 4 years duration and electrochemical methods. This report first addresses the motivations for a policy of energy efficiency and summarizes experiences in Brazil. It then considers the roles and perspectives of the diverse agents and review the instruments of policy. It concludes with an overview of strategic needs and lines of action.
This article analyzes the philosophical, sociological, and legal imperatives of including students with disabilities in ordinary schools. Some important global events that support inclusive education are discussed. The author reflects on Nigeria's newly revised National Policy on Education with its emphasis on inclusive education (2008), and the Universal Basic Education policy (1999). The paper deals with the disposal of radioactive waste and the plans for dealing with solid wastes of intermediate and low levels of activity, which are the responsibility of NIREX. NIREX is an executive body which co-ordinates the waste-disposal plans of the main radioactive waste producers. The disposal routes for the active wastes are described including the deep disposal of wastes containing material that will remain active for thousands of years. After the meeting a presentation was made about the report 'Government involvement in liberalised gas markets. A welfare-economic analysis of the Dutch gas-depletion policy' of the Netherlands Bureau for Economic Policy Analysis (CPB). This report analyses the welfare effects of two major components of the Dutch gas-depletion policy: the offtake guarantee for small-fields gas and the cap on production from the Groningen field. After the presentation a reaction was given to the report. Both presentations give an overview of the governmental policy and insight in the effects.

Critics often argue that the use of nuclear weapons would be irrational, would destroy humankind, and thus could not serve any rational policy goal. A related document, Instructions for Generating Inputs for the LANL ER Site Ranking System, contains detailed descriptions of the methods by which necessary inputs for the system will be generated. LANL has long recognized the need to provide a consistent basis for comparing the risks and other adverse consequences associated with the various waste problems at the Lab. The LANL ER Site Ranking System is being developed to help address this need. The three-level addition is now equipped with self-dimming lights, energy-efficient windows, a rooftop solar water heater, and a geothermal cooling and heating system. As a bonus for going green, the school district received a $250,000 grant from the Pennsylvania Department of Environmental Protection. The district used that money to create an information center in the lobby of the building where a touch-screen computer provides students, staff, and visitors with data related to the operation of the school's energy-efficient water and electrical systems. The application of biosolids to non-agricultural lands is becoming increasingly important as a method of waste disposal. Ecological endpoints at the population, community, and/or ecosystem level have not previously been emphasized in the development of regulatory standards for municipal sewage sludge. This risk assessment focuses on terrestrial endpoints in four ecosystem types to which substantial quantities of sludge have been applied or are expected to be applied in the future: northwest Douglas-fir forest, southeastern loblolly pine plantation, eastern deciduous forest, and semi-arid rangeland. Activities include management of Hanford wastes as well as waste transferred to Hanford from other DOE, Department of Defense, or other facilities. This work includes handling, treatment, storage, and disposal of radioactive, nonradioactive, hazardous, and mixed solid and liquid wastes. Major Waste Management Projects are the Solid Waste Project, Liquid Effluents Project, and Analytical Services. The Hanford Waste Vitrification Plant Project has been established to convert the high-level radioactive waste associated with nuclear defense production at the Hanford Site into a waste form suitable for disposal in a deep geologic repository. The Hanford Waste Vitrification Plant will mix processed radioactive waste with borosilicate material, then heat the mixture to its melting point (vitrification) to forin a glass-like substance that traps the radionuclides in the glass matrix upon cooling. One of the most challenging problems in Opportunistic Spectrum Access (OSA) is to design channel sensing-based protocol in multi secondary users (SUs) network. The potential hazard of landfill wastes was previously evaluated by examining the extraction procedures for individual waste, although various wastes were co-disposed of in actual landfills. This paper investigates the reduction of extraction-procedure toxicity by co-disposing various combinations of two wastes. When two wastes are mixed homogeneously, the extraction of heavy metals from the waste mixture is critically affected by the extract pH. Thus, co-disposal wastes will have a resultant pH between the pH values of its constituent. The lower the resultant pH, the lower the concentrations of heavy metals in the extract. Through a comprehensive meta-data analysis and bibliographic review, we collected information on both educational systems and their ICT adoption policies. Key differences necessary to understand how both countries have developed their educational systems by integrating ICT were analyzed, including the educational system structure, the organization of state entities responsible for educational ICT, cultural characteristics, the creation of policies regarding ICT in education, and the effectiveness of such policies for the expansion of infrastructure and the ICT curriculum integration. I formulate a model in which money coexists with equity shares on a risky aggregate endowment. Agents can use equity as a means of payment, so shocks to equity prices translate into aggregate liquidity shocks that disrupt the mechanism of exchange. I characterize a family of optimal monetary policies and find that the resulting equity prices are independent of monetary considerations. I also study a perturbation of the family of optimal policies that targets a positive constant nominal interest rate and find that in this case the real equity return includes a liquidity return that depends on monetary considerations.
Results of a survey conducted by Concawe on 75 oil refineries in Europe show that the total quantity of waste requiring disposal in 1986 was 0.5 million metric tons. This quantity of waste is but 0.13% of the total refinery throughput of 387 million metric tons during 1986. The survey revealed a wide range of disposal costs, depending on the particular properties of the waste and local conditions. A summary of total waste generation and how the waste is disposed of is shown. Details on the types of waste disposed, the disposal methods used, and the costs of disposal are detailed in this excerpt from the Concawe survey.

This paper uses selection criteria from various models in a bounds testing approach to cointegration to estimate the price and income elasticities of demand for total petroleum products (gasoline and diesel) and gasoline share in total products in Indonesia. The results suggest that both total products and gasoline share estimates are more responsive to changes in income than changes in the real price of petroleum products. These results have important policy implications as they suggest that policy makers may need to use market-based pricing policies and other policies such as public enlightenment in addition to regulations like minimum energy efficiency standards to promote efficiency and conservation and curb the rising consumption of petroleum products in Indonesia. A 100kg test furnace was built and simulated metallic waste was melted and solidified in this furnace. The Waste Acceptance Preliminary Specifications (WAPS) require that the DWPF estimate the inventory of long-lived radionuclides present in the waste glass, and report the values in the Waste Form Qualification Report. In this report, conservative (biased high) estimates of the radionuclide inventory of glass produced from waste currently in the Tank Farm are provided. In most cases, these calculated values compare favorably with actual data. In those cases where the agreement is not good, the values reported here are conservative.

Since 1976 the Austrian Research Centre Seibersdorf has the task to collect, treat and store radioactive waste (Radwaste) arising in Austria. Within the Department of Waste Management a variety of appropriate treatment systems are installed. For storing unconditioned and conditioned waste proper storage-halls are available. The collection of Radwaste is carried out using 100 l drums, for the conditioned waste the 200 l drum concept is used. The interim storage of conditioned waste is done at Seibersdorf until a final repository is built. The present plan foresees one to be in operation at the year 2012. (author).
This plan outlines the procedures and operations used at LLNL's Site 300 for the management of the hazardous waste generated. This waste consists primarily of depleted uranium (a by-product of U-235 enrichment), beryllium, small quantities of analytical chemicals, industrial type waste such as solvents, cleaning acids, photographic chemicals, etc., and explosives. This plan details the operations generating this waste, the proper handling of this material and the procedures used to treat or dispose of the hazardous waste. A considerable amount of information found in this plan was extracted from the Site 300 Safety and Operational Manual written by Site 300 Facility personnel and the Hazards Control Department.
By presenting some case studies, this paper analyzes China`s situation with regard to hazardous waste: its environmental trade, treatment, and management. The paper describes China`s experiences with the environmental trade of hazardous waste in both the internal and international market. Regulations for managing the import of waste are discussed, as are China`s major approaches to the trading of hazardous waste both at home and overseas. The use of nondestructive evaluation (NDE) methods is proposed for characterization of transuranic (TRU) waste stored at the Radioactive Waste Management Complex. These NDE methods include real-time x-ray radiography, real-time neutron radiography, x-ray and neutron computed tomography, thermal imaging, container weighing, visual examination, and acoustic measurements. Conversion of Idaho National Engineering and Environmental Laboratory radioactive sodium-bearing waste into a single solid waste form by evaporation was demonstrated in both flask-scale and pilot-scale agitated thin film evaporator tests. A sodium-bearing waste simulant was adjusted to represent an evaporator feed in which the acid from the distillate is concentrated, neutralized, and recycled back through the evaporator. The advantage to this flowsheet is that a single remote-handled transuranic waste form is produced in the evaporator bottoms without the generation of any low-level mixed secondary waste. However, use of a recycle flowsheet in sodium-bearing waste evaporation results in a 50% increase in remote-handled transuranic volume in comparison to a non-recycle flowsheet.

This review covers the status of international research and development on waste forms as of May 1979. Although the emphasis in this report is on waste form properties, process parameters are discussed where they may affect final waste form properties. This article examines relevant government policy documents on education and culture and discovers that Nigerian education authorities do not "discriminate" against art and culture in its articulation of educational policies per se, but lack of administrative machinery or political will has resulted in the deprivation of the Nigerian child in the process of creative activity in early childhood development. The article argues that lack of creative ability in our educational products is perhaps a major setback in the nation's quest for industrial and technological development. In this article a new art curriculum for elementary schools is advocated as a means of engaging the young child in order to attain functional educational skills necessary in the world of work.
The article draws on interpretive frameworks from diffusion research and social network analysis to explore one particular "travelling reform"--outcomes-based education--that went global. The argument is made that by virtue of studying late adopters of a travelling reform one is examining globalisation. The cases in point for late adoption are Central Asian education systems (in particular Mongolia and Kyrgyz Republic) that borrowed outcomes-based education reforms at a time when the popularity of similar reforms were already in decline in other countries, notably in New Zealand, Australia and South Africa. First, it establishes some stylised facts concerning key variables in the housing market on the two sides of the Atlantic, such as real house prices, residential investment and mortgage debt. It then presents evidence from Structural Vector Autoregressions (SVAR) by focusing on the effects of monetary policy, credit supply and housing demand shocks on the housing market and the broader economy. This report summarizes the information gathered by CONCAVE in a 1993 survey of waste generation and disposal by the oil refineries in Western Europe. The survey covered the types of waste produced, their quantities, disposal routes and costs of disposal. The results are compared with those from a 1986 survey, but because of the increased numbers of refineries reporting, comparison is difficult. The survey revealed wide variations in disposal costs depending on waste type and local circumstances.
In this study, we investigate an inter-industrial and inter-regional recycling system for industrial waste by the cement industry in Japan. We develop a linear programming model that represents cement production processes and waste transportation of all cement factories in Japan. We simulate cost and CO{sub 2}-minimizing systems. The result implies that making waste transportation more efficient in cost is an effective means for CO{sub 2} reduction. (author)
Cattle and pig wastes, orange peels, compost, and grain husks were hydrolyzed in an alkaline medium to investigate the CH4 generation capacity. The respective CH4 production capacities from pig wastes and rice hulls were approximately 1 and approximately 0.1 L/g. The CH4 produced can be used to supplement energy requirements of farms.

A summary is given of the 1983 NRPB-GS1 Report on the 'Radiological protection objectives for the disposal of solid radioactive wastes'. The two principal difficulties in applying the ICRP system of dose limitation to some solid waste disposal methods are outlined. Biomass is a potential source of energy that can reduce our dependency on oil as the main source of energy. In addition to municipal solid waste, animal and olive wastes are the main sources of organic waste in Jordan. In 2005, there were more than 2.4 million heads of sheep, about 72 thousand cows, and 40 million hens being raised in farms distributed in all governorates of Jordan. These animals produce 5.3 million tons (as exerted) of solid waste per year. If these quantities can be effectively collected they may constitute a valuable source of energy. Revolving type fluidized-bed technology, developed by Ebara Corp., is installed in more than 100 facilities worldwide. The technology is applied for waste, coal and in situations where a conventional fluidized bed is difficult to use. The Joint Convention on the Safety of Spent Fuel management and on the Safety of Radioactive Waste Management is the first legal instrument to directly address the safety of spent fuel and radioactive waste management on a global scale. One important factor frustrating optimal management of Department of Energy (DOE)-complex wastes is the inability to use licensed and permitted facilities systematically. Achieving the goal of optimal use of DOE`s waste management facilities is politically problematic for two reasons. First, no locale wants to bear a disproportionate burden from DOE wastes. Second, the burden imposed by additional wastes transported from one site to another is difficult to characterize. Waste discharges to these cribs via overflow form 241-B, 241-BX, and 241-BY tank farms, and waste discharged to these cribs from sources other than B-Plant are discussed.Discharges from B-Plant to other cribs, unplanned releases, or waste remaining in tanks are not included in the report. Waste stream composition information is used to predict quantities of individual chemicals sent to cribs. This provides an accurate mass balance of waste streams from B-Plant to these cribs. The Rocky Flats Plant (RFP) generates large volumes of a low level aqueous waste stream high in nitrate salts. The aqueous waste is concentrated by evaporation and then mixed with Portland cement prior to transport and disposal. Planned process upgrades include a new horizontal thin film evaporator. Temperature of brine at discharge end of the new evaporator will be near boiling point. Introduction of hot water to cement can degrade the monolithic waste form. Many Pacific Basin countries rely on oil for electricity production. Alternative fuel sources such as coal, which is available in the Pacific Basin, can help mitigate adverse impacts of sudden price increases or supply disruptions. Coal combustion produces solid and potentially hazardous wastes of concern to environmental regulators and utility managers. This paper identifies issues associated with managing coal combustion wastes in the Pacific Basin, using the state of Hawaii as a case study. Hawaii is typical of many Pacific Basin locations in that it depends on oil, has limited sites, for waste management operations, and is subject to domestic and international waste management regulations. The term 'health/functional food' (HFF) refers to food supplements containing nutrients or other substances (in a concentrated form) that have a nutritional or physiological effect whose purpose is to supplement the normal diet. The Korean Health/Functional Food Act that came into effect in 2004 requires these products to be marketed in measured doses, such as in pills, tablets, capsules, and liquids. HFFs are of two types: generic and product-specific. There are 37 ingredients listed in the act for generic HFFs, and if an HFF contains a new active ingredient that is not included in the generic 37 products, it is considered a product-specific HFF. The standardization, safety, and efficacy of a new active ingredient are reviewed by the Korean Food and Drug Administration in order to receive approval as a product-specific HFF. The purpose of the Energy Incentives and Agricultural Financial Resources Act of 1986 is to provide fair incentives for the domestic production of oil and gas, and to give flexibility to financial institutions with regard to energy and agricultural loans. The legislation reflects the current drop in activity and investment as a result of economic conditions and tax laws. It amends the Federal Deposit Insurance Act to assist troubled banks in providing capital and restructuring loans for energy development and agricultural pursuits. Title II repeals certain restrictions on the use of natural gas and petroleum imposed under the Fuel Use Act to open up markets and eliminate pricing requirements.
Nuclear and other radioactive materials may get smuggled into the country aimed at malicious acts. Radioactive material detected accidentally or during inspection at the entry points/national borders may indicate illicit trafficking for the purpose of nuclear/radiological terrorism. As country requires prevention and preparedness for response to these malicious acts, nuclear forensic techniques are to be developed incorporating radiological safety aspects. Nuclear forensics helps in determining the origin, intended use, legal owner and the smuggled route etc. by using fingerprinting as well as comparison with reference data. Australia?s nationally consistent framework for gene technology regulation is underpinned by the Gene Technology Act 2000, administered by an independent decision-maker, the Gene Technology Regulator. The object of the Act is ?to protect the health and safety of people, and to protect the environment, by identifying risks posed by or as a result of gene technology, and by managing those risks through regulating certain dealings with genetically modified organisms?. Marketing and trade impacts are outside the scope of assessments required by the Act. Yucca Mountain in Nevada represents the proposed solution to what has been a lengthy national effort to dispose of high-level radioactive waste, waste which must be isolated from the biosphere for tens of thousands of years. This chapter reviews the background of that national effort and includes some discussion of international work in order to provide a more complete framework for the problem of waste disposal. Other chapters provide the regional geologic setting, the geology of the Yucca Mountain site, the tectonics, and climate (past, present, and future). These last two chapters are integral to prediction of long-term waste isolation.
In recent years, there has been increasing demand for resource-recycling of waste plastic, especially due to the introduction of legislation on recycling of materials used for packages of household goods. Methods of recycling waste plastic from household goods are currently still under development, and appropriate techniques to deal with such waste are required. Toshiba has developed a technique to dehydrochlorinate plastic containing polyvinyl chloride (PVC). There is a model on the Oak Ridge Reservation which provides requirements for determining capacities and capabilities related to low-level, hazardous, and mixed wastes. In FY 1987, the model will be sufficiently advanced to provide various waste management scenarios. These scenarios will be compared technically, operationally, and financially by use of waste characterization data and process simulators that are currently under development. The results of the process simulations will be used to help identify waste treatment, storage, and disposal technologies that need to be demonstrated prior to full-scale development for DOE use. The information derived from this effort will be made available to all DOE facilities.
A method for encapsulating and immobilizing waste for disposal. Waste, preferably, biologically, chemically and radioactively hazardous, and especially electronic wastes, such as circuit boards, are placed in a crucible and heated by microwaves to a temperature in the range of approximately 300{degrees}C to 800{degrees}C to incinerate organic materials, then heated further to a temperature in the range of approximately 1100{degrees}C to 1400{degrees}C at which temperature glass formers present in the waste will cause it to vitrify. Glass formers, such as borosilicate glass, quartz or fiberglass can be added at the start of the process to increase the silicate concentration sufficiently for vitrification.
This document presents the basic Quality Assurance (QA) requirements which shall be included in the Quality Assurance Program established by sites planning to certify Transuranic (TRU) Waste to Waste Isolation Pilot Plant (WIPP) Waste Acceptance Criteria. These QA requirements were modeled after ANSI/ASME NQA-1-1979. The application of quality assurance to Waste Certification Programs is required by WIPP-DOE-069 and DOE Order 5700.6A, as implemented by DOE Order AL 5700.6A.
The Waste Acceptance Preliminary Specifications (WAPS) require that the DWPF estimate the inventory of long-lived radionuclides present in the waste glass, and report the values in the Waste Form Qualification Report. In this report, conservative (biased high) estimates of the radionuclide inventory of glass produced from waste currently in the Tank Farm are provided. In most cases, these calculated values compare favorably with actual data. In those cases where the agreement is not good, the values reported here are conservative.
In a treatment system of radioactive waste solution including sodium sulfate generated from a boiling water type nuclear reactor, waste solution is fed into a thin film evaporator where the waste solution is evaporated and made into powder while precipitating in a peripheral surface of the evaporator vessel. The surface of the precipitated solid is wiped by rotating wiper blades and removed off as radioactive solid powder. The rotational speed of a rotor to which the wiper blades are secured is controlled at a minimum and necessary rotational speed which contributes to make the waste solution into the powder so that the rate of worn out of the wiper blade is decreased.
This document establishes the minimum training requirements for the Plutonium Finishing Plant (PFP) personnel who are responsible for management of dangerous waste. The training plan outlines training requirements for handling of solid dangerous waste during generator accumulation and liquid dangerous waste during treatment and storage operations. The implementation of this training plan will ensure the PFP facility compliance with the training plan requirements of Dangerous Waste Regulation. Chapter 173-303-330. In October 1992, the US Department of Energy, Richland Field Office (RL) requested that Westinghouse Hanford Company (WHC) respond to a letter from EM-331 asking for completion of a survey of items in storage but not categorized as waste (Roberts 1992). The letter contained an attachment with instructions on how to fill out the attached form and what to exclude from the survey (Appendix A). This report is a summary of the information from the response issued to RL. This report primarily is for use in estimating future waste volumes that may have been overlooked because of the nature of their classification as material not categorized as waste (MNCAW) (i.e., not yet declared Waste).
The ANDRA, the French national agency of radioactive wastes, is organizing today the information needs of tomorrow. The aim is to allow the future generations to have access to the knowledge of the existence of subsurface radioactive waste facilities and to understand the context and technologies of such facilities. The storage of this information is made on 'permanent paper', a high resistant paper with a lifetime of 600 to 1000 years. An updating of these data is made every 5 years for each waste disposal center. Another project, still in progress, concerns the memory management of deep geologic waste disposal facilities for which the time scale to be considered is of the order of millennia. (J.S.)
In January, 1985, the Government of Thailand sought assistance from the United States Trade and Development Program (USTDP) to undertake a feasibility study to review and update the solid waste management master plan, with particular emphasis to be placed on waste disposal methods. In April, 1985, the USTDP engaged the firm of Engineering and Economic Research, Inc. to carry out a definitional/prefeasibility study to assess the potential of a project for solid waste management and energy production using municipal solid waste as fuel.
An estimated 265 million tons of hazardous waste are generated annually in the United States. Traditional waste disposal methods are inadequate, and many are no longer environmentally acceptable. Still, the waste increases along with demands for clean, environmentally safe methods for dealing with it. Faced with these demands, many hazardous waste generators are turning for help to co-processing,'' technology that goes beyond a no-impact solution to one of net positive impact, both environmentally and economically. The bituminzation of decontamination and ion exchange resin stripping wastes with four grades of asphalt was investigated to determine the effects of asphalt type on the properties of the final products. All waste forms deformed readily under light loads indicating they would flow if not restrained. It was observed in all cases that product leaching rates increased as the hardness of the asphalt used to treat the waste increased. If bituminization is adopted for any Ontario Hydro aqueous radioactive wastes they should be treated with soft asphalt to obtain optimum leaching resistance and mechanical stability during interim storage should be provided by a corrosion resistant container.
The anaerobic biogasification of organic wastes generates two useful products: a medium-Btu fuel gas and a compost-quality organic residue. Although commercial-scale digestion systems are used to treat municipal sewage wastes, the disposal of solid organic wastes, including municipal solid wastes (MSW), requires a more cost-efficient process. Modern biogasification systems employ high-rate, high-solids fermentation methods to improve process efficiency and reduce capital costs. The design criteria and development stages are discussed. These systems are also compared with conventional low-solids fermentation technology.
