The economies of East Asia are predominantly export based and, therefore, place special emphasis on the security of the sea lines of communication (SLOCs). Due to economic globalization, the United States shares these concerns. Cooperative measures by the concerned parties could reduce the potential for disruption by maritime conflicts. Primary threats against the SLOCs are disputes over the resources under the seas, disputes over some small island groups, disputes between particular parties (China-Taiwan and North-South Korea), or illegal activities like smuggling, piracy, or terrorism. This paper provides an overview on these threats, issue by issue, to identify common elements and needed cooperation. This study has been carried out in the framework of a collaboration between the laboratory of processes automation (LAP, Caen (France)), and Air Com, a monitoring network for the prevention of atmospheric pollution in Basse-Normandie. It aims at obtaining a medium and long term forecast of the ozone level above the Caen city. The expected goal is to foresee the pollution peaks exceeding the warning thresholds, but the rareness of such events make them more difficult to predict. In order to solve this kind of problem, a neural modeling method combined with a noise injection technique has been implemented in order to obtain a sufficiently performing model over the whole domain of operation. Experimental results show that certain message passing algorithms, namely, Survey Propagation, are very effective in finding satisfying assignments for random satisfiable 3CNF formulas which are considered hard for other SAT heuristics. Unfortunately, rigorous understanding of this phenomena is still lacking. In this paper we make a modest step towards providing rigorous explanation for the effectiveness of message passing algorithms. We analyze the performance of Warning Propagation, a popular message passing algorithm that is simpler than Survey Propagation. Event-based biosurveillance is a scientific discipline in which diverse streams of data, available from the Internet, are characterized prospectively to provide information on infectious disease events. Biosurveillance complements traditional public health surveillance to provide both early warning of infectious disease events as well as situational awareness. The Global Health Security Action Group (GHSAG) of the Global Health Security Initiative is developing a biosurveillance capability that integrates and leverages component systems from member nations. This work discusses these biosurveillance systems and identifies needed future studies.

More than 2 years after the Gulf conflict, scientists are continuing to keep a close watch on marine pollution stemming from the war. Following the conflict in early 1991, major concern was raised worldwide when an estimated four to eight million barrels of crude oil were directly released into the Persian Gulf from the Sea Island terminal in Kuwait. Such amounts clearly made it the largest oil spill in history. The catastrophe was exacerbated when Kuwaiti oil fields were ignited. The magnitude of the pollution, and the types of toxic contaminants involved, led to a worldwide response through the United Nations system. An inter-agency plan of action was developed quickly. As one of its steps, the co-ordinating agency - the United Nations Environment Programme (UNEP) - asked the IAEA's Marine Environment Laboratory (MEL) in Monaco to help make a preliminary assessment of the situation. The management and combination of uncertain, imprecise, fuzzy and even paradoxical or high conflicting sources of information has always been, and still remains today, of primal importance for the development of reliable modern information systems involving artificial reasoning. In this introduction, we present a survey of our recent theory of plausible and paradoxical reasoning, known as Dezert-Smarandache Theory (DSmT), developed for dealing with imprecise, uncertain and conflicting sources of information. We focus our presentation on the foundations of DSmT and on its most important rules of combination, rather than on browsing specific applications of DSmT available in literature. Several simple examples are given throughout this presentation to show the efficiency and the generality of this new approach.

Purpose: To secure the reactor operation safety by the provision of a fluid pressure detecting section for control rod driving fluid and a control rod interlock at the midway of the flow pass for supplying driving fluid to the control rod drives. Constitution: Between a driving line and a direction control valve are provided a pressure detecting portion, an alarm generating device, and a control rod inhibition interlock. The driving fluid from a driving fluid source is discharged by way of a pump and a manual valve into the reactor in which the control rods and reactor fuels are contained. The usefulness of psychoanalysis to psychosomatic medicine has been limited by the longstanding assumption that the psychological disorder in psychosomatic patients resembles the conflict-based psychopathology that Freud identified in psychoneurotic patients. Recent investigations of the alexithymia construct, and the discovery that social relationships can influence health over the entire life span, have challenged this assumption and created an opportunity for a new and active involvement of psychoanalysis with psychosomatic medicine. In this contribution, I offer a synthesis of contemporary psychoanalytic observations and theories with concepts and research findings from developmental psychology, developmental biology, and the biomedical sciences. Unfortunately, there is one particular area - the interaction with heating, ventilation and air conditioning (HVAC) services - where nuclear power stations pose a seemingly insoluble conflict: that between the need to contain and the need to ventilate. Now, however, solid state fire dampers using power fluidics may promise a solution. One of the key characteristics of a fluidic device is that it is 'solid state', i.e. it has no moving parts. Structural and functional responses of a benthic macroinvertebrate assemblage to pulses of the insecticide imidacloprid were assessed in outdoor stream mesocosms. Imidacloprid pulses reduced invertebrate abundance and community diversity in imidacloprid-dosed streams compared to control streams. These results correlated well with effects of imidacloprid on leaf litter decomposition and feeding rates of Pteronarcys comstocki, a stonefly, in artificial streams. Reductions in oxygen consumption of stoneflies exposed to imidacloprid were also observed in laboratory experiments. Our findings suggest that leaf litter degradation and single species responses can be sensitive ecotoxicological endpoints that can be used as early warning indicators and biomonitoring tools for pesticide contamination. We have studied in detail the transient enhanced diffusion observed during furnace or rapid-thermal-annealing of ion-implanted Si. We show that the effect originates in the trapping of Si atoms by dopant atoms during implantation, which are retained during solid-phase-epitaxial (SPE) growth but released by subsequent annealing to cause a transient dopant precipitation or profile broadening. The interstitials condense to form a band of dislocation loops located at the peak of the dopant profile, which may be distinct from the band formed at the original amorphous/crystalline interface. The band can develop into a network and effectively getter the dopant. We discuss the conditions under which the various effects may or may not be observed, and discuss conflicting observations on As/sup +/ implanted Si.

The Spratly Islands are developing into a flashpoint in the South China Sea region. Geological surveys conducted underneath the seabed of these islands following the oil crisis in the 1970s shows an enormous potential of oil and gas reserves. Moreover, with the adoption of the new International Law of the Sea concept there are overlapping claims by contending countries. Unless these claimant countries reconcile their differences and come to terms, the conflict is bound to escalate. This thesis is an in depth study of the disputes over the Spratlys and examines four cases of islands based territorial disputes that could be used as a model in resolving these tensions. This thesis argues that a military option will only create division and in-flame longstanding animosities. New Rb-Sr age measurements are reported for a number of intrusives from Angola. Data for the Njoio and Tchivira nepheline syenite bodies yield mineral isochrons indicating ages of 104,3+-0,8 Ma and 130,8+-1,4 Ma respectively. Palaeomagnetic studies on the same occurrences gave marginal and scattered results respectively. Micas from the Camafuca crater-facies kimberlite yielded and apparent age of 1 822+-151 Ma, a result that is far in excess of the Tertiary (or younger) age inferred for this pipe. Similarly conflicting data were obtained for the Nova Lisboa kimberlite. It is likely that older crustal micas incorporated in the kimberlite breccias are responsible for the anomalous ages reported on the kimberlites. Satisfactory palaeomagnetic data are reported for the Zenza and Bailundu occurrences, not dated by the Rb-Sr method. A convenient K-Ar age of 80+-0,8 Ma was obtainable for Zenza.

It is a particularly popular approach in genomic and proteomic sequence analysis. Numerous mappings of symbolic sequences have been proposed for various applications. It is unclear however whether the processing of symbolic data provides an artifact of the numerical mapping or is an inherent property of the symbolic data. Abstract Lyme neuroborreliosis (LNB) is a serious but treatable disease. The diagnosis of LNB poses a challenge to clinicians, and improved tests are needed. The C6-peptide ELISA is frequently used on serum but not on cerebrospinal fluid (CSF). Data on the sensitivity of the C6-peptide ELISA in CSF in patients suffering from LNB have been conflicting. Serum-CSF pairs from 59 LNB patients, 36 Lyme non-neuroborreliosis cases, 69 infectious meningitis/encephalitis controls and 74 neurological controls were tested in a C6-peptide ELISA. With the optimal cut-off of 1.1, the sensitivity of the C6-peptide ELISA for LNB patients in CSF was 95%, and the specificity was 83% in the Lyme non-neuroborreliosis patients, 96% in the infectious controls, and 97% in the neurological controls. A novel adaptive stabilizer, called an Adaptive Governor Power System Stabilizer (AGPSS), which operated on the governor turbine system, was described. There has been extensive research on adaptive excitation control of generators in power systems with the goal of achieving better dynamic performance. AGPSS tracks the frequency and damping of oscillations in a power system, and adjusts to ensure that there is always sufficient damping in the system. There is no interaction between stabilizers on different generating units, and each one acts independently, consuming oscillation energy locally. These stabilizers are easy to design and this facilitates their use in multimachine systems. Results obtained by nonlinear simulation of a single-machine and a three-machine power system were discussed, illustrating the effectiveness of the stabilizers in supplying damping and improving stability. Our method proposes a Hybrid algorithm which is based on the Multi Objective Particle Swarm Optimization for discovering biclusters in gene expression data. In our method, we will consider a low level of overlapping amongst the biclusters and try to cover all elements of the gene expression matrix. Experimental results in the bench mark database show a significant improvement in both overlap among biclusters and coverage of elements in the gene expression matrix.

How do people understand questions about cause and prevent? Some theories propose that people affirm that A causes B if A's occurrence makes a difference to B's occurrence in one way or another. Other theories propose that A causes B if some quantity or symbol gets passed in some way from A to B. The aim of our studies is to compare these theories' ability to explain judgements of causation and prevention. We describe six experiments that compare judgements for causal paths that involve a mechanism, i.e. a continuous process of transmission or exchange from cause to effect, against paths that involve no mechanism yet a change in the cause nevertheless brings about a change in the effect. Constitution: Dual cooling pipeway systems are disposed to the neutralizing plates of the impurity remover. A rupture detector (pressure gage) is mounted to each of the cooling pipeways and flow rate control valves to be opened and closed by the signal from the detector are disposed to the upstream and downstream of the cooling pipeway. In this constitution if the cooling pipes should be ruptured, the coolant supply is stopped to the ruptured system in which the flow rate valve is closed by the signal from the rupture detector. CNPT-3 is the laboratory designation of a strain of bacteria that reproduces best at deep-sea pressures. It was isolated from a sample collected at a 5800 m depth of the Pacific Ocean. This isolation was achieved from a sample that had been retrieved without warning. This year we demonstrated that there are similarly behaving bacteria that can be isolated from samples even when retrieved with decompression. The purpose of this project was to define the temperatures and pressures over which CNPT-3 can exist and function. (1) At 2"0C CNPT-3 is eurybathic from about 1000 to 6500 m, as judged from an only slightly pressure dependent generation time. (2) CNPT-3 is unquestionably barophilic at 2"0C, with doubling times of 9 hours at 580 bars and over 18 hours at 1 bar. Automatic weapons such as machine guns and submachine guns are found in the German-speaking region only in special army and police units and appear accordingly rarely in homicides, suicides and accidents. In the following, the findings in two cases of death with the use of machine and submachine guns are presented. The first case was a fatal accident during shooting on a training area (current machine gun of the German army, calibre 7.62 x 51 mm), the second case was a killing during a physical conflict (submachine gun MP 40 from World War II, calibre 9 x 19 mm). In the case with the machine gun autopsy disclosed typical entry holes corresponding to the calibre, but unusually large exit wounds with tissue bridges in the wound ground, measuring 4 x 2.5 cm in diameter. The human smooth muscle myosin heavy chain locus (MYH11) was mapped by fluorescence in situ hybridization to the middle of the p arm of chromosome 16 using a genomic cosmid clone containing coding sequences of the gene as probe. Probe from coding sequence, when applied to Southern blots of a panel of hybrids containing different portions of human chromosome 16, localized the gene to 16p13.13-13.12. Coding sequence PCR primers, when used on the DNA from a CHO-mouse hybrid clone mapping panel informative for mouse chromosomes, showed that the gene was located on mouse chromosome 16. These results correct a recent assignment of MYH11 from 16q12.2 to the region of the 16p-arm inversion breakpoint seen in acute myelomonocytic leukemia (AMML) M4Eo and demonstrate that the conflicting data do not result from the presence of additional MYH genes on the q arm of the chromosome. The principal paradigm for gamma-ray bursts (GRBs) suggests that the prompt transient gamma-ray signal arises from multiple shocks internal to the relativistic expansion. This paper explores how GRB prompt emission spectra can constrain electron (or ion) acceleration properties at the relativistic shocks that pertain to GRB models. The array of possible high-energy power-law indices in accelerated populations is highlighted, focusing on how spectra above 1 MeV can probe the field obliquity in GRB internal shocks, and the character of hydromagnetic turbulence in their environs. When encompassing the MeV-band spectral break, fits to BATSE/EGRET burst data indicate that the preponderance of electrons responsible for the prompt emission reside in an intrinsically non-thermal population. This differs markedly from typical populations generated in acceleration simulations; potential resolutions of this conflict such as the action of self-absorption are mentioned. ...

A nuclear resonance fluorescence experiment on {sup 88}Sr has been performed with bremsstrahlung of 6.7 MeV endpoint energy. The {gamma}-ray linear polarisation has been measured with a EUROBALL CLUSTER detector used as a Compton polarimeter. The results indicate positive parity for the J=1 state at 4.742 MeV in {sup 88}Sr, in contrast to the previous interpretation as a 1{sup -} two-phonon (2{sup +}{sub 1} x 3{sup -}{sub 1}) state and in conflict with the predictions of the quasiparticle-phonon model. On the basis of such calculations the 1{sup +} state at 3.486 MeV may be considered as the 1{sup +}{sub 1} one-phonon state and the very strong 1{sup +}{sub 1}{yields}0{sup +}{sub 1} deexcitation as proton spin-flip 2p{sub 1/2}{yields}2p{sub 3/2} transition. Cultures of 3T3-L1 cells were incubated with either 10 ng/ml cholera toxin or 10 ng/ml pertussis toxin from 4 days prior to the initiation of differentiation and throughout the subsequent incubation. Toxin concentrations were sufficient to completely prevent the labelling of alpha-subunits with ["3"2P]NAD"+ and pertussis toxin and to prevent by more than 90% the labelling with ["3"2P]NAD"+ and cholera toxin in membranes prepared from these cells. Neither toxin prevented the differentiation to the adipocyte phenotype. Neither toxin prevented the increases in the relative amounts of G-proteins which occur upon differentiation. Both toxins dramatically decreased the amount of beta-subunits. As measured by quantitative immunoblotting with antisera specific for both the 35 kDa and 36 kDa beta-subunits, levels of beta-subunit were decreased by more than 50% of steady-state level of control cells. This article reviews antisocial personality disorder, psychopathy, and violence and develops a three factor model of personality traits. Then a discussion of related personality disorders precedes the development of a categorical two factor model of impulsive versus remorseless violence. A paradigm of proactive, medical, and school based early intervention and prevention is advocated as a useful addition to the reactive detention of criminal justice. Integration of psychological tests, neuroimaging, and genomic data in early childhood and school based intervention strategies to prevent the development of conduct disorder and attenuate criminal propensity inform this approach. Eight years ago, corrosion and tube denting seriously threatened the reliability and design life of steam generators, especially for closed loop arrangements in pressurized water reactors (PWRs). Concentrated research by the Steam Generator Owners Group (SGOG) diagnosed the causes and produced effective solutions, notably guidelines for water chemistry control in the secondary loop. The guidelines recommend specific levels of water impurities and remedial actions to prevent cooling-water leaks in the condenser, prevent air leaks, limit corrosion product buildup, and remove some impurities while neutralizing others. Continued research in SGOB-II is investigating intergranular corrosion and stress corrosion cracking. 3 figures.

During facial surgery for a 68-year-old man, a fire broke out, resulting in first- and second-degree burns after a nasal cannula ignited in an oxygen-rich environment because of improper draping and tenting. DISCUSSION: Operating room (OR) fires can be prevented if any component of the "fire triangle"-fuels, ignition sources, and oxidizers-is reduced or eliminated. The use of supplemental oxygen in the OR via nasal cannulae, nebulizers, and oxygen cylinders must always considered a potential source of fire. Deficits in knowledge among the surgical team with respect to the prevention and management of surgical fires were apparent. Various chemical, physical, and mechanical methods to prevent unwanted deposition of mineral scale are described. The suitability of the different methods, which largely depends on the specific features and requirements of the system involved, is discussed. Pit lakes form when open-pit mining operations are discontinued and dewatering ceases. The increase in open-pit metal mining since the 1970s will lead to the formation of numerous pit lakes over the next 50 years. Many of these lakes will develop acid sulfate conditions with high levels of dissolved metals. Approaches to remediation of these conditions that have been recommended include the addition of lime or other alkaline materials and the stimulation of sulfate-reducing bacteria. However, prevention rather than remediation is probably the preferable approach. Measures to prevent oxidation of mining waste and wall rocks, including measures to fill pits quickly with water, to inhibit the activity of acidophilic sulfur-oxidizing bacteria, and to promote anoxic conditions at the lake bottoms may minimize the formation of acids and dissolved metals. Various control procedures have been suggested for reducing foodborne infectious diseases. Receiving considerable attention is irradiation. This report estimates the medical and wage (or productivity) benefits associated with prevention of five human diseases transmitted by beef, pork, and chicken. (These diseases can also be transmitted by other vectors, such as eggs, milk, and pets. But these sources are not included in the analysis.) All of these foodborne infectious diseases - salmonellosis, campylobacteriosis, trichinosis, tapeworm, and toxoplasmosis - could be significantly reduced by irradiating meat and poultry. The Food and Drug Administration (FDA) has just approved irradiation of pork to prevent trichinosis (50FR 29658-59) and is considering approval of irradiation of chicken to kill Salmonella. 22 references.

This book is mainly a comparison of the cost of pollution with the cost of environmental protection. As to the causes of pollution, a difference is made between pollutants that accumulate and pollutants that do not accumulate. Because of pollutant accumulation it is necessary to carry out both subsequent pollution abatement measures and to take preventive action which helps to avoid pollutant emission. Growth models serve to substantiate why such preventive action is both ecologically and economically useful as a rule. Finally the study makes a comparison between some tools of environmental protection. It stresses in particular that, if a duty on emissions is levied, the polluter has to bear all the cost of the pollution, while at the same time the quality of the environment can be more successfully improved than by emission standards alone.

Daya Bay Nuclear Power Plant is put into commercial operation in 1994 Until 1996, there are 368 human error events in operating and maintenance area, occupying 39% of total events. These events occurred mainly in the processes of maintenance, test equipment isolation and system on-line, in particular in refuelling and maintenance. The author analyses root causes for human errorievents, which are mainly operator omission or error procedure deficiency; procedure not followed; lack of training; communication failures; work management inadequacy. The protective measures and treatment principle for human error events are also discussed, and several examples applying them are given. Finally, it is put forward that key to prevent human error event lies in the coordination and management, person in charge of work, and good work habits of staffs.

Records of 154 patients with Ewing's sarcoma treated at the National Cancer Institute were reviewed to assess the incidence and risk of developing isolated central nervous system (CNS) Ewing's sarcoma. Sixty-two of the 154 patients had received CNS irradiation and intrathecal (i.t.) methotrexate as part of their initial therapy to prevent the occurrence of isolated CNS Ewing's sarcoma. The risk of developing isolate CNS Ewing's sarcoma was greatest within the first two years after diagnosis and was approximately 10%. The overall risk of CNS recurrence in the group of patients receiving DNS treatment was similar to the group receiving no therapy directed to the CNS. The occurrence of isolated CNS involvement was not prevented by the use of CNS irradiation and i.t. methotrexate. Because of a lack of efficacy to the CNS irradiation regimen, current treatment regimens do not include therapy directed to CNS.

As energy saving strategies may be in conflict with the criteria of indoor air quality and thermal comfort, a concept of the building environmental performance model (BEPM) has been developed to optimize energy consumption in HVAC systems without any deterioration of the indoor air quality and thermal comfort. The BEPM is divided into two main modules: the adaptive comfort temperature (ACT) module and the new demand control ventilation (nDCV) module. Carpal tunnel syndrome (CTS) is a common disorder, for which various conservative treatment options are available. The objective of this study is to determine the efficacy of the various conservative treatment options for relieving the symptoms of CTS. Computer-aided searches of MEDLINE (1/1966 to 3/2000), EMBASE (1/1988 to 2/2000) and the Cochrane Controlled Trials Register (2000, issue 1) were conducted, together with reference checking. Included were randomised controlled trials evaluating the efficacy of conservative treatment options in a study population of CTS patients, with a full report published in English, German, French or Dutch. Two reviewers independently selected the studies. Fourteen randomised controlled trials were included in the review.
