The author investigates whether the international law regime so far has developed any legal principles dealing with the problem of the dumping of radioactive waste in the sub-seabed, and whether any of such provisions available adequately tackle the problem in the light of the gravity of danger emanating from radioactive waste. The study covers over 30 different texts of international treaties and protocols. Points of main interest are the London Dumping Convention and the Montego Bay Convention on the Law of the Sea. Theft, illegal possession, smuggling, or attempted unauthorized sale of nuclear and radiological materials remains a worldwide problem. The Nuclear Smuggling International Technical Working Group (ITWG) has adopted a model action plan to guide investigation of these cases through a systematic approach to nuclear forensics. The model action plan was recently documented and provides recommendations concerning incident response, collection of evidence in conformance with required legal standards, laboratory sampling and distribution of samples, radioactive materials analysis, including categorization and characterization of samples, forensics analysis of conventional evidence, and case development including interpretation of forensic signatures. The skills have been improved, but there are also improvements under way, yet. The study gives an overview about the status of emergency preparedness in German power plants, about the legal framework for emergency preparedness and about the elements of an effective emergency preparedness planning. However, it does not deal with technical accident management but with the organisational aspects of emergency planning. Also, the study gives a short outlook for future trends of development in the field of emergency preparedness in Germany. New market based approaches are becoming increasingly important as instruments of environmental policy. The two main market approaches, i.e., transferable pollution permits (experimented in America), and 'green' energy surcharges (European philosophy), are described and discussed. An analysis of information on their state of implementation shows that, in the case of the former method, the greatest sources of difficulty arise in the determination of acceptable ceiling levels of emissions, in the distribution of permits among the various polluting firms, and in the legality of granting rights to pollute. Based on a mathematical simulation which reproduces accurate split and velocity profiles for the 100 and 200 metre sprints, the magnitudes of altitude and mixed wind/altitude-assisted performances as compared to their sea-level equivalents are presented. It is shown that altitude-assisted times for the 200 metre are significantly higher than for the 100 metre, suggesting that the ``legality'' of such marks perhaps be reconsidered.

Low resolution visual polarimetric photographic imagery of the Galveston Bay oil spill from a tanker accident on July 28, 1990 was obtained and analyzed. The low resolution imagery (30 to 100 meters) was obtained concurrently with high resolution (1 meter), and is representative of what would be seen by a polarimetric satellite. Orthogonal red-green-blue (RGB) polarimetric images obtained with color photography were digitized by KODALUX on to a CD ROM. These polarimetric images were then used to calculate the percent polarization. The positive and negative percent polarized radiation scattered by each of the sea surface waves is seen individually in high resolution imagery. Dimethyl methylphosphonate (DMMP), a chemical simulant of the nerve gas GB, was decontaminated with a nonthermal atmospheric pressure plasma. The decontamination efficiency was measured qualitatively by means of Fourier transform spectroscopy and quantitatively by means of gas chromatography. With helium gas only, 10g/m2 of DMMP on an aluminum surface was 99.9% decontaminated in 2min, furthermore, with the addition of 5% of oxygen gas, it was 99.99% decontaminated in 10min. Given the low input power (<100W) and temperature (<75degreeC), this plasma is eligible for nondestructive decontamination of almost all material surfaces.
In November 1977, 627 soldiers belonging primarily to the First Battalion, 82nd Airborne Division, stationed at Fort Bragg, were sent to the Canal Zone, Panama, for jungle warfare training. A medical surveillance program incorporating pre- and post-evaluations over a 6-month period with dermatologic examinations, questionnaires, and serologic tests was established. Ten cases of cutaneous leishmaniasis (1.6/100 men) were diagnosed by positive Leishmania culture. The demonstrated lack of sensitivity and specificity of the indirect fluorescent antibody test and the direct agglutination test render these serological methods useless as diagnostic screening methods in the early stages of this disease. The aim of this paper is to analyze the influence of the legal and institutional environment on bidder firm returns around the announcement date of cross-border Mergers and Acquisitions (M&As). The database includes 469 M&As of European (221 cross-border and 248 domestic) listed firms, with target firms being worldwide public or private firms (40 countries), over the 2002-2006 period. Shareholders of acquiring firms place greater value on cross-border M&A announcements than on domestic ones. The stronger (weaker) the legal and institutional environment of the acquirer firm country in comparison with that of the target firm country, the more positive (negative) the effect on acquiring-firm shareholders' valuation of M&As.

The role of law in a federal regulatory agency is examined from an organizational perspective. While law is usually viewed in terms of its legal, political, and social value consequences, it is postulated that it also has significant organizational consequences. The impact of those consequences is examined in the case of a single agency, the US Nuclear Regulatory Commission. The legal process is shown to be a powerful organizational characteristic of the government administrative agency, beginning with statuatory definition of organization goals, structure, and procedures and ending with judicial review of actions. Agency lawyers are shown to represent a distinct professional subculture within this agency. A collection of 14 papers from a June 1981 seminar assess the costs of damage caused by water pollution. The seminar focused on the economic rather than the legal standpoint by evaluating the cost of the clean-up operations themselves and other costs, such as direct or indirect economic losses, and converting into money terms the damage to the environment, the loss of recreational facilities, and biomass losses. The papers are grouped into four sections which look at the scale of risk, the clean-up costs for specific oil spills, other costs inflicted on coastal zones, and legal aspects of compensation. Separate abstracts were prepared for each of the 16 papers selected for the Energy Data Base.

Sulfur mustard (HD) is an alkylating and cytotoxic chemical warfare agent, which inflicts severe skin toxicity and an inflammatory response. Effective medical countermeasures against HD-caused skin toxicity are lacking due to limited knowledge of related mechanisms, which is mainly attributed to the requirement of more applicable and efficient animal skin toxicity models. Using a less toxic analog of HD, chloroethyl ethyl sulfide (CEES), we identified quantifiable inflammatory biomarkers of CEES-induced skin injury in dose- (0.05-2 mg) and time- (3-168 h) response experiments, and developed a CEES-induced skin toxicity SKH-1 hairless mouse model. A detailed chemical kinetic reaction mechanism is developed to describe incineration of the chemical warfare nerve agent sarin (GB), based on commonly used principles of bond additivity and hierarchical reaction mechanisms. The mechanism is based on previous kinetic models of organophosphorus compounds such as TMP, DMMP and DIMP that are often used as surrogates to predict incineration of GB. Kinetic models of the three surrogates and GB are then used to predict their consumption in a perfectly stirred reactor fueled by natural gas to simulate incineration of these chemicals. Computed results indicate that DIMP is the only one of these surrogates that adequately describes combustion of GB under comparable conditions. The kinetic pathways responsible for these differences in reactivity are identified and discussed. The results of the investigation are as follows: 406 ha have been contaminated by petrochemical products; 22.7 ha are chemically polluted; and 6,500 ha of underground water, as well as 17.5 ha of surface water, cannot be classified. On 15,300 ha the soil has been degraded, of which landfills comprise an area of 98 ha. No toxic warfare agents have been detected, nor any radioactivity levels exceeding those characteristic of the given region.
The author discusses the implementation in Germany of the EC Directive on Environmental Impact Statements in the light of the legal tradition and concepts of law in Germany, especially in the context of the nuclear licensing procedure. A recently developed neutron diagnostic probe system has the potential to satisfy a significant number of van-mobile and fixed- portal requirements for nondestructive verification of sealed munitions and detection of contraband explosives and drugs. The probe is based on a unique associated-particle sealed-tube neutron generator (APSTNG) that interrogates the object of interest with a low-intensity beam of 14-MeV neutrons generated from the deuterium-tritium reaction and that detects the alpha-particle associated with each neutron. Gamma-ray spectra of resulting neutron inelastic scattering and fission reactions identify nuclides associated with all major chemicals in chemical warfare agents, explosives, and drugs, as well as many pollutants and fissile and fertile special nuclear material. Many existing proposals either lack sufficient concreteness to make carbon capture and geological sequestration (CCGS) operational or fail to focus on a comprehensive, long term framework for its regulation, thus failing to account adequately for the urgency of the issue, the need to develop immediate experience with large scale demonstration projects, or the financial and other incentives required to launch early demonstration projects. We aim to help fill this void by proposing a roadmap to commercial deployment of CCGS in the United States.This roadmap focuses on the legal and financial incentives necessary for rapid demonstration of geological sequestration in the absence of national restrictions on CO2 emissions. It weaves together existing federal programs and financing opportunities into a set of recommendations for achieving commercial viability of geological sequestration.
Since 1970, officers on the Seattle campus have regularly patrolled the hallways of dormitories of the University of Washington. It is a community-policing strategy, a low-key way to engage students. However, the practice might cease this fall. In June, the state's Court of Appeals ruled that students have the same right to privacy in dormitory hallways as they do in their rooms. Therefore, the court concluded, campus police officers lack the legal authority to randomly patrol residence halls. Although the closely watched ruling bears on only one state, it reveals the tension between privacy and security in dormitories everywhere. Residence halls are legally complex spaces, where crime often creeps in and where residents, perhaps more than ever, expect administrators and police officers to ensure their safety.
This article reviews the little examined early work of the Greek Marxist and state theorist, Nicos Poulantzas (1936-1979). In his first book, Nature du choses et droit of 1965, the young scholar developed a sociology of law culled from the insights of philosophical ontology. The article sets out the central claims of that book and reflects on its place in Poulantzass intellectual development. On the basis of legally provided area dose measurements and time records of fluoroscopic examinations during the operation, radiation doses to medical personnel and patients are evaluated. Adequate radiation protection measures and a careful behaviour in the operating room keep the radiation exposure to the personnel below the maximum permissible exposure. Taking into account the continuous personnel radiation monitoring and medical supervision, radiation hazards in the operating room can be considered low.
Three existing organizational types that meet the decentralization criteria of local consumer ownership and control - cooperatives, Rural Electric Cooperatives, and municipal utilities - are examined. These three organizational precedents are analyzed in terms of their histories, structures, legal powers, sources of capital, and social and political aspects. Considering the fact that more than 40% of all household wastes are organic wastes composting could be an excellent relief and complement to other waste disposal methods (e.g. combustion or direct landfills). Provided the right conditions household wastes could be composted together with sewage sludges and manures. The paper discusses the legal aspects, quantitative evaluations, conveying systems, as well as the compost utilization and marketing aspects valid for the Federal Republic of Germany.

The Joint Convention on the Safety of Spent Fuel management and on the Safety of Radioactive Waste Management is the first legal instrument to directly address the safety of spent fuel and radioactive waste management on a global scale. The Joint Convention entered into force in 2001. This paper describes its process and its main achievements to date. Subjects are placed in a Dynatech-Frontier Fit Testing Chamber, salt air is fed into the chamber, and samples of air are drawn from the mask and the chamber. The ratio of salt air outside the mask to salt air inside the mask is called the quantitative fit factor. A motion-time study was conducted to evaluate the efficiency of the layout and work method presently used in the laboratory. A link analysis was done to determine equipment priorities, and the link data and design guidelines were used to develop three proposed laboratory designs. This article reviews antisocial personality disorder, psychopathy, and violence and develops a three factor model of personality traits. Then a discussion of related personality disorders precedes the development of a categorical two factor model of impulsive versus remorseless violence. A paradigm of proactive, medical, and school based early intervention and prevention is advocated as a useful addition to the reactive detention of criminal justice. Integration of psychological tests, neuroimaging, and genomic data in early childhood and school based intervention strategies to prevent the development of conduct disorder and attenuate criminal propensity inform this approach. In the early sixties it was decided to investigate salt formations on its suitability to host heat generating radioactive waste in Germany. In the reference repository concept consequently the emplacement of vitrified waste canisters in deep vertical boreholes inside a salt mine was considered whereas spent fuel should be disposed of in self shielding casks (type POLLUX) in horizontal drifts. The POLLUX casks, 65 t heavy carbon steel casks, will be laid down on the floor of a horizontal drift in one of the disposal zones to be constructed in the salt dome at the 870 m level. The space between casks and drift walls will be backfilled with crushed salt. The transport, the handling und the emplacement of POLLUX casks were subject of successfully performed demonstration and in situ tests in the nineties and resulted in an adjustment of the atomic law. In Tarapur Atomic Power Station unit-3 and 4, which is 540 MWe pressurized heavy water reactor, tritium is produced in primary heat transport system and moderator system. Tritium is a major contributor to the internal dose. Internal dose contributes about 30% of the collective dose. Internal dose monitoring and its control are important to control the collective dose. Two branches of research are conducted in this thesis. The first deals with nonlinear combustion response as a mechanism for triggering combustion instabilities in solid rocket motors. A nonlinear wave equation is developed to study a wide class of combustion response functions to second-order in fluctuation amplitude. Conditions for triggering are derived from analysis of limit cycles, and regions of triggering are found in parametric space. Introduction of linear cross-coupling and quadratic self-coupling among the acoustic modes appears to be how the nonlinear combustion response produces triggering to a stable limit cycle. Regions of initial conditions corresponding to stable pulses were found, suggesting that stability depends on initial phase angle and harmonic content, as well as the composite amplitude, of the pulse. A study by the U.S. Air Force School of Aerospace Medicine, Brooks AFB, Texas, has compared the shelter processing transfer of chemical warfare agent simulant vapor for subjects wearing unwashed and laundered ground-crew chemical defense overgarments. Twice laundered and four times laundered protective garments were included in the assessment. Test subjects, wearing the unwashed and laundered protective garments were initially sprayed with liquid simulant (methyl salicylate) to a target density of 5 g m-2. They were then sequentially processed into and through the USAFSAM Collective Protection Shelter (SCPS-2B) test facility. Immediately upon entry to the Toxic-Free Area, the subjects were confined in individual off gassing booths for 2 h while offgassed simulant vapor concentration in the booths was recorded. Data from the New Immigrant Survey are used to study wealth differentials among U.S. legal permanent residents. This study is unique in its ability to account for wealth held in the U.S. and that held abroad and yields several key findings. First, relative to immigrants from Western Europe, Australia, Canada, and New Zealand (who have median wealth similar to native born non-Hispanic whites), other immigrant groups have lower levels of total wealth even after accounting for permanent income and life course characteristics. Second, time in the U.S. is positively associated with the wealth of married immigrants, yet this relationship is not statistically significant for single immigrants. Studies on the effects of electromagnetic fields (EMF)on human health have been conducted for more than 20 years. None have categorically established or eliminated any connection between EMF and adverse health effects. Nonetheless, 96% of the risk managers working in the utility sector view EMF as an over-riding concern. Public concern over EMF has erupted into legal, as well as regulatory, actions. To date, some utilities have had lawsuits brought against them by customers who claim they developed cancer as a result of nearby high-voltage transmission lines. What`s more, a small handfull of cities have adopted ordinances that specifically limit where and how utilities handle the placement of their transmission lines.

In 2009, following approval of the European Marine Strategy Framework Directive (MSFD, 2008/56/EC), the European Commission (EC) created task groups to develop guidance for eleven quality descriptors that form the basis for evaluating ecosystem function. The objective was to provide European countries with practical guidelines for implementing the MSFD, and to produce a Commission Decision that encapsulated key points of the work in a legal framework. Radioactive waste for legal and regulatory purposes may be defined as material that contains or is contaminated with radio-nuclides at concentrations or activities greater than clearance levels as established by the regulatory body, and for which no use is foreseen. Safe management of radioactive waste is essential to ensure protection of humans and environment. Radioactive waste management policy is a guideline for the safe management of radioactive waste. It expresses the commitment of the country towards the goal. Government should initiate investigation into best long-term option for management of spent nuclear fuels. Process of selecting option and eventual site should involve comprehensive public participation within set time frames (with deep geological disposal as preferred management option).
The Seabed Disposal Project (SDP) was evaluating the technical feasibility of high-level nuclear waste disposal in deep ocean sediments. Working standards were needed for risk assessments, evaluation of alternative designs, sensitivity studies, and conceptual design guidelines. This report completes a three part program to develop radiological standards for the feasibility phase of the SDP. The characteristics of subseabed disposal and how they affect the selection of standards are discussed. General radiological protection standards are reviewed, along with some new methods, and a systematic approach to developing standards is presented. The selected interim radiological standards for the SDP and the reasons for their selection are given. These standards have no legal or regulatory status and will be replaced or modified by regulatory agencies if subseabed disposal is implemented. 56 refs., 29 figs., 15 tabs.
Apart from presenting the marginal legal conditions the research program contains a brief description of current pollution abatement measures, representative heating systems and individually suitable pollution abatement technologies and an account of the determination of the concentration of major pollutants. The comparative evaluation of heating systems assesses their environmental effects, i.e. air pollution caused by heating systems. The determination of the costs of available heat is followed by an overall evaluation of the results obtained with special regard to the costs involved by pollution abatement measures.

This publication contains the Ordinance on Heating Costs, the Ordinance on Heating Installations, and the 1st Federal Ordinance on Emission Control (BImSchV) concerning Small-Scale Furnaces, in each case with notes and explanations. This article analyses the process of preparing the proposal for a new Finnish National Waste Plan (NWP 2007-2016). The focus of this study is on the use of the alternative concepts of waste prevention or material efficiency and on the shift in discourse from the former to the latter concept. The strengths and weaknesses of these competing concepts were analysed using criteria such as synergy, semantic aspects, legal context and applicability to monitoring. The discourse presented by different stakeholder groups was analysed. The implications of choosing either of the concepts were illustrated. The paper discusses a number of recent studies investigating into the energy conservation and environmental impacts of electric heating systems (off-peak storage systems). In future, i.e. in and after 1993, off-peak storage systems will be evaluated through comparative analyses of oil-fired heating systems, pollutant emission analyses, the eventual success of pollution abatement measures designed for power plant emissions to keep within the legal limiting values, and the possible abandonment of pollution abatement measures abroad. Opposing the electric heating studies submitted by the electric power industry the author refutes their favourable results referring to the palliative selection of inadequate or vague parameters. Assuming average power plant pollutant emissions of 180 mg/standard/sup 3/ the nitrogen oxide emissions of oil-fired heating systems (134.1 kg/Tj) are found to be below those of off-peak storage systems (242.5 kg/Tj).

The determination of the origin of seized nuclear material is important for authorities in the context of the criminal investigation, in order to return the material to its last legal owner and to help preventing any further diversion of material from this source. Origin determination is based on a complex pattern of parameters obtained through analytical measurements. The information required to determine the origin of nuclear materials may be divided into two categories: endogenous information (e.g. age or mode of production of the material) which is self-explanatory; whereas exogenous information (e.g. dimensions, surface roughness, impurities) requires a database to which the parameters can be compared. The Institute for Transuranium Elements has developed methods to determine characteristic parameters like impurities, surface roughness, or microstructural information. Japanese companies have developed suitable cleansing technologies and export their know-how. Some original technologies are developed today, like: in-situ chemical oxidation, iron confinement, hot-soil process, low-temperature catalytic decomposition or dechlorination of dioxins. However, some pollutions are still poorly considered (nitrates) or badly mastered (dioxins). This situation is partly due to late legal decisions and to limited pollution abatement measures. Japan is also very active in bio-cleansing research, and this, despite the lack of dialogue and directives at the national level. Several research programs with important funds have started since 1995. However, Japan is still at the preliminary stage in open-field applications of cleansing methods. (J.S.)

Bioethics--the study of ethical issues in science and medicine--has grown to become a significant academic and service-oriented discipline with its own research centers, conferences, journals, and degree programs. As these issues have moved to the center of public debate, the law has assumed an increasingly important place in the discipline of bioethics. Today, embryonic stem cell research stands out as a critically important issue about which the U.S. has neither ethical consensus nor clear, comprehensive regulation. The ethical debate centers on the fact that stem cell research involves the destruction of very early human embryos. This article provides a brief scientific background followed by a discussion of key ethical and legal/regulatory issues that surround embryonic stem cell research.
In conjunction with the constellation of lawsuits within the administrative court system, and based on modern environmental protection laws, emission control laws, and foremost, the atomic energy laws, we are confronted with a variety of constitutional and administrative problems. However, the fundamental questions of individual rights within the potentially incriminating environmental utilization or exploitation by individuals could be relatively clearly answered by observing the basic principles of our legal order. It is to be expected that the administrative courts will arrive at acceptable decisions reflecting the full protection of the law and the basic constitutional principles, and that these - once made - may serve as orientation in superior court actions.
A brief survey of present air pollution abatement requirements relevant to domestic heating systems is followed by a comparative evaluation of the latest results worked out on the part of boiler and burner manufacturers, and the legal requirements and existing regulations. Details are given on the limiting values required by law, the regulations valid for domestic heating systems, and the values fixed according to scientific knowledge and research results (development of NO{sub x} and CO, flame temperature dependence, table comparing CO and NO{sub x} limiting values for different types of burners and boilers). Access is given to primary air pollution abatement measures (cooling of flames, absorber rods, influence of mixing pressure), modern burner and boiler systems, and secondary measures suited for smaller boilers. The review of the practical, internal implementation of the rules shows that the Federal Republic of Germany is provided with instruments which are flexible enough to fulfill her duties relating to international law, and to ensure the internal applicatibility of these rules. The simplified implementary methods, especially empowering the executive to put certain rules into force which have been modified or re-issued by international organizations and commissions promises that - internally - these rules will become effective quickly. The CO laser is superior in the absorption characteristic to materials to the CO2 laser due to its shorter wavelength. In consideration of this characteristic Nuclear Power Engineering Corporation is studying this applicability sponsored by the Ministry of International Trade Industry of Japan to cutting of reactor core internals of commercial nuclear power plant. In decommissioning of reactor core internals it is necessary to cut stainless steel plates of 305 mm thick. The authors cut stainless steel plates of up to 310mm thick in air and those of up to 150 mm thick underwater with a 20kW class laser. Further, models simulating key structural elements of PWR core internals were cut and secondary products to clarify the applicability of the CO laser cutting to reactor core internals were evaluated. Uncertainties relating to the validity and sensitivity of EIA arise from predictions and valuation of effects on these species. This paper presents a validity and sensitivity analysis of a model (BIO-SAFE) for assessment of impacts of land use changes and physical reconstruction measures on legally protected and endangered river species. The paper describes design and practical realization of an internal communication layer referred to as the Internal Interface (II). The system was realized for the RFC Muon Trigger of the CMS experiment. Fully automatic implementation of the communication layer is realized in the FPGA chips and in the control software. The methodology of implementation was presented in the description form of the interface structure from the sides of hardware and software. There are very different views on the health hazards of DU munitions. Most of the concerns of veterans and their advisors focus on the radiological effects of DU and consequently these are the focus of this editorial. Effects on the kidney and environmental consequences are, however, considered in the second of the Royal Society reports and the main conclusions of both of the reports are outlined in the summary document published in this issue of the journal. Greenhouse gas emissions from international maritime transport are exempt from liabilities under the Kyoto Protocol. Research into quantifying these emissions is ongoing, and influences policy proposals to reduce emissions. This paper presents a cargo-based analysis of fuel consumption and greenhouse gas emissions from New Zealand's international maritime transport of goods. Maritime transport moves 99.5% (by mass) of New Zealand's internationally traded products. It is estimated that 73% of visiting vessels' activity can be directly attributed to the movement of goods in and out of New Zealand. A cargo-based methodology was used to estimate that the international maritime transport of New Zealand's imports and exports consumed 2.5 million tonnes (Mt; 2.6 billion litres) of fuel during the year 2007, which generated 7.7 Mt of carbon dioxide (CO_2) emissions. From long-term real-time radon and radon progeny measurements taken in a relatively large retail store, cyclical patterns were evident, which were found to relate to the overriding influence of the timed air-conditioning system. Concentration of radon, radon progeny and the variability of F factor were found to depend significantly on the intermittent operation of this ventilation-air-conditioning system. After pressure equalisation remedial measures proved ineffective, the air-movement system was utilised to reduce the levels of radon and radon progeny to well within established norms applicable during working hours. It is demonstrated that the average levels for radon and radon progeny are reduced in absolute terms. This amounted to less than 12% of the general level, during designated work periods. Today, this role is becoming all the more apparent in the conduct of natural resource damage assessments (NRDA) and cost-benefit analyses of environmental restoration (ER) and waste management (WM) activities. As such, environmental professionals are more interested in how natural resource values are affected by ER and WM activities. This professional interest extends to the use of NRDA values as measures of liability and legal causes of action under such environmental status as the Clean Water Act (CWA); the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA, as amended); and the Oil Pollution Act (OPA) of 1990. In October last year the first intercomparison of measurements of the soil radon concentrations between various laboratories in Slovakia was realised. The organisation of this intercomparison was conducted by the Slovak Legal Metrology in Banska Bystrica together with the Slovak National Accreditation Service in Bratislava (SNAS). The scientific guarantee of the exercise was the State metrological Centre for radon quantities, which is working at the Research base of Slovak Medical University in Bratislava. The main objective of the intercomparison was to verify the correctness of the methods for the soil radon measurements of the authorised laboratories for radon volume activities in soil air. Wound ballistics deals with the analysis of injuries caused by projectiles and the behavior of projectiles within human or other biological tissues. The nineteenth century witnessed the development of both of these areas with Kocher's hydrodynamic theory and the understanding of the significance of bullet deformation in causing tissue injury. In November 2006, the Department of Trade and Industry issued a consultation on revising the consent regime for offshore gas storage and offshore liquefied natural gas unloading. A total of 27 responses had been received by the closing date of 16 February 2007 from a variety of interest parties including developers and their representative organisations, consultants, environmental organisations, maritime organisations, heritage organisations and other public bodies. This report presents the Government's response to the views expressed by these respondents. The majority of respondents supported the Government's proposals to put in place new legislation to permit offshore gas storage activities. This report made for the Swiss Federal Office of Energy (SFOE) discusses the conception, planning and construction of an easy-to-operate pilot heating plant that uses chicken litter as its fuel. The plant, which is installed at a chicken farm in Boesingen, Switzerland, produces 250 - 350 kW and not only supplies heat for two chicken sheds and two households, but also provides energy for a drying plant in summer. The results of measurements made on emissions are discussed and, within the framework of an eco-balance analysis, comparisons are made between the direct use of the droppings as manure or as a fuel. The cost-effectiveness of the plant is examined and the influence of plant size and other factors discussed. Further, legal questions concerning the use of chicken litter as a fuel for heating installations are discussed; the use of the droppings as a fuel is not foreseen in the legislation concerning water protection and airborne emissions of pollutants. ...

Experiences with weight stigma negatively impact both psychological outcomes (e.g., body dissatisfaction, depression) and behavioral outcomes (e.g., dieting, exercise). However, not everyone is equally affected by experiences with weight stigma. This study examined whether internalized societal attitudes about weight moderated the impact of weight stigma. Adult participants (n = 111) completed measures of experiences with weight stigma, as well as two indexes of internalized societal attitudes (the moderators): Internalized anti-fat attitudes and internalization of societal standards of attractiveness. Psychological outcomes included self-esteem, body dissatisfaction, drive for thinness, and bulimic symptoms; behavioral outcomes included avoidance of exercise and self-reported exercise behavior. Both the nature of international climate policy architectures and the development and diffusion of new energy technologies could dramatically influence future costs of reducing global emissions of greenhouse gases. This paper explores the implications of interactions between technology availability and performance and international policy architectures for technology choice and the social cost of limiting atmospheric CO2 concentrations to 500 ppm by the year 2095. Key issues explored in the paper include the role of bioenergy production with CO2 capture and storage (CCS), overshoot concentration pathways, and the sensitivity of mitigation costs to policy and technology.
This probably is a suitable moment for work to begin on an international Convention in this area, although it is a difficult task. Generally speaking, the RADWASS (Radioactive Waste Safety Standards) Programme has achieved sufficient consensus, and might serve as an important basis for work in relation to the Convention. The Convention should not go into highly technical details since consensus at this level is more difficult at the present moment, although this will undoubtedly be achieved in the medium term. Theoretical analysis of the electric field bifurcation is made for the LHD plasma. For given shapes of plasma profiles, a region of bifurcation is obtained in a space of the plasma parameters. In this region of plasma parameters, the electric field domain interface is predicted to appear in the plasma column. The reduction of turbulent transport is expected to occur in the vicinity of the interface, inducing a internal transport barrier. Within this simple model, the plasma with internal barriers is predicted to be realized for the parameters of T{sub e}(0) {approx} 2 keV and n(0) {approx_equal} 10{sup 18} m{sup -3}. (author)
The great uranium debate throughout the industrialised world has intensified awareness of the biological hazards from ionizing radiation. It is therefore appropriate to use this awareness to draw attention to medical X-Radiation which today represents the most significant risk to future generations. There is ample legislation to control proliferation of nuclear development but in diagnostic radiology proliferation is unlimited; most international surveys indicate an unchecked annual growth rate of 15%. The article looks at risk hypotheses, dose measurements and the responsibilities of practising radiographers, and also reviews the international situation as reported at the 1977 world congress of radiation protection.

Numerical solutions for fully developed laminar flow in internally finned tubes with trapezoidal and triangular fin profiles were given with Finite Element Method (FEM): The heat transfer characteristics were obtained and compared under the boundary conditions of uniform heat flux, uniform wall temperature, and the third boundary condition with finite wall thermal conductivity considered. The numerical results show that boundary conditions have pronounced effects on the temperature field. Furthermore, a new mechanism on the heat transfer augmentation of internally finned tubes is proposed.

Current pipe pile design practice assumes that the ultimate internal skin friction is of the same order of magnitude as the outer skin friction. This paper describes a series of laboratory pile load tests on instrumented model pipe piles, designed to investigate the development of plug stresses and skin friction along the plug length during pile loading. The piles contain sand columns of various relative densities and of different heights. The soil plugs are loaded to failure under fully drained conditions. The test data indicate that internal skin friction in sand can be substantially higher than assumed in conventional design practice. This finding could lead to significant economical savings on future pipe pile foundations in sand.

The following signs of this crises can be discerned: The international radiation community did not recognize the real reasons of the accident for a long time. It could not make a correct assessment of the damage to the thyroid of the affected populations of Belarus, Russia and the Ukraine. Up to present time it rejects the reliable data on hereditary malformations. It is not able to accept reliable data on the increase in the incidence in all categories of people affected by the Chernobyl accident. The International Index of Erectile Function is a well-worded and psychometrically valid self-report questionnaire widely used as the standard for the evaluation of male sexual function. However, some conceptual and statistical problems arise when using the measure with men who are not sexually active. These problems are illustrated using 2 empirical examples, and the authors provide recommended solutions to further strengthen the efficacy and validity of this measure.

Phonon relaxation and internal friction in kaolin-and bentonite-filled PVC composites are studied. By varying the temperature and/or content of the ultrafine mineral filler in the PVC, one can control the contribution from phonon viscosity, damping force, and the effect of viscosity into the energy dissipation of ultrasonic oscillations in the MHz frequency interval. The dynamic character of the measurements makes it possible to differentiate between relaxation phenomena in the composites and to suggest methods for their controlled changes.
Designing efficient policies for curbing greenhouse gas (GHG) emissions is of particular interest for todays policy makers, in view of global climate change threats. This paper analyses the options Switzerland has for curbing its CO{sub 2} emissions. An internal flooding (IF) risk assessment refers to the quantitative probabilistic safety assessment (PSA) treatment of flooding as a result of pipe and tank breaks inside the plants, as well as from other recognized flood sources. The industry consensus standard for Internal Events Probabilistic Risk Assessment (ASME-RA-Sb-2005) includes high-level and supporting technical requirements for developing internal flooding probabilistic risk assessment (IFPRA). This industry standard is endorsed in Regulatory Guide 1.200, Revision 1 as an acceptable approach for addressing the risk contribution from IF events for risk informed applications that require U.S. Nuclear Regulatory commission (NRC) approval. In the framework of a R and D, the characteristics and performances of these devices, manufactured by two different companies, associated with their designed read-out electronics, have been studied off- and in-beam at the SPS (CERN). The introduction of CT scan and, more recently, magnetic resonance imaging, has radically changed the diagnostic approach to tumors developed in the internal auditory canal and cerebellopontine angle. CT scan with intravenous injection visualizes tumors lying in the cerebellopontine angle. Magnetic resonance imaging, especially using gadolinium, is a very accurate means for diagnosing tumors of both the auditory canal and cerebellopontine angle.

An analysis of trapezoidal profile convective pin fins, with internal heat generation density is presented. The solution of the optimal problem is also given, when either the desired heat dissipation rate or the volume of the pin is specified. The results are presented graphically and in polynomial forms that are particularly useful for computerized calculations. The effect of the fin`s profile and thermal conductivity upon the optimum dimensions is discussed. An example serves to demonstrate the usefulness of the method.

Gas transmission pipelines are susceptible to both internal (gas side) and external (soil side) corrosion attack. Internal corrosion is caused by the presence of salt laden moisture, CO{sub 2}, H{sub 2}S, and perhaps O{sub 2} in the natural gas. Internal corrosion usually manifests itself as general corrosion. However, the presence of chlorides in entrained water also can lead to pitting corrosion damage. The electrochemical noise technique can differentiate general from localized corrosion and provide estimates of corrosion rates without external perturbation of the corroding system. It is increasingly being applied to field and industrial installations for in situ corrosion monitoring. High energy physics is a basic research domain with a well established European and international cooperation. Cooperation can be of different type depending on the size of the facilities involved (accelerators), on their financing, and on the type of experiments that use these facilities. The CERN, the European center for nuclear research, created in October 1954, is the best example of such a cooperation. This article examines first the juridical and scientifical structure of the CERN and the mode of organization of big experiments. Then, it presents the role of international committees in the establishment of a common scientific policy in Europe and in the rest of the world. Finally, the possible future evolution of the CERN towards a worldwide project is evoked. (J.S.)
Many nations and international agencies are working to develop improved technology and industrial capability for neuclear fuel cycle and waste management operations. The effort in some countries is limited to research in university laboratories on treating low-level waste from reactor plant operations. In other countries, national nuclear research institutes are engaged in major programs in all phases of the fuel cycle and waste management, and there is a national effort to commercialize fuel cycle operations. International police have been deployed on a number of peacekeeping missions, but providing capacity development and assisting in reform of local police in war-torn nations are only a relatively recent undertaking. The process of police reform is complicated because of the inherent difficulty in evaluating the impact of a development programme on police service delivery performance. This study reports on the results of a pilot survey of international police managers assessment of the level of competency of the Royal Solomon Islands Police Force following the introduction of a capacity development programme 3 years earlier. Measurements of {gamma}-ray, {gamma}{gamma}-coincidence and internal conversion electron spectra from the {sup 106}Cd({alpha},n{gamma}){sup 109}Sn reaction were carried out at 15-20 MeV {alpha}-particle bombarding energies with Ge(HP) {gamma}-ray and superconducting magnetic lens plus Si(Li) electron spectrometers. The energies, relative intensities, internal conversion coefficients and coincidence relations of the {sup 109}Sn transitions were determined, and a more complete, consistent level scheme has been deduced. Spin and parity values have been determined from the internal conversion coefficients, the bombarding-energy dependence of the side-feeding intensities of the states and the available {gamma}-ray angular distribution data. The level scheme was interpreted in the framework of the quasi-particle shell model.

As an integral part of the Fast Test Reactor Vibration Program for Reactor Internals, the flow-induced vibrational characteristics of scaled Fast Test Reactor core internal and peripheral components were assessed under scaled and simulated prototype flow conditions in the Hydraulic Core Mockup. The Hydraulic Core Mockup, a 0.285 geometric scale model, was designed to model the vibrational and hydraulic characteristics of the Fast Test Reactor. Model component vibrational characteristics were measured and determined over a range of 36 percent to 111 percent of the scaled prototype design flow. Selected model and prototype components were shaker tested to establish modal characteristics. The dynamic response of the Hydraulic Core Mockup components exhibited no anomalous flow-rate dependent or modal characteristics, and prototype response predictions were adjudged acceptable.

A scheme for controlling multimanipulator systems is presented. The control objective is to coordinate the manipulators to perform parts-matching tasks such as screwing a nut onto a bolt. The task of moving a rigid object can be treated as a special case. Two secondary control objectives internal force control and load distribution can be accomplished within the structure of the control law. The internal force control mechanism keeps the internal forces on the object being manipulated at a desirable level. The load distribution mechanism distributes control effort to each manipulator according to a weighting factor. It is also shown that the control algorithm has a modular structure which facilitates its implementation on a multiprocessor computer. The scheme was tested on a planar scara type dual-manipulator system. A series of experimental results is included to demonstrate the system performance under various conditions.

The marketing strategy developed for use in international markets by the S. M. Group International of Longueuil, Quebec, a company with interest and well-developed expertise in the environmental and energy sector, was described. The strategy is designed to aid in the selection of countries or regions of interest, in determining the sector of activity to be emphasized, in selecting a local partner or local business representatives, and in making contact locally with the people responsible for the development banks in the target countries in an effort to create awareness of the company. The company also tries, wherever possible, to promote its services to local governmental agencies through the industrial cooperation program of CIDA. Using a quasi-static approach valid for Stefan numbers less than one, we derive approximate equations governing the movement of a phase change front for materials which generate internal heat. These models are applied for both constant surface temperature and constant surface heat flux boundary conditions, in cylindrical, spherical, plane wall and semi-infinite geometries. Exact solutions with the constant surface temperature condition are obtained for the steady-state solidification thickness using the cylinder, sphere, and plane wall geometries which show that the thickness depends on the inverse square root of the internal heat generation. Under constant surface heat flux conditions, closed form equations can be obtained for the three geometries. In the case of the semi-infinite wall, we show that for constant temperature and constant heat flux out of the wall conditions, the solidification layer grows then remelts. (orig.)
In this study we investigated cultural, familial, and individual beliefs that influenced international students? perceptions of therapy and help-seeking behaviors. Included were changes in perception or behavior before and after the students came to the US, and factors that influenced help-seeking behaviors. Six international students from East Asian countries where English is a foreign language, including Taiwan, Mainland China, Japan, and South Korea, were interviewed. We used semi-structured interviews and participant observations for collecting data. The findings indicated changes after students came to the US. Further discussions focus on encouraging and discouraging factors relative to seeing therapists, and culturally sensitive interventions for family therapy clinicians.
The effective approach to quantum dynamics allows a reformulation of the Dirac quantization procedure for constrained systems in terms of an infinite-dimensional constrained system of classical type. For semiclassical approximations, the quantum constrained system can be truncated to finite size and solved by the reduced phase space or gauge-fixing methods. In particular, the classical feasibility of local internal times is directly generalized to quantum systems, overcoming the main difficulties associated with the general problem of time in the semiclassical realm. The key features of local internal times and the procedure of patching global solutions using overlapping intervals of local internal times are described and illustrated by two quantum mechanical examples. The purpose of this report is to advise managers on the status of Year 2000 readiness at the Laboratory and provide a summary of critical issues to be addressed in order to ensure that the Year 2000 date rollover will not disrupt Laboratory Operations. The Laboratory`s Year 2000 council members are in the first phase of Year 2000 plans: gathering data and assessing the status of their divisions or programs. This first snapshot of the Laboratory Year 2000 readiness assessment is expected to grow and change over time as more refined assessments, plans, and schedules are developed and as more information becomes available. Here are findings to date: (1) Embedded systems` status not known. (2) Preliminary cost estimates for Year 2000 repairs, testing, and implementation are estimated to be at least $5.9 million, not including embedded systems. Large volumes of woodwaste disposal by incineration in a number of wigwam burners are contributing to pollution problems in Williams Lake, British Columbia. In 1985, the latest year for which data are available, total woodwaste production was about 800 million bd ft equivalent; only about 14% of this was used for energy recovery. In addition, about 66,000 m/sup 3/ of waste was sent to landfills after open burning. The characteristics of the local woodwaste are summarized, and available conversion technologies and the potential application of their products are reviewed. These include direct combustion, pyrolysis, gasification, liquefaction, and densification, for use in power generation, cogeneration, and the manufacture of saleable products. Environmental and legal aspects of woodwaste utilization are also outlined. Finally, options for reducing pollution from existing burners are reviewed. In Pakistan, the agricultural sector is the largest water user with 95%, leaving only marginal quantities for households and industry. On one hand, agriculture is a very important sector in Pakistan's economic development, contributing about 23 % to the national GDP -but industry contributes slightly more using only about 2 % of the available water resources. As Pakistan faces a growing problem of water shortage, significant achievements in water conservation have to be materialized, predominantly on the agricultural sector. There is scope for a higher degree of efficiency in water use, as water losses, namely in irrigation, are still rather high. The DOE Region IV Unconventional Gas Program involved the evaluation of unconventional gas resources at ten sites in the coal fields of the Eastern US. These projects dealt mainly with coalbed methane resources, although three of them also examined potential gas resources in Devonian black shales. The resource evaluations were accomplished primarily through recovery of core samples of potential gas-bearing strata and determination of specific gas content using the US Bureau of Mines direct method. In some cases actual gas production from the test holes was evaluated. Four of the projects were sited in the Warrior Basin, three in the Central Appalachian Basin, and one each in the Northern Appalachian Basin, the Deep River Basin of North Carolina, and the Valley Coal Fields of Virginia. The goal of the trip was to obtain information on German developments, experience, and possibilities in the field of biomass gasification. The participants were representatives of Dutch parties in the energy sector: waste sector, manufacturers, producers, policy makers and consultants. The most important feature was the visit to plants that were in operation. Due in particular to the new EEG (Emeuerbare-Energien-Gesetz/Renewable Energy) legislation, German policy makers have created an initial market for sustainable energy with a degree of success. The biomass producer gas, obtained by gasification at 850{sup o}C with air at atmospheric pressure, contains about 7% H2, 17% CO, 15% CO2, 4% CH4, 2% other hydrocarbons, 2% H2O, and a balance of N2 and Ar from air. It has a net heating value of about 6 MJ/(Nm{sup 3}). The micro gas turbine delivers full power (30 kW{sub e}) on gas mixtures with a net heating value of at least 15 MJ/(Nm{sup 3}). For gas of lower heating value, the maximum fuel gas flow allowed by the fuel control unit limits the attainable power. At reduced power, the lower limit for stable operation is a net heating value of about 8 MJ/(Nm{sup 3}). This was necessary due to the age of the plant, the obligation to supply heat and process steam and recent amendments of environmental legislation. After analysing demands and needs one developed a plant concept with a 290 t/h and a 400 t/h steam generator. Due to lack of space the decision was made in favour of a circulating atmospheric fluidised bed combustion instead of steam generators with pulverised lignite combustion as these steam generators take up much more space due to the legally required desulphurisation plants for gaseous emissions. As part of the work scope set in the French law on high level long lived waste R&D passed in 1991, CEA is conducting a research program to establish the scientific basis and assess the feasibility of long term storage as an option for the safe management of nuclear waste for periods as long as centuries. This goal is a significant departure from the current industrial practice where storage facilities are usually built to last only a few decades. From a technical viewpoint such an extension in time seems feasible provided care and maintenance is exercised. In addition to the goal of ensuring waste disposal, thermal waste treatment has always been aimed at the energy-efficient utilisation of wastes. Developments in waste management have led to an increase in high-calorific waste arisings. This is attributable to the use of mechanical-biological waste treatment as well as to segregated waste collection systems. High-calorific wastes are equivalent to fossil fuels in terms of their calorific content. Furthermore, they fulfil the legal requirements for conversion to energy. Another source of high-calorific wastes suitable for conversion to energy can be made available through the segregated disposal of industrial wastes, in many cases at low cost. Due to the consumption of chicken and chicken products in Turkey at high ratio, trace metal content of chicken and chicken products from Turkey were determined by atomic absorption spectrometry after microwave digestion. The accuracy of the method was confirmed by analysis of standard reference material (NIST SRM 1577b Bovine liver). Trace element content in various parts of chicken samples and chicken products were to be in the range of 0.10-114 {mu}g/g for copper, 0.25-6.09 {mu}g/kg for cadmium, 0.01-0.40 {mu}g/g for lead, 0.10-0.91 {mu}g/g for selenium, 0.05-3.91 {mu}g/g for manganese, 0.06-0.10 {mu}g/g for arsenic, 0.01-0.72 {mu}g/g for chromium, 0.01-2.08 {mu}g/g for nickel, 0.01-0.02 {mu}g/g for cobalt, 0.10-1.90 {mu}g/g for aluminium, 1.21-24.3 {mu}g/g for zinc, 2.91-155 {mu}g/g for iron. The tests for single-phase flow heat transfer augmentation are carried out in helical tubes with a curvature of 0.0663 and a length of 1.15 m, and the examined range of the Reynolds number varies from 1000 to 8500. Extensive investigations and detailed analysis of the failure reason of 9DVN002ZV fan in Daya Bay Nuclear Power Station showed that the fan destroy was caused by the failure of non-drive end bear. The direct cause of this bearing' failure was its improper assembly caused by improper maintenance procedure, and the root cause was too small internal radial clearance after mounting. This article presents a decentralized control scheme for the complex problem of simultaneous position and internal force control in cooperative multiple manipulator systems. The proposed controller is composed of a sliding mode control term and a force robustifying term to simultaneously control the payloads position/orientation as well as the internal forces induced in the system. This is accomplished independently of the manipulators dynamics. Unlike most controllers that do not require prior knowledge of the manipulators dynamics, the suggested controller does not use fuzzy logic inferencing and is computationally inexpensive. The Second International Workshop on Human Chromosome 9 was held in Chatham, Massachusetts on April 18--20, 1993. Fifty-three abstracts were received and the data presented on posters. The purpose of the meeting was to bring together all interested investigators working on the map of chromosome 9, many of whom had disease-specific interests. After a brief presentation of interests and highlighted results, the meeting broke up into the following subgroups for production of consensus maps: 9p; 9cen-q32; 9q32 ter. A global mapping group also met. Reports of each of these working groups is presented in the summary.

This book provided a set of supplementary papers provided to delegates at the eighth international CANMET/ACI conference on superplasticizers and chemical admixtures in concrete. Recent research on chemical admixtures and superplasticizers was presented along with new approaches to the practical application of concrete admixtures. The presentations highlighted technological advances in the development of superplasticizers and new approaches to the manufacture and implementation of aggregates. Issues regarding the application of plasticizers with various aggregates were addressed, and interactions between cements and superplasticizers were evaluated. In the present paper a review of the Dutch RAS programme is presented. The objectives and achievements of the programme are described. Special attention is given to a recent assessment of the international status of P and T that has been made for the Dutch authorities. The major conclusion of this assessment is that P and T is an important instrument in the management of nuclear waste to achieve the technical limits (ALARA) with respect to radiotoxicity of the waste inventory as well as radiological effects of the disposal. The technology for P and T is, however, only partially available at present and recommendations for the directions of the RAS programme are given. (orig.).
A sample of garnet-biotite plagiogneiss, GBPg-1 is currently being developed as a certified reference material at the Vinogradov Institute of Geochemistry. It was used as the sample that was distributed round 7 of International Proficiency Testing Program (GeoPT7) and was analyzed by 76 geoanalytical laboratories around the world. Twenty Russian laboratories involved in the interlaboratory experiment also analyzed GBPg-1. The resultant analytical data obtained from these two experiments has allowed GBPg-1 to be certified as a state standard sample for 50 elements. It also enabled a comparison of the quality of data developed by the Russian and international geoanalytical laboratories, to optimize the outcome of this interlaboratory experiment.
Three-dimensional magnetohydrodynamic simulations are executed in a full toroidal geometry to clarify the physical mechanisms of the Internal Reconnection Event (IRE), which is observed in the spherical tokamak experiments. The simulation results reproduce several main properties of IRE. Comparison between the numerical results and experimental observation indicates fairly good agreements regarding nonlinear behavior, such as appearance of localized helical distortion, appearance of characteristic conical shape in the pressure profile during thermal quench, and subsequent appearance of the m=2/n=1 type helical distortion of the torus. The thermal evolution predicted by current models of the superfluid-crust interaction is noted to differ substantially from the thermal evolution predicted by models without internal heating as well as previous models of heating. Heating rates approaching the maximum predicted by current models enhance the photon luminosity of the star in the neutrino cooling era, and dramatically alter the thermal evolution in the photon cooling era. Standard cooling models are consistent with current pulsar temperature estimates and upper limits, except those for the Vela pulsar, which are lower than predicted. 77 refs.
The idle speed of an internal combustion engine is controlled in response to a variable ignition timing control signal from a microcomputer. The microcomputer derives this control signal as a function of the magnitude of engine speed variation which occurs during engine idle periods to cause the ignition timing to vary quickly in response to a transitory engine load variation. An auxiliary air delivery system may be advantageously incorporated in the idle speed control system to cooperate with the ignition timing control in response to the engine speed variation.
A low power polychromatic beam of microwaves is used to diagnose the behavior of turbulent fluctuations in the core of the JT-60U tokamak during the evolution of the internal transport barrier. A continuous reduction in the size of turbulent structures is observed concomitant with the reduction of the density scale length during the evolution of the internal transport barrier. The density correlation length decreases to the order of the ion gyroradius, in contrast to the much longer scale lengths observed earlier in the discharge, while the density fluctuation level remain similar to the level before transport barrier formation.

Aluminum electrolytic capacitors are presently not allowed on NASA missions because they outgas water and organic vapors, as well as H2. As a consequence, much larger and heavier packages of tantalum capacitors are used. A hermetically sealed aluminum capacitor has been developed under NASA-MSFC SBIR contracts. This capacitor contains a nongassing electrolyte that was developed for this application so internal pressure would remain low. Capacitors rated at 250 to 540 V have been operated under full load for thousands of hours at 85 and 105 C with good electrical performance and low internal pressure. Electrolyte chemistry and seal engineering concepts will be discussed.
By presenting some case studies, this paper analyzes China`s situation with regard to hazardous waste: its environmental trade, treatment, and management. The paper describes China`s experiences with the environmental trade of hazardous waste in both the internal and international market. Regulations for managing the import of waste are discussed, as are China`s major approaches to the trading of hazardous waste both at home and overseas. The major reasons for setting up the Asian-Pacific Regional Training Center for Technology Transfer and Environmental Sound Management of Wastes in China and the activities involved in this effort are also described. 1 tab.
The general objective of the International Seminars of Horizontal Steam Generator Modelling has been the improvement in understanding of realistic thermal hydraulic behaviour of the generators when performing safety analyses for VVER reactors. The main topics presented in the fourth seminar were: thermal hydraulic experiments and analyses, primary collector integrity, feedwater distributor replacement, management of primary-to-secondary leakage accidents and new developments in the VVER safety technology. This report summarizes the electricity exchanges between the US and Mexico and Canada during calendar year 1983. The construction, operation and maintenance of any electric transmission facility which crosses an international border of the United States requires a Presidential Permit. These permits have been granted by the Department of Energy (DOE) since its formation in 1977. Between 1953 and 1977, these permits were issued by the former Federal Power Commission. Prior to 1953, they were issued by the President of the United States. Presidential Permits require that an annual report be filed by the permit holder detailing all transactions with the foreign country.

A radial-flow type internally oil-cooled oil-filled cable has been developed. This system is characterized in that the oil flows radially through the paper insulation. The thermal resistance of the insulation is equivalently decreased by the radial-flow. The decreased thermal resistance as well as the cooling effect of the oil flow in the central oil duct and the outer oil duct under an aluminum sheath increase the current capacity. A calculation method of cooling characteristics is introduced. The stability of the cable and accessories was confirmed through initial electrical tests and a long-term field test.
This executive summary presents the motivation, structure, objectives, methodologies and results of the first stage of the international DECOVALEX project - DECOVALEX I (1992-1995). Source-term codes to predict the release of radionuclides from nuclear waste packages have been developed and implemented worldwide. A survey and initial comparison of the attributes and capabilities of 13 international source-term codes was recently completed. This preliminary analysis focused on comparison of transport factors/processes and solution methods. This initial comparison is a necessary first step in a properly-conceived, systematic benchmarking of source-term codes. Advantages of such a comparison include assurance of the mathematical correctness of implemented models, comparison and quantification of variances introduced by different types of simplifications, and identification and quantification of the impact of near-field processes.
DescriptionRates of ice accumulation in Antarctica are not known well, yet they are fundamental to assessing the ice sheet mass balance. Past accumulation rates are less well defined. We are in a unique position to provide detailed accounts of accumulation in Antarctica. We will measure isochronous internal layering across the ice sheet, which can be readily identified in radar data that we hold. As part of the ICAP (International Code Assessment and Applications Program) agreement between ECN (Netherlands Energy Research Foundation) and USNRC, ECN has performed a number of assessment calculations for the thermohydraulic system analysis code RELAP5/MOD2/36.05. This document describes the assessment of this computer program versus a natural circulation experiment as conducted at the Borssele Nuclear Power Plant. The results of this comparison show that the code RELAP5/MOD2 predicts well the natural circulation behaviour of Nuclear Power Plant Borssele.

The integrity of the RPV head and reactor internals was assessed by means of fluid-structural analyses using a coupled method to evaluate the water hammer phenomenon arising from high burnup fuel failure under RIA conditions. The fluid viscosity effect on the water column burst as well as the complex three-dimensional flow paths caused by a core shroud and standpipes were considered in this study. The three analysis scenarios were designed to investigate the above mentioned influential factors separately. In the first scenario, a two-dimensional axisymmetric reactor vessel model without any reactor internals was modeled to assess the influence of the fluid dynamics in the NSC RIA regulatory evaluation. The U.S. Department of Energy (DOE) Carlsbad Field Office (CBFO) administers and operates the Waste Isolation Pilot Plant (WIPP) site, which hosts a deep geologic repository for safe disposal of U.S. defense-related TRU waste and is located 42 kilometers (km) east of Carlsbad, New Mexico. CBFO also manages the National Transuranic Waste Program (NTP), which oversees TRU waste management from generation to disposal. The WIPP began receiving waste in March 1999. A study trip to a biomass gasification plant in Germany took place from 13-15 November 2000. The goal of the trip was to obtain information on German developments, experience, and possibilities in the field of biomass gasification. The participants were representatives of Dutch parties in the energy sector: waste sector, manufacturers, producers, policy makers and consultants. The most important feature was the visit to plants that were in operation. Due in particular to the new EEG (Emeuerbare-Energien-Gesetz/Renewable Energy) legislation, German policy makers have created an initial market for sustainable energy with a degree of success. The key feature is that EEG makes projects 'bankable' by guaranteeing a return delivery compensation. The U.S. Department of Energy (DOE)-Carlsbad Field Office (CBFO) has developed draft documentation to present the proposed Waste Isolation Pilot Plant (WIPP) remote-handled (RH-) transuranic (TRU) waste characterization program to its regulators, the U.S. Environmental Protection Agency and the New Mexico Environment Department. Compliance with Title 40, Code of Federal Regulations, Parts 191 and 194; the WIPP Land Withdrawal Act (PL 102-579); and the WIPP Hazardous Waste Facility Permit, as well as the Certificates of Compliance for the 72-B and 10-160B Casks, requires that specific waste parameter limits be imposed on DOE sites disposing of TRU waste at WIPP. On account of a raised appearing of plastic waste and shreddered light fraction (SLF) from old car utilization as well as legal handicaps experiments were carried out at the Institute of Ferrous Metallurgy (RWTH Aachen) on a laboratory rig to inject DSD (Duales System Deutschland)-plastic waste and SLF with the destination of a subsequent raw material utilization in the blast furnace and cupola furnace. The experiments on the laboratory rig with DSD plastics could verify that by injection of specific coal/plastic mixtures into the blast furnace the injection rate could be raised by an improvement in the conversion degree and therefore the amount of the inserted reducing agent can be lowered. Different cases exist in various countries regarding the institutional status, the organization and the technical resources of the Nuclear Regulatory Authority (NRA): there are NRAs having extended internal technical capability and others relying mostly on external technical support. Considering the research and development activities and the very broad range of technical matters on which the regulatory and licensing activity are based, the NRA can not rely only on internal resources, and generally there is the need of technical and scientific support together with enhanced international cooperation. Laparoscopic orchiopexy has gained popularity in recent years. However, the decision when to perform one-stage laparoscopic orchiopexy without division of the spermatic vessels versus initial ligation of the spermatic vessels followed later by orchiopexy is not clear. A new laparoscopic classification to facilitate decision-making during laparoscopy, according to the position of the impalpable testis and the relation of the spermatic vessels and vas deferens to the internal ring, with a management protocol based on this classification is presented. During the years 1995-1999, an international effort was going on under the title DECOVALEX II, in order to study the coupled thermo-hydro-mechanical (THM) effects in the water containing fractured rock mass caused by the heat generation of spent fuel canisters in a repository. The lymphographic agent Lipiodol (iodized oil) has been found to localize and remain in tumor vessels. Based on this finding, we attempted transcatheter internal radiotherapy by radioactive iodized oil (I-131 tagged Lipiodol) prepared by isotopic exchange reaction. Transcatheter internal radiotherapy (TCIR) was attempted in twelve patients with inoperable hepatoma by infusing a therapeutic dose of I-131 Lipiodol (7.6 approx. 28.3 mCi/2.0 approx. 5.0 ml) via the hepatic artery. Serial changes of serum alpha-fetoprotein (AFP) levels and in the size of tumor on computed tomography (CT) were estimated to evaluate the therapeutic effect. Serum AFP levels decreased in 9 patients with initial elevated levels of serum AFP, although they were again elevated in three of them within four weeks. The present work is to study effects of neutron irradiation on the structure of amorphous Pb_8_0 Si_2_0 and Pd_7_7_._5 Cu_6 Si_1_6_._5 alloys by using X-ray diffraction techniques. differential scanning calorimertry (DSC) and internal friction measurements. The irradiation will produce obvious changes in the pair correlation function g(r) and radial distribution function RDF (r). Fast Test Reactor core internal and peripheral components were assessed for flow-induced vibrational characteristics under scaled and simulated prototype flow conditions in the Hydraulic Core Mockup as an integral part of the Fast Test Reactor Vibration Program. The Hydraulic Core Mockup was an 0.285 geometric scale model of the Fast Test Reactor internals designed to simulate prototype vibrational and hydraulic characteristics. Using water to simulate sodium coolant, vibrational characteristics were measured and determined for selected model components over the scaled flow range of 36 to 110%. Technical developments in the construction of high power accelerators have created new research activities on accelerator-driven transmutation technologies (ADTT) with main applications for energy production and nuclear waste transmutation. PVD-chromium-nitride coated samples of substrates of the magnesium alloy AZ91hp and the roller and ball bearing steel 100Cr6 were investigated regarding structure, mechanical characteristics, adhesion and internal stresses. For the coatings the parameters layer thickness and substrate BIAS voltage were varied. Both substrate materials were coated in one lad. Results of the X-ray analysis of the internal stresses show significant differences between the coated magnesium and the coated steel substrates. In the case of the variation of the substrate BIAS voltage, for the coated steel a dependency of the internal stresses to coating parameters could be obtained. For the coated magnesium no dependency was recognizable. The coating structure was examined with scanning electron microscopy. Element depth profiles of the coated samples were performed with SIMS. Science applications are more mature, but several national and international security applications have been identified where cryogenic detectors have high potential payoff. International safeguards and nuclear forensics are areas needing new technology and methods to boost speed, sensitivity, precision and accuracy. Successfully applied, improved nuclear materials analysis will help constrain nuclear materials diversion pathways and contribute to treaty verification. The contamination of environmental materials (soil and dust) by heavy elements is of concern in assessing environmental pollution. Characterization of samples is performed in order to provide information that can be used to assess the potential hazard of the material, to assess remediation strategies, and to determine the source of the heavy element-bearing material. Microbeam analysis using a scanning electron microscope (SEM) or electron microprobe on polished particle mounts allows the size, internal morphology and chemical composition to be determined on a particle-by-particle basis. Individual monitoring of personal exposure to inhalation of uranium oxides throughout the manufacture of fuel for pressurized water reactor (PWR) includes lung gamma-spectrometry, fecal analysis and urine analysis. Examination of the results shows the following: internal exposure is the consequence of repeated intake incidents as revealed by early peaks of urinary and particularly fecal elimination; a shift is often observed with the results of aerosol concentration measured through air collectors; the measured variations of uranium lung incorporations are relatively fast (apparent mean period 165 d). Correct evaluation of the effective dose equivalent from inhalation requires further information concerning the aerosol size distribution at work stations, the physico-chemical characteristics of the product leading to an estimate of its actual biological solubility, and the measurement of the fraction of aerosol liable to intake with an individual portable collector.
The release rate of a nuclide from a reactor or a radioactive waste disposal plant at the accident is not steady, but varies with time. The various parameters of a nuclide migration into environment vary also day after day, or with the seasons. In such cases, dynamic behavior of the nuclide in the environment must be taken into consideration. It is difficult for a mathematical model to involve all of mechanisms for the nuclide migration. The environment for evaluation of doses are usually divided into some of compartments in which a nuclide concentration is uniform. Time variations of the nuclide concentration in the compartment are described in simultaneous differential equations. The nuclide concentration can be solved as a time function, and the radiation doses, therefore, can be estimated as a time function. A Bragg curve counter equipped with an internal production target was developed for the measurements of double-differential cross-sections of fragment production induced by neutrons at energies of tens of MeV. The internal target permitted a large detection solid angle and thus the registration of processes at low production rates. In this specific geometry, the detection solid angle depends on the emission angle and the range of the particle. Therefore the energy, atomic number, and angle of trajectory of the particle have to be taken into account for the determination of the solid angle. For the selection of events with tracks confined within a defined cylindrical volume around the detector axis, a segmented anode was applied. We construct models for gamma-ray bursts where the emission comes from internal shocks in a relativistic wind with a highly non uniform distribution of the Lorentz factor. We follow the evolution of the wind using a very simplified approach where a large number of layers interact by direct collisions but where all pressure waves have been suppressed. We suppose that the magnetic field and the electron Lorentz factor reach large equipartition values in the shocks. Synchrotron photons emitted by the relativistic electrons have a typical energy in the gamma-ray range in the observer frame. Synthetic bursts are constructed as the sum of the contributions from all the internal elementary shocks and their temporal and spectral properties are compared to the observations.
