Entitled ``Fueling a Competitive Economy, it provided the framework and shared vision for meeting responsibilities in energy, national security, environmental quality, and science and technology. The strategic plan was the guidepost for the formulation of the Department`s FY 1996, FY 1997, and FY 1998 budgets and was critical to the development of the Department`s Strategic Alignment Initiative, designed to save $1.7 billion over five years. U.S. nuclear policy has become the target of increasing criticism during the past decade. Critics often argue that the use of nuclear weapons would be irrational, would destroy humankind, and thus could not serve any rational policy goal. Other critics point to the immortality of the use of nuclear weapons. Both groups condemn U.S. military policy. In Nuclear War, James Child considers and rejects both these lines of criticism. He argues that a policy of deterrence can be both rational and moral; that U.S. nuclear policy is, on balance, based on rational and moral foundations. Child examines near-term consequences of a nuclear war and finds them ghastly but not unthinkable or incomparable to the havoc produced by previous wars. The next great issue on the Russian landscape will be management of its foreign debt. In the near future the United States will be called upon to lead an international program of debt restructuring to assist Russia in overcoming the burden of its debt trap. With debt service obligations equal to 50{percent} of 1999 revenues, Russia has virtually no chance of sustaining a program of economic recovery without debt relief (Hardt, 1999). With some form of debt restructuring a foregone conclusion, Russia, the United States, and world community have a vital stake in searching for creative ways to transform the inevitability of debt restructuring into something of value and constructive to Russia and the problems it faces. In the by now extended debate about the end of the Cold War and its causes, very little attention has been paid to the role played by historical memory in helping shape the way policy-makers approached the collapse of the post-war order. As this article shows, many, if not most policy elites at the time, confronted the passing of the old world with a great degree of caution and trepidation; and one of the key reasons they did so, it is argued here, is because of their reading of the past. This reading, I go on to suggest, made many of them especially cautious and fearful when faced with great change. The history of the urinary test papers does not being in the post-war period. As early as the 1880's some practitioners and pharmacists tried to replace the complicated wet-chemical procedures and apparatus by "dry chemistry." The first popular test paper for sugar and albumin originated in England in 1883. Dry reagents for proving hematuria have been available since the beginning of this century. Until the 1930s a wide palette of commercial urine tests with "modern" brand names was established. A methodological breakthrough was created by the spot test chemistry inaugurated by the Austrian, Fritz Feigl, about 1920. Using the capillary properties of filter paper in enhancing color reactions he founded a new area of analytical chemistry. Many of the pioneers were recruited from Jewish scientists. Physicians are exercising their responsibility as healers in their efforts to prevent nuclear war. Death for Hiroshima survivors was experienced in four stages: the immediate impact of destruction, the acute impact of radiation, delayed radiation effects, and later identification as an atomic bomb survivor. Each phase had its physical and psychological impacts and negates Hiroshima as a model for rational behavior despite those who claim survival is possible for those who are prepared. The psychic effects of modern nuclear, chemical, and germ warfare need to be challenged with a symbolization of life and immortality. Studies of psychological reactions to the terror children felt during practice air-raid drills indicate that the fears can be surpressed and re-emerge in adult life as a linking of death with collective annihilation. More than 2 years after the Gulf conflict, scientists are continuing to keep a close watch on marine pollution stemming from the war. Following the conflict in early 1991, major concern was raised worldwide when an estimated four to eight million barrels of crude oil were directly released into the Persian Gulf from the Sea Island terminal in Kuwait. Such amounts clearly made it the largest oil spill in history. The catastrophe was exacerbated when Kuwaiti oil fields were ignited. The magnitude of the pollution, and the types of toxic contaminants involved, led to a worldwide response through the United Nations system. An inter-agency plan of action was developed quickly. As one of its steps, the co-ordinating agency - the United Nations Environment Programme (UNEP) - asked the IAEA's Marine Environment Laboratory (MEL) in Monaco to help make a preliminary assessment of the situation. This paper describes the estimated the rate of carbon accumulation in the woody biomass and total carbon storage in the forests including trees, soil and litter in Korea. The relevant data come from the Statistical Yearbook of Forestry and major results of the studies on forest biomass in Korea. Most of the forests, which has been denuded or degraded during the 2nd World War and the Korean War, were recovered through ``Reforestation Project(1973-1987)`` and natural regeneration. So, now they are mostly young secondary forests and grow rapidly. Total carbon removal by forests is estimated at 8.1 million tonnes of carbon(MtC) and the carbon emission by commercial harvesting at 0.9 MtC. therefore, the forests in Korea play an essential role as a net carbon sink. This article outlines the use of gasifiers during World War II and how, with soaring fuel prices, producer gas may provide an alternate energy path for agribusiness and farms today. In the last few years, the University of California has become a focus of producer gas research in the US. Biomass fuels used include crushed walnut shells, fruit pits, cereal straw and corn cobs. Particle size, moisture content and slagging create problems and the right kind of gas producer must be used to obtain reliable conversion to producer gas.

Although a number of contemporary theories emphasize the importance of cognitive processes in social anxiety, there is no instrument available to assess fearful thoughts experienced during public speaking. The Self-Statements During Public Speaking (SSPS) scale is a 10-item questionnaire consisting of two 5-item subscales, the "Positive Self-Statements" (SSPS-P) and the "Negative Self-Statements" subscale (SSPS-N). This paper summarizes the IHY and BSS activities in West Asia and their importance in many Arab countries, such as Algeria, Egypt, Iraq, Jordan, Kuwait, Qatar, Saudi Arabia, UAE, etc. BSS future plans for some of these countries are as follows: It is proposed by the astronomers from the Arabian Gulf Region to build the Gulf Observatory on top of Jabal Shams (2980 msl) which will have a 2-3 m optical telescope. Libya signed a contract with a French company for building an observatory which will have a 2-m optical robotic telescope. It is also proposed to rebuild the Iraqi National Astronomical Observatory (INAO) which was destroyed during the two wars. It is planned to build a 5-6 m optical telescope and a small solar telescope on the top of Korek mountain, which has excellent observing conditions.

The Plutonium-Uranium Extraction (PUREX) Plant, conceived during the early Cold War years, was a vehicle to increase significantly US nuclear weapons production capacity. The original PUREX Plant was a concrete rectangle 1,005 feet long and 61.5 feet wide. The shielding capacity of the concrete was designed so that personnel in non-regulated service areas would not receive radiation in excess of 0.1 millirem per hour. This report discusses the design of the PUREX Plant, the production chronology, projects and equipment changes, equipment decontamination and reuse, waste management, and contamination events that have occurred during the operation of the plant. Additionally, the development and history of the Uranium Trioxide Plant are also covered.

This paper presents a survey on public preferences in SE England for the use of wind, biomass and nuclear power in electricity generation. Using a labelled CE the perceived importance (value) to the public of distance and the energy options' impacts on biodiversity, emissions, land occupation and household cost was explored. Results suggest that impacts, technology name, demographic characteristics, attitudes towards the environment, knowledge and experience with the technologies were significant choice determinants. Municipal power systems developed early in the Pacific Northwest, but a new dimension was added in the 1930s when the public utility district (PUD) concept combining urban and rural areas encited vigorous debate and the public rejected private-utility candidates. A favorable national climate developed for consumer-owned systems during the 1920s and 30s encouraging the passage of the Federal Water Power Act, the creation of the Tennessee Valley Authority, the building of Hoover Dam, and the establishment of the Bonneville Power Administration. This article reviews developments following the Public Utility Act of 1935, which authorized the Federal Power Commission and the uniform system of accounts. After tracing the record of investigations and policy trends during the Roosevelt era, it concludes that utilities benefited from accounting regulations. (DCK)

From 1946 - 1990, i.e. from shortly after the end of World War II and the rise of the cold war until the German reunification, there had been extensive uranium mining both in Saxony and Thuringia, which formed the southern parts of the former German Democratic Republic. Mining activities started in Saxony in the Ore Mountains (German: Erzgebirge). Mining was conducted by a Soviet, since 1954 by a Soviet- German Incorporated Company named Wismut. It is estimated that about 400,000 persons may have worked in this time period with the company, most of them underground or in uranium ore processing facilities. In the early years, exposure to radiation and dust was particularly high for underground workers. After introduction of several ventilation measures and wet drilling from 1955 onwards, the levels of exposures to the various agents steadily decreased. Its aim was to study, by means of the results obtained for winter wheat, the dependence of plant growth on temperature, radiation and water as well as nutrient supply for other economically important crop types. Building on this, process-oriented, climate-sensitive agricultural ecosystem models for winter rye, winter barley, sugar-beet and winter intercrops were developed, verified and, in some sites, validated. Purpose: To evaluate a T{sub 2}-weighted URSE sequence for the assessment of pulmonary infiltrations in comparison to CT. Methods: 28 MRT scans of 22 patients with confirmed pneumonia were recorded on a 1.5 Tesla apparatus with an expiratory and diastolic triggered, T{sub 2}-weighted ultrafast-spin-echo sequence in axial slice mode with the following parameters: TR{sub eff}/T{sub E}/Turbofactor 2000-4000/90 ms/21-23; slice thickness/separation 6/0.6 mm; FOV 360 mm; 24 slices. 24 spiral CTs (sice thickness/table advance: 1-2 mm/10 mm) were available for comparison. The separate evaluation of MRTs and CTs was performed by three radiologists in a consensus procedure with regard to pulmonary lesions (e.g., infiltration, round foci, net patterns) and image quality of the MRTs (4-step scale). This has lead to greater reliability of supply, as could be seen during the Gulf War when Danish electricity prices remained stable in contrast to conditions in other countries. The disadvantage is the air pollution caused by coal combustion. This is regulated, it is stated, by several international laws and agreements, and these are named here. The nature of this form of pollution is explained in relation to actual Danish power plants and their efforts to reduce emissions of sulphur dioxide and nitrogen oxides. Throughout their history, Americans have believed that citizens' fulfillment of their individual duties in a participatory democracy is at least partly met through the forming of groups around important societal issues. Given the complex nature of political socialization, this study investigated identifiable determinants of social action that might be used to advantage in educating young people for citizenship in a democracy. This study attempted to differentiate among junior high, high school and college students (N=517) who were inclined and not inclined to act on their concerns about nuclear threat with selected demographic, psychological, political, and educational variables. The 3001 Storage Canal is located under portions of Buildings 3001 and 3019 at Oak Ridge National Laboratory (ORNL) and has a capacity of approximately 62,000 gallons of water. The term canal has historically been used to identify this structure, however, the canal is an in-ground reinforced concrete structure satisfying the regulatory definition of a tank. From 1943 through 1963, the canal in Building 3001 was designed to be an integral part of the system for handling irradiated fuel from the Oak Ridge Graphite Reactor. Because one of the main initial purposes of the reactor was to produce plutonium for the chemical processing pilot plant in Building 3019, the canal was designed to be the connecting link between the reactor and the pilot plant. During the war years, natural uranium slugs were irradiated in the reactor and then pushed out of the graphite matrix into the system of diversion plates and chutes which directed the fuel into the deep pit of the canal. ...

We reported three cases of acute intracranial tuberculosis including miliary tuberculosis, basal meningitis, tuberculomas and neuritis of cranial nerves. All patients had native and contrast enhanced CT and MRI scans. MRI revealed more granulomas and a better imaging contrast in the detection of basal meningitis. Its Cold War mission was to develop a turbojet bomber propelled by nuclear power. The project was part of an arms race. Test activities took place in five areas at TAN. The Assembly & Maintenance area was a shop and hot cell complex. Nuclear tests ran at the Initial Engine Test area. Low-power test reactors operated at a third cluster. With the end of the cold war the United States, Russia, and other countries have excess plutonium and other materials from the reductions in inventories of nuclear weapons. The United States Academy of Sciences (NAS) has recommended that these surplus fissile materials (SFMs) be processed so they are no more accessible than plutonium in spent nuclear fuel (SNF). This spent fuel standard, if adopted worldwide, would prevent rapid recovery of SFMs for the manufacture of nuclear weapons. The NAS recommended investigation of three sets of options for disposition of SFMs while meeting the spent fuel standard: (1) incorporate SFMs with highly radioactive materials and dispose of as waste, (2) partly burn the SFMs in reactors with conversion of the SFMs to SNF for disposal, and (3) dispose of the SFMs in deep boreholes. The Department of Energy (DOE) currently operates four thermal treatment facilities that are permitted under regulations for hazardous waste combustors. As regulations become more stringent and public stakeholders become more influential, permitting these facilities is increasingly difficult. As they become more available, continuous emission monitors (CEMs) may offer the potential to assure regulators and the public of the safe operation of treatment facilities. The Mixed Waste Focus Area (MWFA) has participated in the development and testing of a variety of CEMs that could have application to DOE facilities.

Hayakawa et al. (2009) and Hayakawa (2011) have recently reviewed some "anomalous" ULF signatures in the geomagnetic field which previous publications have claimed to be earthquake precursors. The motivation of this review is "to offer a further support to the definite presence of those anomalies". Here, these ULF precursors are reviewed once again. This brief communication shows that the reviewed anomalies do not "increase the credibility on the presence of electromagnetic phenomena associated with an earthquake" since these anomalous signals are actually caused by normal geomagnetic activity. Furthermore, some of these ULF precursors have just been rebutted by previous publications.

The Department of Energy`s program for disposing of nuclear High-Level Waste (HLW) and transuranic (TRU) waste has been impeded by overwhelming political opposition fueled by public perceptions of actual risk. Analysis of these perceptions shows them to be deeply rooted in images of fear and dread that have been present since the discovery of radioactivity. The development and use of nuclear weapons linked these images to reality and the mishandling of radioactive waste from the nations military weapons facilities has contributed toward creating a state of distrust that cannot be erased quickly or easily. This paper presents the results of a study carried out at three sites in Madurai, India in order to assess ambient air quality levels and their impact on public health in urban areas. Indicators of public health were sought through primary and secondary health data and blood lead concentrations of male and female inhabitants and shopkeepers. Lean concentrations in blood samples were examined according to distance from the road, age, smoking status, hours of stay per day in the city, and period of stay in years in Madurai. Ambient air quality level indicators included the level of gaseous and particulate pollution using Central Pollution Control Board standard estimation methods. To evaluate the usefulness of radiation therapy alternative to surgery for clinical N0-N1 non-small cell lung cancer (NSCLC). From 1976 through 1989, 116 patients with NSCLC without mediastinal involvement were treated with definitive radiation therapy alone at Gunma University Hospital. All patients were treated with once-daily standard fractionation using 10 MV X-rays. The total dose ranged from 60 Gy to 80 Gy. The actuarial 2- and 5-year survival rates of the entire group were 43% and 20%, respectively with a median survival time of 19 months. The survival of 76 patients with stage T2 tumors was significantly better than that of 28 patients with T3 tumors (mean survival time 21 versus 15.5 months; p<0.05). Sixty-two patients with tumors less than 5 cm in diameter had a 2-year progression rate of 20%, in comparison with 39% of 54 patients with tumors greater than 5 cm. Purpose: With intracranial tumors a flat, contrast-enhancing, probably dural structure adjacent to the tumor can occasionally be observed on gadolinium-DTPA enhanced MR images. Therefore we have attempted to evaluate a tumor infiltration of this enthancement on MRI. Material and Methods: This study included 50 patients. 19 patients had a dural thickening at the tumor base (13 meningiomas and 6 metastases), while 31 patients did not (12 meningiomas and 19 metastases). Studies included plane T{sub 2}-weighted spin echo (SE) images as well as T{sub 1}-weighted axial, coronal, or sagittal plains with and without contrast agent. Histopathological examinations, were done on the tumor base adjacent to the dura mater. Results: 7 of 12 meningiomas showed a meningeal thickening on MRI with histopathologically proven tumor infiltration as did also 5 of 6 metastases. What technical, economic and institutional factors make radioactive and/or hazardous waste management technologies publicly acceptable? The goal of this paper is to initiate an identification of factors likely to render radioactive and hazardous waste management technologies publicly acceptable and to provide guidance on how technological R&D might be revised to enhance the acceptability of alternative waste management technologies. Technology development must attend to the full range of technology characteristics (technical, engineering, physical, economic, health, environmental, and socio-institutional) relevant to diverse stakeholders. ORNL`s efforts in recent years illustrate some attempts to accomplish these objectives or, at least, to build bridges toward the integrated design of waste management technologies.

Objective: To develop software for assessment of dose to thyroid gland in emergencies resulting in the release of radioiodine. Methods: Based on procedures for thyroid monitoring and dose assessment introduced in IAEA publications (IAEA-TECDOC-1092 and EPR-MEDICAL-2005), a software was developed with Visual Basic 6.0 program to computerized the methods of thyroid dose estimation. Results: The intake of radioiodine and committed equivalent dose to thyroid could be estimated rapidly and accurately with the present software. Conclusion: The present software provide a practical and rapid tool for estimating thyroid doses received in emergencies resulting in the release of radioiodine by emergency workers and members of public, which is necessary for recommendation of further actions. The Environmental Protection Agency (EPA) is developing generally applicable environmental standards for land disposal of Atomic Energy Act (AEA) low-level radioactive wastes (LLW) and certain naturally occurring and accelerator-produced radioactive material (NARM) wastes. It is EPA's intention that the LLW standards will protect public health and the environment. The LLW standards would cover disposal of all AEA materials not controlled by other EPA standards and some natural radioactive materials. Coverage of federal waste is significant, because the federal government generates and disposes of >40% of all LLW nationwide, and a uniform standard for all LLW disposal is both a desirable and an achievable goal. Publication of a proposed LLW standard is planned in 1988, and a final standard a year later. This standard will have several important and closely related areas of focus which are discussed in the paper.
