This is our response to a comment by Walter Eifler on our paper `A simple model for the short-time evolution of near-surface current and temperature profiles' (arXiv:physics/0503186, accepted for publication in Deep-Sea Research II). Although Eifler raises genuine issues regarding our model's validity and applicability, we are nevertheless of the opinion that it is of value for the short-term evolution of the upper-ocean profiles of current and temperature. The fact that the effective eddy viscosity tends to infinity for infinite time under a steady wind stress may not be surprising. It can be interpreted as a vertical shift of the eddy viscosity profile and an increase in the size of the dominant turbulent eddies under the assumed conditions of small stratification and infinite water depth.

The RECH-1 MTR reactor has been converted from HEU to MEU (45% enrichment) and the decision to a LEU (20% enrichment) conversion was taken some years ago. This LEU conversion decision involved a local fuel development and fabrication based on U{sub 3}Si{sub 2}-Al dispersion fuel, and a fabrication qualification stage that resulted in four fuel elements fully complying with established fabrication standards for this type of fuel. This report-presents relevant points of these four leaders fuel elements fabrication, in particular a fuel plate core homogeneity control development. A summary of the intended in core follow-up studies for the leaders fuel elements is also presented here. (author)

Value Engineering (VE) is a problem solving methodology that has been used in manufacturing and construction industries for fifty years to improve products, systems and projects while reducing unnecessary cost. A Process Waste Assessment (PWA) is a newly developed methodology designed to characterize waste streams and identify opportunities to reduce or eliminate waste generation. The VE and PWA methodologies are compared to show their general similarities and specific differences, and to suggest how VE can be woven into the PWA methodology. Further, the roles of the VE and PWA team leaders and their training are compared; suggestions are made to help enable the PWA team leader to more effectively lead a group-centered creative process. Examples of how VE has been used in hazardous and radioactive waste minimization and pollution prevention projects are presented, also.

Greenhouse gas mitigation strategies are generally considered costly with world leaders often engaging in debate concerning the costs of mitigation and the distribution of these costs between different countries. In this paper, the analyses and results of the design of a 100% renewable energy system by the year 2050 are presented for a complete energy system including transport. Two short-term transition target years in the process towards this goal are analysed for 2015 and 2030. The energy systems are analysed and designed with hour-by-hour energy system analyses. The analyses reveal that implementing energy savings, renewable energy and more efficient conversion technologies can have positive socio-economic effects, create employment and potentially lead to large earnings on exports. We study a stochastic gossip model of continuous opinion dynamics in a society consisting of two types of agents: regular agents, who update their beliefs according to information that they receive from their social neighbors; and stubborn agents, who never update their opinions and might represent leaders, political parties or media sources attempting to influence the beliefs in the rest of the society. When the society contains stubborn agents with different opinions, opinion dynamics never lead to a consensus (among the regular agents). Instead, beliefs in the society almost surely fail to converge, and the belief of each regular agent converges in law to a non-degenerate random variable. In 1991, the Peacock Hill Working Group provided the field of emotional and behavioral disorders (EBD) a roadmap for improving the quality of services provided to students with EBD. The working group considered issues at every level of the educational system, from the classroom to federal policy. Although many strides have been made in the past 20 years regarding the education and treatment of students with EBD, the gap has persisted between empirically validated practices and the classroom routines of teachers serving students from this population. In the authors' view, the field of EBD would benefit greatly from conceptual and empirical developments to improve the mechanisms required to bring science to the classroom. In order to reduce the risk of nuclear proliferation, new technologies must be developed to reduce the risk that nuclear material can be diverted from its intended use. Regardless of the specific nature of the fuel cycle, nuclear forensics and attribution will play key roles to ensure the effectiveness of nonproliferation controls and to deter the likelihood of illicit activities. As the leader of the DHS nuclear and radiological pre-detonation attribution program, LLNL is uniquely positioned to play a national leadership role in this effort. Total residential heat pump sales amounted to 577 units in 2004, equivalent to over $11.2 million in sales. Commercial installations amounted to approximately $12.7 million. An outline of industry players was presented. The goals of Manitoba Hydro were outlined in relation to geothermal energy and the Power Smart program. Their objectives included increasing awareness of geothermal energy, making heat pumps more accessible, and improving industry infrastructure. Solid fuels such as coal, wood, and crop straw supply some fraction of household cooking and heating fuel for more than one billion people in China. As these fuels do not generally combust cleanly in household stoves, their use levies large health and environmental burdens, particularly in rural regions. Production of clean-burning fuels from agricultural residue offers one prospect for mitigating health and social burdens imposed by household use of solid fuels. This dissertation explores the question: how might production of clean-burning household fuels from agricultural residues affect human health and social conditions in rural China?
