The Nuclear Regulatory Commission (NRC) on December 29, 1993, promulgated self-guarantee requirements that materials licensees may use to demonstrate financial assurance for decommissioning costs. However, nonprofit colleges and universities, nonprofit hospitals, and for-profit firms that do not issue bonds are currently precluded, by their unique accounting and financial reporting systems, or by other features of their business practices, from using the financial tests for self-guarantors adopted by the NRC. This Report evaluates several alternative financial tests that might serve as the basis for self-guarantee by these three categories of licensees.
Abstract: The Hanford Tanks Initiative (HTI) is a five-year project resulting from the technical and financial partnership of the U.S. Department of Energy`s Office of Waste Management (EM-30) and Office of Science and Technology Development (EM-50). Our hypothesis stresses that the cultural dimensions of a country can have an impact on its financial set-up. We consider multiple dimensions of culture, identified in the literature by Tabellini (2008), to test our hypothesis. This paper reviews three key initiatives undertaken in the historical city of Oxford to bring about reductions in energy-related CO_2 emissions on a city-wide scale. The author has been part of all the three initiatives. In 2002, a collaborative partnership between academia, industry and city council started the Oxford Solar Initiative (OSI) which uses a community-based approach to help households and organisations in Oxford, financially and technically, to install solar energy systems and energy efficiency measures in buildings. So far OSI has facilitated the installation of 80 active solar systems, over 450 energy efficiency measures and 3,000 low energy bulbs. A reduced-form model including nonlinearities is estimated from pooled data from nine European countries during 1982-2004 to show the effects of macroeconomic shocks and financial fragility on bank loan losses. The main ingredients of the model are unanticipated-output and interest-rate shocks estimated from published macroeconomic and naive forecasts. The model fits the data well, capturing the extremely high levels of loan losses witnessed in different financial crises.

An attempt to develop a simple framework for financial evaluation of renewable energy technologies (RETs) such as photovoltaic (PV) pump, windmill pump, biogas and producer gas-driven dual fuel engine pumps for irrigation water pumping has been made. The unit cost of water and unit cost of useful energy delivered by the RETs have been estimated. The monetary benefits that accrued to the end-user have been quantified in terms of the amount of diesel or electricity saved. Financial figures of merit for the investments made in the RETs have been estimated. The effect of fuel price escalation on these measures of financial performance has also been evaluated along with the estimation of the break-even prices of fuels likely to be substituted by RETs. Results of some exemplifying calculations are presented and briefly discussed.

In this paper, we investigate the relationship between the subprime asset-backed collateralized debt obligations (CDO) market and Large Complex Financial Institutions (LCFIs). We attempt to account for the dynamics between the ABX index returns and the banks' equity returns through conditioning our analysis on the historical correlation between the variables. Three key results emerge from the analysis. First, we find a positive correlation between movements of the ABX index and the equity returns for all the LCFIs. Second, the volatility of ABX index returns tend to be transmitted to the volatilities of the equity returns of the financial institutions. Third, ABX prices changes lead equity returns changes of the European-based LCFIs. For the US LCFIs a two-way linkage emerges.
Many existing proposals either lack sufficient concreteness to make carbon capture and geological sequestration (CCGS) operational or fail to focus on a comprehensive, long term framework for its regulation, thus failing to account adequately for the urgency of the issue, the need to develop immediate experience with large scale demonstration projects, or the financial and other incentives required to launch early demonstration projects. We aim to help fill this void by proposing a roadmap to commercial deployment of CCGS in the United States.This roadmap focuses on the legal and financial incentives necessary for rapid demonstration of geological sequestration in the absence of national restrictions on CO2 emissions. It weaves together existing federal programs and financing opportunities into a set of recommendations for achieving commercial viability of geological sequestration.

The purpose of the Energy Incentives and Agricultural Financial Resources Act of 1986 is to provide fair incentives for the domestic production of oil and gas, and to give flexibility to financial institutions with regard to energy and agricultural loans. The legislation reflects the current drop in activity and investment as a result of economic conditions and tax laws. It amends the Federal Deposit Insurance Act to assist troubled banks in providing capital and restructuring loans for energy development and agricultural pursuits. Title II repeals certain restrictions on the use of natural gas and petroleum imposed under the Fuel Use Act to open up markets and eliminate pricing requirements.
Recently, applying the novel data mining techniques for evaluating enterprise financial distress has received much research alternation. Support Vector Machine (SVM) and back propagation neural (BPN) network has been applied successfully in many areas with excellent generalization results, such as rule extraction, classification and evaluation. In this paper, a model based on SVM with Gaussian RBF kernel is proposed here for enterprise financial distress evaluation. BPN network is considered one of the simplest and are most general methods used for supervised training of multilayered neural network. The comparative results show that through the difference between the performance measures is marginal; SVM gives higher precision and lower error rates.

The paper develops a new class of financial market models. These models are based on generalized telegraph processes: Markov random flows with alternating velocities and jumps occurring when the velocities are switching. While such markets may admit an arbitrage opportunity, the model under consideration is arbitrage-free and complete if directions of jumps in stock prices are in a certain correspondence with their velocity and interest rate behaviour. An analog of the Black-Scholes fundamental differential equation is derived, but, in contrast with the Black-Scholes model, this equation is hyperbolic. Explicit formulas for prices of European options are obtained using perfect and quantile hedging.

As is well documented, subprime mortgage markets carried significant default risk. This paper investigates the relationship between default risk premium, stock market conditions and macroeconomic variables during the financial crisis. Using iTraxx Japan Credit Default Swap (CDS) index spreads covering the period from March 2006 to November 2009, we employ a time-varying dynamic factor model with Markov regime switching to generate regime probabilities for default risk. We analyze the sensitivity of default risk premium changes to stock market conditions and macroeconomic variables by using two-state Markov switching models: a crisis regime sparked by rising loan defaults in the sub-prime mortgage market, and a non-crisis regime. Financial measures taken in order to counteract the effect of the lower oil prices are described. Operating results and technical modifications of the Sasol One, Two, and Three plants are discussed. Sasol believes that crude oil prices will remain volatile for some time and will fluctuate between $10 and $18 per barrel. A steady increase in crude oil prices will then occur in the 1990's. The availability of this resource in India has been assessed and the technologies for exploitation of its energy potential in rice processing industry discussed. The unit cost of electricity using rice husk gasifier-based power generation systems has been calculated and its financial feasibility assessed in comparison with utility-supplied and diesel-generated electricity. We discuss some methods to quantitatively investigate the properties of correlation matrices. Correlation matrices play an important role in portfolio optimization and in several other quantitative descriptions of asset price dynamics in financial markets. Specifically, we discuss how to define and obtain hierarchical trees, correlation based trees and networks from a correlation matrix. The hierarchical clustering and other procedures performed on the correlation matrix to detect statistically reliable aspects of the correlation matrix are seen as filtering procedures of the correlation matrix. We also discuss a method to associate a hierarchically nested factor model to a hierarchical tree obtained from a correlation matrix. The information retained in filtering procedures and its stability with respect to statistical fluctuations is quantified by using the Kullback-Leibler distance.

This paper was produced as an input to the Swiss Confederation's 'Electricity Perspectives 2035' study made by the Swiss Federal Office of Energy (SFOE). A concept for the combined use of wood and natural gas in a combined-cycle power station is presented. The gasification of wood to provide fuel for the gas turbines and waste-heat boilers of such power stations is proposed as an alternative to just burning wood to provide heat for steam generators. Figures are quoted on the quantities of biomass and wood usable for energy applications in Switzerland. The energetic and financial efficiencies of wood-powered generation of heat and electricity are examined, as are the investments necessary and the costs incurred. Comparisons are presented between wood from forests, sawmill-wastes, scrap wood and natural gas as fuels.
Private transfers of capital from the Organization of Petroleum Exporting Countries (OPEC) to developing countries are intended to complement private transfers from the Organization of Economic Cooperation and Development (OECD) by tapping the emerging capital markets in the Middle East. Developing countries will be able to diversify their borrowing and gain additional financing. The long-term investment of oil-producing countries will benefit and the pressures on the banking institutions to recycle funds will lessen. The financial evaluation of capital and operating cost estimates for a dry coke quenching facility installation indicates a marginal return on investment if the evaluation is based exclusively on steam credits. However, the potential improvements in environmental emissions and reported, but unverified, blast furnace operations may justify the expenditure. The Russian and Japanese claim of 2 to 4% reduction in blast furnace coke usage with up to 4% increase in iron production has not been demonstrated in the domestic steel industry and, therefore, is not included in the financial analysis. A 2% coke reduction represents a savings of approximately $0.81 per ton of hot metal produced or an additional annual credit of $1,800,000 for dry coke quenching, exclusive of productivity gains. Additional credit of this magnitude would increase the estimated discounted cash flow return from 10% to approximately 16% for the estimated capital expenditure of ...

There is a model on the Oak Ridge Reservation which provides requirements for determining capacities and capabilities related to low-level, hazardous, and mixed wastes. In FY 1987, the model will be sufficiently advanced to provide various waste management scenarios. These scenarios will be compared technically, operationally, and financially by use of waste characterization data and process simulators that are currently under development. The results of the process simulations will be used to help identify waste treatment, storage, and disposal technologies that need to be demonstrated prior to full-scale development for DOE use. The information derived from this effort will be made available to all DOE facilities.
This study examines the degree of price-integration of equity indices between the major markets of Africa, namely Morocco, Tunisia, Egypt, Kenya, Nigeria, Namibia and South Africa with the European markets of London and Paris. Vector Autoregressive and Autoregressive Distributed Lag methods reveal that African markets are largely price-segmented. The only markets that are price-integrated have shared economic and financial institutions, such as Namibia and South Africa, and Egypt, Tunisia and France. The evidence suggests that development policy should be focussed on enhancing existing institutions rather than embarking prematurely on regional integration.

Data breaches, regularly in the news thanks to absent-minded employees or malicious hackers, are a real threat about which any company involved in the storing or transfer of data needs to be aware. And this isn't just about reputation and privacy - it has a real financial impact, too. In March 2010 the Ponemon Institute revealed that the cost of a data breach has risen for the third consecutive year. It found that the average data breach incident cost UK organisations @$1.9m or @$71 per record, an increase of 13% on 2009, and 18% on 2008. We all know how important it is to protect our data. Clearly, customers need to be choosy about whom they trust.
This paper is concerned with the study of insurance related derivatives on financial markets that are based on non-tradable underlyings, but are correlated with tradable assets. We calculate exponential utility-based indifference prices, and corresponding derivative hedges. We use the fact that they can be represented in terms of solutions of forward-backward stochastic differential equations (FBSDE) with quadratic growth generators. We derive the Markov property of such FBSDE and generalize results on the differentiability relative to the initial value of their forward components. In this case the optimal hedge can be represented by the price gradient multiplied with the correlation coefficient. This way we obtain a generalization of the classical 'delta hedge' in complete markets.
The author investigates the effects of 529 mergers in the European and North American power industries between 1990 and 2002. The focus is on the effects on the capital market and the changes in the utilities' performance in successive years. It is assumed that as a rule mergers resulted in a lower value of the companies concerned. On the other hand, the target businesses appear to have obtained added value in the same period. Italian district small and medium enterprises (SMEs) developed aggressive strategies to extend their sales networks and supply chains abroad. Literature on districts offered alternative explanations about the impacts of internationalization on local manufacturing systems. The authors consider the evolution of Italian districts in the framework of global value chain approach, focusing on the role of leading firms. Based on a survey of 650 Italian SMEs and financial indicators, the paper describes the rise of a new district firm model, the open network, which becomes a key node of global value chains. The paper also analyses the relationships among internationalization, innovation strategies and performance of SMEs.
Financing space solar power generation programmes has several inherent difficulties. Such large-scale projects are usually easily defined with an expected economic return, construction time, useful service life and defined management structure. As yet, solar power satellites for power generation possess none of these as the idea exists conceptually and the technology still needs to be developed. Almost every electric utility company involved in nuclear plant construction has experienced difficulty as a result of the deteriorating condition of the nuclear industry as a whole. The thrust of a growing number of lawsuits brought against electric companies for alleged violations of federal securities laws is that the companies failed to reveal cost overruns, delays, and the risk of cancellation and write-off of nuclear plants in their annual reports and registration statements. A review of several suits and the disclosure requirements of securities statutes concludes that, although investors have known about utility problems, they have just become aware this year that the entire financial viability of the electric companies is threatened.

Strategic management of key accounts has become an important component of many companies' sales efforts. This research introduces a strategic framework of key account performance that integrates theory from relationship marketing, key account management, and customer equity. Using the three drivers of customer equity - value equity, brand equity, and relationship equity - the framework captures both the relational outcomes (relationship commitment and trust) and financial performance outcomes (profitability and share of spend) of strategic decisions made in key account programs. Computer simulations of agricultural finance and management may be helpful to students preparing for agricultural careers. Simulations would provide problem definition and problem solving in realistic interactions with complex and ambiguous situations similar to those encountered in farming. The paper describes a major financial problem for farmers, explores the implications of that problem for students, and outlines a computer-based simulation model which would give students experience in dealing with the problem. Data sources for simulations, potentials of interactive exercises among students, and advantages of using real data with existing ambiguities are described. This paper studies the pricing of variance swap derivatives with stochastic volatility by the control variate method. A closed form solution is derived for the approximate model with deterministic volatility, which plays the key role in the paper, and an efficient control variate technique is therefore proposed when the volatility obeys the log-normal process. By the analysis of moments for the underlying processes, the optimal volatility function in the approximate model is constructed. The numerical results show the high efficiency of our method; the results coincide with the theoretical results. The idea in the paper is also applicable for the valuation of other types of variance swap, options with stochastic volatility and other financial derivatives with multi-factor models.

The sensitivity of the procedure to the uncertainty in input prices is reduced through the assumption of incremental benefits from the biogas plant. These benefits are quantified in terms of the quantity of fuelwood for which the biogas substitutes in cooking, the quantity of kerosene replaced through the use of biogas for lighting and the diesel fuel displaced through the use of a biogas fuelled dual-fuel engine for motive power. Sensitivity of the monetary benefits for these parameters is examined in order to identify variables which influence the viability of the technology to the end user. (author).

A key factor in achieving this goal is careful consideration of how energy is used by the buildings' ventilation system, both for conditioning air supplied to the laboratories and the energy used moving air through the building. Traditionally, laboratory energy use is treated as an engineering concern within the scope of the building's overall design and operation. Abstract Telecare has become an increasingly common medical service in recent years. However, new service must be close to the market and be market-driven to have a high likelihood of success. This article analyzes the business model of a telecardiology service managed by a general hospital. The methodology of the article is as follows: (1) initially it describes the elements of the service based on the ontology of the business model, (2) then it transfers these elements into the choices for business model dynamic loops and examines their validity, and (3) finally provides an empirical financial analysis of the service to assess the profit-making possibilities.

Kohn-Sham density functional theory is one of the most widely used electronic structure theories. Uniform discretization of the Kohn-Sham Hamiltonian generally results in a large number of basis functions per atom in order to resolve the rapid oscillations of the Kohn-Sham orbitals around the nuclei. Previous attempts to reduce the number of basis functions per atom include the usage of atomic orbitals and similar objects, but the atomic orbitals generally require fine tuning in order to reach the chemical accuracy. We present a novel discretization scheme that adaptively and systematically builds the rapid oscillations of the Kohn-Sham orbitals around the nuclei as well as environmental effects into the basis functions. In several recent papers on entanglement in relativistic quantum systems and relativistic Bell's inequalities, relativistic Bell-type two-particle states have been constructed in analogy to nonrelativistic states. These constructions do not have the form suggested by relativistic invariance of the dynamics. Two relativistic formulations of Bell-type states are shown for massive particles, one using the standard Wigner spin basis and one using the helicity basis. The construction hinges on the use of Clebsch-Gordan coefficients of the Poincare group to reduce the direct product of two unitary irreducible representations (UIRs) into a direct sum of UIRs.

The report, Water Resources Management in Asia, has three objectives: To describe the situation confronting the region's borrowers, devise approaches to better deal with the present and future water related problems that affect their well-being and equip the staff to actively participate in the regional and Bank-wide efforts to strengthen the sector. The principal water resources problems and issues have been placed in four categories: Institutional, long-term management and planning, real-time management and operations, and financial. Such an arrangement provides a perspective for examining concerns across all economic sectors and allows formulation of solutions that will constitute a truly comprehensive, balanced approach to the critical situation encountered in managing these resources. The difficult economic circumstances with which almost the whole world had to contend, brought serious financial crisis in many countries. South Africa also had its own share of serious problems. Despite this situation, Transvaal Consolidated Land and Exploration Company, Limited, showed on increase in earnings of 24 per cent per share. The reason for this lies mainly in two areas. Firstly the company acquired the mining related business of Rand Mines, Limited. Included in the acquisition was a partfolio of shares mainly in the company's associated gold and uranium mining companies and additional shares in its listed coal mining subsidiaries. Secondly, the average gold price realised by producers in rand terms, was considerably higher than in the previous year. Consolidated profit attributable to members increased by 52 per cent to R82,6 million.
World oil prices are responsible for new concerns about the health of the international banking system, particularly the $60 billion in annual deficits of the developing countries. If the banks continue lending money to these countries in hopes of repayment in better times, they could jeopardize their financial position; but if they stop the loans, they will jeopardize repayment of the present debts. High US interest rates, heavy goods and technology, economic sanctions imposed by the US in response to Russia's invasion of Afghanistan, and the unregulated Eurocurrency market have contributed to the problem. The aim of this report was to assess the usefulness of cerebral blood flow (CBF) scanning utilising the SPECT technique in forensic medicine cases in the area of civil law cases. CBF SPECT scanning was performed in four patients utilising "9"9"mTc-ECD and a triple-head gammacamera. In the analysis both the asymmetry index and cerebellar normalisation were applied. Reference values were obtained by studying 30 healthy volunteers. In those cases CBF SPECT scanning played an important role in forensic argument. It influenced the sentence and the amount of financial compensation. CBF SPECT scanning may provide valuable information in forensic medicine argument in civil law cases, but only when taken together with psychometric tests and other neuroimaging methods (CT, MRI). The value of CBF SPECT scanning alone may be limited in judicial proceedings. (author)

Some aspects of the PSO scheme for natural gas are examined critically. Two central arguments used for justifying the PSO subsidy scheme of natural gas and its distribution are reviewed; these include the 'smallholder argument' and the 'environmental argument'. The 'smallholder argument' claims that since Norway has the natural gas resources, it should also make use of the natural gas in the country, and not simply send the raw material to other countries. The 'environmental argument' states that natural gas compared to other fossil fuels such as coal and fuel oil, is a far cleaner alternative, thus an environmental-friendly alternative entitled to financial support. Electricity generation from wind turbines is now cost competitive for grid and off-grid applications in many developing regions, and close to competitive in others. Wind resources could generate thousands of megawatts of badly-needed power in Asia, North Africa, and Latin America. Barriers to penetrating power generation markets remain, however, including unequal access to investment capital, energy price and other market distortions, and often weak institutions for commercializing new technologies. Recognizing the potential economic and environmental benefits of wind power, bilateral and multilateral assistance organizations have for several years offered financial and technical assistance to promote its diffusion. This report discusses the topic geothermal resource assessment and its importance to laymen and investors for finding geothermal resources for direct-use applications. These are applications where the heat from lower-temperature geothermal fluids, 120 to 200/sup 0/F, are used directly rather than for generating electricity. The temperatures required for various applications are listed and the various types of geothermal resources are described. Sources of existing resource data are indicated, and the types and suitability of tests to develop more data are described. Potential development problems are indicated and guidance is given on how to decrease technical and financial risk and how to use technical consultants effectively. The objectives of this report are to provide: (1) an introduction low-temperature geothermal resource assessment; (2) experience from a series of recent direct-use projects; and (3) references to additional information.
Abstract: The current financial crisis has now led most major central banks to rely on quantitative easing. The unique Japanese experience of quantitative easing is the only experience which enables us to judge this therapy's effectiveness and the timing of the exit strategy. In this paper, we provide a new empirical framework to examine the effectiveness of Japanese monetary policy during the ''lost'' decade and quantify the effect of quantitative easing on Japan's activity and prices. We combine advantages of Markov-switching VAR methodology with those of factor analysis to establish two major findings. This paper summarizes the current scientific evidence that improved indoor environmental quality can improve work performance and health. The review indicates that work and school work performance is affected by indoor temperature and ventilation rate. Pollutant source removal can sometimes improve work performance. Based on formal statistical analyses of existing research results, quantitative relationships are provided for the linkages of work performance with indoor temperature and outdoor air ventilation rate. The review also indicates that improved health and related financial savings are obtainable from reduced indoor tobacco smoking, prevention and remediation of building dampness, and increased ventilation. Example cost-benefit analyses indicate that many measures to improve indoor temperature control and increase ventilation rates will be highly cost effective, with benefit-cost ratios as high as 80 and annual economic benefits as high as $700 per person.
The new industrial political tools based on the sustainable development of productive activities, and originating at the Rio Conference in 1992, late introduced by the EU, the Government and voluntary organizations (ISO, CEM, UNI) are gradually entering the market, thereby underling their effect in terms of industrial competitiveness. The main tools were examined in the report and mostly refer to the voluntary ones which, in surpassing the 'command and control' logic, increasingly tend to get close to traditional fiscal, tariff and financial ones. Full text.The electric energy demand in Lebanon is estimated to grow at an average of 3-5% per year for the coming 10 years. Such an increase in energy demand is problematic for Lebanon since its economy is almost totally dependent on imported fuel which contributes to 97% of the overall energy requirements. Solar water heaters (SWH) are regarded as the most important element in a long term energy conservation and management strategy for this country, but their promotion is a national issue requiring the participation of many stake holders and decision makers. Additionally, the success of solar energy penetration into the existing energy market is constrained by many factors such as technical and financial limitations, decision criteria and policy instruments. This paper will explore the feasibility of SWH, and will work out, using the Analytic Hierarchy Process technique, a policy to ensure a large scale diffusion of SWH in the energy market

The history of the technical, economic, and financial performances of these four countries' power companies over the past two decades is recounted, and then interpreted as the result of the existing organizational models. The changes that have occurred can be understood in long-term perspective by comparing the performance of these companies to the characteristics, rules, and objectives used to define the models, which also helps explain the history of performance indicator variations. Two models are defined: one for the physical plant and one for the management. These correspond to two successive phases in the organization and operation of the electrical sector. Rural electrification and regional interconnection will be important factors in any new model or models developed for the future, because the forms they take is likely to modify the characteristics of these national power companies. 26 refs., 1 fig., 3 tabs.

Implementing any new business software can be an intimidating prospect and this paper is intended to offer some insight in to how to approach this challenge with some fundamental rules for success. Los Alamos National Laboratory (LANL) had undergone an original ERP implementation of HRMS, Oracle Advanced Benefits, Worker Self Service, Manager Self Service, Project Accounting, Financials and PO, and recently completed a project to implement Oracle Payroll, Time and Labor and Accrual Plans. This paper will describe some of the important lessons that can be applied to any implementation as a whole, and then specifically how this knowledge was applied to the design and deployment of Oracle Accrual Plans for LANL. Finally, detail on the functionality available in Oracle Accrual Plans will be described, as well as the detailed setups.that were utilized at LANL.
In this paper, the authors investigate the technical and economical aspects of the natural gas injection in non-integrated pig-iron plants using charcoal in the blast furnace. The effects of the natural gas injection concerning the blast furnace flame temperature, charcoal consumption, productively and permeability are analyzed. It was found that the injection is beneficial in many ways, such as in the improvement of the productivity and quality, if the flame temperature is kept within an appropriate range. In the financial-economic project`s evaluation, the cash flow for the natural gas injection was analysed considering two blast conditions: through the drying and oxygen enrichment of the air. Over 170 participants from 60 countries met for three days in Copenhagen from 7 to 9 June 1994 to discuss howe the aims of the United Nations Framework convention on Climate Change can be translated into practical action. The Conference was organised by the UNEP collaborating Centre on Energy and Environment (UCCEE), with financial support from the Danish International Development Agency (Danida), the Global Environment Facility (GEF), the United Nations Environment Programme (UNEP) and Risoe National Laboratory, Denmark. The main objective of the conference was to identify common approaches to national mitigation analysis for countries to use in meeting their commitments under the FCCC, and in setting priorities for national actions. We examine moving average (MA) filters for estimating the integrated variance (IV) of a financial asset price in a framework where high-frequency price data are contaminated with market microstructure noise. We show that the sum of squared MA residuals must be scaled to enable a suitable estimator of IV. The scaled estimator is shown to be consistent, first-order efficient, and asymptotically Gaussian distributed about the integrated variance under restrictive assumptions. Under more plausible assumptions, such as time-varying volatility, the MA model is misspecified. This motivates an extensive simulation study of the merits of the MA-based estimator under misspecification. Specifically, we consider nonconstant volatility combined with rounding errors and various forms of dependence between the noise and efficient returns. We investigate the intertemporal risk-return trade-off of foreign exchange (FX) rates for ten currencies quoted against the USD. For each currency, we use three risk measures simultaneously that pertain to that currency; its realized volatility, its realized skewness, and its value-at-risk. We apply monthly FX excess returns and risk measures calculated from daily observations. We find that there is a significant contemporaneous risk-return trade-off for the currencies under investigation. There is no evidence of noncontemporaneous risk-return trade-off. We pay special attention to the risk-return trade-off during the recent financial crisis.

In this paper, emphasis is placed on the venture capital segment of the capital market and the electricity segment of the energy industry. We first provide a short overview of the electricity sector. We then briefly discuss the concept of innovation and entrepreneurship and its relationship to our research effort. Finally, the bulk of the paper outlines the conceptual framework for the venture capital element of the research project. We conclude the paper with a summary of our preliminary observations. We empirically investigated the relationships between the degree of efficiency and the predictability in financial time-series data. The Hurst exponent was used as the measurement of the degree of efficiency, and the hit rate calculated from the nearest-neighbor prediction method was used for the prediction of the directions of future price changes. We used 60 market indexes of various countries. We empirically discovered that the relationship between the degree of efficiency (the Hurst exponent) and the predictability (the hit rate) is strongly positive. That is, a market index with a higher Hurst exponent tends to have a higher hit rate. These results suggested that the Hurst exponent is useful for predicting future price changes. Furthermore, we also discovered that the Hurst exponent and the hit rate are useful as standards that can distinguish emerging capital markets from mature capital markets.
An assessment study of the sea water scrubbing process for flue gas desulfurization has been made by SINTEF. This project has been financially supported by the Royal Ministry of Environment of Norway. The study is based on three FGD-units which are installed at three oil-fired, industrial boilers respectively with a maximum continuous heat input of 130 MW (27 MW + 2x51.5 MW) corresponding to approximately 50 MWE (10 MWE + 2x20 MWE) generating capacity for a power plant having a net efficiency of 38%.
Coupled continuous time random walks (CTRWs) model normal and anomalous diffusion of random walkers by taking the sum of random jump lengths dependent on the random waiting times immediately preceding each jump. They are used to simulate diffusion-like processes in econophysics such as stock market fluctuations, where jumps represent financial market microstructure like log returns. This article reports on the UN Environment Programme's (UNEP's) work in supporting the banking and financing sector by creating clean energy finance markets in developing countries. Details are given of the shifting of cash markets to credit, financing solar home systems in India, solar thermal lending in Tunisia, the financing of hotel based solar water heating in Morocco, and the Green Village Credit initiatives in the Yunnan province of China. The importance of providing banks with information needed to gain awareness and experience of renewable energy systems is stressed. The fundamentals of a bank engagement programme, financial catalysts, structuring market oriented approaches, and linking bank lending to policy making are discussed along with the need to shift to credit enhancements to help banks set up their first loan portfolios.
In order to determine the viability of any Liquids from Coal (LFC) commercial venture, TEK-KOL and its partner, Mitsubishi Heavy Industries (MHI), have put together a technical and economic feasibility study for a commercial-size LFC Plant located at Zeigler Coal Holding Company`s North Rochelle Mine site. This resulting document, the ENCOAL Mild Coal Gasification Plant: Commercial Plant Feasibility Study, includes basic plant design, capital estimates, market assessment for coproducts, operating cost assessments, and overall financial evaluation for a generic Powder River Basin based plant. This document and format closely resembles a typical Phase II study as assembled by the TEK-KOL Partnership to evaluate potential sites for LFC commercial facilities around the world.
This article is the second part of a review of recent empirical and theoretical developments usually grouped under the heading Econophysics. In the first part, we reviewed the statistical properties of financial time series, the statistics exhibited in order books and discussed some studies of correlations of asset prices and returns. The purpose of the study is to analyze the economic impacts that are likely to result from promulgation of the proposed best practicable control technology (BPT), best available technology economically achievable (BAT) and Best Conventional Technology (BCT) effluent limitations and standards on placer mining in the United States. The results of the economic impact analysis will help establish pollution control regulations that are economically achievable. The analysis examines how each of four alternative pollution control technologies affects the financial viability of placer mines in the United States. The impacts examined include reduced profitability, production cutbacks, mine closures, and employment and earning losses, as well as impacts to the local economies.
This economic impact analysis (EIA) examines compliance costs and economic impacts resulting from the U.S. Environmental Protection Agency`s (EPA`s) proposed revisions to effluent limitations guidelines and standards for the Coastal Subcategory of the U.S. oil and gas industry. The EIA estimates economic impacts in terms of annualized costs; production losses; and changes in equity, working capital, and other indicators of financial health at the firm level. In addition, impacts on employment and affected communities, foreign trade, and new sources are considered. A Regulatory Flexibility Analysis detailing the impacts on small businesses within the coastal oil and gas industry also is included in the EIA.
This paper reports that there are four combustion technologies upon which U.S. electric utilities are expected to rely for the majority of their future power generating needs. These technologies are pulverized coal- fired combustion (PC); coal-fired fluidized bed combustion (AFBC); coal gasification, combined cycle systems (CGCC); and natural gas-fired combined cycle systems (NGCC). The engineering and economic parameters which affect the choice of a technology include capital costs, operating and maintenance costs, fuel costs, construction schedule, process risk, environmental and site impacts, fuel efficiency and flexibility, plant availability, capacity factors, timing of startup, and the importance of utility economic and financial factors.
This report estimates the economic and financial effects and the benefits of compliance with the proposed effluent limitations guidelines and standards for the Centralized Waste Treatment (CWT) industry. The Environmental Protection Agency (EPA) has measured these impacts in terms of changes in the profitability of waste treatment operations at CWT facilities, changes in market prices to CWT services, and changes in the quantities of waste management at CWT facilities in six geographic regions. EPA has also examined the impacts on companies owning CWT facilities (including impacts on small entities), on communities in which CWT facilities are located, and on environmental justice. The stock market has been known to form homogeneous stock groups with a higher correlation among different stocks according to common economic factors that influence individual stocks. We investigate the role of common economic factors in the market in the formation of stock networks, using the arbitrage pricing model reflecting essential properties of common economic factors. We find that the degree of consistency between real and model stock networks increases as additional common economic factors are incorporated into our model. Furthermore, we find that individual stocks with a large number of links to other stocks in a network are more highly correlated with common economic factors than those with a small number of links. This suggests that common economic factors in the stock market can be understood in terms of deterministic factors.
The Chinese banking sector has undergone noteworthy financial reforms, which significantly metamorphosed the banking system. This article seeks to examine the determinants of the profitability of the Chinese banking sector. The empirical analysis is confined to the four State Owned Commercial Banks (SOCBs) and the 12 Joint Stock Commercial Banks (JSCBs) during the postreform period of 2000-2007. The empirical findings of this study suggest that size, credit risk, and capitalization are positively related to the profitability of China banks, whereas liquidity, overhead costs, and network embeddedness have negative impacts. This article analyses the prevalent situation of the formal Financial Institutions (FIs) in rural India using data from National Sample Survey 54th Round (January-June, 1998). We use sample selectivity model to examine the sanction of the loan by the FIs as a two-stage process. We model the choice of the household's credit requirement using an unordered choice model, namely, a multinomial logit model. Our results reveal that the rural households are considerably credit constrained. The households who do not have an account in a FI have a lower chance of obtaining the loan and households who are credit constrained have relatively lower land holding and they do not possess livestock. This item covers a meeting held between members of the United Kingdom government's energy committee and representatives of British Nuclear Fuels (BNFL) to discuss their Annual Report and Accounts for the year 1988-89. The committee explored the reasons for escalating predictions of the costs of nuclear power and why decommissioning costs are so difficult to estimate accurately so as to include them in cost per kilowatt hour of generated electricity. This paper reports on hydroelectric pumped storage which is the only proven and most efficient technology available for energy storage. It is used by utilities to provide peak and intermediate power and to optimize overall system performance. Because of increased environmental and regulatory constraints, few acceptable sites, long schedules, and huge financial commitments, large conventional pumped storage plants, are now virtually impossible to build. As an alternative, small modular pumped storage, with project sizes ranging from 25 MW to 200 MW, was created to overcome the difficulties of conventional projects. We have conducted an agent-based simulation of chain bankruptcy. The propagation of credit risk on a network, i.e., chain bankruptcy, is the key to nderstanding largesized bankruptcies. In our model, decrease of revenue by the loss of accounts payable is modeled by an interaction term, and bankruptcy is defined as a capital deficit. Model parameters were estimated using financial data for 1,077 listed Japanese firms. Simulations of chain bankruptcy on the real transaction network consisting of those 1,077 firms were made with the estimated model parameters. Given an initial bankrupt firm, a list of chain bankrupt firms was obtained. This model can be used to detect high-risk links in a transaction network, for the management of chain bankruptcy.

Various initiatives have been undertaken by the Federal Energy Regulatory Commission (FERC) to deregulate wholesale electric energy markets. These initiatives have focused on restructuring the transmission systems in the US and recently have culminated in a proposal requiring formation of and participation in regional transmission organizations. The overall form of regulation selected to determine rates for transmission entities as well as underlying regulatory decisions reached on key issues will have profound implications for transmission entities. For example, traditional cost-based regulation would require one set of accounting and reporting rules, while incentive-based regulation may not be subject to those same rules. An overview of some of the major accounting and financial reporting issues that will need to be considered is presented.
Coal solids (SRC) and distillate oils are combined to afford single-phase blends of residual oils which have utility as fuel oils substitutes. The components are combined on the basis of their respective polarities, that is, on the basis of their heteroatom content, to assure complete solubilization of SRC. The resulting composition is a fuel oil blend which retains its stability and homogeneity over the long term.

The Lagrange functions are a family of analytical, complete, and orthonormal basis sets that are suitable for efficient, accurate, real-space, order-N electronic-structure calculations. Convergence is controlled by a single monotonic parameter, the dimension of the basis set, and computational complexity is lower than that of conventional approaches. In this paper we review their construction and applications in linearscaling electronic-structure calculations.

The Plant Life Assessment Network (PLAN) is a Brite Euram Type II Thematic Network, initiated by the European Commission to facilitate structured co-operation between all cost shared action projects already funded by the Commission which fall under this common technical theme. The projects involved address a multiplicity of problems associated with plant life assessment and are drawn from Brite-Euram, Standards, Measurement and Testing, Nuclear Fission Safety and Esprit EC programmes. In this paper author deals with the regulation of electricity prices in the Slovak Republic. Author contests the social policy of the government through doped prices of electricity. Two thirds of electricity is generated in nuclear power plants in Slovakia. Hence, it is necessary to focus on the solution of problem of nuclear waste. In 2004 Ministry of Economy stated, that the deficit in nuclear fund, from which the country have to fully cover the costs of liquidation and final disposal of nuclear waste, is estimated in the amount of around 89 billion Slovak crowns (? 3.7 billion $). Perspectives from industry, academe, and the NRC are brought together in this report and used to develop a logical framework that links management and organization factors and safety in nuclear power plant performance. The framework focuses on intermediate outcomes which can be predicted by organizational and management factors, and which are subsequently linked to safety. The intermediate outcomes are efficiency, compliance, quality, and innovation. The organization and management factors can be classified in terms of environment, context, organizational governance, organizational design, and emergent processes. If geothermal heat pumps (GHPs) are to make a significant mark in the market, we believe that it will be through energy service pricing contracts offered by retailcos. The benefits of GHPs are ideally suited to energy service pricing (ESP) contractual arrangements; however, few retailcos are thoroughly familiar with the benefits of GHPs. Many of the same barriers that have prevented GHPs from reaching their full potential in the current market environment remain in place for retailcos. Context: The Balanced Budget Act (BBA) of 1997 allowed some rural hospitals meeting certain requirements to convert to Critical Access Hospitals (CAHs) and changed their Medicare reimbursement from prospective to cost-based. Some subsequent CAH-related laws reduced restrictions and increased payments, and the number of CAHs grew rapidly. Purpose: To examine factors related to hospitals' decisions to convert and time to CAH conversion. Methods: Eighty-nine rural hospitals in Iowa were characterized and observed from 1998 to 2005. Cox proportional hazards models were used to identify the determinants of time to CAH conversion. Findings: T-test and one-covariate Cox regression indicated that, in 1998, Iowa rural hospitals with more staffed beds, discharges, and acute inpatient days, higher operating margin, lower skilled swing bed days relative to acute days, and located in relatively high density counties were more likely to convert later or not convert before 2006. The dislocation structure changed from planar to cellular with increase in strain range, and extensive precipitation of M_2_3C_6 was noted within the grains for Alloy 800H and along grain boundaries for both alloys. Local-density-approximation calculations of the H-point phonon frequency of molybdenum were carried out using a new superlinearized augmented-plane-wave basis. The calculated frequency is in quite good agreement with experiment. This indicates that the effect of the many-body renormalization of the electronic states near the Fermi energy on this frequency is smaller than previously suggested. The superlinearized basis and its use to circumvent computational difficulties associated with extended semicore states such as the 4p state of molybdenum is described.
Formation of basis type texture at rolling of Ti + 6.0% Al + 1.5% V + 1.0% Mo system alloy with initial prismatic texture is investigated by means of X-ray techniques. Variations of mechanical features in titanium alloy sheets depending on temperature-deformation conditions of rolling are investigated. Main conditions for formation of the intensive basis textute in the investigated alloy sheets which provides for isotropic properties in sheet plane and for increased ductility are determined.
The A dependence of cumulative pion production yield cross sections on the basis of the comparison of the data on relative pion yields on Be,C,Al,Ti,Mo and W nuclei at the 159 deg angle laboratory system for the incident proton energy E_0 from 25 to 62 GeV is considered. The regular A dependence on cumulative variable X is noted. The results are compared with the data at E_0< 10 GeV. The blinded study of CBUE (cytobacteriological urine examination) test strips was carried out in 100 patients (65 women, 35 men), mean age 85.52 +/- 6.28 years, admitted for a short stay in a geriatrics department. Urinary infection was present in 19% of the cases. Typical clinical signs (pollakiuria, dysuria, hematuria, burning upon voiding) were rare, less than 10%. General signs, such as deterioration of general status (65% of the cases) and loss of autonomy (53% of the cases), on the other hand, were predominant and their relatively unspecific nature required a reliable screening test for urinary infection. Good results of sensitivity (89.5%), specificity (98.7%), and the leukocytes/nitrites values, confirmed the validity of the urine test strip in hospitalized elderly patients. This presentation discussed common mechanisms for procuring wind energy in Canada. Mechanisms included renewable portfolio standards (RPSs); offsets; tax subsidies; financial subsidies; command and control mechanisms; and request for proposals (RFPs). A layered approach is required to avoid reliance on any single mechanism. RPSs require a certain minimum percentage of energy to come from renewable sources and aim to encourage the local development of renewable energy. RPSs are market-friendly and often result in the creation of tradable renewable energy credits (RECs) used for compliance purposes. RPSs work in parallel with cap and trade, baseline, and credit and carbon tax systems. Accurate engineering cost estimates are critical in developing bids for new work, and for effective resource allocation and project control. This study reports on design estimating methods found in the literature, and on the results of two empirical studies of how estimating techniques are used in professional practice and their accuracy. The study found great reliance on a classic {open_quotes}activity analysis{close_quotes} approach to estimating design resources, and significant hazards in commonly used parametric techniques. The study found that project managers expect their estimates to be accurate (with 80% confidence interval) of between -10% to +25%. This database should eventually contain all published data from Bevalac, AGS and SPS to RHIC and CERN-LHC energies, proton-proton to nucleus-nucleus collisions as well as other relevant systems, and all measured observables. Implementation of the Government Performance and Results Act of 1993 (GPRA) has provided a unique challenge for Federal Agencies, such as the Department of Energy (DOE) Office of Waste Management (OWM). While performance measurement, as required by GPRA, is new to Federal Agencies, private industry has applied it at all organizational levels to better manage their operations for some time. There has been significant discussion about how the private sector uses performance measures, but there have been very few empirical studies systematically examining their use. This paper analyses the complex, non-linear effects of spot price drivers in wholesale electricity markets: their intra-day dynamics and transient irregularities. The context is the UK market, after the reforms introduced in March 2001, analysed with an original set of price drivers reflecting economic, technical, strategic, risk, behavioural and market design effects. Models are estimated separately as daily time-series of the 48 half-hourly trading periods. All coefficients exhibit substantial intra-day variation, relating to the heterogeneity of operating plants and market design aspects. The unit cost of energy production of wind generators is examined by means of a model of the turbine power curve and the Weibull model of wind probability function, by applying the usual economic equations. The analysis is carried out in terms of dimensionless variables whose range of variability is defined by examining the data of 80 modern commercial wind turbines; likewise, the economic parameters are based on the present state of costs. The unit cost decreases asymptotically when alpha (ratio between mean wind speed and cut-in speed) - increases and shows a lower limit of 2 to 5 Ecent/kWh. The outlook for natural gas (from both supply and price perspectives) has improved dramatically since the late 1970s, and significant advances have been made in electrical generation technologies which use gas. For example, gas-fired combined-cycle turbine units have become even more efficient and reliable. These units can be installed quickly (12 to 24 months versus 8 to 15 years for coal and nuclear units), and they may be brought on-line in small incremental blocks. This modular construction feature offers greater flexibility to utility planners, and the relatively low capital cost of combined-cycle units reduces financial uncertainties. The purpose of this chapter is to compare two electric power generating options, a new coal-fired powerplant and a new natural gas fired combined-cycle unit, from both economic and environmental perspectives. The comparison is based on a 240 megawatt baseload system.
NREL's Solar Advisor Model (SAM) is employed to estimate the current and future costs for parabolic trough and molten salt power towers in the US market. Future troughs are assumed to achieve higher field temperatures via the successful deployment of low melting-point, molten-salt heat transfer fluids by 2015-2020. Similarly, it is assumed that molten salt power towers are successfully deployed at 100MW scale over the same time period, increasing to 200MW by 2025. The levelized cost of electricity for both technologies is predicted to drop below 11 cents/kWh (assuming a 10% investment tax credit and other financial inputs outlined in the paper), making the technologies competitive in the marketplace as benchmarked by the California MPR. Both technologies can be deployed with large amounts of thermal energy storage, yielding capacity factors as high as 65% while maintaining an optimum LCOE.
Ontario's Countdown Acid Rain program was formulated in 1985 and placed an annual SO{sub 2} emissions cap of 885 kilotonnes over the province from 1994. Caps were placed on emissions from the Inco nickel/copper smelter in Sudbury, the Falconbridge nickel/copper smelter in Sudbury, the Algoma iron ore sintering plant in Wawa, and Ontario Hydro fossil-fuel plants province-wide. Semi-annual reports are required of the companies, with the 6th report outlining the final planning phase and the 7th and later reports outlining implementation progress. This document summarizes the contents of the 7th set of reports and the responses of the government review team to each company's efforts. Launched in 2006, over 8,700 residential energy upgrades have been completed through Austin Energy's Home Performance with Energy Star (HPwES) program. The program's lending partner, Velocity Credit Union (VCU) has originated almost 1,800 loans, totaling approximately $12.5 million. Residential energy efficiency loans are typically small, and expensive to originate and service relative to larger financing products. National lenders have been hesitant to deliver attractive loan products to this small, but growing, residential market. In response, energy efficiency programs have found ways to partner with local and regional banks, credit unions, community development finance institutions (CDFIs) and co-ops to deliver energy efficiency financing to homeowners. VCU's experience with the Austin Energy HPwES program highlights the potential benefits of energy efficiency programs to a lending partner.
This report presents the results of a development effort to design, test and begin production of a new class of small photovoltaic (PV) charge controllers. Sandia National Laboratories provided technical support, test data and financial support through a Balance-of-System Development contract. One of the objectives of the development was to increase user confidence in small PV systems by improving the reliability and operating life of the system controllers. Another equally important objective was to improve the economics of small PV systems by extending the battery lifetimes. Using new technology and advanced manufacturing techniques, these objectives were accomplished. Because small stand-alone PV systems account for over one third of all PV modules shipped, the positive impact of improving the reliability and economics of PV systems in this market segment will be felt throughout the industry. Its share of gross domestic product, exports and total government revenues has been substantial over the past two decades, reaching a particularly high level in 2000 and 2001. Chemical-looping combustion is an indirect combustion technology with inherent separation of the greenhouse gas CO{sub 2}. The feasibility of using NiO as an oxygen carrier during chemical-looping combustion of coal has been investigated experimentally at 800-960{degree}C in the present work. The experiments were carried out in a fluidized bed, where the steam acted as the gasification-fluidization medium. Coal gasification and the reaction of oxygen carrier with the water gas take place simultaneously in the reactor. The oxygen carrier particles exhibit high reactivity above 900{degree}C, and the dry basis concentration of CO{sub 2} in the exit gas of the reactor is nearly 95%. In this study, the experimental and theoretical study on the structures and vibrations of 2 and 3-methylpiperidine are presented. The FT-IR spectra of molecules have been recorded between 4000-400 cm-1 region. The molecular geometry and vibrational frequencies of 2 and 3-methylpiperidine in the ground state have been calculated by using Density Functional method (B3LYP) with cc-pVQZ, 6-311++G(d,p) and 6-311G(d,p) as basis sets. The total energy distributions TED among the symmetry coordinates of the normal modes have computed for the the low energy structure of the molecule. Complete vibrational assingments have provided on the basis of the calculated TED values.

Recently, molecular clusters are the subject of several experimental and computational studies by means of their bonding structures. We studied, first time, small difluorine monoxide clusters such as dimer (linear, cyclic, bifurcated), trimer and tetramer structures using B3LYP variant of density functional theory with cc-pVDZ basis set. On the basis of the optimized geometry, various energy properties such as binding energy, molecular orbital energies, two and three body interaction energies have been calculated. Additionally dipole moment, polarizability, anisotropic polarizability and hyper polarizability have been calculated and compared with monomer structure.

The influence of a periodic electromagnetic field on the radiative corrections to the atomic energy levels is studied for the case of ''strong fields'' for which the interaction between the atom and field is of the order or greater than the radiative effects. The analysis is carried out on the basis of the Schwinger-Dirac equation for the propagation function of a bound electron in the field and on the basis of the density matrix in the Furry representation. It is shown that in the strong field approximation the radiative shifts and widths are manifest as radiative corrections to the quasi-energies. In super-high resolution experiments intensity effects in the radiative corrections to the atomic levels are obtained in the case of single-photon resonance. Some multiphoton processes are condidered by taking into account the effect of the field on the radiative structure of the levels.
We describe an analytic continuation of the Euclidean Grosse-Wulkenhaar and LSZ models which defines a one-parameter family of duality covariant noncommutative field theories interpolating between Euclidean and Minkowski space versions of these models, and provides an alternative regularization to the usual Feynman prescription. This regularization allows for a matrix model representation of the field theories in terms of a complex generalization of the usual basis of Landau wavefunctions. The corresponding propagators are calculated and identified with the Feynman propagators of the field theories. The regulated quantum field theories are shown to be UV/IR-duality covariant. We study the asymptotics of the regularized propagators in position and matrix space representations, and confirm that they generically possess a comparably good decay behaviour as in the Euclidean case.
The relaxations of the Ti(0001) and Zr(0001) surfaces are studied using the plane-wave-basis pseudopotential method within the local-density approximation. We find that the first interlayer spacings of Ti(0001) and Zr(0001) are contracted with respect to the bulk spacings by 6.8% and 6.1%, respectively. Such large relaxations for the close-packed surfaces of Ti and Zr are in good agreement with recent linear-augmented-plane-wave calculations. In addition, we predict a weak vibrational effect on the surface relaxation of Zr(0001) by considering the free energy in the quasiharmonic approximation. This result can be attributed to a very strong bonding between the first- and second-layer Zr atoms as a consequence of the bond-order endash bond-length correlation. copyright 1997 The American Physical Society.
In 2009, following approval of the European Marine Strategy Framework Directive (MSFD, 2008/56/EC), the European Commission (EC) created task groups to develop guidance for eleven quality descriptors that form the basis for evaluating ecosystem function. The objective was to provide European countries with practical guidelines for implementing the MSFD, and to produce a Commission Decision that encapsulated key points of the work in a legal framework. This paper presents a review of work carried out by the eutrophication task group, and reports our main findings to the scientific community. This book discusses problems and topics important for the design and construction of fixed offshore platforms used for drilling and producing petroleum from beneath the sea. A general description of offshore platforms serves as an introduction to the whole problem of offshore structures. A chapter on the hydrodynamic analysis of fixed offshore platforms gives the basis for the layout and construction of such structures. A guide to soil investigation methods essential for the geotechnical analysis of foundation designs for all types of offshore structures concentrates on the instrumentation equipment actually used. Detailed information is given on pile foundations with special emphasis on steel jacket platforms. The behaviour of gravity platforms during the final construction stage is analysed. A generalised RIC model for the rotational - vibrational spectra of deformed even-even nuclei of ellipsoidal shape in the rare-earth region has been proposed by incorporating many important features of various microscopic models proposed earlier. The two mass-point model and the governor model moments of intertia are obtained on the basis of the proposed model with appropriate limiting values of the radius of the RIC. Also, the model moment of intertia goes to zero for spherical nuclei, thus giving no rotational spectra for such nuclei. A quantum mechanical treatment of the model on the basis of the two mass-point concept, is expected to give results which are in better agreement with experiments. (author).
Fault symptoms of running gearboxes must be detected as early as possible to avoid serious accidents. Diverse advanced methods are developed for this challenging task. However, for multiwavelet transforms, the fixed basis functions independent of the input dynamic response signals will possibly reduce the accuracy of fault diagnosis. Excited states in the T_z=(1/2) nucleus "8"5Mo have been observed for the first time with the reaction "5"8Ni("3"2S,#alpha#n#gamma#) at 105 MeV. #gamma#-ray transitions in this nucleus have been assigned unambiguously by combining the information from the GASP #gamma#-ray array, the ISIS silicon ball, and the n-Ring neutron detector. Two band structures have been observed in this nucleus; they continue the smooth evolution of the known bands from the lighter N=43 isotones and have been tentatively assigned spins and parity on this basis. After reaching a maximum of collectivity at "8"3Zr, the trend with increasing mass is reversed, showing a smaller collectivity at "8"5Mo. The rotational behavior of the observed bands is discussed on the basis of the projected shell model calculations.
Part 1 of the Electric Utility Engineer`s Flue Gas Desulfurization (FGD) Manual emphasizes the chemical and physical processes that form the basis for design and operation of lime- and limestone-based FGD systems applied to coal- or oil-fired steam electric generating stations. The objectives of Part 1 are: to provide a description of the chemical and physical design basis for lime- and limestone-based wet FGD systems; to identify and discuss the various process design parameters and process options that must be considered in developing a specification for a new FGD system; and to provide utility engineers with process knowledge useful for operating and optimizing a lime- or limestone-based wet FGD system.
Many methods have been proposed for the determination of the corrosion current density from polarization curves; the two most commonly used ones are the three-point method and the curve-fitting method. The basis of these methods is a polarization equation that was derived for the complete absence of mass-transport effect or considers the cathodic partial reaction to be under complete mass-transport control. The mixed-control case has been much less investigated, even though this case may quite frequently reflect practical situations. A completely generalized polarization equation is proposed that can be used as a basis for curve-fitting data evaluation under any conditions. This equation was used to determine the error caused by the neglect of mass-transport effect in conventional data evaluation.
Development of the engineering technology basis of pyrometallurgical reprocessing is a key issue for industrialization. For development of the transport technologies of molten salt and liquid cadmium at around 773 K, a salt transport test rig and a metal transport test rig were newly installed in an Ar glove box. Function of the salt transport test rig was confirmed with LiCl-KCl molten salt, and the transport behaviour of molten salt was found to follow that of water. The molten salt/liquid metal contactor for Ln/An separation was newly designed and installed. The test with a single-stage contactor was successful with simulated elements, and a three-stage contactor is now under development. A large-scale electro-refiner with a function to transport molten salt and liquid cadmium were newly designed, and to be installed for demonstration test with simulated materials. (authors)
In this paper, the multisource geoscientific data, such as TM data, NOAA data, the data of Bouguer gravity anomaly and aeromagnetic anomaly, the multisource geophysical processing methods, such as upward continuations, vertical derivative and gradient image, and synthetic image processing method - remote sensing image processing and geophysical image processing under I{sup 2}S600, are used to study the reverse faults or thrusts in the southern margin of Ordos basin, China. On the basis of these results and with geological investigation in the field, the authors have determined three thrust compression systems, named EW thrust compression system, NE thrust compression system and NW thrust compression system. These three systems reveal the regularity of geological structural evolution in the southern margin of Ordos basis and in the north side of Qinling Orogenic Belt.

This commentary revisits the topic of `metabolic basis of diseases' with a view to shed light on how cellular energy requirements feed-forward to a sequential signaling of hormonal response, blood glucose metabolism, antioxidant activities, and pathophysiology. Attempt is made to explain how diseases that may not appear to be closely related, such as bone metabolism and vasculopathy, have an increase in oxidative damage as a common underlying biochemistry. In compliance with Article 20 of the sustainable radioactive materials and waste management act dated 28 June 2006, the CEA and AREVA are required every three years to revise the cost of decommissioning their facilities and to provide the necessary assets by constituting a dedicated fund. For the 2007 revision the CEA used ETE-EVAL V5. Similarly, AREVA reevaluated the cost of decontaminating and dismantling its facilities at La Hague, as the previous estimate in 2004 did not take into account the complete cleanup of all the structural work. ETE-EVAL V5 is a computer application designed to estimate the cost of decontamination and dismantling of basic nuclear installations (INB). It has been qualified by Bureau Veritas and audited. ETE-EVAL V5 has become the official software for cost assessment of CEA civilian and AREVA decommissioning projects. As a condition of accession into the European Union (EU), Lithuania is committed to the closure and decommissioning of Ignalina NPP comprising two RBMK-1500 reactor units (Fig. 1). It was agreed in a special protocol to the Accession Treaty that, in return for adequate EU financial assistance, Unit 1 would be closed before 2005 and Unit 2 by the end of 2009. The first unit was duly shut down on December 31, 2004. Lithuania, which has borders with Russia (Kaliningrad territory), Poland, Latvia and Belarus, spent fifty years as part of the Soviet Union and was deeply integrated into its economy and electrical infrastructure. The maximum fissile fuel production capacity of three conceptual fusion breeder systems is examined on the basis of the dominant isotopic-balance processes. Compact relationships involving system power output, plasma and energy multiplication, and parameters which describe the fuel cycle and neutron spectrum in the blanket are established. It is found that the fusion breeder, as characterized herein, possesses a substantial fissile fuel breeding capacity the extent of which is governed primarily by the neutron spectrum in the conversion blanket and the break-even condition of the plasma.
Photoinduced charge separation reactions form the basis for energy storage processes in both natural and artificial photosynthesis. Moreover, rapid reversible photoinduced electron transfer reactions are a class of photophysical phenomena that can be exploited to develop schemes for optical switching. Examples from each of these fields are discussed.
We analyze spin correlations between top quark and anti-top quark produced at polarized e{sup +} e{sup -} and {gamma}{gamma} colliders. We consider a generic spin basis to find a strong spin correlation. Optimal spin decompositions for top quark pair are presented for e{sup +}e{sup -} and {gamma}{gamma} colliders. We show the cross- section in these bases and discuss the characteristics of results.
Manganese oxides precipitated from aerated well sea water at the Marine Science Museum, Tokai University, have been analyzed chemically and mineralogically. The O / Mn ratios are lower in todorokite than in birnessite but these minerals have similar contents of minor transition metals, which can be taken up additionally from sea water after the precipitation of Mn oxides. On the basis of these results, the genesis of Mn minerals is discussed in relation to marine Mn nodules.
The aims of the work described here were to provide an experimental basis for evaluating the committed effective dose equivalent per unit intake together with the ALI for four industrial oxide bearing dusts, and to assess the extent to which {sup 241}Am could be used for estimating the {sup 239}Pu content of the lung after an accidental intake of these materials. The electrochromatographic behavior of 25 metal ions on zirconium tungstate-impregnated papers is described. Six background electrolytes were used. On the basis of the differential mobilities of metal ions which depend on the ion-exchange properties of zirconium tungstate and the nature of complex formation with the electrolytes, some important binary and ternary separations have been achieved.
With the aim of an experimental check on the validity of the theory of molecular recognition, the authors have carried out the chemical-enzymatic synthesis and cloning of the gene of human calcitonin and also of the genes of antisense polypeptides to human calcitonin and miniproinsulin. It has been shown that recombinant plasmids obtained on the basis of these synthetic genes are capable of ensuring the biosynthesis of the given polypeptides in E. coli cells as hybrid proteins with the IgG-binding domain of staphylococcal protein A.

Research at the Savannah River Technology Center aided development of a technical design basis for a Waste Treatment Plant (WTP) to pre-treat and vitrify Hanford tank waste as part of the River Protection Project (RPP). The research addresses safety concerns, process optimization, and waste form compliance. This program will provide technical data to ensure that the process functions as it was designed and minimizes costs.
A study has been made of the interaction between graphitized thermal carbon-black and cyclodextrins and a series of 28 derivatives of benzene (benzene, alkyl-, isoalkyl-, dialkyl-, trialkylbenzenes, vinyl-, and allyl-benzene). The thermal stability of diffusion barriers is explored on the basis of Bi films at different expedients of deriving of films. The examinations were conducted on the electrostatic accelerator at KNU of name Karazin V.N. under conditions of an isothermal bakeout directly under a proton beam of 1,85 MeV energy.
Refractive indices of some mixed compound semiconductors below the bandgap are presented on the basis of some fundamental parameters and the effect of lattice mismatch on the refractive index step is also studied. The results help to design a variety of opto-electronic devices for the use in optical fiber communication and heterostructure lasers. The correlation between superconductivity and structural transformation in the A-15 compounds are examined in a unified way on the basis of the Gor'kov three-dimensional model and the anisotropic pairing interaction. The follow-up system for wastes (JAeSTI), developed at the end of the 1990s, forms a basis for today's followup activities in Finland. JAeSTI relies on an environmental protection database, the compliance monitoring system VAHTI operated by the environmental authorities. Waste followup and waste statistics depend very much on the annual waste quantities recorded in the VAHTI system. In the KYJ-project the coverage and reliability of the data in the VAHTI system was evaluated as for the streams of solid municipal waste. The project also included the compiling of national statistics on municipal waste for the year 2000. The project used other information sources, too, such as statistics compiled when the National Waste Plan and regional waste plans were revised in 2002. The spin-up problem of He II in a cylindrical container of infinite and finite height is considered on the basis of the Hall-Vinen-Bekarevich-Khalatnikov equations. The boundary conditions include the assumption of the generation of superfluid vorticity at the walls of the container. In the lowest order approximation with respect to viscosity, the problem is reduced to a Stefan problem for a single diffusion-type equation. Examples of solutions are given which show that the method used gives a good insight into the physical development of the spin-up flow.
The properties of "1"7"7Ta and sup(181, 182, 187)Re states are discussed in the framework of the rotational model with the Coriolis coupling. The relations are obtained for calculating magnetic moments by this model in the jlK representation. The valent-nucleon spin polarization found on the basis of a comparison of the experimental values of magnetic moments with the calculated ones, is shown to depend on the number of nucleons of the same type.
Sorption of oxidized and reduced forms of molybdosilicic, molybdophosphoric and molybdovanadophosphoric acids by polyurethane foam based on ethers and esters is studied. A variety of forecasting approaches have been used in the energy area. Forecast simulations provide a common basis for comparing the relative precision of different forecasting methods. This paper presents a forecast simulation made using smoothing procedures for forecasting time series. The simulation design, statistical analysis, and conclusions are provided.
The paper sets up a simulation of a geothermal heat pump with a non-azeotropic mixture. The model is modified and verified with experimental data. The results of the simulation show that the systematic model can predict the performance within {+-}12% of the experimental data. As a result, some improvements can be provided on the basis of the simulation platform. (Author)

On the basis of legally provided area dose measurements and time records of fluoroscopic examinations during the operation, radiation doses to medical personnel and patients are evaluated. Adequate radiation protection measures and a careful behaviour in the operating room keep the radiation exposure to the personnel below the maximum permissible exposure. Taking into account the continuous personnel radiation monitoring and medical supervision, radiation hazards in the operating room can be considered low.
This document presents the SSI preliminary views and position concerning the decommissioning of nuclear plants. To prevent the exposure of the decommissioning personnel and the general public to unacceptable levels of radiation and to protect the environment and future generations, it is SSI`s task to formulate and issue the necessary terms and regulations with which the reactor licensees must comply during the decommissioning work. The views and principles presented here are the basis of SSI`s continued work on guidelines and regulations for the decommissioning of nuclear plants.
We study quasifinite highest weight modules over the supersymmetric extension of the W_1_+_#infinity# algebra on the basis of the analysis by Kac and Radul. We find that the quasifiniteness of the modules is again characterized by polynomials, and obtain the differential equations for highest weights. The quantitative imaging of a phase object using 16 keV x-rays is reported. The theoretical basis of the techniques is presented along with its implementation using a synchrotron x-ray source. The possibility of fabricating a superconductive vertex detector is discussed on the basis of a preliminary experiment. The experiment has shown that an indium strip 15 mm long, 20 ..mu..m wide and 0.1 ..mu..m thick is changed from the superconductive state to the normal state when struck by a single 5.4 MeV alpha particle.
The article applies the Probability Safety Assessment approach to analyze the risk impact of extension of allowed outage time of emergency diesel generator in Daya Bay NPP and adopts the risk-acceptance criteria used by NRC to evaluate changes to the licensing basis. The assessment results show that the risk impact is acceptable to increase the emergency diesel generator allowed outage time from 3 days to 14 days. (authors)
This paper advances hypotheses on the chemistry of the interaction of thorium and yttrium with organic-inorganic salts of molybdenum polyacids. On the basis of an analysis of the data of an adsorption experiment and the quantitative relationships that follow from the law of mass action, it is shown that thorium is absorbed by the solid phase by coprecipitation with the participation of complex formation, while the coprecipitation of yttrium with salts of polyacids is due to a reaction of ion exchange chemisorption.
The strength of adhesion of polybutylene terephthalate (PBT) on aluminium is investigated using density functional theory-based energy calculations. The aluminium atom is connected to a PBT monomer at different orientations, and total energies are calculated and compared to determine the most stable orientation. The binding is strongest when the Al is oriented at 180{sup 0} to the ester group of the monomer. Using this orientation as a basis, PBT adhesion on Ti, Ag, and Au is also investigated.
An intermetallic compound Sm[sub 2]Fe[sub 17]N[sub x] was synthesized by plasma nitriding of Sm[sub 2]Fe[sub 17] in a stream of N[sub 2]-H[sub 2] mixed gas. The reaction proceeded at a lower temperature (around 423 K) than that of the conventional thermal technique, but not at room temperature. Two patients, treated for blunt thoracoabdominal trauma with ruptured diaphragm and concomitant avulsion of the pericardial sac in its entirety from the central tendon of the diaphragm, are presented. We do not think this entity has been reported before. We explain this type of lesion on the basis of embryological development of the pericardium at the level of the central tendon of the diaphragm. Governments around the world will soon make decisions on policies that could determine the fate of the ozone layer-the Earth's shield from harmful ultraviolet radiation. The Vienna Convention for the Protection of the Ozone Layer, signed on March 22, 1985, created a framework for scientific cooperation and information exchange that will form the basis for a protocol for controlling substances thought to threaten the ozone layer. As of mid-1987, 29 countries had signed the Convention, including the major producers and users of chlorofluorocarbons (CFCs), the most important of suspect chemicals.
An approach to high energy nuclear reactions (relativistic nuclear physics) is developed on the basis of the quark-parton-flucton concept. The main assumptions underlying the known parton chain model are briefly reformulated, modified and generalized to the flucton case. This new model is used to investigate electron-nuclei and muon-nuclei inclusive reactions within the framework of quantum electrodynamics. The theoretical results are fitted well with existing data. Natural radioactivity of rocks is studied on the basis of core samples and radioactivity logs of marine deposits in Azerbaijan. Investigations have established mainly thorium-potassium nature of radioactivity. Data obtained are useful for identificafion of clay among other rocks, for determination of clayiness, and in presence of a corresponding relation - for determination of porosity according to the clayiness. It is shown that the clayiness may be determined from radioactive logs.
For the CREYS MALVILLE plant, sodium natural convection has been considered in connection with certain upset, faulted or beyond design basis situations. For each of these cases, this paper will discuss why natural convection was considered, the main conclusions reached and the natural convection tests which will be performed at plant start-up.
This comprehensive, critical review summarizes the use of nanoparticles in enhanced and amplified chemiluminescence detection, illustrated by different reaction strategies, electrogenerated chemiluminescence sensors, immunoassay or hybridization labels and electrogenerated chemiluminescence immunoassay or hybridization sensors. We discuss the analytical applications on the basis of validity, range and sensitivity, and draw some useful conclusions about the most sensitive approach in each type of application.
Peroxisome proliferator activated receptor-{gamma} (PPAR{gamma}) regulates metabolic homeostasis and adipocyte differentiation, and it is activated by oxidized and nitrated fatty acids. Here we report the crystal structure of the PPAR{gamma} ligand binding domain bound to nitrated linoleic acid, a potent endogenous ligand of PPAR{gamma}. Structural and functional studies of receptor-ligand interactions reveal the molecular basis of PPAR{gamma} discrimination of various naturally occurring fatty acid derivatives.

The paper intends to lay down the fundamentals of normal mineralisation in the perinatal phase as a basis for investigations of disturbed mineralisation. Data are presented on the percentage area of the mineralized osseous tissue, the osteocyte density, and the mineral contents of healthy bones at this age. From the frequency of diagnostic radiologic examinations and their radiation dose delivered to the population the risk of cancer induction and genetic damage is calculated on the basis of the risk factors given by the ICRP. Thus 0.38 % and 3 % of the total mortality for cancer and leukemia, resp., can be attributed to X-ray diagnostics. A generic set of objectives are being used as the basis for a systematic approach to training. The Synthoil process for producing heavy desulfurized fuel oil from coal has been under development at Pittsburgh Energy Research Center since 1969. The status of development and technical feasibility of the process are reviewed. This is part of an engineering and economic evaluation based on the conceptual design of a 100,000-bbl/day commercial Synthoil facility. Experimental data are discussed with regard to their adequacy for the formulation of a basis for the process design of such a facility. Potential engineering and equipment problems are analyzed.

The primary purpose of the Rocky Flats Field Office of the US Department of Energy is to decommission the entire plant. In an effort to improve the basis and the accuracy of the future decommissioning cost, Rocky Flats has developed a powerful but easy-to-use tool to determine budget cost estimates to characterize, decontaminate, and demolish all its buildings. The parametric cost-estimating tool is called the Facilities Disposition Cost Model (FDCM).
It has been shown for the first time that astatine is capable of undergoing addition reactions to unsaturated hydrocarbons. A new compound of astatine, viz., ethylene astatohydrin, has been obtained, and its retention numbers of squalane, Apiezon, and tricresyl phosphate have been found. The influence of various factors on the formation of ethylene astatohydrin has been studied. It has been concluded on the basis of the results obtained that the univalent cations of astatine in an acidic medium is protonated hypoastatous acid.
Geothermal heat pump systems necessitate a comprehensive approach to geology and building facilities in order to be energetically useful and efficient. Cooperation with geothermal experts should be sought at an early projecting stage in order to obtain reliable data. This paper describes the research and development activities in three areas of radiation processing, namely: food irradiation, medical product sterilization and wood plastic combination. Plans and efforts exerted to acquire a larger gamma source to augment our present 5,000 curie source are discussed. Cost estimates for a radiation facility are presented on the basis of the market potential of food irradiation and medical product sterilization. Existing local industries that can benefit from the adaptation of irradiation technology in their processing requirements are described.

Computer tomography used in the diagnosis of tumours is described in the light of particularly great diagnostic difficulties in children. Computer tomography was applied in 12 cases. A high diagnostic value of this method was demonstrated, which makes possible a more accurate diagnosis of the position of the tumour, its size, and expanding tendency. The possibility of estimating healthy tissues and organs, and those with pathological changes on the basis of differences in their density with a detection threshold at 0.5% density difference facilitates not infrequently preoperative diagnosis raising the value of the method.

An algebraic formulation of the electromagnetic field in which various quantization procedures can be described was chosen to discuss perturbation calculations. It is shown that the Feynman rules and the second order calculation of the self-energy of the electron can be developed on the basis of the Fermi method of quantization. The algebraic approach clarifies the problems in defining the vacuum and other states which are associated with calculations in terms of field algebra operators. It is demonstrated that the vacuum state defined on the field algebra by Schwinger leads to incorrect results in the self-energy calculation.
In ab initio molecular dynamics, whenever information about the potential energy surface is needed for integrating the equations of motion, it is computed 'on the fly' using electronic structure calculations. For Born-Oppenheimer methods, the electronic structure calculations are converged, whereas in the extended Lagrangian approach the electronic structure is propagated along with the nuclei. Some recent advances for both approaches are discussed.
We present a formulation of ab initio electronic structure calculations in a finite magnetic field, which retains the simplicity and efficiency of techniques widely used in first principles molecular dynamics simulations, based on plane-wave basis sets and Fourier transforms. In addition we discuss results obtained with this method for the energy spectrum of interacting electrons in quantum wells, and for the electronic properties of dense fluid deuterium in a uniform magnetic field.
A unified calculation of neutron-rich isotopes in lithium is performed using the hyperspherical basis in which the underlying symmetry of each isotope exhibits a simple structure. The variation of the binding energy as a function of mass number is qualitatively reproduced, and the asymptotic of radial distribution of each isotope decreases exponentially. A new, magnetically insulated negative ion source has recently been discovered which can produce pulsed negative ion beams (H/sup -/, Li/sup -/, and C/sup -/) with intensities of 100-300 A/cm/sup 2/ at 1-4 MeV. This source may provide the basis for a high energy neutral beam system for heating large tokamaks.
On the basis of a conceptual line developed in a previuos publication a phenomenological model for the description of rescattering of mesons and antibaryons in a heavy nucleus is presented. Together with the previous work, this treatment allows one to set up a model-independent routine that can be used in different physical situations. In Pakistan, the agricultural sector is the largest water user with 95%, leaving only marginal quantities for households and industry. On one hand, agriculture is a very important sector in Pakistan's economic development, contributing about 23 % to the national GDP -but industry contributes slightly more using only about 2 % of the available water resources. As Pakistan faces a growing problem of water shortage, significant achievements in water conservation have to be materialized, predominantly on the agricultural sector. There is scope for a higher degree of efficiency in water use, as water losses, namely in irrigation, are still rather high. The effects on growth and development, called the iodine deficiency disorders (IDD), comprise goiter, stillbirths and miscarriages, neonatal and juvenile thyroid deficiency, dwarfism, mental defects, deaf mutism, and spastic weakness and paralysis, as well as lesser degrees of loss of physical and mental function. All these effects are due to inadequate thyroid hormone production because iodine is an essential constituent of the thyroid hormone. In the West, IDD has been largely eliminated by the addition of iodine to the diet through iodized salt or through changes in food distribution and technology. The primary objectives of this study were to test two utility analysis models, the Cascio-Ramos Estimate of Performance in Dollars (CREPID) model and Godkewitsch financial utility analysis model and to determine their appropriateness as tools for evaluating training. This study was conducted in conjunction with Philadelphia Electric Company's Nuclear Training Group. Job performance of nuclear maintenance workers was assessed to document the impact of the training program. Assessment of job performance covered six job performance themes. The Burrard Thermal Generating Station is located at Port Moody, British Columbia, and burns natural gas to supply steam to six turbine units for generating up to 912 MW of electricity. The Burrard plant accounts for ca 8.7% of the provincial generating capability. Burrard is expected to continue to fill a vital role as a supplier of displaceable firm energy to the British Columbia Hydro system. In parallel with a renewed focus on Burrard from a system planning perspective, there have also been concerns about air pollution from the plant in the context of its possible effect on the region's air quality. Exhaust fine and ultra fine particle numbers, particle sizes, mass, shape, structure and density were studied from Euro II - EEV emission level heavy-duty vehicles. For total particle emission factors city buses were run on dynamic conditions simulating city bus driving. The new heavy-duty chassis dynamometer of VTT was used. Vehicles were a comprehensive sample of current city bus fleet, the type approved emission level of which was Euro II - Euro III. Also cleaner engines of Euro IV to EEV targeted emission level were included: CRT, CNG, DPF. Particle emissions of these buses were extremely low; numbers 1/100 - 1/1000 and masses 1/10 - 1/100 of those of the predominating techniques. Restructured power markets require concepts not only for extending the lifetime of existing plants, but also concepts for reducing the life-cycle costs of existing older steam power plants in order to remain competitive with the most modern and advanced power generation technology such as combined cycle power plants. Out of the broad range of methods to extend service life and increase availability, and to increase power output and efficiency, this paper focuses on full repowering. Full repowering replaces the old fired boiler with gas turbine(s) and heat-recovery steam generators (HRSG) as heat input to the existing bottoming cycle and reuses the steam turbine (ST) condenser and further balance of plant (BOP) equipment. This paper provides an overview of the state of municipal solid waste (MSW) management in the capital of Cameroon, Yaounde, and suggests some possible solutions for its improvement. The institutional, financial, and physical aspects of MSW management, as well as the livelihoods of the population, were analyzed. Our study revealed that distances and lack of infrastructure have a major impact on waste collection. Garbage bins are systematically mentioned as the primary infrastructure needed by the population in all quarters, whether it be a high or low standard community. The construction of transfer stations and the installation of garbage bins are suggested as a solution to reduce distances between households and garbage bins, thus improving waste collection vehicle accessibility. This paper builds upon previous work [Sprigg and Ehlen, 2004] by introducing a bond market into a model of production and employment. The previous paper described an economy in which households choose whether to enter the labor and product markets based on wages and prices. Firms experiment with prices and employment levels to maximize their profits. We developed agent-based simulations using Aspen, a powerful economic modeling tool developed at Sandia, to demonstrate that multiple-firm economies converge toward the competitive equilibria typified by lower prices and higher output and employment, but also suffer from market noise stemming from consumer churn. From 2009 to 2013, it is expected to grow to 45%, and in 2013 the achievement of grid parity - when the cost of solar electricity becomes competitive with conventional retail (including taxes and charges) grid-supplied electricity - is expected in many places worldwide. Recently, US energy service companies (ESCOs) have begun to actively explore markets outside the US. Despite the needs of many countries for ESCO involvement, ESCOs face many challenges (i.e., marketing, financial, institutional, political and cultural barriers). Consequently, most of these firms pursue international project opportunities very selectively due to the costs and risks associated with project development. Despite these barriers, some ESCOs view international work as a strategic expansion of their business, assuming that there will be adequate business in the future to repay them for their initial investment. Roller compacted concretes (RCC) were developed for the Norwegian Skjerka hydropower project. RCCs were developed to have a high-volume fly ash content to address environmental issues, including the reduction of carbon dioxide emissions associated with dam construction. They also makes good use of waste product and conserve natural resources. This study examined a series of mixtures to determine the appropriateness of using RCC as a competing alternative to the traditional rock fill dam proposed for the Skjerka hydropower project. The main advantage of RCC is speed, allowing a relatively large dam to be constructed in just one summer season, saving financial costs and providing early return on the investment. In the Netherlands, the interest in biomass for electricity generation has increased, mainly due to environmental reasons. Currently, the Dutch energy sector is investigating technologies which can reduce CO{sub 2} emissions. The growth of biomass and its subsequent utilization for energy purposes circulates recycled atmospheric carbon and has no net discharge of CO{sub 2}. To reduce emissions from coal-fired power plants biomass co-firing options are investigated. After exhaustion of internal supplies of wood wastes and other residues an extra amount of 1.02 Mt{sub 20} would be needed. Two supply options exist: the use of internal energy crops and the import of biomass. At the request of the US Department of Housing and Urban Development (HUD), the Pacific Northwest Laboratory estimated the material, labor, and operating costs for ventilation equipment needed for compliance with HUD`s proposed revision to the ventilation standard for manufactured housing. This was intended to bound the financial impacts of the ventilation standard revision. Researchers evaluated five possible prototype ventilation systems that met the proposed ventilation requirements. There are several concerns which bring to consider natural gas as a viable alternative to liquid fuels in transport. First, natural gas allows the curbing of global pollution in this steadily growing industry. Indeed, decoupling greenhouse gas emissions from transport growth has become a major issue in tackling climate change. Second, a more extensive use of natural gas would relieve city air quality, which is presently at levels harmful of human health. Nonetheless, this is just one side of the coin. Small angle neutron scattering (SANS) on the unilamellar vesicle populations (diameter 500 and 1000 angstrom) was used to characterize lipid vesicles from dimyristoylphosphatidylcholine (DMPC) at three phases (gel, ripple, and liquid). Parameters of vesicle populations and internal structure of the DMPC bilayer were characterized on the basis of the Separated Form Factor (SFF) model. Water protection wetlands aim to reduce nitrogen and phosphorous concentrations either separately or simultaneously. In the latter case, a wetland must contain parts differing clearly in both function and physical condition. In efforts to reduce nitrogen the most important process is denitrification. Phosphorus is deposited with solids and bound to the vegetation and soil in wetlands. As the bulk of the solid and nutrient load comes from catchments during spring floods, wetlands should be designed on the basis of, at least, the average maximum vernal run-off (MHq). Use of higher run-offs, e.g. MHql/10 or MHql/20, in the design without reducing the target retention would require large wetlands. We provide a numerically efficient procedure to perform LDA+Hubbard I calculations including self-consistency over the charge density in the FP-LAPW basis. The method is applied to Pu, Am, and PuAm and PuCe alloys. Our results for valence photoemission spectra (PES) agree with experimental data and with previous LDA+DMFT calculations. Analysis of the J=5/2 and J=7/2 contributions to the f-occupation supports the intermediate-coupling picture of f-states in heavy actinides. The electronic specific heat coefficient is calculated for PuAm and PuCe alloys in reasonable agreement with recent experiments. We show that Pu atoms keep their mixed-valence character in these alloys. Next, we study electronic and spectral properties of Pu-based superconductor PuCoGa_5 and obtain good agreement with experimental PES. Finally, we analyze surface effects. The oscillation experiment of free-electron laser (FEL) was carried at the wave length 488 nm. The space and time properties and power of FEL were investigated. The typical macropulse structure indicated the time interval 20 ms and the pulse width 2 to 3 ms. About 1 ns was necessary to build up FEL. The space distribution of FEL showed beautiful TEM_0_0 mode, TEM_0_1 and TEM_0_2 mode. On the basis of data, 39 #mu#W average power was calculated at 2.9 mA accumulated current per bunch by integrating each response of pixel of CCD camera. The peak power was 1.2 W. The paper discusses the safety problems connected with the conversion to dense storage of RBMK-1000 spent fuel in reactor cooling pools and independent storage facilities. The registration of secondary cosmic ray neutrons is a convenient tool for the investigation of primary cosmic ray variations and for meteorological effects as well. At present a large network of neutron monitors exists, aiming at studies of cosmic ray variations which are related to interplanetary conditions and geomagnetic activity. At the same time cosmic ray variations may be related to some atmospheric processes. In this connection, using the data from two neutron monitors (a standard and a lead free one), a gamma detector from Moscow station and lead free neutron monitor at BEO Moussala, we studied the correlations between rain flows and neutron flux. The admissibility of nuclear forensics measurements and opinions derived from them in US Federal and State courts are based on criteria established by the US Supreme Court in the case of Daubert v. Merrell Dow and the 2000 Amendment of Rule 702 of the Federal Rules of Evidence. These criteria are being addressed by new efforts that include the development of certified reference materials (CRMs) to provide the basis for analytical method development, optimization, calibration, validation, quality control, testing, readiness, and declaration of measurement uncertainties. Quality data is crucial for all stages of the program, from R and D, and database development, to actual casework. Weakness at any point in the program can propagate to reduce the confidence of final conclusions. The MRI morphology in combined subacute degeneration has only rarely been reported. We describe two patients suffering from subacute combined degeneration of the spinal cord on the basis of a deficiency of vitamin B{sub 12}. In both patients characteristic hyperintense areas on T{sub 2}-weighted images in the posterior columns of the cervical and thoracic cord without contrast enhancement were demonstrated by MRI. Radiation protection programs for workers are based, in the United States, on a hierarchy of limitations stemming from Federal guidance approved by the President. This guidance, which consists of principles, policies, and numerical primary guides, is used by Federal agencies as the basis for developing and implementing their own regulatory standards. The primary guides are usually expressed in terms of limiting doses to workers. The protection of workers against taking radioactive materials into the body, however, is accomplished largely through the use of regulations based on derived guides expressed in terms of quantities or concentrations of radionuclides. The values of these derived guides are chosen so as to assure that workers in work environments that conform to them are unlikely to receive radiation doses that exceed the primary guides. Rehabilitation of the abandoned uranium mining areas in Saxonia and Thuringia is a task posing also legal problems. The radiation protection laws of the former GDR continued to be effective to a great extent and proved to be a legal basis not ``perfect`` in formal terms, but suitably efficient in practice to tackle the manifold problems encountered in the land reclamation and waste disposal work. 2,3-Dimercaptosuccinic acid (DMSA) is a new orally active heavy metal chelator for the treatment of childhood Pb intoxication on an outpatient basis. The influence of DMSA, as well as other chelating agents, on gastrointestinal 203Pb absorption and whole-body "2"0"3Pb retention was examined. Groups of Sprague-Dawley rats (230-260 g) were gavaged with a solution containing approximately 25 mg/kg Pb [as Pb(NO_3)2] plus 15 microCi "2"0"3Pb. Some groups were then immediately given 0.11 mmol/kg of either DMSA, CaNa2EDTA, D-penicillamine, or BAL by oral gavage, while other groups received the same drugs by ip injection. Control groups received solutions of the drug vehicles po or ip. In the presence of hydroxyl anion, both formaldehyde and glyoxal are known to undergo rearrangements involving intermolecular and intramolecular hydride transfer (the Cannizzaro and Benzilic acid rearrangements respectively). The authors report ab initio SCF-MO calculations of the transition state geometries, the activation barriers, and the hydrogen isotope effects for these two reactions. The structure of the transition state for the rection involving formaldehyde is usually basis set dependent, becoming more linear and symmetrical as the basis set size increases. In contrast, the analogous transition state for the glyoxal reaction involves a highly non-linear hydride transfer. They find the isotope effects to be quite low for the Cannizzaro reaction, and significantly larger for the non-linear benzilic acid rection, in apparent contradiction to Westheimer's suggestion the isotope effects reach a maximum for linear hydrogen transfers. We will report on a new type of tunable semiconductor laser, which is based on the electronic selection of one Bragg grating among an array of such gratings in silica. The device that we have built operates at 120 Mb/s but extension to 1 Gb/s for Gigabit-Ethernet applications would be straightforward. In comparison with tunable semiconductor lasers using gratings in the III-V materials, silica gratings offer two significant advantages: 1-wavelength stability and predictability, 2-the ability to phusically overlap many gratings in a compact space in order to enable the selection of a large number of wavelengths for wavelength division multiplexed communications systems. The time required to chagne the wavelength in our laser has not been measured for lack of the necessary electronics but it is expected to be in the microsecond range on the basis of a straightforward calculation. Development of the engineering technology basis of pyrometallurgical reprocessing is a key issue for industrialization. For development of the transport technologies of molten salt and liquid cadmium at around 500 deg. C, a salt transport test rig and a metal transport test rig were installed in Ar glove box. Function of centrifugal pump and 1/2'' declined tubing were confirmed with LiCl- KCl molten salt. The transport behavior of molten salt was found to follow that of water. Function of centrifugal pump, vacuum sucking and 1/2'' declined tubing were confirmed with liquid Cd. With employing the transport technologies, industrialization applicable electro-refiner was newly designed and engineering-scale model was fabricated in Ar glove box. Determination of principal and impurity components in monocrystals of erbium and yttrium formates grown on the basis of high-pure formates from oriental primers, using the method of isothermal evaporation of the salt aqueous solutions with pH 4.4 - 4.5, is described. Er and Y were determined complexonometrically by the titration of the complex with arsenazo 1 by EDTA solution, and formate-ion was determined iodometrically. Impurities were analyzed by atomic-absorption and titrimetric methods. The atomic-absorption method permits to determine in the monocrystal from 1 x 10"-"4 to 5 x 10"-"3 % Mg at relative standard deviation S_r = 0.05; from 1 x 10"-"3 to 2.5 x 10"-"2 % Ca at S_r = 0.07 and from 2 x 0"-"4 to 5 x 10"-"3 % Pb ar S_r = 0.08.
An approximate analyzing model was developed to predict the azimuth of zigzag streamline, the distribution ratio between two neighboring layers and the radial distribution among the layers of the gas passing through the shaft of blast furnace loaded in layers. The theoretical basis of the approximate analysis is composed of the material balance derived from the assumption that any stream line surrounded with two streamlines is isolated and no material transfer occurs through the tube wall, and of the energy theory that the stream tube and passage are formed so that the total pressure drop in the whole system is the minimum. The effects of the apparent angle of repose between two layers, the packing volume and the passage resistance on the non-uniform flow in the layer were evaluated on the basis of the model. Solid polymer fuel cell (SPFC) systems are compared to spark ignition (SI) engine power systems for utility vehicle applications. Utility vehicles provide crew and payload transport and electrical power at work sites lacking grid supply. The methodology emphasizes comparison on an equal service basis. Using power system component models and numerical analysis, power systems are designed using SI engine and SPFC technologies. The power systems are compared on the basis of fuel energy consumed and life cycle cost (LCC). Gasoline is the fuel for the SI engines, while liquid hydrogen is used for the SPFC. Three types of SPFC power system configurations are studied. The superior SPFC in terms of LCC is a fuel cell/battery hybrid where the fuel cell is sized to provide average driving power. Within the type-I seesaw framework with three heavy right chiral neutrinos and in the basis where the latter and the charged leptons are mass diagonal, a near `mu-tau' symmetry in the neutrino sector is strongly suggested by the neutrino oscillation data. There is further evidence for a close to the tribimaximal mixing pattern which subsumes `mu-tau' symmetry. On the other hand, the assumption of a (maximally allowed) four zero texture in the Yukawa coupling matrix Y_nu in the same basis leads to a highly constrained and predictive theoretical scheme. We show that the requirement of an exact `mu-tau' symmetry, coupled with observational constraints, reduces the `seventy two' allowed textures in such a `Y_nu' to 'only four' corresponding to just two different forms of the light neutrino mass matrix `m_nu'.
