Access for independents to retail gas markets was a central concern in European policy reform efforts in the 1990s. Upstream oil and gas companies reacted with strategic intentions of forward integration. By late 2004, forward integration was still weak, however. An important explanation of the gap between announced strategic re-orientation and actual strategy implementation lies in the political failure of EU member states to dismantle market barriers to entry for independents. Variations between companies in downstream strategy implementation are explained by variations in business opportunities and internal company factors.

The aim of this reengineering, was to align the company R&D with its business strategy, and also to give a clear picture of two major features for a R&D portfolio: a duration profile (short, median or long term?) and a partnership profile (do it yourself, cooperate, outsource or let do elsewhere?). A three-component seismic line acquired over the Zamora gas field, northern Sacramento Valley, California, displays conventional (P-P) and converted-wave (P-SV) seismic anomalies. Well log and seismic modeling results indicate that bright-spot reflection strengths are related to variations in fluid saturation and lithology. The converted-wave reflection strengths and interval velocities provide valuable information that compliments more conventional strategies such as amplitude with offset and polarity analysis. This integrated strategy can improve risk evaluation and well site selection in areas where rapid changes in reservoir quality impact resource evaluation.

Heavy-duty trucks and buses are substantial contributors to the atmospheric oxides of nitrogen (NO_x) inventory, but prediction of their emissions in real use remains inchoate. Continuous emissions of NO_x were recorded from Chassis dynamometer testing of eight vehicles using a variety of transient cycles, including the Central Business District schedule. NO_x data were treated to account for sampling time lag and presented against instantaneous vehicle axle power. Data were repeatable from run to run and test schedule, but vehicle type and test cycle both influenced the instantaneous emissions rates. However, the resulting correlations may be used for mobile source NO_x contribution estimation when combined with vehicle activity data. The emissions data were also presented as NO_x/CO_2, which are valuable for comparison with remote sensing emissions data. Based on a comprehensive analysis of U.S. IPOs, the authors show that newly public companies are prolific acquirers. Over 30% of companies conducting an IPO make at least one acquisition in their IPO year, and the typical IPO firm makes about four acquisitions during its first five years as a public company. IPOs facilitate M&A not only by providing infusions of capital but also by creating ongoing access to equity and debt markets for cash-financed deals. Greenhouse gas mitigation strategies are generally considered costly with world leaders often engaging in debate concerning the costs of mitigation and the distribution of these costs between different countries. In this paper, the analyses and results of the design of a 100% renewable energy system by the year 2050 are presented for a complete energy system including transport. Two short-term transition target years in the process towards this goal are analysed for 2015 and 2030. The energy systems are analysed and designed with hour-by-hour energy system analyses. The analyses reveal that implementing energy savings, renewable energy and more efficient conversion technologies can have positive socio-economic effects, create employment and potentially lead to large earnings on exports. These proposals have the potential to include developing countries more actively in international greenhouse gas mitigation and to address a substantial share of the world's emissions which come from tropical deforestation. For such a policy to be viable it must have a credible benchmark against which emissions reduction can be calculated. First, wood utilisation locations inside this area are examined; the most important ones are the wood processing factories, and the heating- and power plants. After that, wood potentials in the forests of the area are evaluated in sub-areas suitable in size and sufficiently detailed for further evaluations. Radioactive waste has been stored in large underground storage tanks at the Hanford Site since 1944. Approximately 212 million liters of waste containing approximately 240,000 metric tons of processed chemicals and 177 mega-curies of radionuclides are now stored in 177 tanks. These caustic wastes are in the form of liquids, slurries, saltcakes, and sludge. In 1991, the Tank Waste Remediation System (TWRS) Program was established to manage, retrieve, treat, immobilize, and dispose of these wastes in a safe, environmentally sound, and cost-effective manner. The Department of Energy (DOE) has believes that it is feasible to privatize portions of the TWRS Program. Three samples of dusts generated by the non ferrous metallurgical industries are treated between 200 and 800 degree centigree in controlled oxidizing and reducing atmospheres. The objective of this study is to recover the valuable metals from these wastes. The treatments of these solids under oxidizing conditions at 700 degree centigree are well adapted for two samples. The totality of valuable elements are concentrated in the treatments residues. The use of hydrogen at 600 degree centigree, permits the removal of up to 100 % of valuable metals contained in the treated industrial wastes. The steroidogenic factor 1 (SF-1, also known as NR5A1) is a transcription factor belonging to the nuclear receptor superfamily. Whereas most of the members of this family have been extensively characterized, the therapeutic potential and pharmacology of SF-1 still remains elusive. Described here is the identification and characterization of selective inhibitory chemical probes of SF-1 by a rational ultra-high-throughput screening (uHTS) strategy. A set of 64,908 compounds from the National Institute of Health's Molecular Libraries Small Molecule Repository was screened in a transactivation cell-based assay employing a chimeric SF-1 construct. Isolation and expansion of neural stem cells (NSCs) of human origin are crucial for successful development of cell therapy approaches in neurodegenerative diseases. Different epigenetic and genetic immortalization strategies have been established for long-term maintenance and expansion of these cells in vitro. Here we report the generation of a new, clonal NSC (hc-NSC) line, derived from human fetal cortical tissue, based on v-myc immortalization. Using immunocytochemistry, we show that these cells retain the characteristics of NSCs after more than 50 passages. Under proliferation conditions, when supplemented with epidermal and basic fibroblast growth factors, the hc-NSCs expressed neural stem/progenitor cell markers like nestin, vimentin and Sox2. When growth factors were withdrawn, proliferation and expression of v-myc and telomerase were dramatically reduced, and the hc-NSCs differentiated into glia and neurons (mostly glutamatergic and GABAergic, as well as ...

Cuphea, a relatively unknown plant outside the scientific community, might someday provide valuable oils for manufacturing soaps, detergents, surfactants, and lubricants, and may have medical, nutritional and dietetic applications as well. Unique properties of oils found in its seed make cuphea a potentially valuable new crop for the USA. Its seeds contain large quantities of medium-chain fatty acids such as lauric acid, which is used in manufacturing soaps and detergents. Other medium-chain fatty acids in cuphea can be used for clinical treatment of rare human ailments associated with fat absorption. New uses for the fatty acids in the seed may be developed and economic conditions may change, making the crop more or less valuable.

Based on the evidence from Morocco and Tunisia, this article contends that different patterns of business-government relations facilitate different elements of industrial upgrading and cluster promotion. State-dominated political economies may be more amenable to implementing macroeconomic and infrastructure-related measures, which are critical in the initial stages of upgrading. Political economies with more organized business communities may be better equipped to pursue the kinds of inter-firm linkages traditionally associated with later phases of upgrading, when the focus is on boosting innovation.

The long term objective of the Oil Sands Business Unit of Alberta Energy is to pave the way for Alberta's bitumen production to reach 3 million barrels per day by 2020. This presentation described the national government's role in resource development. It was emphasized that since the Crown is the owner of the oil sands resource, it would benefit by providing strategic leadership and by generating a larger royalty base. The oil sands fiscal regime was described with reference to generic royalty, risk sharing, investment, and project economics. First, we reviewed the literature to identify risk management tactics used to combat stalking. Second, we asked a group of police officers to review those tactics for completeness and group them into categories reflecting more general risk management strategies. The result was 22 categories of strategies. Finally, we used qualitative methods to evaluate the files of 32 cases referred to the specialized anti-stalking unit of a metropolitan police department. The National Renewable Energy Laboratory (NREL) and Sandia National Laboratories in Abuquerque (Sandia), working on behalf of the U.S. Department of Energy, have launched pilot projects in several countries throughout the world over the past 3 years. The focus of these pilot projects has been the development of in-country institutional capabilities necessary to deliver the promise of PV electricity to the rural populations. In addition to country-specific activities, NREL is conducting several technology, information, and partnership projects focused on further accelerating the education, training, business, and technology developments necessary to bridge the gap between promise and reality. Increasingly, business projects are ephemeral. New Business Intelligence tools must support ad-lib data sources and quick perusal. Meanwhile, tag clouds are a popular community-driven visualization technique. Hence, we investigate tag-cloud views with support for OLAP operations such as roll-ups, slices, dices, clustering, and drill-downs. As a case study, we implemented an application where users can upload data and immediately navigate through its ad hoc dimensions. To support social networking, views can be easily shared and embedded in other Web sites. Algorithmically, our tag-cloud views are approximate range top-k queries over spontaneous data cubes. We present experimental evidence that iceberg cuboids provide adequate online approximations. We benchmark several browser-oblivious tag-cloud layout optimizations.

In 15 children (in age 2 weeks - 15 years) the computer tomography beside radiological examination was done because of mediastinal diseases. In all cases the computer tomography was valuable. In 4 cases obtained results have changed diagnostic conclusions. Urinary tract infection (UTI) is a common problem in the female population. Women with diabetes mellitus are possibly at a higher risk. The usual medical therapy for UTI is antibiotic treatment. The aim of this study is to explore strategies employed by diabetic women for prevention and self-treatment of UTI. Forty-two women with diabetes mellitus who had experienced at least one episode of UTI in the last six months were included. Data collection included background information, questions about prevention and self-treatment strategies and a clinical examination to measure maximal urine flow, residual urine, a blood test evaluating diabetic control (HbA1c) and a urine test strip for determination of glucose, leucocytes, nitrite, blood, protein and pH. This paper proposes a novel control strategy for tracking peak power in a wind or wave energy system using a squirrel cage induction generator. It eliminates wind speed measurement or estimation and uses a simple scalar technique by exploiting the cubic nature of the power curve. College student persistence and dropout have been studied for decades, but little inquiry has focused on community college or private two-year college students. Although about half of first-time postsecondary students enroll in a two-year college, researchers understand little about why only approximately a quarter of these degree-seekers complete any degree five years after entrance (Rosenbaum, Deil-Amen, & Person, 2006). Models that exist have been generated primarily from research on residential, four-year college students. This paper presents the experience faced by people who works in PETROBRAS Business Unit (UN-RNCE), located in Rio Grande do Norte Province, Brazil, during the implementation of a pipeline leak detection system. That application involved nine multiphase oil pipelines distributed along several production facilities. Because of the emergency after the leakage that polluted the Guanabara bay and due to the two phases and multi phases pipelines characteristics, the UN-RNCE decided to apply the Pressure Point Analysis (PPA) technology in order to detect leakages. Role-limiting approaches support knowledge acquisition (KA) by centering knowledge base construction on common types of tasks or domain-independent problem-solving strategies. Within a particular problem-solving strategy, domain-dependent knowledge plays specific roles. A KA tool then helps a user to fill these roles. Although role-limiting approaches are useful for guiding KA, they are limited because they only support users in filling knowledge roles that have been built in by the designers of the KA system. EXPECT takes a different approach to KA by representing problem-solving knowledge explicitly, and deriving from the current knowledge base the knowledge gaps that must be resolved by the user during KA. Criticality was first achieved with the Fast Flux Test Facility (FFTF) a little more than 10 yr ago on February 9, 1980. Although the FFTF was designed and built primarily for testing fuels, materials, and components for the liquid-metal fast breeder reactor program, it has, over its first 10 yr of operation, provided valuable information in many other areas. This paper provides a summary of the contributions to the physics of liquid-metal reactors (LMRs) obtained from operation of and testing in the FFTF, with emphasis on some of the more significant and interesting accomplishments.

This paper presents a decision approach, and associated computer software tools, for prioritizing and selecting among technology development activities. The approach elicits and then summarizes technology development preferences from stakeholders, and then integrates preferences into a set of funding recommendations. By formalizing the technology review process, the decision approach builds consensus and clarifies the basis for final budget decisions. The software development was conducted jointly by Pacific Northwest Laboratory and Decisions Science Associates, Incorporated. The Underground Storage Tank Integrated Demonstration funded the task; however, the approach should also be valuable to the US Department of Energy Office of Technology Development, the Office of Waste Management, and the Office of Environmental Restoration.

One of the major scientific and technological challenges for the production of flexible organic electronic devices is the device protection against atmospheric molecule permeation, which causes corrosion reducing its operation and lifetime. In this work, Spectroscopic Ellipsometry has been implemented to investigate the influence of silicon dioxide nanoparticles on the optical properties of hybrid polymers. The spectra analysis revealed valuable information about the electronic and vibrational response as well as the cross-linking mechanisms of these materials. The correlation of the optical properties with the synthesis parameters and the barrier response will contribute towards their optimization in order to be used as high barrier coatings for flexible organic electronics applications.

Real-time neutron radiography (RTNR) is rapidly becoming a valuable tool for nondestructive testing and basic research with a wide variety of applications. The Phoenix Memorial Laboratory (PML) at the University of Michigan has developed an RTNR facility and has been using this facility to study several phenomena of interest to researchers in many areas. These phenomena include imaging of the internal fluid flow in gas turbine engine nozzles and coking and debris deposition in several gas turbine nozzles. This paper presents a summary of the technique and facilities involved in these applications.

The author investigates the effects of 529 mergers in the European and North American power industries between 1990 and 2002. The focus is on the effects on the capital market and the changes in the utilities' performance in successive years. It is assumed that as a rule mergers resulted in a lower value of the companies concerned. On the other hand, the target businesses appear to have obtained added value in the same period. The main objective of this paper is to demonstrate that it makes good business sense to identify risks and hazards of an operation and take appropriate steps to manage them effectively. Developing and implementing an effective risk and hazard management plan also contibutes to other industry requirements and standards. Development of a risk management system, key elements of a risk management plan, and hazards and risk analysis methods are outlined. Comparing potential risk to the cost of prevention is also discussed. It is estimated that the cost of developing and preparing the first risk management plan varies between $50,000 to $200,000. 3 refs., 2 figs., 1 tab.

Comparative sequence analysis of the human and the pufferfish Fugu rubripes (fugu) genomes has revealed several novel functional coding and noncoding regions in the human genome. In particular, the fugu genome has been extremely valuable for identifying transcriptional regulatory elements in human loci harboring unusually high levels of evolutionary conservation to rodent genomes. In such regions, the large evolutionary distance between human and fishes provides an additional filter through which functional noncoding elements can be detected with high efficiency.

In a first step, developments with regard to how mobility is achieved and the energy consumption involved are examined and the impact of business-as-usual trends on global carbon dioxide (CO2) emissions and future fuel consumption is discussed. We describe a 16-month-old boy presenting with stridor and fever. The chest X-ray suggested inhalation of a foreign body but here was no history of this. A high spot a T_1-weighted chest MRI was due to a peanut which was seen to have moved from the right main bronchus to the left inferior bronchus, between the two MRI studies. MRI can provide information on position and size of the peanut, the conditons of the surrounding tissues and may be also useful in treatment. We consider MRI to be a valuable new method for the diagnosis of peanut inhalation. (orig./GDG).

The proposed short wavelength coherent light source driven by the SLAC 3 km linac might be used to induce transitions between nuclear isomeric states. If an isotope were found with energetically adjacent isomeric states, one short-lived and one long-lived, and it were possible to separate and concentrate the long-lived species, and other nuclear and solid-state parameters were favorable, it might be possible to convert sufficient population to the short-lived state to realize [gamma]-ray lasing. Even if the x-ray intensity were insufficient, study of such driven transitions would be quite valuable.

In this paper we dealt with the comparison and linking between lexical resources with domain knowledge provided by ontologies. It is one of the issues for the combination of the Semantic Web Ontologies and Text Mining. We investigated the relations between the linguistics oriented and domain-specific semantics, by associating the GO biological process concepts to the FrameNet semantic frames. The result shows the gaps between the linguistics-oriented and domain-specific semantics on the classification of events and the grouping of target words. The management programs for invasive species have been proposed and implemented in many regions of the world. However, practitioners and scientists have not reached a consensus on how to control them yet. One reason is the presence of various uncertainties associated with the management. To give some guidance on this issue, we characterize the optimal strategy by developing a dynamic model of invasive species management under uncertainties. In particular, focusing on (i) growth uncertainty and (ii) measurement uncertainty, we identify how these uncertainties affect optimal strategies and value functions. We asked 634 healthy volunteers to perform a comprehensive battery administered through an internet website (www.gettinglost.ca), testing different orientation strategies in virtual environments to determine the effect of age and gender upon these skills. Older participants (46-67years of age) performed worse than younger participants (18-30 or 31-45years of age) in all orientation skills assessed, including landmark recognition, integration of body-centered information, forming association between landmarks and body turns, and the formation and use of a cognitive map. The paper presents the progress of the Radioactive Waste Management Plan which accompanies the Decommissioning Plan for research reactor WWR-S located in Magurele, Ilfov, near Bucharest, Romania. The new variant of the Decommissioning Plan was elaborated taking into account the IAEA recommendation concerning radioactive waste management. A new feasibility study for WWR-S decommissioning was also developed. The preferred safe management strategy for radioactive wastes produced by reactor decommissioning is outlined.
