The European Union Emissions Trading Scheme (EU ETS) has imposed a price on the allowances for CO2 emissions of electricity companies. Integrating this allowance price into the price of electricity earns a rent for companies who have received these allowances for free. During Phase I, 2005-2007, rents corresponding to the aggregate value of allocated allowances amounted to roughly Euro 13 billion per year. However, due to the specific price-setting mechanism in electricity markets true rents were considerably higher. This is due to the fact that companies also that have not received any allowances gain additional infra-marginal rents to the extent that their variable costs are below the new market price after inclusion of the allowance price. In a nutshell, the existing Internet provides to us content in the forms of videos, emails and information served up in web pages. With Cloud Computing, the next generation of Internet will allow us to "buy" IT services from a web portal, drastic expanding the types of merchandise available beyond those on e-commerce sites such as eBay and Taobao. We would be able to rent from a virtual storefront the basic necessities to build a virtual data center: such as CPU, memory, storage, and add on top of that the middleware necessary: web application servers, databases, enterprise server bus, etc. as the platform(s) to support the applications we would like to either rent from an Independent Software Vendor (ISV) or develop ourselves. Together this is what we call as "IT as a Service," or ITaaS, bundled to us the end users as a virtual data center.

In accordance with federal legislation, the U.S. Department of Energy (DOE) has conducted a project to demonstrate use of its Energy Conservation Voluntary Performance Standards for Commercial and Multi-Family High-Rise Residential Buildings; Mandatory for New Federal Buildings; Interim Rule (referred to in this report as DOE-1993). A key requisite of the legislation requires DOE to develop commercial building energy standards that are cost effective. During the demonstration project, DOE specifically addressed this issue by assessing the impacts of the standards on (1) construction costs, (2) builders (and especially small builders) of multi-family, high-rise buildings, and (3) the ability of low-to moderate-income persons to purchase or rent units in such buildings. This document reports on this project.
Full text: Recent geoarchaeological research in the Erzurum district, north-eastern Anatolia, has revealed an abundance of obsidian at numerous neolithic and Bronze Age sites. Geochemical characterisation using neutron activation analysis indicates that the obsidian was obtained from several sources that are chemically distinct from the major sources already known from Central Anatolia an the Lake Van area. Multiple sources are represented in the samples collected from at least two of the sites, namely the sites of Sos and Pulur. The primary source of some of the obsidian utilised at the site of Sos has been located in the volcanic sequence outcropping tot he north-west of Pasinler. Field survey however has shown that the alluvial deposits along the main rivers and some of their tributaries were the main sources of the obsidian utilised at the sites near Erzurum. Trade or exchange of obsidian with sites outside the Erzurum area seems to have been limited.
This paper analyses the complex, non-linear effects of spot price drivers in wholesale electricity markets: their intra-day dynamics and transient irregularities. The context is the UK market, after the reforms introduced in March 2001, analysed with an original set of price drivers reflecting economic, technical, strategic, risk, behavioural and market design effects. Models are estimated separately as daily time-series of the 48 half-hourly trading periods. All coefficients exhibit substantial intra-day variation, relating to the heterogeneity of operating plants and market design aspects. This reveals a market responding to economic fundamentals and plant operating properties, with learning and emergent financial characteristics, as well as some strategic manipulation of capacity, most effectively exercised by the more flexible plants. A 25m wind turbine blade was tested to failure when subjected to a flapwise load. With the test setup, it was possible to test the blade to failure at three diffe-rent locations. The objective of these tests is to learn about how a wind turbine blade fails when exposed to a large flapwise load and how failures propagate. The report shows also results from ultra sonic scan of the surface of the blade and it is seen to be very useful for the detection of defects, especially in the layer between the skin laminate and the load carrying main spar. Acoustic emission was successfully used as sensor for the detection of damages in the blade during the test. The report contains measurements of the total deflection of the blade, the local deflection of the skin and the load carrying main spar and also measurement of strain all as a function of the applied load and up to failure of the blade. Purpose of this work is to evaluate the effectiveness and role of CT in blunt diaphragmatic injuries by reviewing our 8-year experience. It is reviewed the preoperative CT findings of 35 patients with surgically confirmed diaphragmatic rupture. Surgical repair was performed in the acute setting (within 12 hours of trauma) in 22 cases, and late (8 months-5 years) in 13 cases. Twenty-eight patients (80%) were examined with conventional CT and 7 (20%) with Helical CT. Of the 13 patients examined long after trauma, the left hemi diaphragm was ruptured in 12 cases (with visceral herniation in 4), and the right hemi diaphragm in 1, with no herniation. The diaphragmatic rent was found in the dome (15 cases, 43%), muscolotendinous junction (11 cases, 31%), muscular portion (8 cases, 23%), and at the muscular attachments on the ribs (1 case, 3%). The research project's objective is to create a decision help for owners of residential buildings for several families regarding the renewal of decentralized heating and warm water preparation systems in the flats. The focus lies on a comparison of the costs of typical systems on the basis of a full cost calculation. This is done by taking into consideration the intentions of residential building companies like the reduction of additional costs to be paid by the tenants (both for social reasons and to make the flats easier to rent), low investment costs, low maintenance costs, energy saving, tenants' claims for comfort and acceptance by the tenants, economical reasons, especially regarding flats fully amortized (activation in the balance sheet).
