The National Radiological Protection Board is to carry out a survey of doses received by patients from the diagnostic use of X-rays, beginning in June 1977, and carried out at over 100 National Health Service hospitals. Details are given of the reasons for carrying out the survey and the survey objectives. The survey working methods are discussed, together with methods of calculation of the genetically significant dose. The radiation doses will be measured by a thermoluminescent dosimeter developed specially for the survey. (U.K.).
This report presents estimates of the annual anthropogenic UK emissions of greenhouse gases for the years 1990-93 for submission under the Framework Convention on Climate Change. The gases considered are carbon dioxide, methane, nitrous oxide, nitrogen oxides, carbon monoxide and non-methane volatile organic compounds. Emissions of all the gases have declined since 1990. In particular, those of carbon dioxide have fallen by 4%; those of methane by 8% and those of nitrous oxide by 28%. Emission estimates are reported in the IPCC Standard Tables format disaggregated by source category and fuel. The methodology used for the estimates and how they relate to the UKNational Atmospheric Emissions Inventory is discussed in an appendix. (author)

The objective of this project is the development of a standard methodology for integrating non-food crops in rural areas with niche energy markets. This has involved a number of steps including (i) identification of 3 niche markets for energy crops which are of common interest to the partners, (ii) application of the standard costing methodology to investigate these three niche markets and (iii) comparison of the results from this work in three workshops (one for each market). Three tightly defined niche markets were identified; these were chosen following an examination of the national energy marekts in each of the partners countries (Ireland, Germany, Netherlands, UK, Greece and Portugal). Ionizing radiation dose levels due to home radon can rise to levels that would be illegal for workers in the nuclear industry. It is well known that radon levels within homes and from home to home, and also from month to month, vary considerably. To define an Isle of Man radon seasonal correction factor, readings were taken in eight homes over a 12 month period. An average island indoor exposure of 48 Bq m{sup -3} (range 4-518 Bq m{sup -3}) was determined from 285 homes selected from a cohort of 1300 families participating in the European Longitudinal Study of Pregnancy and Childhood (ELSPAC) in the Isle of Man. This compares with a UK home average of 20 Bq m{sup -3} and a European Union average (excluding UK) of 68 Bq m{sup -3}. Thirty dosemeters have been sent to the UKNational Radiation Protection Board (NRPB) Radon Environmental Chamber for calibration. The sensitivity of the dosemeter has been calculated. The outcome was retrospectively examined and prognostic factors were discussed for arterial chemo-infusion therapy (ACT) through an implanted reservoir system and radiation therapy (RT) in patients with unresectable intrahepatic cholangiocarcinoma (CCC). ACT plus RT were conducted to 25 patients (mean age 61.7 y, M/F 12/13, stage III-IVB) during 10 years from 1996 to 2005 with various regimens of cisplatin (CDDP), 5- fluorouracil (FU), epirubicin (FARM), mitomycin C (MMC) plus 39-50 Gy of radiation in a fractionated manner partly involving internal RT (2 cases, 15 Gy) and RT for metastatic bone (1, 25 Gy). The survival rates at 1, 2 and 3 years after ACT+RT were respectively 52.5, 43.7 and 28.1%; total efficacy (PR) was 36% (9/25) at 6 months; and significantly good prognostic factors were found to be female and absence of metastasis remote and/or lymphatic around artery. Structural reliability and risk based techniques have recently been used to demonstrate safe operation of high-pressure pipelines at design factors greater than 0.72. In particular several pipelines are now operating on the Transco National Transmission System, in the UK, at design factors of 0.78 owing to the use of the techniques. The overall structural reliability and risk based approach for justifying safe operation of pipelines at these stress levels is thus now established. However, in order to establish cost effective and viable widespread use of the technique, formal guidelines are necessary which will allow analyses to be performed with minimal requirements for regulator liaison meetings, external audits and extensive reporting. We provide a detailed overview of an ongoing, multinational test program that is developing aerosol data for some spent fuel sabotage scenarios on spent fuel transport and storage casks. Experiments are being performed to quantify the aerosolized materials plus volatilized fission products generated from actual spent fuel and surrogate material test rods, due to impact by a high energy density device, HEDD. The program participants in the U.S. plus Germany, France, and the U.K., part of the international Working Group for Sabotage Concerns of Transport and Storage Casks, WGSTSC have strongly supported and coordinated this research program. Shell UK Exploration and Production, operating in the North Sea on behalf of Shell UK and Esso UK is presented developing the Teal and Guillemot fields in the Central North Sea (CNS). As part of this development it contracted with Single Buoy Moorings Inc., (SBM) for the design, supply and installation of a newbuilt floating Production Storage and Offloading (FPSO) vessel. The work is executed in close cooperation between Shell Expro (Client) and SBM (Contractor) and its main sub contractors. The system is due to be installed during the third quarter of 1996. After a short description of the field development and the FPSO vessel this paper outlines the contractual arrangements and the organization set-up to perform the work. A wind energy study (WEST) in the coastal region of Bangladesh has been undertaken, in collaboration with Local Government Engineering Department (LGED) and with technical support of the UK`s Energy Technology Support Unit (ETSU) under an ODA programme. Investigations have been carried out at the three Corus UK sinter plants over the period 2002-2004 to characterise the emissions of both 2,3,7,8-PCDD/Fs and WHO-12 PCBs, to estimate annual mass releases of these organic micro-pollutants using the I-TEF and WHO-TEF schemes, and to investigate the formation of PCBs in the iron ore sintering process. Results showed that the sintering of iron ore produces a characteristic WHO-12 PCB and PCDD/F congener pattern that is substantially the same for all UK sinter plants. With regard to WHO-12 PCBs, the most abundant congeners were typically PCBs 118 (6-9ngNm-3), 105 (2-4ngNm-3) and 77 (2-3ngNm-3). We report biological changes at several UK Acid Waters Monitoring Network lakes and streams that are spatially consistent with the recovery of water chemistry induced by reductions in acid deposition. These include trends toward more acid-sensitive epilithic diatom and macroinvertebrate assemblages, an increasing proportional abundance of macroinvertebrate predators, an increasing occurrence of acid-sensitive aquatic macrophyte species, and the recent appearance of juvenile (<1 year old) brown trout in some of the more acidic flowing waters. Changes are often shown to be directly linked to annual variations in acidity. Although indicative of biological improvement in response to improving water chemistry, 'recovery' in most cases is modest and very gradual. The study is intended to eventually bring about a number of improvements in the UK electrical system, particularly in regard to Demand Side Management (DSM). Among the benefits envisaged are (a) increased security of supply when the network is under stress; (b) reduction in costs; (c) simpler outage management; (d) carbon saving and (e) increased energy efficiency. Power Fluidic systems for the control of liquids and gaseous flows have been adopted for use in radioactive processing plants in the UK. These devices are intrinsically reliable with no mechanical moving parts because they are able to make use of the hydrodynamics of the fluids being controlled. This reliability feature leads to a zero cell maintenance concept and the elimination of mechanical drive/control systems in cell. The first phase of the development work led to their use in the Fast Reactor Reprocessing Plant at Dounreay and the Highly Active Liquor Storage facility at Sellafield. The success of these early developments has led to an extensive development programme for an extended range of applications in the Thermal Oxide Reprocessing Plant and its associated waste treatment facilities at Sellafield. The technology has now been fully demonstrated and adopted for these plants with considerable benefit over a wide range of applications.
We combine establishment-level employment data with trade data by port to examine the impact of accession to the European Economic Community on the spatial distribution of UK manufacturing. We test the predictions from economic geography models of how external trade affects the spatial distribution of employment. We treat accession as a natural experiment which helps mitigate problems of endogeneity. Our results suggest that accession changed the country composition of trade and via the port composition induced an exogenous shock to different locations. In line with theory, we find that better access to export markets and intermediate goods increase employment while increased import competition decreases employment.
Introduction: Restrictions in prescribing broad spectrum antimicrobials have been part of a strategy to reduce Clostridium difficile cases in the UK in recent years. However, there has been little work on assessing the safety of alternative antimicrobial agents. Methods: We performed an uncontrolled prospective observational survey over a 1-year period to determine the effectiveness and safety of a new antimicrobial stewardship programme in a district hospital in the UK. Considerable effort worldwide has been put into trying to find the best way to utilise the large amount of energy that we put into our dustbins every day. One of the problems encountered is that the waste collection systems tend to gather together in one place between 400 and 1000 t of the stuff everyday and since it is possible to extract rather more than 2 MW from each tonne, that is a lot of energy for which to find a market. In continental European cities, especially Germany, and Sweden with most of the population living in apartment blocks, and with colder winters than the UK, district heating provides a suitable market. With its milder winters, more diverse housing and cheap gas the UK is not such a fertile ground for district heating. But since the passing of the Energy Act in 1984, there is a steady market in electricity generation with the advantage that the purchase tariffs are published so that income can be accurately calculated.
Abstract We provide the first firm-level evidence of the impact of the trade in producer services (-offshoring-) on the labour market. Using a new data set from the UK that measures trade in services at the firm level, we find no evidence that importing intermediate services is associated with job losses or greater worker turnover. Using regression to control for observable differences between firms that import service inputs and those that do not, we show that firms that start importing intermediate services experience faster employment growth than equivalent firms that do not. This seems likely to be the result of positive demand shocks, which cause a simultaneous increase in employment, output, and use of imported service inputs.
This article reports on the operation of Fibrowatt's third chicken waste-fuelled power plant at Thetford in Norfolk, UK. Details are given of the plant which started operation in October 1998, the chicken litter fuel, the spiral screw fuel feeders, the Detroit Stoker grate and spreader stokers which ensure the fuel is burnt mid-air, the production of fertiliser from the ash, and fluegas emission control using cyclones, a baghouse and lime addition to neutralise acid gas. The economics of the project, and the support for the renewable electricity generation under the UK government's Non-Fossil Fuel Obligation are discussed. A site plan of the Thetford plant and a flow diagram of the process are provided.
Following the United Kingdom's nuclear tests at Maralinga in Australia in the 1960's, the Australian government signed away its rights to claim compensation for decontamination costs in a 1968 agreement. Controversy now rages as the Australian government is claiming pound33 million for this purpose from the United Kingdom to compensate the Maralinga Tjarutja for the loss of access to their traditional lands. They claim that the UK clean-up operation was inadequate and that much plutonium was spread over the land, rather than contained in pits. Measurements of contamination at the site were wrong by a factor of ten according to a 1984 visit when Australian scientists were horrified to realize that an Aboriginal child living near Taranaki could inhale more than 460 millisieverts a year. Determination of the radiocarbon (14C) content of airborne particulate matter yields insight into the proportion of the carbonaceous material derived from fossil and contemporary carbon sources. Daily samples of PM2.5 were collected by high-volume sampler at an urban background site in Birmingham, UK, and the fraction of 14C in both the total carbon, and in the organic and elemental carbon fractions, determined by two-stage combustion to CO2, graphitisation and quantification by accelerator mass spectrometry. A range of lessons have been identified from previous attempts to implement long term radioactive waste management policy in the UK and internationally. Many of these relate to the way the decision-making process is undertaken and the fact that there needs to be an open, transparent process that enables continuous stakeholder involvement. Ultrasound examinations for foetal brain abnormalities have been a part of the routine antenatal screening programme in the UK for many years. In utero brain magnetic resonance imaging (MRI) is now being used increasingly successfully to clarify abnormal ultrasound findings, often resulting in a change of diagnosis or treatment plan. Interpretation requires an understanding of foetal brain development, malformations and acquired diseases. In this paper we will outline the technique of foetal MRI, relevant aspects of brain development and provide illustrated examples of foetal brain pathology.
Studies have been performed with an anti-osteogenic sarcoma monoclonal antibody 791T/36 and human tumour xenografts to examine some of the quantitative and kinetic aspects of tumour localization. The influence of variations in tumour size and site and antibody dose on the extent and rate of specific antibody localization have been examined, together with the site of intratumoural deposition of the antibody. A thesis is presented on improving the understanding of the fatigue properties of wood and fatigue failure mechanisms in the design of wind turbine blades. With the Government decision to phase out the Fast Reactor at Dounreay there is a need to find alternative employment in the area. Within the tight binding framework, a study is made of how the disorder affects the electronic properties of A-15 compounds. In particular it is shown that for compounds of two transition metals in the A-15 structure, the vacancy formation affects the density of states only in the low energy region or in the high energy region, in opposition with the isolated chain model of Labbe and Friedel. The National Energy Modeling System (NEMS) developed by the U.S. Department of Energy`s Energy Information Administration is a well-recognized model that is used to project the potential impact of new electric generation technologies. The NEMS model does not presently have the capability to model energy storage on the national grid. The scope of this study was to assess the feasibility of, and make recommendations for, the modeling of battery energy storage systems in the Electricity Market of the NEMS. Incorporating storage within the NEMS will allow the national benefits of storage technologies to be evaluated.

This paper reports that more than 800 miles of pipeline will come into service on the U.K. continental shelf during 1993, surpassing by 75% the previous record set in 1977. About 3,500 miles of pipeline is in place. Commissioning of the Miller natural gas pipeline and Scottish Area Gas Evacuation (SAGE) network this year and start-up of the Central Area Transmission System (CATS) next year will bring more than 600 miles of pipeline into use during 1993. The projects are part of a recent development boom in the central North Sea. In a review of U.K. offshore pipeline, analyst County Natwest Woodmac reported that projects totaling about 1,250 miles of pipeline have been sanctioned but are not yet operating. Two thirds of this total is gas pipeline, while 60s made up of main lines from shore to platform. Over the last four decades the Irish Sea has received controlled discharges of radioactive effluents from the Sellafield (Windscale) nuclear fuel reprocessing plant in Cumbria, UK. Enhanced levels of a range of fission, activation and transuranic elements have been reported in a variety of environmental media. Most of the {sup 239,240}Pu and {sup 241}Am and about 10% of the {sup 137}Cs have been retained in a deposit of the fine sediment near the discharge point. The quantities of radionuclides discharged annually from Sellafield decreased by two orders of magnitude from the mid-1970s to 1990, but estimated critical group internal and external exposure decreased by less than one order of magnitude over this period. Redistribution of the contaminated marine sediment is potentially of major significance. Radon concentrations in homes have been shown to vary considerably with season. It is important to account for this by applying a correction factor to any home radon measurement of less than one year. To date, Irish radon measurement services have used correction factors based on data derived for the UK in the 1980s. In the absence of similar data for Ireland at the time, these were considered suitable for use due to the similarities between the climates, house types and lifestyles in the two countries. In order to better estimate the long-term radon concentration, measurements from 5640 Irish homes were used to derive a set of correction factors specifically for Ireland. These were generated by means of Fourier decomposition analysis and the new correction factors compared, using 95% confidence intervals, to those derived for the UK using the same analysis and to those currently in use for Ireland. Since several years, several manufacturers of circuit breakers from various countries (South Africa, UK, The Netherlands, USA..) try to impose in accommodations a highly sensitive electronic-type of differential circuit-breaker initially devoted to industrial installations where qualified and experienced professionals are present. This technical paper presents first the principles of the classical electromechanical circuit breakers and of the electronic circuit breaker, and then compares their relative efficiency and level of safety in residential use conditions (grounding schemes, voltage drops, rupture of the neutral conductor, rupture of the phase conductor, overvoltages). Physicists are no strangers to Feynman diagrams, but the meaning of the diagrams is not always clear, even to those who have used them. That confusion has deep roots, as Kaiser clearly and convincingly explains. To Feynman himself, a diagram depicted an actual physical process in space-time, such as the exchange of photons that occurs when an electron and proton collide. However, he also saw it as shorthand for the contributions to the amplitude of a physical process made by the element of the process it depicted. The best part of this new book covers the early history, social history and 'conceptual history' of Feynman diagrams. The chemical separation of carrier-free "2"0"3Pb following deuterium bombardment of a "2"0"3Tl target is described. Coprecipitation from strontium sulphate was used to separate the "2"0"3Pb from a solution of the thallium target in sulphuric acid. The SrSO_4 precipitate was filtered, washed and dissolved in hydrochloric acid, from which "2"0"3Pb was again separated by precipitation on sodium chloride from a strongly acid solution. Advantages of the system are discussed and optimum conditions given. (U.K.).

In view of the interest in the use of gamma irradiation to extend the storage life of pre-packaged foods a report is made on the effects of gamma radiation on the migration of Irganox 1076 and Irganox 1010, antioxidants present in food packaging plastics, into synthetic triglyceride fatty-food simulant HB307 and iso-octane. The extent of migration was assayed by h.p.l.c. techniques. Migration into HB307 and iso-octane decreased steadily as irradiation progressed suggesting that gamma irradiation of packaging materials helps to prevent the contamination of food by antioxidants in the packaging. The assumed linear relationship between exposure to radiation and cancer incidence is questioned in this article. The current research data on radiation effects at the cellular level is reviewed, as are epidemiological studies of background radiation effects and health effects of populations exposed to low levels of radiation exposure via employment or medical treatments. Statistics reveal that threshold levels currently in force need to be reviewed. Some evidence of beneficial effects of low level radiation exposure effects of low level radiation exposure is also presented, and so regulations should be reviewed at an international level. (UK).
Advanced techniques for focused-ion-beam (FIB) device modification have been developed for complex, multistep modifications to circuitry on planar chip technology. Applying gas-assisted etching (GAE) techniques for high-aspect-ratio milling and the selective milling of both conductive and insulating films enhances process latitude. Localized ion-beam-induced deposition of an insulating film provides reconstructive capability in previously modified areas. The application of both techniques for complex device modification on VSLI devices fabricated with CMOS process technology is reviewed. (UK).
Recent research work on adjustable speed pumped storage plants conducted in Japan, the USA and Europe suggests that they have many advantages over fixed-speed plants, and can contribute to power system regulation even in pump mode. This paper describes two types of static frequency converter for such pumped storage plants, especially those with greatly fluctuating heads. The design characteristics and operation of the doubly fed induction machine and the synchronous machine with DC link converter are set out and the devices compared. (UK)
Although rovs (remotely operated vehicles) and AUVs (autonomous underwater vehicles) are playing ever increasing roles in the development of underwater fields, surprise is expressed that oil companies are not supporting the necessary research and development. The situation was discussed at this year's annual Association of Diving Contractors and Marine Technology Society in Houston. Some of the technical problems associated with operating the vehicles in deeper and deeper water were discussed. Although demand for the vehicles is falling in the North Sea, the Gulf of Mexico is seen as the next growth area. (uk)
The Beyond the Standard Model Working Group discussed a variety of topics relating to exotic searches at current and future colliders, and the phenomenology of current models beyond the Standard Model. For example, various supersymmetric (SUSY) and extra dimensions search possibilities and constraints are presented. Fine-tuning implications of SUSY searches are derived. The implications of Higgs (non)-discovery are discussed, as well as the program HDECAY. The individual contributions are included seperately. Much of the enclosed work is original, although some is reviewed.
A conceptual framework is proposed within which the notion of risk as normally used in risk assessment (RA) could be enlarged in line with the real substance of social issues of technology policy, to help avoid RA's threatened irrelevance to social decision making. It is argued that the frequent organizational incoherence and thus the unviability of modern technology arises from 'social alienation' between the innovation-commitment phase and the implementation of the technology in society. The roles of technical elites and of particular concepts of technology in this alienation are emphasized. One of the case studies deals with 'Nuclear power - myths of scientific and organizational realism' and discusses the UK nuclear 'programme' and the Three Mile Island accident. (author).
A quantum computer would put the latest PC to shame. Not only would such a device be faster than a conventional computer, but by exploiting the quantum-mechanical principle of superposition it could change the way we think about information processing. However, two key goals need to be met before a quantum computer becomes reality. The first is to be able to control the state of a single quantum bit (or 'qubit') and the second is to build a two-qubit gate that can produce 'entanglement' between the qubit states. (U.K.)
Data breaches, regularly in the news thanks to absent-minded employees or malicious hackers, are a real threat about which any company involved in the storing or transfer of data needs to be aware. And this isn't just about reputation and privacy - it has a real financial impact, too. In March 2010 the Ponemon Institute revealed that the cost of a data breach has risen for the third consecutive year. It found that the average data breach incident cost UK organisations @$1.9m or @$71 per record, an increase of 13% on 2009, and 18% on 2008. We all know how important it is to protect our data. Clearly, customers need to be choosy about whom they trust.

An analytical electron microscope study is presented on carbonaceous material in two chondritic porous aggregates, W7029* A and W7010* A2, from the Johnson Space Center Cosmic Dust Collection. The finding of well-ordered carbon-2H (lonsdaleite) in the two aggregates suggests that a record of hydrocarbon carbonization may be preserved in these materials. This carbon is a metastable phase resulting from hydrous pyrolysis below 300-350"0C and may be a precursor to poorly graphitized carbons in primitive extra terrestrial materials. (UK).
This paper presents a survey on public preferences in SE England for the use of wind, biomass and nuclear power in electricity generation. Using a labelled CE the perceived importance (value) to the public of distance and the energy options' impacts on biodiversity, emissions, land occupation and household cost was explored. Results suggest that impacts, technology name, demographic characteristics, attitudes towards the environment, knowledge and experience with the technologies were significant choice determinants. Considering the current debate about the development of nuclear power and biomass in UK and worldwide, this survey provides an insight into the factors affecting public acceptability
The major distributor and retailer of electrical power to Auckland, New Zealand, is Mercury Energy Limited. Following the sequential failure of the four 110kV underground cables, two gas-filled and two oil-filled, which supply the central business district, power was interrupted for 29 days from the 20th February 1998. A government inquiry was instituted, to examine what happened, why, and what lessons could be drawn for the future. Inadequacies in Mercury Energy`s cable maintenance and operating procedures were identified. The findings of the inquiry and its recommendations are reported. (UK)
This paper discusses the remote plugging of leaks in inaccessible pipework, with main reference to small leaks which frequently appear in ancillary cooling water circuits of nuclear reactors. Initially developed to cure problems of the pre-stressed concrete pressure vessels of UK reactors, the ZORIC sealant has been used to repair leaking biological shield pipework on six CANDU reactors. ZORIC is based on a water-soluble epoxy resin and an aqueous suspension of a refined mineral clay. This paper describes the evolution of the sealant, the qualification and testing program, and their application to CANDU reactor systems. 2 refs., 6 figs.
Steam generator tube denting is primarily caused by build-up of corrosion products at the tubesheet and the tube support plates. The mechanism of dent growth and the identification of tubes which should be removed from service have been studied. The practical outcome has been to prevent in-service tube leaks and to avoid unnecessary plugging of large numbers of tubes. A finite element study of tubesheet deformation (of pulled leaking tubes from reactors) was undertaken. Profilometry results for characterizing dents are given. Although several modifications have been made the high resolution profilometry system performance and the results obtained have proved satisfactory. (U.K.).

Pittston Coal Company recognized the potential economic benefit of improving process efficiency with increased capacity at it`s U.K. No. 1 Coal Preparation Plant. Accordingly, extensive research, both domestically and internationally, was conducted to select the appropriate technologies to achieve the desired circuit in the most cost effective manner while, at the same time, sacrificing neither structural integrity nor process performance. Large diameter heavy media cyclone technology was combined with highly efficient banana type screens and improved high intensity magnetic separators to create a coordinated process circuit that provided high efficiency at very high capacities in an economically attractive package.
Financing space solar power generation programmes has several inherent difficulties. Such large-scale projects are usually easily defined with an expected economic return, construction time, useful service life and defined management structure. As yet, solar power satellites for power generation possess none of these as the idea exists conceptually and the technology still needs to be developed. Methods for overcoming these uncertainties and securing financial backing are described. Venture capital could finance a research/marketing firm. US Government support through a cost plus short-term monopoly to facilitate private debt financing could provide an answer. (UK)
Plans, engineering parameters, and some test results for several FFTF core and primary sodium circuit instrument systems are presented. The systems discussed include temperature, flow, pressure, leak detectors, level sensors, fuel failure monitoring, sodium impurity analysis and cover gas monitors. Since many of these instruments are similar to those used in other fast reactors around the world, only a brief description is presented for these systems. Decision making about possible investment options for energy supply technology is usually based on economic criteria reflecting primarily the unit cost of energy and the return on capital invested. This study attempts to reverse the process. The chosen starting point is a UK investment programme geared towards reliance on conservation, renewable energy systems and the more efficient use of our remaining fossil fuels (through combined heat and power and district heating systems). The number and type of jobs likely to be created is then estimated and compared with the jobs likely to be created by the currently proposed nuclear power programme. (author).

Unit one of Daya Bay, China's first nuclear power plant was officially opened in February 1994. The nuclear island has been built by Framatome and is an improved version of the Gravelines 5 and 6, 900MWe Pressurized Water Reactors. Extra seismic protection has been included because of greater earthquake risk. The heat exchanger capacity has also been increased as the sea cooling water can be at 30"oC. The technical specifications and details of the fuel loading are given. The technical assistance, management and training of Chinese personnel are discussed. The fire protection practices adopted at nuclear power stations generally follow the well established principles used throughout industry. Unfortunately, there is one particular area - the interaction with heating, ventilation and air conditioning (HVAC) services - where nuclear power stations pose a seemingly insoluble conflict: that between the need to contain and the need to ventilate. Now, however, solid state fire dampers using power fluidics may promise a solution. One of the key characteristics of a fluidic device is that it is 'solid state', i.e. it has no moving parts. Because of this, its inherent reliability is orders of magnitude greater than a mechanical device. (U.K.).
The importance that must be attached to the phenomenon of stress corrosion cracking of austenitic alloys is emphasized. The relation between chemical composition of various alloys and their sensitivity to cracking is shown with particular reference to the behaviour of Alloy 800. The different effects of alkaline anc chloride environments are discussed. Studies are reported of the general corrosion of Alloy 800 and other alloys in an environment representative of the primary coolant of PWR reactors; and of the behaviour of various alloys (including Alloy 800) in the conditions envisaged for their use for steam generators with superheat up to about 550 deg.C. The paper discusses the Intergovernment Panel on Climate Change (IPCC) report on Aviation and the Global Atmosphere (published in 1999). It was considered necessary to treat air transport on its own since aircraft are unique in delivering emissions into the upper atmosphere rather than at ground level. The study was commissioned at the request of the International Civil Aviation Organisation and the Montreal Protocol. Existing applications of Alloy 800 are summarized, with particular reference to its use in various types of reactor. The need for a co-ordinated research and development programme is stressed, and the variables to be explored are outlined. The papers relating to the problem of corrosion and cracking in water and steam are considered. the strength and ductility of Alloy 800 is considered. Finally, sections of the summary deal with the use of Alloy 800 for (a) sodium cooled fast reactor boiler tubes; (b) the high temperature gas cooled reactor; and (c) PWR steam generator tubes. Recently Basano (Int. J. Theor. Phys.; 16:715 (1977)) in a paper entitled 'Information Flow, Causality and the Classical Theory of Tachyons' commented on earlier work by the present authors. In answer to those comments it is pointed out that although 'Extended Relativity' seems to allow one to solve any causal paradoxes with both usual particles and tachyons nevertheless a number of paradoxes are continuously proposed. It has already been shown by the authors that tachyons possibly do not imply any causality violations even in macro-physics but Basano claimed that the procedure lead to new, different paradoxes. It is here demonstrated that such presumed difficulties do not exist. (U.K.).
Many non-domestic buildings, built recently in the UK, use natural means to provide ventilation for indoor air quality and thermal comfort. This paper presents monitoring results obtained from such a purpose built naturally ventilated educational building. Its performance during the summer is discussed based on monitored results. Using thermal and ventilation modelling, the paper also discusses the optimisation of the building's summer performance. Recommendations on the selection of appropriate ventilation strategies in relation to the prevailing external conditions are derived and the appropriateness of the control methods is discussed. Environmental considerations have led the Italian electric utility, ENEL, to use an advanced compact design for the reconstruction of a 60kV power line on the outskirts of Rome. This solution has achieved the following aims: minimisation of the visual impact by reducing the size of the supports; reduction of the occupation of the area especially during construction; reduction of damage due to the degree of penetration into the soil. The use of one stem tubular supports and bored pile foundations is described. The scheme has been shown to be viable in terms of planning and low environmental impact and also cost-effective and is likely to be adopted by ENEL in other situations. (UK)
A compartment model is described which is currently used by the Ministry of Agriculture, Fisheries and Food to calculate collective radiation exposure due to liquid radioactive wastes discharged to sea from UK nuclear sites. Collective dose is a useful indicator of the radiological impact of a disposal practice and is one of the quantities needed to show compliance with the ICRP system of dose limitation. The model has been used for the purposes of the Sizewell Inquiry to predict the collective radiation exposure from reactor operation at Sizewell and, on the basis of current Sellafield experience, correlations between dose and discharge for disposals of fuel reprocessing wastes. An investigation of the intensity of electromagnetic radiation at a wavelength of 185nm emitted by a General Electric mercury discharge, germicidal lamp is described. From the measurement of the transmission of light as a function of wavelength from 185nm to 360nm, it was concluded that this type of germicidal lamp does not produce any biological or chemical effects through the 185nm line; the intensity of the 185nm line transmitted by the lamp was less than 0.1% of that for the 254nm line. Consequently, there was no discernable ozone production. (U.K.).

This paper summarizes the U.S. Department of Energy R&D program in crystalline-silicon photovoltaic technology, which is jointly managed by Sandia National Laboratories and National Renewable Energy Laboratory. This program features a balance of basic an d applied R&D, and of university, industry, and national laboratory R&D. The goal of the crystalline-silicon R&D program is to accelerate the commercial growth of crystalline-silicon photovoltaic technology, and four strategic objectives were identified to address this program goal. Technical progress towards meeting these objectives is reviewed.
The Idaho National Laboratory (INL) Ten-Year Site Plan (TYSP) describes the strategy for accomplishing the long-term objective of transforming the laboratory to meet Department of Energy (DOE) national nuclear research and development (R&D) goals, as outlined in DOE strategic plans. The plan links R&D mission goals and INL core capabilities with infrastructure requirements (single- and multi-program), establishs the 10-year end-state vision for INL complexes, and identifies and prioritizes infrastructure needs and capability gaps. The TYSP serves as the basis for documenting and justifying infrastructure investments proposed as part of the FY 2013 budget formulation process.
Brief comments are given on the evolution of the institutional nature of ENEL (Italian Electricity Board) as it relates to the framework of legislation for the nationalization of the utility in December, 1962. Special attention is given to the development of legislative criteria to allow the creation of a rate structure, in the case of autoproduction by industry, that would stimulate national economic growth. A discussion is also made of the changing role of ENEL as it responds to the planning objectives cited in the Italian National Energy Plan which calls for a more integrated effort by the regional governments and the Electricity Board in the management of natural resources.

The effort in some countries is limited to research in university laboratories on treating low-level waste from reactor plant operations. The interpretation of data from the nuclear forensic analysis of illicit nuclear material of unknown origin requires comparative data from samples of known origin. One way to provide such comparative data is to create a system of national nuclear forensics libraries, in which each participating country stores information about nuclear or other radioactive material that either resides in or was manufactured by that country. Such national libraries could provide an authoritative record of the material located in or produced by a particular country, and thus forms an essential prerequisite for a government to investigate illicit uses of nuclear or other radioactive material within its borders. We describe the concept of the national nuclear forensic library, recommendations for content and structure, and suggested querying methods for utilizing the information for addressing nuclear smuggling.

There are very different views on the health hazards of DU munitions. Most of the concerns of veterans and their advisors focus on the radiological effects of DU and consequently these are the focus of this editorial. Effects on the kidney and environmental consequences are, however, considered in the second of the Royal Society reports and the main conclusions of both of the reports are outlined in the summary document published in this issue of the journal. The main radiological concerns focus on the irradiation of lung tissues from inhaled DU particles and irradiation resulting from the translocation of inhaled particles to the thoracic lymph nodes.The overwhelming scientific view, presented in the two Royal Society reports and in other independent reviews, is that the main risks of exposure to DU aerosols are an increase in lung cancer and (from chemical toxicity) damage to the kidney, although these are likely to be evident only following substantial intakes. Bituminization has to be selected as the process for conditioning radioactive liquid wastes arising from the two VVER V-230 reactors being built at Temelin in the Czech Republic. In the process, a thin-film evaporator, operating at a waste-product temperature of 160"oC, evaporates all free water from the waste effluents. Remaining solids are homogeneously dispersed in a bitumen matrix which solidifies through natural cooling of the binder. The relative simplicity of the process reduces construction costs for on-line waste facilities and operating costs are less given the cheap basic material and simple maintenance. The reliability of the process has been demonstrated at Western reactors and reprocessing plants though adaptations have had to be made to accept VVER effluents. (UK).
"2"0"3Pb, an ideal radionuclide for toxicological studies, can be artificially produced by bombardment of a thallium target but due to the extreme toxicity of thallium the lead has to be separated completely from the thallium. A single step method is here described consisting of removing the thallium from a dilute acid chloride solution using a continuous ethyl ether extraction. Essentially all of the thallium and almost none of the lead is removed in a 3-hr extraction. Because the ether is recycled, only about 30 ml are needed. If other contaminants are introduced from the bombardment and its subsequent manipulations, an additional step is used in which the lead is extracted from an iodide solution with methyl isopropyl keton. We have measured the almost-pure incoherent scattering function of liquid and solid parahydrogen, using inelastic neutron scattering. The experiments were carried out on TOSCA, a time-of-flight, inverse-geometry, crystal-analyzer spectrometer, operating on the pulsed neutron source at ISIS (UK). The experiments have been planned taking advantage of the intrinsic incoherence introduced in the scattering process by the rotational transitions. The measured double-differential cross section gives a direct experimental access to the microscopic dynamics of condensed hydrogen. From the high-energy region of the spectrum, where the impulse approximation for the center of mass motion applies, we have been able to extract the translational mean kinetic energy. In the low-energy region, using the Gaussian approximation, we compare the experimental data in the liquid phase with the results of a model for the velocity autocorrelation function. The operation of the Bullhouse Minewater System, used to treat iron-rich minewaters discharged from long-abandoned coal mines, was studied to minimise pollution of the Upper Don river in the UK. Tests were carried out to determine optimal operating conditions. Ochre flocculation with polyacrylamide was efficient in batch tests as the ochre self-flocculated and sedimented in the lagoon without the need for chemical enhancement. The rate of accretion of the pipework in the system was modified by partial dewatering, reshaping and hardening of the deposits during ageing. Samples of ochre recovered from the drying beds and sump deposits were converted to ferric sulphate coagulant by dissolution with sulphuric acid and used with a polyelectrolyte to successfully purify reservoir water and pretreat wastewater. The discovery of large reserves of oil has resulted in a proliferation of drilling and production platforms in the North Sea, and other offshore areas around the UK will probably be developed. The exploitation of marginal oil fields, particularly in those developing countries which have only limited energy resources, has been made possible by the development of a floating production, storage and offloading (f.p.s.o.) unit consisting of a large tonnage oil tanker converted for the purpose and moored. The increased electrical power demands imposed by the addition of process plant, extra accommodation, and so on, usually necessitate additions to onboard generation and distribution systems, which must of course be integrated with the existing equipment.
The Working Group reviewed the revised Who guidance and the information published since 1991 on the risks of thyroid cancer in children from radioiodine and the risks of side effects from stable iodine. In particular, it reviewed data compiled on the incidence of thyroid cancers in children following the accident at the Chernobyl nuclear power plant in 1986. It considered whether the NRPB Earls were still appropriate, in the light of the new data. It also reviewed a range of other recommendations given by the 1st Working Group, concerning the chemical form of stable iodine tablets and practical issues concerning implementation of stable iodine prophylaxis. The dependence of the efficiency of a coaxial IGC-30 Ge detector on the direction of gamma quanta entry, their energy and the distance from the source is examined. A set of point sources QCR-2 (Amersham, UK) has been used which is arranged consecutively in two perpendicular planes passing through the detector axis, at a distance of 0.1 - 1.3 m (pace 0.1) from its geometric centre for 16 different angles in every plane. Dependence curves of the efficiency on the angle of gamma-quanta hits are obtained for energies 60, 81, 122, 356, 662, 834, 1173 and 1332 keV. Changes in efficiency connected with spatial dividing ability are found out. Using the least squares' method the expected spatial distribution of efficiency is examined with a level of authenticity P > 0.9. The possible causes for the efficiency change and its possible effect on the measurements' precision are discussed. (author).

Examples are given which illustrate how the awareness of everyone in the company to energy saving is essential with particular reference to switching arrangements to ensure such things as lights, machinery, compressed air systems are switched off when not needed or run at a lower level where appropriate. An understanding of the various elements of the electricity bill can inform a company`s planning of its operations to take advantage of lower tariffs. Machinery selection both with regard to efficiency of processing, quality of engineering and appropriate size can achieve significant savings and attention to maintenance is important. The authors summarize the significant dose-related effects on brain development which have emerged largely within the last six years of study of prenatally exposed A-bomb survivors. The results are described primarily in terms of the DS86 estimates and differences between these and the older T65DR dose estimates are discussed. The severe mental retardation sample was based on 1598 individuals taken from the PE-86 sample, and the intelligence test scores considered from the same sample involved 1673 children. The authors also discuss some of the recent neurobiological developments that appear relevant to an understanding of the biological bases of dose-related events observed, and suggest future research that may contribute either to further delineation of exposure consequences or to the explanation of the cellular and molecular origins of observed effects. Currently the construction of small-scale hydroelectric and pumped storage plants is booming in the USA. The technology is attractive because of its relatively cheap construction methods and operation. Electric utilities are seeing it as a viable source of peaking power and a means of system regulation. Two schemes are described. One is a high-head/small flow river project designed to generate 3.5 MW and is about to come on line having overcome tight environmental and commercial constraints. The second is a pumped-storage project using two man-made reservoirs with an average elevation difference of 1280 ft. It is deemed to be of minimum environmental impact construction and good physical characteristics. Completion is hoped for by 1995 and the plant will deliver 1000 MW. (UK)

Based on the quarterly data from four open economies (the US, the UK, Canada, and Italy) and estimated correlations and impulse responses within the traditional vector autoregressive (VAR) analysis, we find that inflation, both in the short and long term, negatively affects consumption and investment, and has a positive influence on the current account. We propose an infinite-horizon optimizing model of an open economy with a fixed rate of time preference that explains these empirics. The PARLOC Pipeline and Incident Databases provide the most complete information available on North Sea pipelines and risers from 1975. The database information enables the frequency of incidents which either result, or have a potential to result, in loss of containment to be related to the pipeline population as a whole or expressed as a function of particular pipeline characteristics. The importance of the PARLOC study in risk assessments of offshore pipelines is acknowledged worldwide and it is recognized as having contributed positively to their safer operation. Continuing improvements ensure that it remains a key reference in risk assessment studies. The induced radioactivity in the construction materials of a Cockcroft-- Walton type neutron generator was measured. Major activation products (/sup 24/ Na, /sup 28/Al, /sup 56/Mn, /sup 64/Cu, /sup 65/Ni, /sup 69m/Zn, /sup 88/Rb /sup 91/Sr /sup 101/Mo, /sup 187/W/ and resulting doses are tabulated. Results show that the highest gamma activities would be observed in the fluorescent bulbs, copper pipe, aluminum lattice rod, and the aluminum pipe clamp. Thermoluminescent dosimeter readings yield the highest doses for the copper pipe tee, copper pipe, and aluminum lattice rod. Results of measuremerts of the neutron and gamma dose profiles of the facility are shown. However the indication is clearly that the tritium target, compared to other components, is the major source of radiation both during and after shutdown. (UK)
ABB High Voltage Cables AB started the MPS (More Power Submarine cables) project in 1993 with a view to exploring new technology opportunities. The goal is to design and type test a submarine HVDC cable for a capacity of 1200 MW at 600 kV. On the day before ABB announced its success in winning the contract for the world`s largest ever submarine HVDC link project for the gigantic Bakun project in Malaysia, ABB Power Systems described progress to date at a symposium in Karlskrona. The proceedings included a test demonstration on an extruded cable which eventually broke down at a stress of over 935 kV -not in the insulation itself but in the end terminations. This paper seeks to challenge the traditional way in which we assess the value of green buildings in terms of their environmental friendliness, energy efficiency and whole life cost. In the UK, quantity surveyors (or cost consultants) have a perception that more energy efficient and environmentally friendly buildings cost between 5% and 15% more to build from the outset. This common assumption is not backed up by recent research and should be questioned. Construction professionals need to be informed of the whole life cost and environmental impact of buildings so that they can encourage key stakeholders to make more sustainable choices. These emerging issues together with practical tools are considered with case studies from recent projects. (Author)
Titanium and its alloy Ti6Al4V enjoy widespread use in various biomedical applications because of favourable local tissue response, higher corrosion resistance and fatigue strength than the stainless steels and cobalt-chromium alloy previously used. The study reported in this paper aims to optimize the conditions of nitrogen ion implantation on commercially pure titanium and to correlate the implantation parameters to the corrosion resistance. X-ray photoelectron spectroscopy was used to analyse surface concentration and the implantation processes. An improvement in the electrochemical behaviour of the passive film was shown to occur with nitrogen ion implantation on titanium, in simulated body fluids. (UK).
Using hydrogen at high pressures of up to 150 bar as an OH scavenger in aqueous MV"2"+ solutions (pH 1) it is possible to differentiate between two kinds of transient formed simultaneously by H-atom attack on methyl viologen. One of them is assigned to an H adduct on the N atom, MV"+H"+, with absorption bands identical to those of the radical cation, MV"+. The MV"+H"+ species deprotonates forming the long-lived radical cation, MV"+. The second type of transient produced is attributed to an H-adduct on the ring carbon, MV"2"+H, decaying by second-order kinetics. The formation of MV"+ by electron transfer from the propan-2-ol radical has been reinvestigated (pH 0 to 7); its absorption spectrum does not change in this pH range. The results of nine years of study of the 237 patients who suffered from acute radiation syndrome (ARS) as a consequence of the Chernobyl accident are reported. Thirty-eight of these patients have died, 28 in the acute period in 1986, 5 in 1987-90 and 5 in 1992-93. The reasons for death show no clear tendencies. They include: gangrene of the lung, organic disease of the brain and spinal chord, hypoplasia of haematopoeisis, coronary heart disease, sarcoma and an automobile accident. Investigations have been carried out on an annual obligatory basis of the patients` haemopoietic, immune, nervous and endocrine systems. An analysis of the data is presented. Histograms are included showing the incidence of digestive tract, nervous system, respiratory and cardiovascular disorders, the frequency and degree of disablement and serum prolactin concentration. Meningococcal disease is an infection caused by Neisseria meningitidis. Genetic factors contribute to host susceptibility and progression to disease, but the genes responsible for disease development are largely unknown. We report here a genome-wide association study for host susceptibility to meningococcal disease using 475 individuals with meningococcal disease (cases) and 4,703 population controls from the UK. We performed, in Western European and South European cohorts (consisting of 968 cases and 1,376 controls), two replication studies for the most significant SNPs. The use of Floating Production Storage and Offloading (FPSO) vessels to develop UK offshore oil fields looks certain to increase. Of the 64 new offshore fields due for development in the next few years, 15 are expected to use FPSO vessels for their production. Most of these are small, short-life fields in the central North Sea which would not justify investment in a fixed platform. Three, however, are large fields west of Shetland, and one, the Foinaven field, is scheduled to be the first commercial development in this area, perhaps setting a precedent. Floating production systems with substantial storage capacity can be the best option in deepwater locations which are remote from existing infrastructure, where the cost of an export pipeline would be prohibitive. Mathematics education reform emphasises the need to move away from transmission models of teaching to discursive classroom practices in which students negotiate and justify solutions to problems. This shift has potential, but not inevitable, implications for students' mathematical identities with respect to their sense of ownership and participation in mathematics as a creative activity, and is particularly pertinent in the UK context where ability grouping is prevalent. A negative public reaction is expected to oppose plans of the British energy industry to take valuable sites for industrial and commercial projects on the ground that government demand forecasts are too high and that they downplay conservation. The United Kingdom (UK) Department of Energy points out that public inquiry always accompanies energy installations and defends the projections made by producers even though each study emphasizes the demand for its own form of energy. At issue are plans to open 150 opencast coal mines a year to compensate for diminishing oil and gas supplies, onshore drilling by oil and gas exploration teams on nearly 50,000 km/sup 2/, and sites required for onshore pipelines, synthetic natural gas facilities, pumped storage plants, and nuclear power stations and waste management. Abstract The potential impact of climate change on areas of strategic importance for water resources remains a concern. Here, river flow projections for the River Medway, above Teston in southeast England are presented, which is just such an area of strategic importance. The river flow projections use climate inputs from the Hadley Centre Regional Climate Model (HadRM3) for the time period 1960 2080 (a subset of the early release UKCP09 projections). River flow predictions are calculated using CATCHMOD, the main river flow prediction tool of the Environment Agency (EA) of England and Wales. The committee explored the reasons for escalating predictions of the costs of nuclear power and why decommissioning costs are so difficult to estimate accurately so as to include them in cost per kilowatt hour of generated electricity. Background:- Diagnoses of paediatric bipolar disorder have increased over the last two decades in the United States, where high levels of comorbidity with ADHD have also been reported. Aims:- To explore how British clinicians apply these diagnoses. Method:- We compared 378 young people under the age of 18 who received a diagnosis of bipolar disorder and/or ADHD from a large NHS mental health trust between 1992 and 2007. Results:- Children with bipolar disorder were rare in this sample (n-=-35, 1.0%), particularly under the age of 13 (n-=-9, 0.3%). Children with bipolar disorder presented more often with affective and psychotic symptoms than children with ADHD. Irritability was common in both disorders. Four safety issues are identified which arise in the context of loss of coolant accidents (LOCAs) and are connected with materials and/or processes that interfere with the ECCS safety function in ways other than just strainer head loss generation. They are: the generation of missiles during a LOCA from encapsulated insulation materials used to reduce insulation debris production; clogging of BWR pressure suppression containment vent pipes by insulation jackets or metallic insulation foil pieces; strainer or sump debris ingestion and the effects of ingested debris on ECCS equipment and core cooling; miscellaneous items such as material aging and self-cleaning strainer concepts. It consists of a rectangular prism tray with multiple wells protruding into its interior from one side. Near the base of the tray is an orifice used for creating evacuated condition within the structure. At the base of each well there is an orifice of such size and shape as to retain an aqueous liquid under given pressure conditions but permit the evacuation of this liquid at reduced pressure. The outlet of these orifices is in the shape of an inverted conical frustrum. Each of the wells contains an antibody coated disc of porous cellulose paper surrounded by a plastic support. The factors which must be considered in the process of adapting United States nuclear utility training programs to the needs of a European utility are discussed. Following a review of the present situation and drawing up of a new training program, the management commitments in terms of personnel and finance must be considered. Short term, medium and long term programs are outlined. The long term objectives should include the establishment of a total training centre. This facility should be capable of providing all the training necessary to operate a power plant safely. This would include specific simulator training, classroom training for operators, technician training, staff training, management training etc. In addition to a simulator, it should include an emergency response facility to train personnel. Experiments have been reported previously in which lead-212 ions with lead carrier were instilled into the lungs of anaesthetised rabbits. Experiments were also reported in which bismuth-207 chloride was instilled into rabbit lung. To check that the chloride compound was cleared in the same way as ions instilled in isolation, lead-203 chloride has been instilled in three rabbits. Measurements of absorption of ionic lead have been repeated using the radon-222 daughter, lead-214. Rates of clearance from the lung of "2"0"3Pb as the chloride and "2"1"2Pb ions are compared, and retention functions are derived. Argonne National Laboratory (ANL) is implementing waste minimization and pollution prevention activities into its conduct of decontamination and decommissioning (D&D) projects. Many of these activities are rather straight forward and simple approaches, yet they are often overlooked and not implemented as often as they should or could be. Specific activities involving recycling and reuse of materials and structures, which have proven useful in lowering decommissioning and disposal costs on D&D projects at ANL are presented.
Since nuclear terrorism has been identified as a real threat, the Korean government has earnestly developed elementary technologies and sub-systems for establishing an integrated defensive system against nuclear terrorism, which is based on the concept of defense-in-depth. This paper discusses the clean-up of an Idaho National Engineering Laboratory (INEL) site utilized for disposal of transuranic contaminated waste from 1954 until 1970. The author presents requirements of the environmental protection statutes that have generated quality assurance requirements in addition to those historically implemented as a part of facility design, construction and operation. A hierarchy of program guidance quality documentation and procedures is discussed. Data qualification and computer database management are identified as requirements.
This report documents the evaluation of risks associated with environmental restoration activities at Brookhaven National Laboratory using two tools supplied by DOE to provide a consistent set of risk estimates across the DOE complex: Risk Data Sheets (RDS) and Relative Risk Ranking. This document describes testing of OSI products conducted at Argonne National Laboratory. Sun, IBM, and Clsco hardware platforms were used. Various software packages that implement file transfer and gateway applications were evaluated. The OSI model and GOSIP compliance are briefly discussed. Technical details on OSI addressing and routing are presented. The relationship of this testing to other OSI activities at Argonne and to activities of the national networking community is discussed. Mention is also made of the relationship of DECnet Phase V transition issues.
A diverse set of digital image-processing applications exists at the Lawrence Livermore National Laboratory. While many of these include some sort of image analysis or restoration, virtually all of them require image-enhancement procedures. In this paper we describe the principal image-processing facility at the Laboratory, followed by a discussion of several of the major image-processing application areas.

This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Georgia Army National Guard (GAARNG) facility near Hinesville, Georgia, known as the National Guard Training Center (NGTC). Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a priority basis for completing corrective actions (where necessary) in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining previous site activities, types and quantities of hazardous substances utilized, and potential pathways by which contamination could affect public health and the environment. The report gives results of a project conducted to create a file containing comprehensive data on all electric utilities in the US. The National Acid Precipitation Assessment Program's (NAPAP's) emissions inventory activities focus on the estimation of emissions from pollutants that contribute to acid deposition. Electric utilities, which emit a large share of total acid deposition precursor emissions, are important for modeling analyses. Data reported by states to the National Emissions Data System (NEDS) for the 1985 NAPAP Emissions Inventory and data reported to the U.S. Department of Energy (DOE) on EIA Form 759, EIA Form 767, FERC Form 423, and the Integrated Data Base System (IDBS) were matched and combined. The resulting 1985 National Utility Reference File (NURF) contains detailed unit level data for nearly 10,000 electricity generating plants.

The quartet, which are currently known as flight models 5, 6, 7 and 8, are scheduled for launch from Baikonur Space Centre in Kazakhstan in June and July 2000. Professor Roger Bonnet, ESA Director of Science Programme, announced the competition for the first time to the European Delegations on the occasion of the Science Programme Committee (SPC) meeting held in Paris on 21-22 February 2000. Dosimetry is evaluated for live-line workers exposed to 50 Hz non-uniform magnetic fields from typical high-voltage transmission lines in the United Kingdom. The configurations involve twin-, triple- and quadruple-conductor transmission line bundles. Scenarios include three worker postures for the twin and triple bundles, and four postures for the quadruple bundle. The postures are selected to simulate worst case scenarios representative of work practices and result in highest values of dosimetric measures in critical organs. Only single-phase bundles are considered, as adjacent bundles of differing phase result only in a small reduction of the dosimetric measures. Reported data include various measures of the electric field and current density induced in tissues, as well as of the current density averaged over 1 cm"2 areas normal to the current flow. Since October 2001 the development of the facility diagnostics for NIF has been funded by the NIF Director through the National NIF Diagnostic Program (NNDP). The current emphasis of the NNDP is on diagnostics for the early NIF quad scheduled to be available for experiment commissioning in FY03. During the past six months the NNDP has set in place processes for funding diagnostics, developing requirements for diagnostics, design reviews and monthly status reporting. Lack of access to basic education leads to diminished individual and national capabilities, therewith furthering cycles of poverty. An equitable education system meeting basic learning needs represents not only a human right, but also a means for reducing poverty, promoting productivity, and sustaining development. The Government of China--the most populous developing nation, the majority of whose citizens live in rural areas--has been committed to universalizing nine-year compulsory education among school-aged children and eliminating illiteracy among youths and adults aged 15-45. This study examines lessons learned from China's efforts in these areas. It also reports on current challenges and trends in a new national initiative for achieving high-quality universal basic education by the year 2007.
Background Adrenalectomy remains the definitive therapy for most adrenal neoplasms. Introduced in the 1990s, laparoscopic adrenalectomy is reported to have lower associated morbidity and mortality. This study aimed to evaluate national adrenalectomy trends, including major postoperative complications and perioperative mortality. Los Alamos National Laboratory (LANL) and the University of California, San Diego (UCSD) have taken the unprecedented step of creating a collaborative, multi-disciplinary graduate education program and associated research agenda called the Engineering Institute. The mission of the Engineering Institute is to develop a comprehensive approach for conducting LANL mission-driven, multidisciplinary engineering research and to improve recruiting, revitalization, and retention of the current and future staff necessary to support the LANL' s national security responsibilities. The components of the Engineering Institute are (1) a joint LANL/UCSD degree program, (2) joint LANL/UCSD research projects, (3) the Los Alamos Dynamic Summer School, (4) an annual workshop, and (5) industry short courses. This program is a possible model for future industry/government interactions with university partners.
The National Food and Nutrient Analysis Program (NFNAP) was designed to expand the quantity and improve the quality of data in the United States Department of Agriculture (USDA) food composition databases through the collection and analysis of nationally representative samples of foods and beverages. This paper describes some of the findings from the NFNAP and its impact on the food composition databases produced by USDA. The NFNAP employs statistically valid sampling plans, comprehensive quality control, and USDA analytical oversight to generate new and updated analytical data for food components. This article argues that anti-corruption agencies at the local-level have been successful in a way that can be evaluated and emulated. A related contention is that corruption control is most effective when the central public integrity agency is part of both a local anticorruption network and a local public management network. Quite reasonably, the international anti-corruption project has focused most time and energy on advocating and assessing efforts made to ensure public integrity at the national level. Samples of vitamin D fortified orange juice obtained from retail food stores were analyzed for vitamin D3 content using a method developed by combining the best features of two AOAC methods. Detection by ultraviolet absorption at 265nm was compared to detection by selected ion monitoring (SIM) using atmospheric pressure chemical ionization (APCI) mass spectrometry (MS). Furthermore, an ion trap (IT) mass spectrometer was employed in a 'dual parallel MS' arrangement to simultaneously obtain qualitative APCI-ITMS data. Research conducted at Brookhaven National Laboratory under the Coastal Meteorology and Diffusion Research Program from 1972 to 1983 is summarized by the following study areas: Diffusion Studies, Boundary Layer Studies, Coastal Meteorology Studies, Air-Sea Interaction Studies, Coastal Transport and Diffusion Climatology, Seabreeze Modeling and Instrument Development, all supported by the US Department of Energy. Studies supported by the Nuclear Regulatory Commission, the National Science Foundation and the American Petroleum Institute are also described. A summary of a Workshop on Coastal Atmospheric Transport Processes, an account of studies in progress, recommendations for future research and a description of facilities and instrumentation available are also included. The American National Standard, `Nuclear Criticality Safety in Operations with Fissionable Materials Outside Reactors` ANSI/ANS-8.1- 1983 provides guidance for the nuclides [sup 233]U, [sup 235]U, and [sup 239]Pu These three nuclides are of primary interest in out-of-reactor criticality safety since they are the most commonly encountered in the vast majority of operations. However, some operations can involve nuclides other than `U, `U, and `Pu in sufficient quantities that their effect on criticality safety could be of concern. A new direction for the national laboratories is to assist US business with research and development, primarily through cooperative research and development agreements (CRADAs). Technology transfer to the private sector has been very successful as over 200 CRADAs are in place at Sandia. Because of these cooperative efforts, technology has evolved into some new areas not commonly associated with the former mission of the national laboratories. An example of this is the analysis of fabric structures. Finland has set up several national air pollution control programmes in order to implement international conventions. As a rule these programmes have focused on one pollutant. The national second carbon dioxide commission is at present working on a new programme to curb carbon dioxide emissions, and this will unavoidably affect other programmes, too. This study presents the existing programmes and their respective implementation costs. The aim has been to focus on the interaction between different air pollution combatting measures and the possibilities of setting priorities on a cost basis.
