This report describes the empirical research into barriers to energy efficiency in the German higher education (HE) sector. It is one of nine such reports in the BARRIERS project. The report contains description and analysis of six case studies of energy management in German universities. The results are analysed using the theoretical framework developed for the BARRIERS project (Sorrell et al., 2000). The report also provides brief recommendations on how these barriers to the rational use of energy (RUE) may be overcome and how energy efficiency within the sector may be improved. External inefficiency in education--inequity between the characteristics of graduates and the job market--is a problem in Indonesia and many other countries. Job markets at the junior secondary level are very tight in Indonesia with low levels of unemployment at all ages, short job-search times, and high real rates of return. Unemployment, however, among the senior secondary vocational and senior secondary general school graduates is high, even though the real rates of return are also high. The same is true for college and university graduates. Rates decrease, however, as years pass after graduation. This study examined the relationship between the 1997 UPE policy and regional educational and poverty inequality and its impact on lifelong learning through a one-year field based critical ethnography in Uganda, between June 2007 and May 2008. It drew on the Government's assumption that through UPE the twin goals of the universalisation of primary education and lifelong learning would be attained. This led to the concentration of resources away from higher education, secondary education, and lifelong learning to primary education. Several factors have contributed to this change of position in the UK: the growing realisation that effective action is needed to offset greenhouse gas emissions; higher prices for fossil fuels; increasing reliance on overseas supplies of oil and gas; the limitations of wind and wave power and distribution; security of supply; the gradual realisation in the deregulated electricity generation market that nuclear power is competitive and the pending closure of most of the UK's nuclear fleet within less than 15 years. In the United Kingdom several educational buildings were built in the last decades with a strong environmental ethos, real icons of a new generation of low-energy sustainable buildings. For some of the buildings the performance was assessed. Also in the Netherlands several new concepts were developed for sustainable schools during the last years. This is an interesting topic as many of those schools had problems concerning energy efficiency, indoor air quality and thermal comfort. The author describes the history of the Soviet Unions nuclear weapons testing in Siberia from the first bomb on 29th August 1949 until the test-ban treaty of 1963. The effects of the weapons testing on the local population is only now becoming widely known. Levels of cancers and cataracts are significantly higher than in uneffected populations, and there are also high levels of some lung, bone, skin and digestive conditions. Perhaps the most important information relates to cataracts, previously thought to be caused by single large bursts of radiation. Regulatory authorities worldwide will need to tighten the safety limits for eye radiation exposure to these findings. (U.K.).

Peer assessment provides a powerful avenue for students to receive feedback on their learning. Although student perceptions of peer assessment have been studied extensively in higher education, little qualitative research has been undertaken with medical students in problem-based learning (PBL) curricula. A qualitative study of students' attitudes to, and perceptions of, peer assessment was undertaken within the framework of a larger study of metacognition with first-year medical students at the University of Queensland. A highly structured format for provision of feedback was utilised in the study design. Titanium and its alloy Ti6Al4V enjoy widespread use in various biomedical applications because of favourable local tissue response, higher corrosion resistance and fatigue strength than the stainless steels and cobalt-chromium alloy previously used. The study reported in this paper aims to optimize the conditions of nitrogen ion implantation on commercially pure titanium and to correlate the implantation parameters to the corrosion resistance. X-ray photoelectron spectroscopy was used to analyse surface concentration and the implantation processes. An improvement in the electrochemical behaviour of the passive film was shown to occur with nitrogen ion implantation on titanium, in simulated body fluids. (UK).

This article examines relevant government policy documents on education and culture and discovers that Nigerian education authorities do not "discriminate" against art and culture in its articulation of educational policies per se, but lack of administrative machinery or political will has resulted in the deprivation of the Nigerian child in the process of creative activity in early childhood development. The article argues that lack of creative ability in our educational products is perhaps a major setback in the nation's quest for industrial and technological development. In this article a new art curriculum for elementary schools is advocated as a means of engaging the young child in order to attain functional educational skills necessary in the world of work.

Samples of nylon 66 rods were irradiated using a cobalt-60 gamma ray source at a dose rate of 0.25 Mrad h[sup -1] in air at room temperature to a maximum dose of 500 Mrad. The linear coefficient of thermal expansion ([alpha]) was measured using a three-terminal capacitance technique reported previously. The variation of [alpha] with temperature between 10 K and 340 K was investigated for an unirradiated sample and two samples irradiated to 300 Mrad and 500 Mrad. In the range 10K to 160K, [alpha] is almost invariant with radiation dose and there is little difference between the values for the unirradiated and the 300 Mrad irradiated samples above 160 K. The sample irradiated to 500 Mrad does show a 6% increase in [alpha] over the other samples in the higher temperature range. All samples show an increase overall in the value of [alpha] with temperature. The melting point of each sample was also determined and was shown to decrease with radiation dose. (1 figure, 1 ...

Reactions of consumers to the appearance and taste of pork with and without information concerning outdoor production of pigs were tested in France, Denmark, Sweden and UK. Consumers in all four countries focussed on colour and fatness rather than marbling and drip to make their choice. Almost half of the British and Danish preferred the paler and the French the darker pork. Most people preferred the leaner pork. When information was provided in the form of labels, the vast majority of consumers preferred the pork labelled as originating from their own country as opposed to 'imported' and that labelled as pork from pigs 'raised outside' as opposed to 'inside'. There was no difference in the taste of grilled pork from indoor and outdoor production systems but pork labelled 'home produced' or 'outdoor' were more appreciated. Version III of the Salix Maskiner ``Bender`` coppice harvester was used to successfully harvest 11.2 hectares of short rotation poplar and willow coppice in February 1997. On a wide range of typical UK crop and site conditions, the Swedish harvester was shown to have productivity rates ranging from 4.28 to 7.97 odt/smh. Based on a total system cost of Pound 81.26 per scheduled machine hour, the Bender III is able to produce wood chip for between Pound 10.20 and pound 18.97 per dry tonne. The variation in machine productivity is dependent on crop productivity and working method, emphasising the importance of site design in optimising system efficiency. In willow crops the wood chip produced by the Bender III contained a significant amount of material greater than 75mm in length. This paper examines the availability and adequacy of schools' infrastructural facilities for implementation of the Universal Basic Education program in Nigeria. Adopting the "ex post facto" design, the researchers used existing school data on physical facilities, including a survey of key stakeholders in the education sector. Data analysed revealed inadequacy of physical facilities for effective implementation of the UBE program. It was accordingly recommended that government at the national, state and local levels show better commitment to the implementation of the Universal Basic Education program. The Education for All-Fast Track Initiative (FTI) grew out of the "New Focus on Education for All" communique of the G-8 when Canada hosted the summit in 2002 at Kananaskis. As Canada prepares again to host the G-8, and Korea assumes leadership of the newly-empowered G-20, it is a valuable moment to revisit and re-think the current global education architecture. By adopting some of the recommendations from the recent independent evaluation of the FTI and borrowing some lessons from global partnerships in other sectors, the FTI could set a new course toward the achievement of universal basic education. The FTI should broaden and strengthen the role of diverse stakeholders from developing countries and civil society in its governance structure in order to fully harness the energies of these stakeholders in resource mobilization and effective implementation. The doctorate in Counselor Education and Supervision is the terminal degree in the field of counselor education within the U.S. The authors surveyed CACREP-accredited doctoral programs to assess department characteristics, clinical experience and credentials, research experience, and the admission, retention, and evaluation of students. Results indicated that the PhD was a preferable degree to other degree offerings. Programs were found to be diverse in their policies and procedures relating to admissions and retention, time to complete the program, and student expectations. International students and faculty representation was found to be sparse in CACREP-doctoral programs. Implications for future research and practice are offered.

Hence, the profession values global concerns for the environment, human rights, health, and well-being. In Nigeria, home economics teachers must also consider the role they play in programs such as family life education, poverty alleviation, and universal basic education. In particular, home economics is one of the subjects through which core messages of the country's Population and Family Life Education program are to be integrated at the secondary school level. Health information technology initiatives created the framework for a national health information infrastructure that concomitantly fostered a need to build intellectual capacity within our current and future health information management (HIM) work force. Results from the 2008 HIM Educator Survey are discussed. Developed for voluntary electronic participation, the survey comprised a series of questions about educators' professional interests and responsibilities. Summary data from the 402 respondents are provided and highlight areas such as academic rank, teaching status, salary range, levels of interest in various issues, and use of virtual learning tools. Data from this survey provide insights into the concerns and challenges many HIM educators face in today's training institutions and suggest implications for future directions in work force training and professional development within the HIM field. Almost 900m adolescents and adults are illiterate in the developing world, yet most policy discussions focus on the educational circumstances of primary aged children. As a result non-formal educational programs for adolescents and adults are given very little support, and this group is virtually ignored in international agreements such as the millennium declaration. This report presents estimates of the annual anthropogenic UK emissions of greenhouse gases for the years 1990-93 for submission under the Framework Convention on Climate Change. The gases considered are carbon dioxide, methane, nitrous oxide, nitrogen oxides, carbon monoxide and non-methane volatile organic compounds. Emissions of all the gases have declined since 1990. In particular, those of carbon dioxide have fallen by 4%; those of methane by 8% and those of nitrous oxide by 28%. Emission estimates are reported in the IPCC Standard Tables format disaggregated by source category and fuel. The methodology used for the estimates and how they relate to the UK National Atmospheric Emissions Inventory is discussed in an appendix. (author)

W. E. B. Du Bois, one of the brightest lights in African American history, wrote a sparkling critique of the American social and economic system originally planned as part of the Bronze Booklets series, edited and published by Alain Locke and the Associates in Negro Folk Education. The piece was never published and has, until now, been lost to the annals of adult education history. Using historical evidence, the authors examine Du Bois's Basic American Negro Creed and the circumstances that led to its exclusion from the series. It is argued that the Creed was far too radical for the liberal minded Carnegie Corporation and its leaders who were only interested in accommodating adult education for Blacks through the AAAE funded Bronze Booklets. The exclusion of the Creed represents an example of repressive tolerance by the AAAE.

Through an analysis of the 2001 census and two national enrolment datasets rather than statistical projections, this study re-examines this assumption and provides new estimates of enrolment levels in primary, basic and secondary education. Using GER, NER, and ASER indicators, disaggregated by gender and province, the study shows that access to education in South Africa is not as widespread as published sources note. While statistics show that national access levels are lower than prevailing estimates, the relatively high levels of access in some of the most disadvantaged provinces suggest the need to re-evaluate assumptions about targets for universal access for developing regions. In addition, the analysis reveals South Africa's unexpected and provocative gendered patterns of access and participation.

This article analyses the emergence of the Reseau Education Sans Frontieres (RESF) in France, a movement that emerged in response to fear about the deportation of immigrant children who were pupils in French schools. Mobilising ethical concerns about children's welfare, the movement has been able to create public debate about the French State's moral responsibility to protect these children of 'sans-papiers'. Based on qualitative research, this article analyses the membership of RESF and its modes of action to show how this mobilisation has taken place, stressing the importance of 'everyday interactions' in this mobilisation, and the use of new frames of moral injustice concerning children's welfare.

At the importance increase of UT (ultrasonic testing) with the application of rules on fitness-for-service for nuclear power plants, JAPEIC (Japan power engineering and inspection corporation) started education training for defect detection and sizing technique. Weld joints specimen with EDM (Electro-Discharged Machining) notches, fatigue cracks and intergranular stress corrosion cracks were tested and practiced repeatedly based on a modified ultrasonic method and the defect size measuring accuracy of the trainees was surely improved. In recent years, several groups, including the physician assistant, health information management, ophthalmic medical technician/technologist, and athletic training review committees, have left the Commission on Accreditation of Allied Health Education Programs (CAAHEP) system to form their own, profession-specific accrediting bodies. Their motivation was typically a desire for greater professional visibility and autonomy. Combined, these professions represented one third of the CAAHEP's programs. BACKGROUND AND CASE STUDY: Surgical fires are rare but preventable. During facial surgery for a 68-year-old man, a fire broke out, resulting in first- and second-degree burns after a nasal cannula ignited in an oxygen-rich environment because of improper draping and tenting. DISCUSSION: Operating room (OR) fires can be prevented if any component of the "fire triangle"-fuels, ignition sources, and oxidizers-is reduced or eliminated. The use of supplemental oxygen in the OR via nasal cannulae, nebulizers, and oxygen cylinders must always considered a potential source of fire. Deficits in knowledge among the surgical team with respect to the prevention and management of surgical fires were apparent. We report biological changes at several UK Acid Waters Monitoring Network lakes and streams that are spatially consistent with the recovery of water chemistry induced by reductions in acid deposition. These include trends toward more acid-sensitive epilithic diatom and macroinvertebrate assemblages, an increasing proportional abundance of macroinvertebrate predators, an increasing occurrence of acid-sensitive aquatic macrophyte species, and the recent appearance of juvenile (<1 year old) brown trout in some of the more acidic flowing waters. Changes are often shown to be directly linked to annual variations in acidity. Although indicative of biological improvement in response to improving water chemistry, 'recovery' in most cases is modest and very gradual. Power Fluidic systems for the control of liquids and gaseous flows have been adopted for use in radioactive processing plants in the UK. These devices are intrinsically reliable with no mechanical moving parts because they are able to make use of the hydrodynamics of the fluids being controlled. This reliability feature leads to a zero cell maintenance concept and the elimination of mechanical drive/control systems in cell. The first phase of the development work led to their use in the Fast Reactor Reprocessing Plant at Dounreay and the Highly Active Liquor Storage facility at Sellafield. The success of these early developments has led to an extensive development programme for an extended range of applications in the Thermal Oxide Reprocessing Plant and its associated waste treatment facilities at Sellafield. The technology has now been fully demonstrated and adopted for these plants with considerable benefit over a wide range of applications.

However, there has been little work on assessing the safety of alternative antimicrobial agents. Methods: We performed an uncontrolled prospective observational survey over a 1-year period to determine the effectiveness and safety of a new antimicrobial stewardship programme in a district hospital in the UK. One of the integral components of the plant is the heating, ventilation and air-conditioning (HVAC) system, which performs a contamination control and gaseous waste management function for the site. During the commissioning of Sizewell B Power Station the extract systems of the HVAC plant underwent a procedure known as ''fingerprinting''. Abstract We provide the first firm-level evidence of the impact of the trade in producer services (-offshoring-) on the labour market. Using a new data set from the UK that measures trade in services at the firm level, we find no evidence that importing intermediate services is associated with job losses or greater worker turnover. Using regression to control for observable differences between firms that import service inputs and those that do not, we show that firms that start importing intermediate services experience faster employment growth than equivalent firms that do not. This seems likely to be the result of positive demand shocks, which cause a simultaneous increase in employment, output, and use of imported service inputs.

Following the United Kingdom's nuclear tests at Maralinga in Australia in the 1960's, the Australian government signed away its rights to claim compensation for decontamination costs in a 1968 agreement. Controversy now rages as the Australian government is claiming pound33 million for this purpose from the United Kingdom to compensate the Maralinga Tjarutja for the loss of access to their traditional lands. They claim that the UK clean-up operation was inadequate and that much plutonium was spread over the land, rather than contained in pits. Measurements of contamination at the site were wrong by a factor of ten according to a 1984 visit when Australian scientists were horrified to realize that an Aboriginal child living near Taranaki could inhale more than 460 millisieverts a year.
