Summaries of respondent demographics and educational and professional background are provided, as well as descriptions of how the survey results are used to develop test specifications. The results of this analysis provide evidence for the content outline and test specifications (content percentages) and ...
The Sultanate of Oman has a relatively young national health care system that could demonstrate its high performance at an international level. Emergency medicine as a specialty has developed rapidly in the country over the last decade. This has involved the parallel development of local emergency residency training, prehospital emergency care, and emergency nursing programs. This article reviews the progress of emergency care practice in this country from a general primary care system toward becoming an established specialty in hospital, prehospital, and private emergency care settings. It also describes aspects of undergraduate, postgraduate, and continuous emergency medicine education in the country. Further, a glimpse into academic emergency medicine and emergency nursing is provided. ...

The role of nurse practitioner has been established because of a shortage of doctors. In May 2007, the first cohort of 582 nurse practitioners were licensed in Taiwan. The post of nurse practitioner in Taiwan is formally moving towards systematization and the most urgent matters in that regard are the sorting out of contentious issues and the establishment of clear job descriptions. Competence in critical thinking and problem-based learning is important and has to be improved with practice. The application of teaching assessment tools such as direct observation procedural skills (DOPS), objective structured clinical examination (OSCE), miniclinical evaluation exercises (Mini-CEX), and 360 degree assessments may contribute to the improvement of nurse practitioners' skills in conducting research, appraising evidence-based nursing literature, and developing teaching strategies and ...

We report the radiation exposure dose received by the anesthesiologist and nurse in the orthopaedic operating room, when a fluoroscopic image intensifier is in use. This study was done in 12 femoral neck fracture operations performed from January to May 1995. Radiation was monitored with the MYDOSE MINIX PDM 107 made by Aloka Co. which were attached in front and behind the nurse's lead apron, in front of the lead apron of the anesthesiologist. The average imaging time was 9.78 min. The average radiation dose in front of the anesthesiologist is lead apron was 2.08#mu#SV, and in front and behind the nurse's lead apron were 5.67#mu#SV, 0.08#mu#SV respectively. This study and review of the literature indicate that the operating room anesthesiologist and nurse receive a lower exposure than the orthopaedist. We can disregard the problem of radiation exposure to the anesthesiologist and ...
Hope is an essential dimension of life. Hope, according to Marcel?s thinking, is the act by which the temptation to despair is actively overcome. Hope comes alive when confronting life?s trials, darkness, illness and separation. Marcel differentiates ?I hope? from ?I hope that?. Hope as a central construct for nursing has been analysed, defined, and studied by the nursing theorist Jean Watson in her Theory of Human Caring, and Kaye Herth with her strategies (Herth Hope Index). These strategies are based on Marcel?s existential notion that human beings have an endless possibility of improving their own being.

Over the years, nurses, doctors and scientists have sought ways of assessing the impact of pain on patients. While many of the instruments devised have been extremely useful in identifying the nature and intensity of pain, defining the effect it has on people's lives and perceptions has proved much more problematic. Based on the work she carried out with patients suffering from chronic benign pain, Karen Rose explores one aspect of these effects--the feeling of isolation. By using a four-step anthropological approach to identify the impact of pain, she argues, nurses can arrive at a realistic and accurate assessment of how patients are coping. PMID:7947167

Development in organic farming has been stimulated by farmers and consumers becoming interested in healthy food products and sustainable environment. Organic agriculture is a holistic production management system which is based on the principles of health, ecology, care, and fairness. Organic development in Uganda has focused more on the crop sector than livestock sector and has primarily involved the private sector, like organic products export companies and non-governmental organizations. Agriculture in Uganda and many African countries is predominantly traditional, less mechanized, and is usually associated with minimum use of chemical fertilizers, pesticides, and drugs. This low external input agriculture also referred to as "organic by default" can create basis for organic farming where agroecological methods are introduced and present an alternative in terms of intensification to the current low-input/low-output systems. Traditional farming should not be confused with organic ...
The twenty-three papers presented at this conference discussed requirements of land reclamation under the Federal surface mining regulations, evaluation techniques for assessing reclaimed land, spoil bank chemistry and its change with time, establishment techniques (vegetative propagation, containerized seedlings, nurse vegetation, nitrogen-fixing tree species, direct seeding, and general cultivation techniques), and results from early land reclamation trials. The data for the model were collected from...
Abstract An increase in chronic disease prevalence is contributing to health care cost growth and decreased quality of life in industrialized nations worldwide. Inadequate management of chronic diseases is a leading cause of hospitalizations and, thus, avoidable expenditures. In this study, we evaluated the impact of nurse-delivered care calls, the primary intervention of a proactive chronic care management (CCM) program, in a population aged 65 and older in Germany. In this analysis, hospital admission rates were evaluated among program enrollees who were diagnosed with diabetes, heart failure, coronary heart disease, or chronic obstructive pulmonary disease. The Intervention group comprised those members who participated in care calls (n?=?13,486), whereas the Comparison group included e...
Maternal stress during pregnancy, particularly that combined with low socioeconomic status (SES), has been linked to an increased risk for impaired behavioural and emotional development and affective disorders in children. In animal models, acute periods of prenatal stress have profound effects on hypothalamo-pituitary-adrenal (HPA) function and behaviour. However, few studies have determined the impact of chronic exposure to stress in animal models. The objective of this study was to determine the effects of chronic maternal stress (CMS) during the 2nd half of pregnancy and nursing on growth, locomotor behaviour and HPA axis function in juvenile guinea pig offspring. Pregnant guinea pigs were exposed to a random combination of variable stressors every other day over the 2nd half of gestat...
The use of the cervicograph with the incorporated action and alert lines in labour management in developing country obstetrics is now well established and patients in labour in Port Moresby have been thus managed since 1973. In this study the cerviograph was introduced in hospitals and health centres in Enga Province and the results analysed. Despite intensive tuition in its use, a large number of cervicographs were incorrectly constructed, especially in health centres, and its introduction made little difference to operative delivery or perinatal mortality rates. The proportion of patients crossing the action line was much higher than in Post Moresby but this difference was probably also largely due to the inaccuracy of many cervicographs. It is likely that these difficulties will not be overcome until many more nurses with intensive training in the use of the cervicograph are available and until more deliveries take place in health institutions to maintain ...
The aims of the study were to develop and test the psychometric properties of the Thai Family Health Routines (TFHR) scale, a 70-item self-report questionnaire used to measure the health of Thai families through their routine behaviors in daily life. Development of the TFHR was based on the structural domains of Denham's Family Health Model. The TFHR scale was initially composed of 85 items and tested on 1,040 families living in the central region of Thailand. The confirmatory factor analysis, with an acceptable factor structure model, yielded 70 items aligned with six factors: self-care, safety and prevention, mental health behavior, family care, family caregiving, and illness care routines. The preliminary psychometric properties demonstrated that the TFHR scale had satisfactory internal consistency, criterion validity, and construct validity. The test results suggested that the TFHR scale has potential benefits for family and community nurses to assess Thai ...
Rats were exposed to lead (Pb) before or after weaning. For preweaning exposures, nursing dams received 0.2% Pb acetate(1090 ppm Pb) in drinking water. Offspring treated after weaning consumed the same concentration. Tapwater served as the control fluid. Pre-post treatments were distributed among four experimental groups of 10 rats each: tap water-tap water, Pb-tap water, tap water-Pb, Pb-Pb. Operant behavior training began on Postnatal Day 58. Animals performed on a multiple reinforcement schedule of food presentation consisting of fixed-interval, fixed-ratio, and time out components.Statistical analyses of experimental sessions 4 to 11 (Postnatal Days 72 to 79) revealed that postweaning exposure significantly lengthened the median interval (interresponse time) between consecutive responses on both the interval and ratio schedules. Preweaning exposure alone tended to produce a shortening of the median interresponse time. Other performance indices and subsequence ...

The provincial ministry of health has taken over a dialysis center in La Plata, Argentina, following the discovery that at least 20 of the clinic's 34 regular patients have been infected with the human immunodeficiency virus (HIV). Catheters of the clinic's dialysis machines were found to be contaminated with HIV. The 5 physicians associated with the Centro Modelo de Dialisis have been discharged for negligence. 20 of the regular patients also contracted hepatitis C. Argentinian law stipulates that filters for the same patient must be changed after 4 times and prohibits the use of the same vessel to administer medication to more than 1 patient. Testimony from nurses at the La Plata clinic revealed that filters were reused for several patients and basic sanitary procedures were not followed. In 1990, 33 kidney disease patients at a dialysis center in Cordoba became infected with HIV and it was discovered that filters had been used up to 8 times for different ...
BACKGROUND AND CASE STUDY: Surgical fires are rare but preventable. During facial surgery for a 68-year-old man, a fire broke out, resulting in first- and second-degree burns after a nasal cannula ignited in an oxygen-rich environment because of improper draping and tenting. DISCUSSION: Operating room (OR) fires can be prevented if any component of the "fire triangle"-fuels, ignition sources, and oxidizers-is reduced or eliminated. The use of supplemental oxygen in the OR via nasal cannulae, nebulizers, and oxygen cylinders must always considered a potential source of fire. Deficits in knowledge among the surgical team with respect to the prevention and management of surgical fires were apparent. A plan was put into place to improve fire safety education, entailing an educational program that is included in intern and resident orientation. Surgical fire safety training was also put into place for anesthesia and surgical faculty. The anesthesia preoperative evaluation was modified to ...
Background and purpose: A diagnosis of malignancy and its treatment is a very stressful time for patients and their families. This study was conducted to determine the impact of more intensive written information on patients' anxiety levels. The secondary aim was to determine the impact of this information on patients' satisfaction levels. Materials and methods: This prospective randomized trial consisted of patients with a pathological diagnosis of cancer having radical radiotherapy (RT). Patients were randomized to receive the more intensive information (including written information and a telephone call from the research nurse) or not to receive the more intensive information at the time of their initial consultation with the radiation oncologist. Study questionnaires measuring anxiety (STAI form) were completed prior to their first consultation (baseline) at the time of simulation (pre-RT) and at the completion of radiotherapy. A second questionnaire assessing ...
Data from 52 litters farrowed in two seasons of a cross-fostering experiment were analyzed to estimate variances and covariances for additive direct and maternal genetic effects on immune response to pseudorabies virus and B. bronchiseptica vaccine. Twenty purebred boars and 44 sows of the Duroc, Landrace and Yorkshire breeds were used. Immune response was measured after vaccine challenge. A modified-live pseudorabies (PR) vaccine was administered to piglets at 28 d of age; response was measured by log2 serum neutralization titers at 56 d. An inactivated B. bronchiseptica bacterin was administered at 28, 42 and 112 d. Antibody levels were measured relative to positive and negative controls at 28, 56 and 119 d by using an enzyme-linked immunosorbent assay (ELISA). Results from this study for heritability were .18 +/- .09 for PR titer and .15 +/- .07 and .52 +/- .15 for 56- and 119-d ELISA values, respectively. The variability due to nurse environment (maternal ...
The dose-dependent transfer of [sup 203]Pb to milk and uptake in suckling rats and mice during a three-day nursing period was studied. On day 14 of lactation, the dams were administered a single intravenous dose of lead, labelled with [sup 203]Pb, in four or five doses from 0.0005 to 2.0 mg Pb/kg b.wt. There was a linear relationship between Pb levels in plasma and milk of both species. The Pb milk: plasma ratios at 24 hr after administration were 119 and 89 in mice and rats, respectively. At 72 hr the Pb milk: plasma ratio had decreased to 72 in mice and 35 in rats. The tissue levels of lead in the suckling rats and mice were also linearly correlated with lead concentration in milk at 72 hr, showing that milk could be used as an indicator of lead exposure to the suckling offspring. It is concluded that lead is transported into rat and mouse milk to a very high extent and the excretion into milk is more efficient in mice than in rats. On the other hand, rat pups ...

Simulated atmospheric corrosion studies were performed to determine the corrosion protection provided by galvanized zinc coatings on depleted uranium, U-0.75 Ti alloy, and U-6 Nb alloys. The accelerated ASTM tests consisted of exposing the galvanized samples to aqueous and aqueous chloride environments. The test results showed that anodic protection was provided by the electronegative zinc coatings on uranium and uranium alloys. Treating zinc with chromate conversion coatings also provided more protection.

Delivering the promise of personalised medicine is the challenge that the current generation of scientists face. The variations in human physiology and disease are considerable, and designing appropriate strategies to deliver what has been promised will require access to tissue from a large number of volunteers. The NHS provides an ideal infrastructure for sample acquisition, but requires two things to make this available?public consent and support for extra manpower and administration. There is a disconnection between the NHS and tissue based research that needs to be addressed on a number of levels to provide a translational platform. This should enable the path to be beaten to provide the ideal tailored treatment for future patients; one that preserves quality of life by curing the dise...
A modelling approach is presented that appears to have the potential to provide reliable assessments of pollution concentration in coastal zones and complex terrain, where the assumptions behind current operational air quality models often are inadequate. With the use of a numerical mesoscale model (NMM), physically consistent flow fields can be predicted, thereby providing higher spatial and temporal resolution in the meteorological fields than would be available from a limited number of observation points. These predictions are used to calculate mean trajectories of pollutant parcels, as well as to provide quantitative estimates of pollution concentration using two techniques.

Over the past decade, the energy {open_quotes}paper{close_quotes} market has grown into one of the largest traded markets in the world providing hedging instruments for the producer as well as the enduser of energy products. Because banks, stockholders, and other financial providers rely on a borrower`s ability to generate cash flow to repay their investment, borrowers are increasingly turning to the derivatives markets to provide security against one of the most volatile markets in he world. The existence of this market has enhanced the ability of financial institutions to lend with confidence and appropriate aggressiveness to the oil and gas industry.

Soil placed over any sealant/barrier system can provide a protective mantle if the soil is not lost by erosion. Vegetation is an attractive choice for controlling erosion because it can provide an economic self-renewing cover that serves to reduce erosion by both wind and water. Vegetation alone, however, may not adequately stabilize the surface in extremely arid areas. In those areas, a properly designed surface treatment of rock cover, perhaps in conjunction with vegetation, may be necessary to stabilize the tailings surfaces. The objective of this program is to establish guidelines for surface stabilization that are compatible with sealant/barrier systems and that are suited to soils and climates at inactive uranium mill tailings sites. These guidelines will provide the means to estimate potential vegetation cover, potential erosion, effects of surface treatments on sealant/barrier systems, and costs of vegetation and ...

Currently many service providers offer their services on a private and proprietary hard- and software infrastructure. These infrastructures often share many similarities. Hence we believe a generic service management architecture, that allows service providers to offer a large array of different services on a single infrastructure or multiple providers to offer their services cooperatively, would provide many advantages over current silo-based approaches. Additionally, by allowing the distributed service management components to cooperate in a peer-to-peer overlay network, scalability and resilience of the system could be greatly improved. In this paper we propose an optimal algorithm, based on an integer linear programming (ILP) formulation, and several heuristics to support such a generi...

In many online systems, individuals provide services for each other. Typically, the recipient of the service obtains a benefit while the provider of the service incurs a cost. Assuming that benefit exceeds cost, provision of the service increases social welfare and should therefore be encouraged -- but the individuals providing the service gain no (immediate) benefit from providing the service and hence have an incentive to withhold service. This paper studies the design of a system to encourage provision of service; the emphasis is on how the system designer should choose a protocol -- a supply of tokens and suggested strategies -- to maximize social welfare. In choosing this protocol, the system designer must take into account that agents are self-interested, and hence will comply with the protocol if and only if it is in their interests to do so. Moreover, we insist that the chosen protocol must be ...
The rapid pace of competitive change in the generation sector has pushed electric utilities to rethink the concept of being obligated to serve all customers and with this change, the notion of measuring customer profitability is also being redefined. Traditionally, uniform services were provided to all customers. Rates were based on each customer classes` contribution to average costs, and consequently return was equally allocated across all customer segments. Profitability was defined strictly on an aggregate basis. The increasing demand for choice by electric customers will require electricity providers to redefine if not who they serve, than certainly how they provide differentiated services tailored to specific customer segments. Utilities are beginning to analyze the value, or profitability, of offering these services. Aggregate data no longer provides an accurate assessment of how resources should ...

Kelvin-Helmholtz instability of short gravity waves is examined in order to explain the recent findings of the decrease in momentum transfer from hurricane winds to sea waves. A three-fluid configuration of a foam layer between the atmosphere and the ocean is suggested to provide signifficant stabilization of the system and shifting the marginal critical wavelength to the shortwave part of the spectrum. It is conjectured that such stabilization leads to the observed drag reduction. The high contrasts in three fluid densities provide a universal mechanism for stabilizing surface perturbations.

One of the main disadvantages of solar air collectors in practical applications is their relatively low efficiency. In this experimental investigation, the shape and arrangement of absorber surfaces of the collectors were reorganized to provide better heat transfer surfaces suitable for the passive heat transfer augmentation techniques. The performance of such solar air collectors with staggered absorber sheets was tested. The experimental results show that it is possible to provide 10 to 25% enhancement in the efficiency compared to the conventional solar air collectors. (authors)

The basic function of a Power System Stabilizer (PSS) is to add damping to the generator rotor oscillations by controlling its excitation using auxiliary stabilizing signals. To provide damping, the stabilizer must produce a component of electrical torque in phase with the rotor speed deviations. This paper introduces the hardware specifications and various functions of microprocessor (TMS320C32)-based digital PSS to provide the damping torque. (author). 3 refs., 6 figs.

A heuristic algorithm that employs fuzzy logic is proposed to the power system transmission expansion planning problem. The algorithm is based on the divide to conquer strategy, which is controlled by the fuzzy system. The algorithm provides high quality solutions with the use of fuzzy decision making, which is based on nondeterministic criteria to guide the search. The fuzzy system provides a self-adjusting mechanism that eliminates the manual adjustment of parameters to each system being solved. (author)

Enhanced sludge washing was chosen as the baseline process for separating Hanford tank waste sludge. Section 1.0 briefly discusses the purpose of the evaluation plan and provides the background that led to the choice of enhanced sludge washing as the baseline process. Section 2.0 provides a brief summary of the evaluation plan details. Section 3.0 discusses, in some detail, the technical work planned to support the evaluation of enhanced sludge washing. ...
We propose behavior-oriented services as a new paradigm of communication in mobile human networks. Our study is motivated by the tight user-network coupling in future mobile societies. In such a paradigm, messages are sent to inferred behavioral profiles, instead of explicit IDs. Our paper provides a systematic framework in providing such services. First, user behavioral profiles are constructed based on traces collected from two large wireless networks, and their spatio-temporal stability is analyzed. The implicit relationship discovered between mobile users could be utilized to provide a service for message delivery and discovery in various network environments. As an example application, we provide a detailed design of such a service in challenged opportunistic network architecture, named CSI. We provide a fully distributed solution using behavioral profile space gradients and ...
Burner for feeding a solid and a liquid or gaseous fuel to a kiln comprises a central supply pipe for liquid or gas surrounded concentrically by a first pipe providing an annular passage through which primary air is supplied. Concentrically surrounding that pipe is a second pipe providing an annular channel for supply of solid fuel in carrier air stream. The outlet end of the first concentric pipe is closed by a plate fixed mounted at the pipe end and providing multiple nozzles having their axes parallel to the burner axis. The surface of the plate facing the burning zone provides a divergence opening for the central pipe while the inner surface is formed with helical teeth. These are engaged by complementary teeth mounted on the end of the central pipe which is rotatable and biased by springs so that the teeth are in engagement. Rotation of the pipe causes relative axial motion of the teeth to create ...
The purpose of this presentation is to provide an in-depth discussion of the possible evolution of unbundling of services in a competitive environment. The author discusses unbundling from both a technical/engineering and an economic perspective. The main thrust of the talk is threefold: (a) that in the long run the potential for unbundling of services is extremely large from an engineering perspective; (b) that the form of the initial industry structure will have an important impact on the extent of service unbundling; and (c) that unbundling of wholesale related services is where most of the initial demand will be. (A) Engineering Perspectives on Unbundling: A large proportion of ancillary services can be provided in a competitive framework with current technologies. The author discusses those that current technologies may not facilitate such a decentralized approach. (B) The relation between unbundling and industry structure: Not all ...
The paper presents TrustMAS - Trusted Communication Platform for Multi-Agent Systems, which provides trust and anonymity for mobile agents. The platform includes anonymous technique based on random-walk algorithm for providing general purpose anonymous communication for agents. All agents, which take part in the proposed platform, benefit from trust and anonymity that is provided for their interactions. Moreover, in TrustMAS there are StegAgents (SA) that are able to perform various steganographic communication. To achieve that goal, SAs may use methods in different layers of TCP/IP model or specialized middleware enabling steganography that allows hidden communication through all layers of mentioned model. In TrustMAS steganographic channels are used to exchange routing tables between StegAgents. Thus all StegAgents in TrustMAS with their ability to exchange information by using hidden channels form distributed ...
Installation of the major hardware subsystems for MFTF is nearing completion. These subsystems include the Fusion Chamber System, the eighty KV Neutral Beam System, the Superconducting Magnet System, and the Personnel Safety System. The Local Controls group has undertaken a uniform aproach to implementing the control systems for all of these hardware subsystems. This approach has two major aspects: (1) to provide a stand-alone computer control system with a remote, portable terminal so that computer control can be provided at the site of the hardware for initial testing, (2) to provide hardware simulators so that the complicated MFTF computer control system can be tested independent of the hardware. The software and hardware tools which were developed to carry out this plan will be described. Our experiences with bringing up subsystems containing up to 900 separate channels of control and status will also be described.
Ground thermal energy storage is a means of storing thermal energy underground during the summer and utilizing it during the winter. The main use of such a technology is in the heating, ventilating and air conditioning sector where the ground provides a stable temperature reservoir for a heat pump system. Heat pumps are mechanical systems that provide heating to a space in the winter, and cooling in the summer. They are increasingly popular because the same system provides both heating modes, depending on the direction of the cycle upon which they operate. The stable temperature reservoir allows the heat pump system to run at a higher efficiency. Thermal energy is transmitted to and from the ground by circulation of water through standing column geothermal wells. In commercial applications...
Until now policy makers and researchers considered the problem of uncertainty and verification to be of minor importance for the Kyoto process. However, the first studies that recently appeared on uncertainty estimation of carbon accounting reveal that uncertainties of the reported emissions on the country level are large. In an environment of such large uncertainties, verification of emission reductions must be viewed as a crucial mechanism to secure the very functioning of the Protocol. The paper provides a set of tools to strategically deal with the problem of uncertainty and verification under the Kyoto Protocol. This is done by: providing an overview of the instruments to deal with verification (no-, trend-, level- and top-down/bottom-up verification under PCA and FCA); compute costs scenarios for those instruments under various flexibility scenarios; and providing a short discussion on practical steps and crucial ...

An array of sonic transducers, useful for medical ultrasonic imaging, has individual sections thereof separately coupled for forming separate beams of sonic energy which converge, respectively, to separate foci along a common axis of the beams. The ratio of the diameter of the radiating aperture of the array relative to a wavelength of the sonic energy is chosen to provide a moderate degree of focusing so that the depth of field at one focus blends with the depth of field of the next focus. Thereby, there is formed a continuous region of substantially uniform intensity of sonic radiation along the common beam axis. Circuitry is provided for selecting one or more specific foci dependent on the bounds of a selected region to be insonified. Upon reception of sonic energy, circuitry is provided for selecting one or more specific foci as a function of the time of travel of an echo from a subject being observed to approximate a ...
Explicitly defining virtual collections in a digital library can benefit both users and contributors. This paper outlines the costs and benefits for defining virtual collections and describes an implementation of collection-level metadata in two digital libraries. Our work suggests that component repositories of NSDL would profit by describing their collection, and sub-collections, using a schema such as the one we implemented. This would enable NSDL to provide a rich, cross-linked hierarchy of virtual collections. By sharing collection-level, rather than item-level, metadata, collections would provide detailed resource information, presumably keeping most of their viewership, while NSDL would provide a broad description of resources.
This manual is intended to provide a free resource on essential network security concepts for non-technical managers of small libraries. Managers of other small nonprofit or community organizations will also benefit from it. An introduction defines network security; outlines three goals of network security; discusses why a library should be concerned with network security; and describes limits of this work. The manual is divided into three main parts. Part One features the management issues related to network security: analyzing risk, developing a security plan and policy, the funding requirements libraries can expect in operating their networks, and implementing adequate security. Part Two describes the areas of computer networks that need to be secured, and provides a description of many of the security measures necessary for adequate security. Part Three presents sample documents that may be help in the library's efforts to secure its ...
First generation biofuels provide a number of ecosystem services (e.g., fuel, climate regulation) but they also compromise other ecosystem services (e.g., food, freshwater services) which are of paramount value to human wellbeing. However, this knowledge is fragmented and little is known about how the ecosystem services provided and/or compromised by biofuels link to human wellbeing. In fact, whether biofuels production and use can have a negative or positive impact on the environment and society depends on several interconnected factors. This paper provides a critical review of the drivers, impacts and tradeoffs of biofuel production and use. In particular, it rationalizes the evidence coming from diverse academic disciplines and puts it into perspective by employing the ecosystem service...
This study looks for the presence of rational speculative bubbles in Real Estate Investment Trusts (REITs) using unit-root, variance ratio, duration dependence and regime switching regression tests. The regime switching method provides weak evidence of speculative bubble behaviour in both the mortgage and hybrid REITs sectors even though traditional econometric bubble tests do not provide evidence of rational speculative bubbles in all REIT markets. Findings suggest that price movement in mortgage and hybrid REITs may be induced by bubble-like behaviour of investors. This behaviour may be traced to the real estate market bubble. Our results provide evidence that the real estate bubble that started in early 2000 was transmitted into securitized real estate markets. A regime switching model ...
Greening is a useful mitigation strategy for planners mainly from a visual perspective. For high-density urban living environment such as Hong Kong, urban greening helps cooling the air and providing shade; it also helps lowering building energy consumption by providing a better outdoor boundary condition. Many researchers have also suggested that greening may be employed as a strategy for combating the ill effects of urban Heat Island (UHI). Working towards a set of better greening guidelines for urban planners, the current paper first provides a comprehensive review of planning with urban greening. It then describes parametric studies that have been conducted to investigate the preferred location, amount, and types of vegetation for urban planning. The parametric studies employed the num...
The emergence of new power electronics and improved battery technology has created renewed interest in Battery Energy Storage Systems (BESS). These new systems provide electric utilities with alternatives to conventional storage technologies, such as pumped hydro. BESs has the potential to provide substantial benefits in terms of energy management, improved voltage, spinning reserve and protection from interruptions when compared to large centralized storage. This paper describes a commercial, economically justified, application of the new Battery Energy Storage Systems which is presently under construction in the Metlakatla Power and Light system. The paper outlines the system performance requirements which lead to consideration of BESS as an option; the economic factors which provided the justification for BESS as an economic alternative; and the overall BES system design and performance.

Vibration signature analysis has been commonly used for the machine condition monitoring and the control of errors. However, it has been rarely employed for the analysis of the precision instruments such as an atomic force microscope (AFM). In this work, an AFM was used to collect vibration data from a sample positioning stage under different suspension and support conditions. Certain structural characteristics of the sample positioning stage show up as a result of the vibration signature analysis of the surface height images measured using an AFM. It is important to understand these vibration characteristics in order to reduce vibrational uncertainty, improve the damping and structural design, and to eliminate the imaging imperfections. The choice of method applied for vibration analysis may affect the results. Two methods, the data dependent systems (DDS) analysis and the Welch`s periodogram averaging method were investigated for application to this problem. Both techniques ...

The magnitude of Russian foreign debt, both official bilateral and commercial, compounded by collapse of the Russian economic system, is an obstacle in preventing the Russian Federation from effectively increasing the domestic priority of drawing down its nuclear weapons complex and providing a healthy, competitive environment to its nuclear cities. Debt-for-nature swaps, introduced in the early 1980s, provide debtor nations with a means of converting a portion of foreign debt into local currency, often at steep discounts, to use for purposes such as environmental protection that serve both a domestic and international need. This paper presents the debt-for-nature concept as a model for providing an infusion of funds to further U.S. and international nonproliferation objectives to help stabilize Russian closed city economic conditions through direct work on proliferation problems and remediation of the environment. Since 1995, OECD started to examine the current situation of government regulation in each member country and discussed to recommend quality improvement of regulation to member countries. The conference on reformation of regulation in power industry was held in October and December 1998. The retail competition is also an important reformation. The reformation in Netherlands can be seen as following EU guide for revealing problems of the existing regulation in the power industry and for opening up a power market. The Dutch government passed the power act for opening up a market to the public between 1999 and 2007. In Japan, the entry of independent power provider (IPP) has been softened. With the opening of bid system in 1999, bids will be equally given to both power ...
