In the Fourth Dutch National Environmental Outlook (NMP, abbreviated in Dutch) of the National Institute of Public Health and the Environment (VROM), published in July 1997, possible future developments in the traffic and transport sector in the Netherlands are described for the period 1995-2020 and also evaluates present Dutch policies. The Pawtucket Heart Health Program is one of the community studies examining whether population-based efforts to lower cardiovascular risk factors will reduce cardiovascular morbidity and mortality. The Pawtucket Heart Health Program intervention is based on a blend of social learning theory, community organization models, community psychology tenets, and diffusion research. This model allows for multifaceted programs that target individuals, groups, organizations, and the entire community to alter their cardiovascular risk through managing blood pressure, lowering blood cholesterol, quitting smoking, increasing fitness, and maintaining desirable weight levels. Following the February 2011 earthquake in Christchurch, New Zealand (NZ), the authors participated in counselling local residents, and debriefing and supervising support teams. Indications were that risk for mental health disorders, including Post-Traumatic Stress Disorder (PTSD), may be elevated in residents, and that this risk may continue for some time. Patients may be de-prioritising their mental health issues when these become normalised throughout the city's population. The authors recommend that primary care patients are assessed using a brief, comprehensive tool (for example, the Case-finding and Help Assessment Tool) that targets many health and behavioural issues identified as increasing in the city following the earthquake. While effective on target plants, it has been associated with harmful health effects in non-target organisms such as fish, amphibians and mammals. In this study, growth effects on human liver cells were determined after exposure to increasing concentrations of this herbicide. The need exists for rapid and inexpensive methods to determine the health effects of environmental contaminants on biological systems. One of the current research approaches for assessing cytotoxicity is to monitor the respiratory activity of the mitochondrion, a sensitive, nonspecific subcellular target site. Detected changes in mitochondrial function after the addition of a test chemical could be correlated to toxic effects. Mitochondrial respiration can be characterized by three indices: state 3 and state 4 respiratory rates, and the respiratory control ratio (RCR). Indicators are important tools for communicating and making accessible scientific and technical information to policymakers and the general public. They therefore play an important role in transforming information into action. Worldwide, many initiatives are underway to construct indicators for a variety of purposes, including those for reporting on sustainable development. This paper briefly describes the attempts made so far, but stresses that the users of the indicators should play a greater role in indicator construction. In developing countries, a substantial lack of data has meant that specific policy formulation may develop without adequate technical input. In developed countries also, data gaps may hinder policy formulation, implementation, and evaluation. Greenhouse gas mitigation strategies are generally considered costly with world leaders often engaging in debate concerning the costs of mitigation and the distribution of these costs between different countries. In this paper, the analyses and results of the design of a 100% renewable energy system by the year 2050 are presented for a complete energy system including transport. Two short-term transition target years in the process towards this goal are analysed for 2015 and 2030. The energy systems are analysed and designed with hour-by-hour energy system analyses. The analyses reveal that implementing energy savings, renewable energy and more efficient conversion technologies can have positive socio-economic effects, create employment and potentially lead to large earnings on exports. Personal health information management (PHIM) refers to activities that support consumers' access, integration, organization, and use of their personal health information. We investigated PHIM in the health consumer population using a focus group and participatory design. In collaboration with health consumers, we identified PHIM activities and explored the design of new supportive technology. Our findings describe prominent PHIM activities such as monitoring and assessing health, as well as health-related decision making, planning, and action. We describe design principles our participants used during the participatory design of a PHIM tool. These include individual control, sharing, integration, security and flexibility. These findings provide new insights into emerging ideas in consumer health informatics research and technology design. ...

A community health survey of 438 individuals was taken to detect health problems related to high voltage electrical transmission among an adjacent residential population. Results revealed no significant or consistent relationships between exposure to a high voltage DC power line and the perceived health problems that were measured. To talk or not to talk: exploring culturally diverse patients' health information communication choices.

Computational fluid dynamics(CFD) code FLUENT was used to simulate the thermal hydraulic processes occurring in conceptual design of the accelerator-driven subcritical reactor(ADSR) liquid lead target. The purpose of the analysis is to investigate the thermal hydraulic characteristics of liquid lead as ADSR target material with various target geometries and injection locations of proton beam. In the calculation analysis, the local temperature of the liquid lead target rises to the boiling temperature very rapidly. When the proton beam is injected from the bottom of the target system, the duration time to reach the boiling temperature is longer and the temperature distribution is flatter than other cases.

As care shifts from institutional to home- and community-based settings, consumer health information technology (IT) must be designed to support patients' new health information management responsibilities. We developed and piloted a new methodology grounded in social network analysis and human factors engineering to explore two often overlooked aspects of this phenomenon: the task of health information communication with members of the social network and the context of culture. The motion of the targets was measured by use of high-speed digital video photography. This work involved flat targets, targets that were downwardly convex, and targets that were downwardly concave with explosive charges located at various positions beneath the targets. The global spread of HIV and AIDS has presented a major threat to development, affecting the health of the poor and many aspects of social and economic development. The greatest impact of the epidemic has been felt in sub-Saharan Africa, and Zambia ranks among the worst hit countries. The Free Basic Education Policy in Zambia upholds the right of all children to a universal basic education. This study explored staff and student perceptions of the impact of the epidemic on access to, and the quality of, basic education for AIDS-affected children, orphans and other vulnerable children (OVCs) in the Copperbelt Province of Zambia, where the HIV/AIDS prevalence rate ranges from 34 to 40%, and life expectancy has dropped to 33 years. The environmental problem of ground level ozone is discussed, and the Canadian strategy for dealing with it is explained. Ozone in the troposphere can cause serious health problems in susceptible persons, and is estimated to cause up to $70 million in crop damage per year. The Canadian Council of Ministers of the Environment (CCME) Plan calls for less than 82 ppB by volume of ozone in any one-hour period in all areas of Canada by 2005. Three areas of Canada regularly exceed this value: the Lower Frazer valley in British Columbia, Saint John in New Brunswick, and the Windsor-Quebec corridor along the lower Great Lakes and the St. Lawrence River. Health effects models for nuclear power plant accident consequence analysis. Modification of models resulting from addition of effects of exposure to alpha-emitting radionuclides: Revision 1, Part 2, Scientific bases for health effects models, Addendum 2

In the CERN approach to the design of a neutrino factory, the repetition frequency of the proton beam is high enough to consider stationary solid targets as a viable solution for multi-MW beams. The target consists of high density tantalum spheres of 2 mm diameter which can efficiently be cooled by passing a high mass flow He-gas stream through the voids between the Ta-granules. Very small thermal shocks and stresses will arise in this fine grained structure due to the relatively long burst of 3.3 ms from the SPL-proton linac. In a quadruple target system where each target receives only one quarter of the total beam power of 4 MW, conservative temperature levels and adequate lifetimes of the target are estimated in its very high radiation environment. A conceptual design of the integration of the target into the magnetic horn-pion-collector is presented.

Using longitudinal data from Ukraine we examine the extent of any long-lasting effects of exposure to the Chernobyl disaster on the health and labour market performance of the adult workforce. Variation in the local area level of radiation fallout from the Chernobyl accident is considered as a random exogenous shock with which to try to establish its causal impact on poor health, labour force participation, hours worked and wages. There appears to be a significant positive association between local area-level radiation dosage and perception of poor health, though much weaker associations between local area-level dosage and other specific self-reported health conditions. The term 'health/functional food' (HFF) refers to food supplements containing nutrients or other substances (in a concentrated form) that have a nutritional or physiological effect whose purpose is to supplement the normal diet. The Korean Health/Functional Food Act that came into effect in 2004 requires these products to be marketed in measured doses, such as in pills, tablets, capsules, and liquids. HFFs are of two types: generic and product-specific. There are 37 ingredients listed in the act for generic HFFs, and if an HFF contains a new active ingredient that is not included in the generic 37 products, it is considered a product-specific HFF. Since August 1984, the MITRE Corporation has been supporting the Naval Sea Systems Command (NAVSEA) and the Naval Medical Command (NAVMEDCOM) in their joint efforts to enhance the Navy Occupational Health Information Management System (NOHIMS). The goal of the enhancement effort was to create a comprehensive occupational health and safety system for Navy industrial facilities by expanding upon the original NOHIMS functions and adding modules for hazard deficiency abatement, hazardous-material control, injury claims and compensation, and safety and health training. To meet this goal, MITRE developed an enhanced industrial subsystem, referred to as the Occupational Safety and Health Record Keeping System (OSHRKS), using a prototyping approach and a public-domain data base-management software package, the Veterans Administration's (VA's) FileManager (FileMan).

The health politics and policy communities are still struggling with the question of "what went wrong" in the 1993-94 health care reform effort. Here I identify which Americans were politically active and inactive during the health care reform debate to explore the role political participation may have had in determining the outcome of the debate. While there is growing interest in Real Time Pricing as a competitive tool, its adoption to date has been constrained by wariness on the part of many utilities and many of their customers. That wariness is not misplaced, for Real Time Pricing is not for everyone. In order for both utilities and their customers to benefit, the pricing system must be properly tailored for, and offered to, the appropriate audience. An identification method of positron production in laser beam interaction with targets

Activation analysis of target debris in the national ignition facility

A simple electromagnetic transport system was constructed to identify very rare positrons produced in a powerful laser beam interaction with a target. Testing experiments were carried out with CO[sub 2]-laser (10[sup 12] W/cm[sup 2]) beam pulses ([tau] = 50 ns, f = 0.01 Hz) focused on the copper target, as well as with a 96 MeV alpha-particle beam irradiated carbon target. The results showed that the developed system could be effectively used for positron identification and evaluation of their energy by means of a time-of-flight method. The computerized system to deal with this problem, together with others related to the power laser beam interaction with targets, has been constructed. (orig.).

[Improvement of the recognition probability about camouflage target based on BP neural network].

The modeling methods used to compute the neutron-induced activation of target and near-target materials in the NIF facility are presented. A detailed space and energy description of the neutron environment in the different materials is provided. A new capability has been developed to treat in a general way the activation of debris produced in an operational regime of yield and no-yield experiments. First calculations are addressed to analyze the activity of the debris into the target chamber. The contribution of the different components to activity, interior dose rates, and waste disposal rating (WDR) is determined. The importance of the activation coming from primary irradiation in the target, and from secondary irradiation in debris deposited onto the first wall is assessed. Finally, waste hazards of the activated debris when removed out of the chamber and stored are analyzed. (authors)

The aims of the study were to develop and test the psychometric properties of the Thai Family Health Routines (TFHR) scale, a 70-item self-report questionnaire used to measure the health of Thai families through their routine behaviors in daily life. Development of the TFHR was based on the structural domains of Denham's Family Health Model. The TFHR scale was initially composed of 85 items and tested on 1,040 families living in the central region of Thailand. The confirmatory factor analysis, with an acceptable factor structure model, yielded 70 items aligned with six factors: self-care, safety and prevention, mental health behavior, family care, family caregiving, and illness care routines. Health information technology initiatives created the framework for a national health information infrastructure that concomitantly fostered a need to build intellectual capacity within our current and future health information management (HIM) work force. Results from the 2008 HIM Educator Survey are discussed. Developed for voluntary electronic participation, the survey comprised a series of questions about educators' professional interests and responsibilities. Summary data from the 402 respondents are provided and highlight areas such as academic rank, teaching status, salary range, levels of interest in various issues, and use of virtual learning tools. Data from this survey provide insights into the concerns and challenges many HIM educators face in today's training institutions and suggest implications for future directions in work force training and professional development within the HIM field. Implementing network security guidelines in health care information systems.

A Health Care Establishment (HCE) is an establishment where medical services are rendered. The above services are provided by the health care personnel. The infrastructure of a HCE may include Information Technology (IT) equipment that stores and processes HC information. Previously, IT equipment consisted solely of stand-alone systems, whereas in recent years, the trend has been towards computer networks and distributed systems in HCEs. The spread of distributed information technology in HCEs have necessitated the implementation of Security in HCISs, to assure confidentiality, integrity and availability of HCE information. This paper discusses the issues of Security and Network Security in Health Care Information Systems (HCISs). Parents who contacted 1 of 15 children?s mental health agencies in Ontario, Canada reported on where and why they were seeking mental health services for their 4- to 17-year-old children. Parents contacted?an average of four agencies (?1.7; range?=?1?14) in the previous year. Approximately one-half of parents were looking for either multiple types of treatment, or help for different problems, across agencies. The complex pattern of help-seeking evidenced in our study likely increases the burden on the mental health care system and on families, and may reduce the likelihood that families will connect with the most appropriate treatment.

Purpose: Various published reports involving intensity-modulated radiotherapy (IMRT) plans developed using automated optimization (inverse planning) have demonstrated highly conformal plans. This paper proposes a new pattern recognition system employing optical joint transform correlation (JTC) technique which offers a great number of advantages over similar digital techniques, including very fast operation, simple architecture and capability of updating the reference image in real time. The HARP experiment at CERN is performing extensive measurements of hadron production cross sections and secondary particle yields, in the momentum range 1.5-15 GeV/c, over the full solid angle and using a large set of cryogenic and solid targets. First measurements of hadron production cross-sections in the forward region are reported using an aluminium target 5% of an interaction length thick and a proton beam of 12.9 GeV/c. A preliminary analysis in the large angle region of elastic scattering events produced with the cryogenic hydrogen target at 3 GeV/c beam momentum is also presented.

The paper presents results of experimental research on the interaction of a pulsed plasma-ion stream with a tungsten (W) target. The pulsed hydrogen plasma was produced within the RPI-IBIS (Multi-Rod Plasma Injector) facility at IPJ in Swierk. Measurements were carried out by means of optical spectroscopy and corpuscular diagnostic techniques. For experiments with the W-target the operational conditions (so-called PID mode) were chosen when a clean hydrogen plasma stream was generated. Experiments to investigate the effects of radiative cooling on plasma jet collimation

Convoy electron production in polycrystalline and monocrystalline targets

Preliminary experiments have been performed to investigate the effects of radiative cooling on plasma jets. Thin (3 um - 5 um) conical shells were irradiated with an intense laser, driving jets with velocities > 100 km/s. Through use of different target materials - aluminium, copper and gold - the degree of radiative losses was altered, and their importance for jet collimation investigated. A number of temporally resoved optical diagnostics was used, providing information about the jet evolution. Gold jets were seen to be narrower than those from copper targets, while aluminium targets produced the least collimated flows.

Computer-assisted rotation and multiple stationary irradiation technique

The velocity distribution of electrons ejected close to the forward direction by 0.8-2 MeV/A ions traversing various solid targets, including a Au monocrystal, is measured in coincidence with emerging charge-selected ions. The velocity spectrum is observed to be independent of outgoing projectile velocity and charge state for polycrystalline targets. Measurements on the Au crystal under channeling conditions show dependences on final charge state, and are tentatively explained by assuming that the main contribution to the production yield comes from the non-channeled fraction of the ions. A simple model for the creation of the forward-ejected electrons is proposed, which accounts for most of the experimental findings.

A computer-assisted rotation and stationary conformation radiotherapy system with overrunning multileaf collimators has been developed. This system can produce any shape of target volume, including a number of target areas outside the axis of the rotation, regardless of the location of the axis at 360"0 rotation irradiation. In addition, by changing the dose rate and deleting a partial region within a field, multiple stationary irradiation can produce more homogeneous target volumes - thus avoiding excessive irradiation to critical organs - than the rotation technique. The centroid and envelope dynamics of a high-intensity charged particle beam are investigated as a beam smoothing technique to achieve uniform illumination over a suitably chosen region of the target for applications to ion-beam-driven high energy density physics and heavy ion fusion. The motion of the beam centroid projected onto the target follows a smooth pattern to achieve the desired illumination, for improved stability properties during the beam-target interaction. This report primarily deals with three issues: the health consequences of the use of ammunition with depleted uranium cores; the health damage that radar staff may have suffered through stray X-radiation; and the way hazardous materials such as asbestos are handled in the German army. As regards uranium ammunition, the present findings suggest that there is neither reason for concern nor blame on anyone. The 31,000 American DU rounds that were fired over Kosovo in 1999 neither pose a health hazard to soldiers nor to the civil population. All that remains is a minimal risk of future groundwater contamination. The radar equipment currently in use in the German army poses no danger to operators, inspectors, service personnel or instructors provided that the relevant safety rules are observed. This paper presents the results of a study carried out at three sites in Madurai, India in order to assess ambient air quality levels and their impact on public health in urban areas. Indicators of public health were sought through primary and secondary health data and blood lead concentrations of male and female inhabitants and shopkeepers. Lean concentrations in blood samples were examined according to distance from the road, age, smoking status, hours of stay per day in the city, and period of stay in years in Madurai. Ambient air quality level indicators included the level of gaseous and particulate pollution using Central Pollution Control Board standard estimation methods. This study was performed to assess the possibility that patient age may independently affect improvements in health-related quality of life following percutaneous coronary intervention. One hundred five patients undergoing elective percutaneous coronary intervention at a single tertiary referral center between January 10, 2001 and January 6, 2002 were enrolled and prospectively evaluated. Several different aspects of the influence of the target backing on in-beam electron spectra following compound nuclear reactions induced by accelerated ions at tandem energies irradiating backed targets are discussed in detail. This discussion is illustrated by a few typical examples, such as "1"2C"5"+ and "3"1P"1"0"+ beams at 4 MeV/u bombarding Sn(+Be), Sn(+Au), Pb(+C) backed targets. The Growth Cone Cytoskeleton in Axon Outgrowth and Guidance

Using the complex Kohn method, we have calculated variational values of phase shifts and the annihilation parameter, Z_{eff}, for the elastic scattering of positrons by molecular hydrogen. Our results are sensitive to small changes in the accuracy of the wave function representing the target hydrogen molecule. We have developed a systematic approach to demonstrate that, at low positron energies, there are particular forms of the Kohn trial wave function for which the results of variational calculations are not reliable, even when the target wave function accounts for as much as 96.8% of the correlation energy of H_{2}. We find that reliable results can be recovered if our calculations are extended to admit more sophisticated target wave functions accounting for 99.7% of the correlation energy. Remaining discrepancies between theory and experiment are briefly discussed.

We develop a systematic framework for studying target space duality at the classical level. We show that target space duality between manifolds M and M-tilde arises because of the existence of a very special symplectic manifold. This manifold locally looks like MxM-tilde and admits a double fibration. We analyze the local geometric requirements necessary for target space duality and prove that both manifolds must admit flat orthogonal connections. We show how abelian duality, nonabelian duality and Poisson-Lie duality are all special cases of a more general framework. The herbicide atrazine is a known immunotoxicant and an inhibitor of human natural killer (NK) cell lytic function. The precise changes in NK cell lytic function following atrazine exposure have not been fully elucidated. The current study identifies the point at which atrazine exerts its affect on the stepwise process of human NK cell-mediated lyses of the K562 target cell line. The in situ assembly states of the glucose transport carrier protein in the plasma membrane and in the intracellular (microsomal) storage pool of rat adipocytes were assessed by studying radiation-induced inactivation of the D-glucose-sensitive cytochalasin B binding activities. High energy radiation inactivated the glucose-sensitive cytochalasin B binding of each of these membrane preparations by reducing the total number of the binding sites without affecting the dissociation constant. The reduction in total number of binding sites was analyzed as a function of radiation dose based on target theory, from which a radiation-sensitive mass (target size) was calculated. One-class classifiers and their application to synthetic aperture radar target recognition

The ratio of the proton's electric to magnetic form factor, G{sub E}/G{sub M}, can be extracted in elastic electron-proton scattering by measuring cross sections, beam-target asymmetry, or recoil polarization. Separate determinations of G{sub E}/G{sub M} by cross sections and recoil polarization observables disagree for Q{sup 2}>1 (GeV/c){sup 2}. Measurement by a third technique might uncover an unknown systematic error in either of the previous measurements. The beam-target asymmetry has been measured for elastic electron-proton scattering at Q{sup 2} = 1.51 (GeV/c){sup 2} for target spin orientation aligned perpendicular to the beam momentum direction. This is the largest Q{sup 2} at which G{sub E}/G{sub M} has been determined by a beam-target asymmetry experiment. The result, {mu}G{sub E}/G{sub M}=0.884{+-}0.027{+-}0.029, is compared to previous world data.

Target recognition requires the ability to distinguish targets from non-targets, a capability called one-class generalization. To function as a one-class classifier, a neural network must have three types of generalization: within-class, between-class, and out-of-class. We discuss these three types of generalization and identify neural network architectures that meet these requirements. Obtained experimental data on integral cross sections (ICS) of inelastic scattering of 50.5 MeV #alpha# particles with the excitation of "6","7Li, "9Be, "1"2","1"3C, "1"4C, "1"4N, "2"0Ne, "2"4Mg, "2"8Si nucleus low-lying energy levels are discussed. Regularities, detected in the behaviour of ICS forward scattering for 20-90 deg angles and backscattering for 90-160 deg angles for the target-nucleus under investigation are considered. Cellular telephones emit a radiofrequency electromagnetic field, part of which is absorbed in the user's head. Many studies have been conducted to look for their possible health hazard to human, at the experimental, epidemiological or clinical level. After a short recall on dosimetry, the author describes the state-of-the art about harmful and irreversible effects, up to now not confirmed, and about some benign symptoms which look absolutely actual. A causal relationship of the electromagnetic field on these benign symptoms is however not proven; other, studies are running to evaluate their possible long-term consequences. Interferences with cardiac pacemakers can easily be avoided by holding the telephone handset farther than 10 cm. (author)
