This report summarizes the electricity exchanges between the US and Mexico and Canada during calendar year 1983. The construction, operation and maintenance of any electric transmission facility which crosses an international border of the United States requires a Presidential Permit. These permits have been granted by the Department of Energy (DOE) since its formation in 1977. Between 1953 and 1977, these permits were issued by the former Federal Power Commission. Prior to 1953, they were issued by the President of the United States. Presidential Permits require that an annual report be filed by the permit holder detailing all transactions with the foreign country.

Regulation of natural gas: policy and politics, 1938-1978

The history of the political process surrounding regulations is traced from the 1930s, when the natural gas industry and the Federal Power Commission were in their infancy. The author traces the changing mandate that Congress has provided the regulators and the instincts for self-preservation that these bureaucrats have manifested when they suspected a change in presidential administration or a new decision from the Supreme Court. Natural gas has been one political issue that has split Congress by region. The economic interests of producer and consumer states have often been at such odds that regulation has involved the question of redistribution of wealth among regions as well as between households and industry. The picture is complicated by the link between gas production and distribution and the production and distribution of coal and oil. 12 figures, 25 tables.

Mapping subcortical diffusivity. Application to brain development. Presidential award proceeding

We studied age-related microstructural changes in the subcortical white matter from adolescence to middle age in 16 healthy male subjects (age range: 12 to 47 years) using diffusion-weighted magnetic resonance (MR) imaging (DWI). Mean diffusivity (MD) of subcortical white matter was mapped onto the overlying cortical surface using our original method. The mean MD values within 76 cortical regions were measured using atlas-based gray matter segmentation and then correlated with age. A significant negative correlation with age was observed in subcortical MD values in several cortical regions, primarily over the bilateral temporal and occipital lobes. Our results demonstrated subcortical microstructural change in postadolescence that may reflect continuing myelination. (author)

Although hearing loss has been the focus of national surveys in the civilian population, these surveys typically do not include occupational exposure information. Furthermore, very few studies have addressed this problem in the military, particularly in industrial settings. Audiometric data, including hearing loss information, recorded and stored in the prototype application of the Navy's Occupational Health Information Management System (NOHIMS) has not been systematically evaluated to identify military and civilian populations that are at high risk for hearing loss. The objective of this study was to determine the prevalence of hearing loss in a cohort of Navy civilian workers employed at an industrialized facility. DOE personnel neutron dosimetry evaluation and upgrade program

The US Department of Energy (DOE) sponsors an extensive research program to improve the methods, dosimeters, and instruments available to DOE facilities for measuring neutron dose and assessing its effects on the work force. The Total Dose Meter was recently developed for measuring in real time the adsorbed dose of mixed neutron and gamma radiation and for calculating the dose equivalent. The Field Neutron Spectrometer was developed to provide a portable instrument for determining neutron spectra in the workplace for flux-to-dose equivalent conversion and quality factor calculation. The Combination Thermoluminescence/Track Etch Dosimeter (TLD/TED) was developed to extend the effective neutron energy range of the conventional TLDs to improve detection of fast-energy neutrons. An Optically Stimulated Luminescence Dosimeter is presently being developed for application to gamma, neutron, and beta radiation.
