In order to serve for efficient energy utilization and environmental improvement in the Republic of Vietnam, a 'Model project to reduce electric power consumption at cement burning plant' has been implemented. This paper summarizes the achievements. This project is intended to add an advanced, matured and reliable electric power generation facility using cement waste heat to the existing cement plant in Vietnam to produce steam and generate power by utilizing the waste heat generated from the preheating process in the burning plant. The present project has performed the detailed designing on the piping, electric facilities and instrumentation based on the basic agreement on the project. Fabrication of the piping has been executed by the Vietnam side. Valves and electric devices were procured and transported, including those fabricated in the previous fiscal year. Concerning the above, it is discussed whether such a system is feasible in Japan. A zinc/air cell system requires some special plants for zinc regeneration, etc. It is necessary to build a zinc refining plant and to install dozens of electrode replacing facilities in an area dozens of kilometers in diameter with the plant at the center. For such a system to be functional, there have to be several tens of thousands of automobile users in a limited area. In Japan, so large a number will not be found anywhere even if the appeal is directed to those in the postal service and electric utilities. There will be no economic success in Japan, different from in Germany. As for the economic comparison between a zinc/air cell system and natural gas system, the two will be equivalent to each other as far as the use of the quick filling stations for the natural gas automobiles remains as it is. Large capacity adjustable speed machines (ASMs) at pumped storage power station have been put into full operation and the operating characteristics of ASM have been highly evaluated from the view point of power system operation. The output power (input power) of ASM can be controlled very quickly by applying a vector control scheme to the excitation control. This quick responsive feature of ASM can make it possible to improve the stability of the neighbor sub-power system. For improvement of transient stability, the output power of ASM is reduced very quickly in order to control the acceleration of neighbor generators during and after transmission line faults. For improvement of dynamic stability, the output power of ASM is modulated in accordance with the stabilizing signals detected from the swing of generator rotor or the power flow fluctuation on the transmission line. Four HVDC (high voltage DC) {+-} 250kV submarine OF (oil-filled) cables are to be installed each capable of 1.4-million kW for one dipole channel and two returns for forwarding to Yura Switchyard a part of the power to be generated by a Tachibanawan coal-fired power plant to open in 2000. The first cable is now being laid. They are to cover a distance of 48km on the sea bottom, and their 190mm diameter is the largest in the world and this decreases the required number of cables for a reduction in the construction cost. The installation is executed by use of a dedicated cable laying ship loaded with cables. The ship is equipped with five thruster screws by adjusting which a cable is fed into the sea and laid on the bottom with high positional accuracy in all directions, and with a 10m-accurate DPS (Dynamic Positioning System) besides GPS (Global Positioning System).
