The difficulty in information communication and sharing are major problems for forest fire monitoring and early warning in China. As authors, we applied web service technology to a personal digital assistant (PDA) forest fire monitoring system and propose the framework of a monitoring system based on service-oriented architecture (SOA). At the same time, we describe the composition and function of web services from a server side and a client side. The method for developing a web service invocation engine on the PDA is introduced in detail. The paper-insulated low-pressure oil-filled cable invented in 1917 has been used throughout the world as the major cable system for voltages from 33kV to 525kV and experimentally to 1100kV. The proven reliability of the design is amply demonstrated by the cables installed in the early 1930s still currently in service. The inherent design of an oil-filled cable requires that the low viscosity oil is retained within a lead or aluminium sheath. Changes in oil volume due to changes in ambient temperature and load are accommodated by oil reservoirs which maintain the cable oil pressure within design limits. A microprocessor monitoring system that allows early detection and quick location of oil leaks from high voltage oil-filled cables is described.

Cement-based composites are widely used in applications which demand long-term service life. One important example is in immobilization matrices for low-level radioactive and other hazardous wastes, which demands long-term retention and durability. The authors describe conductivity measurements of grouts flooded with water and in contact with a sink that consists of pure water. The conductivity measurements were designed and carried out in parallel with present quality verification methods and standard leach tests of the nuclear waste management industry. For the first time, the authors show that the method of replacing intrusive chemical analysis with conductivity measurements of the leaching samples yields equivalent results.

Reproductive parameters were monitored in 50 post-partum Bos indicus x Bos taurus animals located on four farms in two ecological zones of Panama. Progesterone (P_4) concentrations were measured in four of these animals twice a week and their reproductive organs palpated per rectum once a week until 60 days post-artificial-insemination or post-natural-service. The other 46 cows were palpated for early pregnancy between days 45 and 60 post-service. The mean P_4 concentration in cows with palpable corpora lutea (CL) was 10.3#+-#4.0 nmol/L; when no Cl were detected, the mean P_4 level was 2.2#+-#1.6 nmol/L. Of the 46 animals palpated for early pregnancy, 36 (70%) were found to be pregnant, one (2%) exhibited early embryonic death and one (2%) aborted; the other eight cows (17%) were anoestrous. Wireless sensor networks can revolutionize soil ecology by providing measurements at temporal and spatial granularities previously impossible. This paper presents a soil monitoring system we developed and deployed at an urban forest in Baltimore as a first step towards realizing this vision. Motes in this network measure and save soil moisture and temperature in situ every minute. Raw measurements are periodically retrieved by a sensor gateway and stored in a central database where calibrated versions are derived and stored. Maintenance of power stations so far operated on the concept of using or extending the expected service life of a machine or plant as far as possible in order to avoid early and costly replacement. This was done by means of time-oriented maintenance, inspection and repair, otherwise called preventive maintenance. A European study on maintenance methods totals the cost of these measures at between 140 to 200 billion DM. One way of reducing these costs is 'predictive maintenance'. Estimated savings are about 8 percent or between 12 and 16 billion DM per year. The CPHR individual monitoring service acquired an automatic RADOS TLD system to improve its capacities to satisfy the increasing needs of their national customers. The TLD system consists of: two automatic TLD reader, model DOSACUS, a TLD irradiator and personal dosimeters card including slide and holders. The dosimeters were composed by this personal dosimeters card and LiF:Mg,Cu,P (model GR-200) detectors. These readers provide to detectors a constant temperature readout cycle using hot nitrogen gas. In order to evaluate the performance characteristics of the system, different performance tests recommended by the IEC 1066 standard were carried out. Important dosimetric characteristics evaluated were batch homogeneity, reproducibility, detection threshold, energy dependence, residual signal and fading. The recent attempt to degassify a self contained liquid filled (SCLF) cable in Ontario Hydro is described. In September 1989, there was a high pressure alarm on one phase of a SCLF 115 kV cable circuit. The direct buried cable circuit is about 1,890 m long with two joints and was installed in 1968. Oil samples from the cable had 10 to 12% gas content with high levels of hydrogen, methane, and ethane, and very low levels of carbon monoxide, carbon dioxide, and acetylene. From these results it was concluded that the gas was generated by low energy electrical discharges and the paper insulation was not degraded. Various utilities and cable manufacturers were contacted to find if they had experienced similar problems. The cable duct oil was flushed and gasified and the successive oil samples were analyzed in order to locate the gassing site. Chromium containing amorphous hydrogenated carbon films (a-C : H/Cr) have been prepared by simultaneous rf plasma activated chemical vapour deposition of methane and magnetron sputtering of a chromium target. During deposition the substrates were heated (up to 300C) and DC biased (-200 and -600 V) in order to obtain films with high chemical stability. Constant temperature tests were performed at 250C in air with coatings deposited on silicon substrates. The degradation of the coatings was monitored by Raman spectroscopy and reflectance and transmission measurements. As part of our ongoing research to provide quality improvements to heating oil, Mobil Oil together with Santa Fuel, Inc., conducted a field trial to investigate the performance of a new premium heating oil. This premium heating oil contains an additive system designed to minimize sludge related problems in the fuel delivery system of residential home heating systems. The additive used was similar to others reported at this and earlier BNL conferences, but was further developed to enhance its performance in oil heat systems. The premium heating oil was bulk additized and delivered to a subset of the customer base. Fuel related, unscheduled service calls were monitored in this test area, as well as in a similar baseline area that did not receive the premium heating oil. Abstract We provide the first firm-level evidence of the impact of the trade in producer services (-offshoring-) on the labour market. Using a new data set from the UK that measures trade in services at the firm level, we find no evidence that importing intermediate services is associated with job losses or greater worker turnover. Using regression to control for observable differences between firms that import service inputs and those that do not, we show that firms that start importing intermediate services experience faster employment growth than equivalent firms that do not. This seems likely to be the result of positive demand shocks, which cause a simultaneous increase in employment, output, and use of imported service inputs.

The aquatic monitoring program consists of onsite monitoring of surface runoff, monitoring of point source discharges identified in the NPDES permit, and limited instream biological monitoring. The program is tied to a feedback mechanism for implementing corrective action before significant adverse impacts occur in the Holston River. This report evaluates the aquatic monitoring program for the second year (October 19, 1978 through October 18, 1979) of construction as required by the NPDES permit, Part III, Section I. Included in this report are data from peripheral runoff monitoring, selected heavy rainfall sampling, ground water monitoring, instream aquatic macroinvertebrate monitoring, and aquatic macrophyte monitoring.

This paper outlines conceptual framework for safeguards remote sensing, and suggests a strategy for overcoming the challenges to full exploitation of all types of optical satellite imagery. Since the introduction of commercial open-source high-resolution satellite imagery in 1999, it has become an important tool for verification of declarations, baseline mapping, detection and monitoring of changes and investigation of undeclared activities. Its use is still relatively restricted, but there is a growing demand for wider satellite reconnaissance support, and the Satellite Image Analysis Unit (SIAU) has recently been expanded in response. The Jansen pumped-storage plants owned by Bayernwerk Wasserkraft AG are located on the river Pfreimd in eastern Bavaria, Germany. The group comprises the three power plants at Reisach, Tanzmuehle and Trausnitz, as well as the Rabenleite upper reservoir and two weirs. After forty years of service, the power plant group has recently been rehabilitated. The rehabilitation and modernization scheme included, inter alia, replacing the surface sealing on the upstream side of the upper reservoir dam, installing a state-of-the-art leakage and stability monitoring system, and renewing the instrumentation and control equipment in the power plants and in the central control room. Wood plastic composites (WPCs) have gained popularity as building materials because of their usefulness in replacing solid wood in a variety of applications. These composites are promoted as being low-maintenance, high-durability products. However, it has been shown that WPCs exposed to weathering may experience a color change and/or loss in mechanical properties. An important requirement for building materials used in outdoor applications is the retention of their aesthetic qualities and mechanical properties during service life. Therefore, it is critical to understand the photodegradation mechanisms of WPCs exposed to UV radiation and to develop approaches to stabilize these composites against ultraviolet light. A geothermal heat pump-assisted heating system is introduced into Changchun City and a survey is conducted to determine if the system may be popularized in this extremely cold region located in the northeastern part of China. In concrete terms, the hot water that circulates through the office building of Changchun Ground Heat Development Co., Ltd., is switched to hot water prepared by a geothermal heat pump. The test continued from December 2000 to March 2001. It is then concluded that heating by geothermal heat pumps will be fully serviceable to Changchun City. This Phase 2 report presents a large number of concrete recommendations regarding suggested management issues, work organisation, imagery purchasing and team building. Repair and maintenance for equipment used in the Belchatow brown coal mine and organizational models of repair services in the mine are discussed. Maintenance of earthmoving equipment, spreaders, bucket wheel excavators, loaders and other coal handling equipment, belt conveyors and drive systems for belt conveyors is discussed. Repair shops in the mine also manufacture about 35% of spare parts and elements for equipment used in the mine. Reliability of mining equipment, repairs and repair capacity of the shops are discussed. Organizational models of repair services, equipment used by these services and repair personnel are described. Effects of repair services on operation of the mine are evaluated.

This report addresses remote monitoring of coal waste impoundments for stability. Existing automated geotechnical monitoring systems are described and reviewed along with details of instruments suitable for such systems. An impoundment in West Virginia, which was in the construction stage, was instrumented and monitored between July 1979 and May 1981. Sensors that measure surface and subsurface parameters including settlement, horizontal deflection, surface tilt, pore water pressure, seepage, pond level, and meteorlogical parameters were installed. Recommendations for improving and expanding the capabilities of the monitoring system are given.

Use of a broadband Local Area Network (LAN) for transmission of classified and secure unclassified information requires monitoring capabilities which are sensitive to discrete segments of the network frequency spectrum. A viable monitoring system must be capable of detecting possible intrusion attempts or network malfunctions and alerting operating and security personnel. An average of 9 million gallons per day of oil-contaminated ballast water off loaded from tankers are treated at the Alyeska Pipeline Service Company Ballast Water Treatment Facility at the terminus of the Trans-Alaska Pipeline in Port Valdez, Alaska. This paper focuses on the results of 2 Prince William Sound Regional Citizens' Advisory Council monitoring programs which detail changes in the chemical composition of treated ballast water as it moves from tankers through the facility and subsequently traces the effluent hydrocarbons into the receiving environment of Port Valdez. The treatment facility involves gravity separation tanks, dissolved air flotation cells and biological treatment tanks. BC Hydro recently conducted a demonstration test of a bearing condition monitor. The test, at the 529-MW Kootenay Canal project, proved the ability of the monitor to detect machine condition faults. The capability to detect changing conditions during normal operation of hydroelectric machines gives hydro plant owners the opportunity to anticipate needed maintenance and ultimately to reduce the number of equipment failures. BC Hydro intends to install bearing condition monitors, as well as windings monitors, brushgear monitors, environmental monitors, and other selected systems in as many as 46 of its hydro generators. Inputs on radiological conditions forms the basis of implementation of effective exposure control to plant personnel in nuclear power station. Radiation monitoring system provides this input to the plant operator as well as to health physics group. Several design modifications have been incorporated in the Radiation Monitoring System at Tarapur Atomic Power Station (TAPS 3 and 4) over the similar systems at Kakrapar Atomic Power Station (KAPS) and Kaiga Generating Station (KGS). The radiological monitoring systems installed at TAPS unit 3 and 4 includes on line Radiation Data Acquisition System (RADAS), Emergency sampling system, effluent monitoring system and environmental monitoring system. Results are summarized of a study on concrete component aging and its significance relative to continued service of nuclear power plants (NPPs) beyond the initial period for which they were granted operating licenses. Progress is presented of a second study being conducted to identify and provide acceptance criteria for structural safety issues which the USNRC staff will need to address when applications are submitted for continued service of NPPs. A longitudinal cohort study of a random sample of Australian Vietnam veterans was designed to assess veterans' postwar physical and mental health 36 years after the war (2005-2006) and to examine its relation to Army service, combat, and post-traumatic stress disorder (PTSD) assessed 14 years previously (1990-1993). MCrAlY coatings are widely used on hot section components of gas turbines to provide hot corrosion and/or oxidation protection by formation of an oxide layer on the surface. As the protective oxide scale exfoliates during service, aluminum from the coating diffuses outward for reformation of the protective scale. Aluminum may also diffuse inward due to the differences in composition between the coating and the substrate. Thus, the coatings degrade due to oxidation, oxide scale spallation, and inward and outward diffusion of aluminum. Service life of these coatings is controlled by the aluminum content in the coating, operating temperature and start- shutdown cycles. In-service degradation of CoCrAlY and CoNiCrAlY coatings is presented. A procedure to predict the remaining service life of coatings under oxidizing conditions is discussed. (orig.) 12 refs.

This report presents the results of the 2003 Radiological Environmental Monitoring Program conducted in accordance with 10 CFR 72.44 for the Fort St. Vrain Independent Spent Fuel Storage Installation. A description of the facility and the monitoring program is provided. The results of monitoring the predominant radiation exposure pathway, direct radiation exposure, indicate the facility operation has not contributed to any increase in the estimated maximum potential dose commitment to the general public.

An experimental plan for improving the problems of failed fuel location system in Wolsung Unit-2 reactors was established. It is not possible to make an experiment on the failed fuel monitoring nuclides in the cold laboratories because they have very short half life. Therefore, the experiments can be only carried out at the existing monitoring system under reactor operation. For that reason, an experimental plan was drawn up for installing the radiation detection system on reactor site.

The European Union (EU) market integration is leading to increasingly monopolistic electricity market infrastructures, which has opened a debate on the regulation of these so-called power exchanges. In this paper, we start by stating that there are two types of power exchanges in Europe, i.e. 'merchant' and 'cost-of-service regulated' power exchanges. We then discuss how regulation can be used to better align their incentives with the main power exchange tasks. We conclude that adopting the cost-of-service regulated model for all power exchanges in Europe could be counterproductive in the current context, but that regulation can help ensure that the benefits of the EU market integration materialize. Promising regulatory actions include tempering the reinforced market power of power exchanges, and quality-of-service regulation for the ongoing cooperation among power exchanges to organize trade across borders. - Research ...

The movement from traditional regulatory hearings to negotiated settlements represents both a departure from cost of service regulation and a relaxation of regulatory oversight. Under negotiation parties are able to renegotiate inclusions in their cost of service while simultaneously creating a profit margin for the regulated firm where none existed under the cost of service outcome of a traditional hearing. This paper constructs a model to illustrate the existence of positive gains to pipeline and shipper from the re-allocation of expenses through time in the regulated pipeline services market in Canada. We propose behavior-oriented services as a new paradigm of communication in mobile human networks. Our study is motivated by the tight user-network coupling in future mobile societies. In such a paradigm, messages are sent to inferred behavioral profiles, instead of explicit IDs. Our paper provides a systematic framework in providing such services. First, user behavioral profiles are constructed based on traces collected from two large wireless networks, and their spatio-temporal stability is analyzed. The implicit relationship discovered between mobile users could be utilized to provide a service for message delivery and discovery in various network environments. As an example application, we provide a detailed design of such a service in challenged opportunistic network architecture, named CSI. This paper focuses on the application and features of a unified multi-machine train condition monitoring and diagnostic system as applied to a 340 MW repowered combined cycle power plant. Modifications during repowering of the plant required the addition of gas turbines, and design changes to the boiler and steam turbine. Operational procedure during startup also had to be developed. A protocol adapter ideally suited to enable enterprises to gradually transition from SOAP Web Services to RESTful HTTP Web Services without impacting existing clients is presented in this paper. The inherent advantage of such a transition is the visibility of RESTful HTTP messages to Web intermediaries such as caches. In contrast, SOAP messages are opaque, which disables Web intermediaries. While both approaches can use HyperText Transfer Protocol (HTTP) for message transfer, the paradigms contrast sharply. SOAP uses an interface specific approach whereas RESTful HTTP uses a Uniform Interface approach. Ecosystems are complex, and it is often impossible to predetermine what aspects of system structure or dynamics will respond to a specific insult. One key source of plant status information are the CRT displays at console workstations and panel locations. A model-based technique incorporating neural networks has been developed for process monitoring. The technique is intended for processes where the uncertainty in the reference model is larger than desired but where process measurements providing additional information about the behavior of the system are available. This data is used to reduce the uncertainty of the model. The technique has been implemented in a real-time system for monitoring operational changes of mechanical equipment for use in predictive maintenance applications. Polyethylene gas piping is expected to be in service for times on the order of 50 years depending on service conditions. Therefore research research on piping materials and pipes has two principal objectives: (a) developing methods for predicting when a pipe will fail and (b) improving the material for piping. The prediction of long time failure hinges on the development of short time test methods which relate to long time failure. The improvement in the behavior of current materials also hinges on the use of test methods of short duration relative to the anticipated life time of the pipe in service. One of the primary criterion for an acceptable test method is that it produces the same type of failure as is observed after long time failure in service. This issue of Barrages newsletter comprises three articles. The first article treats of the quality approach relative to the organization of the inspections of big and medium size dams. It summarizes the improvements of this approach added in 2003 after analysis of the experience feedback. The second article presents the conclusions of the decennial and annual inspections of dams in exploitation. Only the observations requiring a special follow-up are reported. The last article summarizes the activities of the control services for the third quarter of 2003: decennial and annual visits, important facts, administrative instructions, studies, projects and works, organization of services, technical studies etc..
