Professor Richard H. Dalitz passed away on January 13, 2006. He was almost 81 years old and his outstanding contributions are intimately connected to some of the major breakthroughs of the 20th century in particle and nuclear physics. These outstanding contributions go beyond the Dalitz Plot, Dalitz Pair and CDD poles that bear his name. He pioneered the theoretical study of strange baryon resonances, of baryon spectroscopy in the quark model, and of hypernuclei, to all of which he made lasting contributions. Since 1983, about 600 research projects received a total of DM 250 million public funds for the following tasks: - Development of scientific fundamentals for monitoring and observation of forest decline and its ecological and economic consequences. - Investigation of the cause-effect relationship of forest damage, with particular regard to the involvement of the various compartments of the forest ecosystem and to the contribution of different pollutants. - Development of the scientific fundamentals required for forestry measures to accompany the air pollution abatement measures. During the past three years the program has undergone a substantial revitalization. There has been no significant change in the scientific direction of this grant, in which emphasis continues to be placed on developing new or improved methods of obtaining quantitative data from radiotracer imaging studies. However, considerable scientific progress has been made in the three areas of interest: Radiochemistry, Quantitative Methodologies, and Experimental Methods and Feasibility Studies, resulting in a sharper focus of perspective and improved integration of the overall scientific effort. In the context of the special research area 561 (Thermally highly loaded, open-porous and cooled multi-layer systems for combined-cycle power stations), the actual technical and scientific realizations are to be extended and new scientific bases are to be created in order to realize total efficiencies of 65 %. In addition, innovative material solutions and new concepts must be compiled for the cooling and drainage. Under this aspect, the author of the contribution under consideration reports on the development of open-porous multi-layer systems for steam turbines of the 700 C technology. It results an efficiency potential of 12 % and a potential of 15 % with the reduction of CO{sub 2} in relation to the actual state of the art. Thereby, the potential of future combined-cycle power stations is not yet exhausted.

One of the major scientific and technological challenges for the production of flexible organic electronic devices is the device protection against atmospheric molecule permeation, which causes corrosion reducing its operation and lifetime. In this work, Spectroscopic Ellipsometry has been implemented to investigate the influence of silicon dioxide nanoparticles on the optical properties of hybrid polymers. The spectra analysis revealed valuable information about the electronic and vibrational response as well as the cross-linking mechanisms of these materials. The correlation of the optical properties with the synthesis parameters and the barrier response will contribute towards their optimization in order to be used as high barrier coatings for flexible organic electronics applications.

A brief history of astronomical research in Ukraine is presented and the system organizing scientific activity is described, including astronomy education, institutions and staff, awarding higher degrees/titles, government involvement, budgetary investments and international cooperation. Individuals contributing significantly to the field of astronomy and their accomplishments are mentioned. Major astronomical facilities, their capabilities, and their instrumentation are described. In terms of the number of institutions and personnel engaged in astronomy, and of past accomplishments, Ukraine ranks among major nations of Europe. Current difficulties associated with political, economic and technological changes are addressed and goals for future research activities presented.

The integration of European energy markets is a key goal of EU energy policy, and has also been the focal point of many scientific studies in recent years. International markets for coal, oil, natural gas and electricity have previously been investigated in order to determine the extent of the respective markets. This study enhances this field of research to bioenergy markets. Price series data and time series econometrics are used to determine whether residential sector wood pellet markets of Austria, Germany and Sweden are integrated. The results of the econometric tests show that the German and Austrian markets can be considered to be integrated, whereas the Swedish market is separate from the other two countries. Although increased internationalization of wood pellet markets is likely to contribute to European price convergence and market integration, this process is far from completed. (author)
The discovery of extra-solar planets is one of the greatest achievements of modern astronomy. There are now more than 200 such objects known, and the recent detection of planets with masses approximately 5 times that of Earth demonstrates that extra-solar planets of low mass exist. In addition to providing a wealth of scientific information on the formation and structure of planetary systems, these discoveries capture the interest of both scientists and the wider public with the profound prospect of the search for life in the Universe. We propose an L-type mission, called Darwin, whose primary goal is the study of terrestrial extrasolar planets and the search for life on them. By its very nature, Darwin advances the first Grand Theme of ESA Cosmic Vision. Accomplishing the mission objectives will require collaborative science across disciplines ranging from planet formation and atmospheres to chemistry and biology, and these disciplines will reap profound rewards ...
'Regional climate change: hydrology and land-use' is a topic that is being intensively discussed for quite a while already. At the same time, this topic demands consequences both on the level of politics and other decision makers. We scientists bear a particular responsibility for the analysis of existing data, targeted additional research to fill information gaps, and the critical evaluation and interpretation of the obtained results. The currently gathered sub-population of the scientific community is, albeit small, quite representative of a wide spectrum of activities and can very well offer a deeper insight into the current state-of-the-art. We deliberately organized the contributions such as to offer both overviews and results from detailed projects, as well as a close proximity of very well founded results with rather provocative hypotheses. The present study discusses the contribution of the adoption of more rigorous and objective criteria to the selection and analysis of information sources, leading to more scientific rigour when registering phytotherapic drugs. To this end, it is herein proposed the adoption of a previously tested and acknowledged methodology, namely the Systematic Revision, as a standard for phytotherapic drug analyses. In order to show differences brought about by the Systematic Revision during the registration procedures of phytotherapic drugs, the case of the Maytenus ilicifolia (known popularly in Brazil as 'espinheira-santa') is presented. An algorithm is presented which describes an application independent method for reducing the number of polygonal primitives required to faithfully represent an object. Reducing polygon count without a corresponding reduction in object detail is important for: achieving interactive frame rates in scientific visualization, reducing mass storage requirements, and facilitating the transmission of large, multi-timestep geometric data sets. This paper shows how coplanar and nearly coplanar polygons can be merged into larger complex polygons and re-triangulated into fewer simple polygons than originally required. The notable contributions of this paper are: (1) a method for quickly grouping polygons into nearly coplanar sets, (2) a fast approach for merging coplanar polygon sets and, (3) a simple, robust triangulation method for polygons created by 1 and 2. The phenomenon of global warming, its causes and implications for the future, and the relationship between global warming and the depletion of the ozone layer are discussed. The Shindell model of the greenhouse effect, which is responsible for planetary warming, also contributes to the high altitude thinning of the ozone layer. While greenhouse gas emissions contribute to retaining infrared radiation, thus warming the surface of the earth, their effect is reduced at stratospheric altitudes resulting in reduced temperatures in this region. At this altitude temperatures can reach minus 90 degrees C, creating a whirlwind effect, with ice crystals forming at the heart of the vortex, causing the surface to accelerate chemical reactions which in turn leads to destruction of ozone. A Task Group of the International Commission on Radiological Protection (ICRP) has finished a report Biological Effects after Prenatal Irradiation (Embryo and Fetus) which has been approved by the Main Commission and Will be Published. Some new important scientific data shall be discussed in this contribution. During the preimplantation period lethality of the mammalian embryo is the dominating radiation effect. However, in mouse strains with genetic predispositions it has been shown that also malformations can be caused. This effect is genetically determined and its mechanisms is different from the induction of malformations during major organogenesis. Common forms of testing of student understanding of science content can be misleading about their understanding of the nature of scientific thinking. Observational astronomy integrated with related ideas of force and motion is a rich context to explore the correlation between student content knowledge and student understanding of the scientific thinking about that content. In this paper, we describe this correlation in detail with a focus on a question about the relative motion of the Sun and the Earth. We find that high achieving high school students throughout New York City struggle with what constitutes scientific justification and thought processes, but can improve these skills tremendously in an inquiry-oriented summer astronomy-physics program. The western area of the United Stated contains three young silicic calderas, all of which contain attractive targets for scientific drilling. Of the three, the Yellowstone caldera complex is the largest, has the most intense geothermal anomalies, and is the most seismically active. On the basis of scientific objectives alone. it is easily the first choice for investigating active hydrothermal processes. This report briefly reviews what is known about the geology of Yellowstone National Park and highlights unique information that could be acquired by research drilling only in Yellowstone. High energy physics is a basic research domain with a well established European and international cooperation. Cooperation can be of different type depending on the size of the facilities involved (accelerators), on their financing, and on the type of experiments that use these facilities. The CERN, the European center for nuclear research, created in October 1954, is the best example of such a cooperation. This article examines first the juridical and scientifical structure of the CERN and the mode of organization of big experiments. Then, it presents the role of international committees in the establishment of a common scientific policy in Europe and in the rest of the world. Finally, the possible future evolution of the CERN towards a worldwide project is evoked. (J.S.)

A plan has been put forth to strategically thin northern California forests to reduce fire danger and improve forest health. The resulting biomass residue, instead of being open burned, can be converted into ethanol that can be used as a fuel oxygenate or an octane enhancer. Economic potential for a biomass-to-ethanol facility using this softwood biomass was evaluated for two cases: Stand-alone and co-located. The co-located case refers to a specific site with an existing biomass power facility owned by Wheelabrator Environmental Systems Inc. near Martell, California. A two-stage dilute acid hydrolysis process is used for the production of ethanol from softwoods, and the residual lignin is used to generate steam and electricity. For a plant processing 800 dry tonnes per day of feedstock, the co-located case is an economically attractive concept. Based on mining several million citations, we quantitatively analyze the processes driving paradigm shifts in science. We find that groundbreaking discoveries of Nobel Prize Laureates and other famous scientists are not only acknowledged by many citations of their landmark papers. Surprisingly, they also boost the citation rates of their previous publications. Nuclear energy related research in Switzerland is concentrated at PSI's Nuclear Energy and Safety Research Department (NES). The activities of the department are concentrated on three main domains of: Safety and related problems of operating plants; safety features of future reactor and fuel cycles; waste management. Comprehensive assessments of energy systems are carried out in cooperation with PSI's General Energy Research Department. Many of the programs are part of collaborations with universities, industry, or international organisations. Progress in 2000 in these topical areas is described in this report. The simulation of processes in engineering and the physical sciences has progressed rapidly over the last several years. With rapid developments in supercomputers, parallel processing, numerical algorithms and software, scientists and engineers are now positioned to quantitatively simulate systems requiring many billions of arithmetic operations. At the quark level there are basically two types of contributions of R-parity violating supersymmetry (Rep SUSY) to neutrinoless double beta decay: the short-range contribution involving only heavy virtual superpartners and the long-range one with the virtual squark and neutrino. Hadronization of the effective operators, corresponding to these two types of contributions, may in general involve virtual pions in addition to close on-mass-shell nucleons. From the previous studies it is known that the short-range contribution is dominated by the pion exchange. In the present paper we show that this is also true for the long-range Rep SUSY contribution. Therefore, we conclude that the Rep SUSY contributes to the neutrinoless double beta decay dominantly via charged pion exchange between the decaying nucleons.

Recent nucleosynthesis calculations of Type II supernovae using advanced neutrino transport determine that the early neutrino winds are proton-rich. However, a fraction of the ejecta emitted at the same time is composed of neutron-rich pockets. In this paper we calculate the nucleosynthesis contribution from the neutron-rich pockets in the hot convective bubbles of a core-collapse supernova and show that they do not contribute significantly to the total nucleosynthesis.
Assuming the gluon field is well approximated by instanton configurations we derive a light quarks determinant and calculate its contribution to the specific heavy quarks correlators -- namely, the heavy quark propagator and heavy quark-aniquark correlator, receiving the instanton generated light-heavy quarks interaction terms contributions. With these knowledge we calculate the light quark contribution to the interaction between heavy quarks, which might be essential for the properties of a few heavy quarks systems.

It examines shifts in emphasis on climate change debates and the implications of scientific uncertainty for the policy maker. Information on the impact of climate on various sectors, such as agriculture and coastal zones is also provided, as well as a case study on the UK. Regional impacts of climate change and associated economic implications are considered. The report also documents some different considerations for a climate change policy in the context of the latest meeting of contracting parties to the Un Framework Convention on Climate Change, held in Kyoto in December 1997. Reporting of the first nuclear trafficking incidents began in the early 1990's. The incidents were handled on a national level, using the resources and expertise available in the respective states. However, it soon became evident that fighting this illicit movement of nuclear material across borders would require international cooperation and a systematic and methodological approach. To this end, the G-8 states encouraged the creation of a dedicated group of experts. Performance predictions have been made for attached-sunspace types of passively solar heated buildings. The predictions are based on hour-by-hour computer simulations using computer models developed in the framework of PASOLE, the Los Alamos Scientific Laboratory (LASL) passive solar energy simulation program. The models have been validated by detailed comparison with actual hourly temperature measurements taken in attached-sunspace test rooms at LASL.

Data produced by large scale scientific simulations, experiments, and observations can easily reach tera-bytes in size. The ability to examine data-sets of this magnitude, even in moderate detail, is problematic at best. Generally this scientific data consists of multivariate field quantities with complex inter-variable correlations and spatial-temporal structure. To provide scientists and engineers with the ability to explore and analyze such data sets we are using a twofold approach. First, we model the data with the objective of creating a compressed yet manageable representation. The review aims at informing nuclear physicists about alternative (i.e. non-fundamental-science) use of heavy ion accelerators such as production of micro- and nano-porous materials. The free electron laser (FEL) FLASH at DESY in Hamburg is the first x-ray FEL ever built. Many new developments were necessary in order to exploit the unique properties of this novel light source for scientific experiments. This paper reviews the main characteristics of the user facility as well as the major developments and upgrades.

Contributions to the population dose due to medical applications of ionising radiation are presented. It appears that contributions due to radiotherapy and X ray diagnosis are of comparable magnitude. To account for the age dependency of the radiation risks, contributions in terms of somatically significant dose equivalent are calculated as 0.3 mSv per caput per annum for X ray diagnosis and as 0.2 mSv per caput per annum for radiotherapy, the latter referring to only doses to organs outside the target volume. Several genetic polymorphisms in pattern recognition receptors, most remarkably Toll-like receptors (TLRs), have been described to influence resistance and tolerance to aspergillosis in distinct clinical settings. TLRs on dendritic cells pivotally contribute in determining the balance between immunopathology and protective immunity to the fungus. In the case of inelastic scattering of alpha particles to the 3"+ state, the averaged angular distributions show a characteristic shape, corresponding to the excitation of such an unnatural parity state by alpha particles in the compound nucleus process. The modified Hauser-Feshbach cross-section calculations give a good description of the averaged distributions for the alpha particle scattering to the 3"+ state and the compound nucleus parameters could be extracted. The calculations of the compounds nucleus contributions to the other states in the case of 24 MeV alpha particle scattering from "2"8Si show that this contribution is not negligible and in the case of the scattering to the 4"+ state seems to be dominant. When one uses the Coleman-Weinberg renormalization condition, the effective potential $V$ in the massless $\\phi_4^4$ theory with O(N) symmetry is completely determined by the renormalization group functions. It has been shown how the $(p+1)$ order renormalization group function fix the N$^{p}$LL order contribution to $V$. We discuss here how, in addition to fixing the N$^{p}$LL contribution to $V$, the $(p+1)$ order renormalization group functions also can be used to determine portions of the N$^{p+n}$LL contributions to $V$. When these contributions are summed to all orders, the singularity structure of \\mcv is altered. An alternate approach to fixing \\mcv in terms of the renormalization group functions is shown to eliminate dependence on the background field if spontaneous symmetry breaking occurs.

We investigate the effects of the velocity-dependent force on the magnetic form factors and magnetic moments of odd-Z nuclei. The form factors are calculated with the harmonic-oscillator wavefunctions. It is found that the contributions of the velocity-dependent force manifest themselves in the very large momentum transfer region (q?4 fm-1). In the low and medium q region the contributions of the velocity-dependent force are very small compared with those without this force. However, in the high-q region the contributions of the velocity-dependent force are larger than the normal form factors. The diffraction structures beyond the existing experimental data are found after the contributions of the velocity-dependent force are included. The motion of an accelerated charge in a vacuum is analyzed, via the superposition principle and Fourier analysis, into uniform-motion components, which include bradyonic as well as tachyonic contributions. It is shown that the former contribute only to the induction fields whereas the latter are the source of the radiation emitted by the charge, via the Sommerfeld-Cerenkov mechanism. This result calls for a reexamination of some recently formulated theories of superluminal particles.
In this paper, we study the J/#psi#(#UPSILON#) production in Z boson decay in a color-singlet model (CSM). We calculate the next-to-leading-order (NLO) QCD correction to Z#->#quarkonium+QQ, the dominant contribution in the CSM, with the vector and axial-vector parts in the ZQQ vertex being treated separately. The results show that the vector and axial-vector parts have the same K factor (the ratio of the NLO result to the leading-order result) 1.13 with the renormalization scale #mu#=2m_c and m_c=1.5 GeV, and the K factor falls to 0.918 when applying the Brodsky, Lepage, and Mackenzie (BLM) renormalization scale scheme with obtained #mu#_B_L_M=2.28 GeV and m_c=1.5 GeV. By including the contributions from the next-dominant ones, the photon and gluon fragmentation processes, the branching ratio for Z#->#J/#psi#_p_r_o_m_p_t+X is (7.3-10.0)x10"-"5 with the uncertainty consideration for the renormalization scale and charm quark mass. A statistical method is developed to determine the locations of major pollutant sources affecting a distant downwind receptor, provided that air trajectories can be estimated. Probability density functions are estimated which indicate the overall residence time of air parcels over a given geographic region as they travel toward a receptor and residence time for the case of high pollutant concentrations at the receptor. These functions are used to estimate a conditional probability function which indicates the potential for a source region to contribute to high air pollution concentrations. Finally, a source contribution function is formulated to indicate the relative contribution of different source regions to high concentrations at the receptor. The authors propose to develop a high-energy heavy-ion experimental database and make it accessible to the scientific community through an on-line interface. This database will be searchable and cross-indexed with relevant publications, including published detector descriptions. Since this database will be a community resource, it requires the high-energy nuclear physics community's financial and manpower support. This database should eventually contain all published data from Bevalac, AGS and SPS to RHIC and CERN-LHC energies, proton-proton to nucleus-nucleus collisions as well as other relevant systems, and all measured observables. Removing noise from data is often the first step in data analysis. Denoising techniques should not only reduce the noise, but do so without blurring or changing the location of the edges. Many approaches have been proposed to accomplish this; in this paper, they focus on one such approach, namely the use of non-linear diffusion operators. This approach has been studied extensively from a theoretical viewpoint ever since the 1987 work of Perona and Malik showed that non-linear filters outperformed the more traditional linear Canny edge detector. They complement this theoretical work by investigating the performance of several isotropic diffusion operators on test images from scientific domains. The present status and future prospects are delineated with attention drawn to the size, complexity, availability, and performance capability of this new tool. The Free-Electron Laser (FEL) was proposed by John Madey in 1970 (1), although earlier work, relevant to the concept, had been performed by Motz (2) and by Phillips (3). Experimental demonstration was achieved by Madey, et. al. in 1975 and 1976 (4). Since that time, FELs of diverse configurations have been operated at several laboratories around the world. We report on the contents and results for 360 students of a mathematics assessment administered at the start of the second-semester introductory chemistry course required for science and engineering majors at the University of Minnesota. This calculator-free, 20-question, 30-minute, multiple-choice, diagnostic quiz includes questions selected specifically for their relevance to this course, concerning logarithms, scientific notation, graphs, and algebra. For the 325 students in degree-granting programs, significant correlations are reported between their mathematics assessment scores and success in this course, as measured by performance on exams (for which scientific calculators were permitted) and course grades. These observations suggest that responses to the simple questions on this unannounced quiz have some predictive utility as signatures of underlying thinking and learning patterns that are associated with success in this course. The BESS detector is a new type of balloon-borne spectrometer which utilizes various technologies recently developed for collider experiments. The principal scientific objectives include a measurement of cosmic-ray antiproton spectrum, search for anti-nuclei in cosmic radiation, and precise measurements of cosmic-ray primaries. A thin superconducting solenoidal coil produces a uniform magnetic field of 1 T. Cylindrical drift chambers are located inside and outside the coil and perform continuous tracking. The momentum resolution is 0.5% at 1 GeV/c. i.e., the maximum detectable rigidity is 200 GV. Scintillation counter hodoscopes, placed above and below the solenoid, provide timing and dE/dx measurements and trigger generation. The timing resolution is 80 ps/counter. This cylindrical configuration achieves a large geometrical acceptance of 0.35 m{sup 2} sr which is essential to detect rare cosmic-ray particles. The All Union Scientific Research Institute of Drilling Techniques has developed the SH01-195 spindle deflector designed for use with the 195 millimeter turbodrill sections in place of the standard spindle. This spindle deflector is an axial support for the turbodrill, manufactured as a separate unit that attaches to the turbosections using the standard attachment configuration for series manufactured turbodrills, using the sub for attachment to the frame and a splined half coupling for attachment to the shaft. The spindle deflector itself consists of two parts connected by a curved sub through the frame and by a double hinge to the shaft. The hinge is isolated from axial forces by mounting radial support ball bearings above and below it.
The purpose of the project was to evaluate the potential influence of global warming on the Finnish economy and well-being during the next 50 to 100 years. In order to achieve this goal a cost-benefit analysis was conducted which produced a quantitative estimate of the economic and partially non-economic effects of the climate change projected to happen in Finland. The analysis utilised the natural scientific evidence produced by other SILMU projects in partial sector models. Also a broader view of the phenomena and the possibilities for restricting greenhouse gas emissions was briefly discussed and surveyed. The universe is full of exotic particles and waves. Some, such as neutrinos, pass through our neighbourhood unnoticed; others, such as extreme uv radiation, are absorbed by the upper atmosphere before they are able to do too much damage. For a long time, any systematic attempt to understand how our weather can be affected by extra-terrestrial sources other than solar visible and infrared radiation has been a lively and often controversial diversion from mainstream research. But recent scientific and technological breakthroughs and concern over long-term climate change have brought this subject into the spotlight.
A centralized, automatic monitoring system for coal mines has been developed. The system consists of newly-developed and improved sensors, transmission equipment, a minicomputer designed for scientific and technical calculations, and accompanying software (MOLES). MOLES performs six functions: input, computation, decision, memory, output and correction. Previously, centralized monitoring has been limited to single dimensional monitoring of the 'time and point' type. The present system carries out data analysis and processing with respect to time, space and item. It is also capable of simple automatic diagnosis of abnormalities. (In Japanese)
Event-based biosurveillance is a scientific discipline in which diverse streams of data, available from the Internet, are characterized prospectively to provide information on infectious disease events. Biosurveillance complements traditional public health surveillance to provide both early warning of infectious disease events as well as situational awareness. The Global Health Security Action Group (GHSAG) of the Global Health Security Initiative is developing a biosurveillance capability that integrates and leverages component systems from member nations. This work discusses these biosurveillance systems and identifies needed future studies.
The survey of radiation protection programmes for transport has been jointly performed by three scientific organisations I.P.S.N. (France), G.R.S. ( Germany), and N.R.P.B. (United kingdom) on behalf of the European Commission and the pertaining documentation summarises the findings and conclusions of the work that was undertaken with the principal objectives to provide guidance on the establishment, implementation and application of radiation protection programmes for the transport of radioactive materials by operators and the assessment and evaluation of such programmes by the competent authority and to review currently existing radiation protection programmes for the transport of radioactive materials. Objective was to follow the cognitive and creative processes demonstrated by student research participants as they integrated a developing knowledge of ``big`` science, as practiced at LLNL, into a personal and idiosyncratic visual, graphical, or multimedia product. The participants, all non-scientists, involved in this process, attended a series of design classes, sponsored by LLNL at the Art Center College of Design in Pasadena CA. As a result of this study, we have become interested in the possibility of similar characteristics between scientists and artists. We have also become interested in the different processes that can be used to teach science to non-scientists, so that they are able to understand and portray scientific information.
This report details an investigation into the efficacy of two approaches to solving the radiation diffusion equation within a radiation hydrodynamic simulation. Because leading-edge scientific computing platforms have evolved from large single-node vector processors to parallel aggregates containing tens to thousands of individual CPU's, the ability of an algorithm to maintain high compute efficiency when distributed over a large array of nodes is critically important. The viability of an algorithm thus hinges upon the tripartite question of numerical accuracy, total time to solution, and parallel efficiency.
The symposium reports results of investigations in geodesy conducted between 1987 and 1991 in the Soviet Union. The five sections of the report deal with several aspects of physical geodesy, with particular attention given to studies of the earth's gravitational field; geodetic positioning and geodetic networks; gravimetry, including high-precision gravimetry, marine gravimetry, and nontidal gravity variations; satellite geodesy; and recent crustal movements. A conceptual framework is proposed within which the notion of risk as normally used in risk assessment (RA) could be enlarged in line with the real substance of social issues of technology policy, to help avoid RA's threatened irrelevance to social decision making. It is argued that the frequent organizational incoherence and thus the unviability of modern technology arises from 'social alienation' between the innovation-commitment phase and the implementation of the technology in society. The roles of technical elites and of particular concepts of technology in this alienation are emphasized. One of the case studies deals with 'Nuclear power - myths of scientific and organizational realism' and discusses the UK nuclear 'programme' and the Three Mile Island accident. (author).

The central aim of this thesis is to present a new kind of realism that is driven not from the traditional realism/anti-realism debate but from the practice of physicists. The usual debate focuses on discussions about the truth of theories and their fit with nature, while the real practices of the scientists are forgotten. The position I shall defend is called 'phenomenological realism': theories are merely tools to construct other theories and models, including phenomenological models; phenomenological models are the vehicles of representation. The realist doctrine was recently undermined by the argument from the pessimistic meta-induction, also known as the argument from scientific revolutions. The prevailing hypothesis of linear extrapolation from high to low radiation doses without any threshold level is being questioned more and more strongly for radiobiological and epidemiological reasons and, consequently, also on socio-economic and ethical grounds. A cost-benefit analysis based on scientific facts and made plausible to the general public, concentrating on a comparison with demonstrable natural and manmade risks, most probably would result not only in the permissible limits being raised by a considerable margin, but also in billions of costs saved, and in greater acceptance of all peaceful uses of radiation, nuclear power included. The summary of this report is: (1) The range of scales #LAMBDA# of a system is not a Lorentz invariant and can vary greatly for some systems. (2) There exists an optimum frame which minimizes #LAMBDA#. (3) We demonstrated speedup of x1000 for PIC simulation of relativistic beam interacting with electron background. (4) It is not in contradiction with the conventional scientific wisdom that 'complexity' is an invariant. (5) We identified three domains of application (laser-plasma acceleration, e-cloud in HEP accelerators, free electron lasers) for which speedup ranging from 2 to 4 orders of magnitude were demonstrated on toy problems.
For the performance assessment of radioactive and hazardous waste disposal sites, risk assessments are usually performed for the long term, i.e., over an interval in space and time for which one can predict movement and behavior of toxic agents in the environment. This approach is based on at least three implicit assumptions: One, that the engineering layout will take care of the immediate endangerment of potential receptors; two, that one has carefully evaluated just how far out in space and time the models can be extrapolated, and three, that one can evaluate potential health effects for very low exposures. A few of these aspects will be discussed here in the framework of the scientific method.

Inspire is the project name of a new High Energy Physics information system which will integrate present databases and repositories to host the entire corpus of the HEP literature and become the reference HEP scientific information platform worldwide. It is a common project between CERN, DESY, FERMILAB and SLAC. It will empower scientists with new tools to discover and access the results most relevant to their research; enable novel text- and data-mining applications; deploy new metrics to assess the impact of articles and authors. In addition, it will introduce the Web2.0 paradigm of user-enriched content in the domain of sciences with community-based approaches to the peer-review process.
Purpose - The aim of the present study is to present in a systematic way the subject of industrial hazardous waste from the point-of-view of definitions in engineering, science and legislation. A database has been compiled on human dietary intakes of trace elements by populations groups living in various countries. The main sources of information used were (1) publications in the open scientific literature, and (2) data submitted to the IAEA in response to a questionnaire. The database contains 1,758 intake values covering 35 elements and 47 countries. In this report the data are listed in various ways to facilitate identification of intake values for any specified country, element and population group. 4 refs, 5 tabs.
In the recent years the use of nuclear energy has turned from a technical and scientific issue to a political one. The high-temperature reactor (HTR) however, has always been advertised as particularly safe. The present situation and future developments of HTR-technology were the two issues that VDI-News brought up on the 27th October on an HTR-conference in an interview with the 'spiritual father' of the HTR, Prof. Dr. Rudolf Schulten of the Juelich Nuclear Research Centre.
The objectives of the research in the field of epidemiology , performed at the Belgian Nuclear Research Centre SCK-CEN are (1) to study cancer mortality and morbidity in nuclear workers in Belgium; (2) to document the feasibility of retrospective cohort studies in Belgium; (3) to participate in the IARC study. For radiobiology, the main objectives are: (1) to elucidate the mechanisms of the effects of ionizing radiation on the mammalian embryo during the early phase of its development, (2) to assess the genetic risks of maternal exposure to ionizing radiation, (3) to elucidate the mechanisms by which damage to the brain and mental retardation are caused in man after prenatal irradiation. The state of the laboratory address by LLNL Director Roger Batzel is summarized, and a breakdown of the laboratory funding is given. The Livermore defense-related committment is described, including the design and development of advanced nuclear weapons as well as research in inertial confinement fusion, nonnuclear ordnance, and particle beam technology. LLNL is also applying its scientific and engineering resources to the dual challenge of meeting future energy needs without degrading the quality of the biosphere. ARIES Baker-Nunn Schmidt telescope project is converting a Baker-Nunn satellite tracking camera for Astronomical research. Original Baker-Nunn camera produces an extremely large (5X30 degree) curved focal plane at the prime focus for photographic imaging. We present here the re-designing of the camera produces a wide (4 X 4 degree) flat field of view for CCD imaging observations, which have many scientific potentials in Astronomy. Imaging performance of the CCD camera is also estimated.
The authors trace the early history of nuclear power regulation in the US. Focusing on the Atomic Energy Commission, they describe the role of other groups that figured in the development of regulatory policies, including the Congressional Joint Committee on Atomic Energy, other federal agencies, state governments, the nuclear industry, and scientific organizations. They consider changes in public perceptions of and attitudes toward atomic energy and the dangers of radiation exposure. The basic purpose of the book is to provide the Nuclear Regulatory Commission and the general public with information on the historical antecedents and background of regulatory issues so that there will be continuity in policy decisions. The current status of research and development in the realm of physics and technology of collective ion acceleration in systems with a virtual cathode (VC) is reviewed. Three major acceleration methods and devices developed on their basis are considered: reflex triodes and their modifications, gas-filled vircators, and vacuum vircators with a Luce diode. Experimental data are outlined and the principal physical models interpreting these data are described. New ion acceleration techniques whose realization involves the production and disappearance of the VC are also discussed. All methods of collective ion acceleration are compared and the possible ways for the further development of this promising scientific field are highlighted. (reviews of topical problems)
The overall goal of the Coal Liquefaction Program of the Office of Coal Technology (OCT) is to develop the scientific and engineering knowledge base with which industry can bring economically competitive and environmentally acceptable advanced technology for manufacturing synthetic liquid fuels from coal into the marketplace when needed. The technical goal of the Coal Liquefaction Program is to seek advanced and innovative improvements over the state-of-the-art processes for coal liquefaction that can utilize all major parts of the US coal resource base. PAMELA is a space telescope orbiting around the Earth since June 2006. The scientific objectives addressed by the mission are the measurement of the antiprotons and positrons spectra in cosmic rays, the hunt for anti-nuclei as well as the determination of light nuclei fluxes from Hydrogen to Oxygen in a wide energy range and with very high statistics. In this paper the charge discrimination capabilities of the PAMELA Time-Of-Flight system for light nuclei, determined during a beam test calibration, will be presented.
A synthesis of scientific knowledge about petroleum biodegradation linked to uranium mineralisation is firstly done. Then the genesis of Huemul Uranium ore deposit (Malargue Town, Mendoza Province) is discussed, where Uranium ore is linked only with one type of asphaltite (there are three other types) from an oil field close by. This asphaltite type would be an efficient natural geological barrier for Uranium migration and it could be linked to a particular kind of biodegradation. The authors think that the International Wonuc Conference would be a good opportunity to discuss a way for future investigations. (author)
An analysis of the current state of track-laying operations in open-cut mines is given and their labor intensive nature is noted. The lag in the technological development of mechanization equipment for track laying and repair operations is noted. Results are given from developments by the Scientific Research Institute of Open-Pit Mining Operations in the field of mobile transportation technology and promising modular route design. Also examined are the problems of improving the routing bases in the industry. The absence of factories for manufacturing transportation technology and equipment is reflected most evidently in the technical and cost characteristics of coal production by an open-cut method and requires immediate solution.
One example of basic and applied research at LLNL that has produced major, highly visible scientific and engineering advances has been the research related to controlled fusion energy. Continuing experimentation at LLNL and elsewhere is likely to demonstrate that fusion is a viable, inexhaustible alternative source of energy. Having conducted major fusion energy experiments for over 30 years at LLNL, it scientists and engineers recognized the enormous challenges that lay ahead in this important endeavor. To be successful, it was clear that collaborative efforts with universities, private industry, and other national laboratories would need to be greatly expanded. The article examines the contribution of the Military Medical Academy as an educational, research and medical institutions in the establishment and development of the national Russian manned spaceflight. The contribution of ear photosynthesis to grain filling in wheat (Triticum aestivum L.) is not well known. The main objective of this work was to evaluate this contribution through three different experimental approaches: (1) ear photosynthesis was reduced by removing awns or shading the ears (in combination with a defoliation treatment), (2) grain weight per ear was compared in an 'all shaded' crop versus plants where only the vegetative parts were shaded ('ear emerging'), and (3) ear photosynthesis was reduced with DCMU (3-(3,4-dichlorophenyl)-1,1-dimethylurea), a specific inhibitor of photosystem II. Based on the Weinberg-Salam theory, the competition of the Neutrino Energy Loss (NEL) rates due to the pair, photo- and plasma process are canvassed. The ratio factor C1, C2 and C3 which correspond the different contributions of the pair, photo- and plasma neutrino process to those of the total NEL rates are accurately taken into account. The ratio factors are very sensitive to the temperature and density. The ratio factor C2 always is lower than the ratio factor C1 and C3. The pair NEL process is the dominant contribution before the crossed point O(C1=C3=0.45) and the plasma NEL process will be the main dominant contribution after the crossed point O. With increasing temperature, the crossed point O will move to the direction of higher density. (authors)
We have performed polarized neutron diffraction measurements on the intermediate valence compound CePd{sub 3} using the D3 spectrometer at the ILL. The results show that at low temperatures, 1.7 K, as well as at 100 K, the field-induced magnetic amplitudes measured in a field of 4.6 T could be interpreted in terms of two contributions: a 4f-type contribution with a Ce{sup 3+} form factor, and an extra delocalized contribution (relatively narrow in q-extent). In particular, we find that the values of the 4f moment deduced from the extrapolation of the neutron data to Q=0 are systematically lower than the values deduced from bulk magnetization measurements performed on the same sample. This difference can be ascribed to a possible positive polarization of the conduction band which is similar at both temperatures.
Effective teamwork among station work groups is essential for plant production and safety in all phases of plant operation. To achieve effective teamwork, all contributing work groups must have ongoing access to and share a common perspective on station work priorities, and recognize how their individual contributions fit with and support the contributions of other groups in support of the larger station goals. Achieving and maintaining this alignment in perspective across all workgroups can be a challenge in large organizations. This paper discusses the experience at Darlington in building and maintaining station teamwork among the station workgroups in support of day-to-day plant operations. The issues encountered and the resource impacts of specific teamwork supporting practices adopted are outlined. (author)
The contribution of exchange processes (heavy stripping and substitution) into the amplitude of the 25-30 MeV #alpha#-particle elastic scattering by "1"2C and "4"0Ca nuclei is examined taking into account the distortion of plane waves of initial and finite particles. The eikonal approximation is used for accounting for distortions. The matrix elements of exchange processes are calculated. The results of calculations show that the Wronskian cutoff radii are close to those which have been obtained for calculation of exchange processes in the plane-wave approximation. The moduli of the values defining the contribution of exchange processes to the total S matrix are plotted. Also presented are Argand diagrams and angular distributions for both reactions. It has been established that the account for exchange processes improves the agreement of theoretical curves with the experiment in the whole range of angles, as compared with the optical model.

Typhoons Aere (2004) and Matsa (2005) caused high nephelometric turbidity in the Shihmen reservoir in northern Taiwan, jeopardizing the operation of the reservoir for several days, and ultimately impacting the living conditions and economy of the downstream residents. The torrential rains caused landslides and debris flows in upland areas, and flowed into riverbeds, likely contributing significantly to the suspended sediment yields in the reservoir. Contrary to some previous claims, we find a sizable instanton contribution to the finite energy sum rule used to extract the value of the strong coupling from the measured $\\tau$ decay widths. It is of the same order of magnitude as standard nonperturbative corrections induced by vacuum quark and gluon condensates. Our result indicates that there might be no hierarchy of power corrections in finite energy sum rules at the scale of $\\tau$ mass. Therefore, the standard nonperturbative corrections do not necessarily improve the accuracy of the theoretical predicition, but can rather be used to estimate an intrinsic accuracy of the pure perturbative calculation, which turns out to be rather high on this evidence, of order one percent.

The current role of magnetic resonance imaging (MRI) in different organ systems is discussed and compared to nuclear medicine and to other available clinical diagnostic modalities. The value of optimizing radiofrequency pulse sequence selection to provide additional tissue characterization is also described. The results of nuclear medicine and MRI studies in 56 patients are compared to evaluate the clinical diagnostic contribution of each imaging modality for various pathological processes. In addition, the state-of-the-art MRI systems and future development in MRI technology with its potential contribution is defined.

A simplified relativistic configuration interaction method is used to study the dielectronic satellite transition processes. In this method, the infinite resonant doubly excited states can be calculated, and furthermore, the whole high-n dielectronic satellite transition processes can be treated conveniently by interpolation (rather than extrapolation) in the frame of quantum defect theory. As an example, we calculate the contributions from high-n dielectronic satellites to the K{alpha} resonance line in helium-like iron, and the results are in good agreement with the experimental measurements. A new methodology for three-dimensional (3-D) numerical modeling of the continuous steel casting process is presented and evaluated. The results are compared with available experimental data obtained in a water-oil mold model for various flow rates and immersion depths of the submerged entry nozzle. The water-oil interface pattern at the top of the mold is also investigated. Wave formation and evolution in time is simulated with a volume tracking method. The predicted flow field inside the mold exhibits quite satisfactory agreement with the corresponding measurements, whereas some quantitative differences are observed referring to the final wave amplitude at low casting speeds. Conclusions of scientific and engineering importance concerning both the computer algorithm and the mold performance are also drawn.

This report seeks to summarise the important results, to analyse the uncertainties and to make a preliminary analysis of the feasibility of monetarising these environmental costs. Four questions are posed: (1) Is knowledge utilization a rhetorical evocation? (2) Is the conjunction of knowledge with utility part of a cultural system of common sense? (3) Is utility a normative or a descriptive concept? and (4) How does the concept of knowledge utilization figure in the specialized discourse of social scientists? This paper analyzes the concept of knowledge utilization from the perspective of philosophy of language and philosophy of science. Knowledge utilization is a rhetorical evocation that implies concepts of action and knowledge. It is supported by two conceptual fusions. The fusion of value and utility draws on common sense, but does not exhaust colloquial understandings about knowledge and action. The conceptual fusion of knowledge and truth is consistent with common sense but disregards scientific criticism. Both conceptual fusions are thus problematic. The long-term health consequences of war service remain unclear, despite burgeoning scientific interest. A longitudinal cohort study of a random sample of Australian Vietnam veterans was designed to assess veterans' postwar physical and mental health 36 years after the war (2005-2006) and to examine its relation to Army service, combat, and post-traumatic stress disorder (PTSD) assessed 14 years previously (1990-1993). Prevalences in veterans (n = 450) were compared with those in the Australian general population. The US National Council on Radiation Protection and Measurements, in collaboration with the International Commission on Radiological Protection, has been developing a biokinetic and dosimetric model for radionuclide-contaminated wounds. The finalised model is described briefly in this paper, together with the scientific basis and application. The multicompartment model uses first-order linear biokinetics to describe the retention and clearance of a radionuclide deposited in a wound site using seven default retention categories. Examples using plutonium nitrate in colloidal form and uranium in metal fragments show the behaviour of the less soluble forms of radionuclides in wounds, in which long-term retention is predicted. The data mining research agenda includes: scalability (at petabytes scales) of existing machine learning and data mining algorithms; development of grid-enabled parallel data mining algorithms; designing a robust system for brokering classifications from the LSST event pipeline (which may produce 10,000 or more event alerts per night); multi-resolution methods for exploration of petascale databases; indexing of multi-attribute multi-dimensional astronomical databases (beyond spatial indexing) for rapid querying of petabyte databases; and more.

The primary aims of the BESS-Polar program are precise measurements of the low-energy antiproton spectrum and search for cosmologically significant antimatter, which would provide new clues to understand the early Universe. The second flight (BESS-Polar II) over Antarctica was successfully carried out in December 2007 - January 2008. We performed 24.5 days scientific observation just at the solar minimum. The payload worked well during the flight and 4.7 billion cosmic-ray events were collected, which corresponds to 10-20 times statistics of the BESS data taken in the previous solar minimum period (1995 and 1997). Based on the BESS-Polar II data, we will present recent preliminary results of cosmic-ray antiproton measurements and sensitive search for antimatter. (authors)
Bioethanol (fuel alcohol) has been produced by industrial alcoholic fermentation processes in Brazil since the beginning of the twentieth century. Currently, 432 mills and distilleries crush about 625 million tons of sugarcane per crop, producing about 27 billion liters of ethanol and 38.7 million tons of sugar. The production of bioethanol from sugarcane represents a major large-scale technology capable of producing biofuel efficiently and economically, providing viable substitutes to gasoline. The combination of immobilization of CO2 by sugarcane crops by photosynthesis into biomass together with alcoholic fermentation of this biomass has allowed production of a clean and high-quality liquid fuel that contains 93% of the original energy found in sugar. This is a thought piece on data-intensive science requirements for databases and science centers. It argues that peta-scale datasets will be housed by science centers that provide substantial storage and processing for scientists who access the data via smart notebooks. Next-generation science instruments and simulations will generate these peta-scale datasets. The need to publish and share data and the need for generic analysis and visualization tools will finally create a convergence on common metadata standards. Database systems will be judged by their support of these metadata standards and by their ability to manage and access peta-scale datasets. The procedural stream-of-bytes-file-centric approach to data analysis is both too cumbersome and too serial for such large datasets. Non-procedural query and analysis of schematized self-describing data is both easier to use and allows much more parallelism.
This paper describes the results of a French-Lebanese scientific cooperation, between 2001 and 2005, about 'Rational use of energy in the residential buildings in Lebanon and adaptation of an energy certification procedure'. The aim of this project is to promote the energy efficiency in the existing residential buildings in Lebanon, using an energy certification procedure, and to evaluate the energy certification foresight with prospective methods. The paper first describes an energy investigation in Lebanese residential buildings, and the energy certification procedure. It presents the foresight methodology implemented to identify the key variables and the actors. Finally, the paper exposes the morphological method which allows to elaborate three scenarios of energy performance certification. These scenarios are presented in order to provide a decision making for the actors of the Lebanese energy policy.

An assessment was undertaken of the risk of liver cancer in the USA associated with aflatoxin ingestion from peanuts. Both laboratory-animal data and epidemiological data collected from the scientific literature and several prominent mathematical extrapolation techniques were used. Risk estimates differed by a factor of greater than 1000 when the extrapolated results of three selected animal studies were analysed. Dose-response data for the male Fischer rat, the most sensitive mammalian species studied, produced an estimate of 158 cases of liver cancer per year in the USA at current levels of aflatoxin exposure. An estimate of 58 annual cases was predicted on the basis of epidemiological data of populations in Africa and Thailand.

DVR project concerns the creation of a virtual reality OpenGL system for desktop applications in archaeology. The main goal is the creation of a 3D information system using the real time interaction of OpenGL environments. The first case study implemented is the Vettii House, one of the most important and outstanding monuments in Pompei. The virtual reconstruction of these architectural models is based on very detailed photogrammetric surveys and it is connected with information layers and archaeometric data-bases regarding the state of conservation of walls, structures and any type of materials of the monument. A full 3D interface characterizes the system, comprising a high resolution texturing with detailed volumetric and geometric data. Finally, for the future, the project plans to fit the system for scientific and end users through the installation of stations on site.
A study was performed to examine currently recommended meteorological measurement programs and atmospheric transport and diffusion prediction models for nuclear power plants to determine their adequacy for plants located in coastal zones where meteorological conditions are normally more complex than at inland sites and to make recommendations for changes to improve current procedures. Recommendations were based on an extensive literature review and on studies of coastal meteorology and diffusion. The study was focused on the following areas: coastal internal boundary layers; tower location; instrument heights; atmospheric stability classification; plume meander; and diffusion calculations. Each of the areas is discussed with appropriate recommendations which were made with respect to either the scientific or the regulation aspects of current procedures or both. Other potential problem areas are also pointed out.
Ion beams of halogens can be produced either positively or negatively charged, depending on the employed ion source. At CERN-ISOLDE, although positively charged fluorine and astatine can be obtained from a hot plasma ion source, they are often contaminated by isobars and molecular sidebands. This has generated a request from the scientific community for fluorine and astatine negative ion beams free of contaminants. The high selectivity ensured by the surface ionisation process also makes negative beams of chlorine, bromine and iodine highly attractive. However, the efficiency figures for negative surface ionisation of fluorine and astatine were lower than the ones from the hot plasma. Here we report our R and D on new surface ion sources suitable for the production of negative halogen beams.
We present a proposal for a combined ICARUS & NOE general purpose detector, to be installed in Hall B of the Gran Sasso Laboratory.The main scientific goal is the one of elucidating in a comprehensive way the pattern of neutrino $9 masses and mixings, following both (1) the S-KAM results and (2) the predictions on atmospheric neutrinos of the large solution of the Solar Neutrinos deficit. To achieve these goals, the experimental method is based upon the $9 complementary and simultaneous detection of CERN beam (CNGS) and cosmic ray (CR) events. This is made possible because of the complete isotropy of the detection technique. For the currently allowed values of the S-KAM results, both $9 CNGS and cosmic ray data will give independent measurements and provide a precise $(sin^{2}2\\theta; \\Delta m^{2})$ determination rather than a wide band of allowed values. Penile rehabilitation therapy following radical prostatectomy is a much debated topic. Erectile dysfunction is still a significant contributor to postoperative morbidity following radical prostatectomy, despite meticulous nerve-sparing technique. Secondary smooth muscle changes in the penis have been identified as the underlying causes of penile atrophy, veno-occlusive dysfunction, and fibrosis. Initial observations that intracavernous injection therapies used on a regular basis postoperatively resulted in improvements in the return of spontaneous erectile function led to the development of penile rehabilitation protocols. Chronic dosing of PDE-V inhibitors is now commonly used by urologists after radical prostatectomy. Despite the current enthusiasm of penile rehabilitation therapy, current scientific evidence with clinical trials is still limited. PMID:19255627

This paper describes the design and operating experience with a high performance control system tailored to the requirements of the SuperHILAC accelerator. A large number (20) of the latest 16-bit microcomputer boards are used in a parallel-distributed manner to get a high system bandwidth. Because of the high bandwidth, software costs and complexity are significantly reduced. The system by its very nature and design is easily upgraded and repaired. Dynamically assigned and labeled knobs, together with touch-panels, allow a flexible and efficient operator interface. An X-Y vector graphics system provides for display and labeling of real-time signals as well as general plotting functions. This control system allows attachment of a powerful auxiliary computer for scientific processing with access to accelerator parameters.

Hertz's experiments were designed to bring a solid experimental evidence in favor of one of them. The modern scientific method applied to analyze Hertz's experimental approach as well as the analysis of his laboratory notes, dairy and private letters show that Hertz's "\\textit{crucial}" experiments cannot be considered as conclusive at many points as it is generally implied. Cuphea, a relatively unknown plant outside the scientific community, might someday provide valuable oils for manufacturing soaps, detergents, surfactants, and lubricants, and may have medical, nutritional and dietetic applications as well. Unique properties of oils found in its seed make cuphea a potentially valuable new crop for the USA. Its seeds contain large quantities of medium-chain fatty acids such as lauric acid, which is used in manufacturing soaps and detergents. Other medium-chain fatty acids in cuphea can be used for clinical treatment of rare human ailments associated with fat absorption. New uses for the fatty acids in the seed may be developed and economic conditions may change, making the crop more or less valuable.

Safety culture star-class assessment criterion is presented and safety culture star-class assessment system is developed by using Visual Basic 6.0 and BP neural network. The system has a better generalization ability, and it can show exactly which phase the safety culture is in. A strategy for the management of the disposal of low-level radioactive wastes into coastal zones and ocean waters has developed over the past three decades. While there has been a substantial increase in the number of international and required agreements there has also been a concomitant improvement in our understanding of the ocean and the processes at work within it. This has allowed more rigorous and reliable assessments to be made of the radiological consequences. With the continued development of basic guidelines of radiological protection by the International Commission on Radiological Protection (ICRP) methodologies have been formulated to derive the fundamental scientific requirement - the relationship between disposal or release rate to the ocean and the resultant radiation dose to exposed human populations.

The Linac Coherent Light Source [1] (LCLS) at SLAC National Accelerator Laboratory is preparing for the arrival of its first scientific users in the fall of 2009. LCLS is the world's first free-electron in the spectral range 800-8,000 eV, producing intense, sub-picosecond pulses of Xrays with very high spatial coherence. Industrial radiography accounts for approximately half of all the reported accidents for the nuclear related industry, in both developed and developing countries. This Safety Report is the result of a review made of a large selection of accidents in industrial radiography reported by regulatory authorities, professional associations and scientific journals. A small, representative selection of 43 accident descriptions has been used to illustrate the primary causes of radiography accidents, and a set of measures provided to prevent the recurrence of such accidents or to mitigate the consequences of those that do occur. The latest figures published by the Science and Engineering Indicators report reveals that in 2003, 33% of faculty in science and engineering departments at research universities were foreign-born, a number that has more than doubled in thirty years. Foreign-born faculty members comprise an important part of the scientific enterprise that has been understudied. The purpose of this study is to examine the job satisfaction patterns of scientists and engineers by status of birth using a very large and comprehensive National Science Foundation (NSF) dataset, the Survey of Doctoral Recipients (SDR). The results of the study indicate that foreign-born scientists and engineers are less satisfied in several areas of their work life as compared to their US-born peers.

An unprecedented mobilization at all levels is being established in order to fight against the effects of climate change and announcements are increasing each week with proposals of ever more ambitious plans of action. A new landscape is beginning to take shape from a more varied energy supply with less carbon. This new order highlights several central R/D areas which are to be developed and which re described in the first part of this article. How are these plans of action going to be put into practice in the field, within the dynamics of the great unifying project 'Grenoble University of Innovation'? How can the innovation process be speeded up to quickly find answers to all these questions? How can all scientific disciplines be incorporated in this run-up and how can the different players be brought to interact? Discovery of better biomarkers for diagnosis, prognosis, and therapy-response prediction is the most critical task of a scientific quest aimed at developing newly designed, tailor-made therapies for patients with cancer. Consequently, a proteome wide analysis, in addition to genomic studies, is an absolute requirement for a complete functional understanding of tumor biology. Ultra-sensitive, high-performance Fourier transform ion cyclotron resonance (FTICR) mass spectrometry (MS) currently holds an important role in fulfilling the demands of biomarker discovery. In this review, we describe the applicability of FTICR MS for breast cancer proteomics, particularly for the analysis of complex protein mixtures obtained from a limited number of cells typically available from clinical specimens.
Modern scientific computing involves organizing, moving, visualizing, and analyzing massive amounts of data from around the world, as well as employing large-scale computation. The distributed systems that solve large-scale problems will always involve aggregating and scheduling many resources. Data must be located and staged, cache and network capacity must be available at the same time as computing capacity, etc. Every aspect of such a system is dynamic: locating and scheduling resources, adapting running application systems to availability and congestion in the middleware and infrastructure, responding to human interaction, etc. The technologies, the middleware services, and the architectures that are used to build useful high-speed, wide area distributed systems, constitute the field of data intensive computing. This paper explores some of the history and future directions of that field.
The mission of the Health and Safety Research Division (HASRD) is to provide a sound scientific basis for the measurement and assessment of human health impacts of radiological and chemical substances. The purpose of this paper is to check up a GPS (global positioning system) impact on scientific research activities of the Geodetic Society of Japan. First, it is mentioned that the conventional geoid-based concept of 'gravity anomaly' should be changed to a new definition, according to the GPS-determined ellipsoidal height system. Secondly, the results of many experiments, which have been made to monitor ocean-plate motions relative to the Japanese island-arcs, demonstrate that GPS is a powerful tool for obtaining temporal changes in horizontal displacement induced by the plate motion. Therefore, it is suggested that terrestrial measurements, such as triangulation and long-range leveling, would be replaced by GPS measurements in near future. Moreover, it is pointed out that GPS geodesy should play an important role in monitoring secular sea level trend due to global warming of the atmosphere and ocean. 19 refs., 4 figs.

The study of extragalactic planetary nebulae (EPN) is a rapidly expanding field. The advent of powerful new instrumentation such as the PN spectrograph has led to an avalanche of new EPN discoveries both within and between galaxies. We now have thousands of EPN detections in a heterogeneous selection of nearby galaxies and their local environments, dwarfing the combined galactic detection efforts of the last century. Key scientific motivations driving this rapid growth in EPN research and discovery have been the use of the PNLF as a standard candle, as dynamical tracers of their host galaxies and dark matter and as probes of Galactic evolution. Recent developments in rechargeable Li-ion battery technology include the use of lithium-carbon compounds instead of metallic anodes. Non-graphitizable carbons offer high capacity as the anode material but it's large irreversible capacity must be solved. The ultimate goals of the present work are to understand the origin of the high capacity and large irreversible capacity in conjunction with the structural change due to Li intercalation and thus to establish a scientific basis for optimizing their performance in real batteries. 'House of cards' model is considered and emphasis is given to find out the size of the pores present in the carbon fibers prepared from an isotropic petroleum pitch and heat treated at 1200degC. Small angle neutron scattering and wide angle neutron scattering results provide enlargement of pores and d-spacing of grapheme layers after Li intercalation. (author)
Understanding the processes responsible for coastal change is important for managing our coastal resources, both natural and economic. The current scientific understanding of coastal sediment transport and geology suggests that examining coastal processes at regional scales can lead to significant insight into how the coastal zone evolves. To better identify the significant processes affecting our coastlines and how those processes create coastal change we developed a Coupled Ocean-Atmosphere-Wave-Sediment Transport (COAWST) Modeling System, which is comprised of the Model Coupling Toolkit to exchange data fields between the ocean model ROMS, the atmosphere model WRF, the wave model SWAN, and the sediment capabilities of the Community Sediment Transport Model. The goal of this project was to increase the high-temperature strength of the H-Series of cast austenitic stainless steels by 50% and the upper use temperature by 86 to 140 degrees fahrenheit (30 to 60 degrees celsius). Meeting this goal is expected to result in energy savings of 35 trillion Btu/year by 2020 and energy cost savings of approximately $230 million/year. The higher-strength H-Series cast stainless steels (HK and HP type) have applications for the production of ethylene in the chemical industry, for radiant burner tubes and transfer rolls for secondary processing of steel in the steel industry, and for many applications in the heat treating industry, including radiant burner tubes. A highly effective and economical apparatus was developed by the All-Union Scientific Research Institute for Energy and Nonferrous Metallurgy for cleaning waste gases from cupola and electric arc steel melting furnaces --- the ''Ural'' rotoclone, which has been successfully introduced in many enterprises. Bioethics--the study of ethical issues in science and medicine--has grown to become a significant academic and service-oriented discipline with its own research centers, conferences, journals, and degree programs. As these issues have moved to the center of public debate, the law has assumed an increasingly important place in the discipline of bioethics. Today, embryonic stem cell research stands out as a critically important issue about which the U.S. has neither ethical consensus nor clear, comprehensive regulation. The ethical debate centers on the fact that stem cell research involves the destruction of very early human embryos. This article provides a brief scientific background followed by a discussion of key ethical and legal/regulatory issues that surround embryonic stem cell research.

Most countries worldwide nowadays apply Environmental Assessment (EA) as an ex ante tool to evaluate environmental impacts of policies, plans, programmes, and projects. However, the application and performance of EA differ significantly. Scientific analysis of how EA performs mainly focuses on two levels: the micro (or project) level and the macro (or system) level. Macro level analysis usually focuses on institutions for EA and the organisation of stakeholder interaction in EA. A brief survey of present air pollution abatement requirements relevant to domestic heating systems is followed by a comparative evaluation of the latest results worked out on the part of boiler and burner manufacturers, and the legal requirements and existing regulations. Details are given on the limiting values required by law, the regulations valid for domestic heating systems, and the values fixed according to scientific knowledge and research results (development of NO{sub x} and CO, flame temperature dependence, table comparing CO and NO{sub x} limiting values for different types of burners and boilers). This project is concerned with a basic scientific question concerning the properties of coal--to what extent is the ability of coal to hold moisture a manifestation of the well-known ability of coal to swell, when exposed to good solvents The question implies that the long-held belief that coal holds a significant portion of its moisture by classical capillary condensation processes, is possibly in error. It is likely that a sound approach to permanent drying would involve highly crosslinking the coal at mild drying conditions. The crosslinked coal could not swell sufficiently to hold much water. We introduce a multi-layered image cache system that is designed to work with a pool of rendering engines to facilitate an interactive, frameless, asynchronous rendering environment. Our system decouples the rendering from the display of imagery. Therefore, it decouples render frequency and resolution from display frequency and resolution, and allows asynchronous transmission of imagery instead of the compute/send cycle of standard parallel systems. It also allows local, incremental refinement of imagery without requiring all imagery to be re-rendered. Images are placed in fixed position in camera (vs. world) space to eliminate occlusion artifacts. Display quality is improved by increasing the number of images. Interactivity is improved by decreasing the number of images.
Theoretical and experimental data which have defined and/or extended the effectiveness of remote sensing operations are explored, with consideration given to both scientific and commercial activities. The remote sensing of soil moisture, the sea surface, and oil slicks is discussed, as are programs using satellites for studying geodynamics and geodesy, currents and waves, and coastal zones. NASA, Canadian, and Japanese radar and microwave passive and active systems are described, together with algorithms and techniques for image processing and classification. The SAR-580 project is outlined, and attention is devoted to satellite applications in investigations of the structure of the atmosphere, agriculture and land use, and geology. Design and performance features of various optical scanner, radar, and multispectral data processing systems and procedures are detailed.
