This additional protocol to the agreement between France, EURATOM and the IAEA aims at reinforcing the nuclear weapons non-proliferation regime. This protocol widens the field of competences of the IAEA with the supply of new information relative to: the civil nuclear cooperation between France and countries having no nuclear weapons in the domain of fuel cycle; the regular inspection of French nuclear facilities; the trade (import and export) of medium- or high-level radioactive wastes containing plutonium, highly enriched uranium or {sup 233}U, and the trade of some non-nuclear equipments or materials with countries having no nuclear weapons. The protocol defines also some practical dispositions relative to the delays and periodicity of controls, to the transmission of data, to the appointment of IAEA inspectors and their access to the facilities and sites considered. The list of the activities and equipments covered by the protocol are given in appendixes. (J.S.)

In consistency with the increasing requests from Member States for establishing radiotherapy programmes, an IAEA Technical Co-operation project was initiated in Latin America aimed at improving the physical aspects (as a complement to the clinical issues) of quality assurance in radiotherapy; this ARCAL XXX project (RLA/6/032) was classified as a Model Project of the IAEA. Among the important outcomes of the project were (i) the training of a considerable number of medical physicists in hospitals of the region, (ii) the development of a protocol for quality control procedures, and (iii) the organization of quality audit site visits (to the participant countries) where the implementation in hospitals of the developed quality control procedures is verified. This publication presents seven national case studies from a coordinated research project on Indicators for Sustainable Energy Development conducted during the 2002-2005 time period. The project was led by the International Atomic Energy Agency (IAEA) in cooperation with the United Nations Department of Economic and Social Affairs (UNDESA). The case studies were developed by research organizations from Brazil, Cuba, Lithuania, Mexico, Russia, Slovakia and Thailand. This publication is being issued just prior to the 15th session of the United Nations Commission on Sustainable Development for which energy for sustainable development is a major theme. Reinterpretation of the South Florida basin reveals that it was a keep-up carbonate shelf during the Lower Cretaceous. Until the Cenomanian, it was connected to the Bahamas and the Cay Sal Bank north of Cuba. The Cenomanian sea level rise was at least partially responsible for the formation of the Florida Straits, isolating the platform. The combination of an abrupt worldwide rise in sea level and subsidence caused the South Florida platform to founder, ending shallow-water and evaporitic sedimentation over the majority of the shelf. The Cay Sal and Bahamian platforms remained as active shallow shelves separated by the Old Bahamas Channel. The Lower Cretaceous sediments are characterized by shallow shelf limestones, dolomites, and evaporites (mostly anhydrite). The evaporite-rich sections, originally thought to represent basinal facies, are reinterpreted as supratidal to shallow subtidal evaporites, based on examination of core and cuttings. A plan has been put forth to strategically thin northern California forests to reduce fire danger and improve forest health. The resulting biomass residue, instead of being open burned, can be converted into ethanol that can be used as a fuel oxygenate or an octane enhancer. Economic potential for a biomass-to-ethanol facility using this softwood biomass was evaluated for two cases: Stand-alone and co-located. The co-located case refers to a specific site with an existing biomass power facility owned by Wheelabrator Environmental Systems Inc. near Martell, California. A two-stage dilute acid hydrolysis process is used for the production of ethanol from softwoods, and the residual lignin is used to generate steam and electricity. For a plant processing 800 dry tonnes per day of feedstock, the co-located case is an economically attractive concept.
