The current state and need for radiation protection training in Finland have been surveyed by the Radiation and Nuclear Safety Authority STUK. The survey sought to determine whether the current requirements for radiation protection training had been met, and to promote radiation protection training. Details of the scope and quality of present radiation protection training were requested from all educational institutes and organizations providing radiation protection training. The survey covered both basic and further training, special training of radiation safety officers, and supplementary training. The questionnaire was sent to 77 educational organization units, 66 per cent of which responded. Recent studies have shown that there is a wide variety of approaches to education and training of the Qualified Expert across the European Union. National education and training programmes show often large differences in content, duration, level, the introduction of practical work, etc. As they stand, such differences are a barrier to the mutual recognition of the Qualified Expert status and, in part, are contributing to a perceived shortage in expertise in radiation protection and safety. During facial surgery for a 68-year-old man, a fire broke out, resulting in first- and second-degree burns after a nasal cannula ignited in an oxygen-rich environment because of improper draping and tenting. DISCUSSION: Operating room (OR) fires can be prevented if any component of the "fire triangle"-fuels, ignition sources, and oxidizers-is reduced or eliminated. The use of supplemental oxygen in the OR via nasal cannulae, nebulizers, and oxygen cylinders must always considered a potential source of fire. The National Oilheat Research Alliance (NORA) has been formed and is currently working to establish a Congressionally approved oilheat check-off program to provide funding for research, education, training, safety, and marketing to benefit the US oilheat industry. This report describes the empirical research into barriers to energy efficiency in the German higher education (HE) sector. It is one of nine such reports in the BARRIERS project. The report contains description and analysis of six case studies of energy management in German universities. The results are analysed using the theoretical framework developed for the BARRIERS project (Sorrell et al., 2000). The report also provides brief recommendations on how these barriers to the rational use of energy (RUE) may be overcome and how energy efficiency within the sector may be improved. The Jewish philosopher and educator Martin Buber (1878-1965) is considered one of the twentieth century's greatest contributors to the philosophy of religion and is also recognized as the pre-eminent scholar of Hasidism. He has also attracted considerable attention as a philosopher of education. This study looks at how education policies in colonial Korea changed over time in order to accommodate the needs of the colonial authorities during the period of Japanese colonial rule in Korea (1910-1945). The colonial experience can be divided into four different periods according to the four Educational Ordinances issued in 1911, 1922, 1938, and 1943 by the colonial government with each period corresponding to a historic event or context. The constitutive relevance of colonial discourse for an understanding of education can be found in the gradual transformation of the education sector in Korea under colonial rule. It is evident that Japanese colonial policy was inherently contradictory in principle and in practice. The objectives of the Forum were to share experiences and best practices, create linkages and encourage collaboration in order to make education more accessible to nomadic communities. Although a large number of different organisations offer various forest education programmes within Germany, specific information (i.e., sectoral and programme content and provision at a state level) is lacking. This study used a survey of all 61 forest education organisations (43 respondents) in the state of North Rhine-Westphalia, Germany, to evaluate its forest education sector, with a specific focus on the organisations, demand for its services, forest educational programmes and framework conditions. This paper examines the availability and adequacy of schools' infrastructural facilities for implementation of the Universal Basic Education program in Nigeria. Adopting the "ex post facto" design, the researchers used existing school data on physical facilities, including a survey of key stakeholders in the education sector. Data analysed revealed inadequacy of physical facilities for effective implementation of the UBE program. It was accordingly recommended that government at the national, state and local levels show better commitment to the implementation of the Universal Basic Education program. This study examined the life histories of a group of emerging scholars in the field of mathematics education who identify themselves as having a particular interest in and concern for issues of equity and diversity. Experiences of being the "other," "bearing witness" to "othering experiences," and "orienting experiences" in relation to issues of equity proved to be prominent themes in participants' life histories. These experiences were then linked to the positionality that these scholars now have in relation to their research in mathematics education.
A reciprocal relationship informing both research and practice is one of the primary goals in the emerging field of Mind, Brain, and Education (MBE), yet the field has little documentation and analysis of such collaborations. In this article, we present case studies of three research-practice partnerships taking place between scientists and educators. Lack of access to basic education leads to diminished individual and national capabilities, therewith furthering cycles of poverty. An equitable education system meeting basic learning needs represents not only a human right, but also a means for reducing poverty, promoting productivity, and sustaining development. The Government of China--the most populous developing nation, the majority of whose citizens live in rural areas--has been committed to universalizing nine-year compulsory education among school-aged children and eliminating illiteracy among youths and adults aged 15-45. This study examines lessons learned from China's efforts in these areas. It also reports on current challenges and trends in a new national initiative for achieving high-quality universal basic education by the year 2007.
The Education for All-Fast Track Initiative (FTI) grew out of the "New Focus on Education for All" communique of the G-8 when Canada hosted the summit in 2002 at Kananaskis. As Canada prepares again to host the G-8, and Korea assumes leadership of the newly-empowered G-20, it is a valuable moment to revisit and re-think the current global education architecture. By adopting some of the recommendations from the recent independent evaluation of the FTI and borrowing some lessons from global partnerships in other sectors, the FTI could set a new course toward the achievement of universal basic education. The FTI should broaden and strengthen the role of diverse stakeholders from developing countries and civil society in its governance structure in order to fully harness the energies of these stakeholders in resource mobilization and effective implementation. In this article we explore ways in which pro-market discourses have been interpreted in policy initiatives in Argentina since the 1970s. Our argument is that even though pro-market discourses have guided reforms in many aspects of public policies in Argentina, the arena of education has overall been resistant to taking them up. This paper analyses the effectiveness of non-formal schools for working children in Jalandhar, Punjab, India, in mainstreaming child labourers into the formal education system through incentivised, informal schooling. Using a family fixed effects model and sibling data as an equivalent population comparison group, I find that the non-formal schools effectively provide an alternative to formal primary education and also show high success rates of mainstreaming and maintaining children into post-primary education relative to the control group. The population doses and risks of stochastic effects from occupational exposures in Japan in 1978 were estimated on the basis of a nation-wide survey. The survey was conducted on annual collective dose equivalents by sex, age group and type of radiation work for about 82,500 workers other than the workers in nuclear power stations. The data on the workers in nuclear power stations were obtained from the offitial publication of the Japan Nuclear Safety Commission. The total number of workers except for nuclear power stations was estimated to be about 170,000 persons. The purpose of the study was to investigate the adequacy of educational services available for the implementation of the ideals of the Universal Basic Education (UBE) in Southern Nigeria. Using the multistage sampling technique, 800 primary school teachers were selected from the three geo political zones in Southern Nigeria as participants in the study. However, 1457 usable copies of the questionnaire administered to participants were used for the final study. The doctorate in Counselor Education and Supervision is the terminal degree in the field of counselor education within the U.S. The authors surveyed CACREP-accredited doctoral programs to assess department characteristics, clinical experience and credentials, research experience, and the admission, retention, and evaluation of students. Results indicated that the PhD was a preferable degree to other degree offerings. Home economics is a dynamic field that imparts knowledge intended to help people adapt to their environment by making effective use of human and material resources. Hence, the profession values global concerns for the environment, human rights, health, and well-being. In Nigeria, home economics teachers must also consider the role they play in programs such as family life education, poverty alleviation, and universal basic education. In particular, home economics is one of the subjects through which core messages of the country's Population and Family Life Education program are to be integrated at the secondary school level. Health information technology initiatives created the framework for a national health information infrastructure that concomitantly fostered a need to build intellectual capacity within our current and future health information management (HIM) work force. Results from the 2008 HIM Educator Survey are discussed. Developed for voluntary electronic participation, the survey comprised a series of questions about educators' professional interests and responsibilities. Summary data from the 402 respondents are provided and highlight areas such as academic rank, teaching status, salary range, levels of interest in various issues, and use of virtual learning tools. Data from this survey provide insights into the concerns and challenges many HIM educators face in today's training institutions and suggest implications for future directions in work force training and professional development within the HIM field. This paper is part of a study that assessed the level of commitment of primary schools of remote area dwellers (RADs) to basic education between October 2004 and April 2005. The research question focused on the level of commitment of schools to universal basic education, school-community partnership in school governance and parental involvement in the way the curriculum was delivered. Questionnaire and interviews were used. The results show a significant relationship between teachers' perceptions and variables such as district, qualifications, age, location, and experience. There is consistency between teachers' perceptions and children's academic performance. It has been found that learner achievement in RADs schools is low and that parents are not actively involved in their children's education due to the policy environment and school management practices.

This study, part of OECD/CERI's project on Measuring the Social Outcomes of Learning, investigates the relationship between educational attainment and political participation in Austria. First, a model based on various theoretical considerations is introduced. This incorporates direct educational effects as well as indirect effects that occur through material resources, social capital, civic orientations and values. Using a multivariate analytical approach the model is applied to the 2002 European Social Survey. Three forms of political participation are distinguished, namely voting, elite-directed and elite-challenging activities. Educational attainment is found to have significant effects on all three types but the strongest impact is on elite-challenging activities. W. E. B. Du Bois, one of the brightest lights in African American history, wrote a sparkling critique of the American social and economic system originally planned as part of the Bronze Booklets series, edited and published by Alain Locke and the Associates in Negro Folk Education. The piece was never published and has, until now, been lost to the annals of adult education history. Using historical evidence, the authors examine Du Bois's Basic American Negro Creed and the circumstances that led to its exclusion from the series. It is argued that the Creed was far too radical for the liberal minded Carnegie Corporation and its leaders who were only interested in accommodating adult education for Blacks through the AAAE funded Bronze Booklets. The exclusion of the Creed represents an example of repressive tolerance by the AAAE.
The study surveyed urban women's use of information media and drew attention to the implications for women in leadership positions and non-formal education. A questionnaire containing structured and unstructured items was administered to 300 women resident at Nsukka urban town Enugu State, Nigeria. One hundred and twenty-five usable copies were used for the data analysis. The findings show that oral media are the most popular among women irrespective of level of education and type of occupation. The level of education influenced the use of radio and television. Popular radio and television programmes among women include newscasts, socio-cultural programmes, music and drama. Quality of education is a determining factor in a nation's competitiveness. Although Mexico has made tremendous progress toward achieving universal basic education, school quality has not kept pace with enrollment increases, especially in rural areas. Innovations at the federal and state levels to raise the quality of basic education in Mexico include decentralizing the education system, thereby giving the states more control over education, and creating the Carrera Magisterial, a program of incentives and professional development for teachers. The first part of this paper shows that early in their professional lives, teachers in basic public schools are better paid than other comparable groups. A study described part-time and small farmers (PT/SF) on the basis of their demographic characteristics and determined their farm management educational needs. Findings revealed that the majority of the PT/SF were males who operated farms of 50-150 acres for 11 or more years, were 35-44 years of age, and were high school graduates who principally produced crops. The four areas of farm management education needed by PT/SF were farm tax management, marketing farm products, determining farm insurance needs, and farm recordkeeping. The article draws on interpretive frameworks from diffusion research and social network analysis to explore one particular "travelling reform"--outcomes-based education--that went global. The argument is made that by virtue of studying late adopters of a travelling reform one is examining globalisation. The cases in point for late adoption are Central Asian education systems (in particular Mongolia and Kyrgyz Republic) that borrowed outcomes-based education reforms at a time when the popularity of similar reforms were already in decline in other countries, notably in New Zealand, Australia and South Africa. The emphasis of this study is on the timing of policy borrowing, and it is suggested that more attention is given to the economics of policy borrowing. (Contains 3 notes.)
It has been widely assumed that South Africa has achieved universal basic education. Through an analysis of the 2001 census and two national enrolment datasets rather than statistical projections, this study re-examines this assumption and provides new estimates of enrolment levels in primary, basic and secondary education. Using GER, NER, and ASER indicators, disaggregated by gender and province, the study shows that access to education in South Africa is not as widespread as published sources note. While statistics show that national access levels are lower than prevailing estimates, the relatively high levels of access in some of the most disadvantaged provinces suggest the need to re-evaluate assumptions about targets for universal access for developing regions. In addition, the analysis reveals South Africa's unexpected and provocative gendered patterns of access and participation.

These advancements have been made through the establishment and refinement of quality research indicators. Unfortunately, this progress has mostly eluded the arena of juvenile justice special education research. The purpose of this article is to review juvenile justice literacy studies and provide juvenile justice personnel and researchers with methodological and practical considerations for improving the quality of juvenile justice literacy research. The focus is on advancing group designs. Practical concerns are based on the first-year experiences of researchers who implemented an Institute of Education Sciences Goal 3 study with the aim of determining the efficacy of literacy instructional programs in a juvenile justice setting.

In this paper the authors describe the ways poststructuralist discourses assisted us to reading and reflection on data collected as part of a traditional survey-style research study. The study--generated in response to widespread concern about falling male enrolment rates at the authors' regional university--focused upon factors affecting rural male school-leavers' decisions about postschool destinations, and upon these students' attitudes to higher education. In the paper that follows, the authors contest the dominant discourses that are frequently drawn on to explain differences in male and female higher education enrolment trends. Beginning teachers need to understand social factors affecting rural communities so they can link lessons to the realities experienced by students. Geographic isolation affects the provision of education in terms of time taken to travel, cost, terrain, and technology. Rural communities have groups that are socially isolated from each other and from the staff in schools. In order to teach effectively, teachers need to be aware of the social context of the community in which they live and work. This article analyses the emergence of the Reseau Education Sans Frontieres (RESF) in France, a movement that emerged in response to fear about the deportation of immigrant children who were pupils in French schools. Mobilising ethical concerns about children's welfare, the movement has been able to create public debate about the French State's moral responsibility to protect these children of 'sans-papiers'. Based on qualitative research, this article analyses the membership of RESF and its modes of action to show how this mobilisation has taken place, stressing the importance of 'everyday interactions' in this mobilisation, and the use of new frames of moral injustice concerning children's welfare.
This paper explores how an aid-funded Ph.D.-programme in mathematics education instituted in some Southern African Development Community countries measures up to issues related to research capacity development projects. The research capacity development programme is described and reflected against mutual benefit, relevance, sustainability and prioritization of the location of project funding expenditure--some of the constructs in the discourse on research capacity development initiatives. It is found that the benefits of the programme are indeed mutual; the outcomes regarding relevance and sustainability are more uncertain and the location of expenditure of the funding is not overtly in favour of the donor country.
At the importance increase of UT (ultrasonic testing) with the application of rules on fitness-for-service for nuclear power plants, JAPEIC (Japan power engineering and inspection corporation) started education training for defect detection and sizing technique. Weld joints specimen with EDM (Electro-Discharged Machining) notches, fatigue cracks and intergranular stress corrosion cracks were tested and practiced repeatedly based on a modified ultrasonic method and the defect size measuring accuracy of the trainees was surely improved. This paper engages in a critical discussion of the key features delineated by the other authors in this Special Issue thus serving as an end-piece for the issue. In particular it touches on three significant concepts. Firstly, it reinforces the importance of context, particularly cultural context in the conduct of research in Confucian cultural settings. Second, as an illustration, it offers a critical perspective on the cultural assumptions that underpin the development of Chinese higher education. Finally, it concludes with some reflections on how other papers in this Special Issue contribute to our understanding of research in CHC contexts.
Primary design criterion for this division`s education activities is directly related to meeting the goal of environmental compliance on an accelerated basis and cleanup of the 1989 inventory of inactive sites and facilities by the year 2019. Therefore, the division`s efforts are directed toward stimulating knowledge and capability to achieve the goals while contributing to DOE`s overall goal of increasing scientific, mathematical, and technical literacy and competency. In recent years, several groups, including the physician assistant, health information management, ophthalmic medical technician/technologist, and athletic training review committees, have left the Commission on Accreditation of Allied Health Education Programs (CAAHEP) system to form their own, profession-specific accrediting bodies. Their motivation was typically a desire for greater professional visibility and autonomy. Combined, these professions represented one third of the CAAHEP's programs. During the 1990s, a debate took place in Sweden concerning Conductive Education. Proponents of this method focused their critique on the role and methods of physiotherapists but this profession was not active in the debate. Instead, the medical profession came out as defenders of habilitation services and methods. Departing from sociology of the professions, our objective in this article is to analyze the physiotherapists' silence in relation to the profession's position and its relation to the medical profession. The analysis is based on data from interviews with members of habilitation teams and other key persons, and on documents. Many non-domestic buildings, built recently in the UK, use natural means to provide ventilation for indoor air quality and thermal comfort. This paper presents monitoring results obtained from such a purpose built naturally ventilated educational building. Its performance during the summer is discussed based on monitored results. Using thermal and ventilation modelling, the paper also discusses the optimisation of the building's summer performance. Recommendations on the selection of appropriate ventilation strategies in relation to the prevailing external conditions are derived and the appropriateness of the control methods is discussed. The demand for energy management in teaching packages of Higher Vocational schools in the Netherlands and the possibilities to implement energy management into the different sectors of this school type have been investigated. The Reliability Data Management System (RDMS) for safety systems of PHWR type plants has been developed and utilized in the reliability analysis of the special safety systems of Wolsong Unit 1 with plant overhaul period lengthened. The RDMS is developed for the periodic efficient reliability analysis of the safety systems of Wolsong Unit 1. In addition, this system provides the function of analyzing the effects on safety system unavailability if the test period of a test procedure changes as well as the function of optimizing the test periods of safety-related test procedures. The RDMS can be utilized in handling the requests of the regulatory institute actively with regard to the reliability validation of safety systems.
This paper explores the current trends in development of technology-neutral safety requirements to be used in the regulation of future nuclear power reactors and the role of the quantitative safety goals in the design of reactor safety systems. Establishing the requirements concerning the reliability of safety functions rather than on particular systems employed to achieve the functions, as well as the use of the recommendations of the International Commission on Radiological Protection (ICRP) on protection against potential exposure could form the basis of a technology-neutral framework for safety requirements on new reactor designs. The objective of Configuration Risk Management Program(CRMP) is to maintain the safety level by assuring the defense-in-depth of nuclear power plant while the configurations are changed during plant operations, especially for the LP/SD. Such a safety purpose can be achieved by establishing the risk monitoring programs with both quantitative and qualitative features. Generally, the quantitative risk evaluation models, i.e., PRA models are used for the risk evaluation during full power operation, and the qualitative risk evaluation models such as safety function assessment trees are used. Through this study, safety function assessment trees were developed.

The Advanced Test Reactor (ATR) at the Idaho National Engineering Laboratory was designed with some passive safety response attributes which contribute to the safety of the facility. The three passive safety attributes being evaluated in the paper are: 1) In-core and in-vessel natural convection cooling, 2) a passive heat sink capability of the ATR primary coolant system (PCS) for the transfer of decay power from the uninsulated piping to the confinement, and 3) gravity feed of emergency coolant makeup. The paper is presented in two parts. Part 1 reviews the research on state policy settings and the factors that tend to support policy change. This part focuses attention on the ways that state policymakers appear to learn from what is going on elsewhere and incorporate new ideas into their policy agendas. Mitsubishi is now developing a new Pressurized water reactor (PWR), the Mitsubishi simplified PWR (MS-PWR), which has the innovative features of hybrid safety systems (an optimum combination of passive and active systems) and cooling by horizontal steam generators. In order to confirm the feasibility of the Mitsubishi hybrid safety system, various kinds of safety analyses are performed for loss-of-coolant accident events. In parallel to these safety analysis efforts, the following thermal-hydraulic tests are to be performed: (1) thermal-hydraulic test of a horizontal steam generator; (2) integrated thermal-hydraulic test using a simulation loop for the innovative MS-PWR (SLIM).
The major feed-water line break accident is re-analyzed, which is based on Guangdong Daya Bay nuclear power station final safety analysis report, to justify the impacts of the decreasing of auxiliary feed-water flow rate on the safety margin in Daya Bay. Nuclear energy related research in Switzerland is concentrated at PSI's Nuclear Energy and Safety Research Department (NES). The activities of the department are concentrated on three main domains of: Safety and related problems of operating plants; safety features of future reactor and fuel cycles; waste management. Comprehensive assessments of energy systems are carried out in cooperation with PSI's General Energy Research Department. Many of the programs are part of collaborations with universities, industry, or international organisations. Progress in 2000 in these topical areas is described in this report. A list of scientific publications in 2000 is also provided.
This document reports the results of the FY 2005 PNNL VPP Program Evaluation, which is a self-assessment of the operational and programmatic performance of the Laboratory related to worker safety and health. The report was compiled by a team of worker representatives and safety professionals who evaluated the Laboratory's worker safety and health programs on the basis of DOE-VPP criteria. The principle elements of DOE's VPP program are: Management Leadership, Employee Involvement, Worksite Analysis, Hazard Prevention and Control, and Safety and Health Training.
This research investigates the impact of national culture and several institutional factors on the safety performance of society and establishes statistically significant relationships between those variables. As expected, the research results reveal that some cultural variables such as uncertainty avoidance, gender orientation and institutional variables such as the degree of law avoidance can directly influence the safety performance of the society. The findings also support the inverted u-curve (Safety Kuznet curve) hypothesis indicating even if we expect a negative trend at the beginning stage of industrialization, we can expect a positive trend in safety performance as their income level continues to improve beyond a certain point.
The Fast Flux Test Facility has provided a very useful framework for testing the advances in Liquid Metal Reactor Safety Technology. During the licensing phase, the switch from a nonmechanistic bounding technique to the mechanistic approach was developed and implemented. During the operational phase, the consideration of new tests and core configurations led to use of the anticipated-transients-without-scram approach for beyond design basis events and the move towards passive safety. The future role of the Fast Flux Test Facility may involve additional passive safety and waste transmutation tests. 26 refs.

In the United Kingdom several educational buildings were built in the last decades with a strong environmental ethos, real icons of a new generation of low-energy sustainable buildings. For some of the buildings the performance was assessed. Also in the Netherlands several new concepts were developed for sustainable schools during the last years. This is an interesting topic as many of those schools had problems concerning energy efficiency, indoor air quality and thermal comfort. In the case of sustainable schools much effort was put into the design process of the schools to try to find better solutions to face the problems of the traditional designs. We aimed to respond to the challenge of developing thematic integrated curricula as advocated by the NSTA, AAAS and other organizations analyzing the future of American science and mathematics education. Over the past two years, a successful educational outreach program has been established with a local middle school. After a letter extending educational support to the public schools was written to the Superintendent, one teacher with her many science students began making monthly trips to the facility in order to gain hands-on experience in aquaculture science. This Spanish-language master's thesis presents a study which measured special education teachers' knowledge of AIDS (Acquired Immune Deficiency Syndrome) virus transmission and their attitudes toward children with AIDS in schools. Attitudes were then related to social variables such as sex, teacher's age, and knowing someone with AIDS. A survey of 101 Oswego County, New York, special education teachers found that 52 percent had a moderate knowledge about AIDS transmission, and 48 percent of respondents had a positive perception of children with AIDS. Findings also indicated that teachers had received effective training and information about AIDS; teachers seemed to feel insecure about applying that knowledge to particular situations of possible risk; knowing people with AIDS provoked negative or inadequate perceptions of that population; and age, sex, and teaching experience were not related to teachers' perceptions or AIDS knowledge. The rod drop time event of the Daya Bay Nuclear Power Plant is caused by the malfunction of the guide tube developed by Framatome. Three temporary solutions were implemented successively and the long term solution was found in the process of searching for the root cause. The different solutions and the root cause are introduced. This article identifies the imperatives behind the need to move away from teaching based on the transmission of a lot of facts to teaching that enables students to become lifelong learners. It reminds us that the over-riding goal is an education process that maximizes the ability of teachers to teach well and of students to learn effectively. It argues that the necessary reform process can only be successful if the three components of an education programme--the curriculum, teaching strategies and assessment--are reformed simultaneously to ensure that each is designed to produce more effective teaching and learning. It points to the literature that tells us what we know about factors affecting student behaviour and, in particular, notes the crucial factor of student perception of the requirement of the assessment regime. It recommends that Biggs' model of constructive alignment is used as the organizing principle of continuing reform.

Using data on libraries collected by the Association of Research Libraries (ARL) and the Association of College and Research Libraries (ACRL), as well as fall-to-fall retention rates obtained from the Integrated Postsecondary Education Data System (IPEDS) of the National Center for Education Statistics (NCES), this study employs statistical measures of association to analyze the relationship of both library expenditures and number of professional library staff to student persistence. It seeks to demonstrate a dichotomy between official and popular discourses, and argues that there is a need for the researcher to understand and interpret the language style used in various interview settings and research publications in China. Abstract In this article, I investigate the relation between economic inequality and the decision to take up studies at the tertiary level late in life. Who exactly decides to enrol? Is it advantaged or disadvantaged groups in terms of current earnings rank, occupation, unemployment experience and social origin? Using unique register data of university applications and discrete time hazard regression models, the results show the likelihood of a late entry to be especially high for individuals who are disadvantaged to a moderate extent in terms of current earnings rank and also with some unemployment experience. The number of immigrants to Western Europe has been increasing, with immigration the subject of much controversy in contemporary Europe. In this article, we investigate the relationship between the size of the immigrant population, how natives perceive this size, and their anti-immigrant attitudes. We use data from the 2002/2003 European Social Survey covering 17 Western European countries, and we find that as a rule Western Europeans think that the immigrant population in their country is much larger than it actually is. The perceived size of an immigrant population has an impact on anti-immigrant prejudices, but the real size does not. Like many authors before us, we find that education reduces prejudice. This article explores how action research, design based research and interaction design can be combined and used in the development of educational robotic tools. Our case study is the development of Number Blocks and it combines physical interaction, learning, and immediate feedback. Number Blocks supports the children's understanding of place value in the sense that it allows them to experiment with creating large numbers. The development was done in collaboration with a class of 7-8 year old children and their mathematics teacher. The article argues that elements from different research methods allowed a structured approach to projects that combines educational research and innovation of new learning technologies. Key elements of this approach is acknowledging the users input, developing a theoretical pre-analysis and using an iterative approach.
This document describes an educational program designed to provide a pool of highly qualified administrative, technical, and managerial graduates that are familiar with the Hanford Site and business operations. The program is designed to provide work experience and mentoring to a culturally diverse student base which enhances affirmative employment goals. Short-term and long-term objectives of the program are outlined in the report, and current objectives are discussed in more detail. Goals to be completed by the year 2003 are aimed at defining the criteria necessary to establish partnerships between schools, community organizations, and human resources departments. The foundation conducts an environmental monitoring and surveillance program over an area covering much of the upper Snake River Plain and provide environmental education and support services related to INEL natural resource issues. Also, the foundation, with its university affiliates, conducts ecological and radioecological research on the Idaho National Environmental Research Park. This research benefits major DOE-ID programs including waste management, environmental restoration, spent nuclear fuels, and land management issues. Major accomplishments during CY1995 can be divided into five categories: environmental surveillance program, environmental education, environmental services and support, ecological risk assessment, and research benefitting the DOE-ID mission.

In this article I explore the political event of the Tanzanian government's interdiction of a prominent educational civil society organization in order to theorize the emerging policy heterarchy in Tanzania. Objective: Analyse the difference in school careers and secondary school qualification levels between unilateral hearing aid users and bilateral hearing aid users. Study design: Retrospective questionnaire study. Setting: Postal-based questionnaire. Participants: Names of adults known to have been fitted with unilateral or bilateral hearing aids during childhood were retrieved. This resulted in 292 names. Participants were selected using the following criteria: availability of the medical record, presence of bilateral hearing loss, completed secondary school education, normal IQ and a minimum aided word-recognition score of 70% at 10 years of age. Industrial effects have long been significant factors in wage inequality. Previous research indicates that wage differentials across industries were increasing through the mid 1980s. Using more recent data, however, we find that the level of inter-industry wage dispersion declined by 36% from 1986 to 2002 despite the continued trend towards increasing inequality in the labor force. This decline in inter-industry wage dispersion is evident across gender and educational groups. Using multilevel growth curve models, our multivariate results indicate that the decline is only weakly related to industrial changes in education, occupation or even productivity despite the fact that the latter variable had been a critical factor in the prior period. In spite of recent education reform and reorganization efforts requiring the use of research-based methods, the fundamental elements of an effective program for children and youth with emotional and behavioral disorders (EBD) have not been succinctly identified. This article presents the essential features of programs for students with EBD. Program elements include (a) qualified and committed professionals, (b) utilitarian environmental supports, (c) effective behavior management plans, (d) valid social skill and social interpretation training and social interaction programs, (e) proven academic support systems, (f) strong parent- and family-involvement programs, (g) coordinated community support mechanisms, and (h) ongoing evaluation of essential program components and student outcomes and progress. A reduced grid model of a transmission system with a number of central power plants, consumption centers, local wind turbines and a large offshore wind farm is developed and implemented in the simulation tool PowerFactory (DIgSILENT). The reduced grid model is given by Energinet.dk, Transmission System Operator of Denmark (TSO) for Natural Gas and Electricity, to the Danish Universities and the Risoe National Laboratory. Its intended usage is education and studying of interaction between electricity-producing wind turbines and a realistic transmission system. Focus in these studies is on voltage stability issues and on the ride-through capability of different wind turbine concepts, equipped with advanced controllers, developed by the Risoe National Laboratory.
French law should not be very affected when the NSC enters into force in France. This results from the fact that French law has already achieved most of the `work` to be done in the field of safety of nuclear installations as it integrated the concept of `safety culture` (i.e. high level of safety for nuclear installations) which is, actually, the main objective of this convention. The elaboration of this convention on safety of nuclear power plants took approximately 3 years. The success (i.e. adoption of the draft text by the Diplomatic Conference) was made possible because of the large technical consensus existing among experts in that field. Implementation of Title 10 Code of Federal Regulations Part 830, Subpart B Nuclear Safety Management (1) was accomplished at the Waste Isolation Pilot Plant (WIPP) in a timely and efficient manner. The primary reason the transition went smoothly was that the existing safety analysis was relatively new, initially developed in 1995, and written in accordance with the safe harbor document DOE-STD-3009 (2). The WIPP Safety Analysis Report (SAR) (3) is kept up-to-date with the unreviewed safety question (USQ) process and thorough oversight and input provided by DOE-Carlsbad Field Office (CBFO) documented in the annual safety evaluation report (SER) process.
In the revised GCFR Safety Program Plan a quantitative risk limit line has been adopted to establish requirements for the safety related functions and systems. The risk limit line is derived from an interpretation of NRC established licensing requirements, including those for LMFBR's. Multiple barriers to the progression of accident sequences are defined in the form of six Lines of Protection (LOPs). The study investigated the impact of the Universal Basic Education (UBE) programme on the phenomenon of female trafficking in South-South Nigeria. To this end, six research questions were raised. These revolved around: (i) resource situation and adequacy of training provided for repatriated trafficked victims in the service provider centre; (ii) efforts in the formal education sector of the UBE to curb female trafficking; and (iii) parents and female students' disposition toward female trafficking. In this work, a model for determining the optimal inspection and replacement periods of the safety system in Wolsung Nuclear Power Plant Unit 1 is developed, which is to minimize economic loss caused by inadvertent trip and the system failure. The society puts a great strain on these organisations to rigorously manage the risks inherent in the technology they use and the products they produce. In this book, an organisational psychology view is taken to analyse what are the typical challenges of daily work in these environments. The analysis is based on a literature review about human and organisational factors in safety critical industries, and on the interviews of Finnish safety experts and safety managers from four different companies. In addition to this, personnel interviews conducted in the Finnish nuclear power plants are utilised. Licensing difficulties and lessons learned during the safety review of Wolsong 2, 3 and 4 and future requirements are also summarized. The review was conducted, not only to confirm the design adequacy with respect to the domestic atomic laws and regulatory requirements of the vendor country, Canada, but also to reflect into the design the lessons learned from the regulatory experiences of operating Wolsong I to enhance the safety as high as practically possible. In the last two years, the VDMA work group 'Functional security' compiled a qualitative and quantitative procedure for the determination and evaluation of turbo-machine specific risks. With the calibrated risk graph for turbo-machines the requirements (Safety Integrity Level SIL) to the protective functions for turbo-machines (steam turbines, gas turbines, generators and compressors) were determined. With consideration of the legislation, the work group compiled a recommendation for the renewal and/or reconstruction of protective functions with old facilities.
Organization factors have been known as an important contributor to plant safety. Previous studies associated with assessing organisation factors mainly deals with the aspect of safety of an organization. For an organization, however, efficiency or an aspect of economy related with work activities is also important. This paper introduces a conceptual model, SPOOM-EDM (Self Poly-Oriented Organizational Model - Evaluation Diamond Model), for evaluating an organization with respect to both safety and economy. It also shows how the proposed model can be applied for the evaluation of an organization through the analysis of real events. (author)
A stochastic analysis is presented of the probability of overtopping of a dam. The discussion is based on the case of a dam for a small water storage reservoir which has recently been constructed in the Saar district in the FRG. The problem is first solved by means of a simulation method. However, it is possible to describe the result of the sumulation method by means of a much simpler model which is based on a solution of the failure integral of Freudenthal for uncorrelated resistances and loads. It is shown that the actual safety of this dam against overtopping is extremely sensitive to both the operation rule for the reservoir, and the freeboard allowance. Some general conclusions are derived from this study for assisting in the ongoing discussion of dam safety. (6 figs, 1 tab, 7 refs)

A combination of computer codes such as LATREP, HWRAXAV and CITATION is utilized in an attempt to analyze the nuclear design characteristics of the CAXDU-PHWR of the Wolsung Unit 1. The major nuclear properties to be computed are the lattice properties of CANDU fuel channel and the core channel power distribution. The computed results are compared with the preliminary safety reports documentation for the Wolsung reactor. The observed discrepancies between our computations and the preliminary safety reports values are discussed in terms of incomplete information on the description of the core configuration in the preliminary safety reports and the different calculation methods. This paper describes the safety system and training for personnel on board the floating production storage and offloading (FPSO II) currently working in the Cadlao Field, offshore Palawan in the Philippine Islands. (See Figure 1). The crude oil being produced has wellstream hydrogen sulfide concentrations up to 6000 PPM. Concentrations of hydrogen sulfide at 700 PPM or higher can be immediately dangerous to life and every effort must be made to ensure personnel safety.
This Addendum to the Facility Safety Plan (FSP) 360 Complex describes the safety requirements for the safe conduct of all biohazardous research operations in all buildings within the 360 complex program areas. These requirements include all the responsibilities and authorities of building personnel, operational hazards, and environmental concerns and their controls. In addition, this Addendum prescribes facility-specific training requirements and emergency controls, as well as maintenance and quality assurance requirements for ES&H-related building systems.
From the beginning, one of the most useful applications of Probabilistic Safety Assessment (PSA) is its use in evaluating the risk importance of changes to plant design, operations, or other plant conditions. Risk importance measures the impact of a change on the risk. Risk is defined as a combination of the likelihood of failure and consequence of the failure. The consequence can be safety system unavailability, core melt frequency, early release, or various other consequence measures. The goal in this PSA application is to evaluate the risk importance of an ISI process, as applied to plant piping systems. Two approaches can be taken in this evaluation: Current PSA Approach or the Blended Approach. Both are discussed here.
Safe and economical operations with fissile materials require knowledge of the subcriticality of configurations that arise in material processing, storage, and transportation. Data from critical experiments have been a principal source of information with which to establish safety margins. However, the lower cost and the expediency of performing confirmatory subcritical measurements on the process floor or in the storage vault resulted in much of the early criticality safety guidance being based on subcritical in situ experiments.
One of the characteristic safety features of a pool type research reactor is a safety flapper valve. The valve enables natural convection cooling mechanism in one of the following events. (a) Opening flapper valve promote decay heat removal following reactor's shutdown. (b) Also the valve is gravity driven. There is a possibility that the valve fails to open when it is required to do so. In the present paper the cooling characteristics of the core are analyzed for this event. A steady state study was performed for 5 MW power and 18 FE following a reactor shutdown. It is shown that enough margin exists to assure adequate reactor core cooling should the safety flapper valve fails to open. (authors)
More than twenty years after commencing commercial operation in 1983, Wolsong Unit 1(W1- NPP), the first CANDU Pressurized Heavy Water Reactor (PHWR) in Korea, has been undergoing refurbishment. Safety analyses were required to evaluate the safety of W1-NPP because significant amount of equipment has been refurbished. To evaluate the effectiveness of W1-NPP after these upgrades, new safety analyses were performed using the same technical standards of Wolsong Units 2, 3, 4 (W234-NPP) for Design Basis Accidents (DBA). The refurbished W1- NPP is expected to be licensed for full power operation based on the verified safety analysis results that are obtained by using the upgraded computer codes and newly adopted technical standards of W234-NPP
This paper discusses use of chemical explosives for blasting in underground coal mines endangered by methane, and reviews safety regulations on blasting in mines endangered by methane in Poland. Results of tests carried out by the Institute for Mine Safety of the Central Mining Institute in Katowice are reviewed. The following types of explosives were tested: the L permitted Barbaryt, the FGH2 permitted Barbaryt, the D6G permitted Metanit, the D5G permitted Metanit, the W2AG permitted Metanit, the CG sheathed permitted Metanit. Test results are given in a table and 2 diagrams. Comparative evaluations show that the CG sheathed permitted Metanit and the W2AG permitted metanit are superior to other explosives. Methods for evaluating safety of explosives for blasting in coal mines endangered by methane are reviewed. Indices characterizing safety of chemical explosives are evaluated. (3 refs.) (In Polish)

The aim of the safety calculation is to quantify through numerical modelling the radiological impact (molar flow, human dose) of a potential repository for radioactive waste on the Meuse/Haute Marne site at Bure. A selection process is underway for safety scenarios and their phenomenological and numerical conceptual models upstream from the safety calculation. This involves defining and quantifying the geometric and dimensional representations of the repository for each scenario plus the physical, mathematical and numerical models that reflect its behaviour and the uncertainties associated with all the parameters required to quantify the impact. A summary will be given of these various aspects. The numerical simulations are then performed on the Alliances platform which integrates the various computer codes required for the physical representation of the system. (authors)

The IAEA Assessment of Safety Significant Events Team (ASSET) report presents the results of an ASSET team's assessment of their investigation of the effectiveness of the plant for prevention of incidents since 1990 at Zaporozhe nuclear power plant. The results, conclusions and suggestions presented herein reflect the views of the ASSET experts. They are provided for consideration by the responsible authorities in Ukraine. The ASSET team's views presented in this report are based on visits to the plant, on review of documentation made available by the operating organization and on discussions with utility personnel. The report is intended to enhance operational safety at Zaporozhe by proposing improvements to the policy for the prevention of incidents at the plant. The report includes, as a usual practice, the official response of the operating organization as well as of the regulatory body to the ASSET recommendations. Figs.

The HMC module was designed to inform employees of health and safety hazards in the workplace and to track the movement of hazardous materials through the facility. The module performs these functions by maintaining health and safety data on hazardous materials used in the facility, and by tracking who requests information about any hazardous materials. Since August 1984, the MITRE Corporation has been supporting the Naval Sea Systems Command (NAVSEA) and the Naval Medical Command (NAVMEDCOM) in their joint efforts to enhance the Navy Occupational Health Information Management System (NOHIMS). This paper presents an application of the state of the art and new trends for risk management of safety-related control and monitoring systems, currently applied in the industry. These techniques not only enable to manage safety and reliability issues but they also help in the control of quality and economic factors affected by the availability and maintenance of the system. The method includes an unambiguous definition of the system in terms of functions and a systematic analysis of hazardous situations, undesired events and possible malfunctions. It also includes the identification and quantification of the risk associated to the system. The required risk reduction is specified in terms of safety integrity levels. The safety integrity level results in requirements, preventive measures, possible improvements and recommendations to assure the satisfactory management of the risk.
This document is the safety analysis made by the national association of the local commissions of information about nuclear activities (ANCLI), about the safety of graphite storage silos of Saint Laurent des Eaux nuclear facility. The analysis covers: the operation safety and the accident hypothesis, the monitoring of indoor and outdoor contamination in routine situation, the geotechnical characteristics of the site environment, the isotopic inventory and the estimation of radioactivity in routine and accidental situation, the estimation of doses received by the population in accidental situation and the internal emergency plan. After examination of these different points, the scientific committee of the ANCLI considers that a new global evaluation of risks, which integrates more recent exposure data, has to be carried out. Given the complex nature of political socialization, this study investigated identifiable determinants of social action that might be used to advantage in educating young people for citizenship in a democracy. The Department of Energy`s program for disposing of nuclear High-Level Waste (HLW) and transuranic (TRU) waste has been impeded by overwhelming political opposition fueled by public perceptions of actual risk. Analysis of these perceptions shows them to be deeply rooted in images of fear and dread that have been present since the discovery of radioactivity. The development and use of nuclear weapons linked these images to reality and the mishandling of radioactive waste from the nations military weapons facilities has contributed toward creating a state of distrust that cannot be erased quickly or easily. This article provides an historical look at how programs and practices for students with emotional or behavior disorders (E/BD) have been evaluated since 1964, leading to a codified, although not universally recognized, set of recommendations for evaluating best practices for students with E/BD set out by The Peacock Hill Working Group (1991). The authors contend that, in addition to the programmatic features of best practice, the addition of the quality indicators and standards for research in special education add a critical dimension for examining the quality of the scientific research of identified best practices. Peer assessment provides a powerful avenue for students to receive feedback on their learning. Although student perceptions of peer assessment have been studied extensively in higher education, little qualitative research has been undertaken with medical students in problem-based learning (PBL) curricula. A qualitative study of students' attitudes to, and perceptions of, peer assessment was undertaken within the framework of a larger study of metacognition with first-year medical students at the University of Queensland. A highly structured format for provision of feedback was utilised in the study design. Many recommendations from the higher education literature on optimal implementation of peer-assessment procedures were put into practice. Therefore, this study aimed to explore the possible effect of involuntary mental time travel on prospective teachers' situational intrinsic motivations in the classrooms during the period of a class hour. In 1991, the Peacock Hill Working Group provided the field of emotional and behavioral disorders (EBD) a roadmap for improving the quality of services provided to students with EBD. The working group considered issues at every level of the educational system, from the classroom to federal policy. Although many strides have been made in the past 20 years regarding the education and treatment of students with EBD, the gap has persisted between empirically validated practices and the classroom routines of teachers serving students from this population. In the authors' view, the field of EBD would benefit greatly from conceptual and empirical developments to improve the mechanisms required to bring science to the classroom. We address four main areas in which graduate quantum mechanics education in the U.S. can be improved: course content; textbook; teaching methods; and assessment tools. We report on a three year longitudinal study at the Colorado School of Mines using innovations in all four of these areas. In particular, we have modified the content of the course to reflect progress in the field in the last 50 years, use modern textbooks that include such content, incorporate a variety of teaching techniques based on physics education research, and used a variety of assessment tools to study the effectiveness of these reforms. We present a new assessment tool, the Graduate Quantum Mechanics Conceptual Survey, and further testing of a previously developed assessment tool, the Quantum Mechanics Conceptual Survey (QMCS). The Energy Nomographs are a quick, simple-to-use tool for designing energy conscious lighting systems. Many assumptions and simplifications have been incorporated in the tool which may decrease its accuracy. However, the tool is accurate enough for use in Schematic Design, where design decisions have the largest impact on end energy use. It is not intended to replace all other energy design tools but rather supplement them when quicker decisions must be made. An important aspect of this analysis technique is its graphic procedural quality. As each design decision is made in the course of completing the nomograph procedure, the effects of each may be seen graphically and alternatives chosen without having to complete the entire process. This will have time but, more important, will act as an educational tool to the designer. As more calculations are completed, the user realizes how results can be positively influenced by certain design strategies.

In 2000, the Accreditation Council of Graduate Medical Education (ACGME) laid out a definition of competence that included six specific areas of focus: patient care (including clinical reasoning), medical knowledge, practice-based learning and improvement, interpersonal and communication skills, professionalism, and systems-based practice. The ACGME's intention was to mandate increasingly reliable and valid assessment measures to be used by all training programs over the next decade, with the goal of providing "more credible, accurate, reliable and useful educational outcome data." A plan to diffuse instructional modules for the preparation of transportation professionals is presented, based on research and demonstration projects sponsored by the Urban Mass Transportation Administration (UMTA). The diffusion/adoption plan involves: developing instructional modules; disseminating the modules to professors teaching transportation courses at the college level; promoting the use and adoption of the modules; and evaluating and revising the plan. Transportation educators teach in a variety of disciplines (e.g., engineering, public administration, urban planning, and technology). Statistical data on individual types of foreign NPPs including reliability and safety indices are given. It is noted that capacity factors (CF) in 1985 were higher for PWRs. Japan has the highest CF-98.5% in the world. One of main causes of NPP shutdown remains the primary circuit equipment failure in connection with different corrosion types (intercrystalline, pitting, denting-corrosion etc.). Effect of all volatile treatment on enhancement of NPP reliabiity is shown. Technical BWR characteristics are presented.
As a maintenance optimization project to improve the safety of Wolsung NPP (Nuclear Power Plant), reliability of diesel generators are estimated based on the operating experience, and improvement options are suggested. A reliability measure is suggested for the estimation of reliability for standby safety systems to reflect availability. The article applies the Probability Safety Assessment approach to analyze the risk impact of extension of allowed outage time of emergency diesel generator in Daya Bay NPP and adopts the risk-acceptance criteria used by NRC to evaluate changes to the licensing basis. An AHR (Advanced HANARO Reactor) based on the HANARO has been conceptually developed for the future needs of research reactors. Generally, a natural convection cooling in nuclear installations is an ultimate heat removal mechanism as an inherent safety feature. The days of high-temperature reactors in the Federal Republic of Germany are numbered. The AVR has been decommissioned, and an application has been filed for licensing the decommissioning of the THTR. Nevertheless, Prof. Dr. Rudolf Schulten who is the director of Juelich Nuclear Research Center's Institute for Reactor Development, and also full professor of Aachen Technical University in the field of reactor safety, predicts a good future for the HTR reactor line on a worldwide level, due to the inherent safety of this reactor type. The Interim Decay Storage tank (IDS) will be located in a concrete cell in the FFTF reactor building. The tank will have capacity to store 112 driver fuel assemblies and 10 test assemblies in sodium. A criticality safety analysis for the design of the IDS tank was performed. From the analysis, it is concluded that under normal operating conditions and minor abnormal conditions that might shift the fuel, the IDS tank will remain adequately subcritical. (auth)
In the past few months, there has been public discussion relating to a new perspective on blood safety and specifically upon measures to prevent or discourage donation by individuals with a diagnosis of myalgic encephalopathy-chronic fatigue syndrome. This reflects an intriguing interplay between science, public health and public concern and illustrates some of the difficulties of making decisions in the face of uncertainty and inadequate information.
The recent announcement that the public inquiry into the CEGB's plans to build a PWR at Sizewell will begin in January 1983 and the statement which followed from the task force that was set up in July 1981 to consider the future of the PWR programme in the UK, are considered. The relevant time scales, costs and safety, in particular the cost incurred due to the added safety features for the British PWR, are discussed. The effect of political aspects on the future of the PWR in Britain is considered.
An estimated 110 million children between the ages of 6 and 11--60 percent of them girls--will not see the inside of a classroom this year, and another 150 million are likely to drop out before completing primary school. Yet this is a disease with a known cure. We know what tools are needed and what models are proven to work. We also know that the cost of that cure--perhaps $7.5 billion to $10 billion per year--is minuscule compared with the enormous benefits it will bring for health, economics, women's empowerment, and basic human dignity.
This paper investigates whether China has reached postnatal nutrient intake equality between boys and girls, despite an exceptionally high ratio of boys to girls at birth, after dramatic technological advances in prenatal sex determination, rapid increases in income, and improved educational opportunities for females. Dominance methods applied to data from the Chinese Health and Nutrition Surveys (selected years 1991-2004) reveal no bias in calorie consumption between girls and boys. We find some weak evidence of protein bias toward boys in 1991, but it disappeared by 2004. (JEL I32, O15, N35)

The Marine Technology Society 1994 conference was held in Washington, D.C., September 7-9, 1994. Titled Challenges and Opportunities in the Marine Environment, the conference offered a wide variety of presentations. State-of-the-art technology, government policies and regulations, and environmental concerns were addressed. Offshore mining, coastal zone management, marine engineering, oceanographic research, educational issues, and global climate change were also well represented in the presentations. The conference proceedings are organized around the daily sessions and roughly 70% of the papers are included.
The Remote Teaching Assistant (RTA) software currently under development at UC Davis allows students and Teaching Assistants (TA`s) to interact through multimedia communication via the Internet. To resolve the problem of TA unavailability and limited knowledge, an Expert Teaching Assistant (ETA) module is being developed. When TA`s are not on-line, students in need of help consult ETA. The focus of this research is the development and integration of ETA with RTA, the establishment of an architecture suitable for use with education (the domain) in any sub-domain (course), and the creation of a mechanism usable by non-technical personnel to maintain knowledge bases.
This article examines the interplay between globalising and localising forces occurring in a child welfare reform project in South Korea. Focusing especially on care and education services for children and families provided by the Korean 'Dream Start' programme, which provides comprehensive health, parental involvement and welfare services to low-income children and their families, I discuss its involvement in the process of 'glocalisation'. Drawing on Foucaultian ideas, I conducted a critical discourse analysis of the policy documents of Dream Start. The article concludes by discussing local resistance to the creation of a cosmopolitan child and the dual qualities of inclusion/exclusion inscribed in the Dream Start project.
In a supercritical water-cooled reactor, property of water changes significantly around the critical point. It is expected that irradiation and change of water property will affect the chemistry and material corrosion. Deep understanding of interactions between supercritical water and materials under irradiation is important. However, comprehensive data on radiolysis, kinetics, corrosion and thermodynamics have not been obtained due to the severe experimental condition. To get such data by experiments and computer simulations, a national program funded by Ministry of Education, Culture, Sports, Science and Technology (MEXT) has been started since December 2002. Chronic benign pain is commonly associated with chronic fatigue and depression. Depression and chronic fatigue syndrome are also associated with each other and often include pain. Psychologic factors are prominent in these conditions, and they may share neurobiologic factors as well. Management requires separately addressing each component of patients' distress and usually includes physical rehabilitation, education, administration of nonhabituating medications and often counseling. Depression may be a favorable prognostic sign, as it suggests a treatable condition and provides incentive for recovery. PMID:1876618
The work reported included workshop-style, hands-on training sessions to reach three hundred residents of the Detroit area. The training was for teaching low-cost weatherization applications; teaching/constructing/installing thermal shades; and teaching/constructing/installing vertical wall solar air panels. Computer simulations of agricultural finance and management may be helpful to students preparing for agricultural careers. Simulations would provide problem definition and problem solving in realistic interactions with complex and ambiguous situations similar to those encountered in farming. The paper describes a major financial problem for farmers, explores the implications of that problem for students, and outlines a computer-based simulation model which would give students experience in dealing with the problem. Data sources for simulations, potentials of interactive exercises among students, and advantages of using real data with existing ambiguities are described. Prostate cancer can be successfully treated using dynamic adaptive external beam radiation techniques along with interstitial brachytherapy to deliver curative therapies with low urinary, rectal and erectile function morbidity. Through the use of sophisticated, state-of-the art radiographic imaging for staging and treatment planning, a precise, individual design for treatment is accomplished. Symptom management and patient education are of paramount importance and are integrated throughout the treatment process.
The current and prospective status of astronomical research in Ukraine is discussed. A brief history of astronomical research in Ukraine is presented and the system organizing scientific activity is described, including astronomy education, institutions and staff, awarding higher degrees/titles, government involvement, budgetary investments and international cooperation. Individuals contributing significantly to the field of astronomy and their accomplishments are mentioned. Major astronomical facilities, their capabilities, and their instrumentation are described. In terms of the number of institutions and personnel engaged in astronomy, and of past accomplishments, Ukraine ranks among major nations of Europe. Current difficulties associated with political, economic and technological changes are addressed and goals for future research activities presented.
The COsmic ray Research and Education Array (COREA) collaboration has installed an array of six detector stations at two high schools in and near Seoul, Korea for measurement of air-shower events from high-energy cosmic rays. Three stations are installed at each site, where each station consists of four plastic scintillation detectors covering an area of 2m2. In this presentation, we report the currenst status of the COREA project, describing the experimental equipment and measurement of coincident events.
The study was performed for evaluating the risk effect of digital systems on the total plant. Based on risk monitor, a fault tree model for the Korean Standard Nuclear Power Plants (KSNPP), we integrate the fault-tree models for Digital Plant Protection System (DPPS) and Digital Engineered SaFety Actuation System (DESFAS) which are the most important safety-critical I and C systems in the KSNPP. In this study, however, three important factors (the probabilities of manual actuation failure, the software failure probability, and the watchdog timer fault coverage) are treated as the variables of the sensitivity study because quantification methodologies for these factors are not developed yet. As a basic research to consider aging deterioration of the operating nuclear power plant to seismic fragility analysis, aging deteriorations occurring safety related equipment of both Kori unit 1 and Wolsung unit 1, are investigated in this study. First of all, 378 and 152 safety related equipment are selected at Kori unit 1 and Wolsung unit 1 respectively. Seismic review team including seismic capability engineer, is organized and seismic walkdown is carried out using the nondestructive tests. As a results of seismic walkdown, crack is a typical aging deterioration which can reduce the seismic safety of safety related equipment and the other aging deteriorations such as concrete compressive strength, corrosion, and tightness of anchor bolt, have a much smaller influence than crack. As a basic research to consider aging deterioration of the operating nuclear power plant to seismic fragility analysis, aging deteriorations occurring safety related equipment of both Kori unit 1 and Wolsung unit 1, are investigated in this study. First of all, 378 and 152 safety related equipment are selected at Kori unit 1 and Wolsung unit 1 respectively. Seismic review team including seismic capability engineer, is organized and seismic walkdown is carried out using the nondestructive tests. As a results of seismic walkdown, crack is a typical aging deterioration which can reduce the seismic safety of safety related equipment and the other aging deteriorations such as concrete compressive strength, corrosion, and tightness of anchor bolt, have a much smaller influence than crack. This report highlights the Pipeline integrity Management methods being implemented by gas companies. These aim at maintaining the current high safety level, prevent major hazards, ensure the integrity of the pipeline and protect people and environment in the vicinity of the pipeline in the most cost effective way. It should be noticed that Pipeline Integrity Management aspects, technical and organisational, are included in the more general framework of the Safety Management System. The NRC has been working to develop assessment tools to assay the effects of organizational factors on plant safety. The utility industry has been working on initiatives targeting individual accountability, the improvement of plant performance and the elimination of the items identified through the NRC assessment process. INSAG has emphasized that safety culture has two general components: the organizational framework and the attitude of the staff. To develop a structured approach to the assessment of safety culture, we propose that the highly formalized nature of nuclear power plant organizations be exploited. The prime coordinating mechanism of NPP organizations is the standardization of work processes, where a work process is defined as a standardized sequence of tasks designed to achieve a specific goal (an example is the maintenance work process). The predictable nature of work processes is exploited by the Work Process Analysis Model (WPAM) to conduct a systematic analysis that identifies the desirable characteristics of work processes and develops performance measures for their strengths and weaknesses. Item d of Safety Initiative 5 is to complete corrosion studies of single-shell tanks to determine failure mechanisms and corrosion control options to minimize further degradation by June 1994. The PIUS reactor utilizes simplified, inherent, passive, or other innovative means to accomplish safety functions. Accordingly, the PIUS reactor is subject to the requirements of 10CFR52.47(b)(2)(i)(A). This regulation requires that the applicant adequately demonstrate the performance of each safety feature, interdependent effects among the safety features, and a sufficient data base on the safety features of the design to assess the analytical tools used for safety analysis. Los Alamos has assessed the quality and completeness of the existing and planned data bases used by Asea Brown Boveri to validate its safety analysis codes and other relevant data bases.
