The Risk Evaluation System (RES) is an integrated approach to determining safeguards and security effectiveness and risk. RES combines the planning and technical analysis into a format that promotes an orderly development of protection strategies, planning assumptions, facility targets, vulnerability and risk determination, enhancement planning, and implementation. In addition, the RES computer database program enhances the capability of the analyst to perform a risk evaluation of the facility. The computer database is menu driven using data input screens and contains an algorithm for determining the probability of adversary defeat and risk. The paper describes the latest developments in STRASSY (Strategy Assistance System), the strategy assistance system for the inspection of nuclear materials. The user can now select the fuel cycle he wishes to investigate from an initial range of 19 facilities. An inspection interface has been developed to enable the details and dates of inspections to be modified. One of the special features of the application of STRASSY in international safeguards is the taking into account of timeliness of detection; certain aspects of the time manager algorithms are presented and analysed, including the guaranteed existence of a solution. The results of a study of diversion paths in a simplified cycle consisting of our facilities are presented. Since the introduction of commercial open-source high-resolution satellite imagery in 1999, it has become an important tool for verification of declarations, baseline mapping, detection and monitoring of changes and investigation of undeclared activities. The International Atomic Energy Agency (IAEA) plans to use the Common Criteria, as the tool for developing graded and measurable evaluation criteria for information technology (IT) in safeguards systems in facilities subject to IAEA inspection. In their draft paper [ITSECSES] the IAEA defines a three-tiered Vulnerability Assessment Level (VAL) scheme. Each increased VAL level (1-3) defines additional and more stringent security and security-related requirements for the system developer, the system evaluator (assessor or authenticator), and for the IAEA. This paper focuses on a factorial-based design strategy. The approach provides an efficient and statistically reliable means for assessing the influence of multivariable effects. It is applied to the detection and evaluation of damage in impacted composite sandwich panels. The experimental results obtained from this test strategy are utilized to form an empirical response function. The resulting polynomial relates damage area to residual compression strength at values of independent variables for which testing did not occur. The response function also identifies nonlinear interaction effects of key variabes that cannot be easily ascertained by traditional single-variable test strategies. Spent fuel management has always been one of the most important stages in the nuclear fuel cycle and it is still one of the most vital problems common to all countries with nuclear reactors. It begins with the discharge of spent fuel from a power or a research reactor and ends with its ultimate disposition, either by direct disposal or by reprocessing of the spent fuel. We asked 634 healthy volunteers to perform a comprehensive battery administered through an internet website (www.gettinglost.ca), testing different orientation strategies in virtual environments to determine the effect of age and gender upon these skills. Older participants (46-67years of age) performed worse than younger participants (18-30 or 31-45years of age) in all orientation skills assessed, including landmark recognition, integration of body-centered information, forming association between landmarks and body turns, and the formation and use of a cognitive map. This paper presents the results of a study carried out at three sites in Madurai, India in order to assess ambient air quality levels and their impact on public health in urban areas. Indicators of public health were sought through primary and secondary health data and blood lead concentrations of male and female inhabitants and shopkeepers. Lean concentrations in blood samples were examined according to distance from the road, age, smoking status, hours of stay per day in the city, and period of stay in years in Madurai. Ambient air quality level indicators included the level of gaseous and particulate pollution using Central Pollution Control Board standard estimation methods. Observed atmospheric conditions across the three sites are examined according to mean solar insolation, mean temperature, mean relative humidity and mean wind velocity. This paper examines the attractiveness of material mixtures containing special nuclear materials (SNM) associated with reprocessing and the thorium-based LWR fuel cycle. This paper expands upon the results from earlier studies that examined the attractiveness of SNM associated with the reprocessing of spent light water reactor (LWR) fuel by various reprocessing schemes and the recycle of plutonium as a mixed oxide (MOX) fuel in LWR. This study shows that "2"3"3U that is produced in thorium-based fuel cycles is very attractive for weapons use. Consistent with other studies, these results also show that all fuel cycles examined to date need to be rigorously safeguarded and provided moderate to high levels of physical protection. The HIPAA privacy rule (HIPAA) has had both positive and negative effects on the release of patient information by healthcare facilities. Although the intention of HIPAA was to protect patient privacy and to promote security and confidentiality of patient information, it has had unintended consequences for facilities. To identify some of these unintended effects, two expert panels of health information management directors from healthcare facilities participated in the nominal group technique meetings. They identified 70 barriers related to release of patient information associated with the implementation of HIPAA. This report summarises work done on the SUCON Project during 1996-1999 (European Commission Contract No. FI4C-CT95-0001). This study assessed the impact of the results of genetic testing for hereditary cancer from a multifactorial health psychology perspective, considering that emotional expression plays a key role in psychological adjustment. Measures of dispositional and transactional coping strategies, anxiety and alexithymia were filled out by 77 participants in a longitudinal study design. Statistical analyses were performed using general linear models and partial least squares path modelling, low-constraint methods that are particularly useful in the behavioural sciences. In case of a severe nuclear accident at a PWR plant, countermeasures will be initiated in the short term by authorities to reduce the consequences of the atmospheric radioactive releases on the neighbouring population. Various factors influence the level of protection afforded by countermeasures. For instance, a too late intervention would lead to a Jack of efficiency in terms of dose reduction if the actual evolution of the accident is not considered. Thus, implementation of countermeasures should be optimized. Analyzing the risk of a safeguards system, in particular the security of a computer network based on the notion of fuzzy sets and linguistic variables, addresses concerns such as complexity and inherent imprecision in estimating the possibility of loss or compromise. Acute agitation is a frequent reason for emergency psychiatric intervention. It is important to intervene early to avoid escalation of agitation to aggression. Reducing risk by using effective treatments will result in fewer instances of seclusion and restraint, and fewer injuries to staff and patients. This paper will first review the epidemiology of aggressive behavior and mental disorders, followed by a discussion of assessment and diagnostic considerations. The pathophysiology of safety risk is discussed within the context of the model of the "triune brain." Pharmacological treatment strategies for acute episodes of agitated behavior will be discussed in detail. This paper presents a multicriteria analysis of ventilation during summertime in Europe. Multicriteria analysis theories are used to determine the most suitable ventilation strategy on a university building, that is to say to ensure the best possible indoor air quality, thermal comfort of the occupants and the lower energy consumption in case of accelerated diurnal or nocturnal ventilation and/or air conditioning. After defining the possible actions, the criteria of quality regarding thermal comfort, indoor air quality and energy consumption are defined. The possible actions are then assessed relative to each of these three criteria and ranked from the best to the worst ones using two different multicriteria analysis methods. (author)
This article identifies the imperatives behind the need to move away from teaching based on the transmission of a lot of facts to teaching that enables students to become lifelong learners. It reminds us that the over-riding goal is an education process that maximizes the ability of teachers to teach well and of students to learn effectively. It argues that the necessary reform process can only be successful if the three components of an education programme--the curriculum, teaching strategies and assessment--are reformed simultaneously to ensure that each is designed to produce more effective teaching and learning. It points to the literature that tells us what we know about factors affecting student behaviour and, in particular, notes the crucial factor of student perception of the requirement of the assessment regime. The paper gives an introduction to reliability assessment of reliquefaction systems for boil-off gas (BOG) on LNG carriers with focus on redundancy optimization and maintenance strategies. The reliability modeling is based on a time-dependent Markov approach. Four different system options are studied, with varying degree of redundancy. Failures in the reliquefaction system may require flaring of the BOG, and the associated cost is compared with the cost of introducing redundancy and the cost of onboard maintenance. A model for maintenance optimization is developed and exemplified on a main unit of the reliquefaction system. Reliability and maintenance cost data for reliquefaction systems on LNG ships are very scarce. The input data have been collected from the best available data sources and adjusted by expert judgement. A tailor-made computer program has been developed and may be supplied to interested readers.
The Clean Air Act Amendments of 1990, established requirements for the Environmental Protection Agency (EPA) to develop rules for the establishment of enhanced ozone monitoring networks or Photochemical Assessment Monitoring Stations (PAMS) in ozone nonattainment areas designated as serious, severe, and extreme. The subsequent rules require these stations to collect ambient air measurements for a target list of volatile organic compounds including several carbonyls, oxides of nitrogen, ozone, and meteorological measurements, both surface and upper air. Twenty-two areas in the US are obligated to install and operate PAMS stations to aid in the identification, development, and implementation of effective ozone control strategies. This paper will examine the specific requirements of the PAMS rules and will provide information regarding the current status of the networks and overall implementation issues.
This study concerns the Souss upstream basin. The objective is to investigate the characteristics of surface water and groundwater, to assess the impact of artificial recharge as reinforcement of the natural replenishment and assess the renewal of groundwater under semi-arid area. Two major water types are observed: (i) surface waters and upstream springs (least mineralized) and (ii) all groundwater samples (prevailing calcium and magnesium bicarbonate water type). Water isotopes show a low evaporation of precipitations during infiltration. Impoverishment in heavy isotopes is the characteristic of mountain rainfalls, or of a climate colder and wetter than present. Carbon-14 activities (34-94 pmc) indicate a long residence time. The artificial recharge is low compared to the reservoir volume, due to which the renewal rate is also low.
The assessment and control of fetal exposure to radiation in the workplace is an issue that is complicated by both biological and political/social ramifications. As a result of the dramatic increase in the number of women employed as radiation workers during the past 10 years, many facilities using radioactive materials have instituted fetal protection programs with special requirements for female radiation workers. It is necessary, however, to ensure that any fetal protection program be developed in such a way as to be nondiscriminatory. A study has been initiated whose purpose is to balance the political/social and the biological ramifications associated with occupational protection of the developing embryo/fetus. This document represents the FY2002 BPA contract Statement of Work for the Yakama Nation (YN) portion of the project entitled 'Assessment of current and potential salmonid production in Rattlesnake Creek associated with restoration efforts'. The purpose of the project is to complete detailed surveys of water quality, fish populations, habitat conditions and riparian health in the Rattlesnake Creek sub-basin of the White Salmon River in south central Washington. Results of the surveys will be used to establish Rattlesnake Creek sub-basin baseline environmental factors prior to anticipated removal of Condit Dam in 2006 and enable cost-effective formulation of future watershed restoration strategies.

The efficacy of external flooding of a reactor vessel as a severe accident management strategy is assessed for an AP600-like reactor design. The overall approach is based on the Risk Oriented Accident Analysis Methodology (ROAAM), and the assessment includes consideration of bounding scenarios and sensitivity studies, as well as arbitrary parametric evaluations that allow the delineation of the failure boundaries. Quantification of the input parameters is carried out for an AP600-like design, and the results of the assessment demonstrate that lower head failure is physically unreasonable. In order to associate any observed injury to the uncontrolled release of chemicals (e.g. oil spills, contaminated sediments, in-place toxics, etc.), it is important to link the chemical ''release'' to the injured resource. The natural gas industry has proposed an increase in the DOE gas R&D budget from about $100 million to about $250 million per year for each of the next 10 years. The proposal includes four programs: natural gas supplies, fuel cells, natural gas vehicles and stationary combustion systems. This paper is a qualitative assessment of the gas industry proposal and recommends a natural gas R&D strategy for the DOE. The methodology is a conceptual framework based on an analysis of market failures and the energy policy objectives of the DOE`s (1991) National Energy Strategy. This framework would assist the DOE in constructing an R&D portfolio that achieves energy policy objectives. There are 4 CANDU reactors at Wolsung site together with a spent fuel dry storage associated with unit 1. These CANDU reactors, classified as On-Load Reactor (OLR) for Safeguards application, change 16- 24 fuel bundles with fresh fuel in everyday. Especially, the spent fuel bundles are transferred from spent fuel bays to dry storage throughout a year because of the insufficient capacity of spent fuel pond. Safeguards inspectors verify the spent fuel transfer to meet safeguards purposes according to the safeguards criteria by means of inspector's presence during the transfer campaign. In this paper the authors describe the design and development of an advanced NDA workstation, which fits into an integrated data evaluation scheme for safeguards. This kind of instrument must be sort of an intelligent assistant to the inspection procedure, be able to generate as correct as possible measurements, guide the inspector throughout the procedure, and report descriptive data to the data evaluation system. The problem of improving the quality of the measurement is tackled using a simple expert system, which should convey in the instrument some of the physicist knowledge. Aerial deposition of Ni from a refinery in Port Colborne, Ontario, Canada has resulted in the enrichment of 29km2 of land with Ni concentrations exceeding the Canadian Ministry of the Environment's remedial action level of 200mgkg-1. Several studies on these soils have shown that making the soils calcareous was effective at reducing chemically extractable Ni, as well as alleviating Ni phytotoxicity symptoms in vegetable crops grown in the vicinity of the refinery. This paper outlines an approach to develop estimates of individual customer contestability using a combined statistical and engineering analysis. The approach is targeted for use for mid-size commercial and industrial customers who are not being considered for individual flexible pricing contracts. Contestability is defined as the potential lost revenue associated with customers leaving the utility or significantly reducing electricity purchases. Contestability is modeled from the customer`s perspective using a two-stage decision process. In the first stage, the customer decides if he will continue to purchase electricity from the utility (referred to as customer retention), and in the second stage, the customer determines the amount of electricity purchased (referred to as load retention). Measures of individual customer contestability will be key factors in developing market segments and new rate offerings in future energy markets.

The results of a study assessing natural-gas-fired combined-cycle (GFCC) power generation in the electric-utility sector are presented. This study quantified the economic benefits attributable to GFCC generation and examined the characteristics of GFCC technology that produce these benefits and the ways that these benefits vary among regions in the country. The impacts of changes in important economic parameters (capital cost, fuel price, etc.) as well as the impact of advances in GFCC technology were considered. Use of GFCC technology in the electric-utility sector could play an important role in a least-cost planning strategy and thereby provide significant benefits to the utilities and their customers. Introduction: Restrictions in prescribing broad spectrum antimicrobials have been part of a strategy to reduce Clostridium difficile cases in the UK in recent years. However, there has been little work on assessing the safety of alternative antimicrobial agents. Methods: We performed an uncontrolled prospective observational survey over a 1-year period to determine the effectiveness and safety of a new antimicrobial stewardship programme in a district hospital in the UK. Results: In total, 227 Gram-negative bacteraemias (203 episodes) occurred in the study period. Guidelines were adequate in 194 of 203 (95%) episodes and 163 episodes (80.2%) received adequate therapy. A strategy for the management of the disposal of low-level radioactive wastes into coastal zones and ocean waters has developed over the past three decades. While there has been a substantial increase in the number of international and required agreements there has also been a concomitant improvement in our understanding of the ocean and the processes at work within it. This has allowed more rigorous and reliable assessments to be made of the radiological consequences. With the continued development of basic guidelines of radiological protection by the International Commission on Radiological Protection (ICRP) methodologies have been formulated to derive the fundamental scientific requirement - the relationship between disposal or release rate to the ocean and the resultant radiation dose to exposed human populations.

Since the publication by the International Commission on Radiological Protection of revised recommendations which set out some general principles for intervention, some ideas have emerged which address interventions in the case of chronic exposure from contaminated lands. In the past there have been interventions proposed or carried out to rehabilitate land contaminated during the era of atmospheric nuclear weapon testing. Some of these interventions are reviewed in the context of these ideas and it is concluded that, by and large, reasonable outcomes have been achieved. The concept of a 'generic action level' (an effective dose of the order of 10 mSv#centre dot#a"-"1 to representative individuals in the critical group) may be useful in future to aid decision makers in determining whether intervention is appropriate. Anaerobic digestion of slurry represents an environmental opportunity for both slurry management and renewable energy production in countries with high animal density. This study evaluated the environmental impacts of 4 biogas production alternatives in which slurry was the only input in the process, without supplementary addition of easily degradable carbon. This was achieved by exposing the slurry to different separation technologies. The biomass mixture input for biogas production included solid fraction from slurry separation as well as raw slurry, proportioned in order to achieve economical methane yield. The aim of this study was to determine sensitivity and specificity of magnetic resonance angiography (MRA) for the assessment of durable occlusion of intracranial aneurysms with Guglielmi detachable coils (GDC) and to point out the influence of MRA results in re-intervention strategies. Forty-five patients with 54 aneurysms that were previously treated by endovascular occlusion with GDC were selected for this study. All patients underwent digital subtraction angiography (DSA) and MRA examinations on the same day. The time-of-flight MRA studies were performed on a 1-T scanner. The MRA images were first read by radiologists who were not aware of the DSA results. In a second consensus reading by the neuroradiologists who had performed all interventional procedures of this series, the decision was made as to whether re-treatment was necessary. Wolsong 2, 3, and 4 are CANDU 6 pressurized heavy water nuclear power plants, each with a gross electrical output of 715 MW(e). The plants were constructed in the Republic of Korea during the 1990s. The three Wolsong units are based on the previous CANDU Wolsong Unit 1, declared in service in 1983. All four units are presently in commercial service. In response to a need of the safeguards community, we have begun an evaluation effort to upgrade the recommended values of the prompt neutron emission multiplicity distribution, P/sub nu/ and its average value, nubar. This paper will report on progress achieved thus far. The evaluation of the uranium, plutonium, americium and curium nuclide's nubar values will be presented. An important early step in the assessment of ecological risks at contaminated sites is the screening of chemicals detected on the site to identify those that constitute a potential risk. Part of this screening process is the comparison of measured ambient concentrations to concentrations that are believed to be nonhazardous, termed benchmarks. This article discusses 13 methods by which benchmarks may be derived for aquatic biota and presents benchmarks for 105 chemicals. It then compares them with respect to their sensitivity, availability, magnitude relative to background concentrations, and conceptual bases. This compilation is limited to chemicals that have been detected on the US Department of Energy's Oak Ridge Reservation (ORR) and to benchmarks derived from studies of toxic effects on freshwater organisms. Our research in the general area of acid catalysis involves the characterization of solid acidity and the corresponding assessment of catalytic performance of acidic materials. Acid characterization studies are required to provide essential information about the type of acid site (i.e., Lewis versus Bronsted), the strength of the sites, and the mobility of molecules adsorbed on the acid sites. An accurate measure of acid strength is given by the heat of adsorption of a basic probe molecule on the acid site. A thermodynamic representation of the mobility of adsorbed species on these sites is given by the entropy of adsorption. Important techniques used in these acid site characterization studies include microcalorimetry, thermogravimetric measurements, temperature programmed desorption, infrared spectroscopy and solid state nuclear magnetic resonance. The leakage behavior of containments beyond design conditions and knowledge of failure modes is required for evaluation of mitigation strategies for severe accidents, risk studies, emergency preparedness planning, and siting. These studies are directed towards assessing the risk and consequences of severe accidents. An accident sequence analysis conducted on a Boiling Water Reactor (BWR), Mark I (MK I), indicated very high temperatures in the dry-well region, which is the location of the majority of electrical penetration assemblies. Because of the high temperatures, it was postulated in the ORNL study that the sealants would fail and all the electrical penetration assemblies would leak before structural failure would occur. Since other containments had similar electrical penetration assemblies, it was concluded that all containments would experience the same type of failure. The work reported here encompasses analyses of specific potential spill scenarios for oil exploration activity planned offshore of Namibia. The analyses are carried out with the SINTEF Oil Spill Contingency and Response (OSCAR) 3-dimensional model systems. A spill scenario using 150 m{sup 3} of marine diesel demonstrates the rapidity with which such a spill will dissipate naturally, even in light winds. Vertical and horizontal mixing bring subsurface hydrocarbon concentrations to background levels within a few days. A hypothetical 10 day blowout scenario releasing 11,000 bbl per day of light crude oil is investigated in terms of the potential for delivering oil to selected bird and marine mammal areas along the Namibian coast. Worst case scenarios are selected to investigate the potential mitigating effects of planned oil spill response actions. Mechanical recovery significantly reduces, and in some cases eliminates, potential environmental consequences of these worst case scenarios. ...
The E and P industry has high levels of uncertainty and risk, which oil companies attempt to quantify before embarking on each individual E and P project. However, the actual return on investment often falls well short of the hurdle rate. This discrepancy has been attributed to systemic limitations in decision analysis processes and workflow, which result in repeated underestimation of risk and overestimation of the predicted production of the project. For a direct injection diesel engine to exhibit its inherent low-emission characteristics, it is essential to improve control accuracy, in particular under transient operating conditions during which emissions are more noted. A model-based control system is established for exhaust gas recirculation (EGR) and air/fuel ratio, using a diesel-engine/vehicle model established on the CAD control system. Described herein are the results of simulation for optimizing control of transient conditions, and the emission-controlling effects confirmed by the field tests. The tests for verification of the established model have confirmed that there are good agreements between the simulated and observed results in terms of air/fuel ratio changing with EGR ratio, exhaust and intake gas and pressure levels, and vehicle speed. Recent advances in elastic-plastic fracture mechanics have made it possible to assess the stability of cracks in ductile piping systems. These technological developments have been used by Ontario Hydro as the nucleus of an approach for demonstrating that CANDU primary heat transport piping systems will not break catastrophically; at worst they would leak at a detectable rate. This leak-before-break approach has been taken on the Darlington nuclear generating station as a design stage alternative to the provision of pipe whip restraints on large diameter, primary heat transport system piping. Large regions all over the world are in need of integrated conservation strategies that sustainable prevent and remediate soil erosion. therefore, quantitative and globally interpretable data are needed in support of models and decision making. the effects of various soil and water conservation techniques (SWCT) on runoff and soil loss in Europe have been extensively studied over the last 60 years. Runoff plots are the most widely used measurement technique to study the effects of SWCT on runoff and soil loss by water erosion. Hence, many data are available. However, the insights gained hereby remain mostly local and often qualitative whereas the full potential of the available data is not exploited yet. Emphasis has been placed on both naturally and artificially generated light hydrocarbons in petroleum fluids and their proposed source rocks as well as direct application of light hydrocarbons to oil/source rock correlations. Collectively, these papers describe a strategy for interpreting the source of the light hydrocarbons in original oils and condensates as well as the source of the asphaltene fractions from the reservoir fluids. One strategy that male voles use to assess the risk and intensity of sperm competition involves responding to the presence of scent marks of conspecific males found near a sexually receptive female. Previously, we have shown that if a male vole copulated with a female while he was in the presence of the odors of another male he increased his sperm investment relative to his investment if another male's odors were not present. In the particularly difficult assessment of the post-operative larynx, a recurrence can be diagnosed only after a baseline study has been carried out after the end of therapy. Purpose: The purpose of this paper is to show how Nigeria's current Universal Basic Education on primary schooling targets Muslim "Almajiri" street boys for basic literacy acquisition. The paper examines the policy's management implementation practices and challenges, as well as provides policy options that may minimize discrepancies for effective management. Design/methodology/approach: The discussion is guided by preliminary qualitative studies using phenomenology research philosophy to better understand the social realities of the boys' schooling. How do police respond to and manage complaints of stalking? To answer this question, we conducted a 3-phase study. First, we reviewed the literature to identify risk management tactics used to combat stalking. Second, we asked a group of police officers to review those tactics for completeness and group them into categories reflecting more general risk management strategies. The result was 22 categories of strategies. Finally, we used qualitative methods to evaluate the files of 32 cases referred to the specialized anti-stalking unit of a metropolitan police department. Recommended nuclear decay data for specific actinides are important in fuel-cycle studies for thermal and fast reactors and inventory studies for safeguards. Therefore, a programme of work was initiated in 2005 to improve the actinide decay data library of the International Atomic Energy Agency through the efforts of a Coordinated Research Project (CRP). The proposed contents of the new database are described, including the agreement to include additional actinides and a significant number of natural decay chain radionuclides. This work is on-going, and is estimated for completion in 2009/10.
Isotopic analyses of radioactive materials such as irradiated nuclear fuel are of major importance for the optimization of the nuclear fuel cycle and for safeguard aspects. The research project started in April, 2008 before adoption of the cabinet report of the Federal Government to the German strategy for Adaptation to Climate Change. The German Strategy for Adaptation emphasizes the meaning of information about requirements for adaptation and the active involvement of all social groups in the other process of the strategy. For this the research project has made concrete proposals for the information, communication and participation of social groups. Presently, high wind potentials in remote areas may not be utilized for electricity production due to limited grid transmission capacity and/or difficulties in matching the electricity production with the demand. The overall project objective is to help overcome these bottlenecks, i.e. to identify and analyze methods and technologies for making it viable to utilize more of the wind potential in remote areas. The suggestion is to develop a power control concept for wind turbines which will even out the power fluctuations and make it possible to increase the wind energy penetration. Herbivores and pathogens are an integral part of forests, but sometimes produce undesirable effects and a degradation of forest resources. In the United States, a few species of forest pests routinely have significant impacts on up to 20 million ha of forest with economic costs that probably exceed $1 billion/year. Surgical resection is the only curative treatment strategy for intrahepatic cholangiocarcinoma (CC). Therefore, accurate staging is essential for appropriate management of patients with CC. We assessed the usefulness of 2-["1"8F]fluoro-2-deoxy-d-glucose (FDG) positron emission tomography (PET) in the staging of CC. We undertook a retrospective review of FDG PET images in 21 patients (10 female, 11 male; mean age 57 years) diagnosed with CC. Ten patients had hilar CC and 11, peripheral CC. Patients underwent abdominal magnetic resonance imaging (MRI) (n=20) and computed tomography (CT) (n=12) for the evaluation of primary tumours, and chest radiography and whole-body bone scintigraphy for work-up of distant metastases. We use deep HST/ACS observations to calculate the star formation history (SFH) of the Cetus dwarf spheroidal (dSph) galaxy. Our photometry reaches below the oldest main-sequence turnoffs, which allows us to estimate the age and duration of the main episode of star formation in Cetus. This is well approximated by a single episode that peaked roughly 12 #+-# 0.5 Gyr ago and lasted no longer than about 1.9 #+-# 0.5 Gyr (FWHM). Our solution also suggests that essentially no stars formed in Cetus during the past 8 Gyr. This makes Cetus' SFH comparable to that of the oldest Milky Way dSphs. Given the current isolation of Cetus in the outer fringes of the Local Group, the dominant old population implies that Cetus is a clear outlier in the morphology-Galactocentric distance relation that holds for the majority of the Milky Way dwarf satellites. JAeSTI relies on an environmental protection database, the compliance monitoring system VAHTI operated by the environmental authorities. Waste followup and waste statistics depend very much on the annual waste quantities recorded in the VAHTI system. DISCUSSION: Operating room (OR) fires can be prevented if any component of the "fire triangle"-fuels, ignition sources, and oxidizers-is reduced or eliminated. The use of supplemental oxygen in the OR via nasal cannulae, nebulizers, and oxygen cylinders must always considered a potential source of fire. Percutaneous osseointegrated prostheses are being investigated as an alternative strategy to attach prosthetic limbs to patients. Although the use of these implants has shown to be promising in clinical trials, the ability to maintain a skin seal around an osseointegrated implant interface is a major challenge to prevent superficial and deep periprosthetic infections. The specific aim of this study was to establish a translational load-bearing ovine model to assess postoperative limb compensation and gait symmetry following a percutaneous osseointegrated implant. We tested the following hypotheses: (1) the animals would return to pre-amputation limb loads within 12-months; (2) the animals would return to a symmetrical gait pattern (stride length and time in stance) within 12-months. We report on studies of device degradation in organic photovoltaic devices based on blends of poly(3-hexylthiophene) (P3HT) and [6,6]-phenyl C61-butyric acid methyl ester (PCBM). Since delamination, oxidation, and chemical interactions at the metal electrode/organic interface have long been posited as degradation pathways in organic electronic devices, we first investigated the stability of a variety of electrodes for devices stored in an inert, dark environment. Second, a set of experiments was designed to separate the effects at the metal/organic interface from the degradation of the active layer or the hole extraction interface. African bovine trypanosomiasis caused by Trypanosoma sp., is a major constraint on cattle productivity in sub-Saharan Africa. Some African Bos taurus breeds are highly tolerant of infection, but the potentially more productive Bos indicus zebu breeds are much more susceptible. Zebu cattle are well adapted for plowing and haulage, and increasing their tolerance of trypanosomiasis could have a major impact on crop cultivation as well as dairy and beef production. Design and patients: We detected the signal intensity changes in dynamic MRI of the subacromial bursa, and confirmed these macroscopically by arthroscopy and histologically. The signal intensity was measured using built-in software, and the enhancement ratio (E ratio) was calculated from dynamic MR images. Urinary tract infection (UTI) is a common problem in the female population. Women with diabetes mellitus are possibly at a higher risk. The usual medical therapy for UTI is antibiotic treatment. The aim of this study is to explore strategies employed by diabetic women for prevention and self-treatment of UTI. Forty-two women with diabetes mellitus who had experienced at least one episode of UTI in the last six months were included. The NIS-6 group at Los Alamos National Laboratory pioneered the development of Tomographic Gamma Scanning and continue to improve its utility in real measurement situations. Building on this experience we report the development of a state of the art TGS system suitable for industrial applications. The image reconstruction and visualization software has been integrated into the familiar Canberra NDA2000 software suite which also handles all other aspects of the data acquisition and management. In this paper we describe the salient design and performance parameters of the system. The application of gamma-ray tomography to safeguards for improved assay accuracy and knowledge confirmation is discussed. In particular we compare and contrast the relative merits of this TGS and a traditional Segmented Gamma Scanner and illustrate how the 3-D visualization of the TGS image can provide valuable additional information.

It takes advantage of the properties of metallic fuel and liquid metal cooling to offer significant improvements in reactor safety, operation, fuel cycle economics, environmental protection, and safeguards. The plans for demonstrating the IFR fuel cycle, including its waste processing options, by processing irradiated fuel from the Experimental Breeder Reactor-II fuel in its associated Fuel Cycle Facility have been developed for the first refining series. This series has been designed to provide the data needed for the further development of the IFR program. An important piece of the data needed is the recovery of TRU material during the reprocessing and waste operations.

The long-lived nuclides of the americium curium elements are of interest for their use in certain safeguard applications and for nuclear reactor burnup studies in waste management. Recommended values are presented for /sup 241,242m,243/Am, and for /sup 242,243,244,245,246,247,248,250/Cm. These values result from a consistent evaluation of all these half-lives. These preliminary estimates were presented earlier. The uncertainties are provided at the 95% confidence limit for each of the recommended values. It will be noted that many of the recommended errors considerably exceed errors quoted by individual authors in their publication, by up to an order of magnitude, e.g., the total half-life of /sup 242,246,248/Cm and the spontaneous fission half-life of /sup 244/Cm. 65 refs., 18 tabs.

The transfer campaign with UMS at Wolsung units 2 and 4 was started from September 1, 2006 at the same time. Implementation of UMS to the transfer campaign in Wolsung site will be considerably reduced the IAEA's inspection effort and burden of operator.

The Los Alamos Nuclear Material Accounting and Safeguards System (MASS) is a near-real-time accountability system for bulk materials, discrete items, and material undergoing dynamic processing. MASS has evolved from an eighty-column card based process control system to a very sophisticated computer system. The security of the MASS computer system is provide through various access controls. There are two kinds of access control to be addressed. They are physical access control to the hardware which make up the system, and access control to the software. There are many features which provide a measure of security to the hardware that will be discussed. Access to the software is controlled by a security password. Access to various transaction activities in the system is controlled through the level of MASS user privilege. Details of MASS user privilege will be discussed.
This report is a documentation of the presentations made to the Fourth Safeguards Analytical Laboratory Evaluation (S.A.L.E.) Program Participants Meeting at Argonne, Illinois, July 8-9, 1981. The meeting was sponsored by the US Department of Energy and was coordinated by the S.A.L.E. Program of the New Brunswick Laboratory. The objective of the meeting was to provide a forum through which administration of the Program and methods appropriate to the analysis of S.A.L.E. Program samples could be discussed. The planning of a high voltage cable network and the selection of a specific type of cable are not only dependent on the typical properties of various cables but to a major degree also on the feasible laying technique, the power transmitted, the costs, the stellation treatment of the high voltage network, the acceptance requirement, the inductive influence from telecommunication cable, thermal influences from the environment, eventual safeguards from mechanical and chemical damage to the network, frequency of failure and surveillance and breakdown location. Accelerator Mass Spectrometry (AMS) is the analytical technique of choice for the detection of long-lived radionuclides which cannot be practically analysed with decay counting or conventional mass spectrometry. The main use of AMS has been in the analysis of radiocarbon and other cosmogenic radionuclides for archaeological, geological and environmental applications. In addition, AMS has been recently applied in biomedicine to study exposure of human tissues to chemicals and biomolecules at attomole levels. There is also a world-wide effort to analyse rare nuclides of heavier masses, such as long-lived actinides, with important applications in safeguards and nuclear waste disposal. The use of AMS is limited by the expensive accelerator technology required and there are several attempts to develop smaller and cheaper AMS spectrometers. 5 refs.

Wall displays are defined as large sized, vertically oriented display surfaces that may be positioned in various locations about a control room to support user information needs. The High Flux Isotope Reactor (HFIR) located at Oak Ridge National Laboratory is one of the world's most powerful research reactors. In 1996, one year after the demise of the Advanced Neutron Source Project, the U.S. Department of Energy embarked on an aggressive program to upgrade the neutron scattering facilities at the HFIR. These upgrades, which are now in progress, include the installation of larger beam tubes, a high-performance hydrogen cold source, and additional neutron guides and neutron scattering instruments. An extensive analysis effort was performed over the past 4 yr to support the design of the modified beamlines and new user facilities and to assess the impact of the upgrades on the integrity of the existing reactor system. The US investigated the use of {sup 233}U for weapons, reactors, and other purposes from the 1950s into the 1970s. Based on the results of these investigations, it was decided not to use {sup 233}U on a large scale. Most of the {sup 233}U-containing materials were placed in long-term storage. At the end of the cold war, the US initiated, as part of its arms control policies, a disposition program for excess fissile materials. Other programs were accelerated for disposal of radioactive wastes placed in storage during the cold war. Last, potential safety issues were identified related to the storage of some {sup 233}U-containing materials. Because of these changes, significant activities associated with {sup 233}U-containing materials are expected. A a result of its former role as a producer of nuclear weapons components, the Rocky Flats Environmental Technology Site (RFETS), Golden, Colorado accumulated a variety of plutonium-contaminated materials. When the level of contamination exceeded a predetermined level (the economic discard limit), the materials were classified as residues rather than waste and were stored for later recovery of the plutonium. Although large quantities of residues were processed, others, primarily those more difficult to process, remain in storage at the site. It is planned for the residues with lower concentrations of plutonium to be disposed of as wastes at an appropriate disposal facility, probably the Waste Isolation Pilot Plant (WIPP). Because the plutonium concentration is too high or because the physical or chemical form would be difficult to get into a form acceptable to WIPP, it may not be possible to dispose of a portion of the residues at WIPP. The use of environmental monitoring as a technique to identify activities related to the nuclear fuel cycle has been proposed by international safeguards organizations. The elements specific for each kind of nuclear activity, or 'nuclear signatures', inserted in the ecosystem can be intercepted by different live organisms. This work demonstrates the technical viability of using pine needles as bioindicators of nuclear signatures associated with uranium enrichment activities. Following a referendum in Italy in 1987, the four Nuclear Power Plants (NPPs) owned and operated by the state utility ENEL were closed. After closing the NPPs, ENEL selected a ''safestore'' decommissioning strategy; anticipating a safestore period of some 40-50 years. This approach was consistent with the funds collected during plant operation, and was reinforced by the lack of both a waste repository and a set of national free release limits for contaminated materials in Italy. During 1999, twin decisions were made to privatize ENEL and to transform the nuclear division into a separate subsidiary of the ENEL group. Role-limiting approaches support knowledge acquisition (KA) by centering knowledge base construction on common types of tasks or domain-independent problem-solving strategies. Within a particular problem-solving strategy, domain-dependent knowledge plays specific roles. A KA tool then helps a user to fill these roles. Although role-limiting approaches are useful for guiding KA, they are limited because they only support users in filling knowledge roles that have been built in by the designers of the KA system. EXPECT takes a different approach to KA by representing problem-solving knowledge explicitly, and deriving from the current knowledge base the knowledge gaps that must be resolved by the user during KA. As part of a coordinated program, AECL is developing a set of tools to aid with the prediction and management of steam generator performance. Although stress corrosion cracking (of Alloy 800) has not been detected in any operating steam generator, for life management it is necessary to develop mechanistic models to predict the conditions under which stress corrosion cracking is plausible. Therefore, constant extension rate tests were carried out for Alloy 800 under various steam generator crevice chemistry conditions at applied potentials. These tests were designed to evaluate the stress corrosion cracking susceptibility of Alloy 800 under CANDU( steam generator operating conditions. In the context of safety assessment of radioactive waste repositories, complex radionuclide transport models covering key safety-relevant processes play a major role. In recent Swiss safety assessments, such as Kristallin-I, an important drawback was the limitation in geosphere modelling capability to account for geosphere heterogeneities. In marked contrast to this limitation in modelling capabilities, great effort has been put into investigating the heterogeneity of the geosphere as it impacts on hydrology. We study the consumption-portfolio problem in a setting with capital gain taxes and multiple risky stocks to understand how short selling influences portfolio choice with a shorting-the-box restriction. Our analysis uncovers a novel trading flexibility strategy whereby, to minimize future tax-induced trading costs, the investor optimally shorts one of the stocks (or equivalently, buys put options) even when no stock has an embedded gain. Alternatively, an imperfect form of shorting the box can reduce aggregate equity exposure ex post. Program evaluation used the RE-AIM framework and employed both quantitative and qualitative strategies including pre and post program surveys, focus groups, and weekly electronic teacher feedback. The management programs for invasive species have been proposed and implemented in many regions of the world. However, practitioners and scientists have not reached a consensus on how to control them yet. One reason is the presence of various uncertainties associated with the management. To give some guidance on this issue, we characterize the optimal strategy by developing a dynamic model of invasive species management under uncertainties. In particular, focusing on (i) growth uncertainty and (ii) measurement uncertainty, we identify how these uncertainties affect optimal strategies and value functions. NMR signal degeneracy, relaxation problems, and a paucity of long-range {sup 1}H-{sup 1}H dipolar contacts have limited the utility of traditional NMR approaches. Selective isotope labeling, including nucleotide-specific and segmental labeling strategies, may provide the best opportunities for obtaining structural information by NMR. However, little is known how burrows used by scatter-hoarding animals influence their foraging behaviors. This research focuses on the development and application of high order statistical analyses applied to measurements performed with subcritical fissile systems driven by an introduced neutron source. The signatures presented are derived from counting statistics of the introduced source and radiation detectors that observe the response of the fissile system. It is demonstrated that successively higher order counting statistics possess progressively higher sensitivity to reactivity. Consequently, these signatures are more sensitive to changes in the composition, fissile mass, and configuration of the fissile assembly. Furthermore, it is shown that these techniques are capable of distinguishing the response of the fissile system to the introduced source from its response to any internal or inherent sources. The paper presents the progress of the Radioactive Waste Management Plan which accompanies the Decommissioning Plan for research reactor WWR-S located in Magurele, Ilfov, near Bucharest, Romania. Italian district small and medium enterprises (SMEs) developed aggressive strategies to extend their sales networks and supply chains abroad. Literature on districts offered alternative explanations about the impacts of internationalization on local manufacturing systems. The authors consider the evolution of Italian districts in the framework of global value chain approach, focusing on the role of leading firms. Based on a survey of 650 Italian SMEs and financial indicators, the paper describes the rise of a new district firm model, the open network, which becomes a key node of global value chains. The paper also analyses the relationships among internationalization, innovation strategies and performance of SMEs.
Access for independents to retail gas markets was a central concern in European policy reform efforts in the 1990s. Upstream oil and gas companies reacted with strategic intentions of forward integration. By late 2004, forward integration was still weak, however. An important explanation of the gap between announced strategic re-orientation and actual strategy implementation lies in the political failure of EU member states to dismantle market barriers to entry for independents. Variations between companies in downstream strategy implementation are explained by variations in business opportunities and internal company factors.

The justification, strategies, and technology options for implementing advanced district heating and cooling systems in the United States are presented. The need for such systems is discussed in terms of global warming, ozone depletion, and the need for a sustainable energy policy. Strategies for implementation are presented in the context of the Public Utilities Regulatory Policies Act and proposed new institutional arrangements. Technology opportunities are highlighted in the areas of advanced block-scale cogeneration, CFC-free chiller technologies, and renewable sources of heating and cooling that are particularly applicable to district systems.
We present a method for the analysis of singularities of Feynman amplitudes based on the Speer sector decomposition of the Schwinger parametric integrals combined with the Mellin-Barnes transform. The sector decomposition method is described in some details. We suggest the idea of applying the method to the analysis of collinear singularities in inclusive QCD cross sections in the mass-less limit regularizing the forward amplitudes by an off-shell choice of the initial particle momenta. It is shown how the suggested strategy works in the well known case of the one loop corrections to Deep Inelastic Scattering.
Many non-domestic buildings, built recently in the UK, use natural means to provide ventilation for indoor air quality and thermal comfort. This paper presents monitoring results obtained from such a purpose built naturally ventilated educational building. Its performance during the summer is discussed based on monitored results. Using thermal and ventilation modelling, the paper also discusses the optimisation of the building's summer performance. Recommendations on the selection of appropriate ventilation strategies in relation to the prevailing external conditions are derived and the appropriateness of the control methods is discussed. The strategy for management of the Oak Ridge National Laboratory`s (ORNL) radioactively contaminated liquid waste was reviewed in 1991. The latest information available through the end of 1990 on waste characterization, regulations, US Department of Energy (DOE) budget guidance, and research and development programs was evaluated to determine how the strategy should be revised. Few changes are needed to update the strategy to reflect new waste characterization, research, and regulatory information. It consists of two fundamental things; the monitoring and the access control. To monitor the network, the authors have installed the intrusion detection system and have managed it since 1998. Biofuels may contribute to both rural economic development and climate change mitigation and adaptation. The Gota Verde Project in Yoro, Honduras, attempts to demonstrate the technical and economic feasibility of small-scale biofuel production for local use by implementing a distinctive approach to feedstock production that encourages small farm sizes, mixed cropping of biofuel feedstock from Jatropha and food crops, particularly corn and beans, grown side by side on the same farmland and the total involvement of small rural farmers. The aim of this study was to compare the results of different treatment strategies for osteochondral defects (OCD) of the talus. Electronic databases from 1966 to June 2000 were systematically screened. Thirty-nine studies fulfilled our inclusion criteria. No randomized clinical trials could be identified. The results of nonoperative treatment were described in 14 studies, of excision alone in 4, of excision and curettage in 10, of excision, curettage and drilling in 21, of cancellous bone grafting in 2, of fixation in 3, and of osteochondral transplantation in 1. Good or excellent results were found in 45% of the cases. Comparison of different surgical procedures showed that excision, curettage and drilling resulted in the highest mean success rate (86%), followed by excision and curettage (76%) and excision alone (38%). Switchgrass has been touted as one of the most promising crops for energy production among several perennial grass species grown under moderate to hot climates. However, few studies have been conducted in colder climate conditions. This study examined the mesophilic methane yield of switchgrass grown under the cooler growing conditions that exist in northeastern North America. In 2007, switchgrass was harvested in late July, August and September and conserved as silage. The regrowth of plots harvested in late July was also harvested in late September as a two-cut strategy. OBJECTIVES: The authors examine the rationale and efficacy of pre-travel hepatitis B immunization strategies based on itinerary and presumed on-travel risk behaviour. METHODS: A large survey among 26,640 Danes survey provided data on journey lengths and destinations, immunization coverage, risk behaviour and knowledge. RESULTS: The estimated cumulative lifetime stay in endemic areas outside Europe is 4.3 months. The majority of risk situations are involuntary and unforeseeable. The majority of risk situations occur on short-term journeys. 5% nonimmune and 5% short-term travellers experienced at least one risk situation such as injections/operations/tattoos on their journey. A first-principles task-based approach to the design of medical ultrasonic imaging systems for breast lesion discrimination is described. This study explores a new approximation to the ideal Bayesian observer strategy that allows for object heterogeneity. The new method, called iterative Wiener filtering, is implemented using echo data simulations and a phantom study. We studied five lesion features closely associated with visual discrimination for clinical diagnosis. A series of human observer measurements for the same image data allowed us to quantitatively compare alternative beamforming strategies through measurements of visual discrimination efficiency. A general method for stable-isotope labeling of large proteins is introduced and applied for studies of the E. coli GroE chaperone proteins by solution NMR. In addition to enabling the residue-specific {sup 15}N-labeling of proteins on a highly deuterated background, it is also an efficient approach for uniform labeling. The method meets the requirements of high-level deuteration, minimal cross-labeling and high protein yield, which are crucial for NMR studies of structures with sizes above 150 kDa. The results obtained with the new protocol are compared to other strategies for protein labeling, and evaluated with regard to the influence of external factors on the resulting isotope labeling patterns. The objective of this research was to convert coal into a soluble substance under mild conditions. The strategy involved two steps, first to breakdown the macromolecular network of coal, and second to add hydrogen catalytically. We investigated different basic reagents that could, in priciple, break down coal's structure and alkylation strategies that might enhance its solubility. We examined O- and C-alkylation, the importance of the strength of the base, the character of the added alkyl groups and other reaction parameters. This work provided new information concerning the way in which hydrogen bonding, polarization interactions between aromatic structures and covalent bonding could be disrupted and solubility enhanced. In the last decade, directed evolution has become a routine approach for engineering proteins with novel or altered properties. Concurrently, a trend away from purely 'blind' randomization strategies and towards more 'semi-rational' approaches has also become apparent. In this review, we discuss ways in which structural information and predictive computational tools are playing an increasingly important role in guiding the design of randomized libraries: web servers such as ConSurf-HSSP and SCHEMA allow the prediction of sites to target for producing functional variants, while algorithms such as GLUE, PEDEL and DRIVeR are useful for estimating library completeness and diversity. In addition, we review recent methodological developments that facilitate the construction of unbiased libraries, which are inherently more diverse than biased libraries and therefore more likely to yield improved variants. This paper reports results of a community-organizing approach to disseminating evidence-based interventions in a sustainable way: The Southeast Seattle Senior Physical Activity Network (SESPAN). SESPAN was implemented in Southeast Seattle, a group of multicultural neighborhoods extending 8?miles southeast of downtown Seattle, with a population of 56,469 in 2000, with 12% (7,041) aged 65 and older. This paper describes new strategies for the brain-specific delivery of radionuclides that can be used to evaluate regional cerebral perfusion by single photon imaging techniques. A description of several examples of interesting new strategies that have recently been reported is presented. A new approach at this institution for the brain-specific delivery of radioiodinated iodophenylalkyl-substituted dihyronicotinamide systems is described which shows good brain uptake and retention in preliminary studies in rats. Following transport into the brain these agents appear to undergo facile intracerebral oxidation to the quaternized analogues which do not recross the intact blood-brain barrier and so are effectively trapped in the brain. 49 refs., 9 figs., 1 tab.

Theoretical models of the decontamination process are developed and combined with an existing model of "6"0Co production in CANDU PHW reactors to predict the effects of decontamination on long term "6"0Co build-up in reactor primary heat transport systems. The effects of decontamination interval, decontamination factor, and post-decontamination corrosion release are calculated. An optimum decontamination strategy for a Pickering G.S. type reactor is developed on the basis of a cost-benefit analysis. This study indicates that the optimum decontamination interval is approximately six years. This optimum interval is relatively insensitive to variations in the costs of personnel exposure, the cost of a decontamination, the decontamination factor, and the post-decontamination corrosion model used. Abstract Therapeutic proteins are exposed to various potential contact surfaces, particles, and leachables during manufacturing, shipping, storage, and delivery. In this review, we present published examples of interfacial- or leachable-induced aggregation or particle formation, and discuss the mitigation strategies that were successfully utilized. Adsorption to interfaces or interactions with leachables and/or particles in some cases has been reported to cause protein aggregation or particle formation. Identification of the cause(s) of particle formation involving minute amounts of protein over extended periods of time can be challenging. A three-component seismic line acquired over the Zamora gas field, northern Sacramento Valley, California, displays conventional (P-P) and converted-wave (P-SV) seismic anomalies. Well log and seismic modeling results indicate that bright-spot reflection strengths are related to variations in fluid saturation and lithology. The P-SV reflection strengths and interval velocities provide valuable information that complements more conventional strategies such as amplitude with offset and polarity analysis. This integrated strategy can improve risk evaluation and well-site selection in areas where rapid changes in reservoir quality impact resource evaluation.

The marketing strategy developed for use in international markets by the S. M. Group International of Longueuil, Quebec, a company with interest and well-developed expertise in the environmental and energy sector, was described. The strategy is designed to aid in the selection of countries or regions of interest, in determining the sector of activity to be emphasized, in selecting a local partner or local business representatives, and in making contact locally with the people responsible for the development banks in the target countries in an effort to create awareness of the company. The company also tries, wherever possible, to promote its services to local governmental agencies through the industrial cooperation program of CIDA. Since development banks have a very conservative behaviour, past performances and constant provision of high quality services are of prime importance.
This paper develops optimal bidding strategies for a pumped-storage plant in a pool-based electricity market. In the competitive regime, when compared to simple hydroelectric generator, profit of the pumped-storage plant is maximized by operating it as a generator when market clearing price is high and as a pump when the price is low. Based on forecasted hourly market clearing price, a multistage looping algorithm to maximize the profit of a pumped-storage plant is developed, considering both the spinning and non-spinning reserve bids and meeting the technical operating constraints of the plant. The proposed model is adaptive for the nonlinear three-dimensional relationship between the power produced, the energy stored, and the head of the associated reservoir. Different operating cycles for a realistic pumped-storage plant are considered and simulation results are reported and compared. (author)
An adaptive power system stabilizer (APSS) employing a new self-optimizing pole shifting control strategy and its application to a power system are described in this paper. Based on an identified model of the system, the control is computed by an algorithm which shifts the closed-loop poles of the system to some optimal locations inside the unit circle in the z-domain to minimize a given performance criterion. With the self-optimization property, outside intervention in the controller design procedure is minimized, thus simplifying the tuning procedure during commissioning. Also, a new method of calculating the variable forgetting factor in real-time parameter identification is discussed. Studies show that the proposed APSS can provide good damping of the power system over a wide operating range and significantly improve the dynamic performance of the system.
Biostimulation by nutrient application is a viable technology for restoring oil-contaminated beaches. Maximizing the nutrient residence time is key for achieving a rapid cost-effective cleanup. We considered the nutrient injection strategy through a perforated pipe at the high tide line and we simulated numerically beach hydraulics, which allowed us to estimate the optimal injection flow rate of nutrient solution. Our results indicate that the optimal application is one that starts following the falling high tide and lasts for half tidal cycle. The saturated wet-front of the nutrient solution on the beach surface would move seaward with the same speed of the falling tide keeping a constant distance with the tide line. Motion Camouflage (MC) is illuminated as a novel strategy in counterattacking anti-satellite by way of stealth trajectory scheduling. The dynamics model of MC in space is developed and a quadratic function with three boundary constraints is employed for trajectory determination. Based on the model a scenario is set to run the simulation. The results indicate given the designed acceleration input, the predator will be moved following a prescribed route, which precisely locates the predator between two objects at each time instant. In the last approaching phase, the motion is achieved with a big bumping rate which guarantees the power of this striking. Methods for deriving minimum fuel cost in the fixed approaching duration and the minimum approaching duration in limited acceleration input are proposed and are verified in the simulation.
