The environmental problem of ground level ozone is discussed, and the Canadian strategy for dealing with it is explained. Ozone in the troposphere can cause serious health problems in susceptible persons, and is estimated to cause up to $70 million in crop damage per year. The Canadian Council of Ministers of the Environment (CCME) Plan calls for less than 82 ppB by volume of ozone in any one-hour period in all areas of Canada by 2005. Three areas of Canada regularly exceed this value: the Lower Frazer valley in British Columbia, Saint John in New Brunswick, and the Windsor-Quebec corridor along the lower Great Lakes and the St. Lawrence River. The CyberReach project sought to adapt current peer based health promotion outreach, training and supervision frameworks to an online outreach setting in a way that was effective and supported by the online community. It targeted marginalised groups to trial the provision of online mental and sexual health promotion incorporating a participatory action research model into its development and implementation. A comprehensive Biological Monitoring and Abatement Program, which was developed to meet National Pollutant Discharge Elimination System permit requirements, includes tasks on (1 ) toxicity testing; (2) bioaccumulation in aquatic and terrestrial biota; (3) bioindicators of fish health; and (4) fish, macroinvertebrate, and periphyton community surveys. Doses to the salivary glands, thyroid gland, breast, lung, stomach and colon during mass radiological gastric screening, mass radiographic chest screening, upper gastrointestinal series and computed tomography were determined by exposing a female human phantom to simulated radiological X-ray examinations as performed in community hospitals. Phenomena associated with induced currents and voltages on high voltage transmission lines were discussed. Basic principles were reviewed. Action taken by Hydro-Quebec to assess the importance of associated problems on its grid was described. Hydro-Quebec`s findings and recommendations were compared with those of the International Standard, IEC 1129. It was concluded that for most cases, induced currents and voltages were higher than those listed under Class A recommendations of IEC 1129 as rated switching capabilities for ground switches assigned to this duty. We analyzed the effects of the Colorado Medicaid Capitation Program on the duration and services of over 21,000 outpatient mental health episodes for young children. The study spanned a three year period before and after capitation was implemented, and compared episodes of outpatient care for children from 14 capitated Community Mental Health Centers (CMHCs) with those from three CMHCs that remained fee-for-service. Proportional hazards regressions revealed that capitation resulted in an increase in outpatient episode duration, over and above similar effects for the comparison fee-for-service episodes. The hypothesis that there were longer capitated episodes for children who were hospitalized was not supported. Children with behavioral and anxiety disorders had longer capitated episodes. This economic impact analysis (EIA) examines compliance costs and economic impacts resulting from the U.S. Environmental Protection Agency`s (EPA`s) proposed revisions to effluent limitations guidelines and standards for the Coastal Subcategory of the U.S. oil and gas industry. The EIA estimates economic impacts in terms of annualized costs; production losses; and changes in equity, working capital, and other indicators of financial health at the firm level. In addition, impacts on employment and affected communities, foreign trade, and new sources are considered. A Regulatory Flexibility Analysis detailing the impacts on small businesses within the coastal oil and gas industry also is included in the EIA.

Mining operations took place at the Sullivan Mine, located at Sullivan, Abitibi, Quebec between 1930 and 1967 and generated large quantities of tailings. These tailings now represent a waste rock pile in the shape of a delta on the shore of De Montigny Lake. The area covers approximately 50 hectares. When the waste rock pile was first established, several terrestrial and aquatic ecosystems were lost forever. In addition, the very nature of the tailings, combined to the action of the wind and lake, further slow the natural site regeneration. DNA was purified from activated peripheral blood mononuclear cells (PBMCs) and PCR was used to detect XMRV gag and env in 72 patients. Anti-XMRV antibodies were searched in sera of 62 patients by Western blot analysis. Attempts to detect XMRV antigens was made, using immunofluorescence with Gag anti-p30 antiserum on activated PBMC from 50 patients. Plasma viremia was measured by RT-PCR on 9 subjects. The average age of these underground fluid-filled cables is more than 30 years and the cost to replace the circuits is estimated to be 230 million dollars. It is, therefore, crucial to maintain at all times and under all operating conditions a positive oil pressure in order to maintain the dielectric strength of paper insulation, and to prevent air and moisture from entering the cables and accessories. The monitoring and control system is reliable, flexible, user friendly and easy to upgrade. The samples were prepared in four different concentrations from outdated human whole blood stabilized with glucose and a citrate/phosphate buffer and provided under clean room conditions to avoid contamination. The lyophilized samples are easy to reconstitute with water. The materials were evaluated according to a statistical model. Numerous laboratory investigations have shown that sulfur dioxide (SO/sub 2/) induces bronchoconstriction and respiratory symptoms in exercising asthmatics. These effects appear to depend on dose rate (the product of exposure concentration and ventilation rate), and may occur at dose rates attainable during outdoor exercise in SO/sub 2/-polluted communities. Effects are rapid in onset, requiring no more than 5 min of exercise during exposure. Thus they may be induced by transient elevations of SO/sub 2/ levels, which may occur near large pollution sources even when longer-term average concentrations meet existing air quality standards. Even very mild asthmatics typically are far more sensitive to SO/sub 2/ than healthy volunteers. The heating system of the `Centre integre de mecanique industrielle de la Chaudiere`, in Saint-Georges, Quebec, is based on a solar wall and a geothermal heat pump with a glycol/water mixture circulating in 44 wells that are 100 m deep. With installation costs below $25 per sq.m, more than 85 per cent of the heating needs of the 9500 sq.m centre were supplied by geothermal power. The geothermal heat pump is composed of a well field and two 211-kW cooling units, each equipped with four coiled compressors. In winter, heat is pumped from the earth and in summer, a heat exchanger with control valves allows to heat to be dumped back into the earth. The monitoring and simulation of the system proved its efficiency, considering the climatic conditions in Quebec. The annual consumption of geothermal heating is 0.146 GJ per sq.m, which is very low compared to the consumption of electric heating (0.286 GJ per sq.m) or oil heating (0.419 GJ per sq.m). 4 ...

The ROTAMIX process for the treatment of contaminated soils, developed by GSI Environment of Sherbrooke, Quebec, is described. The technology combines the use of a self-propelled rotary turner with bioactivating nutrients and structuring agents. Results of various trials using this process showed that soils contaminated with pentachlorophenol and heavy petroleum hydrocarbons, substances that do not easily break down, were decontaminated to a level that corresponds to the C criterion of the Quebec Ministry of the Environment. The ROTAMIX process was found to improve solid/liquid/gas exchanges, and increased water retention capacity of the treated soil. The technology is not constrained by the fine particle concentration that may result from the addition of structuring agents. It produces no leachate water or gaseous emissions. The production of de-inked tailings in Quebec has significantly increased during the last decade. From less than 100,000 wet tons in 1990, the production of de-inked tailings reached 500,000 wet tons in 1995, and 510,000 wet tons in 1999. The geotechnical, hydraulic, and physico-chemical properties of de-inked tailings are favorable for its use as soil cover for the prevention of acid mine drainage at mining sites. In this presentation, the authors discussed the three-year monitoring of the behaviour of a membrane covering an old mining site with the potential to produce acid mine drainage. The site is located at the Clinton Mine, near Woburn, Quebec. The mine shaft was filled with the tailings and waste rock scattered around the site and covered with a protective membrane which included de-inked tailings. A fast production scheduling algorithm suitable for generation expansion studies is described in this paper. It can handle several independent rivers, thermal plants, pumped storage plants, import, export, and internal non-firm markets. Inflows and load are deterministic and a one-reservoir limit is imposed on each river. The scheduling problem is formulated as a generalized network problem which is efficiently solved by an adaption of the simplex method. The algorithm is part of a program developed by Hydro-Quebec to conduct preliminary evaluations of alternative expansion plans. The program and the scheduling algorithm are presented.

Natural Resources Canada commissioned an informal survey in which 18 organizations, mainly utilities from across Canada were contacted by letter or fax to gather data regarding unit energy consumption (UEC) of space heating, domestic hot water (DHW) heating and appliances. The data was used in updating and refining the residential energy end-use model used at NRCan. The survey included energy load, UEC, efficiency, and per cent saturation for both space heating and water heating equipment for all fuel types including electric, natural gas, oil, wood and propane used in single detached, single attached, apartment and mobile homes. A list of UEC and per cent saturation for major appliances such as refrigerators, freezers, clothes washers and dryers, cooktop/ovens, central air-conditioners, and lighting is also included in the survey. There are 110 million people in Sichuan Province, China. Although most of the people in cities of Sichuan use river water, which contains low levels of radon, as potable water, people in countryside and in some communities of big cities still use well water as domestic consumption. This paper reports the radon concentrations in well water investigated in four cities, i.e. Chengdu, Chongqing, Leshan and Leijiang in Sichuan Province. Of the 80 wells investigated, the radon concentrations range from 3.5 to 181.6 KBqm"-"3. Of the four cities, Chongqing has the highest well water radon concentration with the average 49.6 #+-# 54.1 KBqm"-"3 and the greatest variation. The investigation in four cities showed that the radon concentrations in well water are much higher than that in tap-water. Personal health information management (PHIM) refers to activities that support consumers' access, integration, organization, and use of their personal health information. We investigated PHIM in the health consumer population using a focus group and participatory design. In collaboration with health consumers, we identified PHIM activities and explored the design of new supportive technology. Our findings describe prominent PHIM activities such as monitoring and assessing health, as well as health-related decision making, planning, and action. We describe design principles our participants used during the participatory design of a PHIM tool. These include individual control, sharing, integration, security and flexibility. This poster presentation gave an overview of the subaqueous deposition of reactive mine tailings in the open trench Don Rouyn, located near Rouyn-Noranda, Quebec. The author began by providing a brief background of subaqueous mine tailing storage, and discussed the interest of the Don Rouyn trench. The site was described according to geomorphological and geological aspects. The hydrology conditions existing at the site were mentioned, and the results of the hydrology analysis performed were indicated. Close monitoring of the situation was maintained, and the chemical and physical stability of the tailings were evaluated. The conditions that prevailed both before and after the flooding of the site were explained. Roads function as prime habitats and corridors for invasive plant species. Yet despite the diversity of road types, there is little research on the influence of these types on the spread of invaders. Common ragweed (Ambrosia artemisiifolia), a plant producing large amounts of allergenic pollen, was selected as a species model for examining the impact of road type on the spread of invasive plants. We examined this relationship in an agricultural region of Quebec, Canada. We mapped plant distribution along different road types, and constructed a model of species presence. As nuclear research has become more prevalent, environmental contamination from the disposal of radioactive waste has become a prominent issue. At Los Alamos National Laboratory (LANL) in northern New Mexico, radioactive contamination from disposal operations has raised some very specific concerns. Material Disposal Area G (Area G) is the primary low-level radioactive waste disposal site at LANL and occupies an area adjacent to land belonging to the Native American community of the Pueblo of San Ildefonso. Analyses of soil and vegetation collected from the perimeter of Area G have shown concentrations of radionuclides greater than background concentrations established for northern New Mexico. As a result, Pueblo residents had become concerned that contaminants from Area G could enter tribal lands through various ecological pathways. In general, online communities are found to be a source of social support, especially for minority group members. However, it is unclear whether younger and older SSA people differ in their use of these communities. The present research examined age differences in use of online communities, hypothesizing that young SSA people primarily use these for social interaction and support, whereas older SSA people use online communities to seek sexual contacts. Policy makers are turning to market-based mechanisms to engender innovative ways of reducing polluting air emissions. As with any emerging market, environmental policies must be carefully crafted so that the institutions and incentives needed to form working markets are developed. Attention must be paid to creating avenues for communities and other 'non-moneyed' or unorganised interests to be involved in the new market processes. This paper proposes a strategy to create sustainable, community-based methods to reduce polluting air emissions within the context of market-based incentive programs. By enabling communities to effectively participate in environmental solutions, they will truly be able to 'think globally, act locally'. (author)

The information given in the present report about the Chernobyl accident and its radiological consequences indicates a serious crisis of the international radiation community. The following signs of this crises can be discerned: The international radiation community did not recognize the real reasons of the accident for a long time. It could not make a correct assessment of the damage to the thyroid of the affected populations of Belarus, Russia and the Ukraine. Up to present time it rejects the reliable data on hereditary malformations. It is not able to accept reliable data on the increase in the incidence in all categories of people affected by the Chernobyl accident. The international radiation community supported the Soviet authorities in their attempts to play down the radiological consequences of the Chernobyl accident for a long time. (author)

Effects of winter seismic exploration on arctic tundra were evaluated on the coastal plain of the Arctic National Wildlife Refuge, four to five growing seasons after disturbance. Plant cover, active layer depths, and track depression were measured at plots representing major tundra plant communities and different levels of initial disturbance. Results are compared with the initial effects reported earlier. Little resilience was seen in any vegetation type, with no clearly decreasing trends in community dissimilarity. Active layer depths remained greater on plots in all nonriparian vegetation types, and most plots still had visible trails. Decreases in plant cover persisted on most plots, although a few species showed recovery or increases in cover above predisturbance level. Moist sedge-shrub tundra and dryas terraces had the largest community dissimilarities initially, showing the least resistance to high levels of winter ...

Recent Canadian progress in the development of the curved-blade Darrieus vertical-axis wind turbine (VAWT) is described. Cooperation between government, industry and power utilities in the conduct of field trials, over several years, has demonstrated improved performance and reliability of grid-coupled turbines of this type. The rated power of the VAWTs currently under test ranges from 30 kW, in a wind/diesel powerplant, to 230 kW, in an installation on an island in the Gulf of St. Lawrence. Progress has also been made in understanding the basic aerodynamic behavior of the VAWT and theoretical methods for performance and load prediction have correspondingly improved. The consequences of climatic change and the obligation of Annex B countries to reduce their greenhouse gas emissions in terms of the Kyoto Protocols are reviewed. The role that renewable energy sources such as hydrogen, solar and wind energy could play in avoiding the most catastrophic consequences of rapidly growing energy consumption and atmospheric pollution in the face of diminishing conventional fossil fuel resources are examined. The CAMDU 6 reactor has an international reputation as one of the world's best performing and safe reactors. CANDU 6 reactors are consistently ranked in the world's top 10 for annual and lifetime performance. Six CANDU 6 units are currently in operation in four continents; in Quebec, New Brunswick, South Korea, Argentina and Romania. There are another two CANDU 6 units currently under construction at wolsong, in Korea which ore scheduled to go into service in 1998 and 1999 respectively. A second CANDU 6 unit is currently being considered for Romania. The construction of two CANDU 6 units at Qinshan, in China, is now underway. The performance of the four first-generation CANDU 6 plants, which have now been in service for 15 years, continue to show very good performance, with capacity factors on average since in-service of over 85%.
