The article examines the limits and challenges small powers face when they adjust to systemic changes. Specifically, this article discusses the Philippines' conduct of a diplomatic strategy of equi balancing between the USA and China. In this strategy, the Philippines enhances and deepens its security relations with its strategic ally, the USA and at the same time, obtains economic assistance and politico diplomatic concessions from East Asia's emergent power, China. The Philippines' diplomatic gambit, however, is restrained by its formal alliance with the USA and its chronic territorial dispute with China over the Spratly Islands. At present, several developments are undermining Manila's efforts in playing this balancing game with Washington and Beijing. These are: the Philippines' passiv...

Mutagenesis of Lupinus mutabilis was started at the UNA LM (Peru) to obtain mutants with low alkaloid content and early germination. Varieties SCG 25 and Lib 020 were irradiated with gamma radiation. The optimum dose for the SCG 25 variety was 15 Krad and for Lib 020 15 to 20 Krad. The relation between the plant height and radiation dose fits the quadratic polynomial model.

Cholera vaccine candidate Peru-15 was derived from a Vibrio cholerae O1 El Tor Inaba strain by deleting the cholera toxin genetic element, introducing the gene encoding cholera toxin B subunit into recA, and screening for nonmotility. In a controlled study, Peru-15 (2 x 10(8) cfu) was administered to 11 volunteers. No vaccinee developed diarrhea, and 10 of 11 had > 4-fold rises in vibriocidal antibody titers. One month later, 5 vaccinees and 5 control volunteers were challenged with wild type V. cholerae O1. Four of 5 controls developed diarrhea (mean, 1.9 L). Two Peru-15 vaccinees developed diarrhea, 1 with < 0.3 L and 1 with approximately 1.0 L; this latter volunteer had not developed a significant vibriocidal immune response to vaccination. Peru-15 shows promise as a single-dose, oral cholera vaccine that is safe, immunogenic, and protective. PMID:7561195

In 1946, the Philippines raised claims in the South China Sea over an area already known as Spratly Islands. This claim advanced through peculiar stages, starting when Thomas Cloma allegedly discovered islands in 1946, later named as Freedomland, and maturing to some extent in 1978 by the governments claim over the so-called Kalayaan Island Group. Considered as an oceanic expansion of its frontiers, this paper reviews the basis of the claim, first over the nature of Clomas activities, and secondly over the measures the Philippine government took as a reaction of Clomas claim of discovery of an area already known in western cartography as the Spratlys. Eventually, what is the nature of the link between the 1978 Kalayaan Islands Groups official claim and 1956 Clomas private one?

Reproductive parameters were monitored in 50 post-partum Bos indicus x Bos taurus animals located on four farms in two ecological zones of Panama. Progesterone (P_4) concentrations were measured in four of these animals twice a week and their reproductive organs palpated per rectum once a week until 60 days post-artificial-insemination or post-natural-service. The other 46 cows were palpated for early pregnancy between days 45 and 60 post-service. The mean P_4 concentration in cows with palpable corpora lutea (CL) was 10.3#+-#4.0 nmol/L; when no Cl were detected, the mean P_4 level was 2.2#+-#1.6 nmol/L. Of the 46 animals palpated for early pregnancy, 36 (70%) were found to be pregnant, one (2%) exhibited early embryonic death and one (2%) aborted; the other eight cows (17%) were anoestrous. The mean P_4 concentration in pregnant cows was 11.9#+-#4.0 nmol/L and the calving to conception interval was 148 days. (author). 13 refs, 7 figs, 4 tabs.
In November 1977, 627 soldiers belonging primarily to the First Battalion, 82nd Airborne Division, stationed at Fort Bragg, were sent to the Canal Zone, Panama, for jungle warfare training. A medical surveillance program incorporating pre- and post-evaluations over a 6-month period with dermatologic examinations, questionnaires, and serologic tests was established. Ten cases of cutaneous leishmaniasis (1.6/100 men) were diagnosed by positive Leishmania culture. The demonstrated lack of sensitivity and specificity of the indirect fluorescent antibody test and the direct agglutination test render these serological methods useless as diagnostic screening methods in the early stages of this disease. This paper describes the research and development activities in three areas of radiation processing, namely: food irradiation, medical product sterilization and wood plastic combination. Plans and efforts exerted to acquire a larger gamma source to augment our present 5,000 curie source are discussed. Cost estimates for a radiation facility are presented on the basis of the market potential of food irradiation and medical product sterilization. Existing local industries that can benefit from the adaptation of irradiation technology in their processing requirements are described.
There are two major water currents off the coast of Peru in South America. The Humboldt or Peru current travels northwest across latitudes 35/sup 0/S to 6/sup 0/S. To the north, a branch of the equatorial current flows southward down to latitudes 6-7/sup 0/S in normal years. Its warm, less salty water is poor in nutrients and cannot support fishery. In some years, this warm current extends much more southward, down to 12/sup 0/S. This has a catastrophic effect leading to a mass mortality of the anchovies and, in turn, of the guano birds and less production of farm crops. This phenomenon occurs around Christmas (summer in the southern hemisphere) and is, therefore, called El Nino. The main feature of El Nino is to change the sea surface temperature. An abnormal rise in sea surface temperature can give rise to odd air movements which can change the monsoons pattern, even at distant places, profoundly. In the past 26 years, when El Ninos have ...
This paper describes the safety system and training for personnel on board the floating production storage and offloading (FPSO II) currently working in the Cadlao Field, offshore Palawan in the Philippine Islands. (See Figure 1). The crude oil being produced has wellstream hydrogen sulfide concentrations up to 6000 PPM. Concentrations of hydrogen sulfide at 700 PPM or higher can be immediately dangerous to life and every effort must be made to ensure personnel safety.
Iron deficiency anaemia is an important health problem in Peru, which affects approximately 25% of the population. The most vulnerable groups are children below 5 years of age and pregnant women, of whom 64% and 53% respectively are anemic. The main reason for this deficiency is inadequate iron intake. Heme iron consumption is very low, and non-heme iron is virtually the only source of iron in the diet. Despite regional differences in food consumption, wheat, salt and sugar are widely consumed in all areas. Wheat is likely to be the most suitable food vehicle for iron fortification due to the processing required. Based on the recent food consumption surveys conducted in Lima by the IIN, we selected examples of typical main meals and measured iron bioavailability in the diet using an extrinsic tag method with 1.5 #mu#Ci of "5"9Fe and 5 #mu#Ci of "5"5Fe as markers. Coffee with bread and butter for breakfast, noodle soup with vegetables, rice with seasoned tripe ...
Many factors such as poverty, ineffective institutions and environmental regulations may prevent developing countries from managing how natural resources are extracted to meet a strong market demand. Extraction for some resources has reached such proportions that evidence is measurable from space. We present recent evidence of the global demand for a single commodity and the ecosystem destruction resulting from commodity extraction, recorded by satellites for one of the most biodiverse areas of the world. We find that since 2003, recent mining deforestation in Madre de Dios, Peru is increasing nonlinearly alongside a constant annual rate of increase in international gold price (?18%/yr). We detect that the new pattern of mining deforestation (1915 ha/year, 2006-2009) is outpacing that of nearby settlement deforestation. We show that gold price is linked with exponential increases in Peruvian national mercury imports over time (R(2)?=?0.93, p?=?0.04, 2003-2009). ...
Phytoplankton community composition, density, and succession were studied in tropical commercial ponds with euryhaline tiger shrimp (Penaeus monodon Fabricius) using green-water technology at two different stocking densities [T1 10 post-larvae (PL) m?2 and T2 15 PL m?2] in one grow-out season (May?October 2005) in Leganes, Iloilo, Philippines. Weekly qualitative and quantitative analyses of phytoplankton were done along with physicochemical analyses of the pond waters. A total of 103 taxa belonging to nine different algal classes were observed. Of these classes, the Chlorophyceae, Cyanophyceae and Bacillariophyceae constituted the great bulk of the phytoplankton population. The two treatments did not show any significant differences in the growth pattern of phytoplankton over time and in t...

The purpose of this new industrial chair is to ensure the continuation and development of new research activities in the field of environment protection as it relates to the good management of mine tailings. The mining industry plays a vital role in the economy of a number of regions in both Quebec and Canada and also causes environmental problems due to the generation of liquid, solid, and gaseous wastes. Mine tailings can cause acid mine drainage. This acid mine drainage (AMD) can have detrimental effects on the ecosystems adjoining tailings or waste rock piles. We must remain aware that some of the remedial measures instituted to contain AMD might cause problems due to their possible instability. Despite the fact that instability is a rare occurrence, it can have disastrous effects on the environment as demonstrated in Spain, Guyana, and the Philippines during the last few years. The creation of this chair in environment and tailings management will allow the ...
The radiation decimal reduction dose (D_1_0) of toxigenic Vibrio cholerae O1 El Tor, Inaba was determined in vitro (0.13 kGy) and in inoculated fresh fillets of saurel (Trachurus picturatus murphyi) (0.12 kGy) and another Pacific fish species known in Peru as ''lisa'', Mugil cephalus (0.13 kGy), both of which are frequently consumed raw in ''ceviche''. The D_1_0 value was similarly determined in tails of the shrimp species Penaeus vannamei (0.13 kGy). In a second phase of the study, radiation doses in the range 1.0-4.0 kGy were evaluated for use in microbiological shelf-life extension of the selected seafood, and for adverse effects on various sensory attributes (appearance, odor, flavor, and texture). A dose of 1.0 kGy doubled the microbiological shelf-life of fish fillets during post-irradiation storage at 0-1 deg. C to approximately 30 days. This dose was deemed optimal also for preserving all sensory characteristics evaluated except appearance, due to a ...
Recognizing the importance of {sup 99m}Tc and {sup 99m}Tc-based radiopharmaceuticals in nuclear medicine, the Philippine Nuclear Research Institute has initiated research on the development of column-type generators for {sup 99m}Tc using {sup 99}Mo in the form of a gel. The use of reactor-produced {sup 99}Mo will reduce the country's dependence on the importation of commercial generators based on fission product molybdenum-99. However, the relatively low specific activity of {sup 99}Mo must be compensated by the high adsorption capacity of the column material for molybdenum. A procedure based on the incorporation of low activity {sup 99}Mo into a zirconium molybdate gel matrix was adopted with reasonable success. Because the properties of the gel vary considerably with conditions of synthesis, the following parameters were carefully controlled: pH, concentration, temperature, order of mixing of the reactant solutions and conditions of aging, washing and ...
Studies were made on different types of packaging materials used for packing dried fish in the Philippines with a view to finding a suitable packaging material for irradiated dried fish. Among these packaging materials (polyethylene, cello/polyethylene, polyester/polyethylene, Kraft paper, polypropylene and interwoven polypropylene sacks), polyester/polyethylene laminate was the most resistant material against penetration by Dermestes carnivorous. No insect damage occurred on the dried fish packed in interwoven polypropylene lined with polyester/polyethylene laminate. The cost per sack of such packaging material having a capacity of 50-80 kg is US$ 0.50. The sack lined with polyester/polyethylene proved to be durable for surface transportation from Bacolod City to Manila (approx. 360 miles). Radiation treatment at 225 krad was effective against bacterial contamination but not effective in inhibiting mould growth. Raw fish soaked in 25% salt for 2 hours before ...
Chemical composition of fine aerosol particles over the northern Chilean coastal waters was determined onboard the U.S. DOE G-1 aircraft during the VOCALS (VAMOS Ocean-Cloud-Atmosphere-Land Study) field campaign between October 16 and November 15, 2008. SO42-, NO3-, NH4+, and total organics (Org) were determined using an Aerodyne Aerosol Mass Spectrometer, and SO42-, NO3-, NH4+, Na+, Cl-, CH3SO3-, Mg2+, Ca2+, and K+ were determined using a particle-into-liquid sampler-ion chromatography technique. The results show the marine boundary layer (MBL) aerosol mass was dominated by non- sea-salt SO42- followed by Na+, Cl-, Org, NO3-, and NH4+, in decreasing importance; CH3SO3-, Ca2+, and K+ rarely exceeded their respective limits of detection. The SO42- aerosols were strongly acidic as the equivalent NH4+ to SO42- ratio was only ~0.25 on average. NaCl particles, presumably of sea-salt origin, showed chloride deficits but retained Cl- typically more than half the equivalency of Na+, and are ...
