In this article we explore ways in which pro-market discourses have been interpreted in policy initiatives in Argentina since the 1970s. Our argument is that even though pro-market discourses have guided reforms in many aspects of public policies in Argentina, the arena of education has overall been resistant to taking them up. The first part of the article analyses the origins of a strong discursive and symbolic link between notions of 'public education' and 'National State-centred education' in Argentina and then examines the development of private education in that country. The second section analyses economic change in Argentina and describes the influence that pro-market ideologies had on policies of the military dictatorship of the 1970s. Third, we present reforms implemented during ...
One of the most important and active pioneers of the space activities in Argentina was Miguel Sanchez Pena, an aeronautical engineer and an officer of the Argentine Air Force. Sanchez Pena was the organizer of Argentina's governmental space program in the 1970s and part of the 80s, and contributed immeasurably to the Nation's sounding rocket program. Born in Mendoza, Argentina in 1925, Sanchez Pena attended the Military Aviation School (Escuela de Aviacion Militar) in Cordoba, and later the Air Force Engineering School. Graduated as an engineer in 1959 he was sent to the University of Michigan in the United States to complete his graduate studies earning a Masters of Science degree in Aerospace Engineering. There he had the opportunity to study with several future NASA astronauts such as T...

The Sunoco Felda oil trend of the South Florida basin has been a prolific oil producer. All the oil is produced from the Cretaceous Sunniland formation, a leached limestone bioherm. Although the producing section has been considered reefal in the literature, petrographic and biostratigraphic analyses of various cores in producing fields have determined that these deposits are composed of particles of fragmented rudist and other fauna deposited in a tidal shoal. Atop this debris an algae and gastropod section has been deposited, typical of a mound deposited on a tidal mud flat. This model is exemplified in the Sunoco Felda and West Sunoco fields and was used in exploring the Sunoco Felda trend. From the petrological analysis of these two fields and from knowledge of other wells in the basin, biostratigraphic and lithologic trends can be determined and extended offshore into the eastern Gulf of Mexico. The author stresses petrology in exploring ...
Demidospermus annulus sp. nov. (Platyhelminthes, Monogenea, Ancyrocephalidae) is described from the gills of the catfish Parapimelodus valenciennis L?tken collected in Samboromb?n Bay, Argentina. The new species differs from all congeneric species mainly by the structure of the accessory piece of the male copulatory organ, the sclerotized ring-shaped vaginal aperture and the dorsal bar articulation.
Parasites display considerable phenotypic plasticity in life-history traits such as, body size. Varroa destructor is an ectoparasitic mite of the western honey bee Apis mellifera. Several studies have reported that in V. destructor, there is a wide phenotypic plasticity within a population of mites. However, it is unknown if there are morphologic variations in V. destructor populations affecting different A. mellifera populations. A morphometric study of V. destructor populations was conducted to provide information concerned to the relationships among parasite populations found in different geographic locations from A. mellifera colonies of Argentina. The hypothesis tested was different morphotypes of V. destructor populations parasitizing different A. mellifera populations from Argentina...

Summary During a histopathological survey of the geoduck, Panopea abbreviata (Hiatellidae), and the razor clam, Ensis macha (Pharidae), in northern Patagonian gulfs (Argentina), turbellarian worms were found in the intestine lumen. In this work, we described a new species of Paravortex (Platyhelminthes, Graffillidae). We collected the hosts by scuba diving and dissected alive for studying the turbellarians. In this new species, the pharynx continues in a short esophagus and the latter in a saccular intestine. Gravid specimens have from 2 to 8 twin embryos in the parenchyma. A short penis papilla arises from the seminal vesicle and the gonopore presents a strong sphincter. This species resembled P. nicolli Szidat, 1965, which was described paraziting Mytilus edulis platensis in Buenos Aires...
This thesis studied the petrology and sequence stratigraphy of the Hoadley barrier, a Glauconitic member in the Westerose field in Alberta. The unit contains gas reserves in an extensive northeast-southwest trending marine complex. A high resolution sequence stratigraphic model was used to understand the facies development of the unit and the diagenetic pathway of the strata. Six high frequency sequences were identified within the Glauconitic member. Each are separated from one another by surfaces of incision or subaerial exposure which sometimes coincide with a flooding surface and erosion. This thesis provided a petrographic characterization and depositional history of each of the 6 sequences. Reservoir quality is developed within the relatively quartz-rich foreshore facies of the G2B sandstones. The G3 chert litharenite to sublitharenite sandstones are excellent gas producers because of their coarser grain size and secondary porosity. The G4, G5 and G6 are ...
For many years, the Lower Cretaceous Sunniland oil-producing fields have been interpreted as reef deposits. Petrologic evidence from cores from field and wildcat wells strongly indicates on the basis of faunal composition and character, that the fields are producing from moundlike shoals. These shoals are considered to have been deposited in a mudflat environment similar to that of present-day Florida Bay. This present-day Florida Bay analog is used to determine the various environmental subzones and controls on the deposition of the Sunniland Formation. This concept of using a model together with a modern analog can be a powerful tool in the exploration of stratigraphic traps. A petrologic and petrophysical study of the Sunniland Formation in the wells that have been drilled in the Florida Bay and Keys areas was made to extend the model and its application throughout the South Florida basin. The evaluation of these wells has produced new ...

The construction suitability of a dimension stone depends on its weathering properties along with the petrology and the petrophysical properties. The aim of this study was to evaluate the suitability of the dimension stones from the ?Drei Gleichen? area for construction and replacement purposes. In total, six sandstones (Ingersleben, Wachsenburg, Hindfelden, Seeberg, R?hnberg, Gleichenberg; Upper Triassic) as well as two carbonates (Wachsenburg sinter; Quaternary, Wandersleben dolomite; Middle Triassic) were analysed. The results from our laboratory and on-site studies of the dimension stones show that rocks from the same stratigraphic layer, like the sandstones from the upper Triassic, can show major differences in their petrophysical and weathering properties. These differences are attri...
The fault-bounded Stellarton Basin of northern Nova Scotia, Canada, contains the Province's largest oil shale resources (estimated at 825 {times} 10{sup 6} tons with 168 {times} 10{sup 6} bbls of shale oil in situ). The oil shales were first discovered in the 1850s and, except for limited scale mining during 1852-1859 and 1929-1930, they have remained undeveloped. In order to assess the potential economic use of the oil shales, a comprehensive study incorporating geological field mapping, core-logging, organic and inorganic geochemistry, organic petrology and combustion performance testing was undertaken. Results are presented.

As part of the national survey to evaluate natural radioactivity in the environment, concentration levels of natural uranium and "2"2"6Ra have been analyzed in over 300 drinking water samples taken from different locations in Argentina. "2"2"6Ra was determined by "2"2"2Rn emanation and liquid scintillation counting, and natural uranium by a fluorimetric procedure. Values ranging from 0.03 to 24 #mu#g.l"-"1 of natural uranium and from 0.06 to 50 #mu#g.l"-"1, were measured on drinking water samples taken from tap water systems and private wells, respectively. Concentrations up to 15 mBq.l"-"1 and to 22 mBq.l"-"1 of "2"2"6Ra were found in drinking water samples taken from tap water systems and private wells, respectively. These values are compared with the reference values accepted for drinking water. Based on the water intake rate, the age distribution and the measured concentrations, an annual collective effective dose of 1.9 man Sv and an individual committed ...

Progress in the construction of Candu reactors at home and abroad is surveyed. Some A.E.C.L. research projects are also mentioned. During 1979, Candu reactors again showed their superior capacity factors, four of them being among the ten most reliable reactors in the world. Progress in construction at Pickering B, Bruce B, Point Lepreau, Gentilly-2, Darlington, Wolsung (Korea), Cordoba (Argentina), and Cernavoda (Romania) is recounted. In 1979, it was unfortunately necessary to replace installed steam generators at Pickering B, Bruce B, Point Lepreau and Gentilly-2. At Wolsung, the reactor was pre-assembled before installation, which is a new technique. (N.D.H.).
In order to study the species composition of endophytes from wheat healthy plants in Buenos Aires Province (Argentina) and to determine their infection frequencies from leaves, stems, glumes and grains, wheat plants were collected from five cultivars at five growth stages from crop emergence to harvest. A total of 1,750 plant segments (leaves, stems, glumes and grains) were processed from the five wheat cultivars at five growth stages, and 722 isolates of endophytic fungi recovered were identified as 30 fungal genera. Alternaria alternata, Cladosporium herbarum, Epicoccum nigrum, Cryptococcus sp., Rhodotorula rubra, Penicillium sp. and Fusarium graminearum were the fungi that showed the highest colonization frequency (CF%) in all the tissues and organs analysed. The number of taxa isolated...
The contribution of ear photosynthesis to grain filling in wheat (Triticum aestivum L.) is not well known. The main objective of this work was to evaluate this contribution through three different experimental approaches: (1) ear photosynthesis was reduced by removing awns or shading the ears (in combination with a defoliation treatment), (2) grain weight per ear was compared in an 'all shaded' crop versus plants where only the vegetative parts were shaded ('ear emerging'), and (3) ear photosynthesis was reduced with DCMU (3-(3,4-dichlorophenyl)-1,1-dimethylurea), a specific inhibitor of photosystem II. In field experiments in La Plata (Argentina), cultivars Klein Escudo and BioINTA 3000 were subjected to awn removal and ear shading treatments, with or without severe defoliation, and to 'a...
Forest restoration efforts should aim at creating landscapes with a balanced array of forest stands at varying successional stages, thus providing habitat for a wealth of species and multiple ecosystem services. In most high-mountain ecosystems of South America, long-term livestock rearing activities that include fires, browsing, and trampling have delayed or stopped forest succession resulting in simplified landscapes. To determine appropriate restoration goals for Polylepis australis mountain forests of Central Argentina, we established 146 plots of 900 m2 plots throughout five river basins with different historic livestock stocking rates. In each plot, we measured tree heights, canopy cover, estimated age of oldest tree, volume of standing and fallen dead wood, fern cover, and abundance...
Varroa destructor is an ectoparasitic mite that affects colonies of honey bee Apis mellifera worldwide. In the last years, substances of botanical origin have emerged as natural alternative acaricides to diminish the population levels of the mite. In the present work, the bioactivity of propolis from different geographical locations of Pampean region from Argentina on V. destructor was evaluated. Fourteen propolis samples were organoleptic and physicochemically characterized and, by means topical applications, their activity was tested on mites. All propolis had a homogeneous composition and the bioactivity levels against mites were comparable among the different propolis samples. The percentage of mites killed by the treatments ranged between 60.5% and 90% after 30?s of exposure. Thus, V....
Samples from a burning bituminous coal seam from Coalspur, Alberta, were studied by reflected light microscopy. Two zones - namely oxidation- combustion and distillation - were detected in the seam. Near the surface, the oxidation zone contained chars showing cracks and oxidation rims. The cracks were filled with fluorescing hydrocarbon material formed by thermal cracking of coal macerals. The chars in the deeper part of the oxidation zone had a carbonized matrix and burnt rims. The distillation zone covered most of the coal seam. Chars were mostly in the precarbonization stage, except those immediately below the combustion zone or near the base of the seam. Precarbonized chars contained pyrolytic carbon in some horizons. The distilled chars were formed by heat generated by combustion at the top of the seam and also by heat transfer from an underlying burning seam through an intermediate clastic layer. The minimum temperature of formation of residues in the oxidation and distillation ...
The authors have discovered chert xenoliths from green rocks in the Pippu area, central Hokkaido, Japan. Reports were given on the discovery with regard to the state of its production, chemical composition of the green rocks, and radiolarian fossils produced from the chert and their age. Considerations were given on the geological significance thereof. On 23 green rocks and five cherts out of the collected samples, rock slices were prepared, and petrographic statement was made by using a polarizing microscope. In addition, the whole petro-chemical composition analysis was performed on green rocks to discuss the radiolarian fossils and geological ages. The following conclusions were obtained as a result: green rocks may be identified as a product of igneous activities in a large plate in a certain period from the latter Callovian period of the middle age of the Jurassic period to the Barremian period of the Paleozoic era in the Cretaceous period; and their formation field should have ...

Argentina's National Atomic Energy Commission (CNEA) was created in 1950 to promote the development of the pacific technological applications of nuclear energy within the country. Since its very beginning CNEA considered that nuclear development is possible only if it is supported by broad scientific knowledge and accompanied by an adequate progress of the needed technological capacities. Thus, an important investment was done to educate and prepare professionals to form a technical staff that had broad backgrounds; as a consequence, excellent educational and training Institutes were created, and a number of researchers, engineers and technologists were educated. Since the early days, CNEA has paid special attention to crucial aspects such as radiological protection and nuclear safety. CNEA has had a role in contributing to the national growth of Argentine scientific and technical sector. This role has been necessary not only to provide the basis for the ...
The CAMDU 6 reactor has an international reputation as one of the world's best performing and safe reactors. CANDU 6 reactors are consistently ranked in the world's top 10 for annual and lifetime performance. Six CANDU 6 units are currently in operation in four continents; in Quebec, New Brunswick, South Korea, Argentina and Romania. There are another two CANDU 6 units currently under construction at wolsong, in Korea which ore scheduled to go into service in 1998 and 1999 respectively. A second CANDU 6 unit is currently being considered for Romania. The construction of two CANDU 6 units at Qinshan, in China, is now underway. The performance of the four first-generation CANDU 6 plants, which have now been in service for 15 years, continue to show very good performance, with capacity factors on average since in-service of over 85%. The annual capacity factor of 10.21% during 1997 has been achieved by the Wolsong-1 unit in South Korea. These high capacity factors ...
The provincial ministry of health has taken over a dialysis center in La Plata, Argentina, following the discovery that at least 20 of the clinic's 34 regular patients have been infected with the human immunodeficiency virus (HIV). Catheters of the clinic's dialysis machines were found to be contaminated with HIV. The 5 physicians associated with the Centro Modelo de Dialisis have been discharged for negligence. 20 of the regular patients also contracted hepatitis C. Argentinian law stipulates that filters for the same patient must be changed after 4 times and prohibits the use of the same vessel to administer medication to more than 1 patient. Testimony from nurses at the La Plata clinic revealed that filters were reused for several patients and basic sanitary procedures were not followed. In 1990, 33 kidney disease patients at a dialysis center in Cordoba became infected with HIV and it was discovered that filters had been used up to 8 times for different ...
The coalbed methane (CBM) geology, resource and production potential in the Weibei Coalfield, southeastern Ordos Basin are studied based on geological surveys and laboratory measurements. The results showed that coal rank varies both laterally and vertically and changes from volatile bituminous coals in the margin to anthracites towards the basin (1.6-2.5% R{sub o}). Coals are composed of 60-85% vitrinite, 15-40% inertinite and a trace amount of minerals. Methane isothermal adsorption measurements of 20 coal samples revealed that the maximum adsorption capacity (on a dry and ash-free basis) of coals, which are affected by coal rank, coal maceral, coal lithotype and especially to the moisture content, varies from 13.91 to 29.54 m{sup 3}/t. Estimated gas contents range from 0 to 15 m{sup 3}/t. These data yield an estimated in-place CBM resource of 2.5 x 10{sup 11} m{sup 3} for the Weibei Coalfield. In combination with the geological information, the data indicated that the tectonic ...
Oil exploration began in Florida in 1901, but no oil was found until 1943. In November of that year, Humble Oil and Refining Co. made a discovery near Sunniland in southern Florida. This field and the producing zone were called Sunniland. No further discoveries were made in southern Florida until 1954 when the Forty-Mile field was discovered by Gulf Oil Co. Ten years later, in 1964, the Sunoco Felda field was discovered by Sun Oil Co., followed by West Sunoco Felda field in 1968. The examination of numerous cores and thin sections of this formation, both from producing fields and wildcat wells, reveals a sequence of deposition in the Sunniland formation. It has been reported that tintinnids or calpionellids have been observed in the lower mud section, but investigation of many thin sections from this section revealed only ostracod particles. Above the mudstone, the section becomes increasingly plentiful in fragmented microbored rudist particles and forams such as Orbitolina texana, ...
The Fredericksberg of South Florida may have a great oil potential that has been overlooked as a primary target in past decades. Previous exploration in the area has targeted the Lower Cretaceous oil-producing Sunniland Formation lower in the stratigraphic section. The Fredericksberg Dollar Bay Formation has hydrocarbon shows in many wells occurring in limestone biohermal deposits as well as in an upper dolomitic section. The Dollar Bay Formation is part of the Big Cypress Group of the Comanchean Series of the Lower Cretaceous. The Lower Cretaceous lithology is composed of evaporitic-carbonate cycles consisting of anhydrites, dolomites, and limestones. There are also present some calcareous shales, mudstones, salt, lignitic material, and carbonaceous material, especially in the anhydrite and limestone intervals. The limestones are usually micritic, chalky, calcarenitic, sometimes argillaceous, containing skeletal particles of gastropods, pelecypods, ostracods, algae, and forams ...
The role of the Latin American state oil companies (LASOCs) in establishing national industries to fuel economic development is discussed. LASOCs are represented internationally in an organization called ARPEL (Asistencia Reciproca Petrolera Estatal Latinoamericana) which is aimed to foster interchange, cooperation, and mutual assistance among its 20 member companies, as well as to promote economic integration of Latin America through its petroleum sector. State oil companies in Latin America date from 1922, when the oldest LASOC was created in Argentina. LASOCs are responsible for ca 80% of petroleum activities in Latin America. As of 1990, Latin American oil reserves, including gas liquids, amounted to ca 122 billion bbl or 12.2% of the world total. Regional oil production averaged 7.4 million bbl/d in 1990. Refining capacity is ca 7.7 million bbl/d, of which 80% is operated directly by LASOCs. Natural gas reserves are 7.3 trillion m"3, ca 6% of the world total, ...
A guidance document on the instrumentation for monitoring and control of cycle chemistry for the steam-water circuits of fossil-fired and combined-cycle power plants was developed within the IAPWS Power Cycle Chemistry Working Group. This technical guidance document has been authorized by the International Association for the Properties of Water and Steam (IAPWS) at its meeting in Doorwerth, The Netherlands, 6-11 September, 2009, for issue by its Secretariat. The members of the IAPWS are: Britain and Ireland, Canada, the Czech Republic, Denmark, France, Germany, Greece, Japan, Russia, and the United States of America, and the associate members Argentina and Brazil, Italy, and Switzerland. In order to achieve suitable chemical conditions in steam-water circuits it is essential to establish reliable monitoring of key parameters on every plant. This enables the demonstration of operation within cycle chemistry targets, and alerts the operators to the need to take ...
Canadian oilfields are a prime breeding ground for talent, technology and industrial management. This paper described how Canadian talent was recognized in 2001 for three major projects which included a cold-ocean production platform in the Sea of Okhotsk in Siberia, a mountain pipeline project in South America, and an in-situ underground extraction technology in the oilsands of Alberta. The cold-ocean production platform project was recruited by Sakhalin Energy Investment Co., an international consortium originally led by Marathon Oil Co which is now led by Royal Dutch Shell. The oil production platform is stationed 16 kilometres offshore of Sakhalin Island in the Sea of Okhotsk. Sakhalin Energy bought and converted the Molikpaq, an innovative platform made in the 1980s for the Beaufort Sea by Gulf Canada Resources Ltd. The second project included Calgary's Hydroconsult EN3 Services Ltd. which was responsible for the construction of the 940-km GasAtacama 24-inch diameter ...
This report describes the results made in fulfillment of contract DE-FG26-02NT15451, ''Multicomponent Seismic Analysis and Calibration to Improve Recovery from Algal Mounds: Application to the Roadrunner/Towaoc Area of the Paradox Basin, Ute Mountain Ute Reservation, Colorado''. Optimizing development of highly heterogeneous reservoirs where porosity and permeability vary in unpredictable ways due to facies variations can be challenging. An important example of this is in the algal mounds of the Lower and Upper Ismay reservoirs of the Paradox Basin in Utah and Colorado. It is nearly impossible to develop a forward predictive model to delineate regions of better reservoir development, and so enhanced recovery processes must be selected and designed based upon data that can quantitatively or qualitatively distinguish regions of good or bad reservoir permeability and porosity between existing well control. Recent advances in seismic acquisition and ...
Throughout the 1990's to year 2000, energy integration, and particularly natural gas integration, was seen as a major goal in the southern cone of South America. The regional perspective for energy was related to an even more challenging objective - Latin American economic integration, which was quickly moving forward by the constitution of Mercosur, the free trade zone built by Argentina, Brazil, Uruguay and Paraguay, and also having Bolivia and Chile as special partners. Mercosur was getting stronger and becoming a successful political project. Trade conflicts existed, but they were considered normal and nobody would disagree about the viability of Mercosur. By the beginning of the 21. century, the economic integration process in South America was already advancing timidly as compared to the impetus from the beginning of 1990's. Mercosur started facing complex and almost insurmountable challenges after the numerous global financial crises (from 1998 to 2003) had ...
This study focuses the granitoids of center-southern portion of Guyana Shield, southeastern Roraima, Brazil. The region is characterized by two tectonic-stratigraphic domains, named as Central Guyana (GCD) and Uatuma-Anaua (UAD) and located probably in the limits of geochronological provinces (e.g. Ventuari-Tapajos or Tapajos-Parima, Central Amazonian and Maroni-Itacaiunas or Transamazon). The aim this doctoral thesis is to provide new petrological and lithostratigraphic constraints on the granitoid rocks and contribute to a better understanding of the origin and geo dynamic evolution of Guyana Shield. The GCD is only locally studied near to the UAD boundary, and new geological data and two single zircon Pb-evaporation ages in mylonitic biotite granodiorite (1.89 Ga) and foliated hastingsite-biotite granite (1.72 Ga) are presented. These ages of the protholiths contrast with the lithostratigraphic picture in the other areas of Cd (1.96-1.93 Ga). Regional mapping, ...
