Given here are the proceedings of the 3rd Space Exploration Initiative (SEI) Technical Interchange. Topics covered include the First Lunar Outpost (FLO), the Lunar Resource Mapper, lunar rovers, lunar habitat concepts, lunar shelter construction analysis, thermoelectric nuclear power systems for SEI, cryogenic storage, a space network for lunar communications, the moon as a solar power satellite, and off-the-shelf avionics for future SEI missions.
Objective: To reduce mental health symptoms and high-risk behaviors and increase social support and service utilization among street-living youth, the authors conducted a pilot study to assess the feasibility of the social enterprise intervention (SEI) at a homeless youth agency. Method: Convenience sampling was used to recruit 16 street-living youth from the agency. SEI participants received 7 months of vocational and small business training and service referrals. A comparison sample of 12 agency youth was used. Results: Findings from independent sample t tests demonstrate that SEI participants displayed significant improvements at 9 months in life satisfaction, family contact, peer support, and depressive symptoms. To support the Space Exploration Initiative (SEI), a study was performed to investigate power system alternatives for the rover vehicles and servicers that were subsequently generated for each of these rovers and servicers, candidate power sources incorporating various power generation and energy storage technologies were identified. The technologies were those believed most appropriate to the SEI missions, and included solar, electrochemical, and isotope systems. The candidates were characterized with respect to system mass, deployed area, and volume. For each of the missions a preliminary selection was made. Results of this study depict the available power sources in light of mission requirements as they are currently defined.
The themal neutron sensitivities of SEI and Toshiba FD-P10-7 radiophotoluminescent silver activated metaphosphate glass dosimeters have been measured and studied theoretically. The graphite thermal neutron column attached to the AEEW reactor NESTOR was utilised as a source of thermal neutrons with minimal fast neutron and gamma-ray contamination. Both the neutron removal and gamma correction measurement techniques were applied and these gave consistent results. It was found that the thermal neutron sensitivity of the Toshiba dosimeters is comparable to the most neutron intensitive thermoluminescent materials available. Because of their larger size and higher silver concentration, however, SEI dosimeters are an order of magnitude more neutron sensitive. The neutron sensitivity of FD-7 glass has not been reported previously, whereas in the case of SEI glass, there exists a modest body of previous work on dosimeters of ...

This film is lithium-ion conductive and protects the decomposition of the electrolyte solution. In the present paper, the electrode/electrolyte interfaces in lithium-ion rechargeable batteries were characterized by three-dimensional complex impedance plots, whose axes are real, imaginary parts and time. The film resistance R {sub sei} and charge transfer resistance R {sub ct} were determined for negative electrodes in EC/ethyl methyl carbonate (EMC) electrolyte solution, and the formation mechanisms of the interfacial film were discussed. Nuclear rocket research and development was initiated in the United States in 1955 and is still being pursued to a limited extent. The major technology emphasis occurred in the decade of the 1960s and was primarily associated with the Rover/NERVA Program where the technology for a nuclear rocket engine system for space application was developed and demonstrated. The NERVA (Nuclear Engine for Rocket Vehicle Application) technology developed twenty years ago provides a comprehensive and viable propulsion technology base that can be applied and will prove to be valuable for application to the NASA Space Exploration Initiative (SEI). This paper, which is historical in scope, provides an overview of the conduct of the NERVA Engine Program, its organization and management, development philosophy, the engine configuration, and significant accomplishments.
The author discusses the implementation in Germany of the EC Directive on Environmental Impact Statements in the light of the legal tradition and concepts of law in Germany, especially in the context of the nuclear licensing procedure. His analysis reveals some legal provisions and legal concepts in existing German law that will have to be ``sacrificed`` in order to do justice to the European Union, as in the formation of the body of EC law governing environmental issues, the Anglo-Saxon approach to regulatory law has been the prevailing line of orientation (the EU ecological audit being an example). Spherical nanostructured Si/C composite was prepared by spray drying technique, followed by heat treatment, in which nanosized silicon and fine graphite particles were homogeneously embedded in carbon matrix pyrolyzed by phenol formaldehyde resin. Cyclic voltammetry tests showed two pairs of redox peaks corresponding to lithiation and delithiation of Si/C composite. The Si/C composite exhibited a reversible capacity of 635 mAh g"-"1 and good cycle performance used in lithium ion batteries. To improve cycle performance of this Si/C composite further, the carbon-coated Si/C composite was synthesized by the second spray drying and heat treatment processing. The cycle performance of carbon-coated Si/C composite was improved significantly, which was attributed to the formation of stable SEI passivation layers on the outer surface of carbon shell which protected the bared silicon from exposing to electrolyte directly.
The effect of atmospheric pressure on tracking resistance of organic insulating materials were investigated in the range of 500 to 1007 hPa. The tracking resistance for Polycarbonate (PC), Modified Polyphenylene Oxide (M-PPO) and Paper Base Phenolic Resin Laminate (PL) increase with the decrease in atmospheric pressure. The scintillating discharges on these samples surface lead to the ignition. The tracking failure on these results from the ignition on the surface. For Polybutylene Terephthalate (PBT) and Polyethylene Terephthalate (PET), the tracking resistance decrease with the decrease in atmospheric pressure. The discharges observed on the these surface are the glow-like. The discharge area spreads on the surface between the electrodes at the lower pressure. The failure on this group results from the carbonization by the discharges on the surface. However, the tracking resistance for Unsaturated Polyester Resins (UP) has no significant dependence on lower atmospheric pressure. 9 ...
Absorption spectra of the CT bands of I_2 complexes with Et_2O, Et_2S, and Et_2Se in heptane have been measured up to 4400 bar at 25"0C. The equilibrium constants and the volume changes accompanying complex formation, and the molar extinction coefficients and absorption maxima have been estimated. The volume changes were comparable with those estimated by the visible I_2 bands and by the X-ray data of the I_2 complexes in the crystalline state. In the CT bands of Et_2S-I_2 and Et_2Se-I_2 complexes inversion of shift from red to blue has been observed with increasing pressure though the CT band of Et_2O-I_2 complex shifted only through red. This inversion appears to be characteristic of the strong CT complex. Enhancement of the molar extinction coefficient of the CT band has been found with increasing pressure suggesting enhancement of the CT interaction between I_2 and the n-donor. (author).
The reinforced concrete artificial iced course, constructed first in Japan as a bobsleigh and luge track for the Nagano Olympic Games, has a total extension of 1,700 m and an altitude difference of 113 m. It contains 15 curves and 2 up-grades and is divided into 43 blocks with spans ranging from 20 m to 80 m, all of which consist of lightwall RC members supported by pile foundations. The surface is cooled to -15 centigrade by the cooling pipes embedded in concrete and is iced by spraying water, and iced surface is shaved to make a course. Since the course scarcely has same profiles, the finished wall thickness is secured by fixing wire gauzes on the required positions without using shutterings. As there is not existed concrete satisfying all the required quality, two kinds of concrete were selected for filling in the arrangement of reinforcement and pipes and for surface finishing. This paper describes estimation of a stress field in the earth`s crust in the Kakkonda geothermal field. Formation micro imager (FMI) logging known as a crack detecting logging was performed in the well WD-1. This FMI logging has made observation possible on cracks along well axis thought to indicate size and direction of the crust stress, and drilling-induced tensile fractures (DTF). It was verified that these DTFs are generated initially in an azimuth determined by in-situ stress (an angle up to the DTF as measured counterclockwise with due north as a starting point, expressed in {theta}) in the well`s circumferential direction. It was also confirmed that a large number of cracks incline at a certain angle to the well axis (an angle made by the well axis and the DTF, expressed in {gamma}). The possibilities to electrodeposit thick coatings composed of nanoparticles of Sb and Sb{sub 2}O{sub 3} for use as high-capacity anode materials in Li-ion batteries have been investigated. It is demonstrated that the stability of the coatings depends on their Sb{sub 2}O{sub 3} concentrations as well as microstructure. The electrodeposition reactions in electrolytes with different pH and buffer capacities were studied using chronopotentiometry and electrochemical quartz crystal microbalance measurements. The obtained deposits, which were characterised with XRD and SEM, were also tested as anode materials in Li-ion batteries. The influence of the pH and buffer capacity of the deposition solution on the composition and particle size of the deposits were studied and it is concluded that depositions from a poorly buffered solution of antimony-tartrate give rise to good anode materials due to the inclusion of precipitated Sb{sub 2}O{sub 3} nanoparticles in the Sb coatings. Focused ion beam (FIB) microscopes have become well-established in the semiconductor industry during the past decade, and are rapidly gaining attention in the field of materials science, both as a tool for producing site specific, parallel sided transmission electron microscope (TEM) specimens and as stand alone specimen preparation and imaging systems. FIB secondary electron imaging (SEI) of nickel-based alloys, such as commercially produced Alloy 600 (approximately Ni 15Cr 10Fe 0.5C), has been demonstrated to show a high degree of sensitivity to the presence of deformation in the alloy, and FIB secondary ion imaging (SII) is particularly useful for identifying the presence of grain boundary corrosion, as secondary ion yields from metallic specimens can increase by three orders of magnitude in the presence of oxygen. Seismic monitoring at the Las Tres Virgenes, BCS, geothermal field started in 1992 with an analog station of vertical components detecting a large number of earthquakes of varying magnitudes. In February 1993, a seismic network was installed, composed of six digital stations DR-2000-with S-6000 and S-5000 sensors and three registration channels (N-S, E-W and vertical). This was the basis for the development of a program to correct arrival-time data for P and S waves due to instrument drift. From January to April 1994 and May to August 1995, based on the 170 seismic events recorded, a velocity model was proposed. From December 1995 to July 1996, seismic data were processed and interpreted, and zones of occurrence were determined for events according to magnitude and the predominant noise in the field.
