The DOE-Idaho Operations Office (DOE-ID) has prepared an environmental assessment (EA) on the replacement of the Idaho National Engineering Laboratory Health Physics Instrumentation Laboratory at the Idaho National Engineering Laboratory (INEL). The purpose of this project is to replace the existing Health Physics Instrumentation Laboratory (HPIL) with a new facility to provide a safe environment for maintaining and calibrating radiation detection instruments used at the Idaho National Engineering Laboratory. The existing HPIL facility provides portable health physics monitoring instrumentation and direct reading dosimetry procurement, maintenance and calibration of radiation detection instruments, and research and development support-services to the INEL and others. The search for alternative fuels and new fuel resources is a top priority for Turkey, as is the case in the majority of countries throughout the world. The fuel policies pursued by governmental or civil authorities are of key importance in the success of alternative fuel use, especially for widespread and efficient use. Following the 1973 petroleum crisis, many users in Turkey, especially in transportation sector, searched for alternative fuels and forms of transportation. Gasoline engines were replaced with diesel engines between the mid-1970s and mid-1980s. In addition, natural gas was introduced to the Turkish market for heating in the early 1990s. Liquid petroleum gas was put into use in the mid-1990s, and bio-diesel was introduced into the market for transportation in 2003. However, after long periods of indifference governmental action, guidance and fuel policies were so weak that they did not make sense. ...

The Department of Energy (DOE) has prepared an environmental assessment (EA), DOE/EA-0804, for the proposed replacement of a deteriorated brine disposal pipeline from the Strategic Petroleum Reserve (SPR) Bryan Mound storage facility in Brazoria County, Texas, into the Gulf of Mexico. In addition, the ocean discharge outfall would be moved shoreward by locating the brine diffuser at the end of the pipeline 3.5 miles offshore at a minimum depth of 30 feet. The action would occur in a floodplain and wetlands; therefore, a floodplain/wetlands assessment has been prepared in conjunction with this EA. Based on the analyses in the EA, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969 (42 USC. 4321, et seg.). The impact of surface mining for coal on the nature and extent of freshwater wetlands was assessed on 73,200 ha in western Pennsylvania. The influence of mining on wetlands was not uniform across physiographic regions, varying with regional differences in hydrology and soils. Overall, mined lands supported 18% more palustrine wetlands, than unmined lands, primarily because of a 270% gain in permanent, open-water wetlands on mined lands in the glaciated region. Open-water wetlands declined on mined lands in unglaciated regions owing to unfavorable hydrologic conditions. The number and size of emergent wetlands declined as a result of mining. Mined lands supported 81% fewer riverine wetlands than unmined lands. This was caused primarily by avoidance of lands containing streams, and secondarily by a 10% reduction in replacement of riverine wetlands during reclamation. The Clean Air Act establishes New Source Review (NSR) programs that apply to the construction or modification of major stationary emissions sources. In 2002 and 2003, the U.S. Environmental Protection Agency revised its rules to narrow the applicability of NSR to facility renovations. Congress then mandated a National Research Council study of the effects of the rules. An electricity-sector model - the Integrated Planning Model (IPM) - was used to explore the possible effects of the equipment replacement provision (ERP), the principal NSR change that was to affect the power-generation industry. The studies focused in particular on coal-fired electricity generating units, EGUs, for two reasons. First, coal-fired EGUs are important contributors of these pollutants, accounting for approximately 70 and 20% of nations SO{sub 2} and NOx emissions in 2004, respectively. Environmental information has been described as central to the issues of solid waste management and disposal. This study investigated the availability and accessibility of environmental information to the solid waste policy formulators and implementors with regard to the media/channels used for disseminating environmental information to the public. A descriptive survey design was adopted for the study. A purposive sampling technique was used to select the sample and the method produced 205 respondents that consisted of 185 Policy Implementors and 20 Policy Formulators. Exact solutions are found for the Chandrasekhar Page angular equation which results when the Dirac equation in a Kerr Newman space time is separated into its radial and angular parts. The solutions turn out to be remarkably simple in form while satisfying the asymptotic conditions deduced earlier. The eigenvalues are found to be the square root of the total angular momentum as first found by Dirac for flat space; supplemented by a term which is the product of the mass of the Dirac particle times the specific angular momentum of the black hole. The additional contribution is what is expected from frame dragging.

A report is given of a meeting of the Netherlands Association for Energy Legislation (NEVER), which was held in Amsterdam, Netherlands, April 2006. After the meeting a presentation was made about the report 'Government involvement in liberalised gas markets. A welfare-economic analysis of the Dutch gas-depletion policy' of the Netherlands Bureau for Economic Policy Analysis (CPB). This report analyses the welfare effects of two major components of the Dutch gas-depletion policy: the offtake guarantee for small-fields gas and the cap on production from the Groningen field. After the presentation a reaction was given to the report. Both presentations give an overview of the governmental policy and insight in the effects.

Critics often argue that the use of nuclear weapons would be irrational, would destroy humankind, and thus could not serve any rational policy goal. Other critics point to the immortality of the use of nuclear weapons. Both groups condemn U.S. military policy. In Nuclear War, James Child considers and rejects both these lines of criticism. Quality of Service (QoS) requirements for SUs have significant implications on this protocol design. In this paper, we propose a new method to find joint policies for SUs which not only guarantees QoS requirements but also maximizes network throughput. We use Decentralized Partially Observable Markov Decision Process (Dec-POMDP) to formulate interactions between SUs. I formulate a model in which money coexists with equity shares on a risky aggregate endowment. Agents can use equity as a means of payment, so shocks to equity prices translate into aggregate liquidity shocks that disrupt the mechanism of exchange. I characterize a family of optimal monetary policies and find that the resulting equity prices are independent of monetary considerations. I also study a perturbation of the family of optimal policies that targets a positive constant nominal interest rate and find that in this case the real equity return includes a liquidity return that depends on monetary considerations.

This paper uses selection criteria from various models in a bounds testing approach to cointegration to estimate the price and income elasticities of demand for total petroleum products (gasoline and diesel) and gasoline share in total products in Indonesia. The results suggest that both total products and gasoline share estimates are more responsive to changes in income than changes in the real price of petroleum products. These results have important policy implications as they suggest that policy makers may need to use market-based pricing policies and other policies such as public enlightenment in addition to regulations like minimum energy efficiency standards to promote efficiency and conservation and curb the rising consumption of petroleum products in Indonesia. In this paper we describe a fractal assembly of copper nanoparticles on different substrates by controlling the chemical replacement reaction. Through calculation, we found that the 'fractal dimensions' of copper dendrites synthesized by us were about 1.832, which agreed well with the 'fractal dimensions' of natural fern leaves (fractal dimension, 1.826), suggesting that the fern fractal model was useful to describe the self-assembly of our copper nanoparticles during the chemical replacement reaction process. These results will be beneficial for the understanding of the role that highly nonequilibrium conditions play in the formation of fractal clusters as well as the self-assembly mystique of metallic nanoparticles in nonequilibrium conditions and also helpful in the future assembly of complicated nanoarchitectures of metallic nanoparticles for potential applications.

This article examines relevant government policy documents on education and culture and discovers that Nigerian education authorities do not "discriminate" against art and culture in its articulation of educational policies per se, but lack of administrative machinery or political will has resulted in the deprivation of the Nigerian child in the process of creative activity in early childhood development. The article argues that lack of creative ability in our educational products is perhaps a major setback in the nation's quest for industrial and technological development. In this article a new art curriculum for elementary schools is advocated as a means of engaging the young child in order to attain functional educational skills necessary in the world of work.

Such an increase in energy demand is problematic for Lebanon since its economy is almost totally dependent on imported fuel which contributes to 97% of the overall energy requirements. Solar water heaters (SWH) are regarded as the most important element in a long term energy conservation and management strategy for this country, but their promotion is a national issue requiring the participation of many stake holders and decision makers. Additionally, the success of solar energy penetration into the existing energy market is constrained by many factors such as technical and financial limitations, decision criteria and policy instruments. Since the 1970's, global efforts have been going on to replace the high-enriched (>90% "2"3"5U), low-density UAlx research reactor fuel with high-density, low enriched (<20% "2"3"5U) replacements. This search is driven by the attempt to reduce the civil use of high-enriched material because of proliferation risks and terrorist threats. American initiatives, such as the Global Threat Reduction Initiative (GTRI) and the Reduced Enrichment for Research and Test Reactors (RERTR) program have triggered the development of reliable low-enriched fuel types for these reactors, which can replace the high enriched ones without loss of performance. The manual explains in pictures and short sentences, written on a low reading level, the job of replacing carburetor diaphragms. Along with the steps of this repair job, specific safety and caution information is frequently noted. To reinforce consistency in material presented to the slow learners, the pictures and written words correspond exactly with the pictures and wording on a corresponding audiovisual presentation. The present invention is a device for a solar heating system having a solar collector, a storage tank connected to the solar collector, a pump for circulating liquid from the tank to the solar collector, a supply of liquid at a temperature above freezing and a connection from the supply of liquid to the solar collector for replacing any liquid lost from said solar collector. The device comprises a sensor for sensing the temperature of liquid in the solar collector, and a valve for bleeding liquid from the solar collector when the sensed temperature falls below a predetermined minimum whereby cool liquid in the solar collector is automatically replaced by liquid at a temperature above freezing.
