In 2001, this advanced training course was first offered by the OECD-NEA together with the University of Montpellier and other international partners. High-voltage transmission lines can pose an environmental problem, especially in countries where the electricity production is at a distance from the demand location. Planning, construction, and operation of high voltage transmission lines should be conducted within a comprehensive environmental policy, which may include assessment of visual impact, landscape and wildlife protection, and reduction of health risks. This paper reviews the environmental policies and action in planning, construction, and operation as developed by the utilities members of the Union Internationale des Producteurs et Distributeurs d`Energie Electrique (UNIPEDE). The paper also presents a brief outline of the health issues associated with the effects of electromagnetic fields to humans.

High energy physics is a basic research domain with a well established European and international cooperation. Cooperation can be of different type depending on the size of the facilities involved (accelerators), on their financing, and on the type of experiments that use these facilities. The CERN, the European center for nuclear research, created in October 1954, is the best example of such a cooperation. This article examines first the juridical and scientifical structure of the CERN and the mode of organization of big experiments. Then, it presents the role of international committees in the establishment of a common scientific policy in Europe and in the rest of the world. Finally, the possible future evolution of the CERN towards a worldwide project is evoked. (J.S.)

Purpose: Reconstruction of radiation doses for the thoracoabdominal babygram and the abdomen X-ray from radiographic settings and exposure data acquired at Dr. von Hauner's Kinderspital (children's hospital of the University of Munich, DvHK) between 1976 and 2007; comparison of these dose values with values reported in the literature; recommendation of a reference dose value for the thoracoabdominal babygram. Materials and Methods: The data from all X-ray examinations performed since 1976 at DvHK were stored electronically in a database. After 30 years of data collection, the database now includes 305 107 radiological examinations (radiographs and fluoroscopies), especially 1493 thoracoabdominal babygrams and 3632 abdomen X-rays of newborns and young infants. Norway is a member of Annex 29, 'Ground-Source Heat Pump Systems Overcoming Technical and Market Barriers' (2004-2006), organized under the umbrella of the International Energy Agency (IEA) and the IEA Heat Pump Programme (HPP). The 7 participating countries are Austria (Operating Agent), Canada, Japan, Norway, Spain, Sweden and the USA. The Norwegian participation is financed by ENOVA SF, and SINTEF Energy Research is responsible for planning and carrying out the Norwegian activities. This report provides a status for ground-source heat pump (GSHP) systems in Norway with regard to state-of-the-art technology, installation examples, geological data, costs and market opportunities. This project of law concerns an additional protocol to the agreement of warranties signed on September 22, 1998 between France, the European atomic energy community and the IAEA. This agreement concerns the declaration of all information relative to the R and D activities linked with the fuel cycle and involving the cooperation with a foreign country non endowed with nuclear weapons. These information include the trade and processing of nuclear and non-nuclear materials and equipments devoted to nuclear reactors (pressure vessels, fuel loading/unloading systems, control rods, force and zirconium tubes, primary coolant pumps, deuterium and heavy water, nuclear-grade graphite), to fuel reprocessing plants, to isotope separation plants (gaseous diffusion, laser enrichment, plasma separation, electromagnetic enrichment), to heavy water and deuterium production plants, and to uranium conversion plants. The review of the practical, internal implementation of the rules shows that the Federal Republic of Germany is provided with instruments which are flexible enough to fulfill her duties relating to international law, and to ensure the internal applicatibility of these rules. The simplified implementary methods, especially empowering the executive to put certain rules into force which have been modified or re-issued by international organizations and commissions promises that - internally - these rules will become effective quickly. The switch-over of law-making to the executive is appreciated with regard to the special features of subjects relating to technical rules, and with regard to the necessity of their prompt adaptation to changing circumstances and to respectively existing scientific knowledge. Two of the working sessions of the meeting were devoted to aspects of international atomic energy law; the international character of the meeting was also reflected by the home countries of the members of the panel discussion concluding the working sessions. In June 1994, the Nuclear Safety Convention had been signed in Vienna by diplomatic representatives of the signatory countries, and this Convention marks a signpost in the history of international atomic energy law. The school building complex Waterland in The Hague, Netherlands, was built with a hybrid ventilation system. The indoor environment and energy consumption were monitored for one year. Air quality and thermal comfort are of a high quality and the consumption of energy for heating is circa 35% lower than normal. The Waterland project was one of eight demonstration projects, carried out within the framework of the ECBS-Annex 35: Hybrid ventilation in New and retrofitted Office Buildings. This additional protocol to the agreement between France, EURATOM and the IAEA aims at reinforcing the nuclear weapons non-proliferation regime. This protocol widens the field of competences of the IAEA with the supply of new information relative to: the civil nuclear cooperation between France and countries having no nuclear weapons in the domain of fuel cycle; the regular inspection of French nuclear facilities; the trade (import and export) of medium- or high-level radioactive wastes containing plutonium, highly enriched uranium or {sup 233}U, and the trade of some non-nuclear equipments or materials with countries having no nuclear weapons. The protocol defines also some practical dispositions relative to the delays and periodicity of controls, to the transmission of data, to the appointment of IAEA inspectors and their access to the facilities and sites considered. The main objective of nuclear liability law is the compensation of victims of a possible nuclear incident. However, an adequate nuclear liability law is just as important for nuclear industry, in particular the supply industry - including suppliers of know-how and consultants. Without such a law, the liability risk would be incalculable and industry would not be ready to supply to nuclear installations or nuclear activities. This applies especially to programmes which aim at improving nuclear safety in Eastern Europe. Key elements are the exclusive concentration of liability onto the operator of a nuclear installation (channelling of liability) and the channelling of lawsuits onto one single competent court in one single country. The experimental effect investigation programme on Zircaloy-4/air oxidation was pursued and expanded to isothermal specimen exposure and the comparison of the oxidation between the atmospheres Ar/O{sub 2} and air. In close connection with the EC project OPSA, which is meanwhile terminated, the investigation concerned specimen exposure in a thermobalance to flowing atmospheres, namely dry Ar/O{sub 2} of composition 80/20 or synthetic air, respectively. As test parameters the linear heat-up rate was varied in the range 5 to 40 K/min and the ramp or holding temperature between 800 and 1500 C. Mass increase and reaction rate were continuously recorded or evaluated in temperature/time dependence. The oxide scale growth was found to be accompanied by colour changes, crack formation and spalling of layers, as well as by dimensional substrate growth, which are the reasons for the observed kinetic results.
