The Vortec Cyclone Melting System (CMS) facility; to be located at the U.S. Department of Energy (DOE) Paducah Gaseous Diffusion Plant, is designed to treat soil contaminated with low levels of heavy metals and radioactive elements, as well as organic waste. The primary components of Vortec`s CMS are a counter rotating vortex (CRV) reactor and cyclone melter. In the CMS process, granular glass forming ingredients and other feedstocks are introduced into the CRV reactor where the intense CRV mixing allows the mixture to achieve a stable reaction and rapid heating of the feedstock materials. Organic contaminants in the feedstock are effectively oxidized, and the inert inorganic solids are melted. A series of meteorological and tracer experiments, was conducted during May and June 1984 over the 20-km wide /O/resund strait between Denmark and Sweden for the purpose of studying atmospheric dispersion processes over cold water and warm land surfaces and providing the data needed to evaluate meso-scale models in a coastal environment. In concert with these objectives the data from these experiments have been used as part of a continuing effort to evaluate the capability of the three-dimensional MATHEW/ADPIC (M/A) atmospheric dispersion models to simulate pollutant transport and diffusion characteristics of the atmospheric during a wide variety of meteorological conditions. This report summarizes the major features of the advisory tool `TUNDTEMP`, developed to act as a decision support in the continuous steel casting process. `TUNDTEMP` provides a means to predict abnormal phenomena of temperature origin in the casting that may be difficult to foresee in practical situations. The heart of the system is a semi-empirical calculation model that yields an estimate of the evolution of the tundish temperature of the liquid steel on the basis of a few important casting factors. The user interface of the system is to a large extent based on the visual presentation of the simulated results. The system also contains an optional rule based mechanism that provides assistance in the result interpretation and, if wished, linguistically formulates action recommendations. Letters were sent to over 400 individuals who had expressed interest in the interest in the Department`s radioactive waste, management programs, a notice was placed in the Federal Register, the morning session of the January 1993 meeting of the full Secretary of Energy Advisory Board was given over to discussion of the draft, and Task Force members and staff presented the effort at several professional meetings. This is the sixth report by the Advisory Committee on Reactor Safeguards (ACRS) that has been prepared in response to the Congressional requirement for an annual report on the Nuclear Regulatory Commission (NRC) Reactor Safety Research Program. Part I is a compilation of our general comments and recommendations regarding the NRC Safety Research Program, and includes budget recommendations and an identification of matters of special importance that deserve increased emphasis. This report summarizes some experiences gathered when using the semi-empirical temperature model that forms the heart of the steel casting advisory system `TUNDTEMP` in simulating the casting process. The model estimates the evolution of the liquid steel temperature in a tundish of a continuous casting machine through a temperature prediction at a couple of central time instants during the casting process. The results are compared with corresponding actual observations during the castings - measured steel temperatures and recorded casting difficulties and interruptions. Explanations for the possible discrepancies are suggested. Starting from a heuristically chosen set of model parameter values, some developing steps have been tested to reduce the simulation errors. The study concentrates mainly on temperature predictions for single heat castings. At the end of the report, some simulations of sequence castings are also briefly discussed

National environmental policies have international repercussions: Thus the question arises as to how environmental policy should be designed in order to cope with international environmental problems in an efficient way. These topics were discussed in a conference held at the Kiel Institute of World Economics on July 5-6, 1990. The conference papers and comments are presented in this volume. Environmental scarcity has important international aspects. First, national environmental endowment and policy influence competitiveness and trade. Second, transfrontier pollution is a specific issue. Third, global environmental problems require a solution. In this report is described the work effort performed to provide NETL with VE-Suite based Virtual Engineering software and enhanced equipment models to support NETL's Advanced Process Engineering Co-simulation (APECS) framework for advanced power generation systems. Enhancements to the software framework facilitated an important link between APECS and the virtual engineering capabilities provided by VE-Suite (e.g., equipment and process visualization, information assimilation). Model enhancements focused on improving predictions for the performance of entrained flow coal gasifiers and important auxiliary equipment (e.g., Air Separation Units) used in coal gasification systems. In addition, a Reduced Order Model generation tool and software to provide a coupling between APECS/AspenPlus and the GE GateCycle simulation system were developed. Estimations on the somatic and genetic effects of small doses of ionizing radiations in Man have been proposed by the Advisory Committee on the Biological Effects of Ionizing Radiation, set up by the U.S. National Academy of Sciences. They have been published in an important report, issued in 1972, from which we briefly analyze here the Chapter dealing with the somatic effects. Small doses of raditions are expected to promote only carcinogenic effects. After a rapid survey of the human experience on which the estimations are based, as regards the latent period of cancers, the plateau region (period of high risk) and the absolute and relative risk expressed per rem, per 10"6 persons, per year, for leukaemia (having the highest risk) and for the ''other cancers''. The AspenPlus-Fluent prototype on allyl/triacetone alcohol production was further developed to assist the GUI and software design tasks. The prototype was also used to analyze the sensitivity of a process simulation result with respect to a parameter in a CFD model embedded in the process simulation. This document provides environmental information on postulated closure options for the Savannah River Laboratory Seepage Basins at the Savannah River Plant and was developed as background technical documentation for the Department of Energy`s proposed Environmental Impact Statement (EIS) on waste management activities for groundwater protection at the plant. The results of groundwater and atmospheric pathway analyses, accident analysis, and other environmental assessments discussed in this document are based upon a conservative analysis of all foreseeable scenarios as defined by the National Environmental Policy Act (CFR, 1986). The scenarios do not necessarily represent actual environmental conditions. This document is not meant to be used as a closure plan or other regulatory document to comply with required federal or state environmental regulations.

The paper demonstrates an application of advanced decision support tools within the framework of the environmental information system of the Province of Milan. These tools include environmental simulation models, multi criteria analysis, risk analysis and environmental accounting for marketable emission permits. After describing the general structure of the system, three demonstrational case studies are introduced concerning: groundwater pollution management; atmospheric pollution management; urban environmental quality perception and management. In the conclusion, potential use of tools like the ones implemented by the province of Milan within the framework of Local Agenda 21 processes is recalled.

US Department of Energy (DOE) Order 5400.1 requires the preparation of environmental monitoring plans and implementation of environmental monitoring programs for all DOE facilities. The order identifies two distinct components of environmental monitoring, namely effluent monitoring and environmental surveillance. In general, effluent monitoring has the objectives of characterizing contaminants and demonstrating compliance with applicable standards and permit requirements, whereas environmental surveillance has the broader objective of monitoring the effects of DOE activities on on- and off-site environmental and natural resources. From the beginning of the 90s the analysis of the relationships between economic growth and environmental pressures has been influenced by the Environmental Kuznets Curve hypothesis or inverted-U shaped relationship between environmental pressure and per capita income. Following this hypothesis, once achieved certain income level, more economic growth is followed by environmental quality improvement. In this paper, we analyse and discuss the theories that support this hypothesis as well as the empirical evidence on this subject. Further on we analyse the relationship between per capita income and the main environmental pollutants for the case does not support the hypothesis. The empirical evidence shows that economic growth, by itself, does not entail a pollution reduction. (Author) 35 refs.

Synthetic fuels differ in the nature and order of magnitude of the environmental impacts associated with their production. Some types pose much more intractable problems, with oil shale leading the list. Perceptions of the difficulty of these environmental problems will continue to shift over time as more research and experimentation is done. It is critical that the development of synthetic fuels move slowly and deliberately so as not to get ahead of researched solutions nor to create environmental burdens that outweigh the social benefits of increased energy production. The Synthetic Fuels Corporation is taking the opposite approach in dispensing funds to all takers. 65 references.

High-voltage transmission lines can pose an environmental problem, especially in countries where the electricity production is at a distance from the demand location. Planning, construction, and operation of high voltage transmission lines should be conducted within a comprehensive environmental policy, which may include assessment of visual impact, landscape and wildlife protection, and reduction of health risks. This paper reviews the environmental policies and action in planning, construction, and operation as developed by the utilities members of the Union Internationale des Producteurs et Distributeurs d'Energie Electrique (UNIPEDE). The paper also presents a brief outline of the health issues associated with the effects of electromagnetic fields to humans.

The objective of this study was to identify and assess the present and future dimensions of environmental effects and impacts of various energy generation alternatives, and to place safety and environmental risks associated with the nuclear industry in Canada in perspective with the risks from other sources. The environmental Kuznets curve hypothesis (EKC) predicts an inverse U-shaped relationship between environmental pollution and per capita income. The literature with respect to the EKC is vast but far from conclusive. This paper adds firm size to the standard EKC reduced form regression and analyses whether firm size matters once income and composition are controlled for. Results suggest that large firm countries are initially associated with higher levels of environmental damage. However, as economies develop, large firm countries find it easier to adopt more stringent environmental legislation. Once environmental damage starts to decrease, the decrease is much larger in large firm countries.

The information in this Final Environmental Statement is the second assessment of the environmental impacts associated with the construction and operation of the Grand Gulf Nuclear Station, Units 1 and 2, located on the Mississippi River in Claiborne County, Mississippi. The Draft Environmental Statement was issued in May 1981. The first assessment was the Final Environmental Statement related to construction, which was issued in August 1973 prior to issuance of the Grand Gulf Nuclear Station construction permits. In September 1981 Grand Gulf Unit 1 was 92% complete and Unit 2 was 22% complete. Fuel loading for Unit 1 is scheduled for December 1981. The present assessment is the result of the NRC staff review of the activities associated with the proposed operation of the Station, and includes the staff responses to comments on the Draft Environmental Statement.

Some aspects of the PSO scheme for natural gas are examined critically. Two central arguments used for justifying the PSO subsidy scheme of natural gas and its distribution are reviewed; these include the 'smallholder argument' and the 'environmental argument'. The 'smallholder argument' claims that since Norway has the natural gas resources, it should also make use of the natural gas in the country, and not simply send the raw material to other countries. The 'environmental argument' states that natural gas compared to other fossil fuels such as coal and fuel oil, is a far cleaner alternative, thus an environmental-friendly alternative entitled to financial support. This paper tests the Environmental Kuznets Curve hypothesis for four local (SOx, NOx, CO, VOC) and two global (CO2, GHG) air pollutants. Using a new panel data set of thirty OECD countries, the paper finds that the postulated inverted U-shaped relationship between income and pollution does not hold for all gases. A meaningful Environmental Kuznets Curve exists only for CO, VOC and NOx, where for CO2 the curve is monotonically increasing. For GHG there is indication of an inverted U-shaped relationship between income and pollution, but still most countries are on the increasing path of the curve and hence the future development of the curve is uncertain. For SOx it was found that emissions follow an U-shaped curve. Coal mining generates a number of significant environmental impacts. Due to its synoptic coverage and repetitive data acquisition capabilities, remote sensing has been extensively used to monitor effects of surface mining. Availability of low cost and high resolution data in recent years has focused increased attention on the use of satellite data for monitoring surface mining activity. This article presents an overview of some of the important studies that have used satellite and airborne remote sensing data to assess environmental impacts of coal mining and to monitor reclamation activities. Detection and delineation of subsurface coal mine fires using remotely-sensed thermal data is also briefly discussed. The utility of interfacing remote sensing and Geographic Information Systems for effective environmental management of mining areas has been emphasized.

The commercialization of geothermal energy resources consists of a sequence of exploration, development, and utilization activities. Each of these activities are beset by both generic and project specific technical, environmental, and institutional constraints which must be adequately resolved before geothermal operations can be conducted. This report presents a summary of selected environmental activities conducted during the early planning stages of geothermal resource commercialization. Three representative activities are elaborated upon. These include preliminary environmental planning for geothermal energy development in the Medicine Lake Highlands of California; potential alternatives for non-electric use of the geothermal resource at East Mesa in Imperial County, California; and site specific studies of the impacts from using East Mesa geothermal fluids to irrigate selected crops and indigenous climax vegetation.

This implies that, past a certain point, economic growth may actually be profitable for environmental quality. Most studies on this subject are based on estimating fully parametric quadratic or cubic regression models. The initial application of cost-time management within Westinghouse was targeted at reducing cycle time in the manufacturing sector. As a result of the tremendous success of reduced cycle time in manufacturing, Westinghouse initiated application of the management technique to Environmental Restoration activities at its Government Owned Contractor Operated facilities. The Westinghouse initiative was proposed in support of the Department of Energy`s goals for cost effective Environmental Restoration activities. This paper investigates the relationship between environmental pollution and economic growth in China based on the environmental Kuznets curve hypothesis, using Chinese provincial data over 1985?2005. Waste gas, waste water and solid wastes are used as environmental indicators and GDP is used as the economic indicator. It is found by panel cointegration test that there is a long-run cointegrating relationship between the per capita emission of three pollutants and the per capita GDP. According to comparisons with the dynamic OLS estimator and the Within OLS estimator, we find that panel cointegration estimation is preferable for all pollutants except for solid wastes. Household demand for better environmental quality is the key factor in the long-term global applicability of the Environmental Kuznets Curve (EKC) hypothesis. We argue that, for given consumer preferences, the threshold income level at which the EKC turns downwards or the equilibrium income elasticity changes sign from positive to negative depends on the ability to spatially separate production and consumption. We test our hypothesis by estimating the equilibrium income elasticities of five pollutants, using 1990 data for the United States. We find that the change in sign occurs at lower income levels for pollutants for which spatial separation is relatively easy as compared to pollutants for which spatial separation is difficult. This paper reported on a life cycle assessment (LCA) study that compared the environmental impacts of business-as-usual manure management with those of a manure management operation incorporating anaerobic digestion with combined heat and power generation. The case study was based on a medium sized dairy farm in northern New York State. The study identified the benefits resulting from the displacement of fossil fuels, and reduction of related emissions. Although anaerobic digestion of dairy manure with energy recovery through biogas combustion is viewed as a positive environmental approach to increase the use of renewable energy, there are potential negative impacts that can counteract the environmental benefits. In EKC analyses, the relationship between environmental degradation and income is usually expressed as a quadratic function with the turning point occurring at a maximum pollution level. Other explanatory variables have been included in these models, but income regularly has had the most significant effect on indicators of environmental quality. The Environmental Protection Agency (EPA) is developing generally applicable environmental standards for land disposal of Atomic Energy Act (AEA) low-level radioactive wastes (LLW) and certain naturally occurring and accelerator-produced radioactive material (NARM) wastes. It is EPA's intention that the LLW standards will protect public health and the environment. The LLW standards would cover disposal of all AEA materials not controlled by other EPA standards and some natural radioactive materials. Coverage of federal waste is significant, because the federal government generates and disposes of >40% of all LLW nationwide, and a uniform standard for all LLW disposal is both a desirable and an achievable goal. Publication of a proposed LLW standard is planned in 1988, and a final standard a year later. This standard will have several important and closely related areas of focus which are discussed in the paper.

To study the external radiation exposure, if any, to the members of public due to releases during the normal operation of a nuclear power plant (NPP) and also to meet the requirement of emergency preparedness for the NPP site, continuous recording and analysis of environmental dose rate data is essential. This paper presents analysis of the gamma dose rates recorded by the Environmental Dose Logging Systems (EDLS) installed around the site during the last six years in the Emergency Planning Zone (EPZ) of Tarapur Atomic Power Station (TAPS). Sleep after learning is often beneficial for memory. Reinstating an environmental context that was present at learning during subsequent retrieval also leads to superior declarative memory performance. This study examined how post-learning sleep, relative to wakefulness, impacts upon context-dependent memory effects. Thirty-two participants encoded word lists in each of two rooms (contexts), which were different in terms of size, odour and background music. Environmental radon monitoring activities at the DOE Fernald Environmental Management Project (FEMP) have been conducted extensively since the early 1980`s. Monitoring has been conducted at ambient concentration levels (< 1 pCi/L Rn-222), inside buildings, and at significantly elevated levels (hundreds of thousands pCi/L Rn-222) within the K-65 silo that store concentrated radium bearing wastes. The purpose of this paper/presentation is to present and discuss some of the difficulties encountered/solutions (e.g. reliability, detection limits, affects of environmental factors, data transfer, etc.) that have been discovered while taking measurements using both alpha track-etch passive integrating detectors and alpha scintillation real-time detectors. A short summary and conclusion section is provided following each topic presented.

The Pinellas Plant has been part of the Department of Energy`s (DOE) nuclear weapons complex since the plant opened in 1957. In March 1995, the DOE sold the Pinellas Plant to the Pinellas County Industry Council (PCIC). DOE has leased back a large portion of the plant site to facilitate transition to alternate use and safe shutdown. The current mission is to achieve a safe transition of the facility from defense production and prepare the site for alternative uses as a community resource for economic development. Toward that effort, the Pinellas Plant Environmental Baseline Report (EBR) discusses the current and past environmental conditions of the plant site. Information for the EBR is obtained from plant records. Historical process and chemical usage information for each area is reviewed during area characterizations.

Microbial enhanced oil recovery (MEOR) technology has advanced internationally since 1980 from a laboratory-based evaluation of microbial processes to field applications. In order to adequately support the decline in oil production in certain areas, research on cost-effective technologies such as microbial enhanced oil recovery processes must focus on both near-term and long-term applications. Many marginal wells are desperately in need of an inexpensive improved oil recovery technology today that can assist producers in order to prevent their abandonment. Microbial enhanced waterflooding technology has also been shown to be an economically feasible technology in the United States. New market based approaches are becoming increasingly important as instruments of environmental policy. The two main market approaches, i.e., transferable pollution permits (experimented in America), and 'green' energy surcharges (European philosophy), are described and discussed. An analysis of information on their state of implementation shows that, in the case of the former method, the greatest sources of difficulty arise in the determination of acceptable ceiling levels of emissions, in the distribution of permits among the various polluting firms, and in the legality of granting rights to pollute.
