Information technology allows national and local governments to satisfy the needs of citizens in a cost effective way. Unfortunately, citizens still tend to prefer traditional, more costly channels, such as the front desk, phone and mail. Through pilot projects government agencies attempt to influence this behavior of citizens, directing them towards the online channel. With this paper we provide insight into the possibility to influence citizens' behavior in the complex landscape of multi-channel service provision. The paper systematically compares five pilot projects using a framework that is based on organizational and marketing literature. A variety of materials, with a variety of properties, packaging and handling/storage requirements, will be processed and stored at the facility. Since these materials are hazardous and radioactive, automation will be used to minimize worker exposure. Other benefits derived from automation of the facility include increased throughput capacity and enhanced security. A well-paid dean at the University of Louisville, he had just secured a $694,000 earmarked grant from the U.S. Department of Education to create an elaborate research center to help Kentucky's public schools. The grant proposal, which Mr. Felner had labored over for months, made some impressive promises. On paper this all seemed plausible: From 1996 until 2003, Mr. Felner directed the University of Rhode Island's education school, where he helped create a well-regarded statewide research center. A conceptual design of an advanced sodium/sulfur cell for US electric-van applications has been completed. The important design factors included specific physical and electrical requirements, service life, manufacturability, thermal management, and safety. The capacity of this cell is approximately the same as that for the ``PB`` cell being developed by Silent Power Limited (10 Ah). The new cell offers a 50% improvement in energy capacity and nearly a 100% improvement in peak power over the existing PB cells. A battery constructed with such cells would significantly exceed the USABC`s mid-term performance specifications. In addition, a similar cell and battery design effort was completed for an advanced passenger car application. A battery using the van cell would have nearly 3 times the energy compared to lead-acid batteries, yet weigh 40% less; a present-day battery using a cell specifically designed for this car would provide 50% more energy in a ...

In abnormal conditions, the operator's ability to deal with a large volume of data, and initiate the most appropriate remedial action is a fundamental concern in the design of energy control centers. Once a severe disruption has occurred in the power network, a series of tasks are required before the operator can make any decisions. Many of these functions involve computational efforts, and require a long period of processing time. The application of a wrong set of information by the operator may result in a catastrophic recovery situation. Also, as the system becomes larger, the required time for these tasks grows significantly and the operator may have very little time to analyze the contingency and issue a proper decision. A core preservation package was developed to maintain the reservoir characteristics of core samples and consequently to improve the quality of data obtained through laboratory core analyses. The package is a heat-sealable plastic-aluminum laminate similar to those common in the food-packaging industry. The laminated core preservation package acts as an impermeable barrier to water vapor and gases, and is resistant to chemical alteration and degradation by core fluids. These performance characteristics result in effective core preservation by maintaining the fluid content of the core. Other advantages of the laminated package are that it is fast and simple to use and eliminates the cumbersome dip-coat step used in some core preservation methods.

Design constraints require that as Earth terminal attempting communications with a FLTSATCOM EHF Package (FEP) located onboard a FLTSATCOM satellite be provided with an accurate FEP package. To be precise, the terminal is provided with a coefficient element set from which the ephemeris of a satellite may be computed. This report describes the operation of a user friendly computer program that produces the above mentioned coefficient set so as to provide reference benchmarks from which the ephemeris related operations of the terminal can be judged.

Spices and packaging materials were exposed to gamma irradiation at a dose of 10 KGy. Luncheon was prepared with irradiated or non-irradiated spices. Prepared luncheon was packaged in irradiated or non-irradiated packaging materials. Packaged luncheon was treated with 2 KGy. Treated and untreated packaged luncheon were kept in a refrigerator (1-4 Centigrade) for 12 months. Microbiological, nutritive and chemical characteristics of luncheon were evaluated after processing and during storage; whereas, sensory quality was evaluated only after irradiation. Gamma irradiation decreased the microorganisms counts of spices, packaging materials and packed luncheon and increased the shelf-life of packaged luncheon products. Microbial population and moisture content of traditional herbal medicines contaminated with 3 kinds of aerobic microbes, packed in 5 kinds of plastic packaging materials, followed by irradiation at minimum dose of 5 kGy and stored for 6 months were investigated. The highest reduction of microbial counts during storage was observed on samples packed in polyethylene bags. All of packaging materials used were found to be impermeable to microbes and water vapour. Radiation and packaging materials used acted synergistically to inactivate microbes durind storage. The microbial counts decreased as much as 2 to 4 log cycles during storage. (author).

It combines hourly data from the ground-based radio acoustic sounding system (RASS), a two-channel microwave radiometer, standard surface meteorological instruments, a lidar ceilometer, and the Aerodynamic Research Incorporated Communication, Addressing and Reporting System aboard commercial airlines with space-based data from the TIROS-N Operational Vertical Sounder (TOVS). The physical retrieval algorithm provided by the International TOVS Processing Package is used for combining the ground- and space-based temperature and humidity profiles. This paper describes a study of a security method of protecting inside network computers against outside miscreants and unwelcome visitors and a control method when these computers are connected with the Internet. In the present Internet, a method to encipher all data cannot be used, so that it is necessary to utilize PEM (Privacy Enhanced Mail) capable of the encipherment and conversion of secret information. For preventing miscreant access by eavesdropping password, one-time password is effective. The most cost-effective method is a firewall system. We explored the prospective relation of dietary patterns, food groups, and nutrients to incident VTE in older women. Methods In 1986, Iowa women aged 55 to 69 years completed a mailed survey, including a 127-item food frequency questionnaire. These data were linked to Medicare data from 1986 to 2004, and International Classification of Diseases discharge codes were used to identify hospitalized VTE cases. The package evaluates concentrations of toxics in final effluent and waste sludge, and mass air emissions from municipal or industrial activated sludge wastewater treatment plants. Maximum allowable influent concentrations of toxics required to meet effluent discharge or air emission limits can also be estimated. The package contains a read-only database with treatability parameters for over 100 contaminants, including organic compounds and metals. Nowadays food packaging are mostly made of plastics, natural or synthetic, therefore effect of irradiation on these materials is crucial for packing engineering for food irradiation technology. By selecting the right polymer materials for food packaging it can be ensured that the critical elements of material and product performance are not compromised. When packaging materials are in contact with food at the time of irradiation that regulatory approvals sometimes apply. The review of the R-and-D and technical papers regarding material selection, testing and approval is presented in the report. The effect on human health of using food packaging made from recycled materials will depend on whether the elements will migrate into the food itself and at which levels that would be of concern. There is no EU directive for paper and board packaging, but guidelines on paper and board intended to come into contact with food are being developed in another forum. These do not propose limits for paper intended to come into contact with dry foods. However, for other foodstuffs, restriction limits in paper of 0.002 mg/dm"2 (Cd), 0.003 mg/dm"2 (Pb), and 0.002 mg/dm"2 (Hg) have been proposed. Model validation was carried out by comparing predicted with measured moisture content derived from relative humidity data obtained from the brown rice re-wetting test for 6days at 25degreeC and 90% RH. Electrochemical cyclic potentiodynamic polarization experiments were performed on several candidate waste package container materials to evaluate their susceptibility to pitting corrosion at 90 degrees C in aqueous environments relevant to the potential underground high-level nuclear waste repository. Results indicate that of all the materials tested, Alloy C-22 and Ti Grade-12 exhibited the maximum corrosion resistance, showing no pitting or observable corrosion in any environment tested. Efforts were also made to study the effect of chloride ion concentration and pH on the measured corrosion potential (Ecorr), critical pitting and protection potential values.

The changes in quality of irradiated spices, i.e., nutmeg (Myristica fragrans), black pepper and white pepper (Piper nigrum) stored in different indigenous packaging materials were evaluated. Packaging materials used were tin cans; tin can lined with polypropylene film, tin can lined with wrapping paper, woven polypropylene bag and woven polypropylene bag lined with polypropylene film. Packaging in woven polypropylene bag could cause significant changes in a_w-values and moisture contents of the spices. In the tin can, no significant change was found during storage. By applying a polypropylene film liner inside the plastic bag, the changes could be retarded. This paper addresses the unique structural requirements for successful conversion of tankers for floating production storage and offloading (FPSO) or floating storage and offloading (FSO) service. A description is given of the steps undertaken during two recent and very different conversions of a highly optimized 1980s VLCC to FPSO service, and a typical robust 1970s ULCC to FSO service. Today, component oriented middlewares are used to design, develop and deploy easily distributed applications, by ensuring the heterogeneity, interoperability, and reuse of the software modules, and the separation between the business code encapsulated in the components and the system code managed by the containers. Several standards answer this definition such as: CCM (CORBA Component Model), EJB (Enterprise Java Beans) and .Net. However these standards offer a limited and fixed number of system services, removing any possibility to add system services or to reconfigure dynamically the middleware. MCrAlY coatings are widely used on hot section components of gas turbines to provide hot corrosion and/or oxidation protection by formation of an oxide layer on the surface. As the protective oxide scale exfoliates during service, aluminum from the coating diffuses outward for reformation of the protective scale. Aluminum may also diffuse inward due to the differences in composition between the coating and the substrate. Thus, the coatings degrade due to oxidation, oxide scale spallation, and inward and outward diffusion of aluminum. Service life of these coatings is controlled by the aluminum content in the coating, operating temperature and start- shutdown cycles. In-service degradation of CoCrAlY and CoNiCrAlY coatings is presented. A procedure to predict the remaining service life of coatings under oxidizing conditions is discussed. (orig.) 12 refs.

Ionizing radiation, mainly in the form of #gamma#-rays from the radioisotope cobalt 60, is being used increasingly for the inactivation of contaminants in cosmetic and toiletry preparations. The treatment is applied to the product in its final pack, and therefore, it is important to recognize that the properties of the packaging materials could be affected, particularly if high radiation doses are used. The stability of a wide range of materials is discussed. The nature and extent of chemical and physical changes in plastics very much depends on the presence of antioxidants and other additives, and on the environmental conditions during irradiation. The PuO/sub 2/ cask or SP 5320-2 and 3 cask is designed for surface shipment of americium or plutonium. The cask design was physically tested to demonstrate that it met the criteria specified in US ERDA Manual Chapter 0529, and Chapter I, Interstate Commerce Commission. The package has been assessed for transport of up to 357 grams of plutonium (403 grams PuO/sub 2/ powder) and up to 176 grams of americium (200 grams AmO/sub 2/ powder), having a maximum decay heat of 203 watts. Criticality evaluation alone would allow the shipment as Fissile Class II but the radiation level of the cask, measured at the time of shipment, may exceed 50 mrem/h at the surface and require shipment as Fissile Class III. Sample calculations address only the more restrictive of the two materials, which in most cases is /sup 238/PuO/sub 2/.

Limited field trial results of a heating oil additive package developed to minimize unscheduled maintenance indicate that it achieves its goal of keeping heating oil systems cleaner. The multifunctional additive package was developed to provide improved fuel oxidation stability, improved corrosion protection, and dispersency. This combination of performance benefits was chosen because we believed it would retard the formation of sludge, as well as allow sludge already present to be carried through the system without fouling the fuel system components (dispersency should keep sludge particles small so they pass through the filtering system). Volatile compounds produced in flexible food packaging materials (LDPE, EVAc, PET/PE/EVOH/PE) during electron beam irradiation were isolated by purge and trap technique and identified by combined gas chromatography-mass spectrometry (GC/MS), after thermal desorption and concentration. For comparison purposes non-irradiated films were also studied. Film samples were irradiated at low (5 kGy, corresponding to cold pasteurization), intermediate (20 kGy, corresponding to cold sterilization) and high (100 kGy) doses. It was observed that a number of volatile compounds are produced after irradiation in all cases. Furthermore the amounts of all volatile compounds increase with increasing irradiation dose. Both primary (methyl-derivatives etc.) as well as secondary i.e. oxidation products (ketones, aldehydes, alcohols, carboxylic acids etc.) are produced upon irradiation. These products may affect organoleptic properties and thus shelf-life of prepackaged irradiated foods. ...

A new package for the air transport of hazardous materials is currently being developed in the Transportation Systems Department at Sandia National Laboratories. The baseline design has a unique impact limiter which uses layers of aluminum screen wire and aramid cloth fabric. A primary motivation for selecting this unusual combination of materials is the need for the impact limiter to not only limit the amount of load transmitted to the primary container but also remain in place during impact events so that it provides a thermal barrier during a subsequent fire. A series of uniaxial and confined compression tests indicated that the layered material does not behave like other well characterized materials. No existing constitutive models were able to satisfactorily capture the behavior of the layered material; thus, a new plasticity model was developed. The purpose of the trip was to visit Nobel Chemicals in Sweden and to confer with the Department of Transportation personnel in Sweden and in England on the technical and regulatory problems in the bulk shipping of the high explosives RDX and HMX. It is customary in the United States (US) to add isopropyl alcohol to the bulk shipment of water-wet high explosives RDX and HMX. The explosives are packed in cloth bags which are placed in plastic-lined fiber drums. The addition of alcohol presumably prevents mildewing of cloth bags and freezing of the wet explosives in cold weather. In Europe, however, these explosives are shipped in polyethylene-lined fiber drums with not less than 15% water only, even in cold weather. Water-wet frozen explosives have not proved to be any more sensitive than its unfrozen counterpart and no mildew problem has been encountered. The influence of electron-beam irradiation on mechanical properties of commercial multilayer flexible packaging materials based on coextruded and laminated polypropylene (PP), low-density polyethylene (LDPE), ethylene vinyl alcohol copolymer (EVOH) and poly(ethylene terephthalate) (PET), irradiated with doses up to 120 kGy, was studied. The tensile strength and elongation at break of the irradiated PET/PP film increase, while the penetration and sealing resistance decreased. In addition, the irradiated PET/LDPE/EVOH/LDPE film presented increase in the tensile strength on some radiation doses and decrease of the penetration and sealing resistance, except for sealing resistance at radiation dose of 15 kGy that resulted in a slight increase of ca 4%.

In this study, Combination of air bearing and two degree-of-freedom wheels were suggested for transportation, and air jack was suggested for unloading and emplacement system. We report on the software aspects of the development of a switch-based data acquisition system at Fermilab. This paper describes how, with the goal of providing an ``integrated systems engineering`` environment, several powerful software tools were put in place to facilitate extensive exploration of all aspects of the design. These tools include a simulation package, graphics package and an Expert System shell which have been integrated to provide an environment which encourages the close interaction of hardware and software engineers. This paper includes a description of the simulation, user interface, embedded software, remote procedure calls, and diagnostic software which together have enabled us to provide real-time control and monitoring of a working prototype switch-based data acquisition (DAQ) system.

Conversion of the microprocessors and software for the Mold Heating and Cooling (MHAC) pump package control systems was initiated to allow required system enhancements and provide data communications capabilities with the Plastics Information and Control System (PICS). The existing microprocessor-based control systems for the pump packages use an Intel 8088-based microprocessor board with a maximum of 64 Kbytes of program memory. The requirements for the system conversion were developed, and hardware has been selected to allow maximum reuse of existing hardware and software while providing the required additional capabilities and capacity. The new hardware will incorporate an Intel 80286-based microprocessor board with an 80287 math coprocessor, the system includes additional memory, I/O, and RS232 communication ports.

An Effect of pinhole(perforation or pit penetration) that might be formed outside the package on the nuclide leaching from paraffin waste form was investigated. In case of single pinhole, the leached mass and cumulative fraction leached (CFL) increased with the larger diameter of pinhole, but they were not in direct proportion to the size or area of pinhole. If the total area of multiple pinholes was fixed, the leached mass showed a tendency to increase as each size was smaller and the number was more. It was also found that the leached mass was not in direct proportion to the number of pinhole in case of constant size. In order to analyze the test results, the shrinking core model(SCM) was derived from the diffusion-controlled dissolution reaction and compared with previous diffusion model.

This document describes payload control at LLNL to ensure that all shipments of CH-TRU waste in the TRUPACT-II (Transuranic Package Transporter-II) meet the requirements of the TRUPACT-II SARP (safety report for packaging). This document also provides specific instructions for the selection of authorized payloads once individual payload containers are qualified for transport. The physical assembly of the qualified payload and operating procedures for the use of the TRUPACT-II, including loading and unloading operations, are described in HWM Procedure No. 204, based on the information in the TRUPACT-II SARP. The LLNL TRAMPAC, along with the TRUPACT-II operating procedures contained in HWM Procedure No. 204, meet the documentation needs for the use of the TRUPACT-II at LLNL. Table 14-1 provides a summary of the LLNL waste generation and certification procedures as they relate to TRUPACT-II payload compliance.

A parachute system was designed and prototypes built to deploy a telemetry package behind an earth-penetrating weapon just before impact. The parachute was designed to slow the 10 lb. telemetry package and wire connecting it to the penetrator to 50 fps before impact occurred. The parachute system was designed to utilize a 1.3-ft-dia cross pilot parachute and a 10.8-ft-dia main parachute. A computer code normally used to model the deployment of suspension lines from a packed parachute system was modified to model the deployment of wire from the weapon forebody. Results of the design calculations are presented. Two flight tests of the WBS were conducted, but initiation of parachute deployment did not occur in either of the tests due to difficulties with other components. Thus, the trajectory calculations could not be verified with data. Draft drawings of the major components of the parachute system are presented.

Little recent research is available about where specific types of farm managers search for information about better production practices. The objective of this study was to investigate what information sources managers used and how they rated the usefulness of each source. The authors administered mail questionnaires to probability samples from sampling frames they developed for four groups: dairy and fresh market vegetable producers from Wisconsin and berry and nursery producers from a multistate region. Questionnaire items asked operation managers to check off, from a list of information sources, those that they used in the last year to learn about new equipment or procedures to improve their operations and then to rate the usefulness of each source. In the last year, nursery, dairy, and berry managers most often used information from print media (63% to 84%), followed by other farmers (50% to 80%). We analyzed the effects of the Colorado Medicaid Capitation Program on the duration and services of over 21,000 outpatient mental health episodes for young children. The study spanned a three year period before and after capitation was implemented, and compared episodes of outpatient care for children from 14 capitated Community Mental Health Centers (CMHCs) with those from three CMHCs that remained fee-for-service. Proportional hazards regressions revealed that capitation resulted in an increase in outpatient episode duration, over and above similar effects for the comparison fee-for-service episodes. The hypothesis that there were longer capitated episodes for children who were hospitalized was not supported. Children with behavioral and anxiety disorders had longer capitated episodes. A chemical equilibrium model is used, implemented in a compact FORTRAN package called HITEQ, to investigate possible mineral deposition related to prereinjection treatment of Cerro Prieto brines for silica removal. Large saturation ratios of the treated brines with respect to several minerals are indicated by these computations. As a remedy, an inexpensive CO/sub 2/ removal scheme aimed at inhibiting carbonate mineral precipitation is proposed. This scheme is quantitatively discussed with the aid of HITEQ. It is concluded that the proposed treatment is both technically and economically feasible.

The application of various signal processing methods to extract energy storage information from plasma diamagnetism sensors occurring during physics experiments on the Tandom Mirror Experiment-Upgrade (TMX-U) is discussed. We show how these processing techniques can be used to decrease the uncertainty in the corresponding sensor measurements. The Monsanto Chemical Company operates a plastics and resins plant located in Addyston, Ohio. The process equipment requires routine rinsing with technical grade acetone between batches. Due to the volumes of spent acetone generated and the associated RCRA hazardous waste regulations, the plant sought to recycle and reuse the acetone to reduce the purchase cost of virgin acetone and the cost of spent acetone disposal. As a part of a phenomenological model, a method for simulating the wall/jet interaction in a direct injection diesel engine is proposed. The method is based on the application of the momentum conservation equation in the different directions in which the wall jet is spread, and takes into account both the interaction with the combustion chamber geometry and with swirl. It takes as initial conditions the results of calculating the free jet, which is divided into packages. The predictions provide good agreement with those by other researchers. (author).

This document describes testing of OSI products conducted at Argonne National Laboratory. Sun, IBM, and Clsco hardware platforms were used. Various software packages that implement file transfer and gateway applications were evaluated. The OSI model and GOSIP compliance are briefly discussed. Technical details on OSI addressing and routing are presented. The relationship of this testing to other OSI activities at Argonne and to activities of the national networking community is discussed. Mention is also made of the relationship of DECnet Phase V transition issues.

We report on the calculation of multi-loop Feynman integrals for single-scale problems by means of difference equations in Mellin space. The solution to these difference equations in terms of harmonic sums can be constructed algorithmically over difference fields, the so-called {pi}{sigma}{sup *}-fields. We test the implementation of the Mathematica package Sigma on examples from recent higher order perturbative calculations in Quantum Chromodynamics. (orig.)

Characterization of the electron beam's properties will be a major task after the upgrade of the Los Alamos Free-Electron Laser (FEL) Facility with a photoelectric injector (PEI) and increased acceleration capability to 40 MeV.
