The work described in the following is a portion of the MEET project (Methodologies for Estimation Air Pollutant Emissions from Transport). The overall goal of the MEET project is to consolidate and present methodologies which can be used to estimate air pollutant emissions from various types of traffic sources. One of the goals of MEET is to provide methodologies to be used in the COMMUTE project also funded by DG VII. COMMUTE is developing computer software which can be used to provide emissions inventories on the European scale. Although COMMUTE is viewed as a prime user of the information generated in MEET, the MEET results are intended to be used in a broader area, and on both smaller and larger spatial scales. The methodologies and data presented will be useful for planners on a more local scale than a national or continental basis. The dominant shrubs were sagebrush and spiny hopsage; the herbs were dominated by cheatgrass and Sandberg bluegrass. Spiny hopsage appeared to be vulnerable to burning and also to damage by off-road vehicular traffic. It appears to have little or no ability to reproduce through seedlings; once the existing plants are killed they are not likely to be replaced, even if seed-producing plants are nearby. The only pure stand of spiny hopsage known to exist on the Hanford Site is on and near study plot 2H. Sagebrush, like spiny hopsage, is killed by burning and by heavy vehicles. Sagebrush is capable of reproducing via seeds, indicating that it is an inherently aggressive species with a capacity to reestablish itself if parent plants are in the vicinity to act as seed sources. A modified least-cost path algorithm, which is applicable to working areas with both paved and unpaved temporary roads and can consider the effects of terrain relief and curves along a route on the route planning, was proposed and utilized for the software development. Traffic signal control for a multi-forked road

Traffic jams have become very serious at multiforked road intersections, and conventional pre-timed controls are less effective in such situations. In this article, a new traffic signal control system for multi-forked roads is proposed. First, the cellular automaton (CA) model is used to develop a traffic simulator for multi-forked roads. Next, a stochastic model of a traffic jam is built up. In addition, a new traffic signal control algorithm is designed using the optimization technique and a genetic algorithm (GA). Finally, the effectiveness of the proposed method is shown using actual traffic data with a traffic simulator.

On the basis of the information guidance model and survey data, this paper takes advantage of the VISSIM software to simulate the traffic in a region within the Southwest Second Ring of Beijing constructed by six roads and six intersections and makes a comparative evaluation on the operation of the regional road traffic flow before and after the implementation of the traffic flow information guidance measures. The simulation allows for the study of parameters affecting traffic environments and the study of different control strategies for traffic signal lights, including conventional, fuzzy, and adaptive control methods. Vehicular traffic flow at a intersection controlled by signal light with a new probability
We introduced a probability of traffic light, PL, at an intersection when approaching cars in two roads are in same conditions. As a application, we proposed a modified Nagel-Schreckenberg cellular automata model for describing a conflicting vehicular traffic flow at the intersection. The results show that the plateau region in the fundamental diagrams, caused by the effect of interaction, is dependent not only on the probability PL, but also on the adaptive schemes.

Pilot study of the relationship of regional road traffic to surface-soil lead levels in Illinois

Leaded gasoline has been used as fuel for trucks and automobiles in the United States since 1924; it has been implicated as a source of lead that is deposited on the soil and eventually can be ingested by small children, contributing to their burden of this toxic metal. The lead content of 667 surface-soil samples (taken at depths of 0-5 cm) and 159 subsurface-soil samples (from depths of 25-30 cm) collected from Illinois play areas near roads was measured and related to traffic variables. The samples were collected between June and October of 1985, and their measured lead levels exceeded the average natural background level for Illinois soil. The highest lead concentrations were found in samples from the six-county metropolitan Chicago region, where both traffic volume and traffic density are higher than in the rest of the state. Multifractal Fourier detrended cross-correlation analysis of traffic signals
Multifractal detrended cross-correlation analysis (MF-DXA) has been developed to detect the long-range power-law cross-correlation of considered signals in the presence of non-stationarity. However, crossovers arising from extrinsic periodic trends make the scaling behavior difficult to analyze. We introduce a Fourier filtering method to eliminate the trend effects and systematically investigate the multifractal cross-correlation of simulated and real traffic signals. The crossover locations are found approximately corresponding to the periods of underlying trend. Traffic velocity on one road and flows on adjacent roads show strong cross-correlation. They also present weak multifractality after periodic trends are removed. The traffic velocity and flow are cross-correlated in opposite directions which is accordant to their actual evolution.

In seeking ways to reduce emissions from two-stroke locomotive type engines, the Navy has evaluated dual-fuel conversions operating on a compression ignition cycle, using up to 94% natural gas and 6% diesel pilot fuel. The Navy has conducted an evaluation and test program under the direction of Dr. Normnn L. Helgeson, at the Naval Facilities Engineering Service Center in Port Hueneme, California. Of the Navy`s many diesel engines, those installed in its MUSE (mobile utility support equipment) units for temporary electrical power were the first Navy off-road engines to be affected by emissions regulations. Most of the units are powered by the EMD 645 engine, and when burning diesel fuel do not meet the emission requirements in many areas of the country. This paper discusses the changes and results of the conversion and shakedown tests.

Three-frame Algorithm of Car Path Reconstruction from Airborne Traffic Data
The airborne traffic monitoring system forms a novel technology of detecting vehicle motion. An optical digital camera located on an airborne platform produces a series of images which then are processed to recognized the fixed vehicles. In this way the video data are converted into the time sequence of frames containing the vehicle coordinates. In the present work a three-frame algorithm is developed to identify the succeeding vehicle positions. It is based on finding the neighboring points in the frame sequence characterized by minimal acceleration. To verify and optimize the developed algorithm a ``Virtual Road'' simulator was created. Finally available empirical data are analyzed using the created algorithm.

On the Reduction of Broadcast Traffic in Mobile Ad Hoc Networks
Many mobile ad hoc network protocols use simple flooding, in order to adapt to changes in time varying network topology. Most of the times, a network-wide flood results in redundant packets and increases network congestion, probability of packet collision, low utilization of available bandwidth, and most important, higher power consumption. In this paper, we propose a new cross-layer broadcast scheme to minimize broadcast traffic in mobile ad hoc networks. Our scheme is based on use of received signal strength indicator, RSSI, value to reduce the number of broadcast packets. The effectiveness of the proposed technique is verified using simulations.

This publication describes the modification of the road traffic exhaust emission calculation model LIISA and presents the new calculation results. The model has already established its position as the most important inventory tool for regional road traffic emissions in Finland. The LIISA model calculates road traffic emissions as a whole. The system comprises of three separate models: 1. a model for calculating automobile emissions for the years 2001-2021, 2. a model for calculating emissions backwards for the years 1980-2000, 3. a model for calculating the emissions of motorcycles and mopeds. In Oslo, traffic has been one of the dominating sources of air pollution in the last decade. In one part of the city where most traffic collects, two tunnels were built. A series of before and after studies was carried out in connection with the tunnels in use. Dispersion models were used as a basis for estimating exposure to nitrogen dioxide and particulate matter in two fractions. Exposure estimates were based on the results of the dispersion model providing estimates of outdoor pollutant concentrations on an hourly basis. The estimates represent concentrations in receptor points and in a square kilometre grid. The estimates were used to assess development of air pollution load in the areas, compliance with air quality guidelines, and to provide a basis for quantifying exposure-effect relationships in epidemiological studies. The goal of this project was to demonstrate that a new low-expanding ceramic (Ca{sub 0.6},Mg{sub 0.4})Zr{sub 4}(PO{sub 4}){sub 6}, hereafter referred to as CMZP, could be used as an exhaust manifold liner in off-road diesel engines and provide improved engine efficiency (by permitting higher engine operating temperature). This study has successfully demonstrated this improvement and further engine testing (and possible manufacturing) is presently underway at Caterpillar Inc. Laboratories. Basically this program involved two subcontracts: one to Virginia Tech to develop sintering procedures for CMZP, and one to Caterpillar, Inc. to develop slip casting procedures for CMZP. In 1990, 176 million tonnes (mt) of air-traffic fuel was burned, which produced about 550 mt CO{sub 2}, 220 mt water, 3.5 mt NO{sub x} amd 0.18 mt SO{sub 2}. NO{sub x} emissions from air traffic may, by increasing ozone concentrations, be responsible for about 8% of global greenhouse warming. In the stratosphere NO{sub x} from aircraft is partly responsible for ozone depletion. With present technology 500 aircraft in the stratosphere would cause global ozone losses of 20%. Water vapour added by aircraft also contributes to global warming. In the form of ice crystals between 8 to 13 km above sea level, it acts as cirrus clouds. Probably the least damaging cruising altitude for aircraft is 9 km above sea level. Fuel consumption by aircraft is increasing. CAR International is a simple parameterized model using readily available input data and calculating annual percentile values and average concentrations close to streets (at the kerb side) for non-reactive air pollutants and NO{sub 2}. We present a new modular traffic signs recognition system, successfully applied to both American and European speed limit signs. Our sign detection step is based only on shape-detection (rectangles or circles). This enables it to work on grayscale images, contrary to most European competitors, which eases robustness to illumination conditions (notably night operation). Speed sign candidates are classified (or rejected) by segmenting potential digits inside them (which is rather original and has several advantages), and then applying a neural digit recognition. The global detection rate is ~90% for both (standard) U.S. and E.U. speed signs, with a misclassification rate 150 minutes of video. The system processes in real-time ~20 frames/s on a standard high-end laptop.

This paper presents results from a research case study that examined the distribution of travel time of origin-destination (OD) pairs on a transportation network under incident conditions. Using a transportation simulation dynamic traffic assignment (DTA) model, incident on a transportation network is executed under normal conditions, incident conditions without traveler information availability, and incident conditions assuming that users had perfect knowledge of the incident conditions and could select paths to avoid the incident location. A Danish decision-support GIS tool for management of urban air quality and human exposures

A new prototype model system named AirGIS has been developed to support local authorities in air quality management for big Danish cities. The system is based on the Danish operational street pollution model (OSPM), technical and cadastral digital maps and Danish national administrative databases on buildings, cadastres and populations. It applies a geographic information system (GIS). AirGIS estimates ambient air pollution levels at high temporal and spatial resolutions. The model system enables mapping of traffic emissions, air quality levels and human exposures at residence addresses, at workplace addresses and in streets. Efforts has been made to specify surface ozone production in photochemical reaction due to the high concentration of NO_x and photon rays. The secondary reactions has been considered via optical measurements using actinometry and pyranometry which was followed for photochemical reactions at high temperature and because of air pollutants due to the traffic load and because of the inversion in certain days. The concentration of surface ozone which was measured in Tehran city center was in the range of 24- 45 ppb in 1991-1992 and a higher concentration of 45-65 ppb was measured in 1999-2000. This high surface ozone concentration could cause a severe damage to biota, fauna and human health.

The energy-to-weight ratio of this battery is four times that achieved with conventional lead-acid batteries. To recharge the battery, a charger mounted next to the motor has only to be connected to a household power socket. Road testing of electric cars is already under way, with production of commercially significant series planned for the early 1990s. The method for calculating emissions to air has been revised, which has led to adjustments. Because of this, emissions in 1999 cannot yet be compared with previous years. Emissions in 1990 - 1998 are being recalculated now using the new method and are expected to be ready during 2001. Emissions to air of carbon dioxide (CO_2) in Sweden was 56.58 million tonnes in 1999, not including emissions from biofuels and international bunkers. The major sources of CO_2 emissions are the combustion of fossil fuels and the use of fuels for mobile sources. Total emissions to air of sulphur dioxide (SO_2) and nitrogen oxides (NO_x, counted as NO_2) in Sweden was 66 000 and 263 000 tonnes respectively in 1999. International bunkers are not included. The major source of SO_2 emissions is combustion of fossil fuels. Road traffic is the major source of NO_x emissions. In the frame of the comprehensive assessment of Swiss energy systems, air quality simulations were performed by using a 3-dimensional photo-chemical dispersion model. The objective is to investigate the impacts of pollutants in Switzerland for future options of Swiss energy systems. Four scenarios were investigated: Base Case: simulations with the projected emissions for the year 2030, Scenario 1) all nuclear power plants were replaced by oil-driven combined cycle plants (CCP), Scenarios 2 to 4) traffic emissions were reduced in whole Switzerland as well as in the cities and on the highways separately. Current Intrusion Detection System (IDS) technology is not suited to be widely deployed inside a Supervisory, Control and Data Acquisition (SCADA) environment. Anomaly- and signature-based IDS technologies have developed methods to cover information technology-based networks activity and protocols effectively. However, these IDS technologies do not include the fine protocol granularity required to ensure network security inside an environment with weak protocols lacking authentication and encryption. The urban zone needs clean air to assure public health. To achieve this goal several filter samples were collected in different sites in Algiers city. Toxic elements such as: Na, Mg, Cl, Sc, Cr, Ti, V, Fe, Co, Cu, Zn, Se, Br, Ag, Sb, Ce, La, Hf, Ta and Hg have been measured in the filters using neutron activation analysis technique. Irradiation of filter samples and standards were carried out in Es-Salem reactor. The experimental procedure and the results are discussed. We noted during this work that the upper limit values for suspended dusts and the high concentrations for some toxic elements found are due to the weather conditions and intense road traffic around collecting sites. The effect of one on-ramp (entry) and one off-ramp (exit) is investigated numerically in one dimensional-cellular automaton traffic flow model, with open boundary conditions, using parallel dynamics. Serum immunoglobulin E and hyaluronate levels in children living along major roads

To assess the effects of automobile exhaust on human health, we determined serum concentrations of total immunoglobulin E and hyaluronate in 185 schoolchildren who lived in a district that contained major roads. Serum immunoglobulin E levels were elevated in children who had asthma or wheezing, but levels did no t differ with respect to distance of their homes from the major roads. Serum hyaluronate levels were higher in children who lived less than 50 m from the roadside, compared with children who resided a greater distance from roads. The difference, however, was significant only in a subgroup of children in whom immunoglobulin E levels exceeded 250 IU/ml. Our results suggest that serum hyaluronate levels in children reflect the effects of traffic-related air pollution. The first capability utilizes the NTS large area, varied terrain, and intrasite communications systems for testing sensors for detecting and tracking vehicular traffic. Sensor and ground truth data can be collected at either of two secure control centers. This system also includes an automated ground truth capability that consists of differential Global Positioning Satellite (GPS) receivers on test vehicles and live TV coverage of critical road sections. The level of various exhaust emissions were estimated on the basis of a mathematical model applied for each sea traffic element (ship). Hourly and daily records of all ships` movements in different parts of the harbour were compiled, covering extended periods of time and associated with different shipping operational characteristics (peaks, lows, etc). Joint Uplink and Downlink Relay Selection in Cooperative Cellular Networks
We consider relay selection technique in a cooperative cellular network where user terminals act as mobile relays to help the communications between base station (BS) and mobile station (MS). A novel relay selection scheme, called Joint Uplink and Downlink Relay Selection (JUDRS), is proposed in this paper. Specifically, we generalize JUDRS in two key aspects: (i) relay is selected jointly for uplink and downlink, so that the relay selection overhead can be reduced, and (ii) we consider to minimize the weighted total energy consumption of MS, relay and BS by taking into account channel quality and traffic load condition of uplink and downlink. Deteriorating air quality in urban areas is leading bus manufacturers to look for cleaner drives of urban buses. Various new systems are now available, but it is difficult to compare them and verify their effects without having a driving cycle accurately representing contemporary average urban bus use. The idealized form (engine cycle, passenger car cycle or different kW/tonnes ratio and traffic conditions) of existing driving cycles disqualifies them for the purpose. For this reason, it was decided to attempt the development of a new driving cycle for urban buses. To this end, measurements were carried out on buses in service in four major Dutch towns. The resulting data were combined to produce a reference cycle comprising all data relating to urban bus use. Statistical methods were then used to compare a large number of 15-20 minute cycles with this reference cycle, until one was found that corresponded closely to the reference cycle. 5 figs., 1 tab., 6 refs.

Rainfall effect on single-vehicle crash severities using polychotomous response models.
As part of the Wisconsin road weather safety initiative, the objective of this study is to assess the effects of rainfall on the severity of single-vehicle crashes on Wisconsin interstate highways utilizing polychotomous response models. Weather-related factors considered in this study include estimated rainfall intensity for 15 min prior to a crash occurrence, water film depth, temperature, wind speed/direction, stopping sight distance and deficiency of car-following distance at the crash moment. For locations with unknown weather information, data were interpolated using the inverse squared distance method. Samples of Parmelia sulcata and Xanthoria parietina from different biotopes have been analysed for elements of the series of uranium 238 and thorium 232. These species have been used as bio-monitors in different cases : urban areas, coal fired power plant, tip for uranium-mining residues. The concentration of most of these elements in lichens is decreasing as follows: radium waste-disposal site > area with uranium-rich soil > urban area > rural area. Road traffic was not found to increase notably the presence of radioactive lead in the environment. The two foliose lichens seem to have a comparable concentration ability, but Parmelia sulcata appeared to be more reliable. Low-friction snow plow evaluation

Canadian railway traffic is delayed until lines are plowed of snow following heavy snowfalls. A modification that would permit higher plowing speeds and fewer delays could realize significant benefits in addition to direct fuel and labor savings. The objective of this project was to carry out a cost benefit analysis on a low-friction coating applied to a mainline railway snow plow. The assessment was carried out using old Canadian National Railway snow plows for test purposes. An analytical model was developed to estimate the importance of friction reduction to fuel consumption and power requirements. The sensitivity analysis revealed a bump or discontinuity in the power vs speed profile, corresponding to the minimum plow speed at which the snow will cease to flow over the plow. The air quality monitoring networks are described and results from the continuous, intermittent, static, and acid precipitation networks are summarized. Regulations and guidelines for individual pollutants are discussed in detail. Pollutants monitored continuously (1-h average basis) include ammonia, CO, coefficient of haze, H{sub 2}S, nitrogen oxides, ozone, SO{sub 2}, and total hydrocarbons. Good air quality was observed most of the time at all continuous monitoring stations in 1991. Potential threats are the illegal traffic of radioactive materials that could be employed for the construction of weapons, as uranium and plutonium. New techniques for the inspections of containers should be fast, allow the detection and identification of dangerous materials, and be non-invasive, to reduce costs and delays. Vulnerability of soil resources to heavy metals contamination in Central Bekaa-Lebanon

Full text.Changes in land use and urbanization yield more pressure put on limited soil and water resources, including the risk of pollution with toxic heavy metals. The study area lies in the Bekaa valley totaling about 12753 ha. The valley receives from the west torrential fan deposits and a mixture of colluvial and alluvial material. The principal soil classes are Fluvisols, Cambisols, Regosols, Vertisols and Luvisols. The area is populated and also the most important agricultural part of the plain. Agriculture in the plain is being practiced mainly with cash, field crops and vegetables. The western surrounding area is being used mainly for terraced fruit trees. Health impact assessment of waste management facilities in three European countries
BackgroundPolicies on waste disposal in Europe are heterogeneous and rapidly changing, with potential health implications that are largely unknown. We conducted a health impact assessment of landfilling and incineration in three European countries: Italy, Slovakia and England.MethodsA total of 49 (Italy), 2 (Slovakia), and 11 (England) incinerators were operating in 2001 while for landfills the figures were 619, 121 and 232, respectively. The study population consisted of residents living within 3 km of an incinerator and 2 km of a landfill. Excess risk estimates from epidemiological studies were used, combined with air pollution dispersion modelling for particulate matter (PM10) and nitrogen dioxide (NO2). For incinerators, we estimated attributable cancer incidence and years of life lost (YoLL), while for landfills we estimated attributable cases of congenital anomalies and low birth weight infants.ResultsAbout 1,000,000, 16,000, and 1,200,000 subjects lived close to incinerators in ...
