One of the most important and active pioneers of the space activities in Argentina was Miguel Sanchez Pena, an aeronautical engineer and an officer of the Argentine Air Force. Sanchez Pena was the organizer of Argentina's governmental space program in the 1970s and part of the 80s, and contributed immeasurably to the Nation's sounding rocket program. Born in Mendoza, Argentina in 1925, Sanchez Pena attended the Military Aviation School (Escuela de Aviacion Militar) in Cordoba, and later the Air Force Engineering School. This project employs multi-disciplinary teams to accelerate development of the Community Climate System Model (CCSM), based at the National Center for Atmospheric Research (NCAR). A consortium of eight Department of Energy (DOE) National Laboratories collaborate with NCAR and the NASA Global Modeling and Assimilation Office (GMAO). This paper presents a decision approach, and associated computer software tools, for prioritizing and selecting among technology development activities. The approach elicits and then summarizes technology development preferences from stakeholders, and then integrates preferences into a set of funding recommendations. By formalizing the technology review process, the decision approach builds consensus and clarifies the basis for final budget decisions. The software development was conducted jointly by Pacific Northwest Laboratory and Decisions Science Associates, Incorporated. The Underground Storage Tank Integrated Demonstration funded the task; however, the approach should also be valuable to the US Department of Energy Office of Technology Development, the Office of Waste Management, and the Office of Environmental Restoration.

Design of a GaAs/Ge solar array for unmanned aerial vehicles

Unmanned Aerial Vehicles (UAV) are being proposed for many applications including surveillance, mapping and atmospheric studies. These applications require a lightweight, low speed, medium to long duration airplane. Due to the weight, speed, and altitude constraints imposed on such aircraft, solar array generated electric power is a viable alternative to air-breathing engines. Development of such aircraft is currently being funded under the Environmental Research Aircraft and Sensor Technology (ERAST) program. NASA Lewis Research Center (LeRC) is currently building a Solar Electric Airplane to demonstrate UAV technology. This aircraft utilizes high efficiency Applied Solar Energy Corporation (ASEC) GaAs/Ge space solar cells. The cells have been provided by the Air Force through the ManTech Office. Expected completion of the plane is early 1995, with the airplane currently undergoing flight testing using battery power.

General-Purpose Heat Source radioisotope thermoelectric generators (GPHS-RTGs) will provide electrical power for the NASA Galileo and European Space Agency (ESA) Ulysses missions. Each GPHS-RTG comprises two major components: GPHS modules, which provide thermal energy, and a thermoelectric converter, which converts the thermal energy into electrical power. Each of the 18 GPHS modules in a GPHS-RTG contains four /sup 238/PuO/sub 2/-fueled capsules. LANL conducted a series of safety verification tests on the GPHS-RTG before the scheduled May 1986 launch of the Galileo spacecraft to assess the ability of the GPHS modules to contain plutonia in potential accident environments. The new WFC3 ERS data provide calibrated, drizzled mosaics with FHWM=0.07--0.15" in the near-UV (filters F225W, F275W, and F336W) and near-IR (F098W, F125W, and F160W) in typically 2 orbits per filter. Together with the existing HST/ACS GOODS-S mosaics in the BVi'z' filters, the 10-band ERS data cover 40-50 sq. arcmin to AB=26-27.0 mag (10-sigma for point sources). The U.S. Department of Energy (DOE) Carlsbad Field Office (CBFO) administers and operates the Waste Isolation Pilot Plant (WIPP) site, which hosts a deep geologic repository for safe disposal of U.S. defense-related TRU waste and is located 42 kilometers (km) east of Carlsbad, New Mexico. CBFO also manages the National Transuranic Waste Program (NTP), which oversees TRU waste management from generation to disposal. The WIPP began receiving waste in March 1999. In some areas of broad international interest, the CBFO has developed a leading expertise through its 25-year WIPP repository and TRU waste characterization activities. These tanks belong to the Gunite and Associated Tanks (GAAT) operable unit, and the characterization is part of the ongoing GAAT remedial investigation/feasibility study (RI/FS) process. This TM reports both field observations and analytical results; analytical results are also available from the Oak Ridge Environmental Information System (OREIS) data base under the project name GAAT (PROJ-NAME = GAAT). After a look back at philosophy of science in the 1930s?1950s, I turn to discuss the current potential for returning to a more engaged philosophy of science. Although philosophers of science have much to offer scientists and the public, I am skeptical that much can be gained by philosophers importing off-the-shelf discussions from philosophy of science to science and society. Such efforts will likely look like efforts to do applied ethics by merely applying ethical theories to particular contexts and problems. Getting to Know our Nearest Couples: CTIOPI Astrometry of Nearby Low-Mass Binaries

In 1999, RECONS (Research Consortium on Nearby Stars) began gathering astrometric data using the CTIO 0.9m under the auspices of the NOAO Surveys Program. In 2003, SMARTS began operating the 0.9m and the program continued, with an enhanced ability to acquire long-term astrometric series on the nearest stars. With over a decade of milli-arcsecond astrometry for hundreds of red dwarfs within 25 pc, we now have a rich dataset in which to search for previously unknown stellar, substellar, and planetary companions. We can also use our data to better constrain the orbits of known binaries to reduce their mass errors to less than a few percent, and consequently test astrophysical models as never before. Here we present our orbit fitting analysis of M dwarfs that show clear evidence of gravitational perturbations due to unseen companions, after solving for their proper motion and parallax signals. ChemCam's Laser-Induced Breakdown Spectroscopy instrument will ablate surface coatings from materials and measure the elemental composition of underlying rocks and soils at distances from 1 up to 10 m. The purpose of our studies is to develop an analytical methodology enabling identification and quantitative analysis of these geological materials in the context of the ChemCam's Laser-Induced Breakdown Spectroscopy instrument performance. Hydrothermal oxidation (HTO) is a promising technology for the treatment of aqueous-fluid hazardous and mixed waste streams. Waste streams identified as likely candidates for treatment by this technology are primarily aqueous fluids containing hazardous organic compounds, and often containing inorganic compounds including radioisotopes (mixed wastes). These wastes are difficult and expensive to treat by conventional technologies (e.g. incineration) due to their high water content; in addition, incineration can lead to concerns related to stack releases. An especially attractive potential advantage of HTO over conventional treatment methods is the total containment of all reaction products within the overall system. Following the Hungerford Massacre the British Government imposed additional strict firearms legislation in 1988 that involved several classes of arms being placed into the prohibited category. By way of compensation a scheme was introduced to allow the unrestricted possession and transfer of the newly prohibited arms, other firearms and "prohibited weapons", if de-activated to a standard acceptable to the Secretary of State. Approved standards for firearm de-activation were drawn up in 1989. The U.S. Department of Energy (DOE)-Carlsbad Field Office (CBFO) has developed draft documentation to present the proposed Waste Isolation Pilot Plant (WIPP) remote-handled (RH-) transuranic (TRU) waste characterization program to its regulators, the U.S. Environmental Protection Agency and the New Mexico Environment Department. Compliance with Title 40, Code of Federal Regulations, Parts 191 and 194; the WIPP Land Withdrawal Act (PL 102-579); and the WIPP Hazardous Waste Facility Permit, as well as the Certificates of Compliance for the 72-B and 10-160B Casks, requires that specific waste parameter limits be imposed on DOE sites disposing of TRU waste at WIPP. The DOE-CBFO must control the sites' compliance with the limits by specifying allowable characterization methods. The participants, all non-scientists, involved in this process, attended a series of design classes, sponsored by LLNL at the Art Center College of Design in Pasadena CA. As a result of this study, we have become interested in the possibility of similar characteristics between scientists and artists. We have also become interested in the different processes that can be used to teach science to non-scientists, so that they are able to understand and portray scientific information.

Japan Atomic Energy Research Institute (JAERI) is developing the world`s strongest spallation neutron source using high power proton accelerator and promoting a neutron science project for comprehensive studies on basic science and nuclear transmutation of high-level radioactive nuclide from nuclear power stations. For this purpose, JAERI organized the Special Taskforce for Neutron Science and OMEGA Project in April 1996 and reorganized it to Center for Neutron Science in April 1997. During this period, various research plans using the spallation neutron source are proposed and facilities necessary for research are studied by mainly research groups of JAERI. Realization of good indoor climate in low-energy office

Good indoor air quality and thermal comfort, as well as low energy consumption, were achieved in an environment friendly experimental METOP-office building in Espoo, Finland. The consumption of heating and cooling energy was minimized by installation of energy-efficient windows, good CFC-free thermal insulation of the building envelope, the individually-controlled ventilation and room temperatures, heat recovery and energy-storing structures. According to the study carried out in 1990-1993, the heating energy was 13 kWh/m{sup 3}, 60% lower than the average consumption. The index of the satisfaction of thermal comfort was over 90%. Concentrations of all the measured indoor air pollutants were low. Ventilation rates could be chosen in each office room from 10 to 40 dm{sup 3}/s. The noise level of the ventilation system was low and the lighting level was pleasant. (author)

Police in the Dorms: Student Safety or Privacy Infringement?

Since 1970, officers on the Seattle campus have regularly patrolled the hallways of dormitories of the University of Washington. It is a community-policing strategy, a low-key way to engage students. However, the practice might cease this fall. In June, the state's Court of Appeals ruled that students have the same right to privacy in dormitory hallways as they do in their rooms. Therefore, the court concluded, campus police officers lack the legal authority to randomly patrol residence halls. Although the closely watched ruling bears on only one state, it reveals the tension between privacy and security in dormitories everywhere. Residence halls are legally complex spaces, where crime often creeps in and where residents, perhaps more than ever, expect administrators and police officers to ensure their safety.

Building 922 houses all of SNL/California`s ES and H Departments: Health Protection, Environmental Protection, Safety, and Environmental Operations. It covers approximately 10,000 square feet and houses about 80 people. The office personnel generate nonhazardous solid office wastes in their daily activities. To determine the types and amounts of waste generated, a special PPOA sorting team sorted all of the trash collected from the building for a period of one-week (including paper and aluminum cans in the recycling bins). The team sorted the trash into major categories: paper, plastic, metals, glass, wet garbage, rest room waste, and miscellaneous materials. They then sorted it into subcategories within each major category. Rest room waste was collected but not sorted. The waste in each category was weighed separately. In the course of this year six local exchange offices with alternative heating and hot water plants were started up in Switzerland. They are all of the same building type, designed for not more than 1000 telephone subscribers and for the same architectural conditions. However, the buildings are situated in different areas of the country and are thus subject to different environmental conditions. Solar collectors supplemented by electricity boilers are fitted to two of these objects. Heat pumps are operated in two other exchange offices while the last two are equipped with electric heating devices. For purposes of comparison two new test plants of the same size with oil heating devices are set up.

Radon in the office environment

The results of weekly radon concentration measurements in an office environment using a novel envelope-type radon monitor for short-term exposure periods are presented. The commercially available LR-115 damage track detectors are used and the chemically etched sheets are spark counted. The measurements were made over a period of one year. The indoor radon concentration varies from {approx} 20 Bq.m{sup -3} to {approx} 300 Bq.m{sup -3} with the average of 130, 81 and 73 Bq.m{sup -3} for three different rooms resulting in the annual dose of 4.5, 2.8 and 2.5 mSv, respectively. This report, the fourth in a series of annual reports, was prepared in response to Congressional inquiries concerning how nuclear regulatory research is used. It summarizes the accomplishments of the Office of Nuclear Regulatory Research during 1988. The goal of this office is to ensure that safety-related research provides the technical bases for rulemaking and for related decisions in support of NRC licensing and inspection activities. This research is necessary to make certain that the regulations that are imposed on licensees provide an adequate margin of safety so as to protect the health and safety of the public. This report describes both the direct contributions to scientific and technical knowledge with regard to nuclear safety and their regulatory applications.

The Environmental Measurements Laboratory (EML) is government-owned, government-operated, and programmatically under the DOE Office of Environmental Management. The Laboratory is administered by the Chicago Operations Office. EML provides program management, technical assistance and data quality assurance for measurements of radiation and radioactivity relating to environmental restoration, global nuclear nonproliferation, and other priority issues for the Department of Energy, as well as for other government, national, and international organizations. This report presents the technical activities and accomplishments of EML for Fiscal Year 1998.

Air conditioning is getting maximum attention these days when building new offices. For the new office building of the assurance company Zwitserleven in Amstelveen, Netherlands, a new air conditioning concept is applied, based on four existing air conditioning methods: cold storage and heat storage in the soil, heat pump, double-wall facades with integrated climate control, and radiant heating combined with a cooling system in the ceiling. The integration of these methods not only provides complete climate comfort for the employees but also substantial energy savings. 3 figs.,1 ills.

Assessment of tritium in the Savannah River Site environment

This report is the first revision to a series of reports on radionuclides inn the SRS environment. Tritium was chosen as the first radionuclide in the series because the calculations used to assess the dose to the offsite population from SRS releases indicate that the dose due to tritium, through of small consequence, is one of the most important the radionuclides. This was recognized early in the site operation, and extensive measurements of tritium in the atmosphere, surface water, and ground water exist due to the effort of the Environmental Monitoring Section. In addition, research into the transport and fate of tritium in the environment has been supported at the SRS by both the local Department of Energy (DOE) Office and DOE`s Office of Health and Environmental Research.

The Project ``Middle School Integrated Science, Mathematics and Technology Curriculum`` had two goals: (1) to survey the literature of energy education; and (2) to develop a theme for a possible integrated middle school energy based curriculum. We aimed to respond to the challenge of developing thematic integrated curricula as advocated by the NSTA, AAAS and other organizations analyzing the future of American science and mathematics education. The survey of middle school energy curriculum materials has been completed. A list of the resources surveyed are included in this report. Though many energy based curriculum materials have been produced, none of them appears to be broadly disseminated throughout the country. Some energy based curriculum materials are far less well developed than others.
