This paper presents a decision approach, and associated computer software tools, for prioritizing and selecting among technology development activities. The approach elicits and then summarizes technology development preferences from stakeholders, and then integrates preferences into a set of funding recommendations. By formalizing the technology review process, the decision approach builds consensus and clarifies the basis for final budget decisions. The software development was conducted jointly by Pacific Northwest Laboratory and Decisions Science Associates, Incorporated. The Underground Storage Tank Integrated Demonstration funded the task; however, the approach should also be valuable to the US Department of Energy Office of Technology Development, the Office of Waste Management, and the Office of Environmental Restoration.

How do police respond to and manage complaints of stalking? To answer this question, we conducted a 3-phase study. First, we reviewed the literature to identify risk management tactics used to combat stalking. Second, we asked a group of police officers to review those tactics for completeness and group them into categories reflecting more general risk management strategies. The result was 22 categories of strategies. Finally, we used qualitative methods to evaluate the files of 32 cases referred to the specialized anti-stalking unit of a metropolitan police department. The Office of Civilian Radioactive Waste Management (OCRWM) is executing a plan for improvement of the United States Nuclear Waste Management Program. As part of the plan, OCRWM is performing a systems engineering analysis of both the physical system, i.e., the Nuclear Waste Management System (NWMS), and the programmatic functions that must be accomplished to bring the physical system into being. The cost to complete energy management projects in 12 British Columbia office buildings is analyzed. The U.S. Department of Energy (DOE) Office of Pollution Prevention (EM-77) created is successful internally competed program to fund innovative projects based on projected returns. This is called the Return-on-Investment (ROI) program. EM-77 conducted a successful ROI pilot, developed and implemented sound management practices, and successfully transferred the program to several Operations Offices. Over the past 4 years sites have completed 262 ROI projects (costing $18.8 million) with claimed first-year savings of $88 million and claimed life cycle savings exceeding $300 million. The OSHA's chemical occupational exposure standard for laboratories is an outgrowth of the previously issued Hazard Communication Standard. The standard relieves laboratories from complying with general industry standards but does not require compliance with specific guidelines. The heart of the standard is the creation of a Chemical Hygiene Plan (CHP) in every laboratory. The CHP addresses major issues such as safety equipment and procedures, work practices and training, the designation of a chemical hygiene officer, and the provision of medical consultation and examination for affected employees. This new standard, in effect as of 31 January, 1991, presents yet another regulatory challenge to laboratory managers but also will ensure a safer work environment for laboratory workers.

Corrosion is the most probable and most likely degradation process that will determine when packages will be penetrated and the shape, size, and distribution of those penetrations. The general issues in corrosion science, materials science and electrochemistry are well defined, and the knowledge base is substantial for understanding corrosion processes. Using in situ remediation technologies to clean up DOE sites minimizes adverse health effects on workers and the public by reducing contact exposure. Energy consumption of black coal mines in Poland and methods for energy conservation are evaluated. Organizational models of energy management in underground coal mining are discussed. Tasks for dispatcher service for energy consumption control in a coal mine are analyzed: control of energy supplies, control of energy consumption, evaluation of electrical failures and reliability of protection systems, recording accidents and analyzing their causes, optimization of power systems in underground mines. Problems associated with control of energy consumption in a coal mine with mechanized systems for coal mining and use of computerized control systems are discussed. The US DOE manages the safe storage of approximately 650,000 tons of depleted uranium hexafluoride remaining from the Cold War. This slightly radioactive, but chemically active, material is contained in more than 46,000 steel storage cylinders that are located at Oak Ridge, Tennessee; Paducah, Kentucky; and Portsmouth, Ohio. Some of the cylinders are more than 40 years old, and approximately 17,500 are considered problem cylinders because their physical integrity is questionable. These cylinders require an annual visual inspection. The remainder of the 46,000-plus cylinders must be visually inspected every four years. Currently, the cylinder inspection program is extremely labor intensive. Because these inspections are accomplished visually, they may not be effective in the early detection of leaking cylinders. Exposure to crystalline silica dust causes multiple diseases, but silicosis and silica dust-associated tuberculosis (TB), in particular, are the two diseases that remain high on the list of occupational health priorities in low-income countries and that still occur in some high-income countries. The prevalence of silica-related TB is exacerbated by the human immunodeficiency virus (HIV) epidemic in low-income countries. This review describes the morphology of silica and the variable potency of the different forms. Sources of crystalline silica are discussed, with emphasis on less commonly recognised sources, such as small-scale mining operations and agriculture. Trends in the prevalence of silicosis are also presented. Although efforts have been made for many years in most countries to reduce silica dust levels, silicosis continues to occur even in young people. Prompted by a $10 million Congressional allocation to identify supplemental actions to protect the Columbia River from groundwater contamination beneath the Hanford Reservation, the U. S. Department of Energy (DOE) Environmental Management (EM) Office of Clean-up Technology identified twenty-three potential technical projects and then down-selected ten of these for further evaluation. An independent expert peer review was conducted for the ten down-selected proposals. The review panel consisted of twenty-three recognized subject matter experts that broadly represented academia, industry, and federal laboratories. These tanks belong to the Gunite and Associated Tanks (GAAT) operable unit, and the characterization is part of the ongoing GAAT remedial investigation/feasibility study (RI/FS) process. In 1977 and 1978, workers at Idaho National Engineering Laboratory (INEL) developed and tested a process for the regeneration and reuse of silver mordenite, AgZ, used to trap iodine from the dissolver off-gas stream of a nuclear fuel reprocessing plant. We were requested by the Airborne Waste Management Program Office of the Department of Energy to perform a confirmatory recycle study using repeated loadings at about 150/sup 0/C with elemental iodine, each followed by a drying step at 300/sup 0/C, then by iodine removal using elemental hydrogen at 500/sup 0/C. The results of our study show that AgZ can be recycled. There was considerable difficulty in stripping the iodine at 500/sup 0/C.; however, this step went reasonably well at 550/sup 0/C or slightly higher, with no apparent loss in the iodine-loading capacity of the AgZ. This site (an existing industrial facility) encompasses approximately 140,000 ft[sup 2] (13,006 m[sup 2]) of offices, R D shops, assembly and storage areas, as well as a large welding shop that was the main focus of this project. This facility consists of three separate buildings that are all connected and open to one another. The original building dates from 1908. The newest addition (32,400 ft[sup 2]; 3,010 m[sup 2]) was added in 1977, and is referred to as the 77 Building. Chapman Construction and Design began renovating its own office building in late 2007 and completed it in September 2008. The data center in this study had a total floor area of 8,580 square feet (ft{sup 2}) with one-foot raised-floors. It was a rack lab with 440 racks, and was located in a 208,240 ft{sup 2} multi-story office building in San Jose, California. Since the data center was used only for testing equipment, it was not configured as a critical facility in terms of electrical and cooling supply. It did not have a dedicated chiller system but served by the main building chiller plant and make-up air system. Additionally, it was served by a single electrical supply with no provision for backup power. The data center operated on a 24 hour per day, year-round cycle, and users had all hour full access to the data center facility. Good indoor air quality and thermal comfort, as well as low energy consumption, were achieved in an environment friendly experimental METOP-office building in Espoo, Finland. The consumption of heating and cooling energy was minimized by installation of energy-efficient windows, good CFC-free thermal insulation of the building envelope, the individually-controlled ventilation and room temperatures, heat recovery and energy-storing structures. According to the study carried out in 1990-1993, the heating energy was 13 kWh/m{sup 3}, 60% lower than the average consumption. The index of the satisfaction of thermal comfort was over 90%. Concentrations of all the measured indoor air pollutants were low. Ventilation rates could be chosen in each office room from 10 to 40 dm{sup 3}/s. The noise level of the ventilation system was low and the lighting level was pleasant. (author)
Since 1970, officers on the Seattle campus have regularly patrolled the hallways of dormitories of the University of Washington. It is a community-policing strategy, a low-key way to engage students. However, the practice might cease this fall. In June, the state's Court of Appeals ruled that students have the same right to privacy in dormitory hallways as they do in their rooms. Therefore, the court concluded, campus police officers lack the legal authority to randomly patrol residence halls. Although the closely watched ruling bears on only one state, it reveals the tension between privacy and security in dormitories everywhere. Residence halls are legally complex spaces, where crime often creeps in and where residents, perhaps more than ever, expect administrators and police officers to ensure their safety.

Building 922 houses all of SNL/California`s ES and H Departments: Health Protection, Environmental Protection, Safety, and Environmental Operations. It covers approximately 10,000 square feet and houses about 80 people. The office personnel generate nonhazardous solid office wastes in their daily activities. To determine the types and amounts of waste generated, a special PPOA sorting team sorted all of the trash collected from the building for a period of one-week (including paper and aluminum cans in the recycling bins). The team sorted the trash into major categories: paper, plastic, metals, glass, wet garbage, rest room waste, and miscellaneous materials. They then sorted it into subcategories within each major category. Rest room waste was collected but not sorted. The waste in each category was weighed separately. In the course of this year six local exchange offices with alternative heating and hot water plants were started up in Switzerland. They are all of the same building type, designed for not more than 1000 telephone subscribers and for the same architectural conditions. However, the buildings are situated in different areas of the country and are thus subject to different environmental conditions. Solar collectors supplemented by electricity boilers are fitted to two of these objects. Heat pumps are operated in two other exchange offices while the last two are equipped with electric heating devices. For purposes of comparison two new test plants of the same size with oil heating devices are set up.

The results of weekly radon concentration measurements in an office environment using a novel envelope-type radon monitor for short-term exposure periods are presented. The commercially available LR-115 damage track detectors are used and the chemically etched sheets are spark counted. The measurements were made over a period of one year. The indoor radon concentration varies from {approx} 20 Bq.m{sup -3} to {approx} 300 Bq.m{sup -3} with the average of 130, 81 and 73 Bq.m{sup -3} for three different rooms resulting in the annual dose of 4.5, 2.8 and 2.5 mSv, respectively. Air conditioning is getting maximum attention these days when building new offices. For the new office building of the assurance company Zwitserleven in Amstelveen, Netherlands, a new air conditioning concept is applied, based on four existing air conditioning methods: cold storage and heat storage in the soil, heat pump, double-wall facades with integrated climate control, and radiant heating combined with a cooling system in the ceiling. The integration of these methods not only provides complete climate comfort for the employees but also substantial energy savings. 3 figs.,1 ills.
This report is the first revision to a series of reports on radionuclides inn the SRS environment. Tritium was chosen as the first radionuclide in the series because the calculations used to assess the dose to the offsite population from SRS releases indicate that the dose due to tritium, through of small consequence, is one of the most important the radionuclides. This was recognized early in the site operation, and extensive measurements of tritium in the atmosphere, surface water, and ground water exist due to the effort of the Environmental Monitoring Section. In addition, research into the transport and fate of tritium in the environment has been supported at the SRS by both the local Department of Energy (DOE) Office and DOE`s Office of Health and Environmental Research.

Japan`s coke industry was developed as the basic part for iron and steel industry. The paper addresses two factors as a characteristic of Japan-unique management. The Waste Management Project manages and integrates (non-TWRS) waste management activities at the site. Activities include management of Hanford wastes as well as waste transferred to Hanford from other DOE, Department of Defense, or other facilities. This work includes handling, treatment, storage, and disposal of radioactive, nonradioactive, hazardous, and mixed solid and liquid wastes. Major Waste Management Projects are the Solid Waste Project, Liquid Effluents Project, and Analytical Services. Existing facilities (e.g., grout vaults and canyons) shall be evaluated for reuse for these purposes to the maximum extent possible.
The primary purpose of the Waste Management Program Plan is to provide an annual report of how Waste Management's operations are conducted, what facilities are being used to manage wastes, what forces are acting to change current waste management systems, and what plans are in store for the coming fiscal year. In addition, this document projects activities for several years beyond the coming fiscal year in order to adequately plan for safe handling, storage, and disposal of radioactive wastes generated at the Savannah River Site and for developing technology for improved management of wastes. The main objective of this paper is to demonstrate that it makes good business sense to identify risks and hazards of an operation and take appropriate steps to manage them effectively. Developing and implementing an effective risk and hazard management plan also contibutes to other industry requirements and standards. Development of a risk management system, key elements of a risk management plan, and hazards and risk analysis methods are outlined. Comparing potential risk to the cost of prevention is also discussed. Airborne pollutants can cause failures in switching and computing equipment. This paper focuses on a subset of such pollutants - airborne fine particles (<2.5 [mu]m diameter). It begins by examining the extent to which different improvements in heating, ventilating and air conditioning (HVAC) systems reduce indoor concentrations of fine particles. For each modification, the consequent reduction in soiling rate is derived. The concomitant increase in operating costs is also calculated. These costs are then compared with the costs of failures in telephone switching offices, leading to estimates of failure rate reductions that would make improvements cost-effective. Finally, the reduction in failures required to offset the costs of the improvements are compared with documented differences in failure rates between unimproved and improved environments. The Electric Fuel Limited (EFL) refuelable zinc-air battery system is currently being tested in a number of electric vehicle demonstration projects, the largest of which is a field test of zinc-air postal vans sponsored chiefly by Deutsche Post AG (the German Post Office). The zinc-air battery is not recharged electrically, but rather is refueled through a series of mechanical and electrochemical steps that will require a special infrastructure in commercial application. As part of the German Post Office field test program, Electric Fuel designed and constructed a pilot zinc anode regeneration plant in Bremen, Germany. This plant is capable of servicing up to 100 commercial vans per week, which is adequate for the field test vehicle fleet. The first U.S. demonstration of the NGK sodium/sulfur battery technology was launched in August 2002 when a prototype system was installed at a commercial office building in Gahanna, Ohio. American Electric Power served as the host utility that provided the office space and technical support throughout the project. The system was used to both reduce demand peaks (peak-shaving operation) and to mitigate grid power disturbances (power quality operation) at the demonstration site. This report documents the results of the demonstration, provides an economic analysis of a commercial sodium/sulfur battery energy storage system at a typical site, and describes a side-by-side demonstration of the capabilities of the sodium/sulfur battery system, a lead-acid battery system, and a flywheel-based energy storage system in a power quality application.
In both office and home environments, Ethernet represents the dominant networking technology in use. Ethernet is low cost and the networks are fairly understood by users. The author began by explaining the physical and data link layers of Ethernet, then touched on fibre-optic cables. The industrial protocols were discussed, followed by Ethernet network topology. Study Design An economic decision tree is used to predict outcomes and costs to compare these two procedures from a US Medicaid perspective over a 5-year time horizon. This paper experimentally evaluates the effects of applying autonomic management to the scheduling of maintenance operations in a deployed Chord network, for various membership churn and workload patterns. Two versions of an autonomic management policy were compared with a static configuration. The autonomic policies varied with respect to the aggressiveness with which they responded to peer access error rates and to wasted maintenance operations. In most experiments, significant improvements due to autonomic management were observed in the performance of routing operations and the quantity of data transmitted between network members. Of the autonomic policies, the more aggressive version gave slightly better results.

Little recent research is available about where specific types of farm managers search for information about better production practices. The objective of this study was to investigate what information sources managers used and how they rated the usefulness of each source. The authors administered mail questionnaires to probability samples from sampling frames they developed for four groups: dairy and fresh market vegetable producers from Wisconsin and berry and nursery producers from a multistate region. Questionnaire items asked operation managers to check off, from a list of information sources, those that they used in the last year to learn about new equipment or procedures to improve their operations and then to rate the usefulness of each source. In the last year, nursery, dairy, and berry managers most often used information from print media (63% to 84%), followed by other farmers (50% to 80%). ...

Sensors installed at a telephone office building in Neenah, WI, continuously monitor 24 parameters related to the operation of the building's heating, ventilating, and air conditioning (HVAC) system. This data is stored in a dedicated minicomputer and can be retrieved, in various formats, for subsequent analyses. For more than a year, we have measured indoor and outdoor concentrations of both fine and coarse airborne particles, their chemical constituents, and volatile organic compounds at this same location. Using this data, we have examined the composition of the indoor air as it correlates to the composition of the outdoor air and the various HVAC operating parameters. The steady-state indoor concentrations of the particles, particulate constituents, and organic vapors can be explained in the context of a mass balance model. This Safety Evaluation Report (SER) focuses on those issues required to support the restart of the K-Reactor at the Savannah River Plant. This SER provides the safety criteria for restart and documents the results of the staff reviews of the DOE and operating contractor activities to meet these criteria. To develop the restart criteria for the issues discussed in this SER, the Savannah River Restart Office and Savannah River Special Projects Office staffs relied, when possible, on commercial industry codes and standards and on NRC requirements and guidelines for the commercial nuclear industry. A large temperature differential (10K) thermal storage system in a small (4400 m{sup 2}) 8-storey office building is discussed and the monitoring results are analyzed in comparison with computer simulations. Requirements were a comfortable indoor environment and system cost effectiveness. Out of four potential system concepts, the Large Temperature Differential System was chosen. It comprises a flat-type thermal stratification heat storage tank in the under floor pit of the building as the heat source for a variable flow heat pump chiller. The heat sink is a set of serially connected air handling and fan coil units. Oblad, the program at the University of Utah to develop coal conversion techniques, which has received federal grants of $1.35 million since 1969, recently was awarded $425,000 from the U.S. Office of Coal Research for the development of catalysts for coal conversion and low-sulfur fuel oil production. In tests, 100 lb of coal have been converted into 95 lb of products composed of 30 lb liquid fuel like gasoline, 5 lb of diesel or fuel oil, 30 lb of gaseous fuel, and 30 lb of char.
This paper describes the design, operation, and performance of an HVAC system installed as part of a project to demonstrate energy efficiency and environmental responsibility in commercial buildings. The systems installed in the 2180 m{sup 2} office building provide superior air quality and thermal comfort while requiring only half the electrical energy of conventional systems primarily because of the hydronic heating and cooling system. Gas use for the building is higher than expected because of longer operating hours and poor performance of the boiler/absorption chiller.

This paper analyses the errors caused by interpolation from existing cases for assessing indoor air flow, air quality and thermal comfort in an office. A sensitivity study is then provided to determine the influence of several boundary conditions on indoor air diffusion. The research is conducted numerically by using a low-Reynolds-number k-{epsilon} model. It can be concluded that the interpolation errors caused by the variations of solar radiation, window size, heat source location due to lighting, and the surface temperatures of interior walls are small and can be quantitatively determined. But it is difficult to estimate the errors introduced by the variations of furniture location and size. (author).

The fastest rate of growth in the space conditioning market has been attributed to the application of geothermal heat pumps to the industrial and commercial markets. The author reviews and provides examples of the three most popular components of a large geothermal heat pump system: geothermal earth coupling, heat pumps and heat exchangers, and building side terminals. These components are applied to three example geothermal installations: a library, an office building, and a school. Examples of energy use before and after the installation of a geothermal space conditioning system are summarized. General design and cost guidelines and comments on the use of geothermal heat pump in these and similar applications are discussed.

This publication, part of the series titled Market Guide for Steam Coal Exports from Appalachia provides information on export markets, contracts, and related matters for producers and others involved in mining, selling, and shipping Appalachian coal to foreign buyers. It also includes information on the financial institutions that provide export finance and how they are used. Senior officers of more than 40 banks ranged from the largest money center bank and a major foreign bank in New York City to small banks in Appalachia.
Jim Rogers, president and chief executive officer of Duke Energy Corporation, examines how coal and climate change regulations can co-exist. He addresses the need for economically sound choices for future energy needs, which is complicated by what he refers to as 'the elephant in the room'climate change. The overall goal of the Coal Liquefaction Program of the Office of Coal Technology (OCT) is to develop the scientific and engineering knowledge base with which industry can bring economically competitive and environmentally acceptable advanced technology for manufacturing synthetic liquid fuels from coal into the marketplace when needed. The technical goal of the Coal Liquefaction Program is to seek advanced and innovative improvements over the state-of-the-art processes for coal liquefaction that can utilize all major parts of the US coal resource base. This report contains a partial catalog of recent accomplishments of the U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE)in collaboration with its many private- and public-sector partners. This compendium of success stories illustrates the range and diversity of EERE programs and achievements. Part of an ongoing effort, the principal goal of this collection is to provide stakeholders with the evidence they need to assess the value they are receiving from investments in these DOE programs. The report begins with an introduction and a description of the methodology. It then presents an overview of the accomplishments of EERE programs. This is followed by the stories themselves.

What technical, economic and institutional factors make radioactive and/or hazardous waste management technologies publicly acceptable? The goal of this paper is to initiate an identification of factors likely to render radioactive and hazardous waste management technologies publicly acceptable and to provide guidance on how technological R&D might be revised to enhance the acceptability of alternative waste management technologies. Technology development must attend to the full range of technology characteristics (technical, engineering, physical, economic, health, environmental, and socio-institutional) relevant to diverse stakeholders. ORNL`s efforts in recent years illustrate some attempts to accomplish these objectives or, at least, to build bridges toward the integrated design of waste management technologies.
This report reviews system safety analysis methods and examines their application to nuclear waste management systems. The safety analysis methods examined include expert opinion, maximum credible accident approach, design basis accidents approach, hazard indices, preliminary hazards analysis, failure modes and effects analysis, fault trees, event trees, cause-consequence diagrams, G0 methodology, Markov modeling, and a general category of consequence analysis models. Previous and ongoing studies on the safety of waste management systems are discussed along with their limitations and potential improvements. The major safety methods and waste management safety related studies are surveyed. This survey provides information on what safety methods are available, what waste management safety areas have been analyzed, and what are potential areas for future study.
Many nations and international agencies are working to develop improved technology and industrial capability for neuclear fuel cycle and waste management operations. The effort in some countries is limited to research in university laboratories on treating low-level waste from reactor plant operations. In other countries, national nuclear research institutes are engaged in major programs in all phases of the fuel cycle and waste management, and there is a national effort to commercialize fuel cycle operations. This Waste Management Plan describes waste management and waste minimization activities for Group 3, Other Surface Soils Remediation Sets 4-6 (Phase II) at the Idaho Nuclear Technology and Engineering Center located within the Idaho National Laboratory. The waste management activities described in this plan support the selected response action presented in the Final Record of Decision for Idaho Nuclear Technology and Engineering Center, Operable Unit 3-13. This plan identifies the waste streams that will be generated during implementation of the remedial action and presents plans for waste minimization, waste management strategies, and waste disposition.
One important factor frustrating optimal management of Department of Energy (DOE)-complex wastes is the inability to use licensed and permitted facilities systematically. Achieving the goal of optimal use of DOE`s waste management facilities is politically problematic for two reasons. First, no locale wants to bear a disproportionate burden from DOE wastes. Second, the burden imposed by additional wastes transported from one site to another is difficult to characterize. To develop a viable framework for equitably distributing these burdens while achieving efficient use of all DOE waste management facilities, several implementation and equity issues must be addressed and resolved. The purpose of this paper is to communicate how new and established management techniques are applied to environmental restoration projects at the Savannah River Site. Specifically, the paper discusses application of four (4) management approaches: Total Quality Principles; Task Team Structure; Cost Time Management; SAFER (Streamlined Approach for Environmental Restoration). The objective is to share Savannah River Site experience and document case studies where certain approaches have enhanced projects at hand. Each management approach is demonstrated by its project application and impact on performance. The visibility given the project is discussed to emphasize communications as avenues for public information, technical exchange, and employee motivation.

The Interdisciplinary Waste Management Institute (WMI) was approved in June, 1994 by the General Administration of the University of North Carolina as an academic support unit with research and public service functions. Long-term fishery datasets can provide valuable insights into fishing histories, and represent a baseline against which to examine current status and plan for future management. For coral reef-associated fisheries, however, such datasets are extremely rare. We analyse a unique 45-year set of landings data on six reef fishes of commercial importance in Cubas coastal fisheries, together with information on management interventions, and examine the likely implications of over-fishing and management on the long-term condition of one grouper (Serranidae) and five snapper (Lutjanidae) species. The IEA has identified energy efficiency as essential to achieving a sustainable energy future. In order to improve energy efficiency in industry one of the priority areas for further action is the promotion of more and higher quality energy management (EM) activity. However, there are significant gaps in the current implementation of EM. One method of bridging these gaps would be the creation of an EM Action NetworK (EMAK) to bring practical support to energy managers, connect energy managers to energy policy makers, and interconnect these networks globally. The paper describes possible aims, activities, scope, structure, timelines and approaches related to EMAK and looks at specific tasks that would be important in the set-up and implementation.
Fifty-nine patients underwent free flap osteocutaneous reconstruction that consisted of flaps of the dorsum of the foot in 26 patients and iliac crest flaps in 33 with a success rate of 92 percent and a mortality rate of 1.6 percent. These flaps, which require the expertise of microvascular surgeons, are time-consuming and complicate operating room and time management, but they represent a remarkable advance in reconstruction that can facilitate cosmetic and functional recovery of the patient. This paper proposes a framework based completely on Java technology. The advantages brought about by the use of Java in network management answer some critical problems existing in current systems. With this work we address several factors concerning interoperability and security in heterogeneous network environments. Specifically, we present a manager application and a multithreaded agent engine that make use of a lightweight communication mechanism for message exchange. A MIB parser is introduced to accelerate handling of incoming management requests, and the RSA public-key cryptosystem is implemented to provide both encryption and authentication features. Results, measured in terms of response time, compare favourably with other published work and standard management frameworks.
The current state and need for radiation protection training in Finland have been surveyed by the Radiation and Nuclear Safety Authority STUK. The survey sought to determine whether the current requirements for radiation protection training had been met, and to promote radiation protection training. Details of the scope and quality of present radiation protection training were requested from all educational institutes and organizations providing radiation protection training. The survey covered both basic and further training, special training of radiation safety officers, and supplementary training. The questionnaire was sent to 77 educational organization units, 66 per cent of which responded. Radiation workers and radiation safety officers were asked about radiation protection knowledge and needs for additional training. Waste management is broken down into its component steps, which are generation, treatment, packaging, storage, transportation, and disposal.
