An allegation was made to the Office of Inspector General (OIG), and also reported in the press, regarding possible kickbacks in connection with a proposed Westinghouse Savannah River Company (WSRC) subcontract with the Computer Sciences Corporation (CSC) for outsourcing information technology (IT). OIG investigative activity did not substantiate this allegation. However, in the course of investigating the allegation it came to the OIG`s attention that WSRC`s selection of CSC for this proposed subcontract had possibly involved significant deviations from procurement rules and regulations. Accordingly, the specific objective of this review was to determine if the selection of CSC as a proposed subcontractor was made in accordance with appropriate procurement rules and regulations. The findings presented in this report are the result of site visits and interviews with plant owners and operators, representatives of major financial institutions, utilities involved with geothermal power purchases and/or wheeling. This paper presents a decision approach, and associated computer software tools, for prioritizing and selecting among technology development activities. The approach elicits and then summarizes technology development preferences from stakeholders, and then integrates preferences into a set of funding recommendations. By formalizing the technology review process, the decision approach builds consensus and clarifies the basis for final budget decisions. The software development was conducted jointly by Pacific Northwest Laboratory and Decisions Science Associates, Incorporated. The Underground Storage Tank Integrated Demonstration funded the task; however, the approach should also be valuable to the US Department of Energy Office of Technology Development, the Office of Waste Management, and the Office of Environmental Restoration.

Los Alamos National Laboratory (LANL) is a unique facility covering over 43 square miles. The Emergency Management and Response Office (EM&R) is required to respond, provide Incident Command (IC), and coordination for all Laboratory emergencies. This requires IC`s and support staff to respond to the actual scene of the incident. Since the IC is under numerous constraints and stress, the office wanted the capability of locating the EM&R vehicles on an electronic map. An automated vehicle location (AVL) system was required for the additional safety of the emergency response personal. The requirements for the AVL system include total automatic tracking and low cost. After careful consideration, it was determined that the most efficient and cost effective system would be based on packet radio technology as the transmission media. Finding innovative ways to reduce waste streams generated at US Department of Energy (DOE) sites by 50% by the year 2000 is a challenge for DOE`s waste minimization efforts. A team composed of members from several DOE facilities used the quality tool known as benchmarking to improve waste minimization efforts. First the team examined office waste generation and handling processes at their sites. Then team members developed telephone and written questionnaires to help identify potential ``best-in-class`` industry partners willing to share information about their best waste minimization techniques and technologies. The team identified two benchmarking partners, NIKE, Inc., in Beaverton, Oregon, and Microsoft, Inc., in Redmond, Washington. Prompted by a $10 million Congressional allocation to identify supplemental actions to protect the Columbia River from groundwater contamination beneath the Hanford Reservation, the U. S. Department of Energy (DOE) Environmental Management (EM) Office of Clean-up Technology identified twenty-three potential technical projects and then down-selected ten of these for further evaluation. An independent expert peer review was conducted for the ten down-selected proposals. The review panel consisted of twenty-three recognized subject matter experts that broadly represented academia, industry, and federal laboratories. This study uses the European Patent Office worldwide patent database and applies two-stage interactive data collection methods to reveal the evolving technological interdependence for China's emerging biofuel industry. Three findings are excerpted from our empirical results. First, due to dominant patterns of business ownership, China's biofuel technology is seen as largely based on the evolutionary strength of the foodstuff and chemical fields. (dba Sustainable Living Alliance {trademark}) in producing two home tours showcasing energy- and resource-efficient buildings in Austin, Texas, held on October 16, 1999, and Albuquerque, New Mexico, held on May 20, 2000. Lists are given of the notable building technologies, passive solar design features, and energy- and water-efficient technologies and design employed in the houses. There were over 1200 visitors to the 22 residential and 3 commercial buildings included in the tour.

The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is interested in assessing the potential economic impacts of its portfolio of subprograms on national employment and income. A special purpose version of the IMPLAN input-output model called ImBuild II is used in this study of all 21 Building Technologies Program subprograms in the EERE final FY 2005 budget request to the Office of Management and Budget on February 2, 2004. Energy savings, investments, and impacts on U.S. national employment and earned income are reported by subprogram for selected years to the year 2030. Energy savings and investments from these subprograms have the potential of creating a total of 396,000 jobs and about $5.6 billion in earned income (2003$) by the year 2030.

The Office of Civilian Radioactive Waste Management (OCRWM) is executing a plan for improvement of the United States Nuclear Waste Management Program. As part of the plan, OCRWM is performing a systems engineering analysis of both the physical system, i.e., the Nuclear Waste Management System (NWMS), and the programmatic functions that must be accomplished to bring the physical system into being. The functional analysis effort is being performed by two separate teams working in parallel, one of which addresses the physical system functions and the other the programmatic functions. This report describes measurements performed with annular uranium metal castings of different enrichments to investigate the use of {sup 252}Cf-source-driven noise analysis measurements as a means to quantify the amount of special nuclear material (SNM) in the casting. This work in FY 97 was sponsored by the Oak Ridge Y-12 Plant and the DOE Office of Technology Development Programs. Previous measurements and calculational studies have shown that many of the signatures obtained from the source-driven measurement are very sensitive to fissile mass. The Buried Waste Integrated Demonstration (BWID) is a program of the Department of Energy (DOE) Office of Technology Development whose mission is to evaluate different new and existing technologies and determine how well they address DOE community waste remediation problems. Twenty-three Technical Task Plans (TTPs) have been identified to support this mission during FY-92; 10 of these have identified some support requirements when demonstrations take place. Section 1 of this report describes the tasks supported by BWID, determines if a technical demonstration is proposed, and if so, identifies the support requirements requested by the TTP Principal Investigators. Section 2 of this report is an evaluation identifying facility characteristics of existing Idaho National Engineering Laboratory (INEL) facilities that may be considered for use in BWID technology demonstration activities.

This report reviews coal conversion processes which may be introduced in Canada within the next decade if interest in alternate energy technologies continues. A detailed review was conducted on coal liquefaction and gasification projects worldwide including information on individual proprietors, process technologies used, their present status and available environmental data. Further assessment of emissions and wastes emanating from commercial-scale plants was used to determine significant or potentially significant wastestreams connected to the various technologies, particularly wastewater discharges. Emphasis was placed on those technologies that are close to commercialization in Canada, i.e. SASOL II-type liquefaction facility at Hat Creek. Available information on wastewater treatment/reuse is also included in this report.

However, when criminals use the ATM to withdraw illegal money, they usually block their faces with something (in Taiwan, criminals usually use safety helmets or masks to block their faces). Although the intention of HIPAA was to protect patient privacy and to promote security and confidentiality of patient information, it has had unintended consequences for facilities. To identify some of these unintended effects, two expert panels of health information management directors from healthcare facilities participated in the nominal group technique meetings. The purpose of the project was to: create a working relationship between CERT and Colorado State University (CSU); involve and create relationships among individuals and departments at CSU; empower Native communities to run their own affairs; establish programs for the benefit of Tribes; and create Native American Program Development Office at CSU. The intern lists the following as the project results: revised a Native American Program Development document; confirmation from 45 departments across campus for Summit attendance [Tribal Human Resource Development Summit]; created initial invitee list from CSU departments and colleges; and informed CERT and CSU staff of results. Much of the response from the campus community has been positive and enthusiastic. They are ready to develop new Native American programs on campus, but need the awareness of what they can do to be respectful of Tribal needs.

The University of Maryland at Baltimore was awarded a grant from the Department of Energy to test a specially modified incinerator to burn biomedical radioactive waste. In preparation for the incinerator, the Radiation Safety Office devised a comprehensive plan for its safe and effective use. The incinerator plan includes a discussion of regulations regarding on-site incineration of radioactive waste, plans for optimum use in burning four principal waste forms, controlled air incineration technology, and standard health physics safety practices; a use plan, including waste categorization and segregation, processing, and ash disposition; safety procedures, including personnel and area monitoring; and methods to evaluate the incinerator's effectiveness by estimating its volume reduction factors, mass and activity balances, and by determining the cost effectiveness of incineration versus commercial shallow land burial.

This comprehensive final report for the Swiss Federal Office of Energy (SFOE) examines ways to optimise energy flows in mains networks that include distributed generation facilities. Increasing use of decentralised generation, its effects on the operation of low-voltage mains and the efficient use of the 400 V mains is discussed. The principles of operation and construction of controlled storage installations are discussed and concrete examples of their use in both grid-connected and island operation are quoted. Alternatives to storage are looked at from both the technical and economic points of view. The storage technologies used such as flywheels, supercaps, redox-flow batteries and lead-acid accumulators are briefly assessed and the results of simulations are discussed.

Current Intrusion Detection System (IDS) technology is not suited to be widely deployed inside a Supervisory, Control and Data Acquisition (SCADA) environment. Anomaly- and signature-based IDS technologies have developed methods to cover information technology-based networks activity and protocols effectively. However, these IDS technologies do not include the fine protocol granularity required to ensure network security inside an environment with weak protocols lacking authentication and encryption. By implementing a more specific and more intelligent packet inspection mechanism, tailored traffic flow analysis, and unique packet tampering detection, IDS technology developed specifically for SCADA environments can be deployed with confidence in detecting malicious activity.

This paper describes a gas transmission pipeline company with dissimilar local control and Supervisory Control and Data Acquisition (SCADA) systems that had formed over time, and the solution that was put into place to consolidate those systems. Great Lakes Gas Transmission Company (GLGT) had historically operated the pipeline from four geographically different locations with a combination of various local man-machine interface (MMI) control systems and an aging SCADA system. As new control systems were installed at compressor and meter stations, local and corporate data acquisition needs changed. It became apparent that the existing SCADA system which telemetered a minimal set of control data could no longer support growth requirements. The decision was made to replace the old SCADA system with a new open state-of-the-art architecture. Conoco's Crosswell Reservoir Characterization (CRC) team is using Decision and Risk Analysis (D and RA) to evaluate the potential economic impact of the authors' projects. D and RA can be a useful tool for refining the direction of a project and communicating the value of information in economic terms. Initial studies show that CRC has high potential economic value. Three steps were used to analyze the value of the CRC project. A high-level, industry-wide model was developed to look at the technical, application, and commercialization success of the technology. The team considered an infill drilling decision in shallow shelf carbonates as a detailed case. Strippable or temporary coatings are innovative technologies for decontamination that effectively reduce loose contamination at low cost. These coatings have become a viable option during the deactivation and decommissioning of both US Department of Energy (DOE) and commercial nuclear facilities to remove or fix loose contamination on both vertical and horizontal surfaces. The ALARA{trademark} 1146 strippable coating was demonstrated as part of the Savannah River Site LSDDP and successfully removed transferable (surface) contamination from multiple surfaces (metal and concrete) with an average decontamination factor for alpha contamination of 6.68 and an average percentage of alpha contamination removed of 85.0%. The ANDRA, the French national agency of radioactive wastes, is organizing today the information needs of tomorrow. The aim is to allow the future generations to have access to the knowledge of the existence of subsurface radioactive waste facilities and to understand the context and technologies of such facilities. The storage of this information is made on 'permanent paper', a high resistant paper with a lifetime of 600 to 1000 years. An updating of these data is made every 5 years for each waste disposal center. Another project, still in progress, concerns the memory management of deep geologic waste disposal facilities for which the time scale to be considered is of the order of millennia. (J.S.)

The high temperature gas-cooled test reactor HTR-10 achieved the first criticality in last December in Institute of Nuclear Energy Technology of Tsinghua University in Beijing. Fuji Electric and Nissho Iwai have a cooperative information exchange agreement on the commercialization of the HTGRs with INET, and held an information exchange meeting in last March in INET. INET has started a study on the modification of the HTR-10 to couple with gas turbine system and a pre-feasibility study on the commercial HTGR under the cooperation with China State Power Company. The experiences and abilities of INET in the field of the HTGR and the aggressive plan for commercialization of the HTGR in China are summarized and discussed. (author)

The National Energy Modeling System (NEMS) developed by the U.S. Department of Energy`s Energy Information Administration is a well-recognized model that is used to project the potential impact of new electric generation technologies. The NEMS model does not presently have the capability to model energy storage on the national grid. The scope of this study was to assess the feasibility of, and make recommendations for, the modeling of battery energy storage systems in the Electricity Market of the NEMS. Cesium-137 has contaminated a large area of the wetlands on the Savannah River Site. Remediation of the contaminated wetlands is problematic because current techniques destroy the sensitive ecosystem and generate a higher dose to workers. To address this problem, we proposed a non-trusive, in situ technology to sequester 137Cs in sediments. One intention of this study was to provide information regarding a go/no go decision for future work. Since the proof-of-concept was successful and several minerals were identified as potential candidates for this technology, a go decision was made.

This report for the Swiss Federal Office of Energy (SFOE) describes the borehole that has been driven into the underlying crystalline rock of the Rhine valley near Basle. This work has been carried out within the framework of the 'Deep Heat Mining' project. The 2,755 metre deep borehole provides geological information essential for the realisation of a proposed geothermal power station using the 'Hot Dry Rock' process. The boring of the test borehole is described. The results obtained from samples taken from the test borehole and the measurements made in it are presented, including details on geological formations, temperature, gas measurements and rock strain values. The author is of the opinion that the chances of finding temperatures of at least 200 {sup o}C in a depth of 5 km - as foreseen in the 'Deep Heat Mining' project - can be considered as being quite high.

The objective of this project is to investigate the applicability of a combined Global Positioning System and Inertial Measurement Unit (GPS/IMU) for information based displays on earthmoving machines and for automated earthmoving machines in the future. This technology has the potential of allowing an information-based product like Caterpillar's Computer Aided Earthmoving System (CAES) to operate in areas with satellite shading. Satellite shading is an issue in open pit mining because machines are routinely required to operate close to high walls, which reduces significantly the amount of the visible sky to the GPS antenna mounted on the machine. At Super-LHC luminosity it is expected that the standard suite of L1 triggers for CMS will saturate. Information from the tracker will be needed to reduce trigger rates to satisfy the L1 bandwidth. Tracking trigger modules which correlate information from closely-spaced sensor layers to form an on-detector momentum filter are being developed by several groups. We report on a trigger module design which utilizes three dimensional IC technology to incorporate chips which are connected both to the top and bottom sensor, providing the ability to filter information locally. A demonstration chip, the VICTR, has been submitted to the Chartered/Tezzaron two-tier 3D run coordinated by Fermilab. We report on the 3D design concept, the status of the VICTR chip and associated sensor integration utilizing oxide bonding.

The staff of the Spent Fuel Project Office at the U.S. Nuclear Regulatory Commission undertook the investigation and thermal analysis of the Baltimore tunnel fire event. This event occurred in the Howard Street tunnel, in Baltimore, Maryland, on July 18, 2001. The staff was tasked with assessing the consequences of this event on the transportation of spent nuclear fuel. Transfer of these facilities from Nuclear Energy to Environmental Management, and an associated schedule for doing so, have been agreed upon by the two offices. A sequential research and development programme is considered for which several categories of related technologies are available to develop, each having the potential to produce some final product. At each stage of the programme, an optimal portfolio of technologies is chosen given the information acquired from the previous stages, and those contingent optimal plans are followed in all subsequent stages. The most important feature was the visit to plants that were in operation. Due in particular to the new EEG (Emeuerbare-Energien-Gesetz/Renewable Energy) legislation, German policy makers have created an initial market for sustainable energy with a degree of success.
