This study assesses the current state of undergraduate instruction in empirical research methods in communication and offersrecommendations for enhancing such instruction. Responses to an online questionnaire were received from 149 communication-related programs at four-year colleges and universities. Just over 85% of responding programs offered an empirical methods course. Although the course often covered both qualitative and quantitative methods, instruction was heavily slanted toward quantitative methods and topics common to both qualitative and quantitative inquiry. While there is growing interest in Real Time Pricing as a competitive tool, its adoption to date has been constrained by wariness on the part of many utilities and many of their customers. That wariness is not misplaced, for Real Time Pricing is not for everyone. In order for both utilities and their customers to benefit, the pricing system must be properly tailored for, and offered to, the appropriate audience. This paper discusses needs for identifying targets, implications of targeting of Real Time Pricing to various types of customers, and implications for design and marketing of such pricing systems. Examples from utility experiences are provided, and recommendations are offered for development of improved targeting of Real Time Pricing.

Although a large number of different organisations offer various forest education programmes within Germany, specific information (i.e., sectoral and programme content and provision at a state level) is lacking. This study used a survey of all 61 forest education organisations (43 respondents) in the state of North Rhine-Westphalia, Germany, to evaluate its forest education sector, with a specific focus on the organisations, demand for its services, forest educational programmes and framework conditions. This report presents the results of an investigation into currently used methods for installation of underground high voltage power transmission cable, and offersrecommendations for potentially improving these methods. Suggested enhancements cover the emplacement of both high pressure oil filled (HPOPT) pipe type and self contained oil filled (SCOF) cable systems. Cost comparisons of conventionally installed cable systems versus systems using proposed techniques and equipment are developed for a specific site selected for study. Of the many energy-conservation options available to the design engineer, a system-management approach is recommended as one that will effect maximum benefits to the owner. Systems management includes energy-conscious consideration of design criteria, design details, installation, testing and balancing, and operation. It requires the informed participation of the design engineer, contractor, testing and balancing (TAB) engineer, and owner/operator. Within limits, almost every component of HVAC systems offers an opportunity to conserve energy. Many of these impact energy determinants such as system static pressure, system total air flow, or the quantity of outside air. A few design considerations for energy conservation in a simple system and the impact that the TAB work has on these are illustrated. Particular attention is devoted to the energy impact of systems management, makeup air, and system static pressure.
In the present study 12 diets, each one consisting of a pool of seven day diets, composed by four meals: breakfast, lunch, dinner and snack, adequate in energy and macro nutrients according to the RDA (Recommended Daily Allowance) recommendations, were elaborated and offered to a group of 12 men (19-42 years). Differentiating a benign from a malignant lesion by information such as density data, or signal intensities or echo gradients, is not possible with CT, nor MRI, nor ultrasonography. Only some lesions show characteristic signs. Inflammations cannot be difscriminated from malignant tumors. CTs of small tumors in particular are so poor in contrast that it is much more difficult to detect tumors or discriminate them from other lesions, as compared to MR images or ultrasonographs. CT does not detect surface tumors, but is more sensitive than MRI or US in detecting discrete cortical bone lesions. The same applies to small calcified tumors. MRI however is most sensitive in detecting tumor volumes in the yellow marrow, and is the best modality for evaluation of extraossal extension of tumors. Strippable or temporary coatings are innovative technologies for decontamination that effectively reduce loose contamination at low cost. These coatings have become a viable option during the deactivation and decommissioning of both US Department of Energy (DOE) and commercial nuclear facilities to remove or fix loose contamination on both vertical and horizontal surfaces. The ALARA{trademark} 1146 strippable coating was demonstrated as part of the Savannah River Site LSDDP and successfully removed transferable (surface) contamination from multiple surfaces (metal and concrete) with an average decontamination factor for alpha contamination of 6.68 and an average percentage of alpha contamination removed of 85.0%. In response to a request from the International Chemical Workers Union, Akron, Ohio, an investigation was made into possible hazardous working conditions at two American Smelting and Refining Company (SIC-1031) zinc mines (New Market and Young) in Mascot, Tennessee. Specifically, exposures to asbestos (1332214), silica (14808607), and diesel emissions were determined. At both mines overexposures were found to nitrogen-dioxide (10102440) (NO2) and coal-tar pitch volatiles. Twenty-four percent of the NO2 measurements taken were above the NIOSH recommended ceiling of 1 part per million (ppm), but none exceeded the Mine Safety and Health Administration's (MSHA) ceiling of 5ppm. This paper reports the results of work in progress, where we undertake some investigations into the nature of this beneficial effect. The initial findings are that the immune system recommender tends to produce different neighbourhoods, and that the superior performance of this recommender is due partly to the different neighbourhoods, and partly to the way that the idiotypic effect is used to weight each neighbours recommendations.

Practitioners who care for pregnant women face dilemmas when their patients use illicit drugs, reject medical recommendations, or cause fetal harm. Many ethics scholars characterize those situations as maternal-fetal conflicts. In conflict-based models, maternal rights are considered to conflict with fetal rights, or moral obligations owed to pregnant women are considered to conflict with those owed to their fetuses. I offer an alternative model of pregnancy ethics by applying relational and equality-based moral theories to situations of fetal harm by pregnant women. The CyberReach project sought to adapt current peer based health promotion outreach, training and supervision frameworks to an online outreach setting in a way that was effective and supported by the online community. It targeted marginalised groups to trial the provision of online mental and sexual health promotion incorporating a participatory action research model into its development and implementation. Three 6-week trial periods were conducted and significant changes were made in response to changes in the online environment and to improve sustainability and effectiveness of the protocols. The Chinese government has enacted policies to promote alternative vehicle fuels (AVFs) and alternative fuel vehicles (AFVs), including city bus fleets. The life cycle (LC), energy savings (ES) and GHG reduction (GR) profiles of AVFs/AFVs are critical to those policy decisions. The well-to-wheels module of the Tsinghua-CA3EM model is employed to investigate actual performance data. Compared with conventional buses, AFVs offer differences in performance in terms of both ES and GR. Only half of the AFVs analyzed demonstrate dual benefits. However, all non-oil/gas pathways can substitute oil/gas with coal. The Fermilab Steering Group has developed a plan to keep U.S. accelerator-based particle physics on the pathway to discovery, both at the Terascale with the LHC and the ILC and in the domain of neutrinos and precision physics with a high-intensity accelerator. Testing at new characterization wells being drilled to the regional aquifer (''R wells'') to improve the conceptual hydrogeologic model of the Pajarito Plateau is providing such information. In most current recommender systems, the goal to accurately predict what people want leads to the tendency to recommend popular items, which is less helpful in revealing user?s personality, especially to new users. In this paper, we propose a heuristic music recommendation method for niche market by focusing on how to identify user?s personality as soon as possible. Instead of trying to improve algorithm's performance on new users by recommending the most popular items, we work on how to make them ?familiar? with the system earlier. Understanding mechanisms, triggers, and patient-specific risk factors for severe or fatal anaphylaxis is critically important. Diagnosis of anaphylaxis is currently based on established clinical criteria. Early recognition of recurrence and work-up of clinically indeterminate lesions may be impaired after reconstruction with silicone implants due to superimposition of the implant or to scarring. This study was undertaken to evaluate the use of contrast-enhanced MRI in patients with silicone implant after breast cancer. Contrast-enhanded MRI was offered to 169 patients. Comparative two- to three-view mammography was also performed in 169 patients, as well as comparative sonography in 144 patients. Conventional imaging and clinical examination detected only 8/13 recurrences, whereas 12/13 were detected by MRI. One recurrence had been visible as a strongly enhancing 2-mm dot in a previous examination (2 years before), but was not called. It was therefore counted as false negative. To evaluate the current situation and implementation of embolization of uterine leiomyomas into the treatment concept in women with symptomatic uterine leiomyomas in Germany. A questionnaire addressing the clinical background of uterine myomas, recommended treatment concepts, preclinical evaluation, technical approach and complications was sent to 164 departments of gynecology and radiology in Germany. 33 radiological departments and 19 gynecological departments submitted a completed questionnaire. Differentiating a benign from a malignant lesion by information such as density data, or signal intensities or echo gradients, is not possible with CT, nor MRI, nor ultrasonography. Only some lesions show characteristic signs. Inflammations cannot be difscriminated from malignant tumors. CTs of small tumors in particular are so poor in contrast that it is much more difficult to detect tumors or discriminate them from other lesions, as compared to MR images or ultrasonographs. CT does not detect surface tumors, but is more sensitive than MRI or US in detecting discrete cortical bone lesions. The same applies to small calcified tumors. It deals with the question whether an ecolabel is suitable for wood pellet heating systems and how concrete criteria for an ecolabel for wood pellet heating plants could be specified. The study begins with a comprehensive market analysis in order to identify possible plants for which an ecolabel would make sense. In the main part of the study, the environmental relevance of the chosen plants is analysed. For this analysis, plant manufacturers were interviewed and a comparison between wood pellet heating systems and heating systems which use gas, oil or wood was carried out. The analysis for priority rankings of the recommendations to reduce the total core damage frequency (CDF) of Wolsong nuclear power plant units 2/3/4 was performed in this paper. A summary is given of the 1983 NRPB-GS1 Report on the 'Radiological protection objectives for the disposal of solid radioactive wastes'. The two principal difficulties in applying the ICRP system of dose limitation to some solid waste disposal methods are outlined. The objective of this project is to identify feasible Louisiana-grown biomass crops and residues, to combine these with technically and economically feasible conversion processes, and to provide integrated biomass energy production systems in Louisiana. Among the recommended integrated systems are: cotton gin trash and rice hull processing residues used for either direct combustion or methane or ethanol production. Steam generation via direct combustion is recommended. To illustrate the implementation of a bottom-up approach to the study of culture in health disparities, this article describes the development of a cultural cancer screening scale (CCSS) using mixed methodologies. The aim was to identify cultural factors relevant to breast and cervical cancer screening, develop an instrument to assess them and examine its preliminary psychometric properties among Latin American (Latino) and non-Latino White (Anglo) women in Southern California. Seventy-eight Latino and Anglo women participated in semi-structured interviews, which were content coded based on Triandis' methods for the analysis of subjective culture. The long-lived nuclides of the americium curium elements are of interest for their use in certain safeguard applications and for nuclear reactor burnup studies in waste management. Recommended values are presented for /sup 241,242m,243/Am, and for /sup 242,243,244,245,246,247,248,250/Cm. These values result from a consistent evaluation of all these half-lives. These preliminary estimates were presented earlier. The uncertainties are provided at the 95% confidence limit for each of the recommended values. All recommendations were based on meeting or exceeding existing reliability goals. Considerable cost savings will be incurred upon implementation of the recommendations.

The doctorate in Counselor Education and Supervision is the terminal degree in the field of counselor education within the U.S. The authors surveyed CACREP-accredited doctoral programs to assess department characteristics, clinical experience and credentials, research experience, and the admission, retention, and evaluation of students. Results indicated that the PhD was a preferable degree to other degree offerings. Programs were found to be diverse in their policies and procedures relating to admissions and retention, time to complete the program, and student expectations. International students and faculty representation was found to be sparse in CACREP-doctoral programs. Implications for future research and practice are offered.
This article addresses the possibility that electric utilities may not have enough generating capacity to meet the demands on their systems at some future date as a result of a recent spate of plant-construction cancellations, especially of nuclear facilities. It emphasizes that, when that time arrives, utilities will be willing to try every conceivable possibility for preserving the integrity of their systems, and offers differential pricing of electricity as one such possibility. Since SIMON`s main objective is to be dispatched on missions by an operator with little computer experience, ``user friendly`` hardware and software interfaces are required. The chemistries of reactants, plasticizers, solvents and additives in an epoxy paint are discussed. Polyamide additives may play an important role in the absorption of molecular iodine by epoxy paints. It is recommended that the unsaturation of the polyamide additive in the epoxy cure be determined. Experimental studies of water absorption by epoxy resins are discussed. These studies show that absorption can disrupt hydrogen bonds among segments of the polymers and cause swelling of the polymer. The water absorption increases the diffusion coefficient of water within the polymer. Permanent damage to the polymer can result if water causes hydrolysis of ether linkages. Water desorption studies are recommended to ascertain how water absorption affects epoxy paint.
Characterization and performance testing of a prototype DWPF Melter No.2 Dome Heater Bus Bar are described. The prototype bus bar was designed to address the design features of the existing system which may have contributed to water leaks on Melter No.1. Performance testing of the prototype revealed significant improvement over the existing design in reduction of both bus bar and heater connection maximum temperature, while characterization revealed a few minor design and manufacturing flaws in the bar. The prototype is recommended as an improvement over the existing design. Recommendations are also made in the area of quality control to ensure that critical design requirements are met.
The profitability of combustion turbines intended for export is of extreme importance for Electricite de France. We consider the wireless Rayleigh fading relay channel with finite complex input constellations. Assuming global knowledge of the channel state information and perfect synchronization, upper and lower bounds on the achievable rate, for the full-duplex relay, as well as the more practical half-duplex relay (in which the relay cannot transmit and receive simultaneously), are studied. Assuming the power constraint at the source node and the relay node to be equal, the gain in rate offered by the use of relay over the direct transmission (without the relay) is investigated. It is shown that for the case of finite complex input constellations, the relay gain attains the maximum at a particular SNR and at higher SNRs the relay gain tends to become zero. The objective of the project was to develop a welded tubular joint database to assess the fatigue design curves (X and X{prime}) in the American Petroleum Institute design code (API RP2A). Changes in the curve-fitting method and screening criteria (primarily the exclusion of the very thin tubular joints) produced results different from those reported previously. The current results show that the X and X{prime} curves are too conservative and that a new curve should be adopted. The Department of Energy T{prime} curve was found to be consistent with the screened tubular joint air data and is recommended for use in API RP2A. The weldment size effect exponent (n) of 0.25 in the current version of API RP2A was found to be too small, and a higher value of 0.30 consistent with the Department of Energy recommendations is recommended. Savannah River National Laboratory (SRNL) evaluated the previous monosodium titanate (MST) purchase specifications for particle size and strontium decontamination factor. Based on the measured particle size and filtration performance characteristics of several MST samples with simulated waste solutions and various filter membranes we recommend changing the particle size specification as follows. The recommended specification varies with the size and manufacturer of the filter membrane as shown below. We recommend that future batches of MST received at SRS be tested for particle size and filtration performance. This will increase the available database and provide increased confidence that particle size parameters are an accurate prediction of filtration performance. Success in improving treatment outcomes in childhood cancer has been achieved almost exclusively through multicenter and multidisciplinary clinical and applied research over several decades. While biologically rational as well as empirical approaches have led to combination chemotherapy and multimodality approaches to therapy, which have given rise to evidence-based practice standards, similar scientific rigor has not always been as evidently applied to modalities utilized to assess initial disease burden and, more important, response to investigational approaches to therapy. As the empirical approach to therapeutic advances has likely maximized its benefit, future progress will require translation of biologic discovery most notably from the areas of genomics and proteomics. Hence, attempts to improve efficacy of therapy will require a parallel effort to minimize collateral damage of future therapeutic approaches, and such a parallel approach will mandate the ...

This study is aimed at exploring the possible mechanism of hypnosis-enhancing effect of HgS or cinnabar (a traditional Chinese medicine containing more than 95% HgS) in mice treated with pentobarbital. We also examined whether the effect of HgS is different from that of the well-known methyl mercury (MeHg). After a short period (7 days) of oral administration to mice, a nontoxic dose (0.1 g/kg) of HgS not only significantly enhanced pentobarbital-induced hypnosis but also attenuated tolerance induction; while a higher dose (1 g/kg) of HgS or cinnabar exerted an almost irreversible enhancing effect on pentobarbital-hypnosis similar to that of MeHg (2 mg/kg) tested, which was still effective even after 10 or 35 days cessation of administration. Natural fractures and in situ stresses commonly dictate subsurface reservoir permeability and permeability anisotropy, as well as the effectiveness of stimulation techniques in low-permeability, natural gas reservoirs. This paper offers an initial prediction for the orientations of the fracture and stress systems in the tight gas reservoirs of the Frontier Formation, in the Green River basin of southwestern Wyoming. It builds on a previous report that addressed fractures and stresses in the western part of the basin and on ideas developed for the rest of the basin, using the principle that thrust faults are capable of affecting the stress magnitudes and orientations in little-deformed strata several hundreds of kilometers in front of a thrust. The MAP model was introduced in information system engineering in order to model processes on a flexible way. The intentional level of this model helps an engineer to execute a process with a strong relationship to the situation of the project at hand. In the literature, attempts for having a practical use of maps are not numerous. Our aim is to enhance the guidance mechanisms of the process execution by reusing graph algorithms. After clarifying the existing relationship between graphs and maps, we improve the MAP model by adding qualitative criteria. We then offer a way to express maps with graphs and propose to use Graph theory algorithms to offer an automatic guidance of the map. We illustrate our proposal by an example and discuss its limitations.
A declaration for achieving universal basic education adopted by the World Conference on Education for All in Jomtien, Thailand, as it relates to Latin America is discussed in this paper. The document then offers an examination of educational expansion in Latin America, a discussion of disproportionate educational budget cuts, and an analysis of challenges that stem from two trends: (1) the growing gap between population growth and educational expansion; and (2) low educational quality and high repetition rates. Proposals are offered for major, gradual educational reforms based on an increased level of fiscal resources, and a change in resource management responsive to economic needs. The major obstacle to implementation is argued to be the political economy of education and of adjustment. 'Regional climate change: hydrology and land-use' is a topic that is being intensively discussed for quite a while already. At the same time, this topic demands consequences both on the level of politics and other decision makers. We scientists bear a particular responsibility for the analysis of existing data, targeted additional research to fill information gaps, and the critical evaluation and interpretation of the obtained results. The currently gathered sub-population of the scientific community is, albeit small, quite representative of a wide spectrum of activities and can very well offer a deeper insight into the current state-of-the-art. We deliberately organized the contributions such as to offer both overviews and results from detailed projects, as well as a close proximity of very well founded results with rather provocative hypotheses. For the evaluation of diseases of salivary origin, ultrasound and/or sialography is recommended instead of MRI. In cases of salivary tumor, ultrasound may be helpful in delineating superficial tumors. For small tumors no further imaging is needed. When dealing with a large tumor or a tumor in the deep lobe of the parotid gland, MRI is the preferred imaging method. Not only does MRI provide a large variety of soft tissue signal differences, but also the multiplanar facilities are helpful in delineating the extent of the tumor, whether located in the submandibular, sublingual, or parotid gland. Government agencies responsible for protecting the public from the adverse effects of toxic chemicals must set priorities for research, regulatory action, protocol testing, and monitoring due to the vast number of toxic chemicals and the limited resources available to these agencies. The National Institute for Occupational Safety and Health (NIOSH) must set priorities for research on hazards encountered in the workplace. Priorities are also utilized by NIOSH in preparing criteria for recommended occupational standards which are forwarded to the Occupational Safety and Health Administration (OSHA), U.S. Department of Labor, for possible promulgation. For various reasons, including rapidly changing conditions in the American workplace, NIOSH has instituted a revised priorities program. The fundamental recommendations of the ICRP issued in its publication of 1990 stipulate the general principle of performance of dose measurements at regular intervals in the field of diagnostic radiology, for the purpose of equipment performance checking and optimization of radiological protection. In response to this requirement, the Federal Ministry, in cooperation with experts and the competent supervising authorities, has issued an order to install dose-area-product meters in angiographic examination systems, imaging systems and fluoroscopic screen devices primarily used for examining infants and children up to the age of 12. Phenomena associated with induced currents and voltages on high voltage transmission lines were discussed. Basic principles were reviewed. Action taken by Hydro-Quebec to assess the importance of associated problems on its grid was described. Hydro-Quebec`s findings and recommendations were compared with those of the International Standard, IEC 1129. It was concluded that for most cases, induced currents and voltages were higher than those listed under Class A recommendations of IEC 1129 as rated switching capabilities for ground switches assigned to this duty. For worst case scenarios, it was also found that, values of induced currents and voltages were lower than those of Class B recommendations. Results indicate that the probability of double-ended guillotine break (DEGB) in the reactor coolant loop piping of Westinghouse and Combustion Engineering plants is extremely low. It is recommended that the NRC seriously consider eliminating DEGB as a design basis event for reactor coolant loop piping in Westinghouse plants. Pipe whip restraints on reactor coolant loop piping could then be excluded or removed, and the requirement to design supports to withstand asymmetric blowdown loads could be eliminated. It is also recommended that the current requirement to couple safe shutdown earthquake (SSE) and DEGB be eliminated. Recognizing however that seismically induced support failure is the weak link in the DEGB evaluation, it is recommended that the strength of component supports, currently designed for the combination of SSE plus DEGB, not be reduced. This report is in accordance with Phase I of the United States Department of Energy and Bureau of Mines Contract No. USDOE DE-AC01-77QQ90147. A thorough literature search was conducted and the current mining practice at nine coal stripping operations reviewed in detail. A review of the state of the art of blast design using current theory and practice is presented. Based upon this information, a series of recommendations are presented and a detailed test program is outlined for three operations. The recommendations to increase dragline productivity by improved blast design are directed at filling the bucket more quickly, with greater consistency and with a better fill factor: (a) overburden fragmentation, (b) muckpile displacements, and (c) blasting reliability. In its 1990 recommendations, the ICRP considered the radiation risks after exposure during prenatal development. This report is a critical review of new experimental animal data on biological effects and evaluations of human studies after prenatal radiation published since the 1990 recommendations. Thus, the report discusses the effects after radiation exposure during pre-implantation, organogenesis, and fetogenesis. The aetiology of long-term effects on brain development is discussed, as well as evidence from studies in man on the effects of in-utero radiation exposure on neurological and mental processes. Animal studies of carcinogenic risk from in-utero radiation and the epidemiology of childhood cancer are discussed, and the carcinogenic risk to man from in-utero radiation is assessed. The objective of this task was to obtain powder property data on candidate glass former materials, sufficient to guide conceptual design and estimate the cost of glass former handling facilities as requested under Part B1 of BNFL Technical and Development Support. Twenty-nine glass forming materials were selected and obtained from vendors for the characterization of their physical properties, durability in caustic solution, and powder flow characteristics. A glass former was selected based on the characterization for each of the ten oxide classes required for Envelope A, B, and C mixtures. Three blends (A, B, and C) were prepared based on formulations provided by Vitreous State Laboratory and evaluated with the same methods employed for the glass formers. The long-lived nuclides of the americium and curium elements are of interest for their use in certain safeguard applications and for nuclear reactor burnup studies in waste management. Recommended values are presented for /sup 241,242m,243/Am, and for /sup 242,243,244,245,246,247,248,250/Cm. These values result from a consistent evaluation of all these half-lives. These preliminary estimates were presented earlier. The uncertainties are provided at the 95% confidence limit for each of the recommended values. It will be noted that many of the recommended errors considerably exceed errors quoted by individual authors in their publication, by up to an order of magnitude, e.g. the total half-life of /sup 242,246,248/Cm and the spontaneous fission half-life of /sup 244/Cm. The GSD must be considered as a quantity by means of which the risk in a given population can be described exclusively in terms of genetic risk. In cases of a simultaneous increase in the rate of examinations, the GSD may lead to a misinterpretation of the population exposure, suggesting a decreasing trend, although there is an actual increase in the somatic radiation exposure. It is recommended to indicate not only the GSD but also the amount of somatic radiation exposure of the population for each specific source when comparing and evaluating radiation exposures from different sources. Although the somatically significant dose formally would be suited as a complement to the GSD, it is recommended to use the effective per caput dose equivalent. It must be pointed out that the application of the concept of effective dose equivalent is only appropriate for comparative evaluations of the population exposure to different sources of radiation. ...

The Working Group reviewed the revised Who guidance and the information published since 1991 on the risks of thyroid cancer in children from radioiodine and the risks of side effects from stable iodine. In particular, it reviewed data compiled on the incidence of thyroid cancers in children following the accident at the Chernobyl nuclear power plant in 1986. It considered whether the NRPB Earls were still appropriate, in the light of the new data. It also reviewed a range of other recommendations given by the 1st Working Group, concerning the chemical form of stable iodine tablets and practical issues concerning implementation of stable iodine prophylaxis. Finally, it reviewed the Patient Information Leaflet that is required, by law, to be included in each box of tablets and provided suggestions for information to be included in a separate information leaflet to be handed out to the public when stable iodine tablets are distributed
This paper consists the radiation streaming analysis of Horizontal Flux Unit (HFU) penetrations in Calandria Vault of 540 MWe PHWR. There are total 7 HFU penetrations on west wall of calandria vault. As these penetrations are in accessible area, a detailed analysis has been carried out to find the neutron and gamma dose rates around these penetrations when reactor is operating. Analysis has been carried out Using the computer code MCNP and DOT-III. Based on the predictions at HFU penetrations, shielding arrangement was recommended. Neutron and gamma dose rate higher than estimated were observed at TAPS-4. This was because of installed shield not being similar to recommended one due to site conditions. Subsequently semi-empirical calculations using measured data were carried out by MCNP to further augment the existing shield taking into consideration the space limitations at site. (author)
Development Service Order {number sign}90025 requested recommendations for computer hardware, operating systems, and software development utilities based on current and future SIMON software requirements. Since SIMON's main objective is to be dispatched on missions by an operator with little computer experience, user friendly'' hardware and software interfaces are required. Other design criteria include: a fluid software development environment, and hardware and operating systems with minimal maintenance requirements. Also, the hardware should be expandable; extra processor boards should be easily integrated into the existing system. And finally, the use of well established standards for hardware and software should be implemented where practical.

The Science Council accepted the recommendations of the Swan Wooster report on Opportunities for coal liquefaction research in British Columbia, Vancouver, BC, Canada, Science Council of British Columbia, 173 pp (May 1980), following review by the Sub-committee on Coal Research. The Sub-Committee has recommended a four year Research and Development programme on B.C. coals to be carried out at B.C. Research Council. About 5 million dollars would be spent during the four year period. The overall objective is to provide sufficient technical data to identify and evaluate coal conversion opportunities in B.C. A significant secondary objective is to provide a group of trained engineers and scientists in the Province familiar with the technology of coal conversion. (1 ref.)
A study, based on a literature review was made to examine currently recommended meteorological measurement programs and diffusion prediction methods for nuclear power plants to determine their adequacy for plants located in coastal zones. Although procedures for handling the near-worst case (stable, light-wind situation) were judged adequately conservative, deficiencies in guidelines and procedures were found with respect to the following: failure to consider the role of coastal internal boundary layers; specifications for tower locations and instrument heights; methods of classifying atmospheric stability; methods of allowing credit for plume meander, and models specified for diffusion calculations. Recommendations were made for changes in the guidelines applicable to these topics. Areas in which additional research is needed were identified.

This Energy Savings Opportunity Survey (ESOS) is to identify Energy Conservation Opportunities (ECO`s) which are practical and economical for the reduction of energy consumption in accordance with the Army Facilities Energy Plan. The work to be performed under this project includes: (A) Coordinating with the on-going and proposed related projects. (B) Conducting a limited site survey required to identify applicable ECO`s and obtaining necessary data to evaluate the ECO`s. (C) Evaluating applicable ECO`s to determine their feasibility in accordance with current criteria. (D) Preparing programming and implementation documents for the recommended ECO`s. and (E) Preparing a comprehensive report to present the work performed including energy analysis, the results, and recommendations.

The speaker predicted that demand for renewable energy in Ontario`s competitive electricity market will be affected by green power, emissions trading, labelling, and renewables portfolio standard. Under current regulations retailers can charge customers a premium for purchasing electricity generated by `green` sources. The existing limits on emissions of sulphur dioxide, nitrogen oxides and carbon dioxides will remain in place, but an emissions cap and trading program for all Ontario-based generation is an option to consider. This document is the report of a task group of the Radiation Therapy Committee of the AAPM and has been prepared primarily to advise hospital physicists involved in external beam treatment of patients with pelvic malignancies who have high atomic number (Z) hip prostheses. The purpose of the report is to make the radiation oncology community aware of the problems arising from the presence of these devices in the radiation beam, to quantify the dose perturbations they cause, and, finally, to provide recommendations for treatment planning and delivery. Some of the data and recommendations are also applicable to patients having implanted high-Z prosthetic devices such as pins, humeral head replacements. Evidence for dietary/nutritional treatments of attention-deficit/hyperactivity disorder (ADHD) varies widely, from double-blind, placebo-controlled trials to anecdotal. In guiding patients, clinicians can apply the SECS versus RUDE rule: treatments that are Safe, Easy, Cheap, and Sensible (SECS) require less evidence than those that are Risky, Unrealistic, Difficult, or Expensive (RUDE). In 1992, the Society of Automotive Engineers (SAE) established a task force to develop a procedure for measuring electric energy consumption, all-electric range, fuel economy, and exhaust emissions for hybrid vehicles; the procedure will be submitted to regulatory agencies as representing the automotive industry`s recommendations. The draft procedure is currently being tested on hybrid vehicles. The University of Maryland`s parallel hybrid was tested in September 1994, and the University of California-Davis` parallel hybrid and the University of Illinois` series hybrid will be tested in November 1994 and January 1995, respectively. The procedure is being modified to incorporate any lessons learned, and the task force hopes to recommend the final procedure to the SAE by mid 1995.
Even before Egyptian times, fiber and paper-based methods were used to manage time, tasks, and priorities. Papyrus and paper were effective in their time, but now is the time for the even more effective computer-based methods of time management. This study compares paper and computer methods of the management of time, tasks, and priorities. Discussed are recommended strengths of off-the-shelf software for time management. Integrated software is recommended. A case study of the use of idea processing software to manage publication tasks and priorities is examined. Illustrated--for classroom-style training--are uses of a computer to enhance the quality and increase the efficiency of the coordination of publications from conception and research to printing and issuance. 3 refs., 43 figs.

A tissue culture process, organogenesis, is described which involves the stepwise production of a shoot apex, which grows to have leaves and stem and finally roots, culminating in the production of a complete plant. The production and subsequent development of numerous adventitious shoots, preferably from adult tree tissues offers the greatest potential for commercial cloned plantlet production. Steady-state and transient behavior of the longitudinally pumped semiconductor laser is theoretically investigated by using a rate-equation model with distributed gain and photon density. Conditions necessary for bistable operation are derived. Dependencies of such major switching characteristics as turn-on and turn-off powers, delay, and rise times on laser parameters are examined. Influences of spontaneous radiation, impurities, and Auger recombination are studied. The results offer an explanation for the observed nonlinear behavior of face-pumped lasers.
Abstract: This article argues that Pippenger's (2011) ''Solution to the forward-bias puzzle'' must be regarded as an econometric explanation of the famous puzzle, although it does not offer an exhaustive economic answer to it. Some of Pippenger's (2011) findings are reproduced and established in a cointegrated multiple time series model. It is suggested that economists should stop trying to working out the forward-bias puzzle and start looking for fundamentally better models of foreign exchange rate determination. A tentative alternative is provided.

The optimization of the air-fuel mixture parameters, especially of the fuel injection, enables the forming of the combustion process in a way, that all requirements and legislative regulations concerning power output, noise and exhaust emissions can be fulfilled. ORNL has conducted a Nuclear Power Options Viability Study for the Department of Energy. That study is primarily concerned with new technology which could be developed for initial operation in the 2000 to 2010 time frame. Such technology would have to compete not only with coal options but with incrementally improved commercial light-water-reactors. This survey reported here was undertaken to gain an understanding of the nuclear commercial technology likely to be offered in the late 1980s and perhaps beyond. The three US vendors actively marketing NSSSs are each developing a product for the future which they expect to be more reliable, more maintainable, more economical, and safer than the present plants. This study presents the results of an 18-year long investigation of pipe deterioration in cyclone slag slurry transport. The goal was to study pipe behaviour in this extremely abrasive service and select an optimum piping material. Comparisons are given for high quality alloy cast steel pipes and pipes lined with cast basalt rings marketed under the name Abresist. Based on the results, thoughts are offered on the broader meanings of certain findings.

The Tevatron Run 2 has begun. The Tevatron program in the next six years offers a real opportunity to significantly advance our understanding of the fundamental properties of the universe. It is an exciting, challenging program that goes straight to the highest priorities of high energy physics worldwide. The accelerator and detectors are being commissioned and seem to be performing well. We anticipate first physics results in the summer of 2002.

Already with the planning phase, detailed numerical flow computations were necessary in order to prove the functionality of the energy concept.
Various electrochemical techniques are available to continuously monitor corrosion in conditions simulating those on the secondary side of PWR steam generators. This paper reviews those electrochemical techniques which are potentially useful to measure denting in tube-support crevices in situ. Attention is also given to corollary needs for monitoring the water chemistry which leads to corrosive attack. Finally some suggestions are offered for corrosion monitoring in autoclaves, model boilers and operating steam generators.
ABSTRACT Extending the unified theory of acceptance and use of technology (UTAUT) model, this study postulates a model of online social support. The model is empirically tested using data from undergraduates in Taiwan regarding their usage of instant messaging (IM). The test results indicate that all model paths are significant, except that the path between online social support and facilitating conditions is insignificant. This study offers limitations and implications.

We offer a derivation of the duality between the topological U(1) gauge theory on a Calabi-Yau 3-fold and the topological A-model on the same manifold. This duality was conjectured recently by Iqbal, Nekrasov, Okounkov, and Vafa. We deduce it from the S-duality of the IIB superstring. We also argue that the mirror version of this duality relates the topological B-model on a Calabi-Yau 3-fold and a topological sector of the Type IIA Little String Theory on the same manifold. This paper describes the approach taken to the XML Mining track at INEX 2008 by a group at the Queensland University of Technology. We introduce the K-tree clustering algorithm in an Information Retrieval context by adapting it for document clustering. Many large scale problems exist in document clustering. K-tree scales well with large inputs due to its low complexity. It offers promising results both in terms of efficiency and quality. Document classification was completed using Support Vector Machines.

The authors report the personal techniques and the results of CT-guided percutaneous drainage of postoperative abdominal fluid collections. CT-guided percutaneous drainage offers many advantages over surgery: it is less invasive, can be repeated and requires no anesthesia, there are not surgery-related risks and lower morbidity and mortality rates. Moreover, subsequent hospitalization is shorter and costs are consequently reduced. The authors conclude that CT-guided percutaneous drainage is the method of choice in the treatment of postoperative abdominal fluid collections.

Recently the ISO standards organization has requested the PV community to establish AMO calibration methodologies for space solar cells. The PV community responded by organizing a series of workshops to review and recommend AMO calibration techniques. One of the activities of the workshop is to review the various calibration methodologies and conduct a comprehensive uncertainty analysis of each method. This paper outlines NASA`s methodology of AMO calibration using the high altitude aircraft method.
The project is intended to yield information on the transfer factors describing the transfer of ingested radionuclides to breast milk for the following elements: antimony, cerium, chromium, cobalt, gallium, lanthanum, molybdenum, niobium, radium, ruthenium, silver, thorium, titanium, and uranium. Those yet unknown or poorly known transfer factors are required in order to be able to develop a reliable model for description and assessment of the transfer of the radionuclides and the possibly resulting hazardous doses to infants, and for subsequent formulation of recommendations for radiological protection of the population. An EC-supported consortium to study the pathology and molecular biology of the thyroid cancers is being coordinated from the University of Cambridge. The possibility of using Direct Flow Control (DFC) to avoid catastrophic accidents due to containment breaches in chemical plant is discussed. Recommendations are made for locating fluidic elements, and the effectiveness of simple DFC protection is analysed. For evaluation, the coal zones are divided into shallow (200 to 2500 m depth) and deep (over 2500 m depth). The total gas content is estimated. An important goal for digital libraries is to enable researchers to more easily explore related work. While citation data is often used as an indicator of relatedness, in this paper we demonstrate that digital access records (e.g. http-server logs) can be used as indicators as well. In particular, we show that measures based on co-access provide better coverage than co-citation, that they are available much sooner, and that they are more accurate for recent papers.

During their life, intervertebral discs undergo degenerative changes which need not necessarily become lesions. Conventional X-rays do not provide information on the condition of the intervertebral discs, so MRT or CT are recommended as primary techniques as they are non-invasive. Invasive methods like myelography and especially discography should not be used unless a case is highly problematic. In infants with pains in the back, MRT should be carried out as early as possible as there is nearly always an organic cause. (orig.)
An introduction is presented on the radiation hazards connected with biomedical radiography and nuclear medicine. The frequency of radiodiagnostic efforts was rather high in the Netherlands. This was reduced considerably by abolishing the thorax screening of the population. About diagnostic nuclear medicine less can be said because far fewer numerical data are available. An exposition of genetically and somatically significant doses and how to compute them is given. The drawing up of a profit versus risk evaluation for medical applications of ionizing radiations is recommended. (Auth.).

Cases of developing countries are also discussed, and the use of IAEA code of practice and other codes for quality assurance in these countries is reviewed. This report documents the evaluation of risks associated with environmental restoration activities at Brookhaven National Laboratory using two tools supplied by DOE to provide a consistent set of risk estimates across the DOE complex: Risk Data Sheets (RDS) and Relative Risk Ranking. The tools are described, the process taken characterized, results provided and discussed. The two approaches are compared and recommendations provided for continuing improvement of the process.
This paper presents a series of modeling experiences and problems in simulating the thermal-hydraulic behavior of large PWR steam generators using the RELAP4 and RELAP5 computer codes. Sensitivity studies investigating the heat transfer characteristics of both once-through and U-tube steam generators are discussed. Suggestions and recommendations are given for effective use and potential future improvements of these codes.
In the area of seasonally thawing soil, porous or broken coatings cannot significantly retard the process of pile metal destruction, since it will occur through electroosmotic penetration of the base electrolyte to the metal surface. Such processes can be prevented by electrochemical protective methods. Systems based on grid cathode stations with power control and distribution units are recommended for use for cathode protection of steel pile foundations.
This work presents and describes the natural radioactive occurrence in oil facilities. The origins of the detected radioactivity and the reasons of its settlement are discussed. The measurements results carried out in oil facilities in the Neuquina basin (Argentine) are shown in this work. The aim is to describe the actual situation and to evaluate the magnitude of the problem. Finally, recommendations are proposed to protect the health of the workers, especially of those who carry out the cleaning of the equipment, and to guarantee an appropriate final disposal for the generated radioactive residuals. This report contains the results of a survey of reactor coolant pump shaft seal reliability. The survey sample is representatively large (approx. = 27% of total US commercial plant population) and includes the three industry seal suppliers (Bingham-Williamette, Byron Jackson, and Westinghouse). Operationally incurred/induced problems and seal redesign parameters are identified. Failure hypotheses in the form of fault trees have been developed to describe the failure mechanisms. Recommendations are made for seal reliability improvement.
General conclusions, principles and order of substantiating the extractable reserves and coefficients of oil extraction from oil and oil and gas fields are presented. Recommendations are made for solving questions of constructing calculation models for heterogeneous beds, schematization of the working conditions, selection of mathematical models for oil extraction for different geological-field conditions and different stages of ''life'' of the field.
An extensive R and D program on the development of the joining technologies between armour (beryllium, tungsten and carbon fibre composites)/copper alloys heat sink and copper alloys/ stainless steel has been carried out by ITER Home Teams. In this retrospective study, 28 cases of Ewing's sarcoma are reviewed for the onset of metastasis. Bone scans demonstrated bone metastasis in three out of 28 patients at presentation. Of the 22 patients free of metastases at presentation, ten subsequently developed bone metastases. In six of these patients, the bone scan was the earliest demonstrator of metastatic disease. Bone scans are recommended at presentation and periodically during follow-up.

A thesis is presented on improving the understanding of the fatigue properties of wood and fatigue failure mechanisms in the design of wind turbine blades. Three main areas were researched: the effect of R ratio on fatigue life, the effect of moisture on fatigue life and the development of cumulative damage laws. Based on a literature study an actual summary of the risk-utility problems in X-ray diagnosis is outlined due to the Recommendations of the International Commission for Radiation Protection (ICRP publication 26/1977). Papers demonstrating quantitative assessment of the somatic and genetical risk in X-ray examination are preferably cited and evaluated. It is concluded that the somatic and genetical risk is low in diagnostic ratiology. The design of a 345-kV prefabricated capacitive-graded joint for oil-filled cables and the manufacture and testing of prototype joints are described. Tests on prototype No. 4 demonstrated the adequacy of the printed circuit design. It was not possible to consistently obtain high-quality capacitive sheets and substantial effort is required to remedy this problem. Advantages of these prefabricated joints are summarized, and specific recommendations are made for further development of the concept.

The study concludes that while the diversification into nonutility activities by the Rural Electric Cooperatives and the Rural Telephone Cooperatives has been expanding, the regulatory activities by the Rural Electrification Administration and the state public utility commissions have been inadequate to guard against cross-subsidization. In fact, there generally exist no data to identify and investigate illegal cross-subsidization activities of cooperatives. Increasing the regulatory functions of state public utility commissions and the REA was recommended.

The study has mainly been focused on long-lived low and intermediate level radioactive waste. Methods to measure or estimate the activity content and the general composition are discussed. Proceeding from analysis of the influence of parameters of the target-filter system on radiation-physical characteristics of braking radiation, some recommendations were issued for assessment of the forming systems of medical accelerators of electrons. A new criterion - a coefficient of the forming system efficacy - was introduced, characterizing a beam formation tract with relation to a whole set of radiotherapeutic problems.
This report documents the investigation regarding the failure of CPVC piping that was used to connect a solar hot water system to standard plumbing in a home. Details of the failure are described along with numerous pictures and diagrams. A potential failure mechanism is described and recommendations are outlined to prevent such a failure.
Depth dose distributions for protons in the energy range from 2 to 600 MeV have been calculated by Monte Carlo and analytical methods. The dependence on energy of Maximum Dose Equivalent (MDE), quality factor and isotropic factor recommended for practical use are presented. In a suicide committed using aluminium phosphide (AlP) the liberated toxic phosphine gas was detected in post-mortem specimens using a headspace gas chromatographic procedure with a nitrogen-phosphorous detector (HS-GC/NPD). At autopsy a direct sampling into airtight headspace vials for a later analysis is recommended. AlP has to be considered a potent pesticide and its use and availability should be restricted as much as possible.
It has been previously stated that the minimum physiological recommendations for the indispensable amino acids in health adults, as proposed by FAO/WHO/UNU in 1985, are far too low, except for the methionine. An amino acid stable isotopic kinetic study was conducted to seek further experimental support to this hypothesis. In the present study, applications of the SPH method to industrial related issues are considered by starting from an existing open source 2D SPH code, namely the SPHYSICS code, which offers an effective ground for numerical developments, which are performed in order to bring an answer to industrial problems, such as simulations of solid/fluid coupling in a free surface flow context. The purpose of the present paper is therefore to expose the numerical developments which yield an enhanced version (referred to as "SPHYSIC2") of the initial code. Firstly, the different features added to obtain the operational code needed for engineering applications are described, and so are the problems raised on this way, offering a kind of review of SPH methods for engineers. Handheld, backpack, and mobile sensors are elements of the Global Nuclear Detection System for the interdiction and control of illicit radiological and nuclear materials. They are used by the U.S. Department of Homeland Security (DHS) and other government agencies and organizations in various roles for border protection, law enforcement, and nonproliferation monitoring. In order to systematically document the operational performance of the common commercial off-the-shelf portable radiation detection systems, the DHS Domestic Nuclear Detection Office conducted a test and evaluation campaign conducted at the Nevada Test Site from January 18 to February 27, 2006. The National Survey and Cadastre - Denmark (KMS) has for several years produced gravity anomaly maps over the oceans derived from satellite altimetry. During the last four years, KMS has also conducted airborne gravity surveys along the coast of Greenland dedicated to complement the existing onshore gravity coverage and fill in new data in the very-near coastal area, where altimetry data may contain gross errors. The airborne surveys extend from the coastline to approximately 100 km offshore, along 6000 km of coastline. An adequate merging of these different data sources is important for the use of gravity data especially, when computing geoid models in coastal regions. The presence of reliable marine gravity data for independent control offers an opportunity to study procedures for the merging of airborne and satellite data around Greenland. E.g. recrystallisation, grain growth and phase changes. Such kinetic information requires reliable discrimination of differently oriented crystallites and/or different crystal phases coupled with useful spatial resolution and temporal resolution (i.e. high frame rates). These imaging results must be realised from a hot and changing specimen, in an instrument that is compatible with that hot specimen and with a practical specimen heater. College students are more at-risk for developing a gambling problem than the general adult U.S. population. Information behavior and information seeking theories, as well as empirical evidence, indicate that one resource that may provide guidance for students dealing with this issue is the college counseling center website (CCW). This study addressed the presence and nature of problem gambling messages on CCWs. As a random sample, 203 CCWs were selected to assess how frequently they provided any information about problem gambling, as well as the specific types of communications CCWs offered on this topic. Results showed that CCWs rarely included any messages about problem gambling. Specifically, only 15% of all CCWs contained information about problem gambling. Radioisotope facilities were operated to support research, development and production of radioisotopes. Irradiation facilities were operated to offer irradiation service to the clients. Even though intensive periodical checks and some essential maintenance had been carried out the results of RI facility maintenance seemed to be not much satisfactory due mainly to the shortage of skilled manpower and maintenance expenses. High intensity {gamma} irradiator was normally operated 426 times for overall 3,440 hrs, and the low intensity {gamma} irradiator was operated 157 times for overall 11,092 hrs, respectively. (author)
Two US DOE projects in the Pacific Northwest offer unique on-the-scene training opportunities at sodium-cooled fast-reactor plants: the Fast Flux Test Facility (FFTF) near Richland, Washington, which has operated successfully in a wide range of irradiation test programs since 1980; and the Experimental Breeder Reactor II (EBR-II) near Idaho Falls, Idaho, which has been in operation for approximately 20 years. The Department of Energy (DOE) currently operates four thermal treatment facilities that are permitted under regulations for hazardous waste combustors. As regulations become more stringent and public stakeholders become more influential, permitting these facilities is increasingly difficult. As they become more available, continuous emission monitors (CEMs) may offer the potential to assure regulators and the public of the safe operation of treatment facilities. The Mixed Waste Focus Area (MWFA) has participated in the development and testing of a variety of CEMs that could have application to DOE facilities.

Metallic multilayers offer a fantastic playground to investigate elastic stresses in films of nanometer thickness. We will present and discuss a few examples from our recent work on Au-Ni and Ag-Cu systems where we combined plate bending measurements and electron or X-ray diffraction to investigate stress buildup and interfacial mixing. Comparing these two cases we discuss the results with respect to basic parameters like the misfits in lattice parameters and in elastic moduli, the mixing enthalpies and the surface energies.
Abstract The term -stem cell- most commonly refers to embryonic stem cells, particularly in the lay media; however, it also describes other cell types. A stem cell represents a cell of multi-lineage potential with the ability for self-renewal. It is now clear that the plasticity and immortality of a given stem cell will depend on what type of stem cell it is, whether an embryonic stem cell, a fetal-placental stem cell or an adult stem cell. Stem cells offer great promise as cell-based therapies for the future. With evolving technology, much of the socio-political debate regarding stem cells can now be avoided.
Spray forming is an advanced materials processing technology that converts a bulk liquid metal to a near-net-shape solid by depositing atomized droplets onto a suitably shaped substrate. By combining rapid solidification processing with product shape control, spray forming can reduce manufacturing costs while improving product quality. De Laval nozzles offer an alternative method to the more conventional spray nozzle designs. Two applications are described: high-volume production of aluminum alloy strip, and the production of specialized tooling, such as injection molds and dies, for rapid prototyping.

The authors present a guide to the imaging of facial fractures. It is illustrated with conventional radiographs and computed tomograms; the magnetic resonance images primarily suggest the potential applications of this technique. This book provides a source of imaging information on facial trauma. A section on pertinent anatomy is followed by a systematic discussion of the common isolated and complex facial fractures. Perspectives are offered on some commonly seen but infrequently described relationships, such as the tripod-LeFort II association. Consideration is also given to related soft-tissue injuries. The book includes a brief chapter on the type and utility of supplementary imaging studies in the evaluation of those intracranial injuries that may occur concurrently.
Radioimmunoassay of serum myoglobin was done in 53 patients with polymyositis syndromes and other conditions. Serum myoglobin values in 33 healthy subjects ranged from 4 to 77 [mean 33.3 +/- 19.8 (SD)] ng/ml. Fifty percent of polymyositis patients had elevated serum myoglobin levels (greater than 80 ng/ml). Serum myoglobin values in polymyositis patients fluctuated more sensitively than CPK and GOT. Combined estimation of myoglobin and CPK offers advantages for the detection of muscle injury and the prediction of disease exacerbation.
We discuss models of computing that are beyond classical. The primary motivation is to unearth the cause of nonclassical advantages in computation. Completeness results from computational complexity theory lead to the identification of very disparate problems, and offer a kaleidoscopic view into the realm of quantum enhancements in computation. Emphasis is placed on the `power of one qubit' model, and the boundary between quantum and classical correlations as delineated by quantum discord. A recent result by Eastin on the role of this boundary in the efficient classical simulation of quantum computation is discussed. Perceived drawbacks in the interpretation of quantum discord as a relevant certificate of quantum enhancements are addressed.
This article considers the appeal of cognitive neuroscience research to the general public within the context of the deep puzzles involved in using our minds to understand how our minds work. It offers a few promising examples of findings that illuminate the ways of the mind and reveal these workings to be counter-intuitive with our subjective experience. However, this promise is tempered by the powerful role that perception, attention, and cognition play in how we reason about evidence. It argues that the interplay between what we believe about the nature of our minds and what the findings suggest constitutes a primary challenge in encouraging public understanding of cognitive neuroscience findings.

Morocco is among the world's leading countries in terms of total indigenous oil shale resources. Following the 1973 oil crisis, Morocco has been determined to develop its oil shale energy resources. In the subsequent years following the crisis, a tremendous number and variety of studies and research efforts have resulted in an enormous amount of data, covering geological, hydrogeological, mining, physical and chemical aspects of the two main deposits, Timahdit and Tarfaya. This paper explains how mine operators are taking a closer look at the power of explosives and how primary breakage affects other open-pit mining costs. Slurries have overcome most of the disadvantages attributed to them in their early years and may replace Anfo. Effective blasting is the key to an efficient, low-cost mining operation. Reviews are presented on research in crater studies, computer-aided design, the expanding gas theory, and high-speed motion picture cameras that show the importance of shock energy in fracturing the rock interfaces throughout the burden. The paper concludes with MSHA-approved courses in blasting offered throughout the US.
The long-term survival of certain patients after treatment with radiation or chemotherapeutic agents has allowed the realization that agents that effectively control cancer in the human subject may also possess an oncogenic potential, resulting in secondary malignancies in a significant proportion of surviving patients. A quantitative assessment of the oncogenic effects of these agents at a cellular level is important, as is information on conditions and agents that may effectively alter the development of the neoplastic state. Cell culture systems where the neoplastic transformation of cells can be scored after exposure to carcinogens offer powerful tools for evaluating the oncogenic potential of radiation and chemotherapeutic agents.
The problem of search for new materials for spectrally positioned laser sources, which is central for modern photonics, is discussed. The use of the stimulated Raman scattering effect in crystals offers a highly efficient way to the design of such sources. The recent results of investigations into this effect for a large number of various types of crystalline materials are presented. The most promising compounds, as regards the realisation of different laser operation modes, are considered, including calcium, strontium, barium and lead molybdates and tungstates. Several examples of functioning efficient lasers based on novel materials exhibiting the stimulated Raman light scattering effect are given.

A study was conducted to examine the energy consumption in existing and new hog farming facilities and to analyse the potential for increased natural gas use in the Saskatchewan hog industry. Existing heating/cooling, ventilation and feed mill equipment choices offer possibilities for running on electricity, natural gas or propane. Energy costs are lowest when natural gas is used. To put the study in context, an overview of the Saskatchewan hog industry was provided. Late 1994, the Geothermal Heat Pump Consortium (GHPC) was launched as a non-profit collaborative effort between the United States Department of Energy, US electric utilities and the GeoExchange (geothermal heat pump) industry to make ''geothermal heat pumps'' a significant component of the HVAC industry and avoid 1.5 million metric tons of carbon equivalent per year. The goal was to create a self-sustainable GeoExchange market. This report offers a summary of some of the lessons learned and an overview of some of the programs major accomplishments.

A new scheme to accurately retain kinetic electron effects in particle-in-cell (PIC) simulations for the case of electrostatic drift waves is presented. The splitting scheme, which is based on exact separation between adiabatic and on adiabatic electron responses, is shown to yield more accurate linear growth rates than the standard df scheme. The linear and nonlinear elliptic problems that arise in the splitting scheme are solved using a multi-grid solver. The multi-grid particle-in-cell approach offers an attractive path, both from the physics and numerical points of view, to simulate kinetic electron dynamics in global toroidal plasmas.
The Marine Technology Society 1994 conference was held in Washington, D.C., September 7-9, 1994. Titled Challenges and Opportunities in the Marine Environment, the conference offered a wide variety of presentations. State-of-the-art technology, government policies and regulations, and environmental concerns were addressed. Offshore mining, coastal zone management, marine engineering, oceanographic research, educational issues, and global climate change were also well represented in the presentations. Since the mid-1980s the number of scientists from all over the world using CERN's facilities has increased enormously. Currently more than 6,000 users, over half of the planet's high-energy physicists, carry out fundamental research at CERN. This user community is living proof that CERN welcomes inter- regional collaboration which benefits all and boosts the progress of science. The LHC, the only machine capable of addressing problems way beyond today's frontiers of high energy physics, offers an unique opportunity for extending world wide collaboration.
This article gives a survey of the history, properties and applications of 'Kevlar' aramide fibers. For example, the 'Kevlar' para-aramide fiber is used in compound materials in ship-, aircraft- and vehicle construction. 'Kevlar' is used as a replacement for asbestos, for example in brakes, clutches and seals or as rubber reinforcement (tyres, conveyor belts, hoses). The aramide fibers also offer manufacturers of ropes, hawsers and cables a near ideal range of properties. (MM).
Artificial Neural Networks (ANNs) are parallel distributed processing machines. The unique characteristics of ANNs are: Fault tolerance, robustness, plasticity and generalization. These offer great potential in many AI applications such as character recognition. Handwritten character recognition is an intrinsically interesting problem, but the difficulties of this task are the many variations in the characters. A robust new incremental learning method, which combines supervised and unsupervised learning paradigms implemented by the Functional Link Net, is illustrated with experimental results. Clustering, based on unsupervised learning, classifies the input data into several categories. The supervised learning paradigm then further classifies the data in the clustered categories.
In the framework of the carbon storage two forestry methods are analyzed by the author: the standing capitalization (slowing of the crops) and the spices substitution (slow growing species by fast growing species). The construction of a model taking into account the all stage of the carbon implication (biomass, soil, forest products) offers simulation and quantitative results on these methods. (A.L.B.)
CERN, DESY, Fermilab and SLAC have joined forces to build INSPIRE, the next-generation HEP information platform offering innovative tools for information discovery and communication. Representing a natural community-based evolution of SPIRES, INSPIRE provides fast access to the entire body of HEP literature. As a subject repository it will host fulltexts of preprints, Open Access journal articles and supplementary material like conference slides and multimedia, enabling novel text- and data mining applications. In the spirit of Web2.0 INSPIRE will also supply tools for collaboration and user-enriched content.
A growing number of pumped storage plants installed within the US brings attention to the increasing significance of pumped storage as a source of electrical generation capacity. Because of the special benefits this technology has to offer, hydroelectric pumped storage is an option that many utilities should consider for the supply of new capacity requirements. This article surveys the development and use of pumped storage in the US, and considers the potential for the future development of this technology. Although some of the problems that have occurred on recent projects highlight the role of pumped storage as a technological proving ground, the article puts forth the view that pumped storage is maturing to play a significant role in US electricity supply.
Italian district small and medium enterprises (SMEs) developed aggressive strategies to extend their sales networks and supply chains abroad. Literature on districts offered alternative explanations about the impacts of internationalization on local manufacturing systems. The authors consider the evolution of Italian districts in the framework of global value chain approach, focusing on the role of leading firms. Based on a survey of 650 Italian SMEs and financial indicators, the paper describes the rise of a new district firm model, the open network, which becomes a key node of global value chains. The paper also analyses the relationships among internationalization, innovation strategies and performance of SMEs.

There are good prospects for silicon carbide anti-corrosion coatings on fuel elements to be realised, which opens up the chance to reduce the safety engineering requirements to the suitable design and safe performance of the ceramic fuel element. Another possibility offered is combined-cycle operation with high efficiencies, and thus good economic prospects, as with this design concept combining gas and steam turbines, air ingress due to turbine malfunction is an incident that can be managed by the system. Fluidized bed technology was experimentally evaluated for the combustion and gasification of cotton gin waste. The isothermal bed temperatures in the reactors could be maintained below the ash fusion point of the waste. Raw stripper harvested cotton gin trash could be metered directly into the fluidized-bed reactors indicating that little feed preparation is required. H and CO were the primary products of gasification, and approximately 3200-400 Btu of gas were produced per lb of cotton gin waste. These techniques offer the potential of providing small-scale energy conversion systems for use on farms.

Asymmetrical solar concentrators may offer significant advantages over symmetrical ones by the higher yearly average energy input per unit aperture area and the wider range of flexibilities in the design and operation. This paper describes the design, construction and performance evaluation of a non-parabolic asymmetrical solar concentrator with an evacuated receiver. The concentrator has a concentration ratio of 3.25 and a theoretical optical efficiency of 0.67. Collector efficiency test results are presented and compared with another similar concentrator without an evacuated receiver.
This book presents in simple terms the basis of molecular genetics and how it is used to obtain an understanding of the human genome. The author's central focus is the transistion of genetics from statistics to experimental manipulations, and he offers analogies that help readers visualize the genome, thereby avoiding conventional scientific presentations. He illustrates how genetics is used in scientific laboratories, in courtrooms, and in hospitals. Little is presented about the complex social and ethical issues raised by the Human Genome project.
Technology progress in DNA sequencing boosts the genomic database growth at faster and faster rate. Compression, accompanied with random access capabilities, is the key to maintain those huge amounts of data. In this paper we present an LZ77-style compression scheme for relative compression of multiple genomes of the same species. While the solution bears similarity to known algorithms, it offers significantly higher compression ratios at compression speed over a order of magnitude greater. One of the new successful ideas is augmenting the reference sequence with phrases from the other sequences, making more LZ-matches available.
Emulsion explosives were discovered by Richard S Egley in 1961, but remained little known prior to rapid commercial development in the late 1970s. Their introduction has a significance that may in future be compared with the formulation of dynamite by Nobel in 1867 and the development of ammonium nitrate explosives in the mid 1950s. For the mining engineer emulsion explosives provide advantages of being inherently waterproof and having high strength with a high and stable velocity of detonation giving good fragmentation in hard rock. This is available at moderate cost, from an explosive that typically does not contain any self explosive ingredients and with fume properties that offer considerable advantages over other explosives. 2 figs., 1 tab.
A typical incident response pits technicians against networks that aren't prepared forensically. [1, 2] If practitioners do consider collecting network forensic data, they face a choice between expending extraordinary effort (time and money) collecting forensically sound data, or simply restoring the network as quickly as possible. In this context, the concept of organizational network forensic readiness has emerged. This paper proposes a methodology for "operationalizing" organizational network forensic readiness. The methodology, and the theoretical analysis that led to its development, are offered as a conceptual framework for thinking about more efficient, proactive approaches to digital forensics on networks.
This paper engages in a critical discussion of the key features delineated by the other authors in this Special Issue thus serving as an end-piece for the issue. Second, as an illustration, it offers a critical perspective on the cultural assumptions that underpin the development of Chinese higher education. Particle Swarm Optimization technique offers optimal or suboptimal solution to multidimensional rough objective functions. In this paper, this optimization technique is used for designing fractional order PID controllers that give better performance than their integer order counterparts. Controller synthesis is based on required peak overshoot and rise time specifications. The characteristic equation is minimized to obtain an optimum set of controller parameters. Results show that this design method can effectively tune the parameters of the fractional order controller.
The aim of this research is the design and implementation of a decentralized power system stabilizer (PSS) capable of performing well for a wide range of variations in system parameters and/or loading conditions. The framework of the design is based on Fuzzy Logic Control (FLC). In particular, the neuro-fuzzy control rules are derived from training three classical PSSs; each is tuned using GA so as to perform optimally at one operating point. The effectiveness and robustness of the designed stabilizer, after implementing it to the laboratory model, is investigated. The results of real-time implementation prove that the proposed PSS offers a superior performance in comparison with the conventional stabilizer. (author)
With the compensator-series equipment put into operation in 1992 - giving a performance of 330 Mvar - it was made possible for high-performance electronics to use a continuously variable, fully loaded power transmission line and to regulate the energy flow and minimise overcurrent losses. As well as these technical qualities, this system could offer environmental advantages for European implementation. Due mainly to competitive pressures, the practice of offering electric and telephone service under contracts or special tariffs negotiated individually between a utility and its customers has increased in importance in recent years. Moreover, the practice is likely to become still more widespread in the future. This creates questions of public policy that are of interest to regulators and ratepayers alike such as how to supervise the practice, how to encourage utilities to compete while preventing cross-subsidization and anticompetitive behavior, and how the practice will ultimately affect utilities and ratepayers. This report sheds light on the topic by describing approaches that have been taken by the various regulatory commissions and by providing a framework for analyzing such contractors.
Some recent achievements in the field of high pressure vessels and safety devices have offered a concrete chance to the application of compressed hydrogen for fleet commercial vehicles for urban use. Accordingly with this concept, ENEA has modified a Fiat Ducato van with a dual fuel engine, retaining the gasoline tank for long distance travelling and adopting the external mixture formation technique, with hydrogen injectors developed by ENEA, for non-polluting short-range duties in urban traffic. The article deals with the rationale for this choice and gives a general view of the project. (author)

Hayakawa et al. (2009) and Hayakawa (2011) have recently reviewed some "anomalous" ULF signatures in the geomagnetic field which previous publications have claimed to be earthquake precursors. The motivation of this review is "to offer a further support to the definite presence of those anomalies". Here, these ULF precursors are reviewed once again. This brief communication shows that the reviewed anomalies do not "increase the credibility on the presence of electromagnetic phenomena associated with an earthquake" since these anomalous signals are actually caused by normal geomagnetic activity. Furthermore, some of these ULF precursors have just been rebutted by previous publications.

Borrelia burgdorferi sensu lato genospecies were differentiated by PCR-based sequencing of the borrelial flagellin gene. To evaluate the usefulness of KingFisher"T"M magnetic particle processor in PCR product purification, borrelia PCR products were purified with KingFisher"T"M magnetic particle processor prior to cycle sequencing and the quality of the sequence data received was analyzed. KingFisher was found to offer a rapid and reliable alternative for borrelial PCR product purification.
System identification is a necessity in control theory. Classical control theory usually considers processes with integer order transfer functions. Real processes are usually of fractional order as opposed to the ideal integral order models. A simple and elegant scheme is presented for approximation of such a real world fractional order process by an ideal integral order model. A population of integral order process models is generated and updated by PSO technique, the fitness function being the sum of squared deviations from the set of observations obtained from the actual fractional order process. Results show that the proposed scheme offers a high degree of accuracy.

Insulated pressure vessels are cryogenic-capable pressure vessels that can be fueled with liquid hydrogen (LIQ) or ambient-temperature compressed hydrogen (CH2). Insulated pressure vessels offer the advantages of liquid hydrogen tanks (low weight and volume), with reduced disadvantages (lower energy requirement for hydrogen liquefaction and reduced evaporative losses). This paper shows an evaluation of the applicability of the insulated pressure vessels for light-duty vehicles. The paper shows an evaluation of evaporative losses and insulation requirements and a description of the current experimental plans for testing insulated pressure vessels. A new highly alloyed (Cr, Mo, W, N) super austenitic grade has been developed. This grade offers high mechanical properties combined with excellent corrosion resistance in chloride acid media. This grade is particularly designed for applications in chloride, oxidizing acid media encountered in the chemical, transportation, pollution control, offshore and pulp and paper industries. Mechanical properties, corrosion resistance and weldability of this grade are presented and compared to that of other stainless steels and nickel base alloys.
Pippenger (2011) recently proposed a solution to the longstanding forward-bias puzzle. He argues that the puzzling estimates obtained using the standard equation for the efficient markets hypothesis are due to omitted variable bias. He identifies the missing variables as the future change in the forward exchange rate and the future interest differential. When these are added to the standard equation, he finds a one-to-one relationship between the future change in the spot rate and the forward premium. However, we argue that his equation can only test covered interest parity and offers no insight into the forward-bias puzzle.

To evaluate the usefulness of three-dimensional (3D) rotational angiography, cervical carotid or cerebral angiography was done without catheterizing the branches of the thoracic aorta. A 5-Fr pig-tail type catheter was passed into the ascending aorta via the radial artery or the femoral artery. Optimal carotid angiogram views were obtained using approximately 45 ml of contrast medium at a flow rate of 15 ml/sec. Optimal cerebral angiogram views were obtained using approximately 70 ml of contrast medium at a flow rate of 20 ml/sec. The contrast medium concentration was 300 to 350 mgI/ml. A satisfactory view could be obtained in 5 of 8 (63%) cases on cervical carotid 3D angiography and in 8 of 14 (57%) cases on cerebral 3D angiography. In all cases, no complications were noted. The natural gas industry has proposed an increase in the DOE gas R&D budget from about $100 million to about $250 million per year for each of the next 10 years. The proposal includes four programs: natural gas supplies, fuel cells, natural gas vehicles and stationary combustion systems. This paper is a qualitative assessment of the gas industry proposal and recommends a natural gas R&D strategy for the DOE. The methodology is a conceptual framework based on an analysis of market failures and the energy policy objectives of the DOE`s (1991) National Energy Strategy. This framework would assist the DOE in constructing an R&D portfolio that achieves energy policy objectives. The natural gas supply program is recommended to the extent that it contributes to energy price stability. The Fact Finding Committee on 'Future Nuclear Power Policy' established by the 8th German Federal Parliament in its report of June 1980 among other items published the recommendation to commission a 'risk oriented analysis' of the SNR-300 in order to enable a pragmatic comparison to be made of the safety of the German prototype fast breeder reactor and a modern light water reactor (a Biblis B PWR). The Federal Minister for Research and Technology in August 1981 officially commissioned the Gesellschaft fuer Reaktorsicherheit (GRS) to conduct the study. Following a recommendation by the Fact Finding Committee, additional studies were performed also by a group of opponents of the breeder reactor. A review of the status of integral measurements is presented for "2"4"0Pu, "2"4"1Pu, "2"4"2Pu, "2"4"1Am and "2"4"3Am. This review includes integral measurements pertinent to thermal reactor systems, i.e., thermal cross sections and resonance integrals, as well as measurements for fast reactor systems. It appears that for these nuclides the data for thermal reactors are in good shape; however, more work is recommended in defining the branching ratio of the capture cross section of "2"4"1Am to the isomeric and ground states of "2"4"2Am. Also, benchmark irradiation data are needed for cross section data testing using depletion/production codes. For fast reactors, experiments are in progress, in the UK, in France, and also in the US, with partial results available at this time. The Executive Director for Operations (EDO) in establishing the Piping Review Committee concurred in its overall scope that included an evaluation of the potential for pipe breaks. In a prior study, we demonstrated that certain disposable coils are contaminated with zinc and release substantial quantities of Zn during hemodialysis, producing high post-dialysis plasma Zn concentrations. The present investigation was designed to monitor plasma and dialysis fluid Zn and copper throughout dialysis and to estimate patient Zn and Cu uptake. Venous plasma, arterial plasma and coil chamber fluid were sampled periodically throughout dialysis; trace metal concentrations were determined by flame atomic absorption spectrophotometry. Release of considerable quantities of Zn from the coils into the dialysis fluid, with uptake into the patient's plasma, was found. Approximately one-half of the plasma Zn uptake occurred in the first 45 minutes. Coils from different lots released significantly different quantities of Zn. Patient uptake of Zn ranged from 3.2 mg-23.0 mg, with a mean of 15.0 +- 6.1 mg. Copper release and uptake was low. It is ...
The Mixed Waste Landfill occupies 2.6 acres in the north-central portion of Technical Area 3 at Sandia National Laboratories, Albuquerque, New Mexico. The landfill accepted low-level radioactive and mixed waste from March 1959 to December 1988. This report represents the Corrective Measures Study that has been conducted for the Mixed Waste Landfill. The purpose of the study was to identify, develop, and evaluate corrective measures alternatives and recommend the corrective measure(s) to be taken at the site. Based upon detailed evaluation and risk assessment using guidance provided by the U.S. Environmental Protection Agency and the New Mexico Environment Department, the U.S. Department of Energy and Sandia National Laboratories recommend that a vegetative soil cover be deployed as the preferred corrective measure for the Mixed Waste Landfill. Introduces three designs of development working protection recommended for immediate roof, basic roof and a coal seam of 1.5-2 m, 2.5-4 m and 0.7-1.1 m thickness respectively. The first design of roof control includes a dummy road with breaker props (cutting-off support) and pack, and reinforced concrete props. The second pattern comprises a breaking gate, two rows of cutting-off timber support, up to 10 m long pack and wood chocks. According to the third pattern a breaking road was executed 5.7-6 m away from the face end with breaker props at both its sides. Two rows of pack chocks were added to the dip. Advantages and drawbacks of the three patterns are pointed out. Stress distribution in rock is shown. Position of roof and support before and after roof settling is shown. The cost of the three methods is analyzed. Recommendations useful in application of the method are provided.
Current light water reactor (LWR) steam generators have been affected by a variety of corrosion and mechanical damage degradation mechanisms. Included are wear caused by tube vibration, intergranular corrosion, pitting, and thinning or wastage of the steam generator tubing and accelerated corrosion of carbon steel supports (denting). The Electric Power Research Institute (EPRI) and the Steam Generator Owners Groups (I, II) have sponsored laboratory and field studies to provide ameliorative actions for the majority of the damage forms experienced to date. Some of the current corrosion mechanisms are aggravated or caused by unique materials choices or materials interactions. New materials have been proposed and at least partially qualified for use in replacement model steam generators, including an advanced LWR design. OBJECTIVES: The authors examine the rationale and efficacy of pre-travel hepatitis B immunization strategies based on itinerary and presumed on-travel risk behaviour. METHODS: A large survey among 26,640 Danes survey provided data on journey lengths and destinations, immunization coverage, risk behaviour and knowledge. RESULTS: The estimated cumulative lifetime stay in endemic areas outside Europe is 4.3 months. The majority of risk situations are involuntary and unforeseeable. The majority of risk situations occur on short-term journeys. 5% nonimmune and 5% short-term travellers experienced at least one risk situation such as injections/operations/tattoos on their journey. The level of knowledge of hepatitis A and B is low. CONCLUSIONS: The rationale and efficacy of current immunization strategies are challenged. Once the definition of the CHP (combined heat and power generation) certificate is clear, demand for it can be organised in several ways. A well-designed system of mandatory demand, by means of an obligation to acquire a certain amount of CHP certificates each year, is effective to meet the policy target. The voluntary willingness to pay for CHP certificates is likely to be small, resulting in a very thin market. Finally, instead of creating a demand solely targeted at the CHP certificates, demand could also result from interacting policy schemes such as emissions trading. Assuming that a CHP certificate scheme is going to be introduced, we would recommend to issue standard CHP certificates based on additional ('fuel-free') kWh output (substitution approach with standard certificates) and create demand by means of an incentive on electricity supply companies to purchase CHP certificates. The genetically significant dose (GSD) is an index variable which exclusively allows to describe the genetic risk in the progeny of a population due to the application of ionizing radiation and radioactive substances in one part of this population. It may result in wrong interpretation of population exposure at increasing incidence of examinations in a population involving ionizing radiation and radioactive drugs at simultaneously increasing application of alternative methods in children and adolescents owing to the fact that it indicates a downward trend although somatic exposure of this population has increased. With the end of the cold war the United States, Russia, and other countries have excess plutonium and other materials from the reductions in inventories of nuclear weapons. The United States Academy of Sciences (NAS) has recommended that these surplus fissile materials (SFMs) be processed so they are no more accessible than plutonium in spent nuclear fuel (SNF). This spent fuel standard, if adopted worldwide, would prevent rapid recovery of SFMs for the manufacture of nuclear weapons. The NAS recommended investigation of three sets of options for disposition of SFMs while meeting the spent fuel standard: (1) incorporate SFMs with highly radioactive materials and dispose of as waste, (2) partly burn the SFMs in reactors with conversion of the SFMs to SNF for disposal, and (3) dispose of the SFMs in deep boreholes. The panel examined in some depth each of the following technologies: direct liquefaction of coal, indirect liquefaction via conversion of coal-derived synthesis gas, pyrolysis, coprocessing of combined coal/oil feedstocks, and bioconversion of coal and coal-derived materials. A sensitivity study has been done to determine the composition of DUPIC fuel from the viewpoint of neutronics fuel design. The spent PWR fuel compositions were generated and fissile contents adjusted by blending fresh uranium after mixing two spent PWR fuel assemblies. The {sup 239}Pu and {sup 235}U enrichments of DUPIC fuel were adjusted by controlling the amount of fresh uranium feed and the ratio of slightly enriched and depleted uranium in the feed uranium. Based on the material balance calculation, it is recommended that DUPIC fuel composition be such that spent PWR fuel utilization is more than 90%. A sensitivity study on the temperature reactivity coefficient of DUPIC fuel and shown that it is desirable to increase the {sup 239}Pu and {sup 235}U contents to reduce both the fuel and coolant temperature coefficients. In the last two years, the VDMA work group 'Functional security' compiled a qualitative and quantitative procedure for the determination and evaluation of turbo-machine specific risks. With the calibrated risk graph for turbo-machines the requirements (Safety Integrity Level SIL) to the protective functions for turbo-machines (steam turbines, gas turbines, generators and compressors) were determined. With consideration of the legislation, the work group compiled a recommendation for the renewal and/or reconstruction of protective functions with old facilities.
This paper examines the availability and adequacy of schools' infrastructural facilities for implementation of the Universal Basic Education program in Nigeria. Adopting the "ex post facto" design, the researchers used existing school data on physical facilities, including a survey of key stakeholders in the education sector. Data analysed revealed inadequacy of physical facilities for effective implementation of the UBE program. It was accordingly recommended that government at the national, state and local levels show better commitment to the implementation of the Universal Basic Education program. Divergence between aircraft engine emission regulations proposed by EPA and ICAO is discussed. Every engine, upon entering service, requires a certificate as to its compliance with emission standards. It is shown that despite the large variability in the measurements, it is possible to devise a certification procedure requiring the testing of one engine only. Statistical modeling of such a test at the 5% significance level is described. Values of the parameter standard deviation/mean recommended as certification standards for various pollutants are given. Features of a rational certification scheme to be formulated are outlined.
If trends from the past continue into the future, the major increase in the use of energy will come from the developing nations. If the industrialization of the Third World continues to be based on the burning of fossil fuels, the impact on the global climate from these sources alone will be substantial. Statistical information supporting the above statements is presented. The conclusion is reached that improving the efficiency of energy use is not sufficient to avert climatic changes. The accelerated and worldwide use of nuclear power is essential and, if prudently used, can become, contrary to the recommendations of the Brundtland Commission, the basic energy source fuelling future sustainable developments of the world. We present the results obtained from tests and studies carried out on the model of tube bundles for a PGV-1000 horizontal steam generator that were conducted for experimentally substantiating the design service life of a steam generator tube bundle intended for use at new nuclear power stations equipped with a PGV-1000MKP steam generator. Measures taken to minimize the incipience and development of local corrosion damage to the heat-transfer tubes and ensure their design service life are substantiated and confirmed.

This is a review of recently published literature on surgery in tropical Africa. It presents the current state of surgical need and surgical practice on the continent. We discuss the enormous burden of surgical pathology (as far as it is known) and the access to and acceptability of surgery. We also describe the available facilities in terms of equipment and manpower. The study looked at the effects of the human immunodeficiency virus, the role of traditional healers, anesthesia, and the economics of surgery. Medical training and research are discussed, as are medical migration out of Africa and the concept of task shifting, where surgical procedures are performed by others when surgeons are not available. The purpose of this document is to summarize the findings of recent studies on the security problem in statistical databases and examine their applicability to the specific needs of CEDR. The document is organized as follows: In Section 2 we describe some general control methods which are available on most commercial database software. In Section 3 we provide a classification of statistical security methods. In Section 4 we analyze the type of users of CEDR and the security control methods which may be applied to each type. In Section 5 we summarize the findings of this study and recommend possible solutions.

Functions of fusion power plants were identified that possess sufficient potential for an accidental release of toxic materials to the environment. An assessment was made of the impact of the potential accidents and recommendations are included for R and D that will allow incorporation of safety concerns in fusion power plant design. This work was based on a review of information available in conceptual design documents of fusion reactor systems.

A rotational speed control, tailored to the Sunflower system requirements, was designed and fabricated in breadboard, preprototype, and prototype configurations. These units were subjected to performance and environmental testing which has led to design improvements. Program efforts have yielded hardware capable of meeting all performance requirements and of operating under all the environmental conditions to which the units were exposed. Attractive design changes were identified and, in some cases, completed. These changes involve improvements in circuitry and packaging, the primary objectives of which are to eliminate startup bias batteries and reduce weight. It is recommended that the reported program be extended to implement these improvements. (auth)
Discusses Czechoslovak regulations for determining moisture content in brown coal. Standard formulae for determining total moisture content and residual water content are described. Factors that influence accuracy in determining moisture content under laboratory conditions are analyzed: brown coal type, season of the year, air humidity, method and duration of coal sample drying, number of coal samples simultaneously dried in 1 dryer, ash content of coal. On the basis of analysis recommendations for a modified method of determining moisture content in brown coal are made. 5 refs.
The results of a study conducted by Working Group 10 of the AGARD Fluid Dynamics Panel to investigate the limits of boundary layer methods, both the integral and field type formulations, for calculating three-dimensional turbulent separated flow are presented. Test cases used to assess the boundary layer calculations included the DFLVR prolate spheroid at angle of attack and the NASA-Ames Wing C. Comparisons between boundary layer calculations and experimental data are presented for these test cases along with observations, conclusions, and recommendations.
Red mud is a kind of alumina production, characterized by high content of fine-dispersion Fe, Al and Ti oxyhydrates; it is studied from the viewpoint of its application as a sorbent for Sr. The red mud specific surface constitutes 23-25 m"2/g, the density is of 3.3-3.4 g/cm"3 and the melting temperature is 1350-1370 deg C. It is established that the maximum sorption capacity of the red mud for strontium equals 420 #+-# 24 mg-eq/100 g. The red mud high sorption properties make it possible to recommend it as a sorbent by constructing technogenic barriers at the radioactive wastes disposal sites
The prospect for the recovery of rare earths from red mud, the bauxite tailings from the production of alumina is examined. The Jamaican red mud by far has the higher trace concentrations of lanthanum, cerium, neodymium, and yttrium. Scandium is also present. The dissolution of the rare earth is a major extraction problem because of the large volume of other materials. The recovery processes that have been proposed include the production of co-products such as iron, alumina, and titanium concentrates, with the rare earths going with the titanium. In this paper a critical examination of the possible processes are presented with the recommended research projects to be carried out.
A major component of the 1990 recommendations of ICRP (ICRP, 1991a) was the revision of the dose limits. But other changes were introduced which necessitated a review of earlier guidance. In particular, ICRP set up a Task Group in 1993 to prepare a report on the principles for the protection of workers. The report was adopted in 1997 and has now been published as ICRP Publication 75 (ICRP, 1997). The contractor has met and made notable improvement of attaining customer satisfaction in mission execution. This paper presents the results of a study commissioned by the British Columbia Science Council to identify opportunities for liquefaction of B.C. coals and to recommend effective approaches to the development of a research program on coal conversion. Contains reviews of British Columbia coal resources to identify prospective candidates for conversion to liquid fuels; of the state of the art in the various processes for the conversion of coal to liquid fuels with particular emphasis on those processes most relevant to British Columbia applications; and of research opportunities in British Columbia for the development of coal liquefaction technology. Copper alloys are a suitable tubing material for turbine condensers and heat exchangers. Due to problems with corrosions copper alloys increasingly are displaced by high-grade steel and titanium. Blockages and surface formation in the pipes, disturbance of the oxide coating formation, erosion and quality faults with the production are the causes for the corrosion. In the contribution under consideration counter measures are designated for the solution of the problems with corrosions. The application limits for different copper alloys are designated. Recommendations for the optimized operation are given.

The National Energy Modeling System (NEMS) developed by the U.S. Department of Energy`s Energy Information Administration is a well-recognized model that is used to project the potential impact of new electric generation technologies. The NEMS model does not presently have the capability to model energy storage on the national grid. The scope of this study was to assess the feasibility of, and make recommendations for, the modeling of battery energy storage systems in the Electricity Market of the NEMS. Incorporating storage within the NEMS will allow the national benefits of storage technologies to be evaluated.
The effect of elastic and plastic strains on the magnetic properties of ferrite-pearlite steels has been studied. It has been shown that the sensitivity to elastic-tensile and bending strains is four to five times greater for remnant magnetization than for coercive force. In order to determine the degree of cold plastic deformation of high-carbon steels, a two-parametric testing technique based on the use of remnant magnetization and coercive force was suggested. An MMT-2 device was recommended for measurement of the required parameters.
The major distributor and retailer of electrical power to Auckland, New Zealand, is Mercury Energy Limited. Following the sequential failure of the four 110kV underground cables, two gas-filled and two oil-filled, which supply the central business district, power was interrupted for 29 days from the 20th February 1998. A government inquiry was instituted, to examine what happened, why, and what lessons could be drawn for the future. Inadequacies in Mercury Energy`s cable maintenance and operating procedures were identified. The findings of the inquiry and its recommendations are reported. (UK)
Hexane extract of licorice (Glycyrrhiza glabra L.) roots was obtained and investigated. Hydrocarbons, sterol ethers, triacylglycerides, free fatty acids, and free sterols were identified. The extract contains 70% neutral and 30% polar lipids. It is established that the lipid fraction of licorice roots is more effective than the analogous fraction of rosehip oil in stimulating the reparative regeneration of skin. In addition, this fraction also exhibits pronounced antiinflammatory and antiulcer effects, while being virtually nontoxic. Based on these results, the lipid fraction of licorice roots can be recommended as a parent substance for creating effective preparations in various medicinal forms.
The wind industry has experienced premature turbine component failures during the past years. With the increase in turbine size, these failures, especially those found in the major drivetrain components, i.e. main shaft, gearbox, and generator, have become extremely costly. Given that the gearbox is the most costly component in the drivetrain to fix, the National Renewable Energy Laboratory (NREL) initiated the Gearbox Reliability Collaborative (GRC) to determine the causes for premature gearbox failures and subsequently, recommend improvements to gearbox design, manufacture, and operational practices. The GRC has two identical test gearboxes, which are planned for a dynamometer and a field test, respectively.
A 2D matrix allows a fairly rapid verification of irradiation parameters transferred on computer processing equipment without expanding the dosimetry means to implement. Associated to 'Multicheck and Verisoft' software it will handle some of the regulatory recommendations of the A.F.S.S.A.P.S. for quality control of accelerators and ensure the traceability of testing carried out. FLOWER, a computer code recommended by USNRC for assessing the environmental impact in tidal regions, was adapted and improved so as to be suitable to deal with the influence of drift stream along seashore to the dilution of contaminants and heat in the bay mouth. And the code outputs were presented with more mid-results such as average concentrations and temperature values for all tides considered. Finally, the modified code is applied to the dispersion calculation of heat and liquid effluents from Daya Bay Nuclear Power Plant, and the impacts from routine operation of the plant on Daya Bay sea waters were given.

In a first step, developments with regard to how mobility is achieved and the energy consumption involved are examined and the impact of business-as-usual trends on global carbon dioxide (CO2) emissions and future fuel consumption is discussed. In a second step, the paper outlines potential alternative futures in terms of energy and mobility. Finally, the paper derives and presents recommendations for policy-makers.
This report presents an overview of research activity currently being funded by the US Department of Energy (DOE) on solid wastes from coal gasification, coal liquefaction, and oil shale technologies, Projects conducted in the DOE energy technology centers and national laboratories, and in cooperative projects with other government agencies, private industry, and universities are developing the basic and applied technology and data on which present and future fuel-conversion and utilization processes depend. The report identifies data gaps and recommends research needs where warranted.
Tube failures due to excessive flow-induced vibration must be avoided to assure the reliable performance of heat exchangers. Such components must be thoroughly analysed for vibration at the design stage. Several flow-induced vibration mechanisms are possible. In this paper, particular attention is given to fluidelastic instability of tube bundles subjected to liquid and two-phase cross-flow. The performance of ten operating heat exchanger components is reviewed to validate our recommended vibration analysis guidelines. Both tube failure histories and satisfactory performances are considered. The results show that a fluidelastic instability constant K=3.3 is a reasonable design criterion. (auth).
Experimental investigation of the length of single burning jets of methane and hydrogen previously diluted with an inert gas (nitrogen or helium) was carried out. Efflux of fuel gases into the atmosphere occurred through cylindrical extension pieces 4 and 8 mm in diameter. The Reynolds numbers at the cut of a piece varied in the range from 400 to 12,000. A clearly defined dependence of the jet length on the quality of the added inert gas is obtained. The correlation of experimental data made it possible to recommend formulas for engineering calculations of free laminar and turbulent jets.
Pilot industrial-scale testing of TSK-25 and TSK-10 compounds produced by NPP Tekhmet has been performed at Ruspolimet for siphon casting of 0.7?1.5-metric-ton ingots which are broader on the top (?flowers??) used for production of all-rolled rings; this is as an alternative to the existing process of pouring the steel into molds lubricated with petrolatum. The evaluation tests led to recommendation of the TSK-10 compound for industrial-scale testing; use of this compound enabled the petrolatum-lubricated steel casting process to be abandoned, thereby improving working conditions, and reducing rejects of the all-rolled ring products.
The objective of this work is to verify whether the home-made teas form Brazilian plants, used for control of childish diarrhea have been efficient reaching the composition recommended by World Health Organizations (WHO). This work has been carried out using the neutron activation analysis and the TRIGA MARK I reactor, the IPR-R1, in the Centro de Desenvolvimento da Tecnologia Nuclear - CDTN. Progress reports on the European Research Centre for Air Pollution Control Measures project are presented. Topics covered were: assessment and analysis of the impacts of airborne pollutants on forest trees, and distinction from other potential causes of recent forest dieback; research into atmospheric dispersion, conversion and deposition of airborne pollutants; development and optimization of industrial technical processes to reduce or avoid emissions; and providing instruments and making recommendations to the industrial and political sectors.
Bases of the algorithm for assessing the reinforcement status in reinforced concrete products by gamma-absorption method are presented. Analytical equations are obtained for estimation of error of the parameter characterizing the degree of reinforcement destruction. It is recommended to use high-energy Bremsstrahlung sources-betatrons of 4-10 MeV maximum energy for testing products of 500-600 mm thick. Linear radiation attenuation factor (LAF) of concrete in estimated equation is replaced by effective LAF of concrete, and LAF of reinforcement and corrosion materials - by differential LAF. Corresponding LAF of nonevident form in the algorithm is assessed by the results of processing of direct-shadow radiographs of defectometers
A synthesis of papers based on the United Nations Environment Programme meeting on the ozone layer, Washington DC, this book contains valuable information on ongoing and planned activities concerned with stratospheric ozone problems, and presents the recommendations for further action resulting from the meeting. Possible changes in the characteristics of the ozone layer are discussed, together with the environmental, ecological, climatic, economic, and health implications of stratospheric ozone depletion. A comprehensive survey of current research in five European countries, the USA, Canada, and Australia is included and the volume is concluded by the UNEP report of the meeting and a world plan of action.
This study examines the effects of blasting on waste dumps at open pit mining operations. Of specific concern were mining operations at the base of a five hundred foot high waste dump such as the operation at the South Pit of the Smoky-River Coal Ltd. property near Grande Cache, Alberta. An assessment of waste dump stability including factors such as quasi-static deformation behaviour, historical dump deformation behaviours and potential blasting effects was undertaken. It is concluded that safe blasting may be carried out in proximity to waste dumps, but monitoring of dump behaviour is recommended to ensure operational safety. 22 refs., 4 apps.
Theft, illegal possession, smuggling, or attempted unauthorized sale of nuclear and radiological materials remains a worldwide problem. The Nuclear Smuggling International Technical Working Group (ITWG) has adopted a model action plan to guide investigation of these cases through a systematic approach to nuclear forensics. The model action plan was recently documented and provides recommendations concerning incident response, collection of evidence in conformance with required legal standards, laboratory sampling and distribution of samples, radioactive materials analysis, including categorization and characterization of samples, forensics analysis of conventional evidence, and case development including interpretation of forensic signatures. The operation of steam turbines is technically controllable. The manufacturers specify reliable operating ranges as well as demands on the implementation of steam turbines into the power plant process for the respective steam turbines. The VGB guidelines describe the generally valid procedures for the operation of steam turbines in detail. Important insights at some steam turbines are not or only insufficiently converted nevertheless. Damage and extended downtimes at revisions are the result. The author of the contribution under consideration describes some more and more occurring problems. Recommendations and suggestions are given with respect to the avoidance of such findings.
Comparatively evaluates two models for forecasting ground subsidence after underground mining: a standard method used in Poland in underground coal mining and a method used in the GDR. Factors that influence ground subsidence after underground mining are evaluated. Effects of depth, stratification, and physical and mechanical properties of rock strata are analyzed. Time dependence of dynamic troughs and static final troughs left after underground mining is evaluated. Formulae are recommended for forecasting ground subsidence after underground coal mining and mining of other deposits. 3 refs.
Lead-acid batteries, one of eight types, account for about 70% of annualized control costs facing the battery manufacturing industry as a result of EPA's guidelines. This report is the industry's response. It makes counter recommendations for effluent limitations, discusses selected control technologies and effluent limitations, makes control cost estimates, and provides an economic impact analysis and a benefits effectiveness analysis.
We studied 129 AIDS patients with suspected or proved intracranial manifestations of the disease. The purpose of this study was to compare the diagnostic sensitivity of unenhanced and contrast enhanced CT and unenhanced T{sub 2}-weighted MR. Thus, in 20% of our patients MR but not CT was diagnostic. In another 20% MR provided additional diagnostic information. In conclusion, MR is recommended as the imaging modality of choice in AIDS patients with non-conclusive cranial CT. (orig./GDG).
Use of a broadband Local Area Network (LAN) for transmission of classified and secure unclassified information requires monitoring capabilities which are sensitive to discrete segments of the network frequency spectrum. A viable monitoring system must be capable of detecting possible intrusion attempts or network malfunctions and alerting operating and security personnel. This report documents the results of an evaluation of the Magnavox CATV Systems Inc. Digital System Sentry software for network monitoring. Recommendations are made on its possible future role in broadband LAN security monitoring throughout the Nuclear Weapons Complex.
For users and manufacturers affected by unwanted electrostatic discharges, the publication of standards concerning the control of such discharges is a great improvement and helps to prevent unwanted electrostatic discharges in potentially explosive atmospheres as well as around electrostatically sensitive devices. There are, for instance, handbook-like documents giving recommendations to help set up effective electrostatic suppressing measures and programs. Another group of standards focuses on certain products and processes and is, thus, more specific. A third group deals with test methods and specifications to help manufacturers develop products that are safe. Many non-domestic buildings, built recently in the UK, use natural means to provide ventilation for indoor air quality and thermal comfort. This paper presents monitoring results obtained from such a purpose built naturally ventilated educational building. Its performance during the summer is discussed based on monitored results. Using thermal and ventilation modelling, the paper also discusses the optimisation of the building's summer performance. Recommendations on the selection of appropriate ventilation strategies in relation to the prevailing external conditions are derived and the appropriateness of the control methods is discussed. The demand for energy management in teaching packages of Higher Vocational schools in the Netherlands and the possibilities to implement energy management into the different sectors of this school type have been investigated. The results are based on interviews with representative of the above-mentioned school types. This report gives the results of an assessment of the effects on seabirds of possible petroleum exploration at the shelf outside Central-Norway out to 1"o East. By combining oil spill simulations with the valued ecosystem components, i.e. seabirds, their distribution, and their vulnerability indexes, the relative index values for the direct effects of oil spills were calculated. For the purpose, the analysis system SIMPACT was used. On the basis of these results and other relevant considerations, recommendations for limiting a possible drilling activity are given. 85 refs., 49 figs., 9 tabs.

Also, the safety assessment method for CANDU was studied by reviewing C documents and recommendation of IAEA. Through the present works, the vague policy in the CANDU safety regulation is cleaning up in a systematic form and a new frame to measure the objective risk of nuclear power plants was developed.
