Energy storage systems with extremely high specific energy (>400 Wh/kg) have been designed that use lightweight pressure vessels to contain the gases generated by reversible (unitized) regenerative fuel cells (URFCs).[1] URFC systems are being designed and developed for a variety of applications, including high altitude long endurance (HALE) solar rechargeable aircraft (SRA), zero emission vehicles (ZEVs), hybrid energy storage/propulsion systems for spacecraft, energy storage for remote (off-grid) power sources, and peak shaving for on-grid applications.[1-10] Energy storage for HALE SRA was the original application for this set of innovations, and a prototype solar powered aircraft (Pathfinder-Plus) recently set another altitude record for all propeller-driven aircraft on August 6, 1998, when it flew to 80,285 feet (24.47 km).[11

This report provides an assessment of the research and development (R&D) work underway in geothermal energy in the following countries: Denmark, France, Germany, Italy, Japan, Russia, and the United Kingdom. While the R&D work underway in the US exceeds the R&D efforts of the other countries, the lead is eroding. This erosion is due to reductions in federal government funding for geothermal energy R&D and the decline of the US petroleum industry. Purpose of this assessment for this town in the Slovak Republic is to develop information on the building sector energy efficiency and improvement potential for use by town management to support decisions on providing energy services to Handlova citizens. Objectives were to characterize baseline space and water heat energy use and efficiency improvement potential in the residential and nonresidential building sectors. Intention was to identify major areas of efficiency improvement potential and cost-effectiveness. Four levels of energy and fuel prices were used. A significant efficiency resource exists in the space and water heating end uses in these building sectors; it amounts to 42% of the total building sector space and water heat energy consumption.

To support the Space Exploration Initiative (SEI), a study was performed to investigate power system alternatives for the rover vehicles and servicers that were subsequently generated for each of these rovers and servicers, candidate power sources incorporating various power generation and energy storage technologies were identified. The technologies were those believed most appropriate to the SEI missions, and included solar, electrochemical, and isotope systems. The candidates were characterized with respect to system mass, deployed area, and volume. For each of the missions a preliminary selection was made. Results of this study depict the available power sources in light of mission requirements as they are currently defined.

Visits were made to selected manufacturing units with 25 or more employees. Information was gathered on energy consumption and advice was given on the opportunities available for improving the efficiency of energy use. Potential energy savings are estimated and recommendations are made on the action that should be taken to improve the efficiency of energy use. In the footwear industry space heating controls, improvements in boiler plant and steam services along with building insulation provide most of the savings potential. In the leather industries major energy saving opportunities can be found in low-temperature drying, and heat recovery, where the use of heat pumps could contribute substantial savings in drying and process water heating. Boiler controls and good housekeeping are areas where firms can make worthwhile savings at very little capital cost. (MCW)

This report describes operations at SunLine Transit Agency for their newest prototype fuel cell bus and five compressed natural gas (CNG) buses. In May 2010, SunLine began operating its sixth-generation hydrogen fueled bus, an Advanced Technology (AT) fuel cell bus that incorporates the latest design improvements to reduce weight and increase reliability and performance. The agency is collaborating with the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to evaluate the bus in revenue service. The ``saturation`` impact strength and fracture toughness of a specific cast stainless steel, i.e., the minimum value that would be achieved for the material after long-term service, is estimated from the chemical composition of the steel. In the framework of the development of new generations of surface ships, the Royal Netherlands Navy is studying the option of the all-electric ship concept. Background is the growing demand of electric power on board of naval ships for various services (including weapons and sensors). Important features of such an all-electric ship concept are decentralized electric energy generation and storage. In such an all-electric ship concept, fuel cells are expected to play an important role in the future, not only for reasons of energy efficiency and low emissions, but also because of their potential military advantages. Especially polymer electrolyte fuel cell systems appear to be very interesting for this application.

It is concluded that the Department paid out over $16 million in the past two years for FTS service charges on telephone calls bearing no relationship to official Departmental business. When one adds in the costs of compensation paid to Departmental and contractor employees for the worktime spent making unauthorized FTS calls, the total costs to the Department due to FTS abuse exceeded $28 million for the fiscal years 1983 and 1984. These cost figures, moreover, fail to account for the effect of an annual loss of an estimated 40,000 man-days on the Department's productivity. It is recommended that the Assistant Secretary review the system to identify possible restrictions on usage of the lines by employees and to consider additional recording and accounting procedures to track FTS usage, especially when the lines are used for calls to telephones outside the FTS network.

The `Procurement Quality Function` is an element of the Body of Knowledge of Quality Engineering, as defined by the American Society for Quality Control (ASQC). This paper describes the Procurement Quality function which has been installed as an integral part of the Quality Engineering group of the Technical and Management Support Services (T&MSS) contractor to the United States Department of Energy (DOE) Yucca Mountain Site Characterization Project. Each of the elements of the T&MSS Procurement Quality Engineering (PQE) system is discussed along with the measurements obtained. With the installation and development of the PQE system we have attained more meaningful evaluation of supplier capability, reduction of procurement document review reject ratios from 31% to less than 2% per quarter, more effective measurement and control of supplier performance, and the ability to enter into a meaningful teaming effort with T&MSS suppliers.

The efficiency of electric power generation by dye-sensitized mesoscopic photovoltaic cells has been progressing steadily over the last years reaching now 11% in full sunlight. An important question for practical applications concerns the stability of these devices under prolonged exposure to light or heat. Strikingly stable operation can be obtained by judicious selection of the sensitizer, electrolyte and sealant rendering feasible a service life of at least 20 years under normal outdoor conditions. The sensitizer playing a central role in the light energy conversion process, we analyze the kinetic requirements for it to sustain the required one hundred million turnovers. We also review recent results on the use of self-assembled monolayers of amphiphilic sensitizers and co-adsorbents to enhance the thermal robustness of the device. (author)

The transmission of electrical energy by use of underground cables is increasing. Fault location techniques have certain limitations; incipient fault detection and location would help reduce the maintenance cost of these lines as well as improve the reliability of service. The report discusses some test results related to RF-probing techniques applied to high-voltage transmission lines. The high-frequency losses and attenuation in high-voltage cables places certain ultimate limitations on RF-probing techniques for incipient fault detection. Time-domain reflectrometry methods were employed to assess the RF-transmission properties of high-voltage cables at frequencies as high as 6 GHz. Fast-Fourier-transform deconvolution was used to obtain loss measurements as a function of frequency. The loss mechanisms were identified. The measurement hardware and methods are discussed as well as analysis approach leading to the conclusions.

Recently, the leak-before-break (LBB) concept has been used successfully to eliminate some pipe whip restraints, snubbers and jet impingement shields from the primary reactor cooling system piping of pressurized water reactors. This has resulted in substantial savings in maintenance costs, reductions in radiation exposure of plant service personnel, and has enhanced the overall safety of nuclear power plants. This study provides guidelines to utilities in expanding the application of the LBB concept to additional pipe systems and it couples the concept with hardware optimization. Seven high energy piping systems were investigated for technical feasibility in using the LBB concept. The results indicate that some of these seven lines are good candidates for the leak-before-break application.

This paper analyzes the diffusion of mobile telecommunications services in Vietnam and examines how telecommunications regulation and potential substitute/complement services affect the growth of the number of mobile telephone subscribers. Using a logistic diffusion model, it is found that fixed telephone services are a complement while data services have a negative relation to mobile telephone services in Vietnam. As for regulation, the policy of introducing competition has been found to be the most effective in influencing the adoption of mobile services. The possibility of obtaining high yields of hydrogen through the exposure of calcium hydroxide to natural uranium fission fragments is confirmed experimentally. The amounts of hydrogen obtained in some experiments were determined not only from the mass-spectrometry data, but also with the use of standard chemical analysis methods. The radiolytic hydrogen yield averaged over six independent experiments comprises 20.41 hydrogen molecules per 100 eV of absorbed fission fragment energy. The corresponding energy efficiency makes up to 60.62. Since on interaction with water or water vapor calcium hydroxide enters into the exothermal reaction to liberate 15.6 kcal/mole, it can easily be regenerated; this was attested to by one of irradiation experiments. An initial draft of an environmental and natural resource strategy for the Asia Near/East region in the 1990's is presented. The report contains five chapters. Chapter I provides an analytic framework that links natural resources, their extent, quality, and management with economic growth in the region. Chapter II contains a more detailed description and analysis of key resource problems that are restricting economic growth and have a severe negative impact on standard of living and quality of life. The most serious of these are soil and water degradation; destruction of natural forests, wetlands, and coastal zones; inefficient energy use and industrial pollution; and lack of environmental services. The Southern California Edison Company (SCE) and the US Department of Energy (DOE) entered into cooperative agreement No. DE-FC07-91ID13077 on August 23, 1991, which expired on August 3, 1996. This cooperative agreement provided SCE with DOE cofunding for participation in the DOE`s Electric and Hybrid Vehicle Site Operator Program. In return, SCE provided the DOE with quarterly progress reports which include operating and maintenance data for the electric (EVs) vehicles in SCE`s fleet. Herein is SCE`s final report for the 1992 to 1996 agreement period. As of September 1, 1996 the SCE fleet had 65 electric vehicles in service. A total of 578,200 miles had been logged. During the agreement period, SCE sent the DOE a total of 19 technical reports (Appendix B). This report summarizes the technical achievements which took place during a long, productive and rewarding, relationship with the DOE.

In this program, pipe fatigue test, leak-before-break (LBB) verification test and pipe rupture test were carried out to examine the integrity of piping, to verify the LBB and to demonstrate the effectiveness of protective measures against jet impingement and pipe whip loads under a pipe rupture event.In the pipe fatigue test, a procedure to predict the fatigue crack growth was developed, and the integrity of piping during the plant service life was evaluated. An overall plant design was developed for a gas-cooled fast reactor employing a direct supercritical Brayton power conversion system. The most important findings were that (1) the concept could be capital-cost competitive, but startup fuel cycle costs are penalized by the low core power density, specified in large part to satisfy the goal of significant post-accident passive natural convection cooling; (2) active decay heat removal is preferable as the first line of defense, with passive performance in a backup role; (3) an innovative tube-in-duct fuel assembly, vented to the primary coolant, appears to be practicable; and (4) use of the S-Co2 GFR to support hydrogen production is a synergistic application, since sufficient energy can be recuperated from the product H2 and 02 to allow the electrolysis cell to run 250 C hotter than the reactor coolant, and the water boilers can be used for reactor decay heat removal. However, energy needs are now increasing due to rapid population growth and expanding industrial activities in the country. This paper provided details of a pipeline rehabilitation program conducted across 424 km of pipeline in northeastern Brazil. The pipeline crossed 32 municipal districts. Over 37 replacements and upgrades were completed as part of the rehabilitation program. Surveys were completed to verify depth of pipeline cover, as well as to examined the condition of the external pipe coating, and the operational status of the cathodic protection (CP) system. Solid polymer fuel cell (SPFC) systems are compared to spark ignition (SI) engine power systems for utility vehicle applications. Utility vehicles provide crew and payload transport and electrical power at work sites lacking grid supply. The methodology emphasizes comparison on an equal service basis. Using power system component models and numerical analysis, power systems are designed using SI engine and SPFC technologies. The power systems are compared on the basis of fuel energy consumed and life cycle cost (LCC). Gasoline is the fuel for the SI engines, while liquid hydrogen is used for the SPFC. Three types of SPFC power system configurations are studied. The superior SPFC in terms of LCC is a fuel cell/battery hybrid where the fuel cell is sized to provide average driving power. At a military base in the Southeastern US, an energy services company (ESCO) has proposed to retrofit more than 1,000 family residences with geothermal heat pumps as part of an energy savings performance contract (ESPC). Each residence is to have one heat pump with its own ground heat exchanger consisting of two or more vertical bores. A design firm hired by the ESCO sized the heat pumps to meet peak cooling loads, and sized the borefields to limit the maximum entering water temperature (EWT) to the heat pumps to 95 F (35 C). The Dental Investigation Service, USAFSAM, Brooks AFB, has outlined the need for a vacuum unit to be used in the Air Force dental clinics. The unit must be capable of effectively picking up mercury and at the same time not redistribute mercury vapors throughout the dental clinic during normal operations or mercury-spill situations. The Dental Investigation Service selected the MRS-3, Minuteman Mercury Recovery System, product of American Cleaning Equipment Corporation as the mercury vacuum to be used for T E. Finland has some 10 million hectares of peatland, accounting for almost a third of its total area. Macroclimatic conditions have varied in the course of the Holocene growth and development of this peatland, and with them the habitats of the peat-forming plants. Temperatures and moisture conditions have played a significant role in determining the dominant species of mire plants growing there at any particular time, the resulting mire types and the accumulation and deposition of plant remains to form the peat. While in a natural state the mires of Finland have functioned as carbon dioxide sinks throughout the post-glacial period, but the ditching of peatland for forestry and agriculture, amounting to some 5,7 million hectares in Finland, has affected their water balance, especially over the last hundred years, and has thereby altered the quantity and species composition of the mire vegetation. We analyzed the effects of the Colorado Medicaid Capitation Program on the duration and services of over 21,000 outpatient mental health episodes for young children. The study spanned a three year period before and after capitation was implemented, and compared episodes of outpatient care for children from 14 capitated Community Mental Health Centers (CMHCs) with those from three CMHCs that remained fee-for-service. Proportional hazards regressions revealed that capitation resulted in an increase in outpatient episode duration, over and above similar effects for the comparison fee-for-service episodes. The hypothesis that there were longer capitated episodes for children who were hospitalized was not supported. Children with behavioral and anxiety disorders had longer capitated episodes. We propose behavior-oriented services as a new paradigm of communication in mobile human networks. Our study is motivated by the tight user-network coupling in future mobile societies. In such a paradigm, messages are sent to inferred behavioral profiles, instead of explicit IDs. Our paper provides a systematic framework in providing such services. First, user behavioral profiles are constructed based on traces collected from two large wireless networks, and their spatio-temporal stability is analyzed. The implicit relationship discovered between mobile users could be utilized to provide a service for message delivery and discovery in various network environments. As an example application, we provide a detailed design of such a service in challenged opportunistic network architecture, named CSI. The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. In this quarterly report, we present a preliminary comparison of the carbon sequestration potential of forests growing on 14 mined sites in a seven-state region in the Midwestern and Eastern Coalfields. Carbon contents of these forests were compared to adjacent forests on non-mined land. The study was installed as a 3 x 3 factorial in a random complete block design with three replications at each location. The treatments include three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Approximately 212 million liters of waste containing approximately 240,000 metric tons of processed chemicals and 177 mega-curies of radionuclides are now stored in 177 tanks. These caustic wastes are in the form of liquids, slurries, saltcakes, and sludge. In 1991, the Tank Waste Remediation System (TWRS) Program was established to manage, retrieve, treat, immobilize, and dispose of these wastes in a safe, environmentally sound, and cost-effective manner. Oil and gas exploration and production activities have contributed to wetland damage through erosion at numerous sites where canals have been cut through the marsh to access drilling sites. An independent oil and gas producer, working with Southeastern Louisiana University and two oil field service companies, developed a process to stabilize drill cuttings so that they could be used as a substrate to grow wetlands vegetation. The U.S. Department of Energy (DOE) funded a project under which the process would be validated through laboratory studies and field demonstrations. From an efficiency point of view it is desirable to increase the service temperature as much as possible. It deals with the question whether an ecolabel is suitable for wood pellet heating systems and how concrete criteria for an ecolabel for wood pellet heating plants could be specified. The study begins with a comprehensive market analysis in order to identify possible plants for which an ecolabel would make sense. In the main part of the study, the environmental relevance of the chosen plants is analysed. For this analysis, plant manufacturers were interviewed and a comparison between wood pellet heating systems and heating systems which use gas, oil or wood was carried out. On the basis of this analysis, it was possible to derive a number of criteria which were discussed with company representatives and other experts in this field.
