Since 1983, about 600 research projects received a total of DM 250 million public funds for the following tasks: - Development of scientific fundamentals for monitoring and observation of forest decline and its ecological and economic consequences. - Investigation of the cause-effect relationship of forest damage, with particular regard to the involvement of the various compartments of the forest ecosystem and to the contribution of different pollutants. - Development of the scientific fundamentals required for forestry measures to accompany the air pollution abatement measures. The investigations comprised both laboratory and field tests. The findings and conclusion are summarized. (orig./MG).
Court decisions available so far do not primarily consider the problems linked to the commissioning of an expert and his mandate, as well as the legal status of the commissioning of an expert as an administrative act which might be legally contestable. Thus there are at present no court decisions that would create legal certainty in matters of the act of commissioning a nuclear expert opinion. The current legal situation is such that an independent order for commissioning of an expert opinion in compliance with section 19 III AtG (Atomic Energy Act), which in general is given in response to the refusal of the facility operator to do so, can be independently contested on the basis of section 44 a, sentence 2 VwGO (Rules of Administrative Courts). The current practice of conflict-oriented, or nuclear power phase-out-oriented, implementation of the nuclear law poses a threat to our constitutional state and to our democracy. The supply of energy as a common good is of essential importance ...
Compared to the reference year of 1990, CO{sub 2} emissions of the Federal Republic of Germany have been curbed by about 12%, primarily as a result of industrial backfitting and pollution abatement measures accomplished in the industrial infrastructure of the new Federal Laender of Germany. Federal Government policy sticks to the previous commitment, to reduce carbon dioxide emissions by 25% by the year 2005. Current forecasts and scenarios of future greenhouse gas emissions show that only immediate adherence to a very stringent reduction policy might ensure that this ambitious goal will be achieved. In this context, any change of the baseline data and scenarios hitherto used for progonostic assessments is a crucial factor, so that the article here discusses the impacts of a change in the nuclear generation scenario, as recently ventilated by the German Federal Government, and expected effects on public power supply. It is demonstrated that highly dispersed molybdenum sulfide catalysts are prepared by using Mo(CO){sub 6} adsorbed on the support. The structure of ultradispersed molybdenum sulfide is suggested by EXAFS techniques to be different from that of MoS{sub 2}. The TOF of the thiophene HDS is almost invariant with the dispersion of molybdenum sulfide at a high molybdenum dispersion, whereas the TOF of the hydrogenation greatly increases with increasing dispersion. On the basis of the HDS activity and optimum Co/Mo ratio of Co-Mo/Al{sub 2}O{sub 3} catalysts having a variety of molybdenum dispersion fabricated by using carbonyl complexes, it is demonstrated that highly active HDS catalysts are prepared by highly dispersing molybdenum sulfide phases. Edge decorations of molybdenum sulfides by cobalt are suggested for the synergy generation between cobalt and molybdenum sulfides. (orig.) The evaluation of possible manufacture-based defects in turbine shafts and housings for component serviceability relevance is of particular interest not only in post-manufacturing NDT but also in evaluation of NDT results obtained by in-service inspections of components with long service lives. The results discussed in the paper are summarized as follows: Most of the examined natural defects in the forgings and castings behave like cracks under the simulated operating conditions and hence may well be evaluated by fracture mechanical methods for their serviceability relevance determined by crack propagation under fatigue, creep and creep-fatigue stress. The empirical correlation of true defect size and US testing results (echo signal, echodynamics, attenuation) permits improved determination of true defect sizes in the turbine components. Care has to be taken to select the proper testing and evaluation methods in compliance with defect types. (orig./MM) [Deutsch] Die ...
To determined precisely a possible connection between the amount of copper in tap-water and the risk of early childhood liver disease, it was attempted through an epidemiological survey, to determine the extent of excessive concentrations of copper in the tap-water of households with copper pipes. Water samples from 956 households were tested for copper, and the state of health of the infants in these households was documented. Infants who had been fed using water with a copper concentration of 0.8 mg/l or more received a paediatric examination with a blood serum analysis to rule out any liver damage. A copper level greater than 0.8 mg/l was found in only 2% of the households examined. Eight infants were examined by a paediatrician and their serum was analysed. These infants had either been breast-fed to the 12th week or had received more than 200 ml of tap water per day during first 12 months. None of the infants examined showed any signs of liver malfunction. From the results of the ...
Storing electrical energy in batteries is not a viable option for sustaining a country's energy economy. The mass and volume, as well as the costs, of electrochemical components required for this would be beyond all reason. Nevertheless, in certain applications the storage of electrical energy does have significant advantages over other technologies. For example, electrically powered road vehicles emit no exhaust fumes and very little noise at their place of operation. In this way they contribute substantially to air and noise pollution control in urban areas. Photovoltaic applications permit environmentally friendly electricity applications in places remote from the public grid where conventional solutions are prohibitively expensive. More than in the past, battery systems today have to meet a wide range of technical, economic and ecological requirements in order to be marketable. This is why the ''Zoxy'' zinc-air battery system was ...
A working group (SC 45B/WG B8) exists within the international electrochemical commission (IEC) which is working on the combination and revision of the IEC standards 61283, 61323, 61344, 61525 and 61526. All these standards concern direct reading, electronic, personal dose equivalent meters for the quantities H{sub p}(10) and H{sub p}(0,07); they are different with regard to the kind of radiation (photons, and/or beta rays and/or neutrons). The new standard with the number 61526 shall cover the following topics: 1. Combination of all the mentioned standards; 2. Maintenance of the essential requirements of the former standards; 3. Inclusion of the determination of the uncertainty of measurement for the measured dose equivalent value according to the ''Guide to the Expression of Uncertainty in Measurement''; 4. Consideration of all the relevant ISO-standards for reference radiation fields for photon, beta and neutron radiations; 5. Consideration of ...
Atomization of liquid fuel in aircraft engines requires application of airblast atomizers, where the kerosene is supplied into the shear layer between two swirling airstreams. The transfer of this functional principle towards gaseous fuel, as illustrated in Fig. 1, yielded a strong influence of the swirl arrangement of the airflows on flame stability and homogeneity of the fuel/air-mixture. Compared to the co-swirl configuration the flow field of the counter-swirl arrangement exhibits a marked increase of the mass flow recirculated in the internal recirculation zone and a reduction of its length in axial direction. This is attributed to the faster decay of tangential velocity maxima in case of counter-rotating airflows. This generates a stronger positive axial pressure gradient dp/dx, thus enhancing the internal recirculation zone. Analysis of local turbulence quantities yields a restriction of turbulent exchange to smaller radial sections and lower maximum values in the jet dominated ...
Under the repository storage conditions of Eram and Konrad, waste packages designed for permanent storage must not contain or release freely mobile liquids, except for the minimum residues attainable by reasonable efforts or unavoidable. In accordance with a directive issued by the German Federal Ministry for the Environment (BMU), waste conditioning must be carried out so as to minimize waste volumes and, if possible, on the site where the waste arises. Liquid waste is conditioned most effectively by drying. At the present time, various different processes for drying liquid waste are employed as reflected by the state of the art: The Robe process; roller drying; the RDA process; Favorit; in-drum drying; and HPA liquid waste drying with make-up feed. The HPA process offers these advantages: Drying under atmospheric conditions, which means high level of dryness (freely mobile and releasable water is removed); the residual water content is 10%; isothermal drying by hot air, which ...
