In order to make informed decisions about remediation options, the public throughout the Pacific Northwest and the nation needs to understand the wastes that are present, their sources of generation, their composition, and their behavior in the environment. The fact that Hanford operations` were conducted in secret for over four decades presents a unique public information challenge to those who currently are responsible for communicating with the public.

Emerging PHEV technologies were reviewed along with the role that biofuels and electricity play in their widespread use. Adenine DNA glycosylase catalyzes the glycolytic removal of adenine from the promutagenic A {center_dot} oxoG base pair in DNA. The general features of DNA recognition by an adenine DNA glycosylase, Bacillus stearothermophilus MutY, have previously been revealed via the X-ray structure of a catalytically inactive mutant protein bound to an A:oxoG-containing DNA duplex. Although the structure revealed the substrate adenine to be, as expected, extruded from the DNA helix and inserted into an extrahelical active site pocket on the enzyme, the substrate adenine engaged in no direct contacts with active site residues. This feature was paradoxical, because other glycosylases have been observed to engage their substrates primarily through direct contacts. Although the primary mission of the Southeastern Fish Culture Laboratory is to conduct scientific research on the problems facing the aquaculture industry, other goals are technology transfer and education. Over the past two years, a successful educational outreach program has been established with a local middle school. After a letter extending educational support to the public schools was written to the Superintendent, one teacher with her many science students began making monthly trips to the facility in order to gain hands-on experience in aquaculture science. The county supports the effort by providing the bus transport of thirty miles round trip. Students conduct a long-term experiment in fish growth while also learning about waterfowl, the environment, and the aquaculture industry. The thawing of permafrost regions is supposed to increase climatic change processes due to the released methane. During the last decades the temperature of permafrost soils has increased by several tenths of degree up to 2 deg C. It is supposed that 10 to 20% of the permafrost regions will thaw during the next 100 years. The southern boundary of the permafrost region will move several hundred kilometers toward the north. Besides the increased risk for the climate system there will also be disadvantageous consequences for the ecosystems. Negative economic consequences are already observed and will be enhanced in the futures with significant cost for the public.

The description of what it is like to solve the problems in this paper, it is argued, leads to several morals about the epistemology and ontology of classical pure mathematical practice. A study on the distribution of "1"3"7Cs in coastal waters up to a distance of 15 km was undertaken for a decade (1995-2004) and observed that the activity has reduced by 15-20 fold. Statistical and trend analysis was carried out to resolve the contribution of different facilities at a distance of 5 km (north and south) from the discharge point by log normal probability analysis and found that at 5 km south, the median value of "1"3"7Cs due to TAPS and FRP discharges were 3.7 mBq/l and 1.50 mBq/l respectively. The observed levels of "1"3"7Cs are of no consequences from the point of view of dose to members of the public. (author)

The release of any potential radioactive pollutant to the environment during routine operation of a Nuclear Power Plant should be the subject of appropriate controls and assessments. It is impossible to monitor directly the dose contribution of normal releases because the environmental radioactivity levels are very small but source monitoring provides a means of assessing the radiation exposure of population groups, critical groups and individual members of the public. (abridged) We present a study of stellar population of LAEs at z=4.86 in GOODS-N and its flanking field. With the publicly available IRAC data in GOODS-N and further IRAC observations in the flanking fields, we select five LAEs which are not contaminated by neighboring objects in IRAC images and construct their observed SEDs with I_c, z', IRAC 3.6micron, and 4.5micron band photometry. The SEDs cover the rest-frame UV to optical wavelengths. We derive stellar masses, ages, color excesses, and star formation rates of five LAEs using SED fitting method. Assuming the constant star formation history, we find that the stellar masses range from 10^8 to $10^{10} Msun with the median value of 2.5x10^9 Msun. The derived ages range from very young ages (7.4 Myr) to 437 Myr with a median age of 25 Myr. The color excess E(B-V) are between 0.1-0.4 mag. Star formation rates are 55-209 Msun/yr. The social work literature is replete with studies evaluating social workers' direct practice interventions, but strikingly few have assessed how well social workers are faring in the political arena. This study tests a major theoretical model, the civic voluntarism model, developed to explain why some citizens become involved in politics, whereas others do not. The study sample consisted of 396 randomly selected social workers licensed in 11 states, all of whom completed a 25-minute telephone survey. Social workers were surveyed to determine the role of the following variables in explaining social workers' political activity levels--resources needed to participate, psychological engagement, and attachment to recruitment networks. The results indicate that the civic voluntarism model was significant and accounted for 42 percent of the variance. However, aquifer thermal energy storage (ATES), which involves groundwater aquifers as the storage medium for heat or chill, impinges on the environment. A literature review of pertinent microbiology publications (Hicks and Stewart, 1988) identified the potential for the interaction of ATES systems and microbiological processes to create a source of infectious diseases and the potential for damage to the environment. Black pepper, white pepper, red pepper, ginger and turmeric were irradiated with 10 MeV electrons from a linear accelerator to a dose of 100 kGy and radioactivity was measured in order to estimate induced radioactivity in the irradiated foods. Induced radioactivity could not be detected significantly by #gamma#-ray spectrometry in the irradiated samples except for spiked samples which contain some photonuclear target nuclides in the list of photonuclear reactions which could produce radioactivity below 10 MeV. From the amount of observed radioactivities of short-lived photonuclear products in the spiked samples and calculation of H_5_0 according to ICRP Publication 30, it was concluded that the induced radioactivity and its biological effects in the 10 MeV electron-irradiated natural samples were negligible in comparison with natural radioactivity from "4"0K contained in the samples. It focuses on the ``re-tooling`` of its elementary level teachers. The TAMS program, which has been funded in part by the DOE, contributes to strategic goals two through five of the Office of University and Science Education (OUSE). This evaluation of TAMS by the National Center for Improving Science Education is primarily a qualitative study that summarizes the history and current status of the organization and its programs. This article reports on the UN Environment Programme's (UNEP's) work in supporting the banking and financing sector by creating clean energy finance markets in developing countries. Details are given of the shifting of cash markets to credit, financing solar home systems in India, solar thermal lending in Tunisia, the financing of hotel based solar water heating in Morocco, and the Green Village Credit initiatives in the Yunnan province of China. The importance of providing banks with information needed to gain awareness and experience of renewable energy systems is stressed. The fundamentals of a bank engagement programme, financial catalysts, structuring market oriented approaches, and linking bank lending to policy making are discussed along with the need to shift to credit enhancements to help banks set up their first loan portfolios.

We examined whether perceived susceptibility to and severity of two injection-related health conditions (i.e., non-fatal overdose and bacterial infections), and perceived benefits of, barriers to, self-efficacy to, social acceptance of, and recent use of two harm-reduction behaviors (i.e., injecting test shots and pre-injection skin cleaning), predicted injecting drug users' near-term intentions to engage in these two strategies. Recent past use of these two behaviors consistently and positively predicted near-term intentions in each of four drug-use situations (i.e., in withdrawal, not in withdrawal, alone, and with others). Law enforcement officials have sought conventional and nuclear-forensic analyses of questioned specimens that have typically consisted of miscellaneous metal species or actinide salts. The investigated activities have included nuclear smuggling and the proliferation of alleged fissionable materials, nonradioactive hoaxes such as 'Red Mercury', and the interdiction of illegal laboratories engaged in methamphetamine synthesis. In this work, energy-based features for gear fault diagnosis and prediction are proposed. The instantaneous energy density is shown to obtain high values when defected teeth are engaged. Three methods are compared in terms of sensitivity, reliability and computation effectiveness. The Wigner Ville distribution is contrasted to the wavelet transform and the newly proposed empirical mode decomposition scheme. It is shown that all three methods are capable of a reliable prediction. An empirical law, which relates the energy content to the crack magnitude is established.

This paper presents actual time/motion data for an oversize truck spent-fuel shipment from its origin, Surry, Virginia to its destination, Idaho National Engineering Laboratory (INEL). These data include the receipt of the empty cask at the reactor, wet-loading the cask, over-the-road or in-transit data, and receipt and dry unloading of the shipping cask at the receiving facility. Occupational doses were recorded at the Surry Power Plant as well as at INEL, and public doses were calculated for the in-transit dose analysis. This shipment was one of a series performed in support of a demonstration and evaluation of dry storage at INEL. The oversized shipment consisted of a TN-8L shipping cask loaded with three 10-yr-old pressurized water reactor assemblies. This database will be searchable and cross-indexed with relevant publications, including published detector descriptions. Since this database will be a community resource, it requires the high-energy nuclear physics community's financial and manpower support. This database should eventually contain all published data from Bevalac, AGS and SPS to RHIC and CERN-LHC energies, proton-proton to nucleus-nucleus collisions as well as other relevant systems, and all measured observables. Desorption behavior of pyrene, phenanthrene and naphthalene from fullerene, single-walled carbon nanotubes (SWCNTs) and multi-walled carbon nanotubes (MWCNTs) was examined. Available adsorption space of carbon nanotubes (CNTs) was found to be the cylindrical external surface, neither the inner cavities nor inter-wall spaces due to impurities in the CNTs and restricted spaces (0.335 nm) of the MWCNTs, respectively. Desorption hysteresis was observed for fullerene but not for CNTs. Deformation-rearrangement was proposed to explain the hysteresis of polycyclic aromatic hydrocarbons (PAHs) for fullerene, due to the formation of closed interstitial spaces in spherical fullerene aggregates. However, long, cylindrical carbon nanotubes could not form such closed interstitial spaces in their aggregates due to their length, thus showing no significant hysteresis. A troubling reality in today's political climate is that many political leaders actually believe that the best way to change schools is through an "end of a gun barrel" approach, rather than by building consensus. In this article, the author examines the reality of high-stakes testing from several perspectives, including the politics of coercion, politics of performance, and the politics of perception. The author discusses that high-stakes testing is a politically charged issue that has had a tremendous impact on the way schools operate; however, teachers must not be afraid to keep their perspective and must encourage a healthy, honest dialogue about the role of testing and engage in political debate.

In January, 1985, the Government of Thailand sought assistance from the United States Trade and Development Program (USTDP) to undertake a feasibility study to review and update the solid waste management master plan, with particular emphasis to be placed on waste disposal methods. In April, 1985, the USTDP engaged the firm of Engineering and Economic Research, Inc. to carry out a definitional/prefeasibility study to assess the potential of a project for solid waste management and energy production using municipal solid waste as fuel.

This paper engages in a critical discussion of the key features delineated by the other authors in this Special Issue thus serving as an end-piece for the issue. In particular it touches on three significant concepts. Firstly, it reinforces the importance of context, particularly cultural context in the conduct of research in Confucian cultural settings. Second, as an illustration, it offers a critical perspective on the cultural assumptions that underpin the development of Chinese higher education. Finally, it concludes with some reflections on how other papers in this Special Issue contribute to our understanding of research in CHC contexts.

A brief history of astronomical research in Ukraine is presented and the system organizing scientific activity is described, including astronomy education, institutions and staff, awarding higher degrees/titles, government involvement, budgetary investments and international cooperation. Individuals contributing significantly to the field of astronomy and their accomplishments are mentioned. Major astronomical facilities, their capabilities, and their instrumentation are described. In terms of the number of institutions and personnel engaged in astronomy, and of past accomplishments, Ukraine ranks among major nations of Europe. Current difficulties associated with political, economic and technological changes are addressed and goals for future research activities presented.

Samples of some domestic and imported food products of nutritive importance to both the child population and the adult population in Nigeria were collected and analysed in order to determine their radionuclide contents. The samples were collected from open markets in major commercial cities in the country. Gamma-ray spectrometry was employed in the determination of the radionuclide contents in the products. The gamma-ray peaks observed with reliable regularity in all the samples analysed belong to naturally occurring radionuclides, namely {sup 226}Ra, {sup 228}Th and {sup 40}K. The activity concentrations of these radionuclides in both the domestic and imported products were observed to be not significantly different. Essentially radioactive elements such as {sup 137}Cs were not detected in any of the samples. The diverse microenvironments of foods, changing with processing and preservation, might provide conditions that would enhance the growth of microorganisms which are the principal cause of spoilage, off-odor and unpleasant flavor in foods. Radiation is a potential process which may provide a product with far superior microbial quality for food preservation, by reduction of microbial population; elimination of food-borne pathogens; extension of shelf-life; and reduction of spoilage. The aim of irradiation at low dose level is to eliminate certain microorganisms, especially spoilage types and those of public health significance. Using a sample of 1485 funded firms in Germany, we analyse the driving forces of Venture Capitalist (VC) syndication and try to disentangle the circumstances under which VCs engage in collaboration with partners. The results indicate that syndication is more pronounced for younger funded firms. For firms where products are far from commercialization, the risks that investors face are more severe. With respect to disentangling the role of diversification and managerial resource motives we analyse the impact of syndication activities on the industry concentration in VC portfolios. Many nations and international agencies are working to develop improved technology and industrial capability for neuclear fuel cycle and waste management operations. The effort in some countries is limited to research in university laboratories on treating low-level waste from reactor plant operations. In other countries, national nuclear research institutes are engaged in major programs in all phases of the fuel cycle and waste management, and there is a national effort to commercialize fuel cycle operations. Since late 1976, staff members of Pacific Northwest Laboratory have been working under US Department of Energy sponsorship to assemble and consolidate openly available information on foreign and international nuclear waste management programs and technology. This report summarizes the information collected on the status of fuel cycle and waste management programs in selected countries making major efforts in these fields as of the end of May 1981.

Bark beetles that colonize living conifers and their microbial associates encounter constitutive and induced chemical defenses of their host. Monoterpene hydrocarbons comprise a major component of these allelochemicals, and many are antibiotic to insects, fungi, and bacteria. Some bark beetle species exhaust these defenses by killing their host through mass attacks mediated by aggregation pheromones. Others lack adult aggregation pheromones and do not engage in pheromone-mediated mass attacks, but rather have the ability to complete development within live hosts. TEC, to minimise backing down of its thermal units in off peak hours and also to at least partially meet the growing deficit in the supply during peak hours is moving to install pumped storage plants (PSPs) utilising off-peak surplus energy for pumping the water from lower pond to the upper pond for subsequent utilisation for power generation during peak hours. In view of some of the infra structural facilities such as storage ponds, water conductor system, transmission lines, etc. being already available, at the existing hydro power stations owned by TEC, the pumped storage units are being proposed within the environs of existing hydro stations, i.e. a 150 MW pumped storage unit at Bhira and a 90 MW pumped storage unit at Bhivpuri. Two sodium cooled reactors are currently being operated in the United States of America for the US Department of Energy. These are Experimental Breeder Reactor 11, EBR-11, and the Fast Flux Test Facility, FFTF. EBR-11 is located near Idaho Falls, Idaho, and the FFTF is near Richland, Washington. These reactors are currently engaged in a wide range of testing including fuels and materials tests, and plant system performance and safety development. The US DOE program also includes designs of a next generation sodium cooled power reactor. The FFTF and EBR-11 communities are providing input to these designs. This paper discusses the efforts to develop and operate cover gas systems for the sodium cooled nuclear reactor program in the USA.

Our hypothesis stresses that the cultural dimensions of a country can have an impact on its financial set-up. We consider multiple dimensions of culture, identified in the literature by Tabellini (2008), to test our hypothesis. A device is described for transporting loads, especially for moving belt driving stations in open pit mining operations with a propelling mechanism which for lifting a respective load is operable to move into a free space formed by the load with the ground. The device comprises a plurality of lifting mechanisms, by means of which, a lifting platform can be brought into engagement with a supporting surface of the load. The device comprises at least one supporting member which is so designed that it prevents the lifting platform from lifting off lifting mechanisms. Furthermore, means are provided which permit a turning of the lifting platform relative to the lifting mechanisms about a vertical axis which is arranged in a certain relationship to the propelling mechanism.

Adolescents with emotional and behavioral disorders (EBD) often fail to master literacy skills, in part because disruptive behaviors interfere with task engagement and persistence. The theory of behavioral momentum explains the persistence of behavior in the face of changing environmental conditions. The current exploratory study examined variables related to behavioral momentum in the context of a continuous reading task. Participants were three adolescents identified with EBD who were instructional on fifth-grade material. Results indicated that when participants read a third-grade paragraph immediately before a fifth-grade paragraph, they decreased the latency to initiate reading of the fifth-grade paragraph and increased words read correctly per minute on the first 10 words of the fifth-grade paragraph. Results are discussed in terms of the theory of behavioral momentum and the nature of interventions that may be developed to increase reading persistence.

This article considers the appeal of cognitive neuroscience research to the general public within the context of the deep puzzles involved in using our minds to understand how our minds work. It offers a few promising examples of findings that illuminate the ways of the mind and reveal these workings to be counter-intuitive with our subjective experience. However, this promise is tempered by the powerful role that perception, attention, and cognition play in how we reason about evidence. It argues that the interplay between what we believe about the nature of our minds and what the findings suggest constitutes a primary challenge in encouraging public understanding of cognitive neuroscience findings.

The Northeast Gateway Energy Bridge Deepwater Port project was commissioned in 2005 and is based on a proprietary energy bridge shipboard regasification technology. The offshore liquefied natural gas (LNG) facility will be located in federal waters 13 miles southeast of Gloucester and was designed to cope with the extreme weather of the Massachusetts Bay. A dual-buoy system will be capable of ensuring continuous delivery of natural gas. Throughput capacity will range from 400 to over 800 MMcf/d. Vessels used at the port have capacities of 138,000 m{sup 3} and 150,900 m{sup 3} with peak sendout rates of 600 MMcf/d. The vessels have the capacity to rapidly increase and decrease their delivery rates. During periods of peak demand, 2 vessels can be simultaneously accommodated at the port, which has been designed to accommodate larger vessels to maximize future throughput. In this paper we present an overview of the literature on efficacy and safety trials of the various pneumococcal conjugate vaccines on the market (PCV7) and in development (PCV9, PCV11 and allegedly PCV10 and PCV13), as well as of observations from post-licensure studies. Seven- (PCV7) and nine-valent PCV (PCV9) are reported to be sufficiently immunogenic after administration of a 3+1 schedule in infants in various RCTs. PncOMPC (PCV7 with a protein of N. meningitidis as a carrier) is less immunogenic, though this may have no repercussions for the protective efficacy against clinical disease. PCV7 is 82-97% efficacious against vaccine serotype (VT) IPD, 90% efficacious against (clinically diagnosed) pneumococcal pneumonia, and, like the 11-valent PCV, 57% efficacious against VT acute otitis media. Atomic Energy of Canada has recently submitted for regulatory and public review an Environmental Impact Statement (EIS) on a concept for disposal of Canada`s nuclear fuel waste. The EIS is supported by nine primary references that summarize major aspects of the concept, including a postclosure environmental and safety assessment. The scope of the postclosure assessment is largely determined by the requirements of the Atomic Energy Control Board (AECB) of Canada. These requirements include a quantitative estimate of the annual effective dose equivalent to an individual in the most exposed group of people (the critical group) for 10,000 years following closure of the disposal facility, and a radiological risk criterion with an associated dose rate limit of 0.05 mSv/a. The authors assess the role of Computed Topography in the diagnosis and management of multiple myeloma (MM) and investigate if Computed Tomography findings can influence the clinical approach, prognosis and treatment. 273 multiple myeloma patients submitted to Computed Tomography June 1994, to December, 1996. The patients were 143 men and 130 women (mean age: 65 years): 143 were stage I, 38 stage II and 92 stage III according to Durie and Salomon's clinical classification. All patients were submitted to blood tests, spinal radiography and Computed Tomography, the latter with serial 5-mm scans on several vertebral bodies. Computed Tomography despicted vertebral arch and process involvement in 3 cases with the vertebral pedicle sign. Moreover, Computed Tomography proved superior to radiography in showing the spread of myelomatous masses into the soft tissues in a case with solitary permeative lesion in the left public bone, which facilitated subsequent biopsy. The study concludes that while the diversification into nonutility activities by the Rural Electric Cooperatives and the Rural Telephone Cooperatives has been expanding, the regulatory activities by the Rural Electrification Administration and the state public utility commissions have been inadequate to guard against cross-subsidization. In fact, there generally exist no data to identify and investigate illegal cross-subsidization activities of cooperatives. ScotGrid has undergone a huge expansion in hardware in anticipation of the LHC and now provides more than 4MSI2K and 500TB to the LHC VOs. Scaling up to this level of provision has brought many challenges to the Tier-2 and we show in this paper how we have adopted new methods of organising the centres, from fabric management and monitoring to remote management of sites to management and operational procedures, to meet these challenges. We describe how we have coped with different operational models at the sites, where Glagsow and Durham sites are managed "in house" but resources at Edinburgh are managed as a central university resource. At present, only Shell, Chevron-Texaco, and ExxonMobil are engaged in oil shale pilot schemes. It was suggested that one of the reasons oil companies are reluctant to become involved is due to weak responses to experimental leasing programs conducted by the federal government of the United States, which are not favourable for commercial-scale operations. The need for teacher education programs to prepare early childhood teachers as children's advocates is becoming ever more evident. For years, the National Association for the Education of Young Children has called for greater involvement of early childhood educators as advocates for programs and services that promote children's health and education. In teacher education programs, however, this call has largely gone unheeded. The purpose of this article is to discuss the importance of involving teacher candidates in advocacy activities and policy research, the obstacles that teacher educators can face when incorporating advocacy components into their teacher education courses and programs, and resources and strategies they can use. The objective of this task was to obtain powder property data on candidate glass former materials, sufficient to guide conceptual design and estimate the cost of glass former handling facilities as requested under Part B1 of BNFL Technical and Development Support. Twenty-nine glass forming materials were selected and obtained from vendors for the characterization of their physical properties, durability in caustic solution, and powder flow characteristics. A glass former was selected based on the characterization for each of the ten oxide classes required for Envelope A, B, and C mixtures. Three blends (A, B, and C) were prepared based on formulations provided by Vitreous State Laboratory and evaluated with the same methods employed for the glass formers. The properties obtained are presented in a series of attached Tables. Greenhouse gas mitigation strategies are generally considered costly with world leaders often engaging in debate concerning the costs of mitigation and the distribution of these costs between different countries. In this paper, the analyses and results of the design of a 100% renewable energy system by the year 2050 are presented for a complete energy system including transport. Two short-term transition target years in the process towards this goal are analysed for 2015 and 2030. The energy systems are analysed and designed with hour-by-hour energy system analyses. The analyses reveal that implementing energy savings, renewable energy and more efficient conversion technologies can have positive socio-economic effects, create employment and potentially lead to large earnings on exports. The workshop was conducted as part of the US Nuclear Regulatory Commission's (NRC) efforts to further develop its understanding of the risks associated with low power and shutdown operations at US nuclear power plants. A sufficient understanding of such risks is required to support decision-making for risk-informed regulation, in particular Regulatory Guide 1.174, and the development of a consensus standard. During the workshop the NRC staff discussed and requested feedback from the public (including representatives of the nuclear industry, state governments, consultants, private industry, and the media) on the risk associated with low-power and shutdown operations.

Based on a comprehensive analysis of U.S. IPOs, the authors show that newly public companies are prolific acquirers. Over 30% of companies conducting an IPO make at least one acquisition in their IPO year, and the typical IPO firm makes about four acquisitions during its first five years as a public company.
