The 'Boiling' plan includes 8 first experiments aimed at investigating the influence of microgravity on boiling processes, heat transfer and hydrodynamics in liquid helium being either under normal or superfluid conditions. The experiments are supposed to be carried out with individual cells collected inside a single cryogenic onboard experimental facility. A visual study of film boiling is carried out to determine the flow regime transition in the post-CHF region. An idealized inverted annular flow is obtained by introducing a liquid jet of Freon 113 through a nozzle, precisely centered with respect to the internal diameter of the test section, with an annular gas flow. The respective ranges for liquid and gas velocities are 0.05-0.5 and 0.03-8.2 m s/sup -1/. Nitrogen and helium are used in the study. For the present configuration, there are four flow regimes; namely, the smooth inverted annular flow-section, the rough wavy, agitated and dispersed flow regimes.

During the years 1995-1999, an international effort was going on under the title DECOVALEX II, in order to study the coupled thermo-hydro-mechanical (THM) effects in the water containing fractured rock mass caused by the heat generation of spent fuel canisters in a repository. The project was a continuation project of DECOVALEX (1991-1996). The name comes from the acronym 'an international co-operative project for the DEvelopment of COupled models and their VALidation against EXperiments in nuclear waste isolation'. Radiation and Nuclear Safety Authority (STUK) was one of the eleven Funding Organizations in the international project. On the basis of the results obtained by thermal fatigue tests, the monoblock concept resulted to be the most robust one, particularly when the HIPping manufacturing technology is used. Cementitious materials have physical and chemical properties that are well suited for the requirements of radioactive waste management. Namely, the materials have low permeability and durability that is consistent with the time frame required for short-lived radionuclides to decay. Furthermore, cementitious materials can provide a long-term chemical environment that substantially reduces the mobility of some long-lived radionuclides of concern for decommissioning (e.g., C-14, Ni-63, Ni-59). Because of these properties, cementitious materials are common in low-level radioactive waste disposal facilities throughout the world and are an attractive option for entombment of nuclear facilities. The present paper is concerned with development and application of a so-called Effective Convection Model (ECM), which aims to provide a detailed, mechanistic description of heat transfer processes in a BWR lower plenum. The ECM is a Computational Fluid Dynamics (CFD)-like tool which employs a simpler and more effective approach to compute heat transfer by solving only energy conservation equation instead of solving the full set of Navier-Stokes and energy equations by a CFD code. We implement the ECM in a CFD code (Fluent), with detailed description of the ECM development, implementation and validation. A dual approach is used to validate the ECM, namely validation against experimental data and against heat transfer results obtained by CFD predictions in the same geometries and conditions. In order to consider some procedures to prevent errors in radiotherapy based in learned lessons of accidental expositions and in accordance with information contained in international reports elaborated by International Atomic Energy Agency (IAEA) and of the data base availability by the European group Radiation Oncology Safety Information System (ROSIS) on the events, a research of the occurred errors was performed. For the evaluation of the incidents a data base based in the ROSIS and added plus a parameter was created 'type of error'. All the stored data make possible the evaluation of the 839 incidents in terms of frequency of the type of error, the process of detention, the number of reached patients and the degree of severity. This study, part of OECD/CERI's project on Measuring the Social Outcomes of Learning, investigates the relationship between educational attainment and political participation in Austria. First, a model based on various theoretical considerations is introduced. This incorporates direct educational effects as well as indirect effects that occur through material resources, social capital, civic orientations and values. Using a multivariate analytical approach the model is applied to the 2002 European Social Survey. Three forms of political participation are distinguished, namely voting, elite-directed and elite-challenging activities. Educational attainment is found to have significant effects on all three types but the strongest impact is on elite-challenging activities. The work reported in this paper is focused on an effective and efficient solution, namely Smart Isolation Mount for Army Guns (SIMAG), to the weapon stabilization and fire control issues facing US Army guns. SIMAG is composed of the optimum integration of two innovative technologies. Vibration Control by Confinement and smart senor/actuator/active control systems. The combined approach may also be applied to a gun barrel to reduce its undesired vibratory motions excited by external and internal disturbances, such as gun firing action. SIMAG reconfigures the distribution and propagation of excess vibration energy and confines vibrations to certain non-critical regions or modes within a structure. Aldosterone has been suggested to elicit vessel contraction via a nongenomic mechanism. We tested this proposal in microdissected, perfused rabbit renal afferent arterioles. Aldosterone had no effect on internal diameter in concentrations from 10(-10) to 10(-5) mol/L, but aldosterone abolished the ability of 100 mmol/L KCl to induce vascular contraction. The inhibitory effect of aldosterone was observed from 1 pmol/L. The inhibitory effect was significant after 5 minutes and maximal after 20 minutes and was fully reversible. Actinomycin D (10(-6) mol/L) prolonged the effect of aldosterone. The effect was abolished by the mineralocorticoid receptor antagonist spironolactone (10(-7) mol/L) but not by the glucocorticoid receptor antagonist mifepristone (10(-6) mol/L). The K+-mediated increase of intracellular calcium concentration in afferent arterioles was not affected by aldosterone. Nuclear testing at and around the Nevada Test Site (NTS) resulted in widespread contamination from transuranic and other radionuclides, as well as from other toxic inorganic and organic contaminants. The type of contamination, including spatial distribution and type of radionuclides present, depends on the type of testing performed. Remediation of the contaminated areas is currently under way. The optimum in situ or ex situ remediation technology depends on the degree of interaction between the particular radionuclide, or contaminant in general, and the soil matrix, among other factors. The objective of this project was to evaluate the sorption affinity of NTS soils for common non-transuranic radionuclides. The goal of this paper is to explore how compliance with the Clean Air Act Amendments of 1990 (CAAA), especially Title IV and emission trading under it, will affect the current relationship between state and federal regulation. It is difficult, with the limited experience we have had under Title IV, to be definitive about or to be a very strong advocate of too many policy positions. What may be most helpful at this point is to identify where the difficult issues in state/federal relations might arise; and then to explore ways in which tensions might be either avoided or resolved. One anticipated conclusion is that a traditional regulatory mindset could be very destructive if applied to this new area of oversight without due sensitivity to what Congress is trying to achieve in Title IV. 1. Contest rules The European Space Agency (ESA) is launching a public competition to find the most suitable names for its four Cluster II space weather satellites. The quartet, which are currently known as flight models 5, 6, 7 and 8, are scheduled for launch from Baikonur Space Centre in Kazakhstan in June and July 2000. Professor Roger Bonnet, ESA Director of Science Programme, announced the competition for the first time to the European Delegations on the occasion of the Science Programme Committee (SPC) meeting held in Paris on 21-22 February 2000. The competition is open to people of all the ESA member states (*). The experimental effect investigation programme on Zircaloy-4/air oxidation was pursued and expanded to isothermal specimen exposure and the comparison of the oxidation between the atmospheres Ar/O{sub 2} and air. In close connection with the EC project OPSA, which is meanwhile terminated, the investigation concerned specimen exposure in a thermobalance to flowing atmospheres, namely dry Ar/O{sub 2} of composition 80/20 or synthetic air, respectively. As test parameters the linear heat-up rate was varied in the range 5 to 40 K/min and the ramp or holding temperature between 800 and 1500 C. Mass increase and reaction rate were continuously recorded or evaluated in temperature/time dependence. The oxide scale growth was found to be accompanied by colour changes, crack formation and spalling of layers, as well as by dimensional substrate growth, which are the reasons for the observed kinetic results. The CO laser is superior in the absorption characteristic to materials to the CO2 laser due to its shorter wavelength. In consideration of this characteristic Nuclear Power Engineering Corporation is studying this applicability sponsored by the Ministry of International Trade Industry of Japan to cutting of reactor core internals of commercial nuclear power plant. In decommissioning of reactor core internals it is necessary to cut stainless steel plates of 305 mm thick. The authors cut stainless steel plates of up to 310mm thick in air and those of up to 150 mm thick underwater with a 20kW class laser. Further, models simulating key structural elements of PWR core internals were cut and secondary products to clarify the applicability of the CO laser cutting to reactor core internals were evaluated. The paper describes design and practical realization of an internal communication layer referred to as the Internal Interface (II). The system was realized for the RFC Muon Trigger of the CMS experiment. Fully automatic implementation of the communication layer is realized in the FPGA chips and in the control software. The methodology of implementation was presented in the description form of the interface structure from the sides of hardware and software. The examples of the communication layer realizations were given for the RFC Muon Trigger.

Greenhouse gas emissions from international maritime transport are exempt from liabilities under the Kyoto Protocol. Research into quantifying these emissions is ongoing, and influences policy proposals to reduce emissions. This paper presents a cargo-based analysis of fuel consumption and greenhouse gas emissions from New Zealand's international maritime transport of goods. Maritime transport moves 99.5% (by mass) of New Zealand's internationally traded products. It is estimated that 73% of visiting vessels' activity can be directly attributed to the movement of goods in and out of New Zealand. A cargo-based methodology was used to estimate that the international maritime transport of New Zealand's imports and exports consumed 2.5 million tonnes (Mt; 2.6 billion litres) of fuel during the year 2007, which generated 7.7 Mt of carbon dioxide (CO_2) emissions. In the paper the role of conservation laws in evolutionary processes, which proceed in material systems (in material media) and lead to generation of physical fields, is shown using skew-symmetric differential forms. In present paper the skew-symmetric differential forms on deforming (nondifferentiable) manifolds were used in addition to exterior forms, which have differentiable manifolds as a basis. Experiences with weight stigma negatively impact both psychological outcomes (e.g., body dissatisfaction, depression) and behavioral outcomes (e.g., dieting, exercise). However, not everyone is equally affected by experiences with weight stigma. This study examined whether internalized societal attitudes about weight moderated the impact of weight stigma. Adult participants (n = 111) completed measures of experiences with weight stigma, as well as two indexes of internalized societal attitudes (the moderators): Internalized anti-fat attitudes and internalization of societal standards of attractiveness. Psychological outcomes included self-esteem, body dissatisfaction, drive for thinness, and bulimic symptoms; behavioral outcomes included avoidance of exercise and self-reported exercise behavior. Assuming the gluon field is well approximated by instanton configurations we derive a light quarks determinant and calculate its contribution to the specific heavy quarks correlators -- namely, the heavy quark propagator and heavy quark-aniquark correlator, receiving the instanton generated light-heavy quarks interaction terms contributions. With these knowledge we calculate the light quark contribution to the interaction between heavy quarks, which might be essential for the properties of a few heavy quarks systems.

The explosive known under the name Saletrol (mixture of ammonium nitrate and hydrocarbon fuel or a mixture of ammonium nitrate, hydrocarbon fuel and aluminum powder) is characterized by the absence of physical stability during storage (the oily fluid flows from the upper layers of the explosive downward) and as a consequence of this, decrease in the required effectiveness of blasting and increased release of toxic gaseous blasting products. In order to eliminate this shortcoming, lightening clay is added to Saletrol in a quantity of 3-12% by weight of the total explosive mass.

Generally speaking, the RADWASS (Radioactive Waste Safety Standards) Programme has achieved sufficient consensus, and might serve as an important basis for work in relation to the Convention. The Convention should not go into highly technical details since consensus at this level is more difficult at the present moment, although this will undoubtedly be achieved in the medium term. Theoretical analysis of the electric field bifurcation is made for the LHD plasma. For given shapes of plasma profiles, a region of bifurcation is obtained in a space of the plasma parameters. In this region of plasma parameters, the electric field domain interface is predicted to appear in the plasma column. The reduction of turbulent transport is expected to occur in the vicinity of the interface, inducing a internal transport barrier. Within this simple model, the plasma with internal barriers is predicted to be realized for the parameters of T{sub e}(0) {approx} 2 keV and n(0) {approx_equal} 10{sup 18} m{sup -3}. (author)

The receiver includes a housing having an internal reflective surface defining a cavity and having an inlet for admitting solar radiation thereto. 0pen ended piles develop internal frictional resistance between the internal soil plug end the pile wall during axial loading. Current pipe pile design practice assumes that the ultimate internal skin friction is of the same order of magnitude as the outer skin friction. This paper describes a series of laboratory pile load tests on instrumented model pipe piles, designed to investigate the development of plug stresses and skin friction along the plug length during pile loading. The piles contain sand columns of various relative densities and of different heights. The soil plugs are loaded to failure under fully drained conditions. The test data indicate that internal skin friction in sand can be substantially higher than assumed in conventional design practice. This finding could lead to significant economical savings on future pipe pile foundations in sand.

The information given in the present report about the Chernobyl accident and its radiological consequences indicates a serious crisis of the international radiation community. The following signs of this crises can be discerned: The international radiation community did not recognize the real reasons of the accident for a long time. It could not make a correct assessment of the damage to the thyroid of the affected populations of Belarus, Russia and the Ukraine. Up to present time it rejects the reliable data on hereditary malformations. It is not able to accept reliable data on the increase in the incidence in all categories of people affected by the Chernobyl accident. The international radiation community supported the Soviet authorities in their attempts to play down the radiological consequences of the Chernobyl accident for a long time. (author)

The overall objective of this research work was to prepare hydrocracking catalysts using amorphous silica-alumina (ASA) supports in combination with USY and {beta}-zeolites. Three supports: namely silica-alumina, USY and {beta}-zeolites were selected to prepare the extrudates using AP-1 as a binder, while two metal pairs: namely Ni-W and Ni-Mo were loaded on the extrudates through co-impregnation using incipient wetness technique. The catalysts were then calcined at 550C for 2h. The catalysts were tested in a fixed-bed flow reaction system for their activity, using desulfurized vacuum gas oil (DS-VGO) as a feedstock. The catalytic evaluation results of the catalysts showed that {beta}-zeolite alone and in combination with the ASA used in this study, has a potential as a support for developing heavy oil hydrocracking catalysts. The aim of our experiment was the testing of effects of common ammunition on usable and slightly accessible biological tissue thereby to create fundamental simple biological model for trials of wounded ballistic. Like objective tissue was elected biological material - pork and beef hind-limbs, pork head, pork bodily cavity. It was discovered that objective tissue is able to react to singles types of shots in all spectrum results namely simple smooth penetration wound as well as splintery fracture in dependence on kind of using ammunition. The effects of various approximations used in performing augmented-plane-wave calculations were studied for elements of the fifth and sixth columns of the Periodic Table, namely V, Nb, Ta, Cr, Mo, and W. Two kinds of approximations have been checked: (i) variation of the number of k points used to iterate to self-consistency, and (ii) approximations for the treatment of the core states. In addition a comparison between relativistic and nonrelativistic calculations is made, and an approximate method of calculating the spin-orbit splitting is given.

The Coalspur Formation is a continental succession of interbedded mudstone, siltstone and fine grained sandstone with subordinate coarser grained sandstone layers and channel lag deposits. Chert-pebble conglomerate (the Entrance conglomerate) occurs at the base of the formation, and coal beds interbedded with coaly shale and numerous thin bentonites occur in the upper part of the formation. An economically significant amount of high-quality thermal coal occurs within the upper, Paleocene part of the formation named the Coalspur coal zone. Relatively low molecular weights polyelectrolytes (10{sup 4}-10{sup 6}) behave as worm-like chain when electrostatic repulsions are assumed to govern the excluded volume parameter. Under such conditions, predictions of chain expansion and effect of polyelectrolyte concentrations are made assuming that unperturbed dimensions could be obtained at infinite salt content. Experimental studies of an ionic polysaccharide, namely the Na-hyaluronate, were done and the values obtained for the radius of gyration as well as the intrinsic viscosity at different charge densities are in good agreement with the predictions.

A simple and rapid procedure was developed for the purification of cyclotron-produced {sup 203}Pb via the {sup 203}Tl(d,2n) {sup 203}Pb reaction. A Pb(II) selective ion-exchange resin, with commercial name Pb Resin from Eichrom Technologies, Inc., was used to purify {sup 203}Pb from the cyclotron-irradiated Tl target with excellent recovery of the enriched Tl target material. The purified {sup 203}Pb was used to radiolabel the monoclonal antibody Herceptin. The in vitro and in vivo properties of the {sup 203}Pb radioimmunoconjugate were evaluated.

In this paper we have investigated the performance of PSO Particle Swarm Optimization based clustering on few real world data sets and one artificial data set. The performances are measured by two metric namely quantization error and inter-cluster distance. The K means clustering algorithm is first implemented for all data sets, the results of which form the basis of comparison of PSO based approaches. We have explored different variants of PSO such as gbest, lbest ring, lbest vonneumann and Hybrid PSO for comparison purposes. The results reveal that PSO based clustering algorithms perform better compared to K means in all data sets.

The 45-year defense mission has now been replaced with a peaceful mission, that of being the first site for massive cleanup of the 45-year nuclear waste. In order to establish a remedial investigation and feasibility plan, a process of discovery named the Technical Baseline Report must be performed; the task of this process is to discover all that is known about a proposed cleanup site (what the waste was, where did it go). When none of the documentation can answer the question, oral history is utilized. Some of the problems associated with the conduct of oral history interviews are described, particularly Hanford`s legacy of secrecy.

We extend the pi-calculus with polyadic synchronisation, a generalisation of the communication mechanism which allows channel names to be composite. We show that this operator embeds nicely in the theory of pi-calculus, we suggest that it permits divergence-free encodings of distributed calculi, and we show that a limited form of polyadic synchronisation can be encoded weakly in pi-calculus. After showing that matching cannot be derived in pi-calculus, we compare the expressivity of polyadic synchronisation, mixed choice and matching. In particular we show that the degree of synchronisation of a language increases its expressive power by means of a separation result in the style of Palamidessi's result for mixed choice.
