Development of quality assurance requirements as part of the regulatory framework in the United Kingdom

Within the United Kingdom, the regulatory body having responsibility for the licensing of nuclear installations is the Health and Safety Executive (HSE). The Nuclear Installations Inspectorate (NII) is that part of HSE which administers this function. Discussions on the applicability of quality assurance (QA) to licensed sites began in 1974, and an internal report was published in 1975. In parallel with work going on at the International Atomic Energy Agency (IAEA) to prepare Quality Assurance for Safety in Nuclear Power Plants: A Code of Practice, Safety Series No. 50-C-QA, NII published a second report in 1978 entitled A Guide to the Quality Assurance Programme for Nuclear Power Plants. In 1980, the construction of advanced gas cooled reactors at Heysham 2 and at Torness was licensed, and a condition was attached to the licences requiring the licensees to submit their QA arrangements to the NII for approval. Comparative crystal field study of Ni"2"+ energy levels in NiCl_2, NiBr_2, and NiI_2 crystals

The exchange charge model of crystal field theory has been used to analyze systematically the ground state absorption spectra of octahedrally coordinated Ni"2"+ ion in isostructural nickel halide crystals NiCl_2, NiBr_2, and NiI_2. The parameters of the crystal field acting on the Ni"2"+ ion are calculated from the available crystal structure data. The obtained energy level schemes are compared with experimental absorption spectra; a good agreement with experimental data is demonstrated. Dependencies of the crystal field invariants and covalence effects on the type of ligands are considered. It is shown numerically that the overlap effects between Ni"2"+ ion and ligands increase with an increase of the ligands' atomic number resulting in the following order of the degree of covalence: NiI_2>NiBr_2>NiCl_2.

Privacy and security information technology is a critical and unmet need in the management of personal information. This paper proposes concepts and technologies for management of personal information. Two different types of information can be distinguished: personal information and nonpersonal information. Standardizing regulations on production of mining electrical equipment

The paper evaluates standardization of regulations on safety of electrical equipment for underground coal mines in the USSR. Factors increasing hazards of electrical failures of equipment in underground coal mines are analyzed: reduced lighting, increased humidity and dusts, damage caused by falling rocks or damage during haulage in underground workings, installation of electrical equipment in places easily accessible to untrained personnel. Standards on safety of electrical equipment for underground coal mining valid in the USSR are reviewed: the PIRNEh regulations on production of electrical equipment for coal mines developed by the VNIIVEh Institute, and the GOST national standards. International cooperation within the COMECON on safety of mining electrical equipment (the Interelectro Committee of the COMECON) is described. One-electron reduction of the square-planar nickel precursor (PNP)NiCl ( 1) (PNP (-) = N[2-P(CHMe 2) 2-4-methylphenyl] 2) with KC 8 effects ligand reorganization of the pincer ligand to assemble a Ni(I) dimer, [Ni(mu 2-PNP)] 2 ( 2), containing a Ni 2N 2 core structure, as inferred by its solid-state X-ray structure. Solution magnetization measurements are consistent with a paramagnetic Ni(I) system likely undergoing a monomer dimer equilibrium. The room-temperature and 4 K solid-state X-band electron paramagnetic resonance (EPR) spectra display anisotropic signals. Low-temperature solid-state X-band EPR data at 4 K reveal rhombic values g z = 1.980(4), g x = 2. 380(4), and g y = 2.225(4), as well as a forbidden signal at g = 4.24 for the Delta M S = 2 half field transition, in accord with 2 having two weakly interacting metal centers. Neutron imaging system for neutron tomography, radiography, and beam diagnostics

A neutron imaging system (NIS) has been recently installed at the University of Texas TRIGA reactor facility. The imaging system establishes new capabilities for beam diagnostics at the Texas Cold Neutron Source (TCNS) for real-time neutron radiography (RTNR) and for neutron computed tomography (NCT) research. The NIS will also be used for other research projects. The system consists of two subsystems as follows: (1) Thomson 9-in. neutron image intensifier (NII) tube sensitive to cold, thermal, and epithermal neutrons, (2) image-processing unit consisting of vidicon camera, two high-resolution monitors, image enhancement and measurement processor, and video printer. The NIS is installed at the cold neutron beam of the TCNS for testing and cold neutron beam diagnostics.

Development of Guidelines for PSA-based Event Analysis (PSAEA) in an International Project

A probabilistic precursor study provides a complement to the 'root cause' analysis approach by focusing on how an event might have developed adversely, and implies the mapping of an operational event on a probabilistic risk model of the plant in order to obtain a quantitative assessment of the safety significance of the event. In order to benefit from state-of-the-art PSA features but also to assure repeatability of the analysis, a comprehensive set of PSAEA guidelines was developed. This PSAEA procedure was established in 1996-1998 by Enconet Consulting in the framework of an international project on behalf of - and involving - the nuclear regulatory bodies from 6 countries: AECB (Canada), AVN (Belgium), CSN (Spain), HSK (Switzerland), NII (United Kingdom) and SKI (Sweden).
