This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Korea Electric PowerCorporation (Kepco) of South Korea has awarded Asea Brown Boveri Switzerland, a member of the ABB Group, a contract to supply the main equipment for two gas-fired combined-cycle power stations. News of the contract followed an announcement last year that Kepco will build a series of gas-fired power stations in the early 1990s to supply electricity to new housing and commercial areas being built in the Seoul-Incheon connurbation. Capacity is defined as the power resulting from the specific position of a company in a network organization. This article extends the theory of network organizations to examine Mazda?s Yokokai Keiretsu, and proposes a new approach to calculating a firm?s capacity in a network. Capacity is divided into two categories, take-in capacity and take-out capacity, and the gap between them is called the capacity difference. We analyze the impact of capacity difference as a determinant of corporate performance in network organizations, thus providing a new perspective for successful corporate management.

This report provides key information on the irradiation environment of the MONJU fuel tests MFA-1 and MFA-2 in the Fast Flux Test Facility (FFTF). This information includes the fission powers, neutron fluxes, sodium temperatures and sodium flow rates in MFA-I, MFA-2 and adjacent assemblies. It also includes MFA-1 and MFA-2 compositions as a function of exposure. The work was performed at the request of Power Reactor and Nuclear Fuels Corporation (PNC) of Japan.

On the 3. and 4. November 1982 the sixth conference of the Corporation for Reactor Safety (GRS) was held in Cologne's Guerzenich. The theme of this year's meeting was the 'Status of Risk Investigations at Nuclear Power Plants'. A principal topic was a report on findings made by the GRS during the 'Risk Oriented Analysis SNR-300'. The second topic comprised the newest developments within Phase B of the Risk Study of Water Pressure Reactors, the discussion of the dose/effect relationship and considerations on threshold risk values. A krypton recovery pilot plant has been completed for the Power Reactor and Nuclear Fuel Development Corporation. This is the first industrial facility in the world to make practical use of development results for offgas treatment and storage from nuclear facilities. The cryogenic distillation process was adopted as a proven and reliable method to separate krypton and xenon, and to reduce gas effuents to a level so low that the decontamination factor amounts to more than 1000.

At the importance increase of UT (ultrasonic testing) with the application of rules on fitness-for-service for nuclear power plants, JAPEIC (Japan power engineering and inspection corporation) started education training for defect detection and sizing technique. Weld joints specimen with EDM (Electro-Discharged Machining) notches, fatigue cracks and intergranular stress corrosion cracks were tested and practiced repeatedly based on a modified ultrasonic method and the defect size measuring accuracy of the trainees was surely improved. This paper describes the simulation of the operating environment of the New York Power Pool (NYPP) within the Dispatcher Training Simulator facility at the New York State Electric and Gas Corporation (NYSEG). The NYSEG control center uses real-time data received from the NYPP control center to control its internal generation. In addition, the NYSEG dispatchers work very closely with the NYPP dispatchers. The exact emulation of the Generation Control functions of the NYPP EMS, and the associated data exchange with the NYSEG ECS, contribute greatly to the high degree of realism achieved in the NYSEG DTS facility. The accuracy of the power system simulation in the DTS has been validated against actual power system disturbances recorded at NYSEG.
A high-performance power system (HIPPS) is being developed. This system is a coal-fired, combined-cycle plant that will have an efficiency of at least 47 percent, based on the higher heating value of the fuel. The original emissions goal of the project was for NOx and SOx to each be below 0.15 lb/MMBtu. In the Phase 2 RFP this emissions goal was reduced to 0.06 lb/MMBtu. The ultimate goal of HIPPS is to have an all-coal-fueled system, but initial versions of the system are allowed up to 35 percent heat input from natural gas. The Committee on Interior and Insular Affairs issued the report on a bill to establish a national program for research, development, and demonstration in fuels and energy and for the coordination and financial supplementation of Federal energy research and development; to establish development corporations to demonstrate technologies for shale oil development, advanced power cycle development, geothermal steam development, and coal liquefaction and gasification development; to authorize and direct the Secretary of the Interior to make mineral resources of the public lands available for the development conporations. When applied to cleanup and waste management at DOE facilities, cost-time profile analysis helps identify actions to improve productivity and quality. The CO laser is superior in the absorption characteristic to materials to the CO2 laser due to its shorter wavelength. In consideration of this characteristic Nuclear Power Engineering Corporation is studying this applicability sponsored by the Ministry of International Trade Industry of Japan to cutting of reactor core internals of commercial nuclear power plant. In decommissioning of reactor core internals it is necessary to cut stainless steel plates of 305 mm thick. The authors cut stainless steel plates of up to 310mm thick in air and those of up to 150 mm thick underwater with a 20kW class laser. Further, models simulating key structural elements of PWR core internals were cut and secondary products to clarify the applicability of the CO laser cutting to reactor core internals were evaluated. Unmanned Aerial Vehicles (UAV) are being proposed for many applications including surveillance, mapping and atmospheric studies. These applications require a lightweight, low speed, medium to long duration airplane. Due to the weight, speed, and altitude constraints imposed on such aircraft, solar array generated electric power is a viable alternative to air-breathing engines. Development of such aircraft is currently being funded under the Environmental Research Aircraft and Sensor Technology (ERAST) program. NASA Lewis Research Center (LeRC) is currently building a Solar Electric Airplane to demonstrate UAV technology. This aircraft utilizes high efficiency Applied Solar Energy Corporation (ASEC) GaAs/Ge space solar cells. The cells have been provided by the Air Force through the ManTech Office. Expected completion of the plane is early 1995, with the airplane currently undergoing flight testing using battery power.

The DOE-Utility Nuclear Power Engineering Education Matching Grant Program has been established to support the education of students in Nuclear Engineering Programs to maintain a knowledgeable workforce in the United States in order to keep nuclear power as a viable component in a mix of energy sources for the country. The involvement of the utility industry ensures that this grant program satisfies the needs and requirements of local nuclear energy producers and at the same time establishes a strong linkage between education and day-to-day nuclear power generation. Encapsulation of a unique isotopic blend of krypton and xenon gas employs a special application of laser technology. The encapsulated gas is then used as the primary medium for detection and identification of failed nuclear fuel rods. The use of gas tagging as a means of detecting and identifying failed nuclear fuel rods has been successfully demonstrated and used by the Argonne National Laboratory, Experimental Breeder Reactor (EBR-2) Project, and the Westinghouse Hanford Company (WHC), Fast Flux Test Facility (FFTF) Fast Breeder Reactor Program. The Power Reactor and Nuclear Fuel Development Corporation (PNC) of Japan has selected this leak detection system for use in their MONJU Prototype Reactor fuel assemblies. The MONJU reactor is almost identical in design to the highly successful FFTF reactor, which is currently in standby status.
This paper presents an assessment of recent improvements in the technology for direct coal liquefaction on the estimated commercial economics. The basis for the design and cost estimates is a series of studies sponsored by Amoco Corporation and Electric Power Research Institute, which were derived from the highly detailed Breckinridge Project, completed in the early 1980s under DOE sponsorship. The technology, design, and cost estimates reflect the current two-stage liquefaction technology practiced at the Advanced Coal Liquefaction Research facility in Wilsonville, Alabama. Details of the design bases and cost estimates and how they compare with the original Breckinridge study are described. Also examined are effects of feed coal rank, product slate, and the source of hydrogen (natural gas or coal) on the costs. A series of Model Tests of Embedment Effect on Reactor Buildings has been carried out by the Nuclear Power Engineering Corporation (NUPEC), under the sponsorship of the Ministry of International Trade and Industry (MITI) of Japan. Sinusoidal forced vibration tests were carried out on three types of large-scale models to study the embedment effect on dynamic soil-structure interaction. The differences in the resonance curves and the impedance functions were discussed in relation to the vibration characteristics of the respective structures. The embedment effects on the structural responses vary according to the stiffness of the structure. The responses of the structures can be evaluated by the Axisymmetric FEM analyses. (author)

The nuclear reactor buildings are partially embedded due to conditions for the construction or building arrangement in Japan. It is necessary to verify the partial embedment effects by experiments and analytical studies in order to incorporate the effects in the seismic design. Forced vibration tests, therefore, were performed using a model with several types of embedment. Correlated simulation analyses were also performed and the characteristics of partial embedment effects on soil-structure interaction were evaluated. (author)
Bechtel PowerCorporation has performed an evaluation of flue gas desulfurization (FGD) system cost versus design level of operating availability for an industrial sized dual-alkali process. Two principle sources were used: the Flue Gas Desulfurization Information System (FGDIS) maintained by the Environmental Protection Agency and budget quotations from an FGD vendor. A survey of the FGDIS data base proved inconclusive in establishing a relationship between FGD system cost and operating availability. Using equipment failure rates derived from various sources, component availability factors were developed for all major FGD system components. Cost and availability data of nine industrial FGD system configurations were analyzed on a per boiler basis. Linear curve fitting of these data produced mathematical relationships of cost and availability.
This paper describes the weekly load forecasting expert system (named WLoFy) which was developed and implemented for korea electric powercorporation(KEPCO). WLoFy was designed to provide user oriented features with a graphical user interface to improve the user interaction. The various forecasting models such as exponential smoothing, multiple regression, artificial neural networks, rule-based model, and relative coefficient model also have been included in WLofy to increase the forecasting accuracy. The simulation based on historical data shows that the weekly forecasting results from WLoFy is an improvement when compared to the results from the conventional methods. This paper describes the benchmark analysis results of Rapid Boron Dilution (RBD) transient tests. The RBD transient tests were carried out at University of Maryland. The data were obtained as a part of the International Standard Problem No. 43, ISP-43, for code assessment. Nuclear Power Engineering Corporation (NUPEC) participated the benchmark analysis of ISP443 with the PLASHY code. The PLASHY code is a general purpose single-phase fluid analysis code, developed by NUPEC. The code has two types of module, Cartesian/Cylindrical coordinate system module and BFC module. In order to reduce the computing time, the Cartesian/Cylindrical coordinate system module was employed. All calculations were done on a parallel computer, IBM SP2, by using the 12 of 76 CPU units. The NUclear Power Engineering Corporation (NUPEC) has developed IMPACT-SAMPSON code to analyze integral behavior of light water nuclear power plants under severe accident conditions. IMPACT-SAMPSON's distinguishing features include interconnected hierarchical modules and mechanistic models covering a wide spectrum of scenarios ranging from normal operation to severe accident events, and high-speed simulation on parallel processing computers. The integral plant behaviors of typical PWR and BWR under severe accident conditions have been analyzed with the IMPACT-SAMPSON code. Transients induced in nuclear power plants from many sources result in one or more fluid conditions changing with time. Fluid conditions of pressure, inlet temperature, inlet flow, or even system power many change separately or in conjunction with each other. The result of the condition change may be one which induces departure from nucleate boiling. An experimental investigation of transient which were intended to achieve Critical Heat Flux was performed at the Heat Transfer Research Facility of Columbia University for Siemens Nuclear PowerCorporation. In partnership with the US Navy, high-technology corporations, and research universities, Jefferson Lab is building a superconducting radio-frequency (SRF) accelerator-driven free-electron laser (FEL) and is outfitting an FEL user facility. This first fourth-generation light source - a 1 kW, 3 #mu#m infrared (IR) laser - is the first step in a program to develop high-average-power SRF-based IR and ultraviolet (UV) FELs for multiple manufacturing applications as well as for defense-related applied research and basic scientific research. This program consists of four high-moderation cores and was successfully completed in July 2000. ARPS has been developed and verified by applying to the Fugen nuclear power station (NPS), which is a 165MWe, heavy water-moderated, boiling light water-cooled, pressure tube-type reactor developed by JNC utilizing mainly uranium and plutonium mixed oxide (MOX) fuel. On June 2, 1992, Landers` earthquake struck the Solar Electric Generating System II, located in Daggett, California. The 30 megawatt power station, operated by the Daggett Leasing Corporation (DLC), suffered substantial damage due to structural failures in the solar farm. These failures consisted of the separation of sliding joints supporting a distribution of parabolic glass mirrors. At separation, the mirrors fell to the ground and broke. This report documents the findings of the peer panel constituted by Argonne National Laboratory to review Region A of Westinghouse Electric Corporation's report entitled Waste Package Reference Conceptual Designs for a Repository in Salt. The panel determined that the reviewed report does not provide reasonable assurance that US Nuclear Regulatory Commission (NRC) requirements for waste packages will be met by the proposed design. This paper discusses the link between R&D and productivity across the European industrial and service sectors. The empirical analysis is based on both the European sectoral OECD data and on a unique micro-longitudinal database consisting of 532 top European R&D investors. The main conclusions are as follows. First, the R&D stock has a significant positive impact on labor productivity; this general result is largely consistent with previous literature in terms of the sign, the significance, and the magnitude of the estimated coefficients. More interestingly, both at sectoral and firm levels the R&D coefficient increases monotonically (both in significance and magnitude) when we move from the low-tech to the medium- and high-tech sectors. Abstract The purpose of this study was to compare the HL 20 roller pump (Jostra USA, Austin, TX, USA) and Rotaflow centrifugal pump (Jostra USA) on hemodynamic energy production and gaseous microemboli (GME) delivery in a simulated neonatal cardiopulmonary bypass (CPB) circuit under nonpulsatile perfusion. This study employed a simulated model of the pediatric CPB including a Jostra HL 20 heart lung machine (or a Rotaflow centrifugal pump), a Capiox BabyRX05 oxygenator (Terumo Corporation, Tokyo, Japan), a Capiox pediatric arterial filter (Terumo Corporation), and inch tubing. Last year, 1991, was a difficult one for Finland's oil and chemicals company, Neste Corporation. The sharp fall in the international price of chemicals products had a significant impact on the corporation's overall result. Neste was, however, able to improve its competitive position, move ahead with numerous investments, and develop new businesses. This was particularly evident in two areas that have received significant emphasis within Neste in recent years: oil exploration and the Baltic region where a network of modern service stations in Neste livery and stretching from Vyborg on the Finnish-Russian border, through St. Petersburg, Tallinn, and the Baltic countries to Warsaw, is currently taking shape. The majority of the western-style stations in this network will be located along the route of the M12 highway, which has been dubbed the Via Baltica.
Nitrogen is often provided to impoverished overburden dumps through the establishment of legumes. Low indigenous soil nutrient levels, summer drought conditions and an acidic mining overburden represent major obstacles to successful rehabilitation of open-cut coal mining at Collie in southwest Western Australia. In this study, Acacia pulchella, a native Western Australian species often used in rehabilitation of mined lands, was shown to nodulate and grow in coal mining overburden with pH values less than 4.0 under glasshouse conditions. Plant growth (both top and root dry weight), nodule fresh weight, and nodulation success was best at pH near 5.0, a value only slightly lower than the typical soil pH of the native jarrah (Eucalyptus marginata) forest. In this paper, we study the J/#psi#(#UPSILON#) production in Z boson decay in a color-singlet model (CSM). We calculate the next-to-leading-order (NLO) QCD correction to Z#->#quarkonium+QQ, the dominant contribution in the CSM, with the vector and axial-vector parts in the ZQQ vertex being treated separately. The results show that the vector and axial-vector parts have the same K factor (the ratio of the NLO result to the leading-order result) 1.13 with the renormalization scale #mu#=2m_c and m_c=1.5 GeV, and the K factor falls to 0.918 when applying the Brodsky, Lepage, and Mackenzie (BLM) renormalization scale scheme with obtained #mu#_B_L_M=2.28 GeV and m_c=1.5 GeV. Current bioartificial extra-corporeal systems are bioreactors where cells are separated from the surrounding media by porous polymeric membranes. The present work focuses on the design of membranes that allow the differential diffusion of plasma metabolites and proteins such as immunoglobulin (IgG). This design will improve catabolites removal and reduce possible immune response and virus infection. We demonstrate the feasibility to synthesize the hydrogels confined to the macroporous structure of membranes by radiation-induced in situ polymerization. The hollow-fiber membranes were soaked in aqueous monomeric solution, rinsed and irradiated while submerged in oil. This procedure confined the hydrogel to the void internal volume of the pores of the membrane. Hydrogels of polyacrylamide and polyHEMA were synthesized this way by irradiation at 10 kGy. Hydraulic permeability and diffusion of glucose, albumin and IgG were measured in these hydrogel-filled membranes. ...

In response to the Clean Coal II solicitation, Bethlehem Steel Corporation (BSC) submitted a proposal to the DOE in May 1988. The proposal submitted by BSC describes a Unique integration of commercial technologies developed by Davy/Still Otto to clean coke oven gas being produced at its Sparrows Point, Maryland steel plant. This innovative coke oven gas cleaning system combines secondary gas cooling with hydrogen sulfide and ammonia removal, hydrogen sulfide and ammonia recovery, ammonia destruction and sulfur recovery to produce a cleaner fuel gas for plant use. The primary environmental benefit associated with employing this innovative coke oven gas cleaning system is realized when the fuel gas is burned within the steel plant. Emissions of sulfur dioxide are reduced by more than 60 percent. Potential exposure of workers to phosphide was examined during an in-depth industrial hygiene survey at the Bunge Corporation, in Kansas City, Kansas, where the gas was used as a grain fumigant. During the study, 14 men were employed at the facility. Tablets of aluminum phosphide were added to the grain mass for fumigation. General dilution ventilation resulted from outside air entering the work areas through ventilation louvers; there was also a local-exhaust ventilation system. Air samples revealed that, when the fumigant dispensers were being filled, workers in the area had significant exposure. At the time of the survey the relative humidity in the facility was high, permitting the reaction to phosphide to occur more readily. The levels of phosphide and respirable dust were reasonably low in the elevators, suggesting that the ventilation system was adequate. FIU-HCET participated in an ICT meeting at Mound during the second week of December and presented a brief videotape of the testing of the Robotic Climber technology. During this meeting, FIU-HCET proposed the TechXtract technology for possible testing at Mound and agreed to develop a five-page proposal for review by team members. FIU-HCET provided assistance to Bartlett Inc. and General Lasertronics Corporation in developing a proposal for a Program Opportunity Notice (PON). The first quantitative evaluation of the quality of corporate firewall configurations appeared in 2004, based on Check Point FireWall-1 rule-sets. In general that survey indicated that corporate firewalls were often enforcing poorly written rule-sets, containing many mistakes. The goal of this work is to revisit the first survey. The current study is much larger. Moreover, for the first time, the study includes configurations from two major vendors. The study also introduce a novel "Firewall Complexity" (FC) measure, that applies to both types of firewalls. The findings of the current study indeed validate the 2004 study's main observations: firewalls are (still) poorly configured, and a rule-set's complexity is (still) positively correlated with the number of detected risk items. Sandia was presented with an opportunity in 1993 to design containers for the long term storage and transport of fissile material. This program was undertaken at the direction of the US Department of Energy and in cooperation with Lawrence Livermore National Laboratory and Los Alamos National Laboratory which were tasked with developing the internal fixturing for the contents. The hardware is being supplied by Allied Signal Federal Manufacturing and Technologies, and the packaging will occur at Mason and Hangar Corporation`s Pantex Plant. The unique challenge was to design a container that could be sealed with the fissile material contents; and, anytime during the next 50 years, the container could be transported with only the need for the pre-shipment leak test. Bay 4 has been designed to accommodate components from the solid rocket booster, but will be used first for film radiography of pyrotechnic components.

The Dental Investigation Service, USAFSAM, Brooks AFB, has outlined the need for a vacuum unit to be used in the Air Force dental clinics. The unit must be capable of effectively picking up mercury and at the same time not redistribute mercury vapors throughout the dental clinic during normal operations or mercury-spill situations. This study was an attempt to resolve problems found in previous studies and answer remaining questions for the technology using an approach which concentrates on the fundamental mechanisms of the process. The goal of the study was to obtain a better understanding of the basic physical and chemical phenomena that control: (1) the desulfurization of flue gas by calcium-based reagent, and (2) the coupling of an existing ESP particulate collection device to the duct injection process. Synthetic fuels differ in the nature and order of magnitude of the environmental impacts associated with their production. Some types pose much more intractable problems, with oil shale leading the list. Perceptions of the difficulty of these environmental problems will continue to shift over time as more research and experimentation is done. It is critical that the development of synthetic fuels move slowly and deliberately so as not to get ahead of researched solutions nor to create environmental burdens that outweigh the social benefits of increased energy production. The Synthetic Fuels Corporation is taking the opposite approach in dispensing funds to all takers. 65 references.
Jim Rogers, president and chief executive officer of Duke Energy Corporation, examines how coal and climate change regulations can co-exist. He addresses the need for economically sound choices for future energy needs, which is complicated by what he refers to as 'the elephant in the room'climate change. He observes that new CO{sub 2} regulations would increase the USA's cost of generating electricity over time and result in higher prices for customers, and he advocates that a gradual, economy-wide, market-based U.S. climate policy is the best option. 1 ref., 1 fig.
Ion storage CeO{sub 2} and CeO{sub 2}/SnO{sub 2} coatings were prepared by sol-gel dip-coating method using aqueous-based process. The influence of added SnO{sub 2} in the CeO{sub 2} oxide coatings on the inserted/extracted charge was determined by chronocoulometric measurements. It was found that for 60 nm thick film the inserted/extracted charge was twice larger (Q = 10mC/cm{sup 2}) for films containing 17 mol % SnO{sub 2} if compared to pure CeO{sub 2}. The addition of SnO{sub 2} to the mixed oxides coatings on their optical properties and structural characteristics were studied.
We report on aging measurements of a photon detector candidate for the HERA-B RICH. The prototype, a proportional wire chamber operated with TMAE, was mounted on an argon filled test-beam RICH and was aged by UV light at rates we expect in HERA-B. We monitored gain and current continuously, and checked the chamber with Cherenkov photons at regular intervals. The number of detected photons/track (projected to 2.75 mC sub 4 F sub 1 sub 0 in HERA-B) dropped from 26 to 11 after two days of aging - well below the 20 required for pi/K separation. Based on these results, HERA-B decided to use multi-anode PMTs as photon detectors in the RICH.

Reactor Power Measurement is an essential part of the Reactor Power Control Loop in PHWRs. None of the available power measuring sensor offers characteristics which allow their direct use in the Reactor Power Control Loop. Thermal power, which is considered as relatively accurate, suffers from measurement delays and is used only as reference. The Advanced Networking Integration Department at Sandia National Laboratories has used the annual Supercomputing conference sponsored by the IEEE and ACM for the past three years as a forum to demonstrate and focus communication and networking developments. For Supercomputing `95, Sandia elected: to demonstrate the functionality and capability of an AT&T Globeview 20Gbps Asynchronous Transfer Mode (ATM) switch, which represents the core of Sandia`s corporate network, to build and utilize a three node 622 megabit per second Paragon network, and to extend the DOD`s ACTS ATM Internet from Sandia, New Mexico to the conference`s show floor in San Diego, California, for video demonstrations. This paper documents those accomplishments, discusses the details of their implementation, and describes how these demonstrations supports Sandia`s overall strategies in ATM networking.
This report summarizes the activities carried out by Aspen Systems Corporation in support of the Department of Energy's Rebuild America program during the period from October 9, 1999 to October 31, 2004. These activities were in accordance with the Scope of Work contained in a GSA MOBIS schedule task order issued by the National Energy Technology Laboratory. This report includes descriptions of activities and results in the following areas: deployment/delivery model; program and project results; program representative support activities; technical assistance; web site development and operation; business/strategic partners; and training/workshop activities. The purpose of this study was to examine the accuracy of the SW-701 (Yamax Corporation, Tokyo, Japan) and NL-800 (New-Lifestyles, Inc., Lee's Summit, Missouri, USA) pedometer in fifth-grade students while walking, skipping, galloping, sliding, and hopping. Counts registered by both pedometer models were significantly lower than actual counts while skipping, galloping, and sliding, and counts from the NL-800 were significantly lower than the SW-701 during these same movements. Since August 1984, the MITRE Corporation has been supporting the Naval Sea Systems Command (NAVSEA) and the Naval Medical Command (NAVMEDCOM) in their joint efforts to enhance the Navy Occupational Health Information Management System (NOHIMS). The goal of the enhancement effort was to create a comprehensive occupational health and safety system for Navy industrial facilities by expanding upon the original NOHIMS functions and adding modules for hazard deficiency abatement, hazardous-material control, injury claims and compensation, and safety and health training. To meet this goal, MITRE developed an enhanced industrial subsystem, referred to as the Occupational Safety and Health Record Keeping System (OSHRKS), using a prototyping approach and a public-domain data base-management software package, the Veterans Administration's (VA's) FileManager (FileMan).

The half-lives of short-lived nuclei produced by 14 MeV or thermal neutron bombardments were measured with a Ge detector, a Spectrum Multi-Scaler (Laboratory Equipment Corporation SMS-48) and a High-Rate Spectroscopy Amplifier (EG and G ORTEC Model 973) in the multi-scaling mode. The corrections for pile-up and dead-time losses were performed by applying source and pulser methods. The half-lives of {sup 91m}Mo, {sup 97m}Nb, {sup 138}Cs, {sup 139}Ba, {sup 174}Tm and {sup 203m}Pb were determined with accuracy of 0.22-0.6% and the accuracy has been much improved. (author)

RHIC 8 cm aperture dipole magnets and quadrupole cold masses are being built for Brookhaven National Laboratory (BNL) by Northrop Grumman Corporation at a production rate of one dipole magnet and two quadrupole cold masses per day. This work was preceded by a lengthy Technology Transfer effort which is described elsewhere. This paper describes the tooling which is being used for the construction effort, the production operations at each workstation, and also the use of trend plots of critical construction parameters as a tool for monitoring performance in production. A report on the improvements to production labor since the start of the programs is also provided. The magnet and cold mass designs, and magnetic test results are described in more detail in a separate paper.
A totally-enclosed, fan-cooled, rib-cooled type induction motor is adopted for an exhauster which is to be installed in a ventilation station for dust catcher in a tunnel. It has the highest capacity in Japan for the above purpose, and is provided with a cooling fan inside to recirculate cooled air, thereby improving cooling efficiency and reducing size and weight. Three-row combined angular ball bearings are used as the thrust bearings, and grease lubrication system is adopted to simplify the inspection/maintenance works. Abstract During extracorporeal life support (ECLS), a large portion of the hemodynamic energy is lost to various components of the circuit. Minimization of this loss in the circuit leads to better vital organ perfusion and decreases the risk of systemic inflammation. In this study, we evaluated the hemodynamic properties of differing lengths of tubing in a simulated neonatal ECLS circuit. The neonatal ECLS circuit used in this study included a Capiox Baby RX05 oxygenator (Terumo Corporation, Tokyo, Japan), a Rotaflow centrifugal pump (MAQUET Cardiopulmonary AG, Hirrlingen, Germany), and a heater and cooler unit. Presented in this report are the quantitative and qualitative aspects of the more than 5,800 applications of Grafoil on-plant. The subject all-graphite product was originally made by the Union Carbide Corporation. Its utilization in the forms of valve packing, gasketing and sealant tapes for leak repair and prevention on-plant since March 1970 is marked with typical zero-leak results. For all practical purposes, the successful results with Grafoil implementation indicate an unqualified control of leakage problems that began in 1967 with the V-11 and V-12 valves in the primary system of N Reactor. Meaningfully, the accruals of savings with existing and future applications shall continue to be incalculable in personnel exposure, maintenance, and capital. Inherent in the savings are the devised methodology and innovative developments coordinately employed in resolving the leak repair problems.
Through the dedicated collaborative efforts of many individuals interested in supporting local education, computer laboratories were established at two urban high schools. The purchasing and implementation of the project was handled by the Alliance for Education, a local non-profit education advocate. Funds were supplied by the Air Force as part of a 3-year research activity utilizing artificial intelligence technology to tutor 9th grade students. NCR (now AT7T Global Information Solutions) corporate leaders provided the computers and network equipment at a considerable savings to the project. Each lab is a state-of-the-art facility with air-conditioning, carpeting, special computer tables, computer projection screens, and on-site technical support. Student and teacher enthusiasm toward the project has been gratifying and quantitative results are currently being evaluated for both attitude, skills, and state proficiency tests.

This report documents the research activities by Rogers and Associates Engineering Corporation on grant DE-FG03-93ER61600 during the funded project period from August 1993 to April 1996. The objective of this research was to characterize the mechanisms and rates of radon gas penetration of the different structural domains of the concrete components of residential floor slabs, walls, and associated joints and penetrations. The research was also to characterize the physical properties of the concretes in these domains to relate their radon resistance to their physical properties. These objectives support the broader goal of characterizing which, if any, concrete domains and associated properties constitute robust barriers to radon and which permit radon entry, either inherently or in ways that could be remediated or avoided.

The article maps the risk management failures within Anglo Irish Bank, showing that, when banks are systemic in nature, poor internal corporate governance within a Minsky credit cycle can lead to destabilising macroeconomic conditions, which may prolong the effects of a credit-induced downturn. The article highlights a failure of management at Anglo Irish Bank to establish and measure firm-level risks and develop appropriate internal controls to support a culture of prudent credit management. We propose the adoption of a novel supervisory architecture based on the meta-risk regulatory philosophy, which is designed to strengthen risk management practices at banks.
Summary Solid state nuclear track detectors are used to determine the concentration of a particles in the environment. The standard method for assessing exposed detectors involves 2D image analysis. However 3D imaging has the potential to provide additional information relating to angle as well as to differentiate clustered hit sequences and possibly energy of a particles but this could be time consuming. Here we describe a new method for rapid high-resolution 3D imaging of solid state nuclear track detectors. The invention concerns a procedure for operating reactors in nuclear power plants. It aims at utilizing power reserves in nuclear power plants. This can be achieved by a steam-side connection of the steam generators of two reactors. The amount of steam exchanged between the units is chosen in such a way that power changes at the steam turbines feedback mainly to the corresponding reactor. Microhardness decarburization profiles are often used in the industry to estimate the carbon distribution in steels. For quantitative evaluation, an analysis based on diffusion theory must be performed, the fundamentals and mathematical basics of which are presented. If the relationship between hardness and carbon content is known, microhardness-distance curves of steels can be analyzed in this way. For martensitic grades, for instance, a linearized expression holds in the concentration range from 0.15 to 0.6 m.% C. A Lurgi baseline study was requested by the DOE/GRI Operating Committee of the Joint Coal Gasification Program for the purpose of updating the economics of earlier Lurgi coal gasification plant studies for the production of substitute natural gas (SNG) based on commercially advanced technologies. The current study incorporates the recent experience with large size Lurgi plants in an effort to improve capital and operating costs of earlier plant designs. The present coal gasification study is based on a mine mouth plant producing 250 billion Btu (HHV) per day of SNG using the Lurgi dry bottom coal gasification technology. This paper describes a gas transmission pipeline company with dissimilar local control and Supervisory Control and Data Acquisition (SCADA) systems that had formed over time, and the solution that was put into place to consolidate those systems. Great Lakes Gas Transmission Company (GLGT) had historically operated the pipeline from four geographically different locations with a combination of various local man-machine interface (MMI) control systems and an aging SCADA system. As new control systems were installed at compressor and meter stations, local and corporate data acquisition needs changed. It became apparent that the existing SCADA system which telemetered a minimal set of control data could no longer support growth requirements. The decision was made to replace the old SCADA system with a new open state-of-the-art architecture. The paper describes transportation cost of the nuclear off-peak power for a hydrogen production based on water electrolysis in Japan. The power could be obtainable by substituting hydropower and/or fossil fueled power supplying peak and middle demands with nuclear power. The transportation cost of the off-peak power was evaluated to be 1.42 yen/kWh when an electrolyser receives the off-peak power from a 6kV distribution wire. Marked reduction of the cost was caused by the increase of the capacity factor. (author)

The European Union (EU) market integration is leading to increasingly monopolistic electricity market infrastructures, which has opened a debate on the regulation of these so-called power exchanges. In this paper, we start by stating that there are two types of power exchanges in Europe, i.e. 'merchant' and 'cost-of-service regulated' power exchanges. We then discuss how regulation can be used to better align their incentives with the main power exchange tasks. We conclude that adopting the cost-of-service regulated model for all power exchanges in Europe could be counterproductive in the current context, but that regulation can help ensure that the benefits of the EU market integration materialize. The study examines advances in Chinese High Power Microwaves (HPM) research and its associated technologies: pulsed power, high-power microwave sources, and high-power microwave components. It draws from open literature published in Chinese and English, communication with US scholars who have visited China recently, and communication with Chinese researchers in the United States. The study is limited to frequencies ranging from 1 GHz to 300 GHz. It includes both high peak power microwaves and high average power microwaves. The technical review section of this study is ordered in technological sequence, starting with the pulsed-power systems required to form the intense relativistic electron beams, then assessing microwave source research and development, and finally discussing high-power microwave components.
Various diagnostics techniques for condition monitoring and life prediction of fluid power components and system are discussed. Though some of the techniques are very promising but may not be accepted because of increase in the instrumentation, it is planned to implement these techniques on various circuits of Fluid Power Lab for further improving and developing these for direct implementation in various fluid power circuits of power reactors. A LOss of Electric Power(LOEP) experiment was conducted after a 30MW full power operation as one of the reactor performance tests to verify the design characteristics of the HANARO. The objective of LOEP test was to investigate the integral behaviors of the system and the components as well as the cooling characteristics when the electric power was lost unexpectedly. A mathematical model of the multi machine electric power system to analyse its dynamics has been worked out. The effectivity of the power system stabilizer developed in the one machine system has been tested by means of this model. The influence of the arrangement of the stabilizers on the stability of the electric power system has also been investigated. Electrical power is generated by steam turbines (steam being produced by coal, oil, gas or nuclear reactors), hydro units, gas turbines, internal combustion engines, jet engines, and pumped storage plants. Nuclear Power Plants generate only 15% of the total electrical power in the US. Nuclear Power Plants being cheaper to run are generally base loaded. The pumped-storage and gas turbine plants have ideal characteristics for peaking duty. In the pumping mode, pumped storage plants are used to provide additional system load and in the generating mode, they supply reactive power during peak load demands. Deregulation of the electric power industry in Alberta holds the prospect of providing greater choice for customers. One such option will be `green power` which is provided by renewable energy technologies. The energy produced would be without environmental impacts such as air emissions, water pollution, flooding, thermal emissions or waste by-products. Wind power, small scale hydro power, photovoltaics and biomass technologies have been termed as `green power`. The choices that customers make will not be focused on price alone. Market forces are emerging to demand reduction in emissions which will result in a market for `green energy` products and facilitate achieving goals for a sustainable future.
Taiwan`s LNG consumption is planned to rise more than threefold over the next four years as medium-term plans to develop power generation facilities increasingly rely on gas-fired combined-cycle stations to avoid the threat of power shortages. State-run Taiwan Power Company (Taipower) expects its LNG consumption to rise from 1.1 mn tonnes in 1996 to 3.4 mn tonnes in the year 2000. In response to the need of the Strategic Defence Initiative (SDI) and long range space exploration and extra-terrestrial basing by the National Air and Space Administration (NASA), concepts for nuclear power systems in the multi-megawatt levels are being evaluated. The requirements for these power systems are being driven primarily by the need to minimize weight and maximize safety and reliability. This paper discusses the present requirements for space based advanced power systems, technological issues associated with the development of these advanced nuclear power systems, and some of the concepts proposed for generating large amounts of power in space. A probabilistic method for assessing the profitability of reactive power compensation devices such as capacitors, static VAR compensators and generators, which improve network security, was described. Since network development is limited by environmental constraints, power networks are operated close to their limits. Because of this fact transmission network planning increasingly relies on techno-economic models to improve network security and profitability. The proposed method consists of analyzing large numbers of constrained power system states, extracted from power system simulation exercises. The paper describes details of the method and provides an example of a numerical application on a part of the French power transmission system. 10 refs., 8 figs.
The Advanced Power Electronics Interfaces for Distributed Energy Workshop, sponsored by the California Energy Commission Public Interest Energy Research program and organized by the National Renewable Energy Laboratory, was held Aug. 24, 2006, in Sacramento, Calif. The workshop provided a forum for industry stakeholders to share their knowledge and experience about technologies, manufacturing approaches, markets, and issues in power electronics for a range of distributed energy resources. It focused on the development of advanced power electronic interfaces for distributed energy applications and included discussions of modular power electronics, component manufacturing, and power electronic applications.

Solid polymer fuel cell (SPFC) systems are compared to spark ignition (SI) engine power systems for utility vehicle applications. Utility vehicles provide crew and payload transport and electrical power at work sites lacking grid supply. The methodology emphasizes comparison on an equal service basis. Using power system component models and numerical analysis, power systems are designed using SI engine and SPFC technologies. The power systems are compared on the basis of fuel energy consumed and life cycle cost (LCC). Gasoline is the fuel for the SI engines, while liquid hydrogen is used for the SPFC. W. E. B. Du Bois, one of the brightest lights in African American history, wrote a sparkling critique of the American social and economic system originally planned as part of the Bronze Booklets series, edited and published by Alain Locke and the Associates in Negro Folk Education. The piece was never published and has, until now, been lost to the annals of adult education history. Using historical evidence, the authors examine Du Bois's Basic American Negro Creed and the circumstances that led to its exclusion from the series. It is argued that the Creed was far too radical for the liberal minded Carnegie Corporation and its leaders who were only interested in accommodating adult education for Blacks through the AAAE funded Bronze Booklets. The exclusion of the Creed represents an example of repressive tolerance by the AAAE.

Although molten carbonate fuel cells (MCFC) have been under development since the late 1950s, the operating characteristics with gases derived from coal containing a wide range of elements other than C, H, and O were not studied until the Energy Conversion Alternative Study (ECAS) was completed in the late 1970s. Since then, the work of each contractor (United Technologies, Institute of Gas Technology, General Electric, and Energy Research Corporation) has included some contaminant studies (primarily of sulfur compounds). The majority of the reported work appears to have been conducted by UTC and IGT. The results indicate that the MCFC requires removal of sulfur to ppm levels. However, because of the strong dependence on temperature, pressure, gas composition, gas utilization, cell components, and system operation (i.e. recycle, venting, gas cleanup), the tolerance limits can vary widely.

This paper describes high speed rolling and gauge control in cold tandem mill for ultra-thin gauge strip at the Chiba Works of Kawasaki Steel Corporation. To improve the plate-out property of rolling oil, cationic polymeric coagulant was prepared. Rolling oil with cohesion independent of inorganic inclusions or phosphatide was developed, to improve the lubrication for cold rolling, remarkably. In addition, a low-cost Ti-enhanced work roll having high wear resistance and excellent grindability was developed. Rolling can be conducted at the optimal rolling roughness and operation can be performed at the highest rolling speed independent of the rolling treatment amount. An allegation was made to the Office of Inspector General (OIG), and also reported in the press, regarding possible kickbacks in connection with a proposed Westinghouse Savannah River Company (WSRC) subcontract with the Computer Sciences Corporation (CSC) for outsourcing information technology (IT). OIG investigative activity did not substantiate this allegation. However, in the course of investigating the allegation it came to the OIG`s attention that WSRC`s selection of CSC for this proposed subcontract had possibly involved significant deviations from procurement rules and regulations. Newly commercialized Fourier transform Raman spectroscopic instrumentation provides a simpler alternative for vibrational spectroscopic analysis. Instrument vendors currently design for laboratory use, but there are many potential process applications of these stable, easy to use instruments. Raman spectroscopy is highly suited to analysis of aqueous samples. Near infrared excitation minimized fluorescence interference and allows for remote operation via fiber optic probes. The Department of Energy has funded research at the Measurement and Control Center to establish the utility of this method for on-line composition analysis in distillation columns. This presentation explored the use of marine biodiesel in the Puget Sound region. Marine vessels are now adopting biodiesel fuels as a means of expressing corporate commitments to reducing greenhouse gas (GHG) emissions and the environmental impacts of hydrocarbons released into marine environments. Various biodiesel blends have been designed for use in small commercial, recreational, and research vessels. Biodiesel has also been adopted by charter and whale watching vessels in the Puget Sound. The Guemes Island Ferry has recently been re-configured to use biodiesel fuels, with 2 fuel tanks capable of receiving 2200 gallons at a time. The ferry adopted biodiesel after receiving soot complaints from marinas, and hopes to serve as a model for other vessels in the region. Four fueling docks supply the biodiesel blend to marine vessels. The sale of biodiesel has doubled in some marinas over the last 5 years. Bethlehem Steel Corporation (BSC), in conjunction with the Department of Energy (DOE) is conducting a Clean Coal Technology (CCT) project at its Sparrows Point, Maryland Coke Oven Plant. This innovative coke oven gas cleaning system combines several existing technologies into an integrated system for removing impurities from Coke Oven Gas (COG) to make it an acceptable fuel. DOE provided cost-sharing under a Cooperative Agreement with BSC. This Cooperative Agreement requires BSC to develop and conduct and Environmental Monitoring Plan for the Clean Coal Technology project and to report the status of the EMP on a quarterly basis. It also requires the preparation of a final report on the results of the Baseline Compliance and Supplemental Sampling Programs that are part of the EMP and which were conducted prior to the startup of the innovative coke oven gas cleaning system. This report is the Baseline Sampling Program report.

An advanced process for the separation of hydrogen sulfide (H{sub 2}S) from coal gasification product streams through an electrochemical membrane is being developed. H{sub 2}S is removed from the syn-gas stream, split into hydrogen, which enriches the exiting syn-gas, and sulfur, which is condensed from an inert sweep gas stream. The process allows removal of H{sub 2}S without cooling the gas stream and with negligible pressure loss through the separator. The process is made economically attractive by the lack of need for a Claus process for sulfur recovery. Membrane manufacturing coupled with full-cell experimentation was the primary focus this quarter. A tape-casted zirconia membrane was developed and utilized in one full-cell experiment (run 25); run 24 utilized a fabricated membrane purchased from Zircar Corporation. Results are discussed.
This report describes results from emissions testing of a prototype diesel engine, developed by Volvo Truck Corporation of Sweden, which uses pilot injection of diesel fuel for compression ignition of alcohol fuel injection for main combustion. In addition to this dual-fuel engine, emission testing was also conducted on a heavy-duty diesel engine of similar design. Both engines were tested over the 1979 13-mode FTP, or shorter versions of this modal test, and over the 1984 Transient FTP as well as an experimental bus cycle. The dual-fuel engine was characterized with methanol, ethanol and ethanol with 30 percent water (wt %). An oxidation catalyst was also used with methanol and ethanol. The financial evaluation of capital and operating cost estimates for a dry coke quenching facility installation indicates a marginal return on investment if the evaluation is based exclusively on steam credits. However, the potential improvements in environmental emissions and reported, but unverified, blast furnace operations may justify the expenditure. The Russian and Japanese claim of 2 to 4% reduction in blast furnace coke usage with up to 4% increase in iron production has not been demonstrated in the domestic steel industry and, therefore, is not included in the financial analysis. A 2% coke reduction represents a savings of approximately $0.81 per ton of hot metal produced or an additional annual credit of $1,800,000 for dry coke quenching, exclusive of productivity gains. Additional credit of this magnitude would increase the estimated discounted cash flow return from 10% to approximately 16% for the estimated capital expenditure of $21,742,652. Monte Carlo calculations using the codes PENELOPE and GEANT4 have been performed to characterize the dosimetric parameters of the new 20 mm long catheter based $^{32}$P beta source manufactured by Guidant Corporation. The dose distribution along the transverse axis and the two dimensional dose rate table have been calculated. Also, the dose rate at the reference point, the radial dose function and the anisotropy function were evaluated according to the adapted TG-60 formalism for cylindrical sources. PENELOPE and GEANT4 codes were first verified against previous results corresponding to the old 27 mm Guidant $^{32}$P beta source. The dose rate at the reference point for the unsheathed 27 mm source in water was calculated to be $0.215 \\pm 0.001$ cGy s$^{-1}$ mCi$^{-1}$, for PENELOPE, and $0.2312 \\pm 0.0008$ cGy s$^{-1}$ mCi$^{-1}$, for GEANT4. A demonstration of the first mobile 'on-off' neutron radiography system, developed by Vought Corporation Advanced Technology Center, has been conducted at McClellan Air Force Base. On-site neutron radiography operations with the engineering model were carried out to demonstrate the potential of such a system for in situ detection of hidden moisture and corrosion in aircraft structures, and to assess the performance of the unique hardware system in a depot environment. Inspections were performed on F-111 and F-106 aircraft, and several structures removed from T-39 and A-10 aircraft were also inspected. The effectiveness of the new N-ray system for imaging moisture and corrosion was confirmed after subsequent removal of skins from some of the F-111 structures. Radiation portal monitors used for interdiction of illicit materials at borders include highly sensitive neutron detection systems. The main reason for having neutron detection capability is to detect fission neutrons from plutonium. The currently deployed radiation portal monitors (RPMs) from Ludlum and Science Applications International Corporation (SAIC) use neutron detectors based upon 3He-filled gas proportional counters, which are the most common large neutron detector. There is a declining supply of 3He in the world, and thus, methods to reduce the use of this gas in RPMs with minimal changes to the current system designs and sensitivity to cargo-borne neutrons are being investigated. While antilock brakes can improve steering and reduce stopping distance in some test situations, there is little evidence that they reduce the risk of crash-related injury. We sought to estimate the association between presence of antilock brakes and the risk of driver injury. We conducted a case-control study using claims data from the Insurance Corporation of British Columbia, Canada, for passenger vehicles insured during July 1, 2003, to June 30, 2004. Cases were 5000 vehicles with a driver crash injury during the study period. Controls were 49,994 vehicles insured at the mid-point of the study interval. The adjusted risk ratio for a crash with driver injury in a vehicle with antilock brakes was 1.06 (95% confidence interval, 0.95-1.17), compared with a vehicle without antilock brakes. If this estimated association is causal, antilock brakes do not prevent crash-related driver injuries. PMID:17320027

The project objective is to integrate theories of all significant radon generation and transport mechanisms into a unified, self-consistent theory. In Hungary, legislation for nuclear power plants was developed at the end of the 1970s, among which is the quality assurance code for nuclear power plants. Hungarian practice is presented, including discussion of the requirements for quality assurance, qualification of the suppliers and inspection practices. The general requirements of quality assurance in the course of construction of a nuclear power plant are presented: quality assurance of technological equipment, fuel, electrical equipment, automatic instrumentations, building structures and technology.
The general requirements applicable to the quality assurance of the Finnish nuclear power plants are presented in the Council of State Decision (395/91) and in the guide YVL 1.4. This guide specifies the quality assurance requirements to be applied during the operation of the nuclear power plants as well as of the other nuclear facilities. General trends of developing hydrogen power engineering and technology in Ukraine are considered. Based on a general level of power consumption and real opportunities for hydrogen production, a conclusion is derived that there are possibilities in the near future to partially replace conventional hydrocarbon fuels by hydrogen. Besides, developed technologies for burning hydrogenous gases and hydrogen-fuel systems when applied to transport installations allow one to improve essentially their power and ecological characteristics. 5 refs.

Overloaded transmission lines are only part of the problem. The ability of the network to carry power is also limited by the supply of reactive power and by frequency stability. Reactive power problems must be corrected in minutes, frequency stability problems in seconds. There is no way that market forces can handle these problems. A novel approach to the reliability analysis of a power system with both hydro and pumped storage plants is presented in this paper. The proposed method is based on the concept of peak shaving for the hydro and pumped storage units. Different values of the stored energy of the pumped storage units are employed to demonstrate their effect on the generation reliability of a power system. The proposed scheme has been applied successfully to the reliability analysis of Taiwan power system.
Dynamic stability improvement of a longitudinal power system using a power system stabilizer (PSS) and a static VAR compensator (SVC) is reported in this paper. An analytical approach is developed for the determination of PSS parameters. Results from time domain simulations indicate that the PSS and the SVC are very effective in damping system oscillations.

Wind power is a maturing technology that in a number of countries is likely to contribute a major share to fully renewable energy systems. Denmark has a comparably long history of wind power development and is planning to continue expanding the existing capacity. If a large-scale penetration of wind power is to be achieved, an integrated framework is needed that can respond to the associated challenges. This paper argues for adopting an integrated macro perspective when evaluating and building frameworks to support wind power development. This macro perspective is applied to the case of Denmark, and more specifically to concrete wind power projects in the region of Northern Jutland. This paper presents a practical design for a power system stabilizer using the differential geometric linearization approach. This stabilizer uses the information at the secondary bus of the step-up transformer as input signals, enabling its application to multi-machine power systems. The stabilizer makes it possible to obtain all necessary information within its own power station without observing an equivalent reactance in other power systems. To evaluate the dynamic performance of this stabilizer, the authors tested it on a multi-machine system model using the computer. The simulation results showed that the stabilizer offered good dynamic performance and robustness compared with conventional power system stabilizers, thus confirming its very effective and practical application in power system stabilization.
A pillbox RF output window was developed for the L-band pulsed klystron for the Japanese Hadron Project (JHP) 1-GeV proton linac. The window was designed to withstand a peak RF power of 6 MW, where the pulse width is 600 {mu}sec and the repetition rate is 50 Hz. A high power model was fabricated using an alumina ceramic which has a low loss tangent of 2.5x10{sup -5}. A high power test was successfully performed up to a 113 kW RF average power with a 4 MW peak power, a 565 {mu}sec pulse width and a 50 Hz repetition rate. By extrapolating the data of this high power test, the temperature rise of the ceramic is estimated low enough at the full RF power of 6 MW. Thus this RF window is expected to satisfy the specifications of the L-band Klystron. (author).
A reference design was used in preparing a mathematical model of a fusion power plant with a tokamak reactor to investigate the extent to which the uncertainty still inherent in the physical reactor parameters affects the power costs. While only limited reductions of the power costs are achieved by improvements of the reference values for the reactor burn time, power density in the torus and load on the first wall, the power costs rise in keeping with the extent to which these parameters fall short of the reference values. As the results obtained in present-day experiments are still well below the reference values, a great deal of effort is still required in the fields of plasma physics and materials research to achieve an economically operating fusion power plant. This paper presents a new method for simultaneously selecting the power system stabilizer (PSS) parameters in multimachine power systems. Design of local output feedback power system stabilizer using local signal of the generator (e.g. speed or power) is formulated as a decentralized modal control (DMC) problem. Exact model reduction based on modal control theory is proposed to make the determination of PSS parameters highly efficient. Results obtained from the coordinated tuning of the parameters of three power system stabilizers equipped on a multimachine power system show that exact assignment of the eigenvalues associated with the poorly damped electromechanical modes can be achieved in a very efficient manner.
For the conversion of thermal energy into electric energy in modern condenser power plants, according to the way of steam generation, two different types of power stations are built: power stations for fossile fuels and nuclear power stations. Also two classes of steam turbines were developed, corresponding to the two power station types, whose steam conditions, by experience and extensive calculations of economy, were determined so that a minimum of power generating cost will result. The two classes, the HMN and the SN series, are composed according to the modular system and designed in such a manner that with a small number of standard components, steam turbines for the power range between 100 and 2,500 MW can be built. Also discussed are the most important technical, economical and environmental conditions which may prevent a fast expansion of small biomass fueled power plants for generation of district heating in smaller networks and also for electric power generation. Biofuels means a reduction of the net emission of carbon dioxide, but emission of other compounds are not very well known for this size of power plants. There are only a few biofueled power plants in Sweden and only a couple with less than 20 MW power supplied. An electric power generating apparatus is described, including: a solar collector; a primary thermal loop including primary thermal fluid; a cavity receiver to receive reflected solar energy from the solar reflector, convert the solar energy into thermal energy, and transmit the thermal energy to the primary thermal fluid by heating the primary thermal fluid not to exceed a given temperature, the given temperature being substantially equal to 700 F; a Stirling engine receiving the primary thermal fluid heated by the cavity receiver, including means to generate mechanical power and means to generate electrical power from the means to generate mechanical power.
To support the Space Exploration Initiative (SEI), a study was performed to investigate power system alternatives for the rover vehicles and servicers that were subsequently generated for each of these rovers and servicers, candidate power sources incorporating various power generation and energy storage technologies were identified. The technologies were those believed most appropriate to the SEI missions, and included solar, electrochemical, and isotope systems. The candidates were characterized with respect to system mass, deployed area, and volume. For each of the missions a preliminary selection was made. Results of this study depict the available power sources in light of mission requirements as they are currently defined.

Despite the fact that there is still a potential to improve the efficiency of classic brown coal power plants by various measures from 36% to approx. 40-41%, the essential big increase of the efficiency to values of approx. 46% can only be achieved by the transition to combined gas and steam turbine processes. This means for the solid fuel brown coal that a gasification is integrated into the power plant process. The combined cycle power plant with an integrated brown coal gasification represents this new power plant concept. System instability as result of high power generation of one of the largest plants of the Iranian electric power grid prevented the plant to be fully utilized. PSSs were installed on the generating units of the power station, to improve its small signal stability, and enhance the stable generation limit. Domain separation and pole assignment techniques were applied for the PSS design. Several field tests were also carried out to verify its effectiveness. Experiments are reported in which a methane plasma is created, and the methyl ions and hydrogen ions are accelerated within a microchannel array so that they interact with neutral methane molecules on the inside surfaces of the microchannels. No catalysts are used, and the device operates at room temperature. Impact energies of the ions are in the range of 10 eV to greater than 100 eV, and the energy delivered in the interaction at the surfaces causes the production of larger hydrocarbon molecules, such as C{sub 2}H{sub 2}, C{sub 2}H{sub 4}, and C{sub 2}H{sub 6}, along with C{sub 3}, C{sub 4}, C{sub 5}mC{sub 6}, C{sub 7}m and C{sub 8} molecules. In the areas the capacity of the grid can very often be a limiting factor for the exploitation of the wind resource. There are two main problems concerned with wind power and weak grids. The first is the steady state voltage level. The other main problem is voltage fluctuations. Two analytical methods were proposed in this research, coupled electro-thermal finite element (FE) analysis and thermal-mechanical FE analysis, to analyze the mechanical behavior of bonding wire of power module under cyclic power loads, and the International Electrotechnical Commission standard is adopted in conducting a power cycling test. The TRIMPWR code has been developed as a post processor for TRIMHX (transient 3D diffusion code) in support of the reactor limits program. TRIMPWR is designed to produce JOSHUA files containing: core power as a function of time, assembly power by hex as a function of time, assembly power post peaking as a function of time, and axial power shapes for each assembly as a function of time (formatted for use by the FLOWTRAN code) from the output of a TRIMHX run. In an attempt to simplify the reactor limits process by reducing the number of assemblies which must be run through FLOWTRAN, TRIMPWR also sorts the assemblies by the product of the power post peaking and the maximum normalized axial power density for each assembly. This follows from the assumption that those assemblies having the maximum value of this product will have the most restrictive limits.
Future power plants will be more fuel efficient, environmentally benign, and economical than current power plants. A high performance power system (HIPPS), based on a coal-fired combined cycle, is currently being developed. The corrosion and temperature-strength properties of currently available metallic materials limit the maximum efficiency of this cycle. Recently, ceramic matrix composites have shown promise in overcoming the design limitations on the future power plants. In particular, the high-temperature, and corrosion and erosion resistant properties of continuous fiber ceramic composites (CFCCs) will allow engineers to design high-temperature heat exchangers, cyclone vortex finder tubes, and other components. Research being performed to evaluate candidate materials for use in future power plants is discussed.

This study examined the feasibility of using triticale straw for production of electricity in Canada. Triticale is a manmade hybrid of wheat and rye and it has a high potential of growth in Canada. The cost ($/MWh) of producing electricity from triticale straw was estimated using a data intensive techno-economic model. The study also determined the optimum size of a biomass power plant (MW) which is a trade-off between capital cost of the plant and transportation cost of biomass. Cost curves were also developed in order to evaluate the impact of scale on power production costs. The location of the power plant and the future expansion of triticale were among the factors considered in the techno-economic mode. Heterobarrier blocking structure InGaAlP visible light laser diodes employing a thin active layer (0.04 {mu}m) and asymmetry coatings have been fabricated. The high light-output power operation with this heterobarrier blocking structure was investigated. The light-output power versus cw current curve was linear up to 43 mW and a maximum light output power of 51 mW was obtained. A high-power operation such as 20 mW was maintained at 40 {degree}C. Stable oscillation in the fundamental transverse mode was obtained up to 30 mW. These results show that this heterobarrier blocking structure supplies a sufficient current confinement effect even under a high-light output power operation.

The article criticizes the authorities for not supporting the upgrading of hydroelectric power plants in their eager to promote the development of wind power. Since the field test results differ from the computer simulation results using manufacturer`s constants, the authors first modify the manufacturer`s constants based on their previous experience to reach a preliminary set of parameters for the excitation system. Then a hybrid nonlinear simulation-sensitivity matrix method is developed to further refine the excitation system parameters. Problems relating to electromagnetic compatibility and power quality were discussed, combined with a discussion of the role that consulting engineers can play in resolving them. The need for the consulting engineer to be aware of design specifications of equipment was considered essential. Similarly, the interrelationship between installations using variable speed drives, halogenous lighting systems, capacitor banks, high-voltage power lines, power transformers, etc., and the need for familiarity with the operating characteristics of different types of power systems were stressed as key ingredients to success in ascertaining events and causes of equipment failure or power system problems on the network. This paper describes the development and testing of a system to provide isolated power to the cathode-subsystem electronics of an x-ray tube. These components are located at the cathode potential of several hundred kilovolts, requiring a supply of power isolated from this high voltage. In this design a fiber-optically connected photonic power system (PPS) is used to recharge a lithium-ion battery pack, which will subsequently supply power to the cathode-subsystem electronics. The suitability of the commercially available JDSU PPS for this application is evaluated. The output of the ppe converter is characterized. The technical aspects of its use for charging a variety of Li-Ion batteries are discussed. Battery charge protection requirements and safety concerns are also addressed.
The total bolometrically measured plasma radiation losses on the RF heating power were found. The results of measurements demonstrate a nonmonotonic dependence of radiation losses on RF power. Namely, at low RF power levels (80...170 kW) the total radiation losses raised with increasing the RF power. However, the total radiation losses decreased sharply when RF power exceeded 200 kW (down to ?20 kW at 240 kW of RF power). Simultaneously, the intensity of impurity lines fell down significantly, whereas the average electron temperature (found from ECE measurement) increased. The authors consider that screening properties of periphery plasma give reasons for above experimental facts.

Beamline VI is a wiggler-based, multi-kilowatt, intense synchrotron radiation beamline installed SPEAR. The thermal design parameters for this beamline are presented and then design considerations and construction descriptions are given for many of the high-power photon beamline elements.

Most wind farms consist of horizontal axis wind turbines (HAWTs) due to the high power coefficient (mechanical power output divided by the power of the free-stream air through the turbine cross-sectional area) of an isolated turbine. In CANDU reactors, the Regional Overpower Protection Trip (ROPT) system protects the reactor against overpowers in the reactor fuel, whether due to localized peaking within the core or a general increase in core power levels. Due to Primary Heat-Transport System (PHTS) aging the ROP trip setpoint is decreasing over time. Reductions in ROP trip setpoints are required to maintain the required trip-probability and ROP trip effectiveness, and results in a decrease of the ROP margin-to-trip during normal operation. A new method for removing periodic background patterns from pictures is presented. The basic spatial frequency composition of the pattern is determined from an estimate of the power spectrum of the picture. A digital restoration filter is then created from a modified version of the power spectrum. The method is extremely effective and can be automated.

Due to changed operational conditions and because of the increasing age of several hydro power plant components, there is an increasing risk of damages and the control of degradation mechanisms is of increasing significance. Therefore lifetime considerations for safety relevant components in pumped-storage plants become more and more important. The development of a lifetime management system, in conjunction with monitoring systems and specific surveillance for a group of pumped-storage power plants of different ages and in a wide range of power output is presented. The special focus is on the impact of fatigue strength considerations within this framework. Originally designed exclusively for peak load covering, pumped storage plants are now faced with new challenges brought about by the deregulation of the electricity market and the substantial growth of wind power capacity. Today's pumped storage plants are started more frequently and often for shorter periods of time. The grid controlling tasks have increased the importance of the role played by this type of power plant and improved sales considerably. But the operational demands have grown substantially as well. In this paper, power system stabilizer design for multi-machine power systems is translated into an equivalent problem of decentralized controller design for Multi-Output Multi-Input (MIMO) control systems. Subject to a condition based on the structured singular values, each stabilizer can be designed independently. Within this general framework, the conventional stabilizer design methodology based on the concept of synchronous and damping torques is used to decide the design details of each stabilizer. The suggested design method is applied to a model of a practical 10 machine power system. (author)
Presently, high wind potentials in remote areas may not be utilized for electricity production due to limited grid transmission capacity and/or difficulties in matching the electricity production with the demand. The overall project objective is to help overcome these bottlenecks, i.e. to identify and analyze methods and technologies for making it viable to utilize more of the wind potential in remote areas. The suggestion is to develop a power control concept for wind turbines which will even out the power fluctuations and make it possible to increase the wind energy penetration. The main options are to combine wind power with a pumped hydro power storage or with an AC/DC converter and battery storage. In this paper, it is suggested that the selection method of optimal parameter of power system stabilizer (PSS) with robustness in low frequency oscillation for power system using real variable elitism genetic algorithm (RVEGA). The optimal parameters were selected in the case of power system stabilizer with one lead compensator, and two lead compensator. Also, the frequency responses characteristics of PSS, the system eigenvalues criterion and the dynamic characteristics were considered in the normal load and the heavy load, which proved usefulness of RVEGA compare with Yu's compensator design theory. This paper presents the eigenvalue control strategy which utilizes an adaptive power system stabilizer for the decentralized control of damping and frequency of electromechanical oscillations in power systems. The control procedure includes the complete identification of the decoupled subsystem model in real-time from local measurements only and the assignment of its estimated electromechanical eigenvalue by the change of stabilizer parameters. The robustness and efficiency of the proposed adaptive controller to enhance overall system stability are illustrated in several examples, including the three-machine power system model.

The digital AVR must have the level of redundancy and control functions that conform to the configuration of the excitation control system and to the importance of a particular generator for the user. The digital AVR is not simply a digital version of the analog AVR, but can realize sophisticated control functions that were difficult to achieve with analog circuits, thus making it possible to enhance the stability of power system by PSS (power system stabilizer). This paper describes the test results of the digital AVRs applied to power plants, their system configuration and functions, as well as the outline of an auto-tuning PSS or AT-PSS planned to be incorporated in the digital AVR in the future.
A self-tuning PID (proportional-integral-derivative) power system stabilizer (PSS) is presented for improving the dynamic stability of a multimachine power system over a wide range of operating conditions. In order to maintain good damping characteristic when there is a drastic change in system operating condition, the gain settings are adapted in real time based on the continuously measured system inputs and outputs. The proposed self-tuning stabilizer has a decentralized structure and only local measurements within each generating units are required for the adaptation process. The effectiveness of the proposed stabilizer is demonstrated by an example.
This paper proposes the design of LQ-PSS (linear quadratic power system stabilizer) for improving power system stability using genetic algorithm(GA). We are turned weighting matrices of LQ-PSS using GA. To evaluate the usefulness of the proposed method, we performed the nonlinear simulation on a single machine infinite system. This paper deals with an artificial neural network (ANN) based adaptive conventional power system stabilizer (PSS). The ANN comprises an input layer, a hidden layer and an output layer. The input vector to the ANN comprises real power (P) and reactive power (Q), while the output vector comprises optimum PSS parameters. A systematic approach for generating training set covering wide range of operating conditions, is presented. The ANN has been trained using back-propagation training algorithm. Investigations reveal that the dynamic performance of ANN based adaptive conventional PSS is quite insensitive to wide variations in loading conditions.
