The European Union (EU) market integration is leading to increasingly monopolistic electricity market infrastructures, which has opened a debate on the regulation of these so-called power exchanges. In this paper, we start by stating that there are two types of power exchanges in Europe, i.e. 'merchant' and 'cost-of-service regulated' power exchanges. We then discuss how regulation can be used to better align their incentives with the main power exchange tasks. We conclude that adopting the cost-of-service regulated model for all power exchanges in Europe could be counterproductive in the current context, but that regulation can help ensure that the benefits of the EU market integration materialize. Abstract We provide the first firm-level evidence of the impact of the trade in producer services (-offshoring-) on the labour market. Using a new data set from the UK that measures trade in services at the firm level, we find no evidence that importing intermediate services is associated with job losses or greater worker turnover. Using regression to control for observable differences between firms that import service inputs and those that do not, we show that firms that start importing intermediate services experience faster employment growth than equivalent firms that do not. This seems likely to be the result of positive demand shocks, which cause a simultaneous increase in employment, output, and use of imported service inputs.

In order to achieve the best possible plant scheduling in terms of revenues the marketing of the available capacity from pumped storage plants needs to be optimised in both markets. Moreover, due to the abilities for providing reserve, pumped storage capacities within an existing power plant portfolio can lead to synergies for the whole portfolio. Access for independents to retail gas markets was a central concern in European policy reform efforts in the 1990s. Upstream oil and gas companies reacted with strategic intentions of forward integration. By late 2004, forward integration was still weak, however. An important explanation of the gap between announced strategic re-orientation and actual strategy implementation lies in the political failure of EU member states to dismantle market barriers to entry for independents. Variations between companies in downstream strategy implementation are explained by variations in business opportunities and internal company factors.

The Granger instantaneous-causality test is applied to explore the potential causal relationships between wholesale electricity and natural-gas prices in California. The test shows these relationships to be bi-directional, and reveals California's electricity and natural-gas markets to be as inextricably intertwined as casual observation and theoretical considerations would suggest they ought to be. This meshing of markets exacerbated the effects of California's natural-gas crisis on the contemporaneous electricity crisis, while concurrently the electricity crisis may have contributed to the dysfunction in the national-gas market and helped to precipitate the natural-gas crisis. The finding supports an integrated approach, as opposed to a piecemeal approach, for formulating energy policy recommendations, not just in California but in the world at large. (author)

The objectives of the project were to demonstrate and evaluate several small-scale methods of harvesting small (200 mm or less) trees and chipping them for fuel, as well as a method of processing such chips for use in dry chip-fired heating appliances. Nine field trials were conducted using various combinations of equipment. The trials consisted of 2 slash reclamation tests, 2 thinning tests, and 5 clear-cutting tests. The tests were conducted on various sites ranging from 0.2 to 1.8 hectares in area. The trees harvested were small; their average stem diameter was 70 mm. Every site was measured before harvest to predict the amount of biomass present. The amount of material obtained from the sites varied from 50% to 80% of the biomass present. Harvesting consisted of chain-saw felling and delimbing, skidding to roadside using winch, and then chipping into a 30 m{sup 3} portable bin. One purpose of this article is to alert state utility commissions involved in restructuring electric utilities to pay special attention to proposals that would fragment the utility's billing and metering (B and M) operations. Such fragmentation would essentially foreclose an important future option for handling all levels of retail deregulation. A fusing of B and M could become the linchpin for transitioning retail electricity from its present cost-based fixed rates to a market-based pricing regime fully exploiting the high economic efficiencies that are characteristic of most commodity pricing regimes. Realizing such economic efficiencies requires self enforcing economic discipline that makes and keeps retail pricing of electricity responsive to: imbalances in supply and demand (S and D), tensions between potential customers and competing suppliers, the need to meet a return-on-investment (ROI) objective, and the relative quality of product demanded. The paper demonstrates an application of advanced decision support tools within the framework of the environmental information system of the Province of Milan. These tools include environmental simulation models, multi criteria analysis, risk analysis and environmental accounting for marketable emission permits. After describing the general structure of the system, three demonstrational case studies are introduced concerning: groundwater pollution management; atmospheric pollution management; urban environmental quality perception and management. In the conclusion, potential use of tools like the ones implemented by the province of Milan within the framework of Local Agenda 21 processes is recalled.

Strategic management of key accounts has become an important component of many companies' sales efforts. This research introduces a strategic framework of key account performance that integrates theory from relationship marketing, key account management, and customer equity. Using the three drivers of customer equity - value equity, brand equity, and relationship equity - the framework captures both the relational outcomes (relationship commitment and trust) and financial performance outcomes (profitability and share of spend) of strategic decisions made in key account programs. Although Integrated Resource Planning (IRP), which considers both supply-side and demand-side options, had been a useful tool in the planning process for the power industry, its effectiveness has been challenged recently with the restructuring of the power sector that has occurred in China and elsewhere around the world. The paper proposes Integrated Resource Strategic Planning (IRSP) as an alternative to IRP in a deregulated power sector. IRSP takes the resource planning process one step further to the national level. The impacts of the availability of low-carbon technologies on the regional distribution of mitigation costs are analyzed in a global multi-regional integrated assessment model. Three effects on regional consumption losses are distinguished: domestic measures, trade of fossil energy carriers and trade of emission permits. Key results are: (i) GDP losses and a redirection of investments in the energy system towards capital-intensive technologies are major contributions to regional consumption losses. (ii) A devaluation of tradable fossil energy endowments contributes largely to the mitigation costs of fossil fuel exporters. Tomorrow's electric cars will therefore require powerful heating and cooling systems for the passenger compartment which meet the conditions specific to this particular mode of transport and which do not overly affect the range capability of such vehicles. At Behr GmbH suitable system concepts were developed at a very early stage which were based on a high proportion of recirculated air, the use of the A/C unit as a heat pump, and heat recovery. Ensyn is a profitable commercial company which derives its revenues from the conversion of wood residues into liquid biofuel and chemicals. The technology, Rapid Thermal Processing (RTP{sup (TM)})is based on extremely fast ``cracking`` of biomass which results in light liquid yields exceeding 70% by weight, from wood. Whether producing chemicals or liquid biofuel, the RTP plant is configured identically and operated essentially in the same mode. Chemicals production simply allows economical production to occur at a lower plant capacity, as low as 2 tonnes/day, than is feasible for a dedicated fuel plant (typically greater than 100 tonnes/day). We apply the potential force estimation method to artificial time series of market price produced by a deterministic dealer model. We find that dealers' feedback of linear prediction of market price based on the latest mean price changes plays the central role in the market's potential force. When markets are dominated by dealers with positive feedback the resulting potential force is repulsive, while the effect of negative feedback enhances the attractive potential force.

In this paper we review the existing literature on forward contracts and explore the contracting process as it operates in Australia. The paper is based on interviews with participants in Australia's National Electricity Market (NEM). The interviews were designed to understand the contracting process and the practice of risk management in the Australian energy-only pool market. Once the definition of the CHP (combined heat and power generation) certificate is clear, demand for it can be organised in several ways. A well-designed system of mandatory demand, by means of an obligation to acquire a certain amount of CHP certificates each year, is effective to meet the policy target. The voluntary willingness to pay for CHP certificates is likely to be small, resulting in a very thin market. Finally, instead of creating a demand solely targeted at the CHP certificates, demand could also result from interacting policy schemes such as emissions trading. A novel approach using reactive processing is explored that eliminates the labour-intensive separation of post-consumer polyolefin waste from the mixed plastics waste stream. The reactive compatibiliser BMI has been used to form a modified blend of PCPW with 40% improved tensile strength relative to the uncompatibilised control. Addition of 60 wt.-% magnesium hydroxide [Mg(OH)2] during reactive compatibilisation with BMI gave rise to an even more significant enhancement (up to 100%) of the tensile strength. BMI was also able to usefully enhance the properties of a composite based on calcium carbonate and the polyolefin waste.

We empirically investigated the relationships between the degree of efficiency and the predictability in financial time-series data. The Hurst exponent was used as the measurement of the degree of efficiency, and the hit rate calculated from the nearest-neighbor prediction method was used for the prediction of the directions of future price changes. We used 60 market indexes of various countries. We empirically discovered that the relationship between the degree of efficiency (the Hurst exponent) and the predictability (the hit rate) is strongly positive. That is, a market index with a higher Hurst exponent tends to have a higher hit rate. These results suggested that the Hurst exponent is useful for predicting future price changes. Furthermore, we also discovered that the Hurst exponent and the hit rate are useful as standards that can distinguish emerging capital markets from mature capital markets.

In this paper extended models for estimating price developments on electricity markets are presented. The models consider deviations from the normality hypothesis of the prices. Based on an ARMA model combination with GARCH, Gaussian-mixture and switching-regime approaches are comparatively discussed. The comparison is based on historic electricity prices of the spot and two reserve markets in Germany. It is shown that the proposed extended models lead to significantly improved representations of the considered stochastic price processes. It is inferred that these models may be preferred for estimating price developments on electricity markets. (author)

Radiation decontamination of dry ingredients, herbs and enzyme preparations is a technically feasible, economically viable and safe physical process. The procedure is direct, simple, requires no additives and is highly efficient. Its dose requirement is moderate. Radiation doses of 3-10 kGy (0.3-1 mrad) have proved sufficient to reduce the viable counts to a satisfactory level. Ionising radiations do not cause any significant rise in temperature. The flavour, texture or other important technological or sensory properties of most ingredients are not influenced at radiation doses necessary for satisfactory decontamination, and radiation obviates the chemical residue problem. The microflora surviving radiation decontamination of dry ingredients are more susceptible to subsequent antimicrobial treatments. This work deals with a study on estimation of energy consumption in eight readily defined unit operations of cashew nut processing. Data for analysis were collected from nine cashew nut mills stratified into small, medium and large categories to represent different mechanization levels. Series of equations were developed to easily compute requirements of electricity, fuel and labour for each of the unit operations. The computation of energy use was done using spreadsheet program on Microsoft Excel. The results of application test of the equations show that the total energy intensity in the cashew nut mills varied between 0.21 and 1.161MJ/kg. Electrical energy intensity varied between 0.0052 and 0.029MJ/kg, while thermal energy intensity varied from 0.085 to 1.064MJ/kg. Using a unique high-frequency futures dataset, we characterize the response of U.S., German and British stock, bond and foreign exchange markets to real-time U.S. macroeconomic news. We find that news produces conditional mean jumps; hence high-frequency stock, bond and exchange rate dynamics are linked to fundamentals. Equity markets, moreover, react differently to news depending on the stage of the business cycle, which explains the low correlation between stock and bond returns when averaged over the cycle. Hence our results qualify earlier work suggesting that bond markets react most strongly to macroeconomic news; in particular, when conditioning on the state of the economy, the equity and foreign exchange markets appear equally responsive. To investigate the universality of the structure of interactions in different markets, we analyze the cross-correlation matrix ${\\mathbf C}$ of stock price fluctuations in the National Stock Exchange (NSE) of India. We find that this {\\em emerging} market exhibits strong correlations in the movement of stock prices compared to {\\em developed} markets, such as the New York Stock Exchange (NYSE). This is shown to be due to the dominant influence of a common market mode on the stock prices. By comparison, interactions between related stocks, e.g., those belonging to the same business sector, are much weaker. In the present work we introduce a novel multi-agent model with the aim to reproduce the dynamics of a double auction market at microscopic time scale through a faithful simulation of the matching mechanics in the limit order book. The agents follow a noise decision making process where their actions are related to a stochastic variable, the market sentiment, which we define as a mixture of public and private information. The model, despite making just few basic assumptions over the trading strategies of the agents, is able to reproduce several empirical features of the high-frequency dynamics of the market microstructure not only related to the price movements but also to the deposition of the orders in the book.

In this article we explore ways in which pro-market discourses have been interpreted in policy initiatives in Argentina since the 1970s. Our argument is that even though pro-market discourses have guided reforms in many aspects of public policies in Argentina, the arena of education has overall been resistant to taking them up. The first part of the article analyses the origins of a strong discursive and symbolic link between notions of 'public education' and 'National State-centred education' in Argentina and then examines the development of private education in that country. This paper employs a new approach in order to investigate the underlying relationship between stock markets and exchange rates. Current approaches suggest that the relative equity market performance of two countries is linked to their exchange rate. In contrast, this study proposes an alternative approach where one global variable - global equity market returns - is believed to have an effect on exchange rates, with the relative interest rate level of a currency determining the sign of the relationship. This paper provides a systematic empirical analysis of the role of the housing market in the macroeconomy in the US and the euro area. First, it establishes some stylised facts concerning key variables in the housing market on the two sides of the Atlantic, such as real house prices, residential investment and mortgage debt. It then presents evidence from Structural Vector Autoregressions (SVAR) by focusing on the effects of monetary policy, credit supply and housing demand shocks on the housing market and the broader economy. The analysis shows that similarities outweigh differences as far as the housing market is concerned. Competitive bidding for ancillary services (A/S), in addition to bidding for energy, is increasingly recognized as an important part of electricity markets. In this paper, an LP-based approach is presented for solving the multi-product (i.e. energy and A/S products), multi-zone/area physical market dispatch problem. The approach can explicitly represent various constraints, such as reserve requirement constraints, network security limits, and sharing of constrained resource capacity (e.g. maximum unit generation) between energy and reserve. The joint dispatch method, which dispatches energy and reserve market concurrently, is extended to allow inter-zonal reserve trading in multi-zone competitive pool. Numerical examples are included to demonstrate the salient characteristics of the joint dispatch solution.

The stock market has been known to form homogeneous stock groups with a higher correlation among different stocks according to common economic factors that influence individual stocks. We investigate the role of common economic factors in the market in the formation of stock networks, using the arbitrage pricing model reflecting essential properties of common economic factors. We find that the degree of consistency between real and model stock networks increases as additional common economic factors are incorporated into our model. Furthermore, we find that individual stocks with a large number of links to other stocks in a network are more highly correlated with common economic factors than those with a small number of links. This suggests that common economic factors in the stock market can be understood in terms of deterministic factors.

This paper develops optimal bidding strategies for a pumped-storage plant in a pool-based electricity market. In the competitive regime, when compared to simple hydroelectric generator, profit of the pumped-storage plant is maximized by operating it as a generator when market clearing price is high and as a pump when the price is low. Based on forecasted hourly market clearing price, a multistage looping algorithm to maximize the profit of a pumped-storage plant is developed, considering both the spinning and non-spinning reserve bids and meeting the technical operating constraints of the plant. The proposed model is adaptive for the nonlinear three-dimensional relationship between the power produced, the energy stored, and the head of the associated reservoir. The primary objective of the work was to establish and verify cost and performance parameters for integrated concepts in which agricultural and other biomass derived pyrolysis oils are utilised as fuel for small scale heat and power production. Production of non-food value-added products was also considered. The cost and performance studies were carried out in Spain, Denmark, and Finland, using olive oil farming residues, straw, and rapeseed oil pressing residues and straw as fuels for pyrolysis, respectively. Traditionally, the Federal Energy Regulatory Commission has implemented its statutory requirement that wholesale electric rates be just and reasonable by comparing a seller's proposed rates to its own cost of service. In the last four years, 40 requests for market-based prices have opened up an alternate path for just and reasonable rates. The common characteristic of these 40 requests is that the price is not tied directly to the seller's own costs but rather to market conditions. To date, the Commission has approved 28 of these requests and rejected eight. Four are pending. It is argued that efforts by the authorities to affect monetary policy through controls on bank lending (quantitative and interest rates) are inefficient and only lead to circumvention. The radiative transport problem is cast in integral form using a transport kernel. The transport kernel has an explicit representation in terms of a Feynman Path Integral over all paths between selected points in a volume. This representation is setup in detail. Numerical evaluation of this Path Integral is formulated with a Frenet-Serret based procedure for generating valid random paths, and with a numerical evaluation of the weight for each valid path. However, indications are that energy companies are coming back to the syndicated loan market after this quiet first quarter. Already, Enron, Shell Oil and Coastal have mandated substantial new facilities. Many more companies are expected back in the market over the new few months, including at least one jumbo for a major international name. The photovoltaic (PV) industry is rapidly beginning to recognize the market potential of the buildings sector. New PV-for-buildings products have recently become commercially available, and numerous products that are under development will be introduced within the next 5 years. To ensure that these new products will be adopted and used in common building practices, the PV industry should recognize and address important buildings industry issues. These issues include building codes and standards, after-market servicing, education, and warranties and insurance policies. Photovoltaic systems are also still very expensive. The simplest method for increasing their value for a building is to decrease the building's electrical loads through energy efficiency and conservation. Meeting these goals can only be accomplished through partnerships with the U.S. Department of Energy (DOE), private industry, and public institutions.

To quantify the opportunities for natural gas and identify technological advances needed to capture such opportunities, the mineral-wool industry was analyzed with respect to the principal companies, their capabilities, and markets. The mineral-wool industry is stable with a slightly declining market. Of its market segments, only commercial acoustic insulation (which is currently dominant) is likely to be affected by growth in the next ten years. The principal process is based on treatment of blast-furnace slags in a cupola furnace using coke as the fuel and reducing agent. Expanded use of gas, as a substitute for coke, would eliminate environmental problems and expand the latitude of suitable raw materials. The study provides insights into the mineral-wool industry and identifies factors that may constitute bases for future usage of natural gas.

The market potential for the fan atomized burner (FAB) in water and space heating applications was examined. The major findings of the study are as follows. (1). The FAB`s low-input capability allows development of oil-fired room heaters and wall furnaces, a new market area for oil heat. (2). Among conventional oil-fired products, furnaces will benefit most from the burner`s low input capability due to (1) their quick delivery of heat and (2) their more prevalent use in warmer climates and smaller homes. (3). The greatest potential for increased product sales or oil sales exists in the use of the burner with new products (i.e., room heaters). Sales of boilers and direct-fired water heaters are not likely to increase with the use of the burner. (4). Acceptance of the burner will be dependent on proof of reliability. Proof of better reliability than conventional burners would accelerate acceptance.

Coupled continuous time random walks (CTRWs) model normal and anomalous diffusion of random walkers by taking the sum of random jump lengths dependent on the random waiting times immediately preceding each jump. They are used to simulate diffusion-like processes in econophysics such as stock market fluctuations, where jumps represent financial market microstructure like log returns. In this and many other applications, the magnitude of the largest observations (e.g. a stock market crash) is of considerable importance in quantifying risk. We use a stochastic process called a coupled continuous time random maxima (CTRM) to determine the density governing the maximum jump length of a particle undergoing a CTRW. Australian electricity markets and natural gas markets are undergoing rapid reform. Choosing among electricity generation modes is a key issue. Such choices are affected by expectations about the future structure of these markets and future technologies, and how they affect costs and emissions. In the research reported in this paper, the MARKAL model of the Australian energy system is used to evaluate the competitive position of natural gas fired combined cycle gas turbines (CCGTs) in the energy sector as a whole. Competing in the sector are large-scale electricity generation technologies such as refurbished existing coal fired stations and advanced forms of coal fired generation. The modelling incorporates new data on electricity supply technologies and options.

California s major energy utilities and the California Energy Commission (CEC) are seeking to allocate capital that yields the greatest return on investment for energy infrastructure that meets any part of the need for reliable supplies of energy. The utilities are keenly interested in knowing the amount of electrical energy savings that would occur if cool roof color materials are adopted in the building market. To meet this need the Oak Ridge National Laboratory and the Lawrence Berkeley National Laboratory (LBNL) have been collaborating on a Public Interest Energy Research (PIER) project to develop an industry-consensus energy-savings calculator. In this paper uptake of tritium by market foods from tritiated water vapor in the air is investigated using cereals and beans purchased in Deep River, Canada. The concentrations of tissue free water tritium (TFWT) and organically bound tritium (OBT) range from 12 to 79% and from 10 to 38% respectively, of that estimated for atmospheric water vapor of the sampling month. The specific activity ratios of OBT to TFWT were constant for cereals, but variable for beans. The elevated OBT was shown to be the result of isotopic exchange of labile hydrogen by the fact that washing the foods with tritium free-water reduced their tritium contents to levels characteristic of their production sites.

This paper shows that a stochastic regime-switching model can represent the volatile behavior of wholesale electricity prices associated with price spikes effectively. The structure of the model is very flexible because the mean prices in the two regimes and the two transition probabilities are functions of the load and/or the implicit reserve margin. Using price data from the single settlement market in PJM (May 1999 to May 2000), the results show that the estimated switching probability from the low to the high regime predicts price spikes well if the reserve margin is measured accurately.

The author investigates the effects of 529 mergers in the European and North American power industries between 1990 and 2002. The focus is on the effects on the capital market and the changes in the utilities' performance in successive years. It is assumed that as a rule mergers resulted in a lower value of the companies concerned. On the other hand, the target businesses appear to have obtained added value in the same period. In a future power system with a high proportion of distributed and intermittent generation, it will be difficult and costly to ensure short-term security of supply if demand is unable to react to fluctuations on the supply side. At present, most power consumers in the EU, with the exception of the largest consumers such as energy intensive industries, buy their power on fixed tariffs. Fixed tariffs provide no incentives for consumers to alter their patterns of power consumption. This calls for more interaction between the supply and demand sides, which in turn would allow better matching of demand to intermittent supply. The development of cheap and reliable electronic communication technologies has made this a realistic option, so we are left with the general question of how the demand side can become more active in the future power market. Geothermal heat pump systems are a promising new energy technology that has shown rapid increase in usage over the past ten years in the United States. These systems offer substantial benefits to customers and utilities in energy (kWh) and demand (kW) savings. The purpose of this study was to determine what existing monitored data was available mainly from electric utilities on heat pump performance, energy savings and demand reduction for residential, school, and commercial building applications. Information was developed on the status of electric utility marketing programs, barriers to market penetration, incentive programs, and benefits.

The paper considers the main components of energy policy, in particular the challenges of network security of supply, long-term contracts and the environmental constraints. It is argued that the United Kingdom's energy policy should take account of multiple market failures and context dependent. Given energy liberalisation in the 1980s and 1990s, it is argued that interventions based upon market-based instruments should be given greater importance. Institutional reform to reflect the shift in focus towards investment in non-carbon technologies and the security issues associated with networks is proposed, notably the creation of an energy agency. 15 refs., 2 figs.

Objective: To estimate exposure dose of personnel around patients by Monte Carlo method and integration method. Methods: Exposures were estimated by a Monte Carlo practical program with Visual Basic 6.0 and integration method using 'pen-and-paper'. Results: Exposures for rectangle and ellipse sources were calculated. The difference between different methods for various sources were 0.88% and 0.61%, respectively. Conclusion: The results estimated by Monte Carlo method are close to those of integration method. It is illustrated that doses of other people estimated by Monte Carlo method are significant
